  7. CATEGORIZATION OF EVENT SEQUENCES FOR LICENSE APPLICATION

    The purposes of this analysis are: (1) Categorize (as Category 1, Category 2, or Beyond Category 2) internal event sequences that may occur before permanent closure of the repository at Yucca Mountain. (2) Categorize external event sequences that may occur before permanent closure of the repository at Yucca Mountain. This includes examining DBGM-1 seismic classifications and upgrading to DBGM-2, if appropriate, to ensure Beyond Category 2 categorization. (3) State the design and operational requirements that are invoked to make the categorization assignments valid. (4) Indicate the amount of material put at risk by Category 1 and Category 2 event sequences. (5) Estimate frequencies of Category 1 event sequences at the maximum capacity and receipt rate of the repository. (6) Distinguish occurrences associated with normal operations from event sequences. It is beyond the scope of the analysis to propose design requirements that may be required to control radiological exposure associated with normal operations. (7) Provide a convenient compilation of the results of the analysis in tabular form. The results of this analysis are used as inputs to the consequence analyses in an iterative design process that is depicted in Figure 1. Categorization of event sequences for permanent retrieval of waste from the repository is beyond the scope of this analysis. Cleanup activities that take place after an event sequence and other responses to abnormal events are also beyond the scope of the analysis.

    The object of the study is to provide a methodology for predicting coal prices in regional markets for the target time frames 1985 and 2000 that could subsequently be used to guide the development of an advanced coal extraction system. The model constructed for the study is a supply and demand model that focuses on underground mining, since the advanced technology is expected to be developed for these reserves by the target years. The supply side of the model is based on coal reserve data generated by Energy and Environmental Analysis, Inc. (EEA). Given this data and the cost of operating a mine (data from US Department of Energy and Bureau of Mines), the Minimum Acceptable Selling Price (MASP) is obtained. The MASP is defined as the smallest price that would induce the producer to bring the mine into production, and is sensitive to the current technology and to assumptions concerning miner productivity. Based on this information, market supply curves can then be generated. On the demand side of the model, demand by region is calculated based on an EEA methodology that emphasizes demand by electric utilities and demand by industry. The demand and supply curves are then used to obtain the price targets. This last step is accomplished by allocating the demands among the suppliers so that the combined cost of producing and transporting coal is minimized.

    In 1977, Congress directed DOE to create an energy grants program with the object of funding individuals, small businesses, and nonprofit organizations to develop technologies that use renewable energy resources. The Small Grants Program was created and this report assesses the energy savings potential of the program. The first step in the analysis was to assess the energy-savings potential of 57 projects. Program energy savings were then estimated from project savings using statistical inference. Chapter 2 presents estimates of direct energy savings for the 57 projects and discusses direct energy savings. Chapter 3 discusses the methods and results of the economic analysis. Chapter 4 examines the indirect savings. Because of the large size of the sample, neither project descriptions nor specific details of each project analysis are included. Instead, two examples from the analysis are presented in Chapters 2, 3, and 4 to illustrate the methods. The results of the analysis and key project data are summarized. Chapter 5 presents estimates of program energy savings and the methods used to obtain them. The report concludes with a discussion of how improved project selection can increase program energy savings and present two approaches for conducting future energy-impact studies.

    This report summarizes a study into some false positive issues in the use of radioxenon as a method to verify a clandestine nuclear weapons explosion. False positives arise due to similarities between the radioxenon signature generated in medical isotope production and that generated in a nuclear weapon explosion. This report also discusses how to categorize the radioxenon by levels of urgency for manual analysis and interpretation and recommends applying machine learning and time series analysis techniques in the automation of radioxenon characterization. The literature indicates that medical isotope production is a major contributor to atmospheric radioxenon and is the main source of confusion in determining the source of radioxenon. While radioxenon emissions from nuclear power plants can be distinguished from that from nuclear weapon explosions, emissions from medical isotope production generate signatures similar to certain nuclide ratios found in nuclear weapons explosions. Different techniques for analyzing nuclide concentrations and ratios as well as including other sensing modalities via sensor fusion are discussed.

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    This document establishes the initial hazard categorization for K-Basin fuel encapsulation and storage in the 100 K Area of the Hanford site. The Hazard Categorization for K-Basins addresses the potential for release of radioactive and non-radioactive hazardous material located in the K-Basins and their supporting facilities. The Hazard Categorization covers the hazards associated with normal K-Basin fuel storage and handling operations, fuel encapsulation, sludge encapsulation, and canister clean-up and disposal. The criteria categorizes a facility based on total curies per radionuclide located in the facility. Tables 5-3 and 5-4 display the results in section 5.0. In accordance with DOE-STD-1027 and the analysis provided in section 5.0, the K East Basin fuel encapsulation and storage activity and the K West Basin storage are classified as a {open_quotes}Category 2{close_quotes} Facility.

    The federal environmental review process under the National Environmental Policy Act of 1969 (NEPA) can be complex and time consuming. Currently, a geothermal developer may have to complete the NEPA process multiple times during the development of a geothermal project. One mechanism to reduce the timeframe of the federal environmental review process for activities that do not have a significant environmental impact is the use of Categorical Exclusions (CXs), which can exempt projects from having to complete an Environmental Assessment or Environmental Impact Statement. This study focuses primarily on the CX process and its applicability to geothermal exploration. In this paper, we Provide generalized background information on CXs, including previous NEPA reports addressing CXs, the process for developing CXs, and the role of extraordinary circumstances; Examine the history of the Bureau of Land Management's (BLM) geothermal CXs;Compare current CXs for oil, gas, and geothermal energy; Describe bills proposing new statutory CXs; Examine the possibility of standardizing geothermal CXs across federal agencies; and Present analysis from the Geothermal NEPA Database and other sources on the potential for new geothermal exploration CXs. As part of this study, we reviewed Environmental Assessments (EAs) conducted in response to 20 geothermal exploration drilling permit applications (Geothermal Drilling Permits or Notices of Intents) since the year 2001, the majority of which are from the last 5 years. All 20 EAs reviewed for this study resulted in a Finding of No Significant Impact (FONSI). While many of these FONSI's involved proponent proposed or federal agency required mitigation, this still suggests it may be appropriate to create or expand an exploration drilling CX for geothermal, which would have a significant impact on reducing geothermal exploration timelines and up-front costs. Ultimately, federal agencies tasked with permitting and completing environmental reviews for geothermal exploration drilling activities and/or legislative representatives are the responsible parties to discuss the merits and implementation of new or revised CXs for geothermal development.

  15. ALTERNATE APPROACH TO HAZARD CATEGORIZATION FOR SALTSTONE FACILITY AT SRS

    The Saltstone Facility at Savannah River Site (SRS) was originally segmented into two segments: the Saltstone Production Facility (SPF) and the Saltstone Disposal Facility (SDF). Based on the inventory of radionuclides available for release the SPF and SDF were categorized as Nonreactor Hazard Category (HC)-3. The hazard categorization recognized the SDF will contain contributions of radionuclides which would exceed the HC-2 Threshold Quantity (TQ) in the form of grout. However it was determined not to impact the facility hazard categorization based on the grout being in a solid, monolithic form which was not easily dispersible. But, the impact of a quantity of unset grout expected to be present at the vault following operation of the process was not addressed. A Potential Inadequacy in Safety Analysis (PISA) was later issued based on the hazard categorization determination for the facility not addressing unset grout. This initiated a re-evaluation of the accident scenarios within the hazards analysis. During this re-evaluation, the segmentation of the facility was challenged based on the potential interaction between facility segments; specifically, the leachate return line and the grout transfer line, which were considered separate segments, are located in close proximity at one point. such that for certain events (NPH as well as External Vehicle Impact) both could be damaged simultaneously and spill contents on the ground that could commingle. This would violate the guideline for segmentation. Therefore, the Hazard Categorization (HC) was reevaluated based on the facility being a single segment and including the additional unset grout as part of total inventory. This total inventory far exceeded the limit for HC-2 TQ and made the facility's initial categorization as HC-2. However, alternative analysis methodology based on credible release fractions allowed in DOE-STD-1027-92 (Ref.1) showed that the Saltstone facility could still be categorized as Hazard Category 3 Nuclear Facility with no segmentation. Since it was the first time any facility at SRS tried this alternate approach safety analyst had to face substantial resistance and reservations from both the facility and local DOE customers which were eventually overcome with approval and acceptance from DOE-HQ.

    This report provides the final hazard categorization (FHC) for the remediation of six solid waste disposal sites (referred to as burial grounds) located in the 300-FF-2 Operable Unit (OU) on the Hanford Site. These six sites (618-1, 618-2, 618-3, 618-7, 618-8, and 618-13 Burial Grounds) were determined to have a total radionuclide inventory (WCH 2005a, WCH 2005d, WCH 2005e and WCH 2006b) that exceeds the DOE-STD-1027 Category 3 threshold quantity (DOE 1997) and are the subject of this analysis. This FHC document examines the hazards, identifies appropriate controls to manage the hazards, and documents the FHC and commitments for the 300-FF-2 Burial Grounds Remediation Project.

    Traditional approaches to determining the scope of environmental impact assessment have been based on an ad hoc selection of issues by the project proponent and other interested parties. Resulting in an inadequate consideration of both cumulative effects and impacts on biodiversity. Although public involvement in scoping the assessment must by resource-oriented, rather than activity-oriented, the appropriate scope of environmental impact assessment is the ecosystem. Drawing from the Council on Environmental Quality (CEQ) guidance on the consideration of biodiversity under the National Environmental Policy Act (NEPA) and the growing consensus on principles of ecosystem management, scoping should begin with the large-scale ecosystem focusing on essential components potentially affected by the project to determine the appropriate bounds for the study. Although the science of analyzing ecosystems has many limitation, progress in improving environmental impact assessment can be made at any of the three increasingly difficult steps in assessing at the ecosystem level: (1) The first step involves bounding the assessment within the regional context to address cumulative effects and biodiversity. The adoption of a landscape scale has proven to be the most effective solution to the problems of setting boundaries for study units in time and space that do not omit important sources, endpoints (indicators), or processes. (2) The second step involves the use of higher-level indicators to characterize biodiversity and ecosystem integrity. Useful measures include community indices of biological integrity and landscape parameters such as habitat composition and fragmentation. (3) The third step involves identifying ecosystem thresholds (i.e., carrying capacities) to analyze the significance of cumulative impacts. Trends analysis can help identify potential threshold effects when process models are not available.
