    Globalization of manufacturing supply chains has changed the nature of nuclear proliferation. Before 1991, nonproliferation efforts focused almost exclusively on limiting the spread of materials and equipment specifically designed for nuclear use -- reactors, centrifuges, and fissile material. Dual-use items, those items with both nuclear and non-nuclear applications, were not closely scrutinized or controlled. However, in 1991 the international community discovered that Iraq had developed a fairly sophisticated nuclear weapons program by importing dual-use items; this discovery spurred the international community to increase controls on dual-use technologies. Despite these international efforts, dual-use items are still a challenge for those seeking to limit proliferation.

    The article discusses the effects of financing and technology advances on the availability of insurance for independent power producers operating gas turbines. Combined cycle units which require new materials and processes make it difficult to assess risk. Insurers are denying coverage, or raising prices and deductibles. Many lenders, however, are requiring insurance prior to financing. Some solutions proposed include information sharing by industry participants and insurers and increased risk acceptance by plant owners/operators.

    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    We report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2010 on US energy and environmental security. Key areas of investigation include public perceptions shaping the context for debate about a comprehensive national energy policy, and what levels of importance are assigned to various prospective energy technologies. Additionally, we investigate how public views on global climate change are evolving, how the public assesses the risks and benefits of nuclear energy, preferences for managing used nuclear fuel, and public trust in sources of scientific and technical information. We also report findings from a national Internet survey and a subset of questions administered by telephone in mid-2010 on public views of the relevance of US nuclear weapons today, support for strategic arms control, and assessments of the potential for nuclear abolition. Additionally, we analyze evolving public views of the threat of terrorism, assessments of progress in the struggle against terrorism, and tolerance for intrusive antiterror policies. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    This compilation contains 688 complete summaries of papers on nuclear criticality safety as presented at meetings of the American Nuclear Society (ANS). The selected papers contain criticality parameters for fissile materials derived from experiments and calculations, as well as criticality safety analyses for fissile material processing, transport, and storage. The compilation was developed as a component of the Nuclear Criticality Information System (NCIS) now under development at the Lawrence Livermore National Laboratory. The compilation is presented in two volumes: Volume 1 contains a directory to the ANS Transaction volume and page number where each summary was originally published, the author concordance, and the subject concordance derived from the keyphrases in titles. Volume 2 contains-in chronological order-the full-text summaries, reproduced here by permission of the American Nuclear Society from their Transactions, volumes 1-41.

    This bibliography covers work that addresses coverage of nuclear and arms control issues, defense, the Soviet Union, and Soviet-American relations by the American news media between 1965 and 1988. Material selected for inclusion either discusses press performance or addresses conditions -- such as classification of information -- that directly impact on media coverage of such issues. Bodies of literature on media coverage of conflict elsewhere in the world lie outside the Center's current mandate (which has shaped the parameters of this bibliography) except insofar as such conflicts are presented by the news media specifically in the context of US-Soviet relations. Much the same is true of such issues as the North-South flow of information and the debate over calls for a New World Information Order. However, the authors have decided to include assessments of American media coverage of the Vietnam War as a case study of a watershed conflict that raised many of the issues discussed throughout this literature in a particularly compelling way.

  5. Support for the American Chemical Society's Summer Schools in Nuclear and Radiochemistry

    The ACS Summer Schools in Nuclear and Radiochemistry were held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program.

  6. Assessment of nuclear anxiety among American students: Stability over time, secular trends, and emotional correlates

    Studies of reactions and attitudes toward nuclear war have progressed from the use of anecdotal evidence to multi-item psychological measures. Additional psychometric data and substantive results of the Nuclear Attitudes Questionnaire (NAQ; Newcomb, 1986) are reported here. Data from three independent samples of students from the United States collected in 1984, 1986, and 1987 were compared and contrasted. The 1986 data were obtained immediately following the Chernobyl nuclear power plant accident. Test-retest reliability of the NAQ items and subscales was quite high and comparable among samples and established the across-time stability of the measure. There were several secular trends across years on items and subscales, indicating some increased concern about nuclear power (particularly in 1986), but also a general increase in nuclear concerns, fears, and anxiety. Anticipated sex differences were found on many of the NAQ items and subscales. Correlations between the NAQ subscales and the nine SCL-90-R scales (Derogatis, 1977) were consistent for the 1986 and 1987 samples. In latent variable analyses, a general factor of Emotional Distress was significantly correlated with a general factor of Nuclear Anxiety, as well as specifically with nuclear concern and fear for the future.

    The market for utility securities generally tends to be fairly static. Innovative financing techniques are rarely used because of the marketability of utility securities stemming from the companies' generally strong financial credit and the monopoly markets most utilities serve. To many people, utility securities are considered the pillars of the financial world, and innovation is not needed. Further, plain vanilla utility issues are easily understood by investors, as well as by regulators and customers. Over the past several years, however, a new utility bond product has crept into the world of utility securities - insured secondary utility bonds. These insured bonds may possibly be used as an alternative financing technique for newly issued debt. Individual investors often tend to rely on insurance as a tool for reducing credit risk and are willing to take the lower yields as a tradeoff. Insured utility bonds are created by brokerage firms through the acqusition of a portion of an outstanding utility bond issue and subsequent solicitation of the insurance companies for bids. The insurance company then agrees to insure that portion of the issue until maturity for a fee, and the brokerage firm sells those bonds to their customers as a AAA-insured bond. Issuers are encouraged to explore the retail market as a financing alternative. They may find a most cost-effective means of raising capital.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

    This article addresses insurance and liability issues arising from former manufactured gas plant sites. Three issues are discussed in detail: (1) how to place a value on a potential insurance recovery or damage award, (2) how to maximize recovery through litigation or settlement, and (3) how to mediate coverage disputes to avoid litigation. The first issue, valuing potential recovery, is discussed in the most detail. An approach is outlined which includes organizing policy data, evaluating site facts relevant to coverage, estimating site costs, estimating coverage likelihoods, and assessing the expected value of litigation. Probability and cost estimate data is provided to aid in assessments.

    Among the key barriers to investment in energy efficiency improvements are uncertainties about attaining projected energy savings and apprehension about potential disputes over these savings. The fields of energy management and risk management are thus intertwined. While many technical methods have emerged to manage performance risks (e.g. building commissioning), financial risk transfer techniques are less developed in the energy management arena than in other more mature segments of the economy. Energy Savings Insurance (ESI) - formal insurance of predicted energy savings - is one method of transferring financial risks away from the facility owner or energy services contractor. ESI offers a number of significant advantages over other forms of financial risk transfer, e.g. savings guarantees or performance bonds. ESI providers manage risk via pre-construction design review as well as post-construction commissioning and measurement and verification of savings. We found that the two mos t common criticisms of ESI - excessive pricing and onerous exclusions - are not born out in practice. In fact, if properly applied, ESI can potentially reduce the net cost of energy savings projects by reducing the interest rates charged by lenders, and by increasing the level of savings through quality control. Debt service can also be ensured by matching loan payments to projected energy savings while designing the insurance mechanism so that payments are made by the insurer in the event of a savings shortfall. We estimate the U.S. ESI market potential of $875 million/year in premium income. From an energy-policy perspective, ESI offers a number of potential benefits: ESI transfers performance risk from the balance sheet of the entity implementing the energy savings project, thereby freeing up capital otherwise needed to ''self-insure'' the savings. ESI reduces barriers to market entry of smaller energy services firms who do not have sufficiently strong balance sheets to self-insure th e savings. ESI encourages those implementing energy saving projects to go beyond standard, tried-and-true measures and thereby achieve more significant levels of energy savings; and ESI providers stand to be proponents of improved savings measurement and verification techniques, as well as maintenance, thereby contributing to national energy savings objectives and perhaps elevating the quality of information available for program evaluation. Governmental agencies have been pioneers in the use of ESI and could continue to play a role in developing this innovative risk-transfer mechanism. There is particular potential for linkages between ESI and the ENERGY STAR (registered trademark) Buildings Program. It is likely that ENERGY STAR (registered trademark)-labeled commercial buildings (which have lower performance risk thanks to commissioning) would be attractive to providers of energy savings insurance. Conversely, the award of energy savings insurance to an ENERGY STAR (registered trade mark)-labeled building would raise the perceived credibility of the Label and energy savings attributed to the Program.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administrations Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    Insuring solar photovoltaic (PV) systems poses certain challenges. Insurance premiums, which can represent a significant part of overall costs for PV developers, can affect market competition. The market for certain types of insurance products is limited. Historical loss data is lacking, and test data for the long-term viability of PV products under real-life conditions is limited. Insurers' knowledge about PV systems and the PV industry is uneven even as the industry introduces innovative contractual structures and business models. Interviews conducted for this report with PV project developers, insurance brokers, and underwriters suggest government actions aimed at better testing, data collection, and communication could facilitate the development of a market for PV insurance products. This report identifies actions by governments, national laboratories, and other stakeholders that could accelerate the development of insurance products in support PV systems. Such actions include: increasing understanding of the solar PV industry among insurance professionals; expanding the availability of PV historical loss data; evaluating the expansion of renewable energy business classification; developing module and component testing capabilities and services offered by federal labs; and, advancing industry standards for PV system installers.

The first shock came when lawsuits were first filed against companies in the electrical power industry claiming real or imagined damages from electrical and magnetic fields ([open quotes]EMFs[close quotes]). The new and second shock is potentially more devastating because it comes from the [open quotes]safe hands[close quotes] of the insurance industry. Standard-form comprehensive general liability ([open quotes]CGL[close quotes]) insurance policies purchased by nearly every company in the electrical power industry for generations are supposed to cover EMF bodily injury and property damage claims.     The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    The Progressive Insurance Automotive X PRIZE Education Program conducted education and outreach activities and used the competition's technical goals and vehicle demonstrations as a means of attracting students and the public to learn more about advanced vehicle technologies, energy efficiency, climate change, alternative fuels, and the science and math behind efficient vehicle development. The Progressive Insurance Automotive X PRIZE Education Program comprised three integrated components that were designed to educate the general public and create a multi-tiered initiative to engage students and showcase the 21st century skills students will need to compete in our global economy: teamwork, creativity, strong literacy, math and science skills, and innovative thinking. The elements included an Online Experience, a National Student Contest, and in person education events and activites. The project leveraged online connections, strategic partnerships, in-classroom, and beyond-the-classroom initiatives, as well as mainstream media. This education program supported by the U.S. Department of Energy (DOE) also funded the specification of vehicle telemetry and the full development and operation of an interactive online experience that allowed internet users to follow the Progressive Insurance Automotive X PRIZE vehicles as they performed in real-time during the Progressive Insurance Automotive X PRIZE competition events.

    Various types of insurance policies cover blowouts to different degrees, and a proper understanding of the incident and the coverage can expedite the adjustment process. Every well control incident, and the claim arising therefrom, has a unique set of circumstances which must be analyzed thoroughly. A blowout incident, no matter what size or how severe, can have an emotional impact on all who become involved. Bodily injuries or death of friends and coworkers can result in additional stress following a blowout. Thus, it is important that all parties involved remain mindful of sensitive matters when investigating a blowout. This paper reviews the definition of a blowout based on insurance procedures and claims. It reviews blowout expenses and contractor cost and accepted well control policies. Finally, it reviews the investigation procedures normally followed by an agent and the types of information requested from the operator.

    GRI has been funding research on natural gas vehicle (NGV) technology since 1986. To support the activity, GRI is evaluating a number of NGV issues including fuel storage, tank inspection, system safety, refueling, U.S. auto and truck use characteristics, and the fleet vehicle infrastructure. In addition, insurance and leasing companies will require new regulations and policies to address clean-fueled vehicle fleets' emergence into the marketplace. These policies may influence and partially determine the structure of the alternatively fueled vehicle industry, and the requirements, if any, imposed upon vehicle technologies. The report asseses the insurance and leasing industries' infrastructure/institutional barriers as they relate to the introduction of natural gas fueled vehicle fleets.

    Subsidence is the sinking of land surface, commonly resulting from underground mining. In Illinois, property damage has been sufficiently severe that a state law was enacted to provide subsidence insurance for homeowners. This publication has been prepared for homeowners in Illinois: (1) to inform them whether they live in subsidence-prone areas, (2) to aid them in understanding some frequently encountered effects of mine subsidence as well as problems sometimes mistaken for mine subsidence, and (3) to suggest further sources of information. Although the new subsidence insurance program for homeowners in mining areas prompted the writing of this report, we do not attempt to explain the details of the insurance program. Our purpose is to explain the causes and the nature of subsidence and discuss ways to minimize damage caused by subsidence. About 750,000 acres of Illinois land have been undermined for coal, and many homeowners are concerned about the effects underground mining may d at nine areas alalitative methods are presented. Chapter Five presents conclusions and suggestions for future research.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    The term virtual nuclear weapons proliferation and arsenals, as opposed to actual weapons and arsenals, has entered in recent years the American lexicon of nuclear strategy, arms control, and nonproliferation. While the term seems to have an intuitive appeal, largely due to its cyberspace imagery, its current use is still vague and loose. The author believes, however, that if the term is clearly delineated, it might offer a promising approach to conceptualizing certain current problems of proliferation. The first use is in a reference to an old problem that has resurfaced recently: the problem of growing availability of weapon-usable nuclear materials in civilian nuclear programs along with materials made `excess` to defense needs by current arms reduction and dismantlement. It is argued that the availability of these vast materials, either by declared nuclear-weapon states or by technologically advanced nonweapon states, makes it possible for those states to rapidly assemble and deploy nuclear weapons. The second use has quite a different set of connotations. It is derived conceptually from the imagery of computer-generated reality. In this use, one thinks of virtual proliferation and arsenals not in terms of the physical hardware required to make the bomb but rather in terms of the knowledge/experience required to design, assemble, and deploy the arsenal. Virtual weapons are a physics reality and cannot be ignored in a world where knowledge, experience, materials, and other requirements to make nuclear weapons are widespread, and where dramatic army reductions and, in some cases, disarmament are realities. These concepts are useful in defining a continuum of virtual capabilities, ranging from those at the low end that derive from general technology diffusion and the existence of nuclear energy programs to those at the high end that involve conscious decisions to develop or maintain militarily significant nuclear-weapon capabilities.

    Last year's USD 45 billion of insured losses from Hurricane Katrina was only the latest reminder of why investors and consumers are concerned about the impacts of climate change on the insurance industry. Twelve months after the devastating storm hit New Orleans, insurers and their shareholders are still feeling the ripples. Record insured losses, rating downgrades, coverage pullbacks and class-action lawsuits are just a few of the reverberations that have been felt across the industry. Meanwhile, consumers are feeling the combined sting of price shocks and reduced availability. So serious is the issue that 20 leading investors, representing over $800 billion in assets, called on the nation's largest insurance companies to disclose their financial exposure from climate change and steps they are taking to reduce those financial impacts. But, while most of the attention is focused on the growing risks, climate change also creates vast business opportunities to be part of the solution to global warming. Just as the industry has historically asserted its leadership to minimize risks from building fires and earthquakes, insurers have a huge opportunity today to develop creative loss-prevention products and services that will reduce climate-related losses for consumers, governments and insurers, while trimming the emissions causing global warming. This report focuses on the encouraging progress made by insurers to develop these new products and services. It identifies more than 190 concrete examples available, or soon-to-be-available, from dozens of insurance providers in 16 countries. In addition to benefiting insurers' core business and investment activities, these programs afford insurers the opportunity to differentiate their products from their competitors, while also enhancing their reputation with customers who are increasingly looking for all sectors of the industry to come forward with effective responses to the threats caused by climate change. More than half of the products come from U.S. companies, covering such services as green building design, hurricane-resistant construction, carbon emissions trading and renewable energy.

    This report summarizes the activities undertaken by EWI while under contract from the Department of Energy (DOE) – Office of Nuclear Energy (NE) for the management and operation of the Nuclear Fabrication Consortium (NFC). The NFC was established by EWI to independently develop, evaluate, and deploy fabrication approaches and data that support the re-establishment of the U.S. nuclear industry: ensuring that the supply chain will be competitive on a global stage, enabling more cost-effective and reliable nuclear power in a carbon constrained environment. The NFC provided a forum for member original equipment manufactures (OEM), fabricators, manufacturers, and materials suppliers to effectively engage with each other and rebuild the capacity of this supply chain by : • Identifying and removing impediments to the implementation of new construction and fabrication techniques and approaches for nuclear equipment, including system components and nuclear plants. • Providing and facilitating detailed scientific-based studies on new approaches and technologies that will have positive impacts on the cost of building of nuclear plants. • Analyzing and disseminating information about future nuclear fabrication technologies and how they could impact the North American and the International Nuclear Marketplace. • Facilitating dialog and initiate alignment among fabricators, owners, trade associations, and government agencies. • Supporting industry in helping to create a larger qualified nuclear supplier network. • Acting as an unbiased technology resource to evaluate, develop, and demonstrate new manufacturing technologies. • Creating welder and inspector training programs to help enable the necessary workforce for the upcoming construction work. • Serving as a focal point for technology, policy, and politically interested parties to share ideas and concepts associated with fabrication across the nuclear industry.     Under Pay as You Drive insurance (PAYD), drivers would pay part of their automobile insurance premium as a per-gallon surcharge every time they filled their gas tank. By transfering a portion of the cost of owning a vehicle from a fixed cost to a variable cost, PAYD would discourage driving. PAYD has been proposed recently in California as a means of reforming how auto insurance is provided. PAYD proponents claim that, by forcing drivers to purchase at least part of their insurance every time they refuel their car, PAYD would reduce or eliminate the need for uninsured motorist coverage. Some versions of PAYD proposed in California have been combined with a no-fault insurance system, with the intention of further reducing premiums for the average driver. Other states have proposed PAYD systems that would base insurance premiums on annual miles driven. In this report we discuss some of the qualitative issues surrounding adoption of PAYD and other policies that would convert other fixed costs of driving (vehicle registration, safety/emission control system inspection, and driver license renewal) to variable costs. We examine the effects of these policies on two sets of objectives: objectives related to auto insurance reform, and those related to reducing fuel consumption, CO{sub 2} emissions, and vehicle miles traveled. We pay particular attention to the first objective, insurance reform, since this has generated the most interest in PAYD to date, at least at the state level.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    The incidence of commercial buildings with poor indoor air quality (IAQ), and the frequency of litigation over the effects of poor IAQ is increasing. If so, these increases have ramifications for insurance carriers, which pay for many of the costs of health care and general commercial liability. However, little is known about the actual costs to insurance companies from poor IAQ in buildings. This paper reports on the results of a literature search of buildings-related, business and legal databases, and interviews with insurance and risk management representatives aimed at finding information on the direct costs to the insurance industry of poor building IAQ, as well as the costs of litigation. The literature search and discussions with insurance and risk management professionals reported in this paper turned up little specific information about the costs of IAQ-related problems to insurance companies. However, those discussions and certain articles in the insurance industry press indicate that there is a strong awareness and growing concern over the "silent crisis" of IAQ and its potential to cause large industry losses, and that a few companies are taking steps to address this issue. The source of these losses include both direct costs to insurers from paying health insurance and professional liability claims, as weIl as the cost of litigation. In spite of the lack of data on how IAQ-related health problems affect their business, the insurance industry has taken the anecdotal evidence about their reality seriously enough to alter their policies in ways that have lessened their exposure. We conclude by briefly discussing four activities that need to be addressed in the near future: (1) quantifying IAQ-related insurance costs by sector, (2) educating the insurance industry about the importance of IAQ issues, (3) examining IAQ impacts on the insurance industry in the residential sector, and (4) evaluating the relationship between IAQ improvements and their impact on energy use.

    Doubts about the wisdom of relying on nuclear weapons are as old as nuclear weapons themselves. But despite this questioning, nuclear weapons came to be seen as the indispensable element of American (indeed Western) security during the Cold War. By the 1970s and 1980s, however, discontent was growing about the intense US-Soviet nuclear arms competition, as it failed to provide any enduring improvement in security; rather, it was seen as creating ever greater risks and dangers. Arms control negotiations and limitations, adopted as a means to regulate the technical competition, may also have relieved some of the political pressures and dangers. But the balance of terror, and the fears of it, continued. The Strategic Defense Initiative (SDI) under President Reagan was a very different approach to escaping from the precarious protection of nuclear weapons, in that it sought a way to continue to defend the US and the West, but without the catastrophic risks of mutual deterrence. As such, SDI connoted unhappiness with the precarious nuclear balance and, for many, with nuclear weapons in general. The disappearance of the Warsaw Pact, the disintegration of the Soviet Union, and the sudden end of the Cold War seemed to offer a unique opportunity to fashion a new, more peaceful world order that might allow for fading away of nuclear weapons. Scholars have foreseen two different paths to a nuclear free world. The first is a fundamental improvement in the relationships between states such that nuclear weapons are no longer needed. The second path is through technological development, e.g., missile defenses which could provide effective protection against nuclear attacks. The paper discusses nuclear weapon policy in the US, views of other nuclear states, the future of nuclear weapons, and issues in a less-nuclear world.

    The insurance industry can play a material role indecreasing the vulnerability of developing countries and economies intransition to weather-related natural disasters while simultaneouslysupporting both its own market-based objectives and the objectives ofsustainable development. Although insurance is not a "silver bullet" forthe problems posed by natural disasters in emerging markets,public-private partnerships can enhance insurance's ability to spread therisks and manage the costs of weather-related disasters as well as toincrease the pool of people who have access to coverage. (For simplicityin this report, the phrase "emerging markets" is intended to encompassdeveloping countries and economies in transition.) Promising strategiesfor emerging markets involve establishing innovative products and systemsfor delivering insurance and using technologies and practices that bothreduce vulnerability to disaster-related insurance losses and supportsustainable development (including reducing greenhouse gas emissions).These strategies can enhance sustainable development efforts and increasethe insurability of risks, making insurance markets in emerging marketsmore viable. Emerging markets are especially vulnerable to extremeweather events, which impede development by causing physical damage,compromising human and ecosystem health, diverting scarce resources todisaster relief and recovery, and deterring future investment andinsurance availability by amplifying the risks faced by foreigninterests. An average of 300 million people are affected or killed eachyear by weather-related disasters in emerging markets. Characteristics ofemerging markets contributing to their particular vulnerability incontrast to developed nations include: greater frequency of poverty;weaker lifelines (transportation, communication, utilities, emergencyresponse, and hospitals); poorer quality of construction and absence ofor deficiencies in building codes and other regulations; and highdependence on resource-based industries (e.g., agriculture). Naturaldisasters such as drought often dislocate large groups of people,amplifying their vulnerability to future disasters. Development itselfcan compound these vulnerabilities by promoting population growth,urbanization, intensive coastal development, and concentrations ofclimate-sensitive physical and health-related hazards. With its pool offinancial reserves, the global insurance market provides considerableadaptive capacity for weather-related damage to property, life, andhealth. The global insurance market--perhaps the world's largestindustry--represented $2.9 trillion in premiums in 2003, or approximatelyeight percent of global gross domestic product (GDP). To put this inperspective, the insurance industry s revenues make it equivalent to thethird largest country in the world in terms of GDP. In 2003, totalpremiums in emerging markets represented $314 billion (up from $270billion just a year earlier) or 11 percent of the global total, withgrowth rates often dramatically higher than those in the industrial world(twice as high, on average, between 1980 and 2000) and often exceedingGDP growth rates. Emerging markets are poised to represent half of worldinsurance premiums by the middle of this century.Insurance premiums arerising in part because the economic costs of natural disasters aregrowing, as is the insured share (up from a negligible level in the 1950sto approximately 20 percent of the total today). Insurance marketconditions vary regionally. Current insurance penetration (premiums perGDP) is lowest in Africa and Asia and highest in Latin America. Premiumsas a percent of GDP are lowest in the Middle East/Central Asia and LatinAmerica and highest in Africa. The smallest market by total premiums isthe Middle East/Central Asia, and the largest is South and East Asia(excluding Japan). The economic costs of weather-related events are high,totaling $1 trillion worldwide from 1980 through 2003. During thisperiod, insurance covered four percent of total costs of weather-relateddisasters in emerging markets compared to 40 percent in high-incomecountries. While relatively small, insurance payments to people inemerging markets associated with these losses were three-times themagnitude of international aid. The potential for changes in weatherpatterns, including both average conditions and extreme events, wouldlikely raise the demand for insurance whether the changes area resultnatural variability or human-induced climate change. At the same time,increases in weather-related damage create uncertainties and challengeinsurers ability and willingness to assume or affordably price these newrisks. Sustainable development can contribute to managing and maintainingthe insurability of these risks and thereby reduce the need forindividuals and governments to absorb the costs.Because of themulti-national structure of the insurance a

    The energy demand complexion of this country is always changing and promises to change in the future. The nuclear industry is responding to changing energy demands through standards writing activities. Since the oil embargo of 1973, there has been a change in the mix of fuels contributing to energy growth in this country; virtually all of the energy growth has come from coal and nuclear power. The predicted expansion of coal use by 1985, over 1977 level, is 37%, while the use of oil is expected to decline by 17%. Use of nuclear power is expected to increase 62% from the 1977 level. The feasibility of using nuclear energy to meet the needs of the USA for electric power is discussed.

    With an explosion equivalent of about 20kT of TNT, the Trinity test was the first demonstration of a nuclear weapon. Conducted on July 16, 1945 in Alamogordo, NM this site is now a Registered National Historic Landmark. The concept and applicability of nuclear power was demonstrated on December 20, 1951 with the Experimental Breeder Reactor Number One (EBR-1) lit four light bulbs. This reactor is now a Registered National Historic Landmark, located near Arco, ID. From that moment forward it had been clearly demonstrated that nuclear energy has both peaceful and military applications and that the civilian and military fuel cycles can overlap. For the more than fifty years since the Atoms for Peace program, a key objective of nuclear policy has been to enable the wider peaceful use of nuclear energy while preventing the spread of nuclear weapons. Volumes have been written on the impact of these two actions on the world by advocates and critics; pundits and practioners; politicians and technologists. The nations of the world have woven together a delicate balance of treaties, agreements, frameworks and handshakes that are representative of the timeframe in which they were constructed and how they have evolved in time. Collectively these vehicles attempt to keep political will, nuclear materials and technology in check. This paper captures only the briefest abstract of the more significant aspects on the Nonproliferation Regime. Of particular relevance to this discussion is the special nonproliferation sensitivity associated with the uranium isotope separation and spent fuel reprocessing aspects of the nuclear fuel cycle.

    The atomic nucleus is a typical example of a many-body problem. On the one hand, the number of nucleons (protons and neutrons) that constitute the nucleus is too large to allow for exact calculations. On the other hand, the number of constituent particles is too small for the individual nuclear excitation states to be explained by statistical methods. Another problem, particular for the atomic nucleus, is that the nucleon-nucleon (n-n) interaction is not one of the fundamental forces of Nature, and is hard to put in a single closed equation. The nucleon-nucleon interaction also behaves differently between two free nucleons (bare interaction) and between two nucleons in the nuclear medium (dressed interaction).Because of the above reasons, specific nuclear many-body models have been devised of which each one sheds light on some selected aspects of nuclear structure. Only combining the viewpoints of different models, a global insight of the atomic nucleus can be gained. In this chapter, we revise the the Nuclear Shell Model as an example of the microscopic approach, and the Collective Model as an example of the geometric approach. Finally, we study the statistical properties of nuclear spectra, basing on symmetry principles, to find out whether there is quantum chaos in the atomic nucleus. All three major approaches have been rewarded with the Nobel Prize of Physics. In the text, we will stress how each approach introduces its own series of approximations to reduce the prohibitingly large number of degrees of freedom of the full many-body problem to a smaller manageable number of effective degrees of freedom.

    A lattice type fissionable fuel structure for a nuclear reactor is described. The fissionable material is formed into a plurality of rod-llke bodies with each encased in a fluid-tight jacket. A plurality of spaced longitudinal fins are mounted on the exterior and extend radially from each jacket, with a portion of the fins extending radially beyond the remainder of the fins. A collar of short length for each body is mounted on the extended fins for spacing the bodies, and adjacent bodies abut each other through these collars. Should distortion of the bodies take place, coilapse of the outer fins is limited by the shorter flns, thereby insuring some coolant flow at all times. (AEC)

    A fluidized bed nuclear reactor and a method of operating such a reactor are described. In the design means are provided for flowing a liquid moderator upwardly through the center of a bed of pellets of a nentron-fissionable material at such a rate as to obtain particulate fluidization while constraining the lower pontion of the bed into a conical shape. A smooth circulation of particles rising in the center and falling at the outside of the bed is thereby established. (AEC)

    High temperature reactors which are uniquely adapted to serve as the heat source for nuclear pcwered rockets are described. The reactor is comprised essentially of an outer tubular heat resistant casing which provides the main coolant passageway to and away from the reactor core within the casing and in which the working fluid is preferably hydrogen or helium gas which is permitted to vaporize from a liquid storage tank. The reactor core has a generally spherical shape formed entirely of an active material comprised of fissile material and a moderator material which serves as a diluent. The active material is fabricated as a gas permeable porous material and is interlaced in a random manner with very small inter-connecting bores or capillary tubes through which the coolant gas may flow. The entire reactor is divided into successive sections along the direction of the temperature gradient or coolant flow, each section utilizing materials of construction which are most advantageous from a nuclear standpoint and which at the same time can withstand the operating temperature of that particular zone. This design results in a nuclear reactor characterized simultaneously by a minimum critiral size and mass and by the ability to heat a working fluid to an extremely high temperature.

    A graphite moderator structure is described for a gas-cooled nuclear reactor having a vertical orlentation wherein the structure is physically stable with regard to dlmensional changes due to Wigner growth properties of the graphite, and leakage of coolant gas along spaces in the structure is reduced. The structure is comprised of stacks of unlform right prismatic graphite blocks positioned in layers extending in the direction of the lengths of the blocks, the adjacent end faces of the blocks being separated by pairs of tiles. The blocks and tiles have central bores which are in alignment when assembled and are provided with cooperatlng keys and keyways for physical stability.

    Nuclear fission power reactors represent a potential solution to many aspects of global change possibly induced by inputting of either particulate or carbon or sulfur oxides into the Earth`s atmosphere. Of proven technological feasibility, they presently produce high-grade heat for large-scale electricity generation, space heating and industrial process-energizing around the world, without emitting greenhouse gases or atmospheric particulates; importantly, electricity production costs from the best nuclear plants presently are closely comparable with those of the best fossil-fired plants. However, a substantial number of issues currently stand between nuclear power and widespread substitution for large stationary fossil fuel-fired systems. These include perceptual ones regarding both long-term and acute operational safety, plant decommissioning, fuel reprocessing, radwaste disposal, fissile materials diversion to military purposes and - perhaps most seriously- readily quantifiable concerns regarding long-term fuel supply and total unit electrical energy cost. We sketch a road-map for proceeding from the present situation toward a nuclear power-intensive world, addressing along the way each of the concerns which presently impede widespread nuclear substitution for fossil fuels, particularly for coal in the most populous and rapidly developing portions of the world, e.g., China and India. This `design to societal specifications` approach to large-scale nuclear fission power systems may lead to energy sources meeting essentially all stationary demands for high-temperature heat. Such advanced options offer a human population of ten billion the electricity supply levels currently enjoyed by Americans for 10,000 years. Nuclear power systems tailored to local needs-and-interests and having a common advanced technology base could reduce present-day world-wide C0{sub 2} emissions by two-fold, if universally employed. By application to small mobile demands, a second two-fold reduction might be attained. Even the first such halving of carbon intensivity of stationary-source energy production world-wide might permit continued slow power-demand growth in the highly developed countries and rapid development of the other 80% of the world, both without active governmental suppression of fossil fuel usage - while also stabilizing carbon input-rates into the Earth`s atmosphere. The second two-fold reduction might obviate most global warming concerns.

    The North American Proton Exchange Membrane (PEM) fuel cell industry may be at a critical juncture. A large-scale market for automotive fuel cells appears to be several years away and in any case will require a long-term, coordinated commitment by government and industry to insure the co-evolution of hydrogen infrastructure and fuel cell vehicles (Greene et al., 2008). The market for non-automotive PEM fuel cells, on the other hand, may be much closer to commercial viability (Stone, 2006). Cost targets are less demanding and manufacturers appear to be close, perhaps within a factor of two, of meeting them. Hydrogen supply is a significant obstacle to market acceptance but may not be as great a barrier as it is for hydrogen-powered vehicles due to the smaller quantities of hydrogen required.

    This patent relates to nuclear reactors of the type which use a liquid fuel, such as a solution of uranyl sulfate in ordinary water which acts as the moderator. The reactor is comprised of a spherical vessel having a diameter of about 12 inches substantially surrounded by a reflector of beryllium oxide. Conventionnl control rods and safety rods are operated in slots in the reflector outside the vessel to control the operation of the reactor. An additional means for increasing the safety factor of the reactor by raising the ratio of delayed neutrons to prompt neutrons, is provided and consists of a soluble sulfate salt of beryllium dissolved in the liquid fuel in the proper proportion to obtain the result desired.

The small core cover, and the upper internals associated therewith, are attached to the small rotating plug, and the large core cover, with its associated upper internals, is attached to the large rotating plug. By so splitting the core holddown structures, under-the-plug refueling is accomplished without the necessity of enlarging the reactor pressure vessel to provide a storage space for the core holddown structure during refueling. Additionally, the small and large rotating plugs, and their associated core covers, are arranged such that the separation of the two core covers to permit rotation is accomplished without the installation of complex lifting mechanisms.

    Maximizing Storage Rate and Capacity and Insuring the Environmental Integrity of Carbon Dioxide Sequestration in Geological Formations The U.S. and other countries may enter into an agreement that will require a significant reduction in CO2 emissions in the medium to long term. In order to achieve such goals without drastic reductions in fossil fuel usage, CO2 must be removed from the atmosphere and be stored in acceptable reservoirs. The research outlined in this proposal deals with developing a methodology to determine the suitability of a particular geologic formation for the long-term storage of CO2 and technologies for the economical transfer and storage of CO2 in these formations. A novel well-logging technique using nuclear-magnetic resonance (NMR) will be developed to characterize the geologic formation including the integrity and quality of the reservoir seal (cap rock). Well-logging using NMR does not require coring, and hence, can be performed much more quickly and efficiently. The key element in the economical transfer and storage of the CO2 is hydraulic fracturing the formation to achieve greater lateral spreads and higher throughputs of CO2. Transport, compression, and drilling represent the main costs in CO2 sequestration. The combination of well-logging and hydraulic fracturing has the potential of minimizing these costs. It is possible through hydraulic fracturing to reduce the number of injection wells by an order of magnitude. Many issues will be addressed as part of the proposed research to maximize the storage rate and capacity and insure the environmental integrity of CO2 sequestration in geological formations. First, correlations between formation properties and NMR relaxation times will be firmly established. A detailed experimental program will be conducted to determine these correlations. Second, improved hydraulic fracturing models will be developed which are suitable for CO2 sequestration as opposed to enhanced oil recovery (EOR). Although models that simulate the fracturing process exist, they can be significantly improved by extending the models to account for nonsymmetric, nonplanar fractures, coupling the models to more realistic reservoir simulators, and implementing advanced multiphase flow models for the transport of proppant. Third, it may be possible to deviate from current hydraulic fracturing technology by using different proppants (possibly waste materials that need to be disposed of, e.g., asbestos) combined with different hydraulic fracturing carrier fluids (possibly supercritical CO2 itself). Because current technology is mainly aimed at enhanced oil recovery, it may not be ideally suited for the injection and storage of CO2. Finally, advanced concepts such as increasing the injectivity of the fractured geologic formations through acidization with carbonated water will be investigated. Saline formations are located through most of the continental United States. Generally, where saline formations are scarce, oil and gas reservoirs and coal beds abound. By developing the technology outlined here, it will be possible to remove CO2 at the source (power plants, industry) and inject it directly into nearby geological formations, without releasing it into the atmosphere. The goal of the proposed research is to develop a technology capable of sequestering CO2 in geologic formations at a cost of US $10 per ton.

    This article reviews the nuclear weapons modernization programs underway in the world's nine nuclear weapons states. It concludes that despite significant reductions in overall weapons inventories since the end of the Cold War, the pace of reductions is slowing - four of the nuclear weapons states are even increasing their arsenals, and all the nuclear weapons states are busy modernizing their remaining arsenals in what appears to be a dynamic and counterproductive nuclear competition. The author questions whether perpetual modernization combined with no specific plan for the elimination of nuclear weapons is consistent with the nuclear Non-Proliferation Treaty and concludes that new limits on nuclear modernizations are needed.

The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations.     India's nuclear energy strategy has traditionally strived for energy self-sufficiency, driven largely by necessity following trade restrictions imposed by the Nuclear Suppliers Group (NSG) following India's 'peaceful nuclear explosion' of 1974. On September 6, 2008, the NSG agreed to create an exception opening nuclear trade with India, which may create opportunities for India to modify its baseline strategy. The purpose of this document is to describe India's 'baseline plan,' which was developed under constrained trade conditions, as a basis for understanding changes in India's path as a result of the opening of nuclear commerce. Note that this treatise is based upon publicly available information. No attempt is made to judge whether India can meet specified goals either in scope or schedule. In fact, the reader is warned a priori that India's delivery of stated goals has often fallen short or taken a significantly longer period to accomplish. It has been evident since the early days of nuclear power that India's natural resources would determine the direction of its civil nuclear power program. It's modest uranium but vast thorium reserves dictated that the country's primary objective would be thorium utilization. Estimates of India's natural deposits vary appreciably, but its uranium reserves are known to be extremely limited, totaling approximately 80,000 tons, on the order of 1% of the world's deposits; and nominally one-third of this ore is of very low uranium concentration. However, India's roughly 300,000 tons of thorium reserves account for approximately 30% of the world's total. Confronted with this reality, the future of India's nuclear power industry is strongly dependent on the development of a thorium-based nuclear fuel cycle as the only way to insure a stable, sustainable, and autonomous program. The path to India's nuclear energy self-sufficiency was first outlined in a seminal paper by Drs. H. J. Bhabha and N. B. Prasad presented at the Second United Nations Conference on the Peaceful Uses of Atomic Energy in 1958. The paper described a three stage plan for a sustainable nuclear energy program consistent with India's limited uranium but abundant thorium natural resources. In the first stage, natural uranium would be used to fuel graphite or heavy water moderated reactors. Plutonium extracted from the spent fuel of these thermal reactors would drive fast reactors in the second stage that would contain thorium blankets for breeding uranium-233 (U-233). In the final stage, this U-233 would fuel thorium burning reactors that would breed and fission U-233 in situ. This three stage blueprint still reigns as the core of India's civil nuclear power program. India's progress in the development of nuclear power, however, has been impacted by its isolation from the international nuclear community for its development of nuclear weapons and consequent refusal to sign the Nuclear Nonproliferation Treaty (NPT). Initially, India was engaged in numerous cooperative research programs with foreign countries; for example, under the 'Atoms for Peace' program, India acquired the Cirus reactor, a 40 MWt research reactor from Canada moderated with heavy water from the United States. India was also actively engaged in negotiations for the NPT. But, on May 18, 1974, India conducted a 'peaceful nuclear explosion' at Pokharan using plutonium produced by the Cirus reactor, abruptly ending the era of international collaboration. India then refused to sign the NPT, which it viewed as discriminatory since it would be required to join as a non-nuclear weapons state. As a result of India's actions, the Nuclear Suppliers Group (NSG) was created in 1975 to establish guidelines 'to apply to nuclear transfers for peaceful purposes to help ensure that such transfers would not be diverted to unsafeguarded nuclear fuel cycle or nuclear explosive activities. These nuclear export controls have forced India to be largely self-sufficient in all nuclear-related technologies.

    A nuclear reactor in which the core components, including fuel-rod assemblies, control-rod assemblies, fertile rod-assemblies, and removable shielding assemblies, are supported by a plurality of separate inlet modular units. These units are referred to as inlet module units to distinguish them from the modules of the upper internals of the reactor. The modular units are supported, each removable independently of the others, in liners in the supporting structure for the lower internals of the reactor. The core assemblies are removably supported in integral receptacles or sockets of the modular units. The liners, units, sockets and assmblies have inlet openings for entry of the fluid. The modular units are each removably mounted in the liners with fluid seals interposed between the opening in the liner and inlet module into which the fluid enters and the upper and lower portion of the liner. Each assembly is similarly mounted in a corresponding receptacle with fluid seals interposed between the openings where the fluid enters and the lower portion of the receptacle or fitting closely in these regions. As fluid flows along each core assembly a pressure drop is produced along the fluid so that the fluid which emerges from each core assembly is at a lower pressure than the fluid which enters the core assembly. However because of the seals interposed in the mountings of the units and assemblies the pressures above and below the units and assemblies are balanced and the units are held in the liners and the assemblies are held in the receptacles by their weights as they have a higher specific gravity than the fluid. The low-pressure spaces between each module and its liner and between each core assembly and its module is vented to the low-pressure regions of the vessel to assure that fluid which leaks through the seals does not accumulate and destroy the hydraulic balance.

    The threat of a nuclear war creates a chronic erosion of moral and intellectual integrity and places the future of humanity in the hands of a few hundred people. The nuclear elite probably requires a degree of psychological numbing and desensitization in order to separate themselves emotionally from decisions that might require exercise of their power. They may also lose the ability to question basic assumptions and may identify themselves with the rightness of their policies and the need to use nuclear technology to preserve those policies. To reform the nuclear-industrial complex, the American public must become educated to give the prevention of nuclear war a higher priority than the economy. Fears and anxieties may underlie apparent apathy, taking the form of denial and a focus on immediate problems. A campaign by knowledgeable people to educate the public should stress the empirical data necessary for objectivity and should use a multidisciplinary approach in the same way that recent death education programs have broken the taboos about discussing the Nazi holocaust. An outline of a nuclear-education program suggests a number of social and economic benefits. 13 references. (DCK)

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    The nuclear-generated power touted in the 1950s as someday being {open_quotes}too cheap to meter{close_quotes} got dismissed in the 1980s as incapable of being both safe and cost effective. Today, less than 20 percent of American`s electricity is nuclear-generated, no new plants are planned or on order, and some of the earliest units are scheduled for decommissioning within the next decade. Even so, interest in nuclear power has been revived by increasing energy demands, concerns about global warming, and the uncertainty surrounding oil resources in the Persian Gulf. As a long-term alternative to fossil fuels, atomic energy offers the important advantages of clean air and domestic availability of fuel. But these advantages will count for little unless and until the costs of nuclear power can be seen as reasonable. The authors premise is that the relevant costs are those of providing safe and environmentally clean electric energy. To the extent that increased costs have resulted from increasingly stringent regulations, they reflect the internalization of external costs. Indeed, the external costs of nuclear power (particularly safety and environmental protection) have been internalized to a greater degree than with most alternative fuel sources used by electric utilities. Nuclear construction costs are properly compared with those of alternative sources only after the latter are adjusted for environmental damage and endangerment, including, as examples, the costs of oil spills, of building double-hulled tankers, and of building off-shore offloading facilities. A shift to nuclear sources could reduce these costs whereas it would increase disposal costs for radioactive materials. The authors contend that a better understanding of nuclear plant construction costs is pivotal to a balanced evaluation of the merits of uranium relative to other fuel choices. 12 refs., 2 figs., 5 tabs.

    Examining the intersection of risk analysis and sustainable energy strategies reveals numerous examples of energy efficient and renewable energy technologies that offer insurance loss-prevention benefits. The growing threat of climate change provides an added motivation for the risk community to better understand this area of opportunity. While analyses of climate change mitigation typically focus on the emissions-reduction characteristics of sustainable energy technologies, less often recognized are a host of synergistic ways in which these technologies also offer adaptation benefits, e.g. making buildings more resilient to natural disasters. While there is already some relevant activity, there remain various barriers to significantly expanding these efforts. Achieving successful integration of sustainable energy considerations with risk-management objectives requires a more proactive orientation, and coordination among diverse actors and industry groups.
