    China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings.     Elk Valley Rancheria; Tribe; renewable energy; energy options analysis. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages

    In the production of shale oil, the effective use of energy is critically important for the viability of the process. The design of the Petrosix process developed by Petroleo Brasileiro S.A. reflects such a preoccupation with energy efficiency. A semi-industrial plant for the production of shale oil is being operated successfully by Petrobras in Sao Mateus do Sul in south central Brazil. An industrial module with a scale-up factor of 4 is under construction. The plant, due on stream in 1988, will produce 2650 barrels per day of shale oil and 50 metric tons per day sulfur. Future plants will be a multiplication of such modules. A thermodynamic energy analysis of the retorting section of the industrial module was carried out by Petrobras in order to identify critical points where the thermodynamic efficiencies can be improved. A mass and energy balance of the plant was made using mainly the process design data. The energy availability functions of different streams were evaluated and a lost work analysis was done for different units of the retorting section. Results of this analysis are summarized.

    In June 2009, the State of Hawaii enacted an Energy Efficiency Portfolio Standard (EEPS) with a target of 4,300 gigawatt hours (GWh) by 2030 (Hawaii 2009). Upon setting this goal, the Hawaii Clean Energy Initiative, Booz Allen Hamilton (BAH), and the National Renewable Energy Laboratory (NREL), working with select local stakeholders, partnered to execute the first key step toward attaining the EEPS goal: the creation of a high-resolution roadmap outlining key areas of potential electricity savings. This roadmap was divided into two core elements: savings from new construction and savings from existing buildings. BAH focused primarily on the existing building analysis, while NREL focused on new construction forecasting. This report presents the results of the Booz Allen Hamilton study on the existing building stock of Hawaii, along with conclusions on the key drivers of potential energy efficiency savings and on the steps necessary to attain them.

    Energy system modeling can be intentionally or unintentionally misused by decision-makers. This report describes how both can be minimized through careful use of models and thorough understanding of their underlying approaches and assumptions. The analysis summarized here assesses the impact that model and data choices have on forecasting energy systems by comparing seven different electric-sector models. This analysis was coordinated by the Renewable Energy and Efficiency Modeling Analysis Partnership (REMAP), a collaboration among governmental, academic, and nongovernmental participants.

    alternative incentive approaches on utility shareholders and customers if energy efficiency is implemented under various utility operating, cost, and supply conditions.We used and adapted a spreadsheet-based financial model (the Benefits Calculator) which was developed originally as a tool to support the National Action Plan for Energy Efficiency (NAPEE). The major steps in our analysis are displayed graphically in Figure ES- 1. Two main inputs are required: (1) characterization of the utility which includes its initial financial and physical market position, a forecast of the utility?s future sales, peak demand, and resource strategy to meet projected growth; and (2) characterization of the Demand-Side Resource (DSR) portfolio ? projected electricity and demand savings, costs and economic lifetime of a portfolio of energy efficiency (and/or demand response) programs that the utility is planning or considering implementing during the analysis period. The Benefits Calculator also estimates total resource costs and benefits of the DSR portfolio using a forecast of avoided capacity and energy costs. The Benefits Calculator then uses inputs provided in the Utility Characterization to produce a ?business-as usual? base case as well as alternative scenarios that include energy efficiency resources, including the corresponding utility financial budgets required in each case. If a decoupling and/or a shareholder incentive mechanism are instituted, the Benefits Calculator model readjusts the utility?s revenue requirement and retail rates accordingly. Finally, for each scenario, the Benefits Calculator produces several metrics that provides insights on how energy efficiency resources, decoupling and/or a shareholder incentive mechanism impacts utility shareholders (e.g. overall earnings, return on equity), ratepayers (e.g., average customer bills and rates) and society (e.g. net resource benefits).

    This report summarizes the results and the assumptions used in an analysis of the potential “lost efficiency opportunities” in the buildings sector. These targets of opportunity are those end-uses, applications, practices, and portions of the buildings market which are not currently being addressed, or addressed fully, by the Building Technologies Program (BTP) due to lack of resources. The lost opportunities, while a significant increase in effort and impact in the buildings sector, still represent only a small portion of the full technical potential for energy efficiency in buildings.

  6. Analysis of space heating and domestic hot water systems for energy-efficient residential buildings

    An analysis of the best ways of meeting the space heating and domestic hot water (DHW) needs of new energy-efficient houses with very low requirements for space heat is provided. The DHW load is about equal to the space heating load in such houses in northern climates. The equipment options which should be considered are discussed, including new equipment recently introduced in the market. It is concluded that the first consideration in selecting systems for energy-efficient houses should be identification of the air moving needs of the house for heat distribution, heat storage, ventilation, and ventilative cooling. This is followed, in order, by selection of the most appropriate distribution system, the heating appliances and controls, and the preferred energy source, gas, oil, or electricity.

    China's cement industry, which produced 1,388 million metric tons (Mt) of cement in 2008, accounts for almost half of the world's total cement production. Nearly 40% of China's cement production is from relatively obsolete vertical shaft kiln (VSK) cement plants, with the remainder from more modern rotary kiln cement plants, including plants equipped with new suspension pre-heater and pre-calciner (NSP) kilns. Shandong Province is the largest cement-producing Province in China, producing 10% of China's total cement output in 2008. This report documents an analysis of the potential to improve the energy efficiency of NSP kiln cement plants in Shandong Province. Sixteen NSP kiln cement plants were surveyed regarding their cement production, energy consumption, and current adoption of 34 energy-efficient technologies and measures. Plant energy use was compared to both domestic (Chinese) and international best practice using the Benchmarking and Energy Saving Tool for Cement (BEST-Cement). This benchmarking exercise indicated an average technical potential primary energy savings of 12% would be possible if the surveyed plants operated at domestic best practice levels in terms of energy use per ton of cement produced. Average technical potential primary energy savings of 23% would be realized if the plants operated at international best practice levels. Energy conservation supply curves for both fuel and electricity savings were then constructed for the 16 surveyed plants. Using the bottom-up electricity conservation supply curve model, the cost-effective electricity efficiency potential for the studied cement plants in 2008 is estimated to be 373 gigawatt hours (GWh), which accounts for 16% of total electricity use in the 16 surveyed cement plants in 2008. Total technical electricity-saving potential is 915 GWh, which accounts for 40% of total electricity use in the studied plants in 2008.     The US Department of Energy (DOE) has recognized the opportunity to achieve energy, economic, and environmental benefits by promoting energy-efficient lighting through federal policies, including lighting standards, financial incentives, and information programs. To assist in this process, the Office of Conservation and Renewable Energy`s Office of Codes and Standards invited Lawrence Berkeley Laboratory to assess prospective national impacts for a variety of policy options. Some progress has already been made in developing lighting policies at both the federal and state levels. The US DOE`s Office of Building Technologies has evaluated lighting efficiency incentives as part of its analysis for the National Energy Strategy. Fluorescent and incandescent lamp standards are included in the national Energy Policy Act of 1992 (P.L. 102-486, October 24, 1992). A few states have analyzed or implemented lamp and luminaire standards. Many policy-related issues merit further investigation. For example, there is considerable debate over issues such as mandatory or voluntary standards versus component labeling and other education-oriented strategies. Several different technologies are involved that interact with each other-lamps (incandescent, compact fluorescent, and HID), ballasts (for fluorescent and HID lamps), and fixtures with reflectors and lenses. Control systems and operation patterns must also be considered (timers, automated dimming, or occupancy sensors). Lighting applications are diverse, ranging from offices, restaurants, hallways, hospital operating rooms, to exterior lights. Lighting energy use influences heating and cooling requirements in buildings. Successful lighting system design must also address interactions between architectural design elements and daylighting availability. Proper system installation and ongoing operation and maintenance are crucial. The economic aspects of the preceding points must also be considered for policy making.

    California has been using DOE-2 as the main building energy analysis tool in the development of building energy efficiency standards (Title 24) and the code compliance calculations. However, DOE-2.1E is a mature program that is no longer supported by LBNL on contract to the USDOE, or by any other public or private entity. With no more significant updates in the modeling capabilities of DOE-2.1E during recent years, DOE-2.1E lacks the ability to model, with the necessary accuracy, a number of building technologies that have the potential to reduce significantly the energy consumption of buildings in California. DOE-2's legacy software code makes it difficult and time consuming to add new or enhance existing modeling features in DOE-2. Therefore the USDOE proposed to develop a new tool, EnergyPlus, which is intended to replace DOE-2 as the next generation building simulation tool. EnergyPlus inherited most of the useful features from DOE-2 and BLAST, and more significantly added new modeling capabilities far beyond DOE-2, BLAST, and other simulations tools currently available. With California's net zero energy goals for new residential buildings in 2020 and for new commercial buildings in 2030, California needs to evaluate and promote currently available best practice and emerging technologies to significantly reduce energy use of buildings for space cooling and heating, ventilating, refrigerating, lighting, and water heating. The California Energy Commission (CEC) needs to adopt a new building energy simulation program for developing and maintaining future versions of Title 24. Therefore, EnergyPlus became a good candidate to CEC for its use in developing and complying with future Title 24 upgrades.     The Renewable Energy and Efficiency Modeling and Analysis Partnership (REMAP) sponsors ongoing workshops to discuss individual 'renewable' technologies, energy/economic modeling, and - to some extent - policy issues related to renewable energy. Since 2002, the group has organized seven workshops, each focusing on a different renewable technology (geothermal, solar, wind, etc.). These workshops originated and continue to be run under an informal partnership of the Environmental Protection Agency (EPA), the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the National Renewable Energy Laboratory (NREL), and the American Council on Renewable Energy (ACORE). EPA originally funded the activities, but support is now shared between EPA and EERE. REMAP has a wide range of participating analysts and models/modelers that come from government, the private sector, and academia. Modelers include staff from the Energy Information Administration (EIA), the American Council for an Energy-Efficient Economy (ACEEE), NREL, EPA, Resources for the Future (RFF), Argonne National Laboratory (ANL), Northeast States for Coordinated Air Use Management (NESCAUM), Regional Economic Models Inc. (REMI), ICF International, OnLocation Inc., and Boston University. The working group has more than 40 members, which also includes representatives from DOE, Lawrence Berkeley National Laboratory (LBNL), Union of Concerned Scientists (UCS), Massachusetts Renewable Energy Trust, Federal Energy Regulatory Commission (FERC), and ACORE. This report summarizes the activities and findings of the REMAP activity that started in late 2006 with a kickoff meeting, and concluded in mid-2008 with presentations of final results.     Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

    Motor driven processes represent a large portion of the energy consumption in the United States and, as a result, present a large opportunity for energy savings. Energy efficient motors reduce energy use and will see wider implementation as the impact of the Energy Policy Act of 1992 is felt. These motors are made possible by design and material improvements without compromising reliability, quality, or performance. One drawback is their potential for nuisance tripping due to a high inrush current at starting. Solutions do exist to this problem. Economics also play a large role in energy efficient motor application. The cost of repairing a motor or installing a new machine as well as any utility rebates determine if the efficient motor price premium is offset by energy savings. Other issues such as adjustable speed drives, belts and supply voltage affect efficiency as well. Several industry examples demonstrate the potential results. A thorough understanding of these factors show the energy efficient motor can be a good choice for most applications.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner.     This project report details activities and results of the 'Market Characterization' project undertaken by the Cost Effective Energy Retrofit (CEER) team targeted toward the DOE goal of achieving 30%-50% reduction in existing building energy use. CEER consists of members from the Dow Chemical Company, Michigan State University, Ferris State University and Habitat for Humanity Kent County. The purpose of this market characterization project was to identify housing archetypes which are dominant within Great Lakes region and therefore offer significant potential for energy-efficient retrofit research and implementation due to the substantial number of homes possessing similar characteristics. Understanding the characteristics of housing groups referred to as 'archetypes' by vintage, style, and construction characteristics can allow research teams to focus their retrofit research and develop prescriptive solutions for those structure types which are prevalent and offer high potential uptake within a region or market. Key research activities included; literature review, statistical analysis of national and regional data of the American Housing Survey (AHS) collected by the U.S. Census Bureau, analysis of Michigan specific data, development of a housing taxonomy of architectural styles, case studies of two local markets (i.e., Ann Arbor and Grand Rapids in Michigan) and development of a suggested framework (or process) for characterizing local markets. In order to gain a high level perspective, national and regional data from the U.S. Census Bureau was analyzed using cross tabulations, multiple regression models, and logistic regression to characterize the housing stock and determine dominant house types using 21 variables.

    Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.     A detailed understanding of the various factors affecting the trends in gross-indicated thermal efficiency with changes in key operating parameters has been carried out, applied to a one-liter displacement single-cylinder boosted Low-Temperature Gasoline Combustion (LTGC) engine. This work systematically investigates how the supplied fuel energy splits into the following four energy pathways: gross-indicated thermal efficiency, combustion inefficiency, heat transfer and exhaust losses, and how this split changes with operating conditions. Additional analysis is performed to determine the influence of variations in the ratio of specific heat capacities (?) and the effective expansion ratio, related to the combustion-phasing retard (CA50), on the energy split. Heat transfer and exhaust losses are computed using multiple standard cycle analysis techniques. Furthermore, the various methods are evaluated in order to validate the trends.

  2. Technical and economic analysis of energy efficiency of Chinese room air conditioners

    China has experienced tremendous growth in the production and sales of room air conditioners over the last decade. Although minimum room air conditioner energy efficiency standards have been in effect since 1989, no efforts were made during most of the 1990's to update the standard to be more reflective of current market conditions. In 1999, China's State Bureau of Technical Supervision (SBTS) included in their annual plan the development and revision of the 1989 room air conditioner standard, and experts from SBTS worked together with LBNL to analyze the new standards. Based on the engineering and life cycle-cost analyses performed, the most predominant type of room air conditioner in the Chinese market (split-type with a cooling capacity between 2500 and 4500 W (8500 Btu/h and 15,300Btu/h)) can have its efficiency increased cost-effectively to an energy efficiency ratio (EER) of 2.92 W/W (9.9 Btu/hr/W). If an EER standard of 2.92 W/W became effective in 2001, Chinese consumers would be estimated to save over 3.5 billion Yuan (420 million U.S. dollars) over the period of 2001-2020. Carbon emissions over the same period would be reduced by approximately 12 million metric tonnes.

    Separate Sensible and Latent cooling (SSLC) has been discussed in open literature as means to improve air conditioning system efficiency. The main benefit of SSLC is that it enables heat source optimization for the different forms of loads, sensible vs. latent, and as such maximizes the cycle efficiency. In this paper I use a thermodynamic analysis tool in order to analyse the performance of various SSLC technologies including: multi-evaporators two stage compression system, vapour compression system with heat activated desiccant dehumidification, and integrated vapour compression with desiccant dehumidification. A primary coefficient of performance is defined and used to judge the performance of the different SSLC technologies at the design conditions. Results showed the trade-off in performance for different sensible heat factor and regeneration temperatures.

    Pacific Northwest National Laboratory (PNNL) modeled the employment impacts of a major national initiative to accelerate energy efficiency trends at one of two levels: • 15 percent savings by 2030. In this scenario, efficiency activities save about 15 percent of the Annual Energy Outlook (AEO) Reference Case electricity consumption by 2030. It is assumed that additional energy savings in both the residential and commercial sectors begin in 2015 at zero, and then increase in an S-shaped market penetration curve, with the level of savings equal to about 7.0 percent of the AEO 2014 U.S. national residential and commercial electricity consumption saved by 2020, 14.8 percent by 2025, and 15 percent by 2030. • 10 percent savings by 2030. In this scenario, additional savings begin at zero in 2015, increase to 3.8 percent in 2020, 9.8 percent by 2025, and 10 percent of the AEO reference case value by 2030. The analysis of the 15 percent case indicates that by 2030 more than 300,000 new jobs would likely result from such policies, including an annual average of more than 60,000 jobs directly supporting the installation and maintenance of energy efficiency measures and practices. These are new jobs resulting initially from the investment associated with the construction of more energy-efficient new buildings or the retrofit of existing buildings and would be sustained for as long as the investment continues. Based on what is known about the current level of building-sector energy efficiency jobs, this would represent an increase of more than 10 percent from the current estimated level of over 450,000 such jobs. The more significant and longer-lasting effect comes from the redirection of energy bill savings toward the purchase of other goods and services in the general economy, with its attendant influence on increasing the total number of jobs. This example analysis utilized PNNL’s ImSET model, a modeling framework that PNNL has used over the past two decades to assess

    ABSTRACT: Recent advances in residential building energy efficiency and codes have resulted in increased interest in detailed residential building energy models using the latest energy simulation software. One of the challenges of developing residential building models to characterize new residential building stock is to allow for flexibility to address variability in house features like geometry, configuration, HVAC systems etc. Researchers solved this problem in a novel way by creating a simulation structure capable of creating fully-functional EnergyPlus batch runs using a completely scalable residential EnergyPlus template system. This system was used to create a set of thirty-two residential prototype building models covering single- and multifamily buildings, four common foundation types and four common heating system types found in the United States (US). A weighting scheme with detailed state-wise and national weighting factors was designed to supplement the residential prototype models. The complete set is designed to represent a majority of new residential construction stock. The entire structure consists of a system of utility programs developed around the core EnergyPlus simulation engine to automate the creation and management of large-scale simulation studies with minimal human effort. The simulation structure and the residential prototype building models have been used for numerous large-scale studies, one of which is briefly discussed in this paper.

    Accurately predicting the fuel savings that can be achieved with the implementation of various technologies developed for fuel efficiency can be very challenging, particularly when considering combinations of technologies. Differences in the usage of highway vehicles can strongly influence the benefits realized with any given technology, which makes generalizations about fuel savings inappropriate for different vehicle applications. A model has been developed to estimate the potential for reducing fuel consumption when advanced efficiency technologies, or combinations of these technologies, are employed on highway vehicles, particularly medium- and heavy-duty trucks. The approach is based on a tractive energy analysis applied to drive cycles representative of the vehicle usage, and the analysis specifically accounts for individual energy loss factors that characterize the technologies of interest. This tractive energy evaluation is demonstrated by analyzing measured drive cycles from a long-haul trucking fleet and the results of an assessment of the fuel savings potential for combinations of technologies are presented. The results of this research will enable more reliable estimates of the fuel savings benefits that can be realized with particular technologies and technology combinations for individual trucking applications so that decision makers can make informed investment decisions for the implementation of advanced efficiency technologies.

    The Department of Energy funded the Alliance to Save Energy to promote the efficient use of energy under a multiyear cooperative agreement. This funding allowed the Alliance to be innovative and flexible in its program development, and to initiate and enhance projects it would otherwise not have been able to pursue. The program period was 1999 through 2004. The mission of the Alliance to Save Energy is to promote energy efficiency domestically and worldwide. The Alliance followed this mission by working closely with consumers, government, policy makers, and energy efficient product and service providers. The projects that were initiated by the Alliance included communication and consumer education, policy analysis and research, the promotion of interaction among the energy efficiency industry, and international energy efficiency programs. The funding from the Department of Energy allowed the Alliance to study new issues in energy efficiency, draw public attention to those issues, and create targeted programs, such as the Efficient Windows Collaborative or the Green Schools program, which now function on their own to promote energy efficiency in important areas.

We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

    The Office of Energy Efficiency and Renewable Energy (EE) is part of the U.S. Department of Energy that is specifically charged with encouraging the more efficient use of energy resources, and the use of renewable energy resources - such as solar power, wind power, biomass energy and geothermal energy. In the past several years, EE has increased its emphasis on technology deployment through partnerships with states, local governments and private companies. Partnerships move new discoveries more quickly into the marketplace, where they can create jobs, prevent pollution, save resources, and produce many other benefits.     On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

    Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    Thanks to investments in more efficient vehicles, appliances, and buildings, Americans will spend $100 billion less this year on energy than if they had remained at 1973 levels of energy consumption. Cumulative savings from efficiency improvements since the first Arab oil embargo now total nearly $1 trillion. Yet even more remarkable is the potential for far greater rewards. Estimates of untapped energy savings range widely, but they are all large. The Electric Power Research Institute, the utility industry's research arm, estimates the US electricity demand could be reduced by up to 44 percent by the year 2000 through efficiency gains made with existing technology. The authors and his colleagues at Rocky Mountain Institute believe that the potential cost-effective savings are even larger, conceivably as much as 75 percent of total US energy demand. This article addresses several ways in which these savings may be brought about.

    The United States has long been accused of being energy inefficient based on a comparison of energy intensities among the industrialized countries. Energy intensity is commonly measured by computing the ratio of energy use per unit of Gross Domestic Product (GDP). This is not a true measure of efficiency, however, because it does not account for differences in the standard of living, differences in population densities, or other factors. After corrections are made to account for these factors, the United States often appears to be as efficient or more efficient than many of the other industrialized countries. In this analysis the industrialized economies considered are the Group of Seven (G7): the United States, Canada, Japan, France, Italy, West Germany, and the United Kingdom. In summary, since 1970 the United States has improved the efficiency of energy use as much or more than have the other G-7 countries. Frequently, the United States is more efficient in its use of energy than are other G-7 countries. Many of the differences in energy use result from the fact that the United States has the comparative advantage of abundant indigenous energy supplies which have been used to develop large energy intensive but not necessarily inefficient petrochemical, and primary metals industries. The United States continues to hold this advantage, producing 50 percent more energy in 1988 than did all the remaining G-7 countries combined. 12 figs.

    This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

    U.S. industry consumes approximately 37 percent of thenation's energy to produce 24 percent of the nation's GDP. Increasingly,society is confronted with the challenge of moving toward a cleaner, moresustainable path of production and consumption, while increasing globalcompetitiveness. Technology is essential in achieving these challenges.We report on a recent analysis of emerging energy-efficient technologiesfor industry, focusing on over 50 selected technologies. The technologiesare characterized with respect to energy efficiency, economics andenvironmental performance. This paper provides an overview of theresults, demonstrating that we are not running out of technologies toimprove energy efficiency, economic and environmental performance, andneither will we in the future. The study shows that many of thetechnologies have important non-energy benefits, ranging from reducedenvironmental impact to improved productivity, and reduced capital costscompared to current technologies.

    values agree well with previous results and computer simulations of Ikon B performance versus R-22. The lower cooling capacity of Ikon B is not a concern unless a particular air conditioner is near its maximum cooling capacity in application. Typically, oversized A/C systems are installed by contractors to cover contingencies. In the extended run with Ikon B, which lasted about 4.5 months at 100 deg F ambient temperature and 68% compressor on time, the air conditioner performed well with no significant loss of energy efficiency. Post-run analysis of the refrigerant, compressor lubricant oil, compressor, compressor outlet tubing, and the filter/dryer showed minor effects but nothing that was considered significant. The project was very successful. All objectives were achieved, and the performance of Ikon B indicates that it can easily be retrofitted into R-22 air conditioners to give 15 - 20% energy savings and a 1 - 3 year payback of retrofit costs depending on location and use. Ikon B has the potential to be a successful commercial product.

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

    Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

    The small buildings and small portfolios (SBSP) sector face a number of barriers that inhibit SBSP owners from adopting energy efficiency solutions. This pilot project focused on overcoming two of the largest barriers to financing energy efficiency in small buildings: disproportionately high transaction costs and unknown or unacceptable risk. Solutions to these barriers can often be at odds, because inexpensive turnkey solutions are often not sufficiently tailored to the unique circumstances of each building, reducing confidence that the expected energy savings will be achieved. To address these barriers, NREL worked with two innovative, forward-thinking lead partners, Michigan Saves and Energi, to develop technical solutions that provide a quick and easy process to encourage energy efficiency investments while managing risk. The pilot project was broken into two stages: the first stage focused on reducing transaction costs, and the second stage focused on reducing performance risk. In the first stage, NREL worked with the non-profit organization, Michigan Saves, to analyze the effects of 8 energy efficiency measures (EEMs) on 81 different baseline small office building models in Holland, Michigan (climate zone 5A). The results of this analysis (totaling over 30,000 cases) are summarized in a simple spreadsheet tool that enables users to easily sort through the results and find appropriate small office EEM packages that meet a particular energy savings threshold and are likely to be cost-effective.

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    To provide analytic support of the U.S. Department of Energy's (DOE) Office of the Building Technology Program (BTP) we developed a comprehensive, straightforward Microsoft Excel-based tool to provide an open and objective comparison of the hundreds of investment opportunities available to BTP. We identified over 770 energy efficiency measures through literature review and expert interviews each of which was supported by peer-reviewed publication, laboratory testing, in-situ (i.e., "pilot") testing, engineering-macroeconomic analysis (e.g., through the technical support documents of BTP's Equipment and Appliance Standards Program), building-energy use modeling, or verified savings through mass adoption (e.g., utility or other energy efficiency programs).

    Quantifying the fuel savings that can be achieved from different truck fuel efficiency technologies for a fleet s specific usage allows the fleet to select the combination of technologies that will yield the greatest operational efficiency and profitability. This paper presents an analysis of vehicle usage in a commercial vehicle fleet and an assessment of advanced efficiency technologies using an analysis of measured drive cycle data for a class 8 regional commercial shipping fleet. Drive cycle measurements during a period of a full year from six tractor-trailers in normal operations in a less-than-truckload (LTL) carrier were analyzed to develop a characteristic drive cycle that is highly representative of the fleet s usage. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. The drive cycle and mass data were analyzed using a tractive energy analysis to quantify the fuel efficiency and CO2 emissions benefits that can be achieved on class 8 tractor-trailers when using advanced efficiency technologies, either individually or in combination. Although differences exist among class 8 tractor-trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application.

    The study identifies the industrial decision makers, investigated the information they needed to know, how they can best be reached, and the motivating factors for purchasing energy-efficient electric motors. A survey was conducted of purchasers of integral horsepower polyphase motors. The survey measured current knowledge of and awareness of energy-efficient motors, decision-making criteria, information sources, purchase and usage patterns, and related factors. The survey data were used for the electric motor market penetration analysis. Additionally, a telephone survey was made. The study also provides analyses of distribution channels, commercialization constraints, and the impacts of government programs and rising energy prices. A description of study findings, conclusions, and recommendations is presented. Sample questionnaires and copies of letters to respondents are presented in 3 appendices.     This interim report provides documentation on the second task, Identification of Components and Parameters for Cost and Energy-Efficiency Analysis, of DOE Contract No. ET-78-C-01-2866, Evaluation of Higher Distribution and/or Utilization Voltages. The work performed under this task includes an identification of the elements of the distribution/utilization system, a characterization of the distribution elements and a characterization of end use elements. The purpose of this task is to identify the distribution and utilization system elements which will be subjected to a detailed analysis and computer modeling in later tasks. The elements identified are characterized in terms of their interface with other elements in the system and with respect to their energy consumption, efficiency, and costs. A major output of this task is a list of elements to be modeled under Task 3 and a set of specifications for the computer model to be developed under that task.

    Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity,frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea).This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement

    The Energy Policy and Conservation Act (P.L. 94-163), as amended by the National Appliance Energy Conservation Act of 1987 (P.L. 100-12) and by the National Appliance Energy Conservation Amendments of 1988 (P.L. 100-357), and by the Energy Policy Act of 1992 (P.L. 102-486), provides energy conservation standards for 12 of the 13 types of consumer products` covered by the Act, and authorizes the Secretary of Energy to prescribe amended or new energy standards for each type (or class) of covered product. The assessment of the proposed standards for refrigerators, refrigerator-freezers, and freezers presented in this document is designed to evaluate their economic impacts according to the criteria in the Act. It includes an engineering analysis of the cost and performance of design options to improve the efficiency of the products; forecasts of the number and average efficiency of products sold, the amount of energy the products will consume, and their prices and operating expenses; a determination of change in investment, revenues, and costs to manufacturers of the products; a calculation of the costs and benefits to consumers, electric utilities, and the nation as a whole; and an assessment of the environmental impacts of the proposed standards.

    Energy consumption in buildings represents 40 percent of primary U.S. energy consumption, split almost equally between residential (22%) and commercial (18%) buildings.1 Space heating (31%) and cooling (12%) account for approximately 9 quadrillion Btu. Improvements in the building envelope can have a significant impact on reducing energy consumption. Thermal losses (or gains) from the roof make up 14 percent of the building component energy load. Infiltration through the building envelope, including the roof, accounts for an additional 28 percent of the heating loads and 16 percent of the cooling loads. These figures provide a strong incentive to develop and implement more energy efficient roof systems. The roof is perhaps the most challenging component of the building envelope to change for many reasons. The engineered roof truss, which has been around since 1956, is relatively low cost and is the industry standard. The roof has multiple functions. A typical wood frame home lasts a long time. Building codes vary across the country. Customer and trade acceptance of new building products and materials may impede market penetration. The energy savings of a new roof system must be balanced with other requirements such as first and life-cycle costs, durability, appearance, and ease of construction. Conventional residential roof construction utilizes closely spaced roof trusses supporting a layer of sheathing and roofing materials. Gypsum board is typically attached to the lower chord of the trusses forming the finished ceiling for the occupied space. Often in warmer climates, the HVAC system and ducts are placed in the unconditioned and otherwise unusable attic. High temperature differentials and leaky ducts result in thermal losses. Penetrations through the ceilings are notoriously difficult to seal and lead to moisture and air infiltration. These issues all contribute to greater energy use and have led builders to consider construction of a conditioned attic. The
