The shares are worth $266 million and amount to about 15% of the unit, which, combined with Petrofina`s existing 85% stake, would give Petrofina full ownership of Fina. While Petrofina does not give a reason for the buyout, analysts say the company may be planning to sell the entire unit outright or spin off some of its less profitable businesses.     This study examines the transformation of American foreign policy in Saudi Arabia between the years 1933 and 1945. At the beginning of this period American-Saudi relations were negligible. However, by the end of World War II in 1945, American policy-makers had concluded that the Saudi Kingdom was a nation vital to America's long-term economic and strategic interests. This remarkable official about face was the result of several factors including the potential of Saudi Arabian oilfields, the shifting priorities of Washington policy-makers and the lobbying efforts of a Saudi-based American commercial concern, the Arabian American Oil Company (ARAMCO). ARAMCO entered Saudi Arabia in 1933. As the only all-American oil concession in the Middle East they feared European, especially British, interference in their operations. To forestall this possibility, real or imagined, the oilmen turned to Washington for help. Although official assistance was not immediately forthcoming, ARAMCO did find support in the Near Eastern Affairs Division (NEA) of the Department of State.

    When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. Congress has yet to resolve the issues, although a bill was proposed in 1980. 75 references. (DCK)

    The current embargo on the enrichment of foreign-origin uranium for use in domestic utilization facilities is scheduled to be removed in 1984. The pending removal of this embargo, complicated by a depressed worldwide market for uranium, has prompted consideration of a new or extended embargo within the US Government. As part of its on-going data collection activities, Nuclear Resources International (NRI) has surveyed 50 domestic utility/utility holding companies (representing 60 lead operator-utilities) on their foreign uranium purchase strategies and intentions. The most recent survey was conducted in early May 1981. A number of qualitative observations were made during the course of the survey. The major observations are: domestic utility views toward foreign uranium purchase are dynamic; all but three utilities had some considered foreign purchase strategy; some utilities have problems with buying foreign uranium from particular countries; an inducement is often required by some utilities to buy foreign uranium; opinions varied among utilities concerning the viability of the domestic uranium industry; and many utilities could have foreign uranium fed through their domestic uranium contracts (indirect purchases). The above observations are expanded in the final section of the report. However, it should be noted that two of the observations are particularly important and should be seriously considered in formulation of foreign uranium import restrictions. These important observations are the dynamic nature of the subject matter and the potentially large and imbalanced effect the indirect purchases could have on utility foreign uranium procurement.

Intravascular foreign bodies most commonly result from embolized central line fragments, but they can originate from many sources, both iatrogenic and noniatrogenic. The percutaneous approach in removing an IFB is widely perceived as the best way to retrieve endovascular foreign bodies. This minimally invasive approach has a high success rate with a low associated morbidity, and it avoids the complications related to open surgical approaches. We examined the characteristics, causes, and incidence of endovascular embolizations and reviewed the various described techniques that have been used to facilitate subsequent explantation of such materials.

In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    The Global Threat Reduction Initiative's (GTRI) Off-Site Source Recovery Project (OSRP), which is administered by the Los Alamos National Laboratory (LANL), removes excess, unwanted, abandoned, or orphan radioactive sealed sources that pose a potential threat to national security, public health, and safety. In total, GTRI/OSRP has been able to recover more than 25,000 excess and unwanted sealed sources from over 825 sites. In addition to transuranic sources, the GTRI/OSRP mission now includes recovery of beta/gamma emitting sources, which are of concern to both the U.S. government and the International Atomic Energy Agency (IAEA). This paper provides a synopsis of cooperative efforts in foreign countries to remove excess and unwanted sealed sources by discussing three topical areas: (1) The Regional Partnership with the International Atomic Energy Agency; (2) Challenges in repatriating sealed sources; and (3) Options for repatriating sealed sources.

    America may have once led the world in economic development based on technology, but US firms are no longer matching foreign competitors in either the domestic or world markets. Mr. Lewis feels that much of the US supremacy was a post-war phenomenon due to European refugee scientists. Economic and technological strength are more fundamental than deregulation, low expenditures for research and development, lack of capital and long-range planning, and other arguments that, if reversed, would revitalize American industry. The author reviews the relationship of technology and economic growth, pointing out that Japanese industry has faced many of the same problems with different behavior patterns. The variations in behavior due to differences in social values, priorities, and attitudes affect individual performance and response to innovation. Inflation increases the pressure for short-term gains and encourages analytical management. Mr. Lewis thinks that, for international competition to move Americans to develop a sense of common interest between labor and management and producer and consumer, industry must lead the effort to unmask the adversarial barriers to mutual trust. 52 references, 1 figure, 3 tables.     A US oil policy towrad Saudi Arabia began emerging as the US moved from a net exporter of petroleum in the 1940s and as the US government realized that Saudi Arabia's vast reserves were under concession to an American Oil Company, Aramco. Anderson reconstructs the years between 1933 and 1950 and provides a case study of the evolution of US foreign oil policy and the complex relationships between the US government and the business world. He draws on diplomatic materials and corporate documents as well as interviews with former corporate and government officials to show that a de facto coalition of government agencies and oil companies had coalesced around the rapid development of Saudi oil by 1950. The policy grew out of a long series of confrontations among competing government agencies and domestic interest groups that finally produced a consensus and left policy implementation in the hands of private enterprise, setting the stage for the events to follow. 251 references, 9 tables.

Bipolar international relations have given way to a multipolar world wherein the United States is the only true superpower as gauged by both economic and military might. The decline of the Soviet Union has removed an important stabilizing force in international politics and a critical organizing principle for American Foreign Policy -- namely, the containment of international communism. The Soviet Union`s dismantlement has created opportunities for both cooperation and conflict. It means that increasingly cooperative relations between Russia and the United States have reduced the threat of nuclear war while intensifying regional political instability among present and former allies and former client states. Without the Soviet threat more resources are available to restore the nation`s transportation, communications, and industrial infrastructure, clean up the environment, and to develop technologies that promise to increase US economic competitiveness while minimizing environmental impacts. Internationally, there should be additional resources to promote international economic growth, to preserve natural environments, and to build democratic institutions in developing nations.

    The Foreign Corrupt Practices Act inhibits many businesses conducting international transactions. Although the Senate has proposed revisions to the FCPA to alleviate some of the handicaps of U.S. citizens doing business abroad, the House of Representatives has yet to approve a bill. This study identifies the critical interpretive problems, and suggests protective measures a company can take to avoid problems until the FCPA is amended.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

This paper presents an overview of this work -- within these proceedings are papers that deal with specific aspects of each topic, and these will be duly noted. 15 refs., 4 figs.

    The US has a non-proliferation policy to receive foreign and domestic research reactor returns of spent fuel materials of US origin. These spent fuel materials are returned to the Department of Energy (DOE) and placed in storage in the L-area spent fuel basin at the Savannah River Site (SRS). The foreign research reactor returns fall subject to the 123 agreements for peaceful cooperation. These “123 agreements” are named after section 123 of the Atomic Energy Act of 1954 and govern the conditions of nuclear cooperation with foreign partners. The SRS management of these foreign obligations while planning material disposition paths can be a challenge.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    GEC ALSTHOM has acquired significant experience as an investor with large equity participating in private infrastructure projects. GEC ALSTHOM secured under a joint-venture with EDF the contract to design, finance, build, own, operate and transfer after 18 years the first 100 percent foreign equity power plant project in China, the 700 MW LAIBIN B project, after international competitive bidding. The total project cost amounts to 650 MUSD and the security package is complex and inventive. For the Chinese Government, the project constitutes a true scale test before finalizing the Act setting the legal framework for all future BOT projects in the country. The project, most notably, has been structured around commercial and foreign exchange obligations by the Regional Government but without any financial guarantee from it, nor from the Central Government nor from the State Bank of China, none of them being liable for the eventual reimbursement at the loans. Regarding political risks, COFACF has accepted to provide a cover to lenders against simply a general Letter of Support to the project by the Chinese authorities.

    Current imaging modalities face challenges in clinical applications due to limitations in resolution or contrast. Microwave-induced thermoacoustic imaging may provide a complementary modality for medical imaging, particularly for detecting foreign objects due to their different absorption of electromagnetic radiation at specific frequencies. A thermoacoustic tomography system with a multielement linear transducer array was developed and used to detect foreign objects in tissue. Radiography and thermoacoustic images of objects with different electromagnetic properties, including glass, sand, and iron, were compared. The authors' results demonstrate that thermoacoustic imaging has the potential to become a fast method for surgical localization of occult foreign objects.

    U.S. reliance on other American nations for crude oil imports has nearly doubled in less than two years. In 1981, 23% of U.S. crude imports came from Western Hemisphere sources; today, 44% do. For total petroleum imports (crude and refined products combined), that percentage for the Western Hemisphere was 38%, rising to 56% in 1983 to date. In fact, the top three petroleum suppliers to the United States (crude and refine products combined) are Western Hemisphere neighbors: Mexico, Canada, and Venezuela, in that order. This represents a dramatic shift to the West since 1981, when Saudi Arabia was the U.S.'s most important source of foreign crude, and Nigeria second. By 1982, Saudi Arabia was bumped to second place by Mexico, and Nigeria came in third. Since 1982, reliance on members of OPEC has been reduced: about 49.75 of the crude imports came from OPEC suppliers last year, compared to 40.8% for the first eight months of 1983. Furthermore, U.S. reliance on Arab OPEC members has been reduced from 21% of total crude oil imports in 1982 to just 13% in 1983. This issue of Energy Dentente includes the fuel price/tol series and the industrial fuel prices for November 1983 for countries for the Western Hemisphere.

    The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Initial focus is on the Russian Federation, Ukraine, india, China, and Pakistan. Separate self-contained sections have been developed for each of the countries to enable the user to readily access market-specific information and to support country-specific Departmental initiatives. For each country, the directory is organized to follow the project life cycle--from prefeasibility, feasibility, project finance, cofinancing, and trade finance, through to technical assistance and training. Programs on investment and export insurance are excluded.

  2. Central American geologic map project

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    On August 27, 1997, the Environmental Protection Agency (EPA) promulgated revised the rules that allow foreign refiners to establish and use individual baselines, but it would not be mandatory (the optional use of an individual refinery baseline is not available to domestic refiners.) If a foreign refiner did not establish and use an individual baseline, the gasoline they export to the United States would be regulated through the importer, and subject to the importer's baseline (most likely the statutory baseline). Specific regulatory provisions are implemented to ensure that the option to use an individual baseline would not lead to adverse environmental impacts. This involves monitoring the average quality of imported gasoline, and if a specified benchmark is exceeded, remedial action would be taken by adjusting the requirements applicable to imported gasoline.

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    We have developed a new approach to growing photovoltaic-quality crystal silicon (c-Si) films on glass. Other approaches to film c-Si focus on increasing grain size in order to reduce the deleterious effects of grain boundaries. Instead, we have developed an approach to align the silicon grains biaxially (both in and out of plane) so that 1) grain boundaries are "low-angle" and have less effect on the electronic properties of the material and 2) subsequent epitaxial thickening is simplified. They key to our approach is the use of a foreign template layer that can be grown with biaxial texture directly on glass.

    Study of the stay rate in the United States of foreign nationals receiving their S/E doctorates from U.S. universities. This study has estimated stay rates in 2007 for persons receiving a doctorate one, two, five, and ten years previously. The two-year stay rate (for 2005 graduates) recovered from the decline experienced earlier in the decade. The five-year stay rate (for 2002 graduates) is lower; the ten-year stay rate (for 1997 graduates) reached a new high.

    This report summarizes the results of a survey of foreign experience in dry storage of spent fuel from nuclear power reactors that was carried out for the US Department of Energy`s (DOE) Office of Civilian Radioactive Waste Management (OCRWM). The report reviews the mechanisms for degradation of spent fuel cladding and fuel materials in dry storage, identifies the status and plans of world-wide experience and applications, and documents the available information on the expected long-term integrity of the dry-stored spent fuel from actual foreign experience. Countries covered in this survey are: Argentina, Canada, Federal Republic of Germany (before reunification with the former East Germany), former German Democratic Republic (former East Germany), France, India, Italy, Japan, South Korea, Spain, Switzerland, United Kingdom, and the former USSR (most of these former Republics are now in the Commonwealth of Independent States [CIS]). Industrial dry storage of Magnox fuels started in 1972 in the United Kingdom; Canada began industrial dry storage of CANDU fuels in 1980. The technology for safe storage is generally considered to be developed for time periods of 30 to 100 years for LWR fuel in inert gas and for some fuels in oxidizing gases at low temperatures. Because it will probably be decades before countries will have a repository for spent fuels and high-level wastes, the plans for expanded use of dry storage have increased significantly in recent years and are expected to continue to increase in the near future.

  1. Comparison of selected foreign plans and practices for spent fuel and high-level waste management

    This report describes the major parameters for management of spent nuclear fuel and high-level radioactive wastes in selected foreign countries as of December 1989 and compares them with those in the United States. The foreign countries included in this study are Belgium, Canada, France, the Federal Republic of Germany, Japan, Sweden, Switzerland, and the United Kingdom. All the countries are planning for disposal of spent fuel and/or high-level wastes in deep geologic repositories. Most countries (except Canada and Sweden) plan to reprocess their spent fuel and vitrify the resultant high-level liquid wastes; in comparison, the US plans direct disposal of spent fuel. The US is planning to use a container for spent fuel as the primary engineered barrier. The US has the most developed repository concept and has one of the earliest scheduled repository startup dates. The repository environment presently being considered in the US is unique, being located in tuff above the water table. The US also has the most prescriptive regulations and performance requirements for the repository system and its components. 135 refs., 8 tabs.

    In this paper we examine the detailed theory of the American football in flight, with spin and air resistance included. We find the theory has much in common with the theory of a gyroscope and also rocket trajectory with a misaligned thruster. Unfortunately most of the air resistance data, for rocketry and ballistics, is for speeds of Mach 1 or higher, where the air resistance increases dramatically. We shall approximate a realistic air resistance, at the slower speeds of football flight, with a drag force proportional to cross sectional area and either $v$ or $v^2$, depending on speed, where $v$ is velocity of the football. We begin with a discussion of the motion, giving as much detail as possible without the use of complex analytic calculations. We point out the previous errors made with moments of inertia and make the necessary corrections for more accurate results. We show that the shape of an American football closely resembles a parabola of revolution.

    We present a case of endovascular retrieval of a penetrating foreign body that was originally lodged in the mediastinum and then migrated to the hepatic vein. The steel nail entered the thorax and traversed the left lung causing a pneumothorax. The patient underwent a thoracotomy, but the foreign body had migrated from its original mediastinal position. A postsurgical CT showed that the object was below the right hemidiaphragm. Diagnostic venogram demonstrated that the object was in the main hepatic vein. Using a double-snare technique, the object was safely and successfully removed from the hepatic vein via the right common femoral vein.

    As part of the Construction Permit (CP) review of the Clinch River Breeder Reactor Plant (CRBR), the Brookhaven National Laboratory was asked to compare the Design Basis Accidents that are considered in CRBR Preliminary Safety Analysis Report with those of the foreign contemporary plants (PHENIX, SUPER-PHENIX, SNR-300, PFR, and MONJU). A brief introductory review of any special or unusual characteristics of these plants is given. This is followed by discussions of the design basis accidents and their acceptance criteria. In spite of some discrepancies due either to semantics or to licensing decisions, there appears to be a considerable degree of unanimity in the selection (definition) of DBAs in all of these plants.

    Molecular mimicry between foreign and self Ags is a mechanism of TCR cross-reactivity and is thought to contribute to the development of autoimmunity. The {alpha}{beta} TCR A6 recognizes the foreign Ag Tax from the human T cell leukemia virus-1 when presented by the class I MHC HLA-A2. In a possible link with the autoimmune disease human T cell leukemia virus-1-associated myelopathy/tropical spastic paraparesis, A6 also recognizes a self peptide from the neuronal protein HuD in the context of HLA-A2. We found in our study that the complexes of the HuD and Tax epitopes with HLA-A2 are close but imperfect structural mimics and that in contrast with other recent structures of TCRs with self Ags, A6 engages the HuD Ag with the same traditional binding mode used to engage Tax. Although peptide and MHC conformational changes are needed for recognition of HuD but not Tax and the difference of a single hydroxyl triggers an altered TCR loop conformation, TCR affinity toward HuD is still within the range believed to result in negative selection. Probing further, we found that the HuD-HLA-A2 complex is only weakly stable. Overall, these findings help clarify how molecular mimicry can drive self/nonself cross-reactivity and illustrate how low peptide-MHC stability can permit the survival of T cells expressing self-reactive TCRs that nonetheless bind with a traditional binding mode.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    This paper presents an approach to the remaining life prediction of steam generator (SG) U-tubes, which are intact initially, subjected to fretting-wear degradation due to the interaction between a vibrating tube and a foreign object in operating nuclear power plants. The operating SG shell-side flow field conditions are obtained from a three-dimensional SG flow calculation using the ATHOS3 code. Modal analyses are performed for the finite element models of U-tubes to get the natural frequency, corresponding mode shape, and participation factor. The wear rate of a U-tube caused by a foreign object is calculated using the Archard formula, and the remaining life of the tube is predicted. Also discussed in this study are the effects of the tube modal characteristics, external flow velocity, and tube internal pressure on the estimated results of the remaining life of the tube.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    We sought to describe and compare material specific inflammatory and foreign body reactions after porcine liver embolization with spherical embolic agents. In 40 animals, superselective liver embolization was performed with four different spherical embolic agents of various sizes: 40-120 {mu}m (Embozene, Embosphere), and 100-300 {mu}m, 500-700 {mu}m, and 700-900 {mu}m (Embozene, Embosphere, Bead Block, and Contour SE, respectively). After 4 or 12 weeks, inflammatory reactions were evaluated microscopically according to the Banff 97 classification. For investigation of foreign body reactions, a newly designed giant cell score was applied. Banff 97 and giant cell scores closely correlated. At 4 weeks, small Embosphere particles (100-300 {mu}m) had a significantly higher Banff 97 score than Embozene, Bead Block, and Contour SE of the corresponding size. After 12 weeks, the calculated differences were not statistically significant. Comparison between the 4-week results and the 12-week results revealed a statistically higher Banff 97 score for Embosphere 100-300 {mu}m after 4 weeks than after 12 weeks (P = 0.02). The overall foreign body reaction was pronounced after embolization with smaller particles, especially in small Embosphere particles. Giant cell numbers with Embosphere 100-300 {mu}m were statistically higher compared with the other materials of corresponding size (P < 0.0001). Inflammatory and giant cell reactions after embolization procedures depend on the embolic material. The overall inflammatory reaction was low. However, marked inflammation was associated with small Embosphere particles at 4 weeks, a finding that might be caused by the allogeneic overcoat. Correspondingly, giant cells indicating a foreign body reaction were more frequently associated with small particle sizes, especially after embolization with small Embosphere particles.

    We study the long memory of order flow for each of three liquid currency pairs on a large electronic trading platform in the foreign exchange (FX) spot market. Due to the extremely high levels of market activity on the platform, and in contrast to existing empirical studies of other markets, our data enables us to perform statistically stable estimation without needing to aggregate data from different trading days. We find strong evidence of long memory, with a Hurst exponent of approximately 0.7, for each of the three currency pairs and on each trading day in our sample. We repeat our calculations using data that spans different trading days, and we find no significant differences in our results. We test and reject the hypothesis that the apparent long memory of order flow is an artefact caused by structural breaks, in favour of the alternative hypothesis of true long memory. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    This document is a summary description for an Underwater Fuel Storage Facility (UFSF) for foreign research reactor (FRR) spent nuclear fuel (SNF). A FRR SNF environmental Impact Statement (EIS) is being prepared and will include both wet and dry storage facilities as storage alternatives. For the UFSF presented in this document, a specific site is not chosen. This facility can be sited at any one of the five locations under consideration in the EIS. These locations are the Idaho National Engineering Laboratory, Savannah River Site, Hanford, Oak Ridge National Laboratory, and Nevada Test Site. Generic facility environmental impacts and emissions are provided in this report. A baseline fuel element is defined in Section 2.2, and the results of a fission product analysis are presented. Requirements for a storage facility have been researched and are summarized in Section 3. Section 4 describes three facility options: (1) the Centralized-UFSF, which would store the entire fuel element quantity in a single facility at a single location, (2) the Regionalized Large-UFSF, which would store 75% of the fuel element quantity in some region of the country, and (3) the Regionalized Small-UFSF, which would store 25% of the fuel element quantity, with the possibility of a number of these facilities in various regions throughout the country. The operational philosophy is presented in Section 5, and Section 6 contains a description of the equipment. Section 7 defines the utilities required for the facility. Cost estimates are discussed in Section 8, and detailed cost estimates are included. Impacts to worker safety, public safety, and the environment are discussed in Section 9. Accidental releases are presented in Section 10. Standard Environmental Impact Forms are included in Section 11.

Through smart technology, it will anticipate user needs; detect available bandwidths and frequencies then seamlessly connect vehicles, infrastructures, and consumer devices; and it will support the Department of Transportation IntelliDrive Program, helping researchers, auto manufacturers, and Federal and State officials advance the connectivity of US transportation systems for improved safety, mobility, and environmental conditions. Using cognitive radio, a commercial vehicle will know its driver, onboard freight and destination route. Drivers will save time and resources communicating with automatic toll booths and know ahead of time whether to stop at a weigh station or keep rolling. At accident scenes, cognitive radio sensors on freight and transportation modes can alert emergency personnel and measure on-site, real-time conditions such as a chemical leak. The sensors will connect freight to industry, relaying shipment conditions and new delivery schedules. For industry or military purposes, cognitive radio will enable real-time freight tracking around the globe and its sensory technology can help prevent cargo theft or tampering by alerting shipper and receiver if freight is tampered with while en route. For the average consumer, a vehicle will tailor the transportation experience to the passenger such as delivering age-appropriate movies via satellite. Cognitive radio will enhance transportation safety by continually sensing what is important to the user adapting to its environment and incoming information, and proposing solutions that improve mobility and quality of life.

  14. Optical sensor for measuring American Lobster vitality

    The vitality of the American Lobster (Homarus americanus) is correlated to the total hemolymph protein (THP) in lobster hemolymph (blood). The standard technique for determining lobster vitality is to draw blood from a lobster and measure THP with a refractometer. This technique is invasive and endangers the lobster's health since blood must be drawn from the lobster. In the present work an optical sensor is developed to measure a lobster's vitality in vivo. It is comprised of a broadband light source, a monochromator, a fiber optic reflection probe, a spectrometer and a computer. This sensor measures protein concentrations by exciting a lobster with 280 nm and 334 nm wavelength light sources and measuring the corresponding absorbance peaks for THP and the fluorescence peak for hemocyanin (Hc), the majority protein in hemolymph. In this work several lobsters are tested. For each lobster, absorbance and fluorescence peaks are measured using the sensor and compared to protein concentrations measured using a refractometer. It is found that the shell thickness and muscle density, which correspond directly to protein concentration and the molting stage of the lobster have a significant effect on the absorbance and fluorescence measurements. It is also found that within specific molting stages, such as pre-molt and post-molt, protein concentration measured with a refractometer correlates linearly to absorbance and fluorescence measurements with the optical sensor.

    This document represents a summary of 27 foreign-based environmental restoration and waste management technologies that have been screened and technically evaluated for application to the cleanup problems of the Department of Energy (DOE) nuclear weapons complex. The evaluation of these technologies was initiated in 1992 and completed in 1995 under the DOE`s International Technology Coordination Program of the Office of Technology Development. A methodology was developed for conducting a country-by-country survey of several regions of the world where specific environmental technology capabilities and market potential were investigated. The countries that were selected from a rank-ordering process for the survey included: then West Germany, the Netherlands, France, Japan, Taiwan, the Czech and Slovak Republics, and the Former Soviet Union. The notably innovative foreign technologies included in this document were screened initially from a list of several hundred, and then evaluated based on criteria that examined for level of maturity, suitability to the DOE needs, and for potential cost effective application at a DOE site. Each of the selected foreign technologies that were evaluated in this effort for DOE application were subsequently matched with site-specific environmental problem units across the DOE complex using the Technology Needs Assessment CROSSWALK Report. For ease of tracking these technologies to site problem units, and to facilitate their input into the DOE EnviroTRADE Information System, they were categorized into the following three areas: (1) characterization, monitoring and sensors, (2) waste treatment and separations, and (3) waste containment. Technical data profiles regarding these technologies include title and description, performance information, development status, key regulatory considerations, intellectual property rights, institute and contact personnel, and references.

    Many are familiar with the technical journals and other publications that American Nuclear Society (ANS) members receive. However, there is a whole series of documents that is helpful to any nuclear society group for a modest fee or no fee. The author is referring to documents such as the ANS Bylaws and Rules, which have been made available to almost every existing nuclear society in the world. He remembers working with groups from Russia, Europe, China, Japan, Brazil, France, Germany, and others when they sought the experience of ANS in establishing a society. Financial planning guides are available for meetings, international conferences, technical expositions, and teacher workshops. Periodically, the ANS publishes position papers on the uses and handling of fuel materials and other publications helpful to public relations and teacher training courses. A few have had distributions in the hundreds of thousands, and one went as high as 750,000. Some of these have been translated in part into Spanish, French, Portuguese, and Japanese. Nuclear Standards are developed by a series of ANS committees consisting of about 1000 experts--the largest technical operation of ANS. Buyers guides and directories are very helpful in promoting the commerce in the nuclear industry. The Utility Directory covers utilities all over the globe. Radwaste Solutions, the new name for the former Radwaste Magazine, covers the efforts made by all sectors--private, government, and utility--to deal with radioactive waste. In the author's opinion, the one area in which all societies are weak is in interfacing with the International Atomic Energy Agency (IAEA). Since his retirement 9 yr ago, he has become much more aware of the IAEA as a news and technical information source. The ANS is trying to be more aware of what the IAEA is doing for everyone.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.
