    In August 1993, DuPont launched its innovative Jump Start program, which called for managers in its 25 largest plants to carry out a 120-day crash effort to find ways to reduce energy use at their facilities. The effort produced ideas that will result in $21.5 million in energy savings over six years, exceeding DuPont`s target. It also kicked off a longer-term program the company hopes will cut as much as $300 million, or 15% from energy bills through 2000.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Winter 2012. Between December 2, 2011, and January 15, 2012, 46 American Indian and Alaska Native Tribes submitted applications to receive technical assistance through the program, which provides Tribes with on-the-ground technical support from DOE and National Renewable Energy Laboratory (NREL) staff to help move tribal energy efficiency and renewable energy projects forward. The applications are being considered through the Strategic Technical Assistance Response Team (START) selection process, which incorporates expert reviews and outreach to Tribes who present a need for assistance with their community-based energy efficiency and renewable energy projects. The final successful applicants will be selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with each unique project or community. At least three selected Tribes in Alaska will receive technical assistance between March and May 2012, and up to five selected Tribes in the contiguous United States will receive technical assistance between March and August 2012. During the months of START Program activity, DOE and NREL experts will work in the two locations. In Alaska, START experts will work directly with community-based project teams to analyze local energy issues and provide assistance with energy projects and cost savings initiatives. This effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide further assistance and expertise. In the lower 48 states, NREL experts will work with the selected renewable energy START projects to evaluate financial and technical feasibility and provide early development technical assistance to better position the projects for financing and construction. This on-the-ground technical assistance is part of a broader DOE-IE effort to make reliable, accurate technical information

  18. Starting a local conservation and passive solar retrofit program: an energy planning sourcebook

    A city planner or a neighborhood activist may wish to initiate a local conservation and passive solar retrofit program but may not have previous experience in doing so. This sourcebook is designed to assist interested individuals with their energy planning efforts, from determining retrofit potential, to financing and implementing the program. An approach or methodology is provided which can be applied to determine retrofit potential in single-family residences, mobile homes, multifamily residences, and nonresidential buildings. Case studies in Albuquerque, New Mexico, are given as examples. Guidelines are provided for evaluating the economic benefits of a retrofit program through benefit-cost analysis and economic base studies at the city and neighborhood levels. Also included are approaches to community outreach, detailing how to get started, how to gain local support, and examples of successful programs throughout the US. The need for financing, the development of a local strategy, public and private financing techniques, and community energy service organizations are examined. In addition to the Albuquerque case studies, a brief technology characterization, heat-loss calculations, economic tools, and a list of resources are appended.

    SandIR is a sophisticated Windows2000/WindowsXP program for the capture and analysis of thermal images in real time. It is a 32-bit, 5 thread C++ OOP application that rests on Microsoft’s MFC and DirectDraw libraries, the DT3152LS driver functions and the LabEngine link libraries of Origin 4.1 for full functionality. Images may be loaded in from saved files or viewed live by connection to a FLIR (Inframetrics) 600 or 760 IR camera or a video cassettemore » recorder playing tapes recorded from a FLIR (Inframetrlcs) 600 or 760 IR camera- At this time, no other IR camera formats are supported. The raw radiosity data used by SandiR is derived from the 8-bit, 256 level, RS-170 (grayscale) NTSC camera signal. The FLIR camera images contain 175x131 pixels of real IR data. SandIR displays these data in a 604x410 image. The maximum matrix size is 640x452 Including VIR and grayscale. Live IR images can be frozen and then stored to computer disk. An incrementing save command makes It easy to save a sequence of images with a series of related file names. These files can then be loaded into SandIR at a later time for anatysis by a number of predefined tools or data probes. Multiple pseudo-color palettes containing 64 colors are available as well as a 256 level grayscale palette for image colorizing. SandtR always processes all the data in the ROt for each acquired image; so a complete temperature matrix is always available for any frozen image. SandIR performs nearly 7 million temperature calculations per second and updates the image display through Direct Draw over the PCI bus at frequencies of 30 Hz. 3-d surface plots, projections, wire maps or contour plots of absolute temperatures are also updated at 20 to 30 Hz which approaches the real-time acquisition rate of the camera, These plots may be viewed full-screen or frozen in separate windows for comparison to later images.     Root Cause Analysis (RCA) identifies the cause of an adverse condition that, if corrected, will preclude recurrence or greatly reduce the probability of recurrence of the same or similar adverse conditions and thereby protect the health and safety of the public, the workers, and the environment. This procedure sets forth the requirements for management determination and the selection of RCA methods and implementation of RCAs that are a result of significant findings from Price-Anderson Amendments Act (PAAA) violations, occurrences/events, Significant Adverse Conditions, and external oversight Corrective Action Requests (CARs) generated by the Office of Enforcement (PAAA headquarters), the U.S. Environmental Protection Agency, and other oversight entities against Lawrence Berkeley National Laboratory (LBNL).     The results and efforts of research and development of methods for daily fuel scheduling performed under EPRI Project RP 1048-5 by Power Technologies, Inc. (PTI) are reported in three volumes: Technical Manual; Programming Manual and Program Listing. Daily fuel scheduling involves the scheduling and dispatching of generating facilities to meet all system loads and operating requirements for periods ranging from a day to a week. Daily fuel scheduling and computer requirements are defined. The scheduling problem is formulated as a mixed-integer linear programming (MILP) optimization problem in which the total system operating cost is minimized. A potentially practical scheduling procedure, based on a combination of search and MILP approaches, was proposed; these two approaches were investigated, coded in FORTRAN and tested individually. Tests using the New York Power Pool system show that the search approach may produce potential savings for fuel scheduling approaches. Additional efforts are needed to make the MILP approach practical. Finally, a number of special scheduling problems have been identified and recommended for future work. This volume of the report (Volume 3) gives the FORTRAN listings of the programs, which had been developed during the course of this project. In the programs, there may be certain statements and functions which could be specific to the PRIME computer system. Comments on them are provided.

Using a personal computer, a user can generate a fission product inventory; decay and in-grow the inventory during transport through processes, facilities, and the environment; model the downwind dispersion of the activity; and calculate doses to downwind individuals.     The Energy Analysis Program has played an active role in the analysis and discussion of energy and environmental issues at several levels. (1) at the international level, with programs as developing scenarios for long-term energy demand in developing countries and organizing leading an analytic effort, ``Energy Efficiency, Developing Countries, and Eastern Europe,`` part of a major effort to increase support for energy efficiency programs worldwide; (2) at national level, the Program has been responsible for assessing energy forecasts and policies affecting energy use (e.g., appliance standards, National Energy Strategy scenarios); and (3) at the state and utility levels, the Program has been a leader in promoting integrated resource utility planning; the collaborative process has led to agreement on a new generation of utility demand-site programs in California, providing an opportunity to use knowledge and analytic techniques of the Program`s researchers. We continue to place highest on analyzing energy efficiency, with particular attention given to energy use in buildings. The Program continues its active analysis of international energy issues in Asia (including China), the Soviet Union, South America, and Western Europe. Analyzing the costs and benefits of different levels of standards for residential appliances continues to be the largest single area of research within the Program. The group has developed and applied techniques for forecasting energy demand (or constructing scenarios) for the United States. We have built a new model of industrial energy demand, are in the process of making major changes in our tools for forecasting residential energy demand, have built an extensive and documented energy conservation supply curve of residential energy use, and are beginning an analysis of energy-demand forecasting for commercial buildings.

    This procedure provides guidelines and techniques for analyzing and trending data using statistical methods for Lawrence Berkeley National Laboratory (LBNL). This procedure outlines the steps used in data analysis and trending. It includes guidelines for performing data analysis and for monitoring (or controlling) processes using performance indicators. This procedure is used when trending and analyzing item characteristics and reliability, process implementation, and other quality-related information to identify items, services, activities, and processes needing improvement, in accordance with 10 CFR Part 830, Subpart A, U.S. Department of Energy (DOE) Order 414.1C, and University of California (UC) Assurance Plan for LBNL. Trend codes, outlined in Attachment 4, are assigned to issues at the time of initiation and entry into the Corrective Action Tracking System (CATS) database in accordance with LBNL/PUB-5519 (1), Issues Management Program Manual. Throughout this procedure, the term performance is used to encompass all aspects of performance including quality, timeliness, efficiency, effectiveness, and reliability. Data analysis tools are appropriate whenever quantitative information describing the performance of an item, service, or process can be obtained.

    This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

    The traveler presented a paper at the Seventh ASTM-EURATOM Symposium on Reactor Dosimetry and co-chaired an oral session on Computer Codes and Methods. Papers of considerable interest to the NRC Surveillance Dosimetry Program involved statistically based adjustment procedures and uncertainties. The information exchange meetings with Czechoslovakia and Hungary were very enlightening. Lack of large computers have hindered their surveillance program. They depended very highly on information from their measurement programs which were somewhat limited because of the lack of sophisticated electronics. The Nuclear Research Institute at Rez had to rely on expensive mockups of power reactor configurations to test their fluence exposures. Computers, computer codes, and updated nuclear data would advance their technology rapidly, and they were not hesitant to admit this fact. Both eastern-bloc countries said that IBM is providing an IBM 3090 for educational purposes but research and development studies would have very limited access. They were very apologetic that their currencies were not convertible, and any exchange means that they could provide services or pay for US scientists in their respective countries, but funding for their scientists in the United States, or expenses that involved payment in dollars, must come from us.

    This report describes the methodology used and the results obtained from the application of a simplified seismic risk methodology to the LaSalle County Nuclear Generating Station Unit 2. This study is part of the Level I analysis being performed by the Risk Methods Integration and Evaluation Program (RMIEP). Using the RMIEP developed event and fault trees, the analysis resulted in a seismically induced core damage frequency point estimate of 6.OE-7/yr. This result, combined with the component importance analysis, indicated that system failures were dominated by random events. The dominant components included diesel generator failures (failure to swing, failure to start, failure to run after started), and condensate storage tank.

The first valve being operable to connect a minority of the injectors to the control schedule valve and the fuel pump for starting the engine, there being an even number of the injectors and the minority of injectors consisting of two diametrically opposite injectors; the first and second valves being operable to connect all of the injectors to the control schedule valve and the pump for causing normal operation of the engine; the engine further being characterized by the absence of start fuel injectors for the combustor.

The Rocky Flats program was discontinued in 1989 after more than 30 years. In 2001, Los Alamos National Laboratory (LANL) reestablished the Pu Metal Exchange program. In addition to the Atomic Weapons Establishment (AWE) at Aldermaston, six Department of Energy (DOE) facilities Argonne East, Argonne West, Livermore, Los Alamos, New Brunswick Laboratory, and Savannah River are currently participating in the program. Plutonium metal samples are prepared and distributed to the sites for destructive measurements to determine elemental concentration, isotopic abundance, and both metallic and nonmetallic impurity levels. The program provides independent verification of analytical measurement capabilies for each participating facility and allows problems in analytical methods to be identified. The current status of the program will be discussed with emphasis on the unique statistical analysis and modeling of the data developed for the program. The discussion includes the definition of the consensus values for each analyte (in the presence and absence of anomalous values and/or censored values), and interesting features of the data and the results.

    The Division of Risk Analysis (DRA), Office of Nuclear Regulatory Research (RES), must ensure that the quality of the data that feed into its programs follow Office of Management and Budget (OMB) and U.S. Nuclear Regulatory Commission (NRC) guidelines and possibly other standards and guidelines used in nuclear power plant risk analyses. This report documents the steps taken in DRAs Data Quality Improvement project (Job Control Number N6145) to develop a Data Quality Assurance Program Plan. These steps were 1. Conduct a review of data quality requirements 2. Review current data programs, products, and data quality control activities 3. Review the Institute of Nuclear Power Operation (INPO) Equipment Performance and Information Exchange (EPIX) data quality programs and characterize the EPIX data quality and uncertainty 4. Compare these programs, products, and activities against the requirements 5. Develop a program plan that provides assurance that data quality is being maintained. It is expected that the Data Quality Assurance Program Plan will be routinely implemented in all aspects of future data collection and processing efforts and that specific portions will be executed annually to provide assurance that data quality is being maintained.

    The line-imaging ORVIS or VISAR provides velocity as a function of position and time for a line on an experimental setup via a streak camera record of interference fringes. This document describes a Matlab-based program which guides the user through the process of converting these fringe data to a velocity surface. The data reduction is of the "fringe trace" type, wherein the changes in velocity at a given position on the line are calculated based on fringe motion past that point. The analyst must establish the fringe behavior up front, aided by peak-finding routines in the program. However, the later work of using fringe jumps to compensate for phase problems in other analysis techniques is greatly reduced. This program is not a standard GUI construction, and is prescriptive. At various points it saves the progress, allowing later restarts from those points.

With some analytical methods, such as gas chromatography/mass spectrometry, the Guidance Manual procedures may be used directly. Included are analyses of existing facilities done under the aegis of the Safety Analysis Report Upgrade Program, and analyses of new and modified facilities. A graded approach is used wherein the level of analysis and documentation for each facility is commensurate with the magnitude of the hazard(s), the complexity of the facility and the stage of the facility life cycle. Safety analysis reports (SARs) for hazard Category 1 and 2 facilities are usually detailed and extensive because these categories are associated with public health and safety risk. SARs for Category 3 are normally much less extensive because the risk to public health and safety is slight. At Energy Systems, safety studies are the name given to SARs for Category 3 (formerly {open_quotes}low{close_quotes}) facilities. Safety studies are the appropriate instrument when on-site risks are limited to irreversible consequences to a few people, and off-site consequences are limited to reversible consequences to a few people.     Hot-film anemometer measurements are presented for the centerline velocity of a suddenly started jet of air. The tip penetration of the jet is shown to be proportional to the square-root of time. A theoretical model is developed that assumes the transient jet can be characterized as a spherical vortex interacting with a steady-state jet. The model demonstrates that the ratio of nozzle radius to jet velocity defines a time constant that uniquely characterizes the behavior and similarity of impulsively started incompressible turbulent jets.

The project will focus on evaluating and improving the efficiency and environmental performance of these technologies. The project will be modest by commercial standards. A 17-retort MIS system is planned in which two retorts will be processed simultaneously. Production of 1206-barrels per calendar day of raw shale oil and 46-megawatts of electricity is anticipated. West Virginia University coordinated an Environmental Analysis Program for the Project. Experts from around the country were retained by WVU to prepare individual sections of the report. These experts were exposed to all of OOSI`s archives and toured Tract C-b and Logan Wash. Their findings were incorporated into this report. In summary, no environmental obstacles were revealed that would preclude proceeding with the Project. One of the most important objectives of the Project was to verify the environmental acceptability of the technologies being employed. Consequently, special attention will be given to monitoring environmental factors and providing state of the art mitigation measures. Extensive environmental and socioeconomic background information has been compiled for the Tract over the last 15 years and permits were obtained for the large scale operations contemplated in the late 1970`s and early 1980`s. Those permits have been reviewed and are being modified so that all required permits can be obtained in a timely manner.

    The basic purpose of hazard screening is to group precesses, facilities, and proposed modifications according to the magnitude of their hazards so as to determine the need for and extent of follow on safety analysis. A hazard is defined as a material, energy source, or operation that has the potential to cause injury or illness in human beings. The purpose of this document is to give guidance and provide standard methods for performing hazard screening. Hazard screening is applied to new and existing facilities and processes as well as to proposed modifications to existing facilities and processes. The hazard screening process evaluates an identified hazards in terms of the effects on people, both on-site and off-site. The process uses bounding analyses with no credit given for mitigation of an accident with the exception of certain containers meeting DOT specifications. The process is restricted to human safety issues only. Environmental effects are addressed by the environmental program. Interfaces with environmental organizations will be established in order to share information.

    The invention relates to a methanol-to-hydrogen cracking reactor for use with a fuel cell vehicular power plant. The system is particularly designed for rapid start-up of the catalytic methanol cracking reactor after an extended shut-down period, i.e., after the vehicular fuel cell power plant has been inoperative overnight. Rapid system start-up is accomplished by a combination of direct and indirect heating of the cracking catalyst. Initially, liquid methanol is burned with a stoichiometric or slightly lean air mixture in the combustion chamber of the reactor assembly. The hot combustion gas travels down a flue gas chamber in heat exchange relationship with the catalytic cracking chamber transferring heat across the catalyst chamber wall to heat the catalyst indirectly. The combustion gas is then diverted back through the catalyst bed to heat the catalyst pellets directly. When the cracking reactor temperature reaches operating temperature, methanol combustion is stopped and a hot gas valve is switched to route the flue gas overboard, with methanol being fed directly to the catalytic cracking reactor. Thereafter, the burner operates on excess hydrogen from the fuel cells.

    Knowledge management (KM) has been a high priority for the Department of Energy (DOE) Office of Nuclear Energy (NE) for the past several years. NE Programs are moving toward well-established knowledge management practices and a formal knowledge management program has been established. Knowledge management is being practiced to some level within each of the NE programs. Although it continues to evolve as NE programs evolve, a formal strategic plan that guides the implementation of KM has been developed. Despite the acceptance of KM within DOE NE, more work is necessary before the NE KM program can be considered fully successful. Per Dr. David J. Skyrme[1], an organization typically moves through the following evolutionary phases: (1) Ad-hoc - KM is being practiced to some level in some parts of the organization; (2) Formal - KM is established as a formal project or program; (3) Expanding - the use of KM as a discipline grows in practice across different parts of the organization; (4) Cohesive - there is a degree of coordination of KM; (5) Integrated - there are formal standards and approaches that give every individual access to most organizational knowledge through common interfaces; and (6) Embedded - KM is part-and-parcel of everyday tasks; it blends seamlessly into the background. According to the evolutionary phases, the NE KM program is operating at the two lower levels, Ad-hoc and Formal. Although KM is being practiced to some level, it is not being practiced in a consistent manner across the NE programs. To be fully successful, more emphasis must be placed on establishing KM standards and processes for collecting, organizing, sharing and accessing NE knowledge. Existing knowledge needs to be prioritized and gathered on a routine basis, its existence formally recorded in a knowledge inventory. Governance to ensure the quality of the knowledge being used must also be considered. For easy retrieval, knowledge must be organized according to a taxonomy that

    An alternatives analysis was performed for resumption of transient testing. The analysis considered eleven alternatives including both US international facilities. A screening process was used to identify two viable alternatives from the original eleven. In addition, the alternatives analysis includes a no action alternative as required by the National Environmental Policy Act (NEPA). The alternatives considered in this analysis included: 1.     The Integrated Data Collection Analysis (IDCA) program is conducting a Proficiency Test for Small- Scale Safety and Thermal (SSST) testing of homemade explosives (HMEs). Described here are statistical analyses of the results for impact, friction, electrostatic discharge, and differential scanning calorimetry analysis of the RDX Type II Class 5 standard. The material was tested as a well-characterized standard several times during the proficiency study to assess differences among participants and the range of results that may arise for well-behaved explosive materials. The analyses show that there are detectable differences among the results from IDCA participants. While these differences are statistically significant, most of them can be disregarded for comparison purposes to assess potential variability when laboratories attempt to measure identical samples using methods assumed to be nominally the same. The results presented in this report include the average sensitivity results for the IDCA participants and the ranges of values obtained. The ranges represent variation about the mean values of the tests of between 26% and 42%. The magnitude of this variation is attributed to differences in operator, method, and environment as well as the use of different instruments that are also of varying age. The results appear to be a good representation of the broader safety testing community based on the range of methods, instruments, and environments included in the IDCA Proficiency Test.

    This report describes the work that Environmental Energy Technologies Division of Lawrence Berkeley National Laboratory has been doing most recently. One of our proudest accomplishments is the publication of Scenarios of U.S. Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the U.S. This analysis played a key role in shaping the U.S. position on climate change in the Kyoto Protocol negotiations. Our participation in the fundamental characterization of the climate change issue by the IPCC is described. We are also especially proud of our study of ''leaking electricity,'' which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of U.S. residential electricity currently expended on standby losses. The 54 vignettes contained in the following pages summarize results of research. activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national ENERGY STAR{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China. These are the intellectual endeavors of a talented team of researchers dedicated to public service.

    The Severe Accident Analysis Program (SAAP) is a program of experimental and analytical studies aimed at characterizing severe accidents that might occur in the Savannah River Site Production Reactors. The goals of the Severe Accident Analysis Program are: To develop an understanding of severe accidents in SRS reactors that is adequate to support safety documentation for these reactors, including the Safety Analysis Report (SAR), the Probabilistic Risk Assessment (PRA), and other studies evaluating the safety of reactor operation; To provide tools and bases for the evaluation of existing or proposed safety related equipment in the SRS reactors; To provide bases for the development of accident management procedures for the SRS reactors; To develop and maintain on the site a sufficient body of knowledge, including documents, computer codes, and cognizant engineers and scientists, that can be used to authoritatively resolve questions or issues related to reactor accidents. The Severe Accident Analysis Program was instituted in 1987 and has already produced a substantial amount of information, and specialized calculational tools. Products of the Severe Accident Analysis Program (listed in Section 9 of this report) have been used in the development of the Safety Analysis Report (SAR) and the Probabilistic Risk Assessment (PRA), and in the development of technical specifications for the SRS reactors. A staff of about seven people is currently involved directly in the program and in providing input on severe accidents to other SRS activities.

    An LED lamp or luminaire can generally be found that matches or exceeds the efficacy of benchmark technologies in a given product category, and LED products continue to expand into ever-higher lumen output niches. However, the price premium for LED continues to pose a barrier to adoption in many applications, in spite of expected savings from reduced energy use and maintenance. Other factors—such as dimmability and quality of light—can also present challenges. The appropriate type, timing, and magnitude of energy efficiency activities will vary from organization to organization based on local variables and the method of evaluation. A number of factors merit consideration when prioritizing activities for development. Category-specific projections for pricing and efficacy are provided herein to assist in efficiency program planning efforts.

    The public`s brief respite from the specter of nuclear holocaust abruptly ended in May 1998 when India, 24 years after its only successful nuclear weapon test, detonated five more just sixty miles from its border with Pakistan. Pakistan quickly declared itself a nuclear power and threatened tests of its own. Various capitals issued condemnations and an assortment of largely symbolic political and economic sanctions. India then proclaimed a moratorium on further testing and announced its willingness to accede to the Comprehensive Test Ban Treaty as a declared nuclear power. Inevitably, India`s tests will prompt Pakistan and China to accelerate their own nuclear programs, to the detriment of regional stability in South Asia.

    This document outlines the development of a high fidelity, best estimate nuclear power plant severe transient simulation capability that will complement or enhance the integral system codes historically used for licensing and analysis of severe accidents. As with other tools in the Risk Informed Safety Margin Characterization (RISMC) Toolkit, the ultimate user of Enhanced Severe Transient Analysis and Prevention (ESTAP) capability is the plant decision-maker; the deliverable to that customer is a modern, simulation-based safety analysis capability, applicable to a much broader class of safety issues than is traditional Light Water Reactor (LWR) licensing analysis. Currently, the RISMC pathway’s major emphasis is placed on developing RELAP-7, a next-generation safety analysis code, and on showing how to use RELAP-7 to analyze margin from a modern point of view: that is, by characterizing margin in terms of the probabilistic spectra of the “loads” applied to systems, structures, and components (SSCs), and the “capacity” of those SSCs to resist those loads without failing. The first objective of the ESTAP task, and the focus of one task of this effort, is to augment RELAP-7 analyses with user-selected multi-dimensional, multi-phase models of specific plant components to simulate complex phenomena that may lead to, or exacerbate, severe transients and core damage. Such phenomena include: coolant crossflow between PWR assemblies during a severe reactivity transient, stratified single or two-phase coolant flow in primary coolant piping, inhomogeneous mixing of emergency coolant water or boric acid with hot primary coolant, and water hammer. These are well-documented phenomena associated with plant transients but that are generally not captured in system codes. They are, however, generally limited to specific components, structures, and operating conditions.     Described is a computer-based wind energy conversion system analysis model (WECSAM) developed to predict the technical and economic performance of wind energy conversion systems (WECS). The model is written in CDC FORTRAN V. The version described accesses a data base containing wind resource data, application loads, WECS performance characteristics, utility rates, state taxes, and state subsidies for a six state region (Minnesota, Michigan, Wisconsin, Illinois, Ohio, and Indiana). The model is designed for analysis at the county level. The computer model includes a technical performance module and an economic evaluation module. The modules can be run separately or together. The model can be run for any single user-selected county within the region or looped automatically through all counties within the region. In addition, the model has a restart capability that allows the user to modify any data-base value written to a scratch file prior to the technical or economic evaluation. Thus, any user-supplied data for WECS performance, application load, utility rates, or wind resource may be entered into the scratch file to override the default data-base value. After the model and the inputs required from the user and derived from the data base are described, the model output and the various output options that can be exercised by the user are detailed. The general operation is set forth and suggestions are made for efficient modes of operation. Sample listings of various input, output, and data-base files are appended. (LEW)

    The Bonneville Power Administration (BPA) is proposing to fund the John Day Watershed Restoration Program, which includes projects to improve watershed conditions, resulting in improved fish and wildlife habitat. The project was planned and coordinated by the Confederated Tribes of the Warm Springs through the John Day Basin Office in Prairie City, Oregon. A variety of activities will be implemented, described below. The project will involve the installation of four permanent lay flat diversions (structures) to replace temporary diversions. Two structures would be constructed in Beech Creek, one in Little Beech Creek and one in the John Day River. The structures will replace temporary pushup dams, which were constructed annually of various materials. Installation of the permanent diversion structures eliminates the stream-disturbing activities associated with annual installation of temporary structures. They also will enable fish passage in all flow conditions, an improvement over the temporary structures which can obstruct fish passage under some conditions. Five scour chains will be installed in six sites within the John Day River. The chains will be 3 feet long and consist of 1/4 inch chain. They will be buried within the streambed to monitor the movement of material in the streambed. Other activities that will be implemented include: Installation of off-site water systems in areas where fencing and revegetation projects are implemented, in order to restrict livestock access to waterways; construction of facilities to return irrigation flows to the Johns Day River, including the installation of pipe to replace failing drains or return ditches; installation of pumps to replace temporary diversions; and removal of junipers from approximately 500 acres per year by hand felling.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Summer 2012. The U.S. Department of Energy Office of Indian Energy Policy and Programs (DOE-IE) has selected 11 Tribes - five in Alaska and six in the contiguous United States - to receive on-the-ground technical support for community-based energy efficiency and renewable energy projects as part of DOE-IE's Strategic Technical Assistance Response Team (START) Program. START finalists were selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with their projects or community. Technical experts from DOE and its National Renewable Energy Laboratory (NREL) will work directly with community-based project teams to analyze local energy issues and assist the Tribes in moving their projects forward. In Alaska, the effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide additional assistance and expertise, as well as funding to fuel the Alaska START initiative.

  14. ANALYSIS AND EXAMINATION OF MOX FUEL FROM NONPROLIFERATION PROGRAMS

    The U.S. Department of Energy has decided to dispose of a portion of the nation s surplus plutonium by reconstituting it into mixed oxide (MOX) fuel and irradiating it in commercial power reactors. Four lead assemblies were manufactured and irradiated to a maximum fuel rod burnup of 47.3 MWd/kg heavy metal. This was the first commercial irradiation of MOX fuel with a 240Pu/239Pu ratio of less than 0.10. Five fuel rods with varying burnups and plutonium contents were selected from one of the assemblies and shipped to Oak Ridge National Laboratory for hot cell examination. The performance of the rods was analyzed with AREVA s next-generation GALILEO code. The results of the analysis confirmed that the fuel rods had performed safely and predictably, and that GALILEO is applicable to MOX fuel with a low 240Pu/239Pu ratio as well as to standard MOX. The results are presented and compared to the GALILEO database. In addition, the fuel cladding was tested to confirm that traces of gallium in the fuel pellets had not affected the mechanical properties of the cladding. The irradiated cladding was found to remain ductile at both room temperature and 350 C for both the axial and circumferential directions.

  15. Eastman, AP start on coal unit

    Eastman Chemical and Air Products and Chemicals (AP) have started construction of a $214-million, coal-to-methanol demonstration unit at Eastmans site in Kingsport, TN. The project is part of the Department of Energy`s clean coal technology program and is receiving $93 million in federal support. The demonstration unit-which will have a methanol capacity of 260 tons/day-will use novel catalyst technology for converting coal-derived synthesis gas (syngas) to methanol. Unlike conventional technology that processes syngas through a fixed bed of dry catalyst particles, the liquid-phase methanol process converts the syngas in a single vessel containing catalysts suspended in mineral oil. The companies say the innovation allows the process to better able handle the gases from coal gasifiers and is more stable and reliable than existing processes. Eastman says it will use the methanol produced by the plant as a chemical feedstock. It currently uses methanol as an intermediate in making acetic anhydride and dimethyl terephthalate. In addition, the companies say the methanol will be evaluated as a feedstock in making methyl tert-butyl ether for reformulated fuels. Eastman also says it will evaluate coproducing dimethyl ether (DME) with the methanol. DME can be used as a fuel additive or blended with methanol for a chemical feedstock, according to Eastman.

  16. Structural analysis of underground gunite storage tanks. Environmental Restoration Program

    This report documents the structural analysis of the 50-ft diameter underground gunite storage tanks constructed in 1943 and located in the Oak Ridge National Laboratory (ORNL) South Tank Farm, known as Facility 3507 in the 3500-3999 area. The six gunite tanks (W-5 through W-10) are spaced in a 2 {times} 3 matrix at 60 ft on centers with 6 ft of soil cover. Each tank (Figures 1, 2, and 3) has an inside diameter of 50 ft, a 12-ft vertical sidewall having a thickness of 6 in. (there is an additional 1.5-in. inner liner for much of the height), and a spherical domed roof (nominal thickness is 10 in.) rising another 6 ft, 3 in. at the center of the tank. The thickness of both the sidewall and the domed roof increases to 30 in. near their juncture. The tank floor is nominally 3-in. thick, except at the juncture with the wall where the thickness increases to 9 in. The tanks are constructed of gunite (a mixture of Portland cement, sand, and water in the form of a mortar) sprayed from the nozzle of a cement gun against a form or a solid surface. The floor and the dome are reinforced with one layer of welded wire mesh and reinforcing rods placed in the radial direction. The sidewall is reinforced with three layers of welded wire mesh, vertical {1/2}-in. rods, and 21 horizontal rebar hoops (attached to the vertical rods) post-tensioned to 35,000 psi stress. The haunch at the sidewall/roof junction is reinforced with 17 horizontal rebar hoops post-tensioned with 35,000 to 40,000 psi stress. The yield strength of the post-tensioning steel rods is specified to be 60,000 psi, and all other steel is 40,000 psi steel. The specified 28-day design strength of the gunite is 5,000 psi.

  17. Cold-start characteristics of polymer electrolyte fuel cells

    In this paper, we investigate the electrochemical reaction kinetics, species transport, and solid water dynamics in a polymer electrolyte fuel cell (PEFC) during cold start. A simplitied analysis is developed to enable the evaluation of the impact of ice volume fraction on cell performance during coldstart. Supporting neutron imaging data are also provided to reveal the real-time water evolution. Temperature-dependent voltage changes due to the reaction kinetics and ohmic loss are also analyzed based on the ionic conductivity of the membrane at subfreezing temperature. The analysis is valuable for the fundamental study of PEFC cold-start.

    Early in the Cold War, the United States adopted a policy of ''extended nuclear deterrence'' to protect its allies by threatening a nuclear strike against any state that attacks these allies. This threat can (in principle) be used to try to deter an enemy attack using conventional weapons or one using nuclear, chemical, or biological weapons. The credibility of a nuclear threat has long been subject to debate and is dependent on many complex geopolitical factors, not the least of which is the military capabilities of the opposing sides. The ending of the Cold War has led to a significant decrease in the number of strategic nuclear weapons deployed by the United States and Russia. START II, which was recently ratified by the Russian Duma, will (if implemented) reduce the number deployed strategic nuclear weapons on each side to 3500, compared to a level of over 11,000 at the end of the Cold War in 1991. The tentative limit established by Presidents Clinton and Yeltsin for START III would reduce the strategic force level to 2000-2500. However, the Russians (along with a number of arms control advocates) now argue that the level should be reduced even further--to 1500 warheads or less. The conventional view is that ''deep cuts'' in nuclear weapons are necessary to discourage nuclear proliferation. Thus, as part of the bargain to get the non-nuclear states to agree to the renewal of the Nuclear Non-Proliferation Treaty, the United States pledged to work towards greater reductions in strategic forces. Without movement in the direction of deep cuts, it is thought by many analysts that some countries may decide to build their own nuclear weapons. Indeed, this was part of the rationale India used to justify its own nuclear weapons program. However, there is also some concern that deep cuts (to 1500 or lower) in the U.S. strategic nuclear arsenal could have the opposite effect. The fear is that such cuts might undermine extended deterrence and cause a crisis in confidence

    NREL conducted an annual program risk analysis on behalf of the U.S. Department of Energy Geothermal Technologies Program (GTP). NREL implemented a probabilistic risk analysis of GTP-sponsored research, development, and demonstration (RD&D) work, primarily for enhanced geothermal systems (EGS). The analysis examined estimates of improvement potential derived from program RD&D work for two types of technology performance metric (TPM): EGS-enabling technologies potential and EGS cost improvement potential. Four risk teams (exploration, wells/pumps/tools, reservoir engineering, and power conversion) comprised of industry experts, DOE laboratory researchers, academic researchers, and laboratory subcontractors estimated the RD&D impacts and TPM-improvement probability distributions. The assessment employed a risk analysis spreadsheet add-in that uses Monte Carlo simulation to drive the Geothermal Electric Technology Evaluation Model (GETEM). The GETEM-based risk analysis used baseline data from the experts' discussion of multiple reports and data sources. Risk results are expressed in terms of each metric's units and/or the program's top-level metric: levelized costs of electricity (LCOE). Results--both qualitative comments and quantitative improvement potential--are thorough and cohesive in three of the four expert groups. This conference paper summarizes the industry's current thinking on various metrics and potential for research improvement in geothermal technologies.

    The requirements of the Government Performance and Results Act (GPRA) of 1993 mandate the reporting of outcomes expected to result from programs of the Federal government. The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official metrics for its 11 major programs using its Office of Planning, Budget Formulation, and Analysis (OPBFA). OPBFA conducts an annual integrated modeling analysis to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. Two of EERE’s major programs include the Building Technologies Program (BT) and Office of Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports the OPBFA effort by developing the program characterizations and other market information affecting these programs that is necessary to provide input to the EERE integrated modeling analysis. Throughout the report we refer to these programs as “buildings-related” programs, because the approach is not limited in application to BT or WIP. To adequately support OPBFA in the development of official GPRA metrics, PNNL communicates with the various activities and projects in BT and WIP to determine how best to characterize their activities planned for the upcoming budget request. PNNL then analyzes these projects to determine what the results of the characterizations would imply for energy markets, technology markets, and consumer behavior. This is accomplished by developing nonintegrated estimates of energy, environmental, and financial benefits (i.e., outcomes) of the technologies and practices expected to result from the budget request. These characterizations and nonintegrated modeling results are provided to OPBFA as inputs to the official benefits estimates developed for the Federal Budget.   10. Preliminary Analysis of the Jobs and Economic Impacts of 1603 Treasury Grant Program

    This analysis responds to a request from the Department of Energy Office of Energy Efficiency and Renewable Energy (DOE-EERE) to the National Renewable Energy Laboratory (NREL) to estimate the direct and indirect jobs and economic impacts of projects supported by the §1603 Treasury grant program. The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of solar photovoltaic (PV) and large wind (greater than 1 MW) projects funded by the §1603 grant program. Through November 10, 2011, the §1603 grant program has provided approximately $9.0 billion in funds to over 23,000 PV and large wind projects, comprising 13.5 GW of electric generating capacity.

    This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the Vehicle Technologies (VT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, and (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 08 the Heavy Vehicles program continued its involvement with various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. These changes are the result of a planning effort that first occurred during FY 04 and was updated in the past year. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY08 Budget Request. The energy savings models are utilized by the VT program for internal project management purposes.

    US DOE Order 435.1, Radioactive Waste Management, Chapter IV and the associated implementation manual and guidance require monitoring of low-level radioactive waste (LLW) disposal facilities. The Performance Assessment/Composite Analysis (PA/CA) Monitoring program was developed and implemented to meet this requirement. This report represents the results of PA/CA monitoring projects that are available as of September 2002. The technical basis for the PA/CA program is provided in the PA/CA Monitoring Program document and a program description document (PDD) serves as the quality assurance project plan for implementing the PM program. Subsurface monitoring, air pathway surveillance, and subsidence monitoring/control are required to comply with DOE Order 435.1, Chapter IV. Subsidence monitoring/control and air pathway surveillance are performed entirely by other INEEL programs - their work is summarized herein. Subsurface monitoring includes near-field (source) monitoring of buried activated beryllium and steel, monitoring of groundwater in the vadose zone, and monitoring of the Snake River Plain Aquifer. Most of the required subsurface monitoring information presented in this report was gathered from the results of ongoing INEEL monitoring programs. This report also presents results for several new monitoring efforts that have been initiated to characterize any migration of radionuclides in surface sediment near the waste.

    The U.S. Department of Energy (DOE) Office of Legacy Management conducted annual sampling at the Rio Blanco site for the LTHMP on May 16 and 17, 2011. The samples were shipped to the U.S. Environmental Protection Agency (EPA) Radiation&Indoor Environments National Laboratory in Las Vegas, Nevada, for analysis. All requested analyses were successfully completed, with the exception of the determination of tritium concentration by the enrichment method, because the laboratory no longer provides that service. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry and tritium using the conventional method. Starting in 2012, DOE will retain a different laboratory that provides the enriched tritium analysis service.

    The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer running the Microsoft Windows? operating system. SAPHIRE is primarily funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). The INL's primary role in this project is that of software developer and tester. Using the SAPHIRE analysis engine and relational database is a complementary program called GEM. GEM has been designed to simplify using existing PRA analysis for activities such as the NRC’s Accident Sequence Precursor program. In this report, the theoretical framework behind GEM-type calculations are discussed in addition to providing guidance and examples for performing evaluations when using the GEM software. As part of this analysis framework, the two types of GEM analysis are outlined, specifically initiating event (where an initiator occurs) and condition (where a component is failed for some length of time) assessments.

    In the period between 1980 and 1989, the U.S. Department of Energy (DOE) sponsored research and development projects through its Biomass Thermochemical Conversion (BTC) Program. Thermochemical conversion technologies use elevated temperatures to convert biomass into more useful forms of energy such as fuel gases or transportation fuels. The BTC Program included a wide range of biomass conversion projects in the areas of gasification, pyrolysis, liquefaction, and combustion. This work formed the basis of the present DOE research and development efforts on advanced liquid fuel and power generation systems. At the beginning of Fiscal Year 1989, the management of the BTC Program was transferred from Pacific Northwest Laboratory (PNL) to National Renewable Energy Laboratory (NREL, formerly Solar Energy Research Institute). This document presents a summary of the research which was performed under the BTC Program during the 1981-1989 time frame. The document consists of an analysis of the research projects which were funded by the BTC Program and a bibliography of published documents. This work will help ensure that information from PNL`s BTC Program is available to those interested in biomass conversion technologies. The background of the BTC Program is discussed in the first chapter of this report. In addition, a brief summary of other related biomass research and development programs funded by the U.S. Department of Energy and others is presented with references where additional information can be found. The remaining chapters of the report present a detailed summary of the research projects which were funded by the BTC Program. The progress which was made on each project is summarized, the overall impact on biomass conversion is discussed, and selected references are provided.

    One of the central problems in program analysis for compile-time garbage collection is detecting the sharing of term substructure that can occur during program execution. We present an abstract domain for representing possibly shared structures and an abstract unification operation based on this domain. When supplied to an abstract interpretation framework, this domain induces a powerful analysis of shared structures. We show that the analysis is sound by relating the abstract domain and operation to variants of the concrete domain and operation (substitutions with term unification) that are augmented with information about the term structures shared in actual implementations. We show these instrumented versions of the concrete domain and operation characterize the takes place in standard implementations. 22 refs., 3 figs.

    Many drivers of personal and commercial vehicles believe that turning the vehicle off and on frequently instead of idling will cause premature wear of the starter system (starter motor and starter battery). As a result, they are concerned that the replacement cost of the starter motor and/or battery due to increased manual engine cycling would be more than the cumulative cost of the fuel saved by not idling unnecessarily. A number of variables play a role in addressing this complex concern, including the number of starting cycles per day, the time between starting cycles, the intended design life of the starting system, the amount of fuel used to restart an engine, and the cumulative cost of the saved fuel. Qualitative and quantitative information from a variety of sources was used to develop a life-cycle economic model to evaluate the cost and quantify the realistic factors that are related to the permissible frequency of starter motor cycles for the average vehicle to economically minimize engine idle time. Annual cost savings can be calculated depending on shutdown duration and the number of shutdown cycles per day. Analysis shows that cost savings are realized by eliminating idling exceeding one minute by shutting down the engine and restarting it. For a typical motorist, the damage to starting system components resulting from additional daily start cycles will be negligible. Overall, it was found that starter life is mostly dependent on the total number of start cycles, while battery life is more dependent on ensuring a full charge between start events.

  5. Modeling and cold start in alcohol-fueled engines

    Neat alcohol fuels offer several benefits over conventional gasoline in automotive applications. However, their low vapor pressure and high heat of vaporization make it difficult to produce a flammable vapor composition from a neat alcohol fuel during a start under cold ambient conditions. Various methods have been introduced to compensate for this deficiency. In this study, the authors applied computer modeling and simulation to evaluate the potential of four cold-start technologies for engines fueled by near-neat alcohol. The four technologies were a rich combustor device, a partial oxidation reactor, a catalytic reformer, and an enhanced ignition system. The authors ranked the competing technologies by their ability to meet two primary criteria for cold starting an engine at {minus}25 deg C and also by several secondary parameters related to commercialization. Their analysis results suggest that of the four technologies evaluated, the enhanced ignition system is the best option for further development.

  7. THE SAP3 COMPUTER PROGRAM FOR QUANTITATIVE MULTIELEMENT ANALYSIS BY ENERGY DISPERSIVE X-RAY FLUORESCENCE

    SAP3 is a dual-function FORTRAN computer program which performs peak analysis of energy-dispersive x-ray fluorescence spectra and then quantitatively interprets the results of the multielement analysis. It was written for mono- or bi-chromatic excitation as from an isotopic or secondary excitation source, and uses the separate incoherent and coherent backscatter intensities to define the bulk sample matrix composition. This composition is used in performing fundamental-parameter matrix corrections for self-absorption, enhancement, and particle-size effects, obviating the need for specific calibrations for a given sample matrix. The generalized calibration is based on a set of thin-film sensitivities, which are stored in a library disk file and used for all sample matrices and thicknesses. Peak overlap factors are also determined from the thin-film standards, and are stored in the library for calculating peak overlap corrections. A detailed description is given of the algorithms and program logic, and the program listing and flow charts are also provided. An auxiliary program, SPCAL, is also given for use in calibrating the backscatter intensities. SAP3 provides numerous analysis options via seventeen control switches which give flexibility in performing the calculations best suited to the sample and the user needs. User input may be limited to the name of the library, the analysis livetime, and the spectrum filename and location. Output includes all peak analysis information, matrix correction factors, and element concentrations, uncertainties and detection limits. Twenty-four elements are typically determined from a 1024-channel spectrum in one-to-two minutes using a PDP-11/34 computer operating under RSX-11M.

    The Radiological Safety Analysis Computer Program (RSAC-5) calculates the consequences of the release of radionuclides to the atmosphere. Using a personal computer, a user can generate a fission product inventory from either reactor operating history or nuclear criticalities. RSAC-5 models the effects of high-efficiency particulate air filters or other cleanup systems and calculates decay and ingrowth during transport through processes, facilities, and the environment. Doses are calculated through the inhalation, immersion, ground surface, and ingestion pathways. RSAC+, a menu-driven companion program to RSAC-5, assists users in creating and running RSAC-5 input files. This user`s manual contains the mathematical models and operating instructions for RSAC-5 and RSAC+. Instructions, screens, and examples are provided to guide the user through the functions provided by RSAC-5 and RSAC+.     The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official “benefits estimates” for each of its major programs using its Planning, Analysis, and Evaluation (PAE) Team. PAE conducts an annual integrated modeling and analysis effort to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. These estimates are part of EERE’s budget request and are also used in the formulation of EERE’s performance measures. Two of EERE’s major programs are the Building Technologies Program (BT) and the Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports PAE by developing the program characterizations and other market information necessary to provide input to the EERE integrated modeling analysis as part of PAE’s Portfolio Decision Support (PDS) effort. Additionally, PNNL also supports BT by providing line-item estimates for the Program’s internal use. PNNL uses three modeling approaches to perform these analyses. This report documents the approach and methodology used to estimate future energy, environmental, and financial benefits using one of those methods: the Building Energy Analysis and Modeling System (BEAMS). BEAMS is a PC-based accounting model that was built in Visual Basic by PNNL specifically for estimating the benefits of buildings-related projects. It allows various types of projects to be characterized including whole-building, envelope, lighting, and equipment projects. This document contains an overview section that describes the estimation process and the models used to estimate energy savings. The body of the document describes the algorithms used within the BEAMS software.     Commercial energy use costs businesses around $70 billion annually. Many of these businesses are small and medium sized organizations that do not have the resources to help themselves, or to pay for professional engineering services to help reduce their energy costs and improve their economic competitiveness. Energy cost reduction actions with payback times of around two years could save the commercial sector 15--20%, or $10--$15 billion per year. This project was initially intended to evaluate the feasibility of performing commercial energy audits as an adjunct to the industrial audit program run by the US Department of Energy Industrial Office. This program is housed in 30 universities throughout the United States. Formerly known as Energy Analysis and Diagnostic Centers (EADC`s), the university programs are now called Industrial Assessment Centers (IAC`s) to reflect their expansion from energy use analyses to include waste and productivity analyses. The success of the EADC/IAC program in helping the manufacturing sector provides an excellent model for a similar program in the commercial buildings sector. This project has investigated using the EADC/IAC approach to performing energy audits for the commercial sector, and has determined that such an approach is feasible and cost effective.

Its purpose is to present in summary form the background of how the BSAF and Baseline TSR originated and a description of the process by which it was produced and approved for use in the Environmental Restoration Program.The BSAF is a facility safety reference document for INEL environmental restoration activities including environmental remediation of inactive waste sites and decontamination and decommissioning (D&D) of surplus facilities. The BSAF contains safety bases common to environmental restoration activities and guidelines for performing and documenting safety analysis. The common safety bases can be incorporated by reference into the safety analysis documentation prepared for individual environmental restoration activities with justification and any necessary revisions. The safety analysis guidelines in BSAF provide an accepted method for hazard analysis; analysis of normal, abnormal, and accident conditions; human factors analysis; and derivation of TSRS. The BSAF safety bases and guidelines are graded for environmental restoration activities.

    Although dual-fuel engine technology has been in development and limited use for several years, it has only recently moved toward full-scale operational capability for heavy-duty truck applications. Unlike a bifuel engine, which has two separate fuel systems that are used one at a time, a dual-fuel engine uses two fuel systems simultaneously. One of California's South Coast Air Quality Management District (SCAQMD) current programs is a demonstration of dual-fuel engine technology in heavy-duty trucks. These trucks are being studied as part of the National Renewable Energy Laboratory's (NREL's) Alternative Fuel Truck Program. This report describes the start-up experience from the program.

(LMES) has established and maintains Document Management Centers (DMCs) to support Environmental Restoration Program (ER) activities undertaken at three Oak Ridge facilities: Oak Ridge National Laboratory, Oak Ridge K-25 Site, Oak Ridge Y-12 Plant; and two sister sites: Portsmouth Gaseous Diffusion Plant in Portsmouth, Ohio, and Paducah Gaseous Diffusion Plant in Paducah, Kentucky. The role of the DMCs is to receive, store, retrieve, and properly dispose of records. In an effort to make the DMCs run more efficiently and to more proactively manage the records` life cycles from cradle to grave, ER has decided to investigate ways in which Electronic Document Management System (EDMS) technologies can be used to redefine the DMCs and their related processes. Specific goals of this study are tightening control over the ER documents, establishing and enforcing record creation and retention procedures, speeding up access to information, and increasing the accessibility of information. A working pilot of the solution is desired within the next six months. Based on a series of interviews conducted with personnel from each of the DMCs, key management, and individuals representing related projects, it is recommended that ER utilize document management, full-text retrieval, and workflow technologies to improve and automate records management for the ER program. A phased approach to solution implementation is suggested starting with the deployment of an automated storage and retrieval system at Portsmouth. This should be followed with a roll out of the system to the other DMCs, the deployment of a workflow-enabled authoring system at Portsmouth, and a subsequent roll out of this authoring system to the other sites.

    The 3D neutron transport and core analysis program DeCART was coupled to the fuels performance application BISON to provide a higher fidelity tool for fuel performance simulation. This project is motivated by the desire to couple a high fidelity core analysis program (based on the method of characteristics) to a high fidelity fuel performance program, both of which can simulate 3D problems. DeCART provides sub-pin level resolution of the multigroup neutron flux, with resonance treatment, during burnup or a fast transient. BISON implicitly solves coupled thermomechanical equations for the fuel on a sub-millimeter level finite element mesh. A method was developed for mapping the fission rate density and fast neutron flux from DeCART to BISON. Multiple depletion cases were run with one-way data transfer from DeCART to BISON. The one-way data transfer of fission rate density is shown to agree with the fission rate density obtained from an internal Lassman-style model in BISON. One-way data transfer was also demonstrated in a 3D case in which azimuthal asymmetry was induced in the fission rate density profile of a fuel rod modeled in DeCART. Two-way data transfer was established by mapping the temperature distribution from BISON to DeCART. A Picard iterative algorithm was developed for the loose coupling with two-way data transfer.     This report describes a microcomputer-based, single-project financial analysis program: BREEDER. BREEDER is a user-friendly model designed to facilitate frequent and rapid analyses of the financial implications associated with alternative design and financing strategies for electric generating plants and large-scale prototype breeder (LSPB) reactors in particular. The model has proved to be a useful tool in establishing cost goals for LSPB reactors. The program is available on floppy disks for use on an IBM personal computer (or IBM look-a-like) running under PC-DOS or a Kaypro II transportable computer running under CP/M (and many other CP/M machines). The report documents version 1.5 of BREEDER and contains a user's guide. The report also includes a general overview of BREEDER, a summary of hardware requirements, a definition of all required program inputs, a description of all algorithms used in performing the construction-period and operation-period analyses, and a summary of all available reports. The appendixes contain a complete source-code listing, a cross-reference table, a sample interactive session, several sample runs, and additional documentation of the net-equity program option.

In order to address uncertainty propagation in analysis and methods in the HTGR community the IAEA initiated a Coordinated Research Project (CRP) on the HTGR Uncertainty Analysis in Modelling (UAM) that officially started in 2013. Although this project focuses specifically on the peculiarities of HTGR designs and its simulation requirements, many lessons can be learned from the LWR community and the significant progress already made towards a consistent methodology uncertainty analysis. In the case of LWRs the NRC has already in 1988 amended 10 CFR 50.46 to allow best-estimate (plus uncertainties) calculations of emergency core cooling system performance. The Nuclear Energy Agency (NEA) of the Organization for Economic Co-operation and Development (OECD) also established an Expert Group on "Uncertainty Analysis in Modelling" which finally led to the definition of the "Benchmark for Uncertainty Analysis in Modelling (UAM) for Design, Operation and Safety Analysis of LWRs". The CRP on HTGR UAM will follow as far as possible the on-going OECD Light Water Reactor UAM benchmark activity.

    The U.S. Environmental Protection Agency (EPA) influences the market for plumbing fixtures and fittings by encouraging consumers to purchase products that carry the WaterSense label, which certifies those products as performing at low flow rates compared to unlabeled fixtures and fittings. As consumers decide to purchase water-efficient products, water consumption will decline nationwide. Decreased water consumption should prolong the operating life of water and wastewater treatment facilities.This report describes the method used to calculate national water savings attributable to EPA?s WaterSense program. A Microsoft Excel spreadsheet model, the National Water Savings (NWS) analysis model, accompanies this methodology report. Version 1.0 of the NWS model evaluates indoor residential water consumption. Two additional documents, a Users? Guide to the spreadsheet model and an Impacts Report, accompany the NWS model and this methodology document. Altogether, these four documents represent Phase One of this project. The Users? Guide leads policy makers through the spreadsheet options available for projecting the water savings that result from various policy scenarios. The Impacts Report shows national water savings that will result from differing degrees of market saturation of high-efficiency water-using products.This detailed methodology report describes the NWS analysis model, which examines the effects of WaterSense by tracking the shipments of products that WaterSense has designated as water-efficient. The model estimates market penetration of products that carry the WaterSense label. Market penetration is calculated for both existing and new construction. The NWS model estimates savings based on an accounting analysis of water-using products and of building stock.   3. Refining and end use study of coal liquids II - linear programming analysis

    A DOE-funded study is underway to determine the optimum refinery processing schemes for producing transportation fuels that will meet CAAA regulations from direct and indirect coal liquids. The study consists of three major parts: pilot plant testing of critical upgrading processes, linear programming analysis of different processing schemes, and engine emission testing of final products. Currently, fractions of a direct coal liquid produced form bituminous coal are being tested in sequence of pilot plant upgrading processes. This work is discussed in a separate paper. The linear programming model, which is the subject of this paper, has been completed for the petroleum refinery and is being modified to handle coal liquids based on the pilot plant test results. Preliminary coal liquid evaluation studies indicate that, if a refinery expansion scenario is adopted, then the marginal value of the coal liquid (over the base petroleum crude) is $3-4/bbl.

  4. Retrospective North American CFL Experience Curve Analysis and Correlation to Deployment Programs

    Retrospective experience curves are a useful tool for understanding historic technology development, and can contribute to investment program analysis and future cost estimation efforts. This work documents our development of an analysis approach for deriving retrospective experience curves with a variable learning rate, and its application to develop an experience curve for compact fluorescent lamps for the global and North American markets over the years 1990-2007. Uncertainties and assumptions involved in interpreting data for our experience curve development are discussed, including the processing and transformation of empirical data, the selection of system boundaries, and the identification of historical changes in the learning rate over the course of 15 years. In the results that follow, we find that that the learning rate has changed at least once from 1990-2007. We also explore if, and to what degree, public deployment programs may have contributed to an increased technology learning rate in North America. We observe correlations between the changes in the learning rate and the initiation of new policies, abrupt technological advances, including improvements to ballast technology, and economic and political events such as trade tariffs and electricity prices. Finally, we discuss how the findings of this work (1) support the use of segmented experience curves for retrospective and prospective analysis and (2) may imply that investments in technological research and development have contributed to a change in market adoption and penetration.

The work presented in these volumes presents the results in which 32 energy conserving measures (ECM`s) have been investigated for ECIP potential for Increments A (existing buildings including Family Housing) and B (existing utilities and energy distribution systems and a centralized Energy Monitoring and Control System-EMCS). Additionally, five scenarios for implementation of a Central Energy Plant (CEP) were studied under Increment E and an analysis of using waste POL as a fuel source in three scenarios was made.     A novel exon microarray format that probes gene expression with single exon resolution was employed to elucidate critical features of a vertebrate muscle alternative splicing program. A dataset of 56 microarray-defined, muscle-enriched exons and their flanking introns were examined computationally in order to investigate coordination of the muscle splicing program. Candidate intron regulatory motifs were required to meet several stringent criteria: significant over-representation near muscle-enriched exons, correlation with muscle expression, and phylogenetic conservation among genomes of several vertebrate orders. Three classes of regulatory motifs were identified in the proximal downstream intron, within 200nt of the target exons: UGCAUG, a specific binding site for Fox-1 related splicing factors; ACUAAC, a novel branchpoint-like element; and UG-/UGC-rich elements characteristic of binding sites for CELF splicing factors. UGCAUG was remarkably enriched, being present in nearly one-half of all cases. These studies suggest that Fox and CELF splicing factors play a major role in enforcing the muscle-specific alternative splicing program, facilitating expression of a set of unique isoforms of cytoskeletal proteins that are critical to muscle cell differentiation. Supplementary materials: There are four supplementary tables and one supplementary figure. The tables provide additional detailed information concerning the muscle-enriched datasets, and about over-represented oligonucleotide sequences in the flanking introns. The supplementary figure shows RT-PCR data confirming the muscle-enriched expression of exons predicted from the microarray analysis.

    The U.S. Department of Energy’s Light Water Reactor Sustainability (LWRS) program is collaborating with a U.S. nuclear utility to bring about a systematic fleet-wide control room modernization. To facilitate this upgrade, a new distributed control system (DCS) is being introduced into the control rooms of these plants. The DCS will upgrade the legacy plant process computer and emergency response facility information system. In addition, the DCS will replace an existing analog turbine control system with a display-based system. With technology upgrades comes the opportunity to improve the overall human-system interaction between the operators and the control room. To optimize operator performance, the LWRS Control Room Modernization research team followed a human-centered approach published by the U.S. Nuclear Regulatory Commission. NUREG-0711, Rev. 3, Human Factors Engineering Program Review Model (O’Hara et al., 2012), prescribes four phases for human factors engineering. This report provides examples of the first phase, Planning and Analysis. The three elements of Planning and Analysis in NUREG-0711 that are most crucial to initiating control room upgrades are: • Operating Experience Review: Identifies opportunities for improvement in the existing system and provides lessons learned from implemented systems. • Function Analysis and Allocation: Identifies which functions at the plant may be optimally handled by the DCS vs. the operators. • Task Analysis: Identifies how tasks might be optimized for the operators. Each of these elements is covered in a separate chapter.   15. Technical Analysis of Projects Being Funded by the DOE Hydrogen Program

    In July 2000, Energetics began a project in which we performed site-visit based technical analyses or evaluations on hydrogen R&D projects for the purpose of providing in-depth information on the status and accomplishments of these projects to the public, and especially to hydrogen stakeholders. Over a three year period, 32 site-visit analyses were performed. In addition two concepts gleaned from the site visits became subjects of in depth techno-economic analyses. Finally, Energetics produced a compilation document that contains each site-visit analysis that we have performed, starting in 1996 on other contracts through the end of Year One of the current project (July 2001). This included 21 projects evaluated on previous contracts, and 10 additional ones from Year One. Reports on projects visited in Years One and Two were included in their respective Annual Reports. The Year Two Report also includes the two In-depth Analyses and the Compilation document. Reports in Year three began an attempt to perform reviews more geared to hydrogen safety. This Final Report contains a summary of the overall project, all of the 32 site-visit analyses and the two In-depth Analyses.

  16. Interactive statistical-distribution-analysis program utilizing numerical and graphical methods

    The TERPED/P program is designed to facilitate the quantitative analysis of experimental data, determine the distribution function that best describes the data, and provide graphical representations of the data. This code differs from its predecessors, TEDPED and TERPED, in that a printer-plotter has been added for graphical output flexibility. The addition of the printer-plotter provides TERPED/P with a method of generating graphs that is not dependent on DISSPLA, Integrated Software Systems Corporation's confidential proprietary graphics package. This makes it possible to use TERPED/P on systems not equipped with DISSPLA. In addition, the printer plot is usually produced more rapidly than a high-resolution plot can be generated. Graphical and numerical tests are performed on the data in accordance with the user's assumption of normality or lognormality. Statistical analysis options include computation of the chi-squared statistic and its significance level and the Kolmogorov-Smirnov one-sample test confidence level for data sets of more than 80 points. Plots can be produced on a Calcomp paper plotter, a FR80 film plotter, or a graphics terminal using the high-resolution, DISSPLA-dependent plotter or on a character-type output device by the printer-plotter. The plots are of cumulative probability (abscissa) versus user-defined units (ordinate). The program was developed on a Digital Equipment Corporation (DEC) PDP-10 and consists of 1500 statements. The language used is FORTRAN-10, DEC's extended version of FORTRAN-IV.

    In 1977, Congress directed DOE to create an energy grants program with the object of funding individuals, small businesses, and nonprofit organizations to develop technologies that use renewable energy resources. The Small Grants Program was created and this report assesses the energy savings potential of the program. The first step in the analysis was to assess the energy-savings potential of 57 projects. Program energy savings were then estimated from project savings using statistical inference. Chapter 2 presents estimates of direct energy savings for the 57 projects and discusses direct energy savings. Chapter 3 discusses the methods and results of the economic analysis. Chapter 4 examines the indirect savings. Because of the large size of the sample, neither project descriptions nor specific details of each project analysis are included. Instead, two examples from the analysis are presented in Chapters 2, 3, and 4 to illustrate the methods. The results of the analysis and key project data are summarized. Chapter 5 presents estimates of program energy savings and the methods used to obtain them. The report concludes with a discussion of how improved project selection can increase program energy savings and present two approaches for conducting future energy-impact studies.

    In this report, the Advanced Safety Analysis Program (ASAP) objectives and value proposition is described. ASAP focuses on modernization of nuclear power safety analysis (tools, methods and data); implementing state-of-the-art modeling techniques (which include, for example, enabling incorporation of more detailed physics as they become available); taking advantage of modern computing hardware; and combining probabilistic and mechanistic analyses to enable a risk informed safety analysis process. The modernized tools will maintain the current high level of safety in our nuclear power plant fleet, while providing an improved understanding of safety margins and the critical parameters that affect them. Thus, the set of tools will provide information to inform decisions on plant modifications, refurbishments, and surveillance programs, while improving economics. The set of tools will also benefit the design of new reactors, enhancing safety per unit cost of a nuclear plant. As part of the discussion, we have identified three sets of stakeholders, the nuclear industry, the Department of Energy (DOE), and associated oversight organizations. These three groups would benefit from ASAP in different ways. For example, within the DOE complex, the possible applications that are seen include the safety of experimental reactors, facility life extension, safety-by-design in future generation advanced reactors, and managing security for the storage of nuclear material. This report provides information in five areas: (1) A value proposition (“why is this important?”) that will make the case for stakeholder’s use of the ASAP research and development (R&D) products; (2) An identification of likely end users and pathway to adoption of enhanced tools by the end-users; (3) A proposed set of practical and achievable “use case” demonstrations; (4) A proposed plan to address ASAP verification and validation (V&V) needs; and (5) A proposed schedule for the multi-year ASAP.

    study provided a statistically rigorous approach to incorporating the variability of expected savings across the households in the sample together with the uncertainty inherent in the regression models used to estimate those savings. While the impact of the regression errors was found to be relatively small in these particular samples, this approach may be useful in future studies using individual household billing data. The median percentage savings for the largest sample of 6,000 households in the analysis was 32%, while the mean savings was 28%. Because the number of households in the sample is very large, the standard error associated with the mean percentage savings are very small, less than 1%. A conservative statement of the average savings is that is falls in the range of 25% to 30% with a high level of certainty. This preliminary analysis provides robust estimates of average program savings, but offers no insight into how savings may vary by type of conservation measure or whether savings vary by the amount of cooling electricity used prior to undertaking the measure. Follow-up researchers may want to analyze the impacts of specific ECMs. Households that use electricity for heating might also be separately analyzed. In potential future work several methodological improvements could also be explored. As mentioned in Section 2, there was no formal attempt to clean the data set of outliers and other abnormal patterns of billing data prior to the statistical analysis. The restriction of a constant reference temperature might also be relaxed. This approach may provide evidence as to whether any 'take-back' efforts are present, whereby thermostat settings are lowered during the summer months after the measures are undertaken (reflected in lower reference temperatures in the post-ECM period). A more extended analysis may also justify the investment in and use of the PRISM software package, which may provide more diagnostic measures with respect to the reference

  11. 2015 Long-Term Hydrologic Monitoring Program Sampling and Analysis Results at Rio Blanco, Colorado

    The U.S. Department of Energy (DOE) Office of Legacy Management conducted annual sampling at the Rio Blanco, Colorado, Site for the Long-Term Hydrologic Monitoring Program (LTHMP) on May 20–21, 2015. This report documents the analytical results of the Rio Blanco annual monitoring event, the trip report, and the data validation package. The groundwater and surface water monitoring samples were shipped to the GEL Group Inc. laboratories for conventional analysis of tritium and analysis of gamma-emitting radionuclides by high-resolution gamma spectrometry. A subset of water samples collected from wells near the Rio Blanco site was also sent to GEL Group Inc. for enriched tritium analysis. All requested analyses were successfully completed. Samples were collected from a total of four onsite wells, including two that are privately owned. Samples were also collected from two additional private wells at nearby locations and from nine surface water locations. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry, and they were analyzed for tritium using the conventional method with a detection limit on the order of 400 picocuries per liter (pCi/L). Four locations (one well and three surface locations) were analyzed using the enriched tritium method, which has a detection limit on the order of 3 pCi/L. The enriched locations included the well at the Brennan Windmill and surface locations at CER-1, CER-4, and Fawn Creek 500 feet upstream.

  12. The U.S. Support Program to IAEA Safeguards - Destructive Analysis

    The U.S. Support Program (USSP) to IAEA Safeguards priority of destructive analysis is aimed at strengthening the IAEA's ability to use destructive analysis as a safeguards tool. IAEA inspectors bring back nuclear and environmental samples from inspections, which are first cataloged by the IAEA and then analyzed by a network of laboratories located in many Member States and the IAEA's own Safeguards Analytical Laboratory in Seibersdorf, Austria. Historically, the USSP was instrumental in introducing environmental sampling techniques to the IAEA in order to enhance its understanding of material processing activities conducted at nuclear facilities. The USSP has also worked with the IAEA to improve understanding of measurement uncertainty and measurement quality, incorporate new and improved analytical methods, and purchase analytical and computer equipment. Recent activities include a temporary increase in analysis of environmental samples using secondary ion mass spectrometry and provision of a cost-free expert to restore secondary ion mass spectroscopy laboratory functionality and to modernize the IAEA's Safeguards Analytical Laboratory Information System.

    This paper reports on preliminary work leading to permitting efforts for a 171 mile pipeline to move low gravity crude from giant fields of California to the Los Angeles area. The 20 in., unheated pipeline would cost $180-190 million and could go on stream in 3-3 1/2 years. The project has the backing of partners in development of giant Point Arguello field in the Santa Maria basin off Santa Barbara County, a project blocked from start-up for more than 3 years by permitting wrangles. Pipeline sponsors also have proposed moving oil production from development of Santa Ynez Unit in the Santa Barbara Channel. Point Arguello production is expected to start this year with flow limited to 20,000 b/d, moving moved by pipeline to refineries outside Los Angeles. Point Arguello partners want to ship full Arguello production of 80,000-100,00 b/d by tanker until the PPC project is complete, which the county opposes. The group has appealed the county's denial of an interim tankering permit to the California Coastal Commission, which is expected to hold a hearing on the matter this month. The controversy has been further complicated by other, competing projects designed to move Point Arguello crude to market.

    One of the United States Support Program's (USSP) priorities for 2008 is to support the International Atomic Energy Agency's (IAEA) development of an integrated and efficient safeguards information infrastructure, including reliable and maintainable information systems, and effective tools and resources to collect and analyze safeguards-relevant information. The USSP has provided funding in support of this priority for the ISIS Re-engineering Project (IRP), and for human resources support to the design and definition of the enhanced information analysis architecture project (nVision). Assistance for several other information technology efforts is provided. This paper will report on the various ongoing support measures undertaken by the USSP to support the IAEA's information technology enhancements and will provide some insights into activities that the USSP may support in the future.

    Voluntary Protection Program (VPP) surveys were conducted in 2013 and 2014 to assess the degree to which workers at Los Alamos National Laboratory feel that their safety is valued by their management and peers. The goal of this analysis is to determine whether the difference between the VPP survey scores in 2013 and 2014 is significant, and to present the data in a way such that it can help identify either positive changes or potential opportunities for improvement. Data for several questions intended to identify the demographic groups of the respondent are included in both the 2013 and 2014 VPP survey results. These can be used to identify any significant differences among groups of employees as well as to identify any temporal trends in these cohorts.

  17. JUPITER-II Program: ANL analysis of ZPPR-13A and ZPPR-13B

    The ZPPR-13 experiments provide basic physics data for radial-heterogeneous LMFBR cores of approximately 700 MWe size. Assemblies ZPPR-13A, ZPPR-13B and ZPPR-13C comprised the JUPITER-II cooperative program between US-DOE and PNC of Japan. The measurements were made between August 1982 and April 1984. This report describes in detail the results of the ANL analyses of phases 13A and 13B/1 and includes preliminary results for the later assemblies of phase 13B. The data were compiled primarily for discussions at the Third Jupiter Analysis Meeting to be held at ANL-West between September 11th and 14th, 1984.

  18. Development of Bayesian analysis program for extraction of polarisation observables at CLAS

    At the mass scale of a proton, the strong force is not well understood. Various quark models exist, but it is important to determine which quark model(s) are most accurate. Experimentally, finding resonances predicted by some models and not others would give valuable insight into this fundamental interaction. Several labs around the world use photoproduction experiments to find these missing resonances. The aim of this work is to develop a robust Bayesian data analysis program for extracting polarisation observables from pseudoscalar meson photoproduction experiments using CLAS at Jefferson Lab. This method, known as nested sampling, has been compared to traditional methods and has incorporated data parallelisation and GPU programming. It involves an event-by-event likelihood function, which has no associated loss of information from histogram binning, and results can be easily constrained to the physical region. One of the most important advantages of the nested sampling approach is that data from different experiments can be combined and analysed simultaneously. Results on both simulated and previously analysed experimental data for the K{sup +}? channel will be discussed.

    A supersonic gas compressor with bleed gas collectors, and a method of starting the compressor. The compressor includes aerodynamic duct(s) situated for rotary movement in a casing. The aerodynamic duct(s) generate a plurality of oblique shock waves for efficiently compressing a gas at supersonic conditions. A convergent inlet is provided adjacent to a bleed gas collector, and during startup of the compressor, bypass gas is removed from the convergent inlet via the bleed gas collector, to enable supersonic shock stabilization. Once the oblique shocks are stabilized at a selected inlet relative Mach number and pressure ratio, the bleed of bypass gas from the convergent inlet via the bypass gas collectors is effectively eliminated.

    The economic implications of Federal Government programs for responding to an energy emergency (i.e., a sudden, temporary reduction in energy supply) are analyzed. Section 1 considers both the effects of the limited duration of an emergency and of the expectations of an emergency occurring; Section 2 describes the Government energy emergency programs and discusses their economic implications; and Section 3 sets forth the framework for an analysis of the costs and benefits resulting from enactment of the Government programs. The energy emergency programs discussed were developed in response to the 1973 Arab oil embargo. They include: use of the Strategic Petroleum Reserve, enactment of price controls on crude oil and refined products, mandatory allocation of crude oil and refined products, mandatory yield controls, gasoline rationing, mandatory conservation, mandatory fuel shifts, and supply enhancement programs. Thirty-seven references are appended in a bibliography. This is the fifth volume in the Energy Information Administration's Energy Policy Study papers. 3 figures.

  10. State Clean Energy Policies Analysis: State, Utility, and Municipal Loan Programs

    This report relies on six in-depth interviews with loan program administrators to provide descriptions of existing programs. Findings from the interviews are combined with a review of relevant literature to elicit best practices and lessons learned from existing loan programs. Data collected from each of the loan programs profiled are used to quantify the impacts of these specific loan programs on the commonly cited, overarching state clean energy goals of energy security, economic development, and environmental protection.
