    A Working Group Meeting on Heavy Vehicle Aerodynamic Drag was held in Portland, Oregon on July 1, 2004. The purpose of the meeting was to provide a summary of achievements, discuss pressing issues, present a general overview of future plans, and to provide a forum for dialogue with the Department of Energy (DOE) and industry representatives. The meeting was held in Portland, because the DOE Aero Team participated in an exclusive session on Heavy Truck Vehicle Aerodynamic Drag at the 34th AIAA Fluid Dynamics Conference and Exhibit in Portland on the morning of July 1st, just preceding our Working Group meeting. Even though the paper session was on the last day of the Conference, the Team presented to a full room of interested attendees.

    The first Working Group Meeting on Heavy Vehicle Aerodynamic Drag was held at Sandia National Laboratories (SNL) in Albuquerque, New Mexico on August 28, 1998. The purpose of the meeting was to review the proposed Multi-Year Program Plan (MYPP) and provide an update on the Group"s progress. In addition, the technical details of each organization"s activities were presented and discussed. Presentations were given by representatives from the Department of Energy (DOE) Office of Transportation Technology Office of Heavy Vehicle Technology (OHVT), Lawrence Livermore National Laboratory (LLNL), SNL, University of Southern California (USC), California Institute of Technology (Caltech), and NASA Ames Research Center. These presenters are part of a DOE appointed Technical Team assigned to developing the MYPP. The goal of the MYPP is to develop and demonstrate the ability to simulate and analyze aerodynamic flow around heavy truck vehicles using existing and advanced computational tools (A Multi-Year Program Plan for the Aerodynamic Design of Heavy Vehicles, R. McCallen, D. McBride, W. Rutledge, F. Browand, A. Leonard, .I. Ross, UCRL-PROP- 127753 Dr. Rev 2, May 1998).   10. Using Electric Vehicles to Meet Balancing Requirements Associated with Wind Power

    Many states are deploying renewable generation sources at a significant rate to meet renewable portfolio standards. As part of this drive to meet renewable generation levels, significant additions of wind generation are planned. Due to the highly variable nature of wind generation, significant energy imbalances on the power system can be created and need to be handled. This report examines the impact on the Northwest Power Pool (NWPP) region for a 2019 expected wind scenario. One method for mitigating these imbalances is to utilize plug-in hybrid electric vehicles (PHEVs) or battery electric vehicles (BEVs) as assets to the grid. PHEVs and BEVs have the potential to meet this demand through both charging and discharging strategies. This report explores the usage of two different charging schemes: V2GHalf and V2GFull. In V2GHalf, PHEV/BEV charging is varied to absorb the additional imbalance from the wind generation, but never feeds power back into the grid. This scenario is highly desirable to automotive manufacturers, who harbor great concerns about battery warranty if vehicle-to-grid discharging is allowed. The second strategy, V2GFull, varies not only the charging of the vehicle battery, but also can vary the discharging of the battery back into the power grid. This scenario is currently less desirable to automotive manufacturers, but provides an additional resource benefit to PHEV/BEVs in meeting the additional imbalance imposed by wind. Key findings in the report relate to the PHEV/BEV population required to meet the additional imbalance when comparing V2GHalf to V2GFull populations, and when comparing home-only-charging and work-and-home-charging scenarios. Utilizing V2GFull strategies over V2GHalf resulted in a nearly 33% reduction in the number of vehicles required. This reduction indicates fewer vehicles are needed to meet the unhandled energy, but they would utilize discharging of the vehicle battery into the grid. This practice currently results in the voiding of automotive manufacturer's battery warranty, and is not feasible for many customers. The second key finding is the change in the required population when PHEV/BEV charging is available at both home and work. Allowing 10% of the vehicle population access to work charging resulted in nearly 80% of the grid benefit. Home-only charging requires, at best, 94% of the current NWPP light duty vehicle fleet to be a PHEV or BEV. With the introduction of full work charging availability, only 8% of the NWPP light duty vehicle fleet is required. Work charging has primarily been associated with mitigating range anxiety in new electric vehicle owners, but these studies indicate they have significant potential for improving grid reliability. The V2GHalf and V2GFull charging strategies of the report utilize grid frequency as an indication of the imbalance requirements. The introduction of public charging stations, as well as the potential for PHEV/BEVs to be used as a resource for renewable generation integration, creates conditions for additional products into the ancillary services market. In the United Kingdom, such a capability would be bid as a frequency product in the ancillary services market. Such a market could create the need for larger, third-party aggregators or services to manage the use of electric vehicles as a grid resource. Ultimately, customer adoption, usage patterns and habits, and feedback from the power and automotive industries will drive the need.

    A Working Group Meeting on Heavy Vehicle Aerodynamic Drag was held at NASA Ames Research Center on September 23, 2002. The purpose of the meeting was to present and discuss technical details on the experimental and computational work in progress and future project plans. Representatives from the Department of Energy (DOE)/Office of Energy Efficiency and Renewable Energy/Office of FreedomCAR & Vehicle Technologies, Lawrence Livermore National Laboratory (LLNL), Sandia National Laboratories (SNL), NASA Ames Research Center (NASA), University of Southern California (USC), California Institute of Technology (Caltech), Georgia Tech Research Institute (GTRI), Argonne National Laboratory (ANL), Freightliner, and Portland State University participated in the meeting. This report contains the technical presentations (viewgraphs) delivered at the Meeting, briefly summarizes the comments and conclusions, and outlines the future action items. The meeting began with an introduction by the Project Lead Rose McCallen of LLNL, where she emphasized that the world energy consumption is predicted to relatively soon exceed the available resources (i.e., fossil, hydro, non-breeder fission). This short fall is predicted to begin around the year 2050. Minimizing vehicle aerodynamic drag will significantly reduce our Nation's dependence on foreign oil resources and help with our world-wide fuel shortage. Rose also mentioned that educating the populace and researchers as to our world energy issues is important and that our upcoming United Engineering Foundation (UEF) Conference on ''The Aerodynamics of Heavy Vehicles: Trucks, Busses, and Trains'' was one way our DOE Consortium was doing this. Mentioned were the efforts of Fred Browand from USC in organizing and attracting internationally recognized speakers to the Conference. Rose followed with an overview of the DOE project goals, deliverables, and FY03 activities. The viewgraphs are attached at the end of this report. Sid Diamond of DOE discussed the reorganization of the Office of Energy Efficiency and Renewable Energy and that the Office of Heavy Vehicle Technology is now part of the Office of FreedomCAR & Vehicle Technologies. Sid reviewed the FY03 budget and provided information on some plans for FY04. The soon to be posted DOE request for proposals from industry for projects related to parasitic energy losses was discussed. A minimum of 50% cost share by industry will be required and the proposal must be submitted by industry. Collaborative efforts in aerodynamic drag with members of the DOE consortium are encouraged. Sid also mentioned interest in aerodynamic drag contribution due to wheel wells and underbody flow. Sid also mentioned his continued interest in the application of our computational and experimental expertise to the area of locomotive and railcar aerodynamics for the reduction of drag effects and thus, the reduction of fuel consumption by trains. In summary, the technical presentations at the meeting included a review of experimental results and plans by GTRI, USC, and NASA Ames, the computational results from LLNL and SNL for the integrated tractor-trailer benchmark geometry called the Ground Transportation System (GTS) model, and by LLNL for the tractor-trailer gap and trailer wake flow, and turbulence model development and benchmark simulations being investigated by Caltech. USC is also investigating an acoustic drag reduction device that has been named ''Mozart'', GTRI continues their investigation of a blowing device, and LLNL presented their ideas for 2 new base drag reduction devices. ANL presented their plans for a DOE supported Cooperative Research and Development Agreement (CRADA) with Paccar Truck Company utilizing commercial software tools to simulate the flow and drag for an actual tractor and showed the results of some preliminary griding attempts. The attendees also had the opportunity to tour the 12-ft pressure wind tunnel the machine shop were the Generic Conventional Model (GCM, a.k.a.     The Natural Gas Vehicle Challenge '92, organized by Argonne National Laboratory and sponsored by the US Department of Energy, the Energy, Mines, and Resources - Canada, the Society of Automotive Engineers, and many others, resulted in 20 varied approaches to the conversion of a gasoline-fueled, spark-ignited, internal combustion engine to dedicated natural gas use. Starting with a GMC Sierra 2500 pickup truck, donated by General Motors, teams of college and university student engineers strived to optimize Chevrolet V-8 engines operating on natural gas for improved emissions, fuel economy, performance, and advanced design features. This paper focuses on the results of the emission event, and compares engine mechanical configurations, engine management systems, catalyst configurations and locations, and approaches to fuel control and the relationship of these parameters to engine-out and tailpipe emissions of regulated exhaust constituents. Nine of the student-modified trucks passed the current levels of exhaust emission standards, and some exceeded the strictest future emissions standards envisioned by the US Environmental Protection Agency. Factors in achieving good emissions control using natural gas are summarized, and observations concerning necessary components of a successful emissions control strategy are presented.

    A method and apparatus for heating a catalytic converter's catalyst to an efficient operating temperature in a hybrid electric vehicle when the vehicle is in a charge limited mode such as e.g., the charge depleting mode or when the vehicle's high voltage battery is otherwise charge limited. The method and apparatus determine whether a high voltage battery of the vehicle is incapable of accepting a first amount of charge associated with a first procedure to warm-up the catalyst. If it is determined that the high voltage battery is incapable of accepting the first amount of charge, a second procedure with an acceptable amount of charge is performed to warm-up the catalyst.

    Plug-in hybrid electric vehicles and electric vehicles have increased vehicle thermal management complexity, using separate coolant loop for advanced power electronics and electric motors. Additional thermal components result in higher costs. Multiple cooling loops lead to reduced range due to increased weight. Energy is required to meet thermal requirements. This presentation for the 2013 Annual Merit Review discusses integrated vehicle thermal management by combining fluid loops in electric drive vehicles.

    A method is provided for controlling a power train system for a hybrid electric vehicle. The method includes a torque distribution strategy for controlling the engine and the electric motor. The engine and motor commands are determined based upon the accelerator position, the battery state of charge and the amount of engine and motor torque available. The amount of torque requested for the engine is restricted by a limited rate of rise in order to reduce the emissions from the engine. The limited engine torque is supplemented by motor torque in order to meet a torque request determined based upon the accelerator position.

    BEEST Project: The U.S. spends nearly a $1 billion per day to import petroleum, but we need dramatically better batteries for electric and plug-in hybrid vehicles (EV/PHEV) to truly compete with gasoline-powered cars. The 10 projects in ARPA-E’s BEEST Project, short for “Batteries for Electrical Energy Storage in Transportation,” could make that happen by developing a variety of rechargeable battery technologies that would enable EV/PHEVs to meet or beat the price and performance of gasoline-powered cars, and enable mass production of electric vehicles that people will be excited to drive.

    LPG demand for vehicles amounts to 1.8 MM tons annually, equivalent to about 11% of the total LPG consumption in Japan. The feature which dominates the demand of LPG as a vehicle fuel in Japan is the high penetration of LPG powered vehicles into taxi fleets. This has been made possible following the rationalization in the taxi business in the early 1960s. Today, three quarters of LPG vehicles, numbering some 235,000 while representing only about 1% of the total number of vehicles, account for nearly 93% of all taxicabs.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    This report describes the last in a series of three projects designed to develop a commercially competitive LPG light-duty passenger car that meets California ULEV standards and corporate average fuel economy (CAFE) energy efficiency guidelines for such a vehicle. In this project, IMPCO upgraded the vehicle's LPG vapor fuel injection system and performed emissions testing. The vehicle met the 1998 ULEV standards successfully, demonstrating the feasibility of meeting ULEV standards with a dedicated LPG vehicle.

    The Partnership for a New Generation of Vehicles (PNGV) program intends to develop new designs for automobiles that will reduce fuel consumption by two thirds but otherwise have price, comfort, safety, and other measures of performance similar to the typical automobile now on the market. PNGV vehicle designs are expected to substitute lightweight materials, such as aluminum, magnesium, carbon-reinforced polymer composites, glass-reinforced polymer composites, and ultra- light steel, for heavier materials such as steel and iron in automobile components. The target mass of a PNGV vehicle is 1,960 pounds, as compared to the average current vehicle that weights 3,240 pounds. Other changes could include the use of different ferrous alloys, engineering changes, or incorporation of advanced ceramic components. Widespread adoption of these vehicle designs would affect materials markets and require concurrent development and adoption of supporting technologies to supply the materials and to use and maintain them in automobiles. This report identifies what would be required to bring about these changes and developments in materials substitution; identifies reasons that might make these substitutions difficult to accomplish within the overall objectives and timetable of the PNGV program; and identifies any issues arising from the substitution that could prompt consideration of policies to deal with them. The analysis in this paper uses scenarios that assume the production of new generation vehicles will begin in 2007 and that their market share will increase gradually over the following 25 years. The scenarios on which the analysis is based assume a maximum substitution of each potential replacement material considered. This maximum substitution of individual materials (i.e., the amount of replacement material by weight that would be added to the baseline vehicle`s composition) is as follows: ULSAB (high strength steel), 298 lbs.; glass-reinforced composites, 653 lbs.; carbon-reinforced composites, 379 lbs.; aluminum, 926 lbs.; and magnesium, 216 lbs. The substitutions (and the steel and iron they replace) are multiplied by the number of new generation vehicles produced on an annual basis out to 2030 to determine the total quantity of material used in new generation vehicles and the quantity of steel that would be displaced. We identified six stages in the life cycle of materials--mining or extraction of resources; smelting or other processing to produce the material from the resource; producing components from the material; assembling the components into vehicles, using, maintaining, and repairing vehicles; and disposing of the vehicle, including any recycling of materials for automotive or other use--and identified what might be required to supply and use the substitute materials at different life cycle stages. The variables considered are the mineral or material supply, the capital and equipment (including necessary capacity, technical changes, cost, and location), labor and employment, energy, material complements, and environmental emissions and impacts. The analysis shows that raw materials to produce each of the replacement materials are sufficiently available, and adequate mining or extraction capacity exists for each. However, challenges are possible at the material production stage for three of the four materials. For aluminum and magnesium the difficulties are associated with requirements for significant new production capacity, necessary for aluminum because new production equipment will be needed to produce the material in a cost-effective manner and for magnesium because current production capacity is inadequate. The required capacity investment for magnesium to meet demand in 2030 is $13.1 billion. Both materials also would sharply increase energy requirements, and both industries would likely develop mostly--if not entirely--outside the United States. To produce the carbon-based fiber to meet PNGV demand in 2015, an entire new industry must be developed--a $4.6 billion investment. Significant environmental concerns

    The objective of the Heavy Vehicle Propulsion Materials Program is to develop the enabling materials technology for the clean, high-efficiency diesel truck engines of the future. The development of cleaner, higher-efficiency diesel engines imposes greater mechanical, thermal, and tribological demands on materials of construction. Often the enabling technology for a new engine component is the material from which the part can be made. The Heavy Vehicle Propulsion Materials Program is a partnership between the Department of Energy (DOE), and the diesel engine companies in the United States, materials suppliers, national laboratories, and universities. A comprehensive research and development program has been developed to meet the enabling materials requirements for the diesel engines of the future. Advanced materials, including high-temperature metal alloys, intermetallics, cermets, ceramics, amorphous materials, metal- and ceramic-matrix composites, and coatings, are investigated for critical engine applications.

  10. Heavy and Overweight Vehicle Defects Interim Report

    The Federal Highway Administration (FHWA), along with the Federal Motor Carrier Safety Administration (FMCSA), has an interest in overweight commercial motor vehicles, how they affect infrastructure, and their impact on safety on the nation s highways. To assist both FHWA and FMCSA in obtaining more information related to this interest, data was collected and analyzed from two separate sources. A large scale nationwide data collection effort was facilitated by the Commercial Vehicle Safety Alliance as part of a special study on overweight vehicles and an additional, smaller set, of data was collected from the state of Tennessee which included a much more detailed set of data. Over a six-month period, 1,873 Level I inspections were performed in 18 different states that volunteered to be a part of this study. Of the 1,873 inspections, a vehicle out-of-service (OOS) violation was found on 44.79% of the vehicles, a rate significantly higher than the national OOS rate of 27.23%. The main cause of a vehicle being placed OOS was brake-related defects, with approximately 30% of all vehicles having an OOS brake violation. Only about 4% of vehicles had an OOS tire violation, and even fewer had suspension and wheel violations. Vehicle weight violations were most common on an axle group as opposed to a gross vehicle weight violation. About two thirds of the vehicles cited with a weight violation were overweight on an axle group with an average amount of weight over the legal limit of about 2,000 lbs. Data collection is scheduled to continue through January 2014, with more potentially more states volunteering to collect data. More detailed data collections similar to the Tennessee data collection will also be performed in multiple states.

    Major automobile manufacturers continue to examine a variety of alternative fuel vehicle (AFV) options in an effort to provide vehicles that meet the fleet requirements of the Clean Air Act Amendments of 1990 (CAAA) and the Energy Policy Act of 1992 (EPACT). The current generation of AFVs available to consumers is somewhat limited as the auto industry attempts to respond to the presently uncertain market. At the same time, however, the automobile industry must anticipate future demand and is therefore engaged in research, development, and production programs on a wide range of alternative fuels. The ultimate composition of the AFV fleet may be determined by state and local regulations which will have the effect of determining demand. Many state and regional groups may require vehicles to meet emission standards more stringent than those required by the federal government. Therefore, a significant impact on the market could occur if emission classifications begin serving as the benchmark for vehicles, rather than simply certifying a vehicle as capable of operating on an ``alternative`` to gasoline. Vehicles classified as Zero-Emissions, or even Inherently Low-Emissions, could most likely be met only by electricity or natural gas, thereby dictating that multi-fuel vehicles would be unable to participate in some clean air markets. In the near-term, the Clinton Administration desires to accelerate the use of alternative fuels as evidenced by an executive order directing the federal government to increase the rate of conversion of the federal fleet beyond that called for in EPACT. The Administration has expressed particular interest in using more compressed natural gas (CNG) as a motor fuel, which has resulted in the auto industry`s strong response of concentrating short-term efforts on CNG vehicles. For the 1994 model year, a number of CNG cars and trucks will be available from major automobile manufacturers.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.

    A hybrid electric powertrain system is provided including a transmission for driving a pair of wheels of a vehicle and a heat engine and an electric motor/generator coupled to the transmission. A friction brake system is provided for applying a braking torque to said vehicle.     Methods of reducing background during amplification of small amounts of nucleic acids employ careful analysis of sources of low level contamination. Ultraviolet light can be used to reduce nucleic acid contaminants in reagents and equipment. "Primer-dimer" background can be reduced by judicious design of primers. We have shown clean signal-to-noise with as little as starting material as one single human cell (.about.6 picogram), E. coli cell (.about.5 femtogram) or Prochlorococcus cell (.about.3 femtogram).
