Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

Abstract. In the standard definition of a commitment scheme, the sender commits to a message and immediately sends the commitment to the recipient interested in it. However the sender may not always know at the time of commitment who will become interested in verifying it. Further, when the interested party does emerge, it could be critical to establish when the commitment was made. Employing a proof of work protocol at commitment time will later allow anyone to carbon date when the commitment was made, approximately, without trusting any external parties. We present CommitCoin, an instantiation of this approach that harnesses the existing processing power of the Bitcoin peer-to-peer network; a network used to mint and trade digital cash. 1 Introductory Remarks Consider the scenario where Alice makes an important discovery. It is important to her that she receives recognition for her breakthrough, however she would also like to keep it a secret until she can establish a suitable infrastructure for monetizing it. By forgoing publication of her discovery, she risks Bob independently making the same discovery and publicizing it as his own. Folklore suggests that Alice might mail herself a copy of her discovery and leave the letter sealed, with the postal services timestamp intact, for a later resolution time. Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

Development of an International Electric Cooperative Initiative on Energy Efficiency

NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

We propose a new classical bit commitment protocol using the relativistic constraint that signals cannot travel faster than the speed of light $c$. This protocol is unconditionally secure against both classical or quantum attacks. The sender (Alice) and the receiver (Bob) each controls two secure stations separated by a large distance $d$, and they communicate by exchanging classical information only. Alice commits by sending from her stations two causally independent encrypted messages to the neighboring Bob's stations, after that the protocol is out of her control and she plays no role in the unveiling phase. The commitment remains concealed for a period of $\\Delta t=d/2c$. This protocol requires only limited communication resources and is readily implementable with current technologies.

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

Measuring Entangled Qutrits and Their Use for Quantum Bit Commitment

We produce and holographically measure entangled qudits encoded in transverse spatial modes of single photons. With the novel use of a quantum state tomography method that only requires two-state superpositions, we achieve the most complete characterisation of entangled qutrits to date. Ideally, entangled qutrits provide better security than qubits in quantum bit-commitment: we model the sensitivity of this to mixture and show experimentally and theoretically that qutrits with even a small amount of decoherence cannot offer increased security over qubits.

Reexamination of quantum bit commitment: The possible and the impossible

Bit commitment protocols whose security is based on the laws of quantum mechanics alone are generally held to be impossible. We give a strengthened and explicit proof of this result. We extend its scope to a much larger variety of protocols, which may have an arbitrary number of rounds, in which both classical and quantum information is exchanged, and which may include aborts and resets. Moreover, we do not consider the receiver to be bound to a fixed 'honest' strategy, so that 'anonymous state protocols', which were recently suggested as a possible way to beat the known no-go results, are also covered. We show that any concealing protocol allows the sender to find a cheating strategy, which is universal in the sense that it works against any strategy of the receiver. Moreover, if the concealing property holds only approximately, the cheat goes undetected with a high probability, which we explicitly estimate. The proof uses an explicit formalization of general two-party protocols, which is applicable to more general situations, and an estimate about the continuity of the Stinespring dilation of a general quantum channel. The result also provides a natural characterization of protocols that fall outside the standard setting of unlimited available technology and thus may allow secure bit commitment. We present such a protocol whose security, perhaps surprisingly, relies on decoherence in the receiver's laboratory.

The International Energy Outlook 1998 (IEO98) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets through 2020. Projections in IEO98 are displaced according to six basic country groupings. The industrialized region includes projections for four individual countries -- the United States, Canada, Mexico, and Japan -- along with the subgroups Western Europe and Australasia (defined as Australia, New Zealand, and the US Territories). The developing countries are represented by four separate regional subgroups: developing Asia, Africa, Middle East, and Central and South America. China and India are represented in developing Asia. New to this year`s report, country-level projections are provided for Brazil -- which is represented in Central and South America. Eastern Europe and the former Soviet Union (EE/FSU) are considered as a separate country grouping. The report begins with a review of world trends in energy demand. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in five fuel chapters, with a review of the current status of each fuel on a worldwide basis. Summary tables of the IEO98 projections for world energy consumption, carbon emissions, oil production, and nuclear power generating capacity are provided in Appendix A. 88 figs., 77 tabs.

Quantum Bit Commitment Revisited: the Possible and the Impossible

Bit commitment protocols whose security is based on the laws of quantum mechanics alone are generally held to be impossible. In this paper we give a strengthened and explicit proof of this result. We extend its scope to a much larger variety of protocols, which may have an arbitrary number of rounds, in which both classical and quantum information is exchanged, and which may include aborts and resets. Moreover, we do not consider the receiver to be bound to a fixed "honest" strategy, so that "anonymous state protocols", which were recently suggested as a possible way to beat the known no-go results are also covered. We show that any concealing protocol allows the sender to find a cheating strategy, which is universal in the sense that it works against any strategy of the receiver. Moreover, if the concealing property holds only approximately, the cheat goes undetected with a high probability, which we explicitly estimate. Building America Industrialized Housing Partnership (BAIHP)

This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

Dose commitments due to radioactive releases from nuclear power plant sites in 1989

Population and individual radiation dose commitments have been estimated from reported radionuclide releases from commercial power reactors operating during 1989. Fifty-year dose commitments for a one-year exposure from both liquid and atmospheric releases were calculated for four population groups (infant, child, teen-ager and adult) residing between 2 and 80 km from each of 72 reactor sites. This report tabulates the results of these calculations, showing the dose commitments for both water and airborne pathways for each age group and organ. Also included for each of the sites is an estimate of individual doses which are compared with 10 CFR Part 50, Appendix I design objectives. The total collective dose commitments (from both liquid and airborne pathways) for each site ranged from a high of 14 person-rem to a low of 0.005 person-rem for the sites with plants in operation and producing power during the year. The arithmetic mean was 1.2 person-rem. The total population dose for all sites was estimated at 84 person-rem for the 140 million people considered at risk. The individual dose commitments estimated for all sites were below the Appendix I design objectives.

Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

The US Department of Energy (DOE) is committed to developing technologies to meet escalating requirements for the International Atomic Energy Agency (IAEA) Non-Proliferation Treaty (NPT) monitoring and associated inspections. This commitment involves the customization and transfer of existing remote monitoring/information management technologies for use by the IAEA. This paper describes an information management system called INSIST International Nuclear Safeguards Inspection Support Tool, which was developed by the Pacific Northwest Laboratory (PNL) to support the IAEA Action Team in its role of monitoring and verifying compliance under United Nations Special Commission (UNSC) Resolutions 687, 707, and 715. Initial emphasis was placed on developing and deploying functionality and databases customized to support the Action Team. Throughout the design and customization of INSIST, emphasis was placed on information storage and retrieval capabilities for data gathered by the Action Team. In addition, PNL provided the Action Team with maps and satellite images and other relevant Iraqi databases to further facilitate the following activities: monitoring nuclear activities, facility operations, and nuclear material inventories assisting in inspection planning and training providing post inspection analysis providing onsite inspection support reporting on inspection findings.

This study examined the prediction of organizational politics, turnover intention and organizational commitment on employees efficiency and effectiveness in academia. It made use of 200 randomly selected employees of Babcock University Ilishan, Ilishan Remo, Ogun State, Nigeria. The age range of the respondents was between 25 and 53 years with mean age of 36.1 and standard deviation of 3.01. The expost-facto research design was employed. Three standard instruments: Perception of Organizational Politics Scale (POPS) by Kacmar and Carlson (1994); Organization Commitment Scale by Meyer and Allen (1991); Turnover Intention Scale by O Driscoll and Benhrs (1994) ; respondents annual performance evaluation report were used in generating data for the study. Data Analysis involved the use of correlation and multiple regressions. The result indicated that the predictor variables combined and separately made significant contribution to the prediction of the criterion variable. Also, high and positive correlations were found between organizational politics and turnover intention, work efficiency and organizational commitment. On the basis of the findings, it was suggested that a happy employee is a better employee.

PTI TECHNICAL ASSISTANCE TO REBUILD AMERICA

Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. The new contractual period (with a no-cost extension) extended from April 2, 2002 until September 30, 2002. This final technical progress report covers the April--September contract period and reports on activities performed, by PTI, during that period. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the governments energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOEs continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.

A Concurrency Control Method Based on Commitment Ordering in Mobile Databases

Disconnection of mobile clients from server, in an unclear time and for an unknown duration, due to mobility of mobile clients, is the most important challenges for concurrency control in mobile database with client-server model. Applying pessimistic common classic methods of concurrency control (like 2pl) in mobile database leads to long duration blocking and increasing waiting time of transactions. Because of high rate of aborting transactions, optimistic methods aren`t appropriate in mobile database. In this article, OPCOT concurrency control algorithm is introduced based on optimistic concurrency control method. Reducing communications between mobile client and server, decreasing blocking rate and deadlock of transactions, and increasing concurrency degree are the most important motivation of using optimistic method as the basis method of OPCOT algorithm. Greater commitment needed to solve continuing problems at Three Mile Island. Report to the Congress

The Nation's first major accident at a commercial nuclear-powered electricity generating station occurred at Three Mile Island over 2 years ago, yet the resolution of the resultant problems is still subject to regulatory and financial uncertainty. Consequently, little progress has been made to clean up the damaged facility or alleviate the extreme financial stress placed upon its owners. The remedies required to resolve the continuing problems at Three Mile Island will require unprecedented coordination and commitment by Federal and State regulatory bodies, the electric utility industry, the financial community, and the owners of the damaged facility. To safeguard against similar problems in the future, the Nuclear Regulatory Commission should develop accident recovery guidelines and ensure that increased property insurance coverage is available for nuclear facilities.

Phytochemial Society of North America 50th Anniversary Meeting

The Phytochemical Society of North America will have its 50th anniversary meeting from December 10 through 15th, 2011, on the big island of Hawaii. The society has a long tradition in the study of plant biochemistry, chemistry, natural products (whether for commodity chemicals, food and fiber sources, renewable energy, pharmaceuticals, nutraceuticals and other bioactive substances). The meeting, being a very special celebration, is anticipated to attract a very broad range of researchers drawn from worldwide locations. This is also reflected in the international composition of our organizing and scientific program committees. We are now finalizing speakers for the PSNA 50 conference which has a variety of scientific themes, including biofuels/bioengineering, transcriptome profiling, metabolism and metabolomics, and new characterization technologies/methodologies. A most important part of our PSNA 50 conference is to provide opportunities for graduate students and postdoctoral fellows to present their research findings and exchange ideas with scientific colleagues. In this regard, the bulk of the funding in support of this conference is anticipated to come from sponsorships (industry, foundations, and so forth) and registrations which are currently underway. It is essential, however, that we strongly encourage the participation of both young graduate students and postdoctoral fellows at our historic meeting. In order to do this, we are requesting financial support from BES to help partially defray travel and registration costs to support 10 graduate students and 10 postdoctoral fellows in BES relevant areas of research. PSNA has a long history of supporting young scientists, including yearly graduate student and PDF competitions for best paper/poster awards. Support from BES would thus build on our previous successes, and enable a much broader and larger group of students/postdoctorals than at previous meetings.

The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

The ICLAS is the only worldwide organization whose goal is to foster the humane use of animals in medical research and testing.
