    Additional variability and uncertainty increase reserve requirements. In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

    CHP when life-cycle costs indicate energy reduction goals will be met. FEMP can assist facilities to conduct this analysis. The model developed for this report estimates the magnitude of CHP that could be implemented under various performance and economic assumptions associated with different applications. This model may be useful for other energy technologies. It can be adapted to estimate the market potential in federal buildings for any energy system based on the cost and performance parameters that a user desires to assess. The model already incorporates a standard set of parameters based on available data for federal buildings including total building space, building type, energy use intensity, fuel costs, and the performance of many prime movers commonly used in CHP applications. These and other variables can be adjusted to meet user needs or updated in the future as new data become available.

    This report presents the results of the deliberations of the interagency group formed to study the costs and benefits of expanding the size of the SPR. The study concentrated on severe oil supply disruptions involving sharp reductions in world oil production that were 2 to 4 times larger than the largest 1970s interruption. The disruption sizes and estimated probability of occurrence of these scenarios were supplied by the CIA. The most critical part of the CIA's analysis was the assessment of likelihood of these cases occurring. The CIA approached the likelihood problem by combining an examination of past oil supply disruptions with qualitative analysis of important oil market and regional trends. The study group then used statistical techniques and probability distributions to synthesize the historical data with CIA evaluations of as yet unobserved events. The SPR size study assumed direct purchases of SPR oil and did not assume the use of alternative financing mechanisms. Members of the working group with foreign policy and national security responsibilities provided an in-depth review of strategic considerations affecting SPR size. A number of prior studies, some classified, have addressed the strategic importance and insurance value of the SPR to the US and its allies. The results of these studies have also been incorporated in the current effort. 10 refs., 5 figs.

    relatively large in size with mature or old-growth community composition; lack current disturbance factors or potential threats and disturbances; are in excellent condition with good buffers; are places where ecological and evolutionary processes can occur relatively unaffected by humans; and can be reasonably defended and maintained as natural areas in an undeveloped condition. Highly ranked sites are the most significant and should receive the greatest protections. Composite scores of the ranked areas ranged from 1-25.5, with a mean score of 12. The ranked areas were divided into three Priority Groups. Group I, the most highly ranked group, included 20 sites and covered 5189 acres or 15.4% of Reservation lands; Group II included 31 sites and covered 4108 acres; Group III included 19 sites covering 400 acres of Reservation lands. All sites together comprise 9697 acres or 28.8% of Reservation lands. Six sites emerged as clearly the most significant natural areas on the Reservation. The study developed a number of recommendations that should be implemented in order to enhance and refine the natural areas data for the Reservation. There is a clear need for better and standardized ecological community classification and identification. Several areas are proposed for merger into larger units, and some new areas are proposed for inclusion and recognition in a natural areas system. Various gaps and discrepancies in the existing data are described and should be corrected. Other recommendations are made, including the development of a corollary system that can accommodate aquatic natural areas. The study relied primarily on the synthesis of information from many sources and from limited reconnaissance and direct observation during field work to produce a methodology for assessing natural area importance and assigning priorities for protection.   13. Aquatic Natural Areas Analysis and Evaluation: Oak Ridge Reservation

    This report presents an assessment of the natural area value of eight Aquatic Natural Areas (ANAs) and seven Aquatic Reference Areas (ARAs) on the Oak Ridge Reservation (ORR) in Anderson and Roane Counties in east Tennessee. It follows a previous study in 2009 that analyzed and evaluated terrestrial natural areas on the Reservation. The purpose of both studies was to evaluate and rank those specially designated areas on the Reservation that contain sensitive species, special habitats, and natural area value. Natural areas receive special protections through established statutes, regulations, and policies. The ORR contains 33,542 acres (13,574 ha) administered by the Department of Energy. The surface waters of the Reservation range from 1st-order to 5th-order streams, but the majority of the streams recognized as ANAs and ARAs are 1st- and 2nd-order streams. East Fork Poplar Creek is a 4th-order stream and the largest watershed that drains Reservation lands. All the waters of the Reservation eventually reach the Clinch River on the southern and western boundaries of the ORR. All available information was collected, synthesized, and evaluated. Field observations were made to support and supplement the available information. Geographic information system mapping techniques were used to develop several quantitative attributes about the study areas. Narrative descriptions of each ANA and ARA and tables of numerical data were prepared. Criteria for assessment and evaluation were developed, and eight categories of factors were devised to produce a ranking system. The evaluation factors used in the ranking system were: (A) size of area, (B) percentage of watershed protected, (C) taxa present with protected status, (D) overall biotic diversity, (E) stream features, (F) water quality and use support ratings, (G) disturbance regime, and (H) other factors.     Agencies have been working to improve their metering data collection, management, and analysis efforts over the last decade (since EPAct 2005) and will continue to address these challenges as new requirements and data needs come into place. Unfortunately there is no “one-size-fits-all” solution. As agencies continue to expand their capabilities to use metered consumption data to reducing resource use and improve operations, the hope is that shared knowledge will empower others to follow suit.   20. Analysis of cavern shapes for the strategic petroleum reserve.

    This report presents computational analyses to determine the structural integrity of different salt cavern shapes. Three characteristic shapes for increasing cavern volumes are evaluated and compared to the baseline shape of a cylindrical cavern. Caverns with enlarged tops, bottoms, and mid-sections are modeled. The results address pillar to diameter ratios of some existing caverns in the system and will represent the final shape of other caverns if they are repeatedly drawn down. This deliverable is performed in support of the U.S. Strategic Petroleum Reserve. Several three-dimensional models using a close-packed arrangement of 19 caverns have been built and analyzed using a simplified symmetry involving a 30-degree wedge portion of the model. This approach has been used previously for West Hackberry (Ehgartner and Sobolik, 2002) and Big Hill (Park et al., 2005) analyses. A stratigraphy based on the Big Hill site has been incorporated into the model. The caverns are modeled without wells and casing to simplify the calculations. These calculations have been made using the power law creep model. The four cavern shapes were evaluated at several different cavern radii against four design factors. These factors included the dilatant damage safety factor in salt, the cavern volume closure, axial well strain in the caprock, and surface subsidence. The relative performance of each of the cavern shapes varies for the different design factors, although it is apparent that the enlarged bottom design provides the worst overall performance. The results of the calculations are put in the context of the history of cavern analyses assuming cylindrical caverns, and how these results affect previous understanding of cavern behavior in a salt dome.

    This program management plan covers the development, demonstration, testing, and evaluation efforts necessary to identify treatment methods for all the waste listed in Appendix B of the ORR`s LDR/FFCA as well as any new wastes which meet Appendix B criteria. To successfully identify a treatment method, at least a proof-of-principle level of understanding must be obtained: that is, the candidate processes must be demonstrated as effective in treating the wastes to the LDR; however, an optimized process is not required. Where applicable and deemed necessary and where the budgets will support them, pilot-scale demonstrations will be pursued. The overall strategy being adopted in this program will be composed of the following activities: Scoping of the study; characterization; development and screening of alternatives; treatability investigations; and detailed analysis of alternatives.

    The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

  3. Analysis of Federal Subsidies: Implied Price of Carbon

    For informed climate change policy, it is important for decision makers to be able to assess how the costs and benefits of federal energy subsidies are distributed and to be able to have some measure to compare them. One way to do this is to evaluate the implied price of carbon (IPC) for a federal subsidy, or set of subsidies; where the IPC is the cost of the subsidy to the U.S. Treasury divided by the emissions reductions it generated. Subsidies with lower IPC are more cost effective at reducing greenhouse gas emissions, while subsidies with a negative IPC act to increase emissions. While simple in concept, the IPC is difficult to calculate in practice. Calculation of the IPC requires knowledge of (i) the amount of energy associated with the subsidy, (ii) the amount and type of energy that would have been produced in the absence of the subsidy, and (iii) the greenhouse gas emissions associated with both the subsidized energy and the potential replacement energy. These pieces of information are not consistently available for federal subsidies, and there is considerable uncertainty in cases where the information is available. Thus, exact values for the IPC based upon fully consistent standards cannot be calculated with available data. However, it is possible to estimate a range of potential values sufficient for initial comparisons. This study has employed a range of methods to generate “first order” estimates for the IPC of a range of federal subsidies using static methods that do not account for the dynamics of supply and demand. The study demonstrates that, while the IPC value depends upon how the inquiry is framed and the IPC cannot be calculated in a “one size fits all” manner, IPC calculations can provide a valuable perspective for climate policy analysis. IPC values are most useful when calculated within the perspective of a case study, with the method and parameters of the calculation determined by the case. The IPC of different policy measures can

    The economic implications of Federal Government programs for responding to an energy emergency (i.e., a sudden, temporary reduction in energy supply) are analyzed. Section 1 considers both the effects of the limited duration of an emergency and of the expectations of an emergency occurring; Section 2 describes the Government energy emergency programs and discusses their economic implications; and Section 3 sets forth the framework for an analysis of the costs and benefits resulting from enactment of the Government programs. The energy emergency programs discussed were developed in response to the 1973 Arab oil embargo. They include: use of the Strategic Petroleum Reserve, enactment of price controls on crude oil and refined products, mandatory allocation of crude oil and refined products, mandatory yield controls, gasoline rationing, mandatory conservation, mandatory fuel shifts, and supply enhancement programs.     Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     Increasing penetrations of wind a solar energy are raising concerns among electric system operators because of the variability and uncertainty associated with power sources. Previous work focused on the quantification of reserves for systems with wind power. This paper presents a new methodology that allows the determination of necessary reserves for high penetrations of photovoltaic (PV) power and compares it to the wind-based methodology. The solar reserve methodology is applied to Phase 2 of the Western Wind and Solar Integration Study. A summary of the results is included.

    The U.S. Strategic Petroleum Reserve (SPR) has an increasing reliance on mul t i - arm caliper surveys to assess the integrity of casing for cavern access wells and to determine priorities for casing remediation. Multi - arm caliper (MAC) surveys provide a view of well casing deformation by reporting radial measurements of the inner cas ing wall as the tool is drawn through the casing. Over the last several years the SPR has collected a large number of modern MAC surveys. In total, these surveys account for over 100 million individual measurements. The surveys were collected using diff ering survey vendors and survey hardware. This has resulted in a collection of disparate data sets which confound attempts to make well - to - well or time - dependent evaluations. In addition, the vendor supplied MAC interpretations often involve variables wh ich are not well defined or which may not be applicable to casings for cavern access wells. These factors reduce the usability of these detailed data sets. In order to address this issue and provide an independent analysis of multi - arm caliper survey data, Sandia National Labs has developed processing techniques and analysis variables which allow for the comparison of MAC survey data regardless of the source of the survey data. These techniques use the raw radial arm information and newly developed analysis variables to assess the casing status and provide a means for well - to - well and time - dependent analyses. Well - to - well and t ime - dependent investigation of the MAC survey data provide s information to prioritize well remediation activities and identify wells with integrity issues. This paper presents the challenges in using disparate MAC survey data, techniques developed to address these challenges and some o f the insights gained from these new techniques.

    Under contract to the Office of Leasing Policy Development (LPDO), Jack Faucett Associates is currently undertaking the description and analysis of the Outer Continental Shelf (OCS) regulatory process to determine the nature of time delays that affect OCS production of oil and gas. This report represents the results of the first phase of research under this contract, the description and analysis of regulatory activity associated with exploration activities on the Federal OCS. Volume 1 contains the following three sections: (1) study results; (2) Federal regulatory activities during exploration of Federal OCS leases which involved the US Geological Survey, Environmental Protection Agency, US Coast Guard, Corps of Engineers, and National Ocean and Atmospheric Administration; and (3) state regulatory activities during exploration of Federal OCS leases of Alaska, California, Louisiana, Massachusetts, New Jersey, North Carolina, and Texas. Volume II contains appendices of US Geological Survey, Environmental Protection Agency, Coast Guard, Corps of Engineers, the Coastal Zone Management Act, and Alaska. The major causes of delay in the regulatory process governing exploration was summarized in four broad categories: (1) the long and tedious process associated with the Environmental Protection Agency's implementation of the National Pollutant Discharge Elimination System Permit; (2) the lack of mandated time periods for the completion of individual activities in the permitting process; (3) the lack of overall coordination of OCS exploratory regulation; and (4) the inexperience of states, the Federal government and industry relating to the appropriate level of regulation for first-time lease sale areas.

    The study was undertaken to determine the economic viability of surface mining to exploit the reserves. It is based on resource information already developed for NOSR 1 and conceptual designs of mining systems compatible with this resource. Environmental considerations as they relate to surface mining have been addressed qualitatively. The conclusions on economic viability were based primarily on mining costs projected from other industries using surface mining. An analysis of surface mining for the NOSR 1 resource was performed based on its particular overburden thickness, oil shale thickness, oil shale grade, and topography. This evaluation considered reclamation of the surface as part of its design and cost estimate. The capital costs for mining 25 GPT and 30 GPT shale and the operating costs for mining 25 GPT, 30 GPT, and 35 GPT shale are presented. The relationship between operating cost and stripping ratio, and the break-even stripping ratio (BESR) for surface mining to be competitive with room-and-pillar mining, are shown. Identification of potential environmental impacts shows that environmental control procedures for surface mining are more difficult to implement than those for underground mining. The following three areas are of prime concern: maintenance of air quality standards by disruption, movement, and placement of large quantities of overburden; disruption or cutting of aquifers during the mining process which affect area water supplies; and potential mineral leaching from spent shales into the aquifers. Although it is an operational benefit to place spent shale in the open pit, leaching of the spent shales and contamination of the water is detrimental. It is therefore concluded that surface mining on NOSR 1 currently is neither economically desirable nor environmentally safe. Stringent mitigation measures would have to be implemented to overcome some of the potential environmental hazards.

    The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

    This report focuses on the National Renewable Energy Laboratory's (NREL) fiscal year (FY) 2012 effort that used the NREL Optimal Vehicle Acquisition (NOVA) analysis to identify optimal vehicle acquisition recommendations for eleven diverse federal agencies. Results of the study show that by following a vehicle acquisition plan that maximizes the reduction in greenhouse gas (GHG) emissions, significant progress is also made toward the mandated complementary goals of acquiring alternative fuel vehicles, petroleum use reduction, and alternative fuel use increase.

  12. Northern Cheyenne Reservation Coal Bed Natural Resource Assessment and Analysis of Produced Water Disposal Options

    Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribe’s CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    The climate and weather data science community met December 9–11, 2014, in Livermore, California, for the fourth annual Earth System Grid Federation (ESGF) and Ultrascale Visualization Climate Data Analysis Tools (UV-CDAT) Face-to-Face (F2F) Conference, hosted by the Department of Energy, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, the European Infrastructure for the European Network of Earth System Modelling, and the Australian Department of Education. Both ESGF and UVCDATremain global collaborations committed to developing a new generation of open-source software infrastructure that provides distributed access and analysis to simulated and observed data from the climate and weather communities. The tools and infrastructure created under these international multi-agency collaborations are critical to understanding extreme weather conditions and long-term climate change. In addition, the F2F conference fosters a stronger climate and weather data science community and facilitates a stronger federated software infrastructure. The 2014 F2F conference detailed the progress of ESGF, UV-CDAT, and other community efforts over the year and sets new priorities and requirements for existing and impending national and international community projects, such as the Coupled Model Intercomparison Project Phase Six. Specifically discussed at the conference were project capabilities and enhancements needs for data distribution, analysis, visualization, hardware and network infrastructure, standards, and resources.

    This report presents a reassessment of the proposed standard for energy conservation in new federal residential buildings. The analysis uses the data presented in the report, Economic Analysis: In Support of Interim Energy Conservation Standards for New Federal Residential Buildings (June 1988)-to be referred to as the EASIECS report. The reassessment differs from that report in several respects. In modeling factual information, it uses more recent forecasts of future energy prices and it uses data from the Bureau of the Census in order to estimate the distribution of lifetimes of residential buildings rather than assuming a hypothetical 25-year lifetime. In modeling social preferences decision analysis techniques are used in order to examine issues of public values that often are not included in traditional cost-benefit analyses. The present report concludes that the public would benefit from the proposed standard. Several issues of public values regarding energy use are illustrated with methods to include them in a formal analysis of a proposed energy policy. The first issue places a value on costs and benefits that will occur in the future as an irreversible consequence of current policy choices. This report discusses an alternative method, called relative value discounting which permits flexible discounting of future events-and the possibility of placing greater values on future events. The second issue places a value on the indirect benefits of energy savings so that benefits accrue to everyone rather than only to the person who saves the energy. This report includes non-zero estimates of the indirect benefits. The third issue is how the costs and benefits discussed in a public policy evaluation should be compared. In summary, selection of individual projects with larger benefit to cost ratios leads to a portfolio of projects with the maximum benefit to cost difference. 30 refs., 6 figs., 16 tabs. (JF)

  17. Evaluation of tools for renewable energy policy analysis: The ten federal region model

    The Energy Policy Act of 1992 establishes a program to support development of renewable energy technologies including a production incentive to public power utilities. Because there is a wide range of possible policy actions that could be taken to increase electric market share for renewables, modeling tools are needed to help make informed decisions regarding future policy. Previous energy modeling tools did not contain the region or infrastructure focus necessary to examine renewable technologies. As a result, the Department of Energy Office of Utility Technologies (OUT) supported the development of tools for renewable energy policy analysis. Three models were developed: The Renewable Energy Penetration (REP) model, which is a spreadsheet model for determining first-order estimates of policy effects for each of the ten federal regions; the Ten Federal Region Model (TFRM), which employs utility capacity expansion and dispatching decision; and the Region Electric Policy Analysis Model (REPAM), which was constructed to allow detailed insight into interactions between policy and technology within an individual region. These Models were developed to provide a suite of fast, personal-computer based policy analysis tools; as one moves from the REP model to the TFRM to the REPAM the level of detail (and complexity) increases. In 1993 a panel was formed to identify model strengths, weaknesses (including any potential biases) and to suggest potential improvements. The panel met in January 1994 to discuss model simulations and to deliberate regarding evaluation outcomes. This report is largely a result of this meeting. This report is organized as follows. It provides a description of the TFRM and summarizes the panel`s findings. Individual chapters examine various aspects of the model: demand and load, capacity expansion, dispatching and production costing, reliability, renewables, storage, financial and regulatory concerns, and environmental effects.

    Oil leaks were found in wellbores of Caverns 105 and 109 at the Big Hill Strategic Petroleum Reserve site. According to the field observations, two instances of casing damage occurred at the depth of the interbed between the caprock bottom and salt top. A three dimensional finite element model, which contains wellbore element blocks and allows each cavern to be configured individually, is constructed to investigate the wellbore damage mechanism. The model also contains element blocks to represent interface between each lithology and a shear zone to examine the interbed behavior in a realistic manner. The causes of the damaged casing segments are a result of vertical and horizontal movements of the interbed between the caprock and salt dome. The salt top subsides because the volume of caverns below the salt top decrease with time due to salt creep closure, while the caprock subsides at a slower rate because the caprock is thick and stiffer. This discrepancy yields a deformation of the well. The deformed wellbore may fail at some time. An oil leak occurs when the wellbore fails. A possible oil leak date of each well is determined using the equivalent plastic strain failure criterion. A well grading system for a remediation plan is developed based on the predicted leak dates of each wellbore.

To assist in this process, the Office of Conservation and Renewable Energy`s Office of Codes and Standards invited Lawrence Berkeley Laboratory to assess prospective national impacts for a variety of policy options. Some progress has already been made in developing lighting policies at both the federal and state levels. The US DOE`s Office of Building Technologies has evaluated lighting efficiency incentives as part of its analysis for the National Energy Strategy. Fluorescent and incandescent lamp standards are included in the national Energy Policy Act of 1992 (P.L. 102-486, October 24, 1992). A few states have analyzed or implemented lamp and luminaire standards. Many policy-related issues merit further investigation. For example, there is considerable debate over issues such as mandatory or voluntary standards versus component labeling and other education-oriented strategies. Several different technologies are involved that interact with each other-lamps (incandescent, compact fluorescent, and HID), ballasts (for fluorescent and HID lamps), and fixtures with reflectors and lenses. Control systems and operation patterns must also be considered (timers, automated dimming, or occupancy sensors). Lighting applications are diverse, ranging from offices, restaurants, hallways, hospital operating rooms, to exterior lights. Lighting energy use influences heating and cooling requirements in buildings. Successful lighting system design must also address interactions between architectural design elements and daylighting availability. Proper system installation and ongoing operation and maintenance are crucial. The economic aspects of the preceding points must also be considered for policy making.

    Under contract to the Office of Leasing Policy Development (LPDO), Jack Faucett Associates is currently undertaking the description and analysis of the Outer Continental Shelf (OCS) regulatory process to determine the nature of time delays that affect OCS production of oil and gas. This report represents the results of the first phase of research under this contract, the description and analysis of regulatory activity associated with exploration activities on the Federal OCS. Volume 1 contains the following three sections: (1) study results; (2) Federal regulatory activities during exploration of Federal OCS leases which involved the US Geological Survey, Environmental Protection Agency, US Coast Guard, Corps of Engineers, and National Ocean and Atmospheric Administration; and (3) state regulatory activities during exploration of Federal OCS leases of Alaska, California, Louisiana, Massachusetts, New Jersey, North Carolina and Texas. Volume II contains appendices of US Geological Survey, Environmental Protection Agency, Coast Guard, Corps of Engineers, the Coastal Zone Management Act, and Alaska. BPA`s preferred alternative for non-Federal access is the Capacity Ownership alternative combined with the Increased Assured Delivery -- Access for Non-Scheduling Utilities alternative; the preferred alternative for BPA Intertie marketing is the Federal Marketing and Joint Ventures alternative. BPA considered these two areas previously in its Intertie Development and Use EIS of April 1988. The EIS resulted in BPA decisions to participate in the construction of the Third AC Intertie, to allow non-Federal access to BPA`s share of the Pacific Northwest-Pacific Southwest (PNW-PSW) Intertie (AC and DC lines) pursuant to a Long-Term Intertie Access Policy (LTIAP), and to pursue BPA`s export marketing alternative. The decision on allowing direct financial non-Federal participation in the Third AC line was deferred to a later, separate process, examined here. Also, BPA`s export marketing objectives must now be examined in view of changed operations of Columbia River hydro facilities for improved fish survival.

    In this report, we present the results of an analytical cost/benefit study of residential smart appliances from a utility/grid perspective in support of a joint stakeholder petition to the ENERGY STAR program within the Environmental Protection Agency (EPA) and Department of Energy (DOE). The goal of the petition is in part to provide appliance manufacturers incentives to hasten the production of smart appliances. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the societal challenges, such as anthropogenic global warming, associated with increased electricity demand, and facilitate increased penetration of renewable sources of power. The appliances we consider include refrigerator/freezers, clothes washers, clothes dryers, room air-conditioners, and dishwashers. The petition requests the recognition that providing an appliance with smart grid capability, i.e., products that meet the definition of a smart appliance, is at least equivalent to a corresponding five percent in operational machine efficiencies. It is then expected that given sufficient incentives and value propositions, and suitable automation capabilities built into smart appliances, residential consumers will be adopting these smart appliances and will be willing participants in addressing the aforementioned societal challenges by more effectively managing their home electricity consumption. The analytical model we utilize in our cost/benefit analysis consists of a set of user-definable assumptions such as the definition of on-peak (hours of day, days of week, months of year), the expected percentage of normal consumer electricity consumption (also referred to as appliance loads) that can shifted from peak hours to off-peak hours, the average power rating of each appliance, etc. Based on these assumptions, we then formulate what the wholesale grid operating-cost savings, or benefits, would be if the smart capabilities of appliances were invoked, and

    The Fort Berthold Indian Reservation, inhabited by the Arikara, Mandan and Hidatsa Tribes (now united to form the Three Affiliated Tribes) covers a total area of 1530 mi{sup 2} (980,000 acres). The Reservation is located approximately 15 miles east of the depocenter of the Williston basin, and to the southeast of a major structural feature and petroleum producing province, the Nesson anticline. Several published studies document the widespread existence of mature source rocks, favorable reservoir/caprock combinations, and production throughout the Reservation and surrounding areas indicating high potential for undiscovered oil and gas resources. This technical assessment was performed to better define the oil exploration opportunity, and stimulate exploration and development activities for the benefit of the Tribes. The need for this assessment is underscored by the fact that, despite its considerable potential, there is currently no meaningful production on the Reservation, and only 2% of it is currently leased. Of particular interest (and the focus of this study) is the area under the Lake Sakakawea (formed as result of the Garrison Dam). This 'reservoir taking' area, which has never been drilled, encompasses an area of 150,000 acres, and represents the largest contiguous acreage block under control of the Tribes. Furthermore, these lands are Tribal (non-allotted), hence leasing requirements are relatively simple. The opportunity for exploration success insofar as identifying potential leads under the lake is high. According to the Bureau of Land Management, there have been 591 tests for oil and gas on or immediately adjacent to the Reservation, resulting in a total of 392 producing wells and 179 plugged and abandoned wells, for a success ratio of 69%. Based on statistical probability alone, the opportunity for success is high.

    This report is the third in series of ``U.S. Coal Reserves`` reports. As part of the Administration of the Energy Information Administration (EIA) program to provide information on coal, it presents detailed estimates of domestic coal reserves, which are basic to the analysis and forecasting of future coal supply. It also describes the data, methods, and assumptions used to develop such estimates and explain terminology related to recent data programs. In addition, the report provides technical documentation for specific revisions and adjustments to the demonstrated reserve base (DRB) of coal in the United States and for coal quality and reserve allocations. It makes the resulting data available for general use by the public. This report includes data on recoverable coal reserves located at active mines and on the estimated distribution of rank and sulfur content in those reserves. An analysis of the projected demand and depletion in recoverable reserves at active mines is used to evaluate the areas and magnitude of anticipated investment in new mining capacity.

    In large part, FERC's determination of market power is based on an analysis that focuses on the ability of power suppliers to foreclose' other potential power suppliers by withholding transmission access to the buyer. The authors believe that this analysis is flawed because the conditions it considers are neither necessary nor sufficient for the existence of market power. That is, it is possible that market-based rates can be subject to market power even if no transmission supplier has the ability to foreclose some power suppliers; conversely, it is possible that no market power exists despite the ability to foreclose other suppliers. This paper provides a critical analysis of FERC's market-power determinations. The concept of market power is defined and its relationship to competition is discussed in Section 1, while a framework for evaluating the existence of market power is presented in Section 2. In Section 3, FERC's recent order in Terra Comfort is examined using this framework. A brief preview of FERC's order in TECO Power Services comprises Section 4. Overall conclusions are presented in Section 5.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

    Impacts of U.S. appliance and equipment standards have been described previously. Since 2000, the U.S. Department of Energy (DOE) has updated standards for clothes washers, water heaters, and residential central air conditioners and heat pumps. A revised estimate of the aggregate impacts of all the residential appliance standards in the United States shows that existing standards will reduce residential primary energy consumption and associated carbon dioxide (CO{sub 2}) emissions by 89 percent in 2020 compared to the levels expected without any standards. Studies of possible new standards are underway for residential furnaces and boilers, as well as a number of products in the commercial (tertiary) sector, such as distribution transformers and unitary air conditioners. The analysis of standards has evolved in response to critiques and in an attempt to develop more precise estimates of costs and benefits of these regulations. The newer analysis elements include: (1) valuing energy savings by using marginal (rather than average) energy prices specific to an end-use; (2) simulating the impacts of energy efficiency increases over a sample population of consumers to quantify the proportion of households having net benefits or net costs over the life of the appliance; and (3) calculating marginal markups in distribution channels to derive the incremental change in retail prices associated with increased manufacturing costs for improving energy efficiency.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

    A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region IX). The analysis for each state was performed by a different team, located in that state. For each state, the study team was asked to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Each of the four states of interest in this study is unique in its own way. Rather than impose the same assumptions as to growth rates, capture rates, etc. on all of the study teams, each team was asked to use the most appropriate set of assumptions for its state. The results, therefore, should reflect the currently accepted views within each state. The four state reports comprise the main portion of this document. A brief regional overview section was prepared by the Jet Propulsion Laboratory, following completion of the state reports.

    The climate and weather data science community gathered December 3–5, 2013, at Lawrence Livermore National Laboratory, in Livermore, California, for the third annual Earth System Grid Federation (ESGF) and Ultra-scale Visualization Climate Data Analysis Tools (UV-CDAT) Face-to-Face (F2F) Meeting, which was hosted by the Department of Energy, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, the European Infrastructure for the European Network of Earth System Modelling, and the Australian Department of Education. Both ESGF and UV-CDAT are global collaborations designed to develop a new generation of open-source software infrastructure that provides distributed access and analysis to observed and simulated data from the climate and weather communities. The tools and infrastructure developed under these international multi-agency collaborations are critical to understanding extreme weather conditions and long-term climate change, while the F2F meetings help to build a stronger climate and weather data science community and stronger federated software infrastructure. The 2013 F2F meeting determined requirements for existing and impending national and international community projects; enhancements needed for data distribution, analysis, and visualization infrastructure; and standards and resources needed for better collaborations.

Demand response and energy storage, may provide these services at lower cost to conventional generators. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established.     During the years 1916 to 1924, the United States was subjected to both real and feared energy shortages. Those years of coal strikes, transportation breakdowns, perceived oil scarcity, and world war compelled the Federal government to assume an unprecedented role in fuel-resource management. The Arab oil embargo of 1973 to 1974 precipitated another period of real and perceived energy shortages and intensified Federal intervention in energy-policy formulation. This paper compares Federal policies adopted or considered during these two crises toward production controls, price setting, distribution, and allocation. Attention is focused on the adversarial relationships of such special-interest groups as the major integrated oil companies and the so-called independents; the disputed need for Federal regulation to achieve equity in the distribution and allocation of scarce resources; and the unresolved debate concerning the impact of price and other controls on energy supply.

    Energy security has become a serious concern for all countries in the world and each country has its own definiton for measuring its energy security. The objective of this study was to measure energy security of Indonesia quantitatively by comparing it with other countries and provide some recommendations for enhancing the energy security. In this study, the database was developed from various sources and was cross-checked to confirm validity of the data. Then the parameters of energy security were defined, where all of data will be processed towards the selected parameters. These parameters (e.g. Primary Energy mix, TPES/capita, FEC/capita, Self Sufficiency, Refining capacity, Overseas Energy Resources, Resources diversification) are the standards used to produce an analysis or evaluation of national energy management. Energy balances for Indonesia and 10 selected countries (USA, Germany, Russia, England, Japan, China, South Korea, Singapore, Thailand and India) were presented from 2009 to 2013. With a base index of 1.0 for Indonesia, calculated energy security index capable of representing Indonesia energy security compared relatively to other countries were also presented and discussed in detail. In 2012, Indonesia security index is ranked 11 from 11 countries, while USA and South Korea are the highest with security index of 3.36 and 2.89, respectively. According to prediction for 2025, Indonesia energy security is ranked 10 from 11 countries with only Thailand has lower security index (0.98). This result shows that Indonesia energy security was vulnerable to crisis and must be improved. Therefore this study proposed some recommendations to improve Indonesia energy security. Indonesia need to increase oil production by constructing new refinery plants, developing infrastructure for energy distribution to reduce the potential of energy shortage and accelerating the utilization of renewable energy to reduce the excessive use of primary energy.     The Oak Ridge Reservation (ORR) Water Resources Restoration Program (WRRP) was established by the U. S. Department of Energy (DOE) in 1996 to implement a consistent approach to long-term environmental monitoring across the ORR. The WRRP has four principal objectives: (1) to provide the data and technical analysis necessary to assess the performance of completed Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) actions on the ORR; (2) to perform monitoring to establish a baseline against which the performance of future actions will be gauged and to support watershed management decisions; (3) to perform interim-status and post-closure permit monitoring and reporting to comply with Resource Conservation and Recovery Act of 1976 (RCRA) requirements; and (4) to support ongoing waste management activities associated with WRRP activities. Water quality projects were established for each of the major facilities on the ORR: East Tennessee Technology Park (ETTP); Oak Ridge National Laboratory (ORNL), including Bethel Valley and Melton Valley; and the Y-12 National Security Complex (Y-12 Complex or Y-12), including Bear Creek Valley (BCV), Upper East Fork Poplar Creek (UEFPC), and Chestnut Ridge. Off-site (i.e., located beyond the ORR boundary) sampling requirements are also managed as part of the Y-12 Water Quality Project (YWQP). Offsite locations include those at Lower East Fork Poplar Creek (LEFPC), the Clinch River/Poplar Creek (CR/PC), and Lower Watts Bar Reservoir (LWBR). The Oak Ridge Associated Universities (ORAU) South Campus Facility (SCF) is also included as an 'off-site' location, although it is actually situated on property owned by DOE. The administrative watersheds are shown in Fig. A.l (Appendix A).     The Tenth District's role as an energy supplier changed between 1960 and 1980. The seven states (Colorado, Kansas, Missouri, Nebraska, New Mexico, Oklahoma, and Wyoming) making up the District produced the equivalent of 6.8 billion barrels of crude oil, or 37.4% of the total US output in 1980. Although production of energy materials grew steadily during the 1960s, most of the growth following the 1973 oil embargo has outpaced that of the US as a whole. This article traces the changes in production and value of crude oil, natural gas, coal, and uranium for the District and the individual states.     The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

The publication updates and augments the first Federal Offshore Statistics, published in December 1983.     This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Strategic Petroleum Reserve program was set into motion by the 1975 Energy Policy and Conservation Act (EPCA). By 1990, 590 million barrels of oil had been placed in storage. Salt domes along the Gulf Coast offered ideal storage. Both sweet'' and sour'' crude oil have been acquired using various purchase options. Drawdown, sale, and distribution of the oil would proceed according to guidelines set by EPCA in the event of a severe energy supply disruption. (SM)

    It is commonly accepted that the introduction of hydrogen as an energy carrier for light-duty vehicles involves concomitant technological development of infrastructure elements, such as production, delivery, and consumption, all associated with certain emission levels. To analyze these at a system level, the suite of corresponding models developed by the United States Department of Energy and involving several national laboratories is combined in one macro-system model (MSM). The macro-system model is being developed as a cross-cutting analysis tool that combines a set of hydrogen technology analysis models. Within the MSM, a federated simulation framework is used for consistent data transfer between the component models. The framework is built to suit cross-model as well as cross-platform data exchange and involves features of 'over-the-net' computation.

    We are witnessing a new era that offers new opportunities to conduct scientific research with the help of recent advancements in computational and storage technologies. Computational intensive science spans multiple scientific domains, such as particle physics, climate modeling, and bio-informatics simulations. These large-scale applications necessitate collaborators to access very large data sets resulting from simulations performed in geographically distributed institutions. Furthermore, often scientific experimental facilities generate massive data sets that need to be transferred to validate the simulation data in remote collaborating sites. A major component needed to support these needs is the communication infrastructure which enables high performance visualization, large volume data analysis, and also provides access to computational resources. In order to provide high-speed on-demand data access between collaborating institutions, national governments support next generation research networks such as Internet 2 and ESnet (Energy Sciences Network). Delivering network-as-a-service that provides predictable performance, efficient resource utilization and better coordination between compute and storage resources is highly desirable. In this paper, we study network provisioning and advanced bandwidth reservation in ESnet for on-demand high performance data transfers. We present a novel approach for path finding in time-dependent transport networks with bandwidth guarantees.     In the Autumn of 1996, consumers and Members of Congress from the Northeast expressed concern about high prices for heating oil and historically low levels of inventories. Some Members of Congress advocated building a Federal inventory of heating oil as part of the Strategic Petroleum Reserve (SPR). Regional reserves are authorized as part of the SPR for import dependent regions by the Energy Policy and Conservation Act. In response, the Department of Energy (DOE) proposed a series of studies related to heating fuels, including a study of the desirability, feasibility, and cost of creating a Federal reserve containing distillate fuel. This report documents that study.
