In-place filter testing summary

The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. The energy situation in five Central American countries

This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

Valuation of environmental quality and eco-cultural attributes in Northwestern Idaho: Native Americans are more concerned than Caucasians

Valuation of features of habitats and ecosystems usually encompasses the goods and services that ecosystems provide, but rarely also examine how people value ecological resources in terms of eco-cultural and sacred activities. The social, sacred, and cultural aspects of ecosystems are particularly important to Native Americans, but western science has rarely examined the importance of eco-cultural attributes quantitatively. In this paper I explore differences in ecosystem evaluations, and compare the perceptions and evaluations of places people go for consumptive and non-consumptive resource use with evaluations of the same qualities for religious and sacred places. Qualities of ecosystems included goods (abundant fish and crabs, butterflies and flowers, clean water), services (complexity of nature, lack of radionuclides that present a health risk), and eco-cultural attributes (appears unspoiled, scenic horizons, noise-free). Native Americans and Caucasians were interviewed at a Pow Wow at Post Falls, Idaho, which is in the region with the Department of Energy's Hanford Site, known for its storage of radioactive wastes and contamination. A higher percentage of Native American subjects engaged in consumptive and religious activities than did Caucasians. Native Americans engaged in higher rates of many activities than did Caucasians, including commune with nature, pray or meditate, fish or hunt, collect herbs, and conduct vision quests or other ceremonies. For nearly all attributes, there was no difference in the relative ratings given by Native Americans for characteristics of sites used for consumption/non-consumptive activities compared to religious/sacred places. However, Caucasians rated nearly all attributes lower for religious/sacred places than they did for places where they engaged in consumptive or non-consumptive activities. Native Americans were less concerned with distance from home for consumptive/non-consumptive activities, compared to religious activities. - Research Highlights: {yields} A higher percentage of Native Americans engaged in consumptive and religious activities than did Caucasians interviewed. {yields} Caucasians rated environmental attributes as more important for consumptive and non-consumptive activities than they did for places where they engaged in religious/cultural ones. {yields} Native Americans rated environmental attributes as equally important regardless of the activities performed. {yields} Eco-cultural attributes (such as 'appears unspoiled') were rated as high as ecosystem services (e.g. unpolluted water).

The application of machine learning to quantum information processing has recently attracted keen interest, particularly for the optimization of control parameters in quantum tasks without any pre-programmed knowledge. By adapting the machine learning technique, we present a novel protocol in which an arbitrarily initialized device at a learner's location is taught by a provider located at a distant place. The protocol is designed such that any external learner who attempts to participate in or disrupt the learning process can be prohibited or noticed. We numerically demonstrate that our protocol works faithfully for single-qubit operation devices. A tradeoff between the inaccuracy and the learning time is also analyzed.

Gauge and Lorentz transformation placed on the same foundation

In this note we show that a "dynamical" interaction for arbitrary spin can be constructed in a straightforward way if gauge and Lorentz transformations are placed on the same foundation. As Lorentz transformations act on space-time coordinates, gauge transformations are applied to the gauge field. Placing these two transformations on the same ground means that all quantized field like spin-1/2 and spin-3/2 spinors are functions not only of the coordinates but also of the gauge field components. This change of perspective solves a couple of problems occuring for higher spin fields like the loss of causality, bad high-energy properties and the deviation of the gyromagnetic ratio from its constant value g=2 for any spin, as caused by applying the minimal coupling. Starting with a "dynamical" interaction, a non-minimal coupling can be derived which is consistent with causality, the expectation for the gyromagnetic ratio, and well-behaved for high energies. As a consequence, on this stage the (elektromagnetic) gauge field has to be considered as classical field. Therefore, standard quantum field theory cannot be applied. Despite this inconvenience, such a common ground is consistent with an old dream of physicists almost a century ago. Our approach, therefore, indicates a straightforward way to realize this dream.

Effectiveness of Urban Shelter-in-Place. III: Commercial Districts

In the event of a toxic chemical release to the atmosphere, shelter-in-place (SIP) is an emergency response option available to protect public health. This paper is the last in a three-part series that examines the effectiveness of SIP at reducing adverse health effects in communities. We model a hypothetical chemical release in an urban area, and consider SIP effectiveness in protecting occupants of commercial buildings. Building air infiltration rates are predicted from empirical data using an existing model. We consider the distribution of building air infiltration rates both with mechanical ventilation systems turned off and with the systems operating. We also consider the effects of chemical sorption to indoor surfaces and nonlinear chemical dose-response relationships. We find that commercial buildings provide effective shelter when ventilation systems are off, but that any delay in turning off ventilation systems can greatly reduce SIP effectiveness. Using a two-zone model, we find that there can be substantial benefit by taking shelter in the inner parts of a building that do not experience direct air exchange with the outdoors. Air infiltration rates vary substantially among buildings and this variation is important in quantifying effectiveness for emergency response. Community-wide health metrics, introduced in the previous papers in this series, can be applied in pre-event planning and to guide real-time emergency response.

American Material Culture: Investigating a World War II Trash Dump

The Idaho National Laboratory: An Historical Trash Trove Historians and archaeologists love trash, the older the better. Sometimes these researchers find their passion in unexpected places. In this presentation, the treasures found in a large historic dump that lies relatively untouched in the middle of the Idaho National Laboratory (INL) will be described. The U.S. military used the central portion of the INL as one of only six naval proving grounds during World War II. They dumped trash in dry irrigation canals during and after their wartime activities and shortly before the federal government designated this arid and desolate place as the nation’s nuclear reactor testing station in 1949. When read critically and combined with memories and photographs, the 60-year old trash provides a glimpse into 1940s’ culture and the everyday lives of ordinary people who lived and worked during this time on Idaho’s desert. Thanks to priceless stories, hours of research, and the ability to read the language of historic artifacts, the dump was turned from just another trash heap into a treasure trove of 1940s memorabilia. Such studies of American material culture serve to fire our imaginations, enrich our understanding of past practices, and humanize history. Historical archaeology provides opportunities to integrate inanimate objects with animated narrative and, the more recent the artifacts, the more human the stories they can tell.

American Samoa Initial Technical Assessment Report

This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

Catalog of known hot springs and thermal place names for Honduras

Thermal place names were compiled from all 1:50,000 topographic quadrangle maps for the Republic of Honduras as of July 1986, from other published maps, and from several sources of unpublished data. Known hot spring sites include those visited by Empresa Nacional de Energia Electrica (Honduras) geologists, sites visited by Los Alamos geologists in 1985, and other sites known to R.C. Finch. The number of known hot spring sites in Honduras with temperatures >30/sup 0/C is 125. In addition, 56 thermal sites are suspected on the basis of thermal place names. The total number of geothermal sites, known and suspected, is 181.

American exceptionalism? Similarities and differences in national attitudes toward energy policy and global warming

Despite sharp differences in government policy, the views of the U.S. public on energy and global warming are remarkably similar to those in Sweden, Britain, and Japan. Americans do exhibit some differences, placing lower priority on the environment and global warming, and with fewer believing that 'global warming has been established as a serious problem and immediate action is necessary'. There also remains a small hard core of skeptics (<10%) who do not believe in the science of climate change and the need for action, a group that is much smaller in the other countries surveyed. The similarities are, however, pervasive. Similar preferences are manifest across a wide range of technology and fuel choices, in support of renewables, in research priorities, in a basic understanding of which technologies produce or reduce carbon dioxide (or misunderstandings in the case of nuclear power), and in willingness to pay for solving global warming. 29 refs., 3 figs., 2 tabs.

Crews at the Hanford Waste Treatment Plant, also known as the "Vit Plant," placed a 19-ton piping module inside the Pretreatment Facility. The module was lifted over 98-foot-tall walls and lowered into a space that provided less than two inches of clearance on each side and just a few feet on each end. It was set 56 feet above the ground.

Questions and Answers Regarding Actions to Take When Ending Shelter-in-Place

Shelter-in-place has found increasing acceptance as an effective protective action option for communities participating in the Chemical Stockpile Emergency Preparedness Program. Studies have confirmed that it can provide optimum protection under certain accident conditions. However, emergency managers and planners, as well as the public, continue to be troubled by the need to end sheltering when the plume has passed in order to avoid sustained exposure to the small amount of agent that has penetrated the shelter. One of the concerns posed by this necessity is uncertainty regarding what hazards will then be faced in the environment outside the shelter and what actions can be taken to avoid those hazards. This report attempts to address those uncertainties. It recognizes that there is an extremely low probability that the environment outside the shelter will be contaminated with chemical agent residue. However, as people comply with an official recommendation to leave their shelters, they probably can't be certain that the environment is free from contamination. Therefore, this report identifies and explains specific and simple actions they can take to avoid the possibility of exposure to chemical agent hazards outside their shelters. It addresses such issues as the actions people should take upon ending shelter-in-place, what clothing they should wear, how they should handle animals, and what they should do about food in their homes and produce in their gardens.

Native American Training Program in Petroleum Technology

This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

2005 the North American Solar Challenge

In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

Water quality effects of tire chip fills placed above the groundwater table

Two field trials were constructed to investigate the effect on water quality of tire chip fills placed above the groundwater table. Control wells were used to distinguish the substances naturally present in groundwater from those that leached from tire chips. There was no evidence that tire chips increased the level of substances that have a primary drinking water standard. In addition, there was no evidence that tire chips increased the levels of aluminum, zinc, chloride or sulfate which have secondary (aesthetic) drinking water standards. Under some conditions iron levels may exceed their secondary standard. It is likely that manganese levels will exceed their secondary standard, however, manganese is naturally present in groundwater in many areas. Two sets of samples were tested for organics. Results were below the method detection limit for all compounds.

Proprioception is comprised of sensory input from several sources including muscle spindles, joint capsule, ligaments and skin. The purpose of the present experiment was to investigate whether the central nervous system was able to integrate an artificial biofeedback delivered through electrotactile stimulation of the tongue to improve proprioceptive acuity at the ankle joint. To address this objective, nine young healthy adults were asked to perform an active ankle-matching task with and without biofeedback. The underlying principle of the biofeedback consisted of supplying subjects with supplementary information about the position of their matching ankle position relative to their reference ankle position through a tongue-placed tactile output device (Tongue Display Unit). Measures of the overall accuracy and the variability of the positioning were determined using the absolute error and the variable error, respectively. The present paper aims at introducing the innovative technologies, based on the concept of "sensory substitution" or "perceptual supplementation", we are developing in the fields of human disability and biomedical engineering. Precisely, our goal is to design, develop and validate practical assistive biomedical and/technical devices and/or rehabilitating procedures for persons with disabilities, using artificial tongue-placed tactile biofeedback systems. Proposed applications are dealing with: (1) pressure sores prevention in case of spinal cord injuries (persons with paraplegia, or tetraplegia); (2) ankle proprioceptive acuity improvement for driving assistance in older and/or disabled adults; and (3) balance control improvement to prevent fall in older and/or disabled adults. Visual probes and methods for placing visual probes into subsurface areas in either contaminated or non-contaminated sites are described. In one implementation, the method includes driving at least a portion of a visual probe into the ground using direct push, sonic drilling, or a combination of direct push and sonic drilling. Such is accomplished without providing an open pathway for contaminants or fugitive gases to reach the surface. According to one implementation, the invention includes an entry segment configured for insertion into the ground or through difficult materials (e.g., concrete, steel, asphalt, metals, or items associated with waste), at least one extension segment configured to selectively couple with the entry segment, at least one push rod, and a pressure cap. Additional implementations are contemplated.
