    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Petroleum, coal, and hydropower resources are found, in varying degrees, throughout the Americas. Struggling to maintain or achieve energy self-sufficiency, many North and South American countries are undertaking major projects to develop these, and other, energy sources. This volume, Volume 3 is a compilation of official US government intelligence reports examining the development projects and energy trends in 12 countries of North and South America: Argentina, Bolivia, Brazil, Canada, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, the United States and Venezuela. The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans. Plans in the Americas call for exploiting oil and gas where possible, and making major efforts to develop sources such as coal and hydropower that can be alternatives to imported petroleum. 33 references, 1 figure, 73 tables.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS.     This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries. Countries such as Argentina, Bolivia, and Peru will export natural gas to Brazil, Uruguay, Paraguay and Chile, an the energy matrices of these countries will change.

    Although price responsive demand response has been widely accepted as playing an important role in the reliable and economic operation of power system, the real response from demand side can be highly uncertain due to limited understanding of consumers' response to pricing signals. To model the behavior of consumers, the price elasticity of demand has been explored and utilized in both research and real practice. However, the price elasticity of demand is not precisely known and may vary greatly with operating conditions and types of customers. To accommodate the uncertainty of demand response, alternative unit commitment methods robust to themore » uncertainty of the demand response require investigation. In this paper, a robust unit commitment model to minimize the generalized social cost is proposed for the optimal unit commitment decision taking into account uncertainty of the price elasticity of demand. By optimizing the worst case under proper robust level, the unit commitment solution of the proposed model is robust against all possible realizations of the modeled uncertain demand response. Numerical simulations on the IEEE Reliability Test System show the e ectiveness of the method. Finally, compared to unit commitment with deterministic price elasticity of demand, the proposed robust model can reduce the average Locational Marginal Prices (LMPs) as well as the price volatility.« less

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    In automated negotiation systems consisting of self-interested agents, contracts have traditionally been binding. Such contracts do not allow agents to efficiently accommodate future events. Game theory has proposed contingency contracts to solve this problem. Among computational agents, contingency contracts are often impractical due to large numbers of interdependent and unanticipated future events to be conditioned on, and because some events are not mutually observable. This paper proposes a leveled commitment contracting protocol that allows self-interested agents to efficiently accommodate future events by having the possibility of unilaterally decommitting from a contract based on local reasoning. A decommitment penalty is assigned to both agents in a contract: to be freed from the contract, an agent only pays this penalty to the other party. It is shown through formal analysis of several contracting settings that this leveled commitment feature in a contracting protocol increases Pareto efficiency of deals and can make contracts individually rational when no full commitment contract can. This advantage holds even if the agents decommit manipulatively.

    This paper presents a novel appliance commitment algorithm that schedules thermostatically-controlled household loads based on price and consumption forecasts considering users comfort settings to meet an optimization objective such as minimum payment or maximum comfort. The formulation of an appliance commitment problem was described in the paper using an electrical water heater load as an example. The thermal dynamics of heating and coasting of the water heater load was modeled by physical models; random hot water consumption was modeled with statistical methods. The models were used to predict the appliance operation over the scheduling time horizon. User comfort was transformed to a set of linear constraints. Then, a novel linear, sequential, optimization process was used to solve the appliance commitment problem. The simulation results demonstrate that the algorithm is fast, robust, and flexible. The algorithm can be used in home/building energy-management systems to help household owners or building managers to automatically create optimal load operation schedules based on different cost and comfort settings and compare cost/benefits among schedules.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

    With the prospect of Mexico joining the North American Free Trade Agreement (NAFTA), eyes are on the environmental performance of that country's chemical industry. Its image has already been dented directly by pollution problems at certain maquiladora plants on the U.S. border, and indirectly by the April explosions at Guadalajara, blamed on gasoline leaks from state oil group Petroleos Mexicanos, (Pemex). NAFTA has drown the issue into focus, since the pact could encourage companies to build plants in Mexico to take advantage of cheaper labor costs. Concerned that laxer environmental provisions could also play a part, environmentalists are pressuring Washington to ensure that NAFTA puts Mexico on a par with the rest of North America. But chemical markers assert that Mexico's environmental legislation is already similar to that of the US. And, under the administration of President Carlos Salinas Gortari, the Ministry of Social Development has upped enforcement, fined a number of producers, and closed down some chemical units for failing to meet environmental regulations.

    Estimates of stranded commitments for U.S. investor-owned utilities range widely, with many falling in the range of $100 to $200 billion. These potential losses exist because some utility-owned power plants, long-term power-purchase contracts and fuel-supply contracts, regulatory assets, and expenses for public-policy programs have book values that exceed their expected market values under full competition. This report quantifies the sensitivity of stranded- commitment estimates to the various factors that lead to these above- market-value estimates. The purpose of these sensitivity analyses is to improve understanding on the part of state and federal regulators, utilities, customers, and other electric-industry participants about the relative importance of the factors that affect stranded- commitment amounts.

    Production cost models (PCMs) simulate power system operation at hourly (or higher) resolution. While computation times often extend into multiple days, the sequential nature of PCM's makes parallelism difficult. We exploit the persistence of unit commitment decisions to select partition boundaries for simulation horizon decomposition and parallel computation. Partitioned simulations are benchmarked against sequential solutions for optimality and computation time.

    The International Energy Outlook 1998 (IEO98) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets through 2020. Projections in IEO98 are displaced according to six basic country groupings. The industrialized region includes projections for four individual countries -- the United States, Canada, Mexico, and Japan -- along with the subgroups Western Europe and Australasia (defined as Australia, New Zealand, and the US Territories). The developing countries are represented by four separate regional subgroups: developing Asia, Africa, Middle East, and Central and South America. China and India are represented in developing Asia. New to this year`s report, country-level projections are provided for Brazil -- which is represented in Central and South America. Eastern Europe and the former Soviet Union (EE/FSU) are considered as a separate country grouping. The report begins with a review of world trends in energy demand. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in five fuel chapters, with a review of the current status of each fuel on a worldwide basis.     The interplay between different levels of gene regulation in modulating developmental transcriptional programs, such as histone modifications and chromatin remodeling, is not well understood. Here, we show that the chromatin remodeling factor Brg1 is required for enhancer activation in mesoderm induction. In an embryonic stem cell-based directed differentiation assay, the absence of Brg1 results in a failure of cardiomyocyte differentiation and broad deregulation of lineage-specific gene expression during mesoderm induction. We find that Brg1 co-localizes with H3K27ac at distal enhancers and is required for robust H3K27 acetylation at distal enhancers that are activated during mesoderm induction. Brg1 is also requiredmore » to maintain Polycomb-mediated repression of non-mesodermal developmental regulators, suggesting cooperativity between Brg1 and Polycomb complexes. Thus, Brg1 is essential for modulating active and repressive chromatin states during mesoderm lineage commitment, in particular the activation of developmentally important enhancers.   5. Reexamination of quantum bit commitment: The possible and the impossible

    Bit commitment protocols whose security is based on the laws of quantum mechanics alone are generally held to be impossible. We give a strengthened and explicit proof of this result. We extend its scope to a much larger variety of protocols, which may have an arbitrary number of rounds, in which both classical and quantum information is exchanged, and which may include aborts and resets. Moreover, we do not consider the receiver to be bound to a fixed 'honest' strategy, so that 'anonymous state protocols', which were recently suggested as a possible way to beat the known no-go results, are also covered. We show that any concealing protocol allows the sender to find a cheating strategy, which is universal in the sense that it works against any strategy of the receiver. Moreover, if the concealing property holds only approximately, the cheat goes undetected with a high probability, which we explicitly estimate. The proof uses an explicit formalization of general two-party protocols, which is applicable to more general situations, and an estimate about the continuity of the Stinespring dilation of a general quantum channel. The result also provides a natural characterization of protocols that fall outside the standard setting of unlimited available technology and thus may allow secure bit commitment. We present such a protocol whose security, perhaps surprisingly, relies on decoherence in the receiver's laboratory.

This type of gas turbines can usually start-up faster and have a larger ramping rate, as compared to the traditional coal-fired power plants. Recently, the number of this type of gas turbines increases significantly due to affordable gas prices and their scheduling flexibilities to accommodate intermittent renewable energy generation. In this study, several new families of strong valid inequalities are developed to help reduce the computational time to solve these typesmore » of problems. Meanwhile, the validity and facet-defining proofs are provided for certain inequalities. Finally, numerical experiments on a modified IEEE 118-bus system and the power system data based on recent studies verify the effectiveness of applying our formulation to model and solve this type of gas turbine unit commitment problems, including reducing the computational time to obtain an optimal solution or obtaining a much smaller optimality gap, as compared to the default CPLEX, when the time limit is reached with no optimal solutions obtained.« less

  8. Educating the public about America`s fuel

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes

    This paper considers online stochastic multiple vehicle routing with time windows in which requests arrive dynamically and the goal is to maximize the number of serviced customers. Early work has focused on very flexible routing settings where the decision to assign a vehicle to a customer is delayed until a vehicle is actually deployed to the customer. Motivated by real applications that require stability in the decision making, this paper considers a setting where the decision to assign a customer request to a vehicle must be taken when that request is accepted. Experimental results suggest that this constraint severely degrades the performance of existing algorithms. However, the paper shows how the use of stochastic information for vehicle assignment and request acceptance improves decision quality considerably. Moreover, the use of resource augmentation quantifies precisely the cost of commitment in online vehicle routing.

    In January of this year, Venezuela captured the attention of the international energy community by welcoming back the foreign oil companies that, 20 years earlier, it had shut out of the country by nationalizing the hydrocarbon sector. The tool used to attract that attention, a new exploration bidding round, is the most publicized event staged to date in the country`s aperture process. However, it is only the latest in a series of steps taken by officials to bring international oil and gas companies back to Caracas. Venezuela`s physical attraction is easily understood. The country possesses roughly one-half of Latin America`s (including Mexico) 125 billion bbl of established, conventional crude oil reserves, plus an estimated 300 billion bbl of additional, nonconventional reserves in the ultra-heavy crude belt of the Orinoco basin. Averaging 2.8 million bpd in 1996, Venezuelan crude production represents over 35% of regional oil output. Natural gas reserves total 138 Tcf, or just over one-half of the region`s total reserves of 274 Tcfg. Annual gas output averages just under 5 Tcf, of which roughly 30% is reinjected as part of tertiary oil recovery schemes. This paper reviews the incentives, deregulation, and government policies to restore the oil and gas industry to the country.

    A group of studies describes accomplishments in 1980 in South America drilling and producing. There may be 3285 wells drilled during 1980, with the majority in Venezuela, Argentina and Peru, compared with a 2934 total for all countries on the continent in 1979. Reserves at the end of 1979 in South America exceeded 27 billion bbl, and production averaged 3.8 million bpd. Individual country reports are given for Venezuela, Argentina, Brazil, Trinidad, Peru, Ecuador, Colombia, Chile, Bolivia, Paraguay, Urauguay, and Guyana.

    This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

    Population radiation dose commitments have been estimated from reported radionuclide releases from commercial power reactors operating during 1986. Fifty-year dose commitments for a one-year exposure from both liquid and atmospheric releases were calculated for four population groups (infant, child, teen-ager and adult) residing between 2 and 80 km from each of 66 reactor sites. This report tabulates the results of these calculations, showing the dose commitments for both water and airborne pathways for each age group and organ. Also included for each of the sites is a histogram showing the fraction of the total population within 2 to 80 km around each site receiving various average dose commitments from the airborne pathways. The total dose commitments (from both liquid and airborne pathways) for each site ranged from a high of 31 person-rem to a low of 0.0007 person-rem for the sites with plants operating throughout the year with an arithmetic mean of 1.7 person-rem. The total population dose for all sites was estimated at 110 person-rem for the 140 million people considered at risk. The site average individual dose commitment from all pathways ranged from a low of 2 {times} 10{sup -6} mrem to a high of 0.02 mrem. No attempt was made in this study to determine the maximum dose commitment received by any one individual from the radionuclides released at any of the sites. 12 refs.

No attempt was made in this study to determine the maximum dose commitment received by any one individual from the radionuclides released at any of the sites.
