The American Gas Association (AGA) supports a policy of increasing conventional natural gas production and sustaining the higher level for at least 40 years in addition to developing unconventional sources by coal gasification, methane, biomass, and other technologies. International efforts to shift from petroleum to gas are responding to the need for appropriate policies. With gas supplying 40% of the energy consumed by American buildings and by industry and agriculture, the country has a significant financial investment in equipment and distribution systems. Although deregulation of gas prices will not prevent a decline in conventional production for the next decade, new sources and technologies will combine to maintain supplies. Policies are needed to enhance the US coal gasification capability and to promote the use of dual-fired furnaces. The worldwide gas option is an appropriate to other oil-importing countries as it is to the US. (DCK)

Purpose: The purpose of this guideline was to provide a clinical framework for the use of radiation therapy after radical prostatectomy as adjuvant or salvage therapy. Methods and Materials: A systematic literature review using PubMed, Embase, and Cochrane database was conducted to identify peer-reviewed publications relevant to the use of radiation therapy after prostatectomy. The review yielded 294 articles; these publications were used to create the evidence-based guideline statements. Additional guidance is provided as Clinical Principles when insufficient evidence existed. Results: Guideline statements are provided for patient counseling, use of radiation therapy in the adjuvant and salvage contexts, defining biochemical recurrence, and conducting a restaging evaluation. Conclusions: Physicians should offer adjuvant radiation therapy to patients with adverse pathologic findings at prostatectomy (ie, seminal vesicle invastion, positive surgical margins, extraprostatic extension) and salvage radiation therapy to patients with prostate-specific antigen (PSA) or local recurrence after prostatectomy in whom there is no evidence of distant metastatic disease. The offer of radiation therapy should be made in the context of a thoughtful discussion of possible short- and long-term side effects of radiation therapy as well as the potential benefits of preventing recurrence. The decision to administer radiation therapy should be made by the patient and the multidisciplinary treatment team with full consideration of the patient's history, values, preferences, quality of life, and functional status. The microwave zebra pattern (ZP) is the most interesting, intriguing, and complex spectral structure frequently observed in solar flares. A comprehensive statistical study will certainly help us to understand the formation mechanism, which is not exactly clear now. This work presents a comprehensive statistical analysis of a big sample with 202 ZP events collected from observations at the Chinese Solar Broadband Radio Spectrometer at Huairou and the Ond?ejov Radiospectrograph in the Czech Republic at frequencies of 1.00-7.60 GHz from 2000 to 2013. After investigating the parameter properties of ZPs, such as the occurrence in flare phase, frequency range, polarization degree, duration, etc., we find that the variation of zebra stripe frequency separation with respect to frequency is the best indicator for a physical classification of ZPs. Microwave ZPs can be classified into three types: equidistant ZPs, variable-distant ZPs, and growing-distant ZPs, possibly corresponding to mechanisms of the Bernstein wave model, whistler wave model, and double plasma resonance model, respectively. This statistical classification may help us to clarify the controversies between the existing various theoretical models and understand the physical processes in the source regions.

We investigate the dynamics of football matches. Our goal is to characterize statistically the temporal sequence of ball movements in this collective sport game, searching for traits of complex behavior. Data were collected over a variety of matches in South American, European and World championships throughout 2005 and 2006. We show that the statistics of ball touches presents power-law tails and can be described by $q$-gamma distributions. To explain such behavior we propose a model that provides information on the characteristics of football dynamics. Furthermore, we discuss the statistics of duration of out-of-play intervals, not directly related to the previous scenario.

We present definitive detection statistics for 12.2 GHz methanol masers toward a complete sample of 6.7 GHz methanol masers detected in the Methanol Multibeam survey south of declination -20{sup 0}. In total, we detect 250 12.2 GHz methanol masers toward 580 6.7 GHz methanol masers. This equates to a detection rate of 43.1%, which is lower than that of previous significant searches of comparable sensitivity. Both the velocity ranges and the flux densities of the target 6.7 GHz sources surpass that of their 12.2 GHz companion in almost all cases. Eighty percent of the detected 12.2 GHz methanol maser peaks are coincident in velocity with the 6.7 GHz maser peak. Our data support an evolutionary scenario whereby the 12.2 GHz sources are associated with a somewhat later evolutionary stage than the 6.7 GHz sources devoid of this transition. Furthermore, we find that the 6.7 GHz and 12.2 GHz methanol sources increase in luminosity as they evolve. In addition to this, evidence for an increase in velocity range with evolution is presented. This implies that it is not only the luminosity but also the volume of gas conducive to the different maser transitions that increases as the sources evolve. Comparison with GLIMPSE mid-infrared sources has revealed a coincidence rate between the locations of the 6.7 GHz methanol masers and GLIMPSE point sources similar to that achieved in previous studies. Overall, the properties of the GLIMPSE sources with and without 12.2 GHz counterparts are similar. There is a higher 12.2 GHz detection rate toward those 6.7 GHz methanol masers that are coincident with extended green objects.

Non-commutative quantum field theories and their global quantum group symmetries provide an intriguing attempt to go beyond the realm of standard local quantum field theory. A common feature of these models is that the quantum group symmetry of their Hilbert spaces induces additional structure in the multiparticle states which reflects a non-trivial momentum-dependent statistics. We investigate the properties of this "rainbow statistics" in the particular context of $\\kappa$-quantum fields and discuss the analogies/differences with models with twisted statistics.

In this paper we explore stochastical and statistical properties of so-called recurring spike induced Kasner sequences. Such sequences arise in recurring spike formation, which is needed together with the more familiar BKL scenario to yield a complete description of generic spacelike singularities. In particular we derive a probability distribution for recurring spike induced Kasner sequences, complementing similar available BKL results, which makes comparisons possible. As examples of applications, we derive results for so-called large and small curvature phases and the Hubble-normalized Weyl scalar.

Statistical convergence was introduced in connection with problems of series summation. The main idea of the statistical convergence of a sequence l is that the majority of elements from l converge and we do not care what is going on with other elements. We show (Section 2) that being mathematically formalized the concept of statistical convergence is directly connected to convergence of such statistical characteristics as the mean and standard deviation. At the same time, it known that sequences that come from real life sources, such as measurement and computation, do not allow, in a general case, to test whether they converge or statistically converge in the strict mathematical sense. To overcome limitations induced by vagueness and uncertainty of real life data, neoclassical analysis has been developed. It extends the scope and results of the classical mathematical analysis by applying fuzzy logic to conventional mathematical objects, such as functions, sequences, and series. The goal of this work is the further development of neoclassical analysis. This allows us to reflect and model vagueness and uncertainty of our knowledge, which results from imprecision of measurement and inaccuracy of computation. In the context on the theory of fuzzy limits, we develop the structure of statistical fuzzy convergence and study its properties.

Zipf's law is just one out of many universal laws proposed to describe statistical regularities in language. Here we review and critically discuss how these laws can be statistically interpreted, fitted, and tested (falsified). The modern availability of large databases of written text allows for tests with an unprecedent statistical accuracy and also a characterization of the fluctuations around the typical behavior. We find that fluctuations are usually much larger than expected based on simplifying statistical assumptions (e.g., independence and lack of correlations between observations).These simplifications appear also in usual statistical tests so that the large fluctuations can be erroneously interpreted as a falsification of the law. Instead, here we argue that linguistic laws are only meaningful (falsifiable) if accompanied by a model for which the fluctuations can be computed (e.g., a generative model of the text). The large fluctuations we report show that the constraints imposed by linguistic laws...

Investigations of the environments of SNe allow statistical constraints to be made on progenitor properties. We review progress that has been made in this field. Pixel statistics using tracers of e.g. star formation within galaxies show differences in the explosion sites of, in particular SNe types II and Ibc (SNe II and SNe Ibc), suggesting differences in population ages. Of particular interest is that SNe Ic are significantly more associated with H-alpha emission than SNe Ib, implying shorter lifetimes for the former. In addition, such studies have shown that the interacting SNe IIn do not explode in regions containing the most massive stars, which suggests that at least a significant fraction of their progenitors arise from the lower end of the core-collapse SN mass range. Host HII region spectroscopy has been obtained for a significant number of core-collapse events, however definitive conclusions have to-date been elusive. There is controversy about the measurement of statistical associations between bright quasars and faint, presumably foreground galaxies. We look at the distribution of galaxies around an unbiased sample of 63 bright, moderate redshift quasars using a new statistic based on the separation of the quasar and its nearest neighbour galaxy. We find a significant excess of close neighbours at separations less than about 10 arcsec which we attribute to the magnification by gravitational lensing of quasars which would otherwise be too faint to be included in our sample. About one quarter to one third of the quasars are so affected although the allowed error in this fraction is large.

This technical memorandum is intended to provide readers with information that may be useful in understanding the purposes, performance, and outcomes of the Department of Energy's (DOE's) Weatherization Assistance Program (Weatherization). Weatherization has been in operation for over thirty years and is the nation's largest single residential energy efficiency program. Its primary purpose, established by law, is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.' The American Reinvestment and Recovery Act PL111-5 (ARRA), passed and signed into law in February 2009, committed $5 Billion over two years to an expanded Weatherization Assistance Program. This has created substantial interest in the program, the population it serves, the energy and cost savings it produces, and its cost-effectiveness. This memorandum is intended to address the need for this kind of information. Statistically valid answers to many of the questions surrounding Weatherization and its performance require comprehensive evaluation of the program. DOE is undertaking precisely this kind of independent evaluation in order to ascertain program effectiveness and to improve its performance. Results of this evaluation effort will begin to emerge in late 2010 and 2011, but they require substantial time and effort. In the meantime, the data and statistics in this memorandum can provide reasonable and transparent estimates of key program characteristics. The memorandum is laid out in three sections. The first deals with some key characteristics describing low-income energy consumption and expenditures. The second section provides estimates of energy savings and energy bill reductions that the program can reasonably be presumed to be producing. The third section deals with estimates of program cost-effectiveness and societal impacts such as carbon reduction and reduced national energy consumption. Each of the sections is brief, containing statistics, explanatory graphics and tables as appropriate, and short explanations of the statistics in order to place them in context for the reader. The companion appendices at the back of the memorandum explain the methods and sources used in developing the statistics.

The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Fractons are anyons classified into equivalence classes and they obey a specific fractal statistics. The equivalence classes are labeled by a fractal parameter or Hausdorff dimension $h$. We consider this approach in the context of the Fractional Quantum Hall Effect (FQHE) and the concept of duality between such classes, defined by $\\tilde{h}=3-h$ shows us that the filling factors for which the FQHE were observed just appear into these classes. A connection between equivalence classes $h$ and the modular group for the quantum phase transitions of the FQHE is also obtained. It is demonstrated that any statistics can be represented by an attractor of the solution to a corresponding systen of ODE coupled with its Liouville equation. Such a non-Newtonian representation allows one to reduce foundations of statistics to better established foundations of ODE. In addition to that, evolution to the attractor reveals possible micro-mechanisms driving random events to the final distribution of the corresponding statistical law. Special attention is concentrated upon the power law and its dynamical interpretation: it is demonstrated that the underlying dynamics supports a " violent reputation" of the power law statistics.

We derive a distribution function W(F,d F/dt) giving the joint probability that a test particle is subject to a force F and an associated rate of change of F given by d F/dt. We calculate the first moment of d F/dt to study the effects of inhomogenity on dynamical friction.

The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

Quantum particles and classical particles are described in a common setting of classical statistical physics. The property of a particle being "classical" or "quantum" ceases to be a basic conceptual difference. The dynamics differs, however, between quantum and classical particles. We describe position, motion and correlations of a quantum particle in terms of observables in a classical statistical ensemble. On the other side, we also construct explicitly the quantum formalism with wave function and Hamiltonian for classical particles. For a suitable time evolution of the classical probabilities and a suitable choice of observables all features of a quantum particle in a potential can be derived from classical statistics, including interference and tunneling. Besides conceptual advances, the treatment of classical and quantum particles in a common formalism could lead to interesting cross-fertilization between classical statistics and quantum physics.

We calculate statistical properties of the eigenfunctions of two quantum systems that exhibit intermediate spectral statistics: star graphs and Seba billiards. First, we show that these eigenfunctions are not quantum ergodic, and calculate the corresponding limit distribution. Second, we find that they can be strongly scarred by short periodic orbits, and construct sequences of states which have such a limit. Our results are illustrated by numerical computations.

We describe a continuous-variable scheme for simulating the Kitaev lattice model and for detecting statistics of abelian anyons. The corresponding quantum optical implementation is solely based upon Gaussian resource states and Gaussian operations, hence allowing for a highly efficient creation, manipulation, and detection of anyons. This approach extends our understanding of the control and application of anyons and it leads to the possibility for experimental proof-of-principle demonstrations of anyonic statistics using continuous-variable systems.

We analyze the statistical mechanics of a gas of neutral and charged black holes. The microcanonical ensemble is the only possible approach to this system, and the equilibrium configuration is the one for which most of the energy is carried by a single black hole. Schwarzschild black holes are found to obey the statistical bootstrap condition. In all cases, the microcanonical temperature is identical to the Hawking temperature of the most massive black hole in the gas. U(1) charges in general break the bootstrap property. The problems of black hole decay and of quantum coherence are also addressed.

The Federal Energy Management Program (FEMP) in the U.S. Department of Energy (DOE) is targeting Federal facilities serving Native American populations for cost-effective renewable energy projects. These projects not only save energy and money, they also provide economic opportunities for the Native Americans who assist in producing, installing, operating, or maintaining the renewable energy systems obtained for the facilities. The systems include solar heating, solar electric (photovoltaic or PV), wind, biomass, and geothermal energy systems. In fiscal years 1998 and 1999, FEMP co-funded seven such projects, working with the Indian Health Service in the U.S. Department of Health and Human Services, the Bureau of Indian Affairs in the U.S. Department of the Interior, and their project partners. The new renewable energy systems are helping to save money that would otherwise be spent on conventional energy and reduce the greenhouse gases associated with burning fossil fuels.
