  1. Evaluation of American Indian Science and Engineering Society Intertribal Middle School Science and Math Bowl Project

    The American Indian Science and Engineering Society (AISES) has been funded under a U.S. Department of Energy (DOE) grant (Grant Award No. DE-SC0004058) to host an Intertribal Middle-School Science and Math Bowl (IMSSMB) comprised of teams made up of a majority of American Indian students from Bureau of Indian Education-funded schools and public schools. The intent of the AISES middle school science and math bowl is to increase participation of American Indian students at the DOE-sponsored National Science Bowl. Although national in its recruitment scope, the AISES Intertribal Science and Math Bowl is considered a “regional” science bowl, equivalent to the other 50 regional science bowls which are geographically limited to states. Most regional bowls do not have American Indian student teams competing, hence the AISES bowl is meant to encourage American Indian student teams to increase their science knowledge in order to participate at the national level. The AISES competition brings together teams from various American Indian communities across the nation. Each team is provided with funds for travel to and from the event, as well as for lodging and meals. In 2011 and 2012, there were 10 teams participating; in 2013, the number of teams participating doubled to 20. Each Science and Math Bowl team is comprised of four middle school — grades 6 through 8 — students, one alternate, and a teacher who serves as advisor and coach — although in at least two cases, the coach was not a teacher, but was the Indian Education Coordinator. Each team member must have at least a 3.0 GPA. Furthermore, the majority of students in each team must be comprised of American Indian, Alaska Native or Native Hawaiian students. Under the current DOE grant, AISES sponsored three annual middle school science bowl competitions over the years 2011, 2012 and 2013. The science and math bowls have been held in late March concurrently with the National American Indian Science and Engineering Fair (NAISEF) and EXPO at the Albuquerque, NM Convention Center. Albuquerque is also the home of the AISES national office. The AISES staff also recruits volunteers to assist with implementation of the science and math bowl event. In 2011, there were 7 volunteers; in 2012, 15 volunteers, and in 2013, 19 volunteers. Volunteers are recruited from a variety of local sources, including Sandia Laboratories, Southwest Indian Polytechnic Institute students, Department of Defense, as well as family members of AISES staff. For AISES, the goals of the Intertribal Middle School Science and Math Bowl project are to have more Native students learn science, for them to gain confidence in competing, and to reward their effort in order to motivate them to pursue studies in the sciences and engineering. For DOE, the goals of the project are to get more Native students to compete at the National Science Bowl, held in Washington, DC.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    The structure, interdependence, and fragility of systems ranging from power grids and transportation to ecology, climate, biology and even human communities and the Internet, have been examined through network science. While the response to perturbations has been quantified, recovery strategies for perturbed networks have usually been either discussed conceptually or through anecdotal case studies. Here we develop a network science-based quantitative methods framework for measuring, comparing and interpreting hazard responses and as well as recovery strategies. The framework, motivated by the recently proposed temporal resilience paradigm, is demonstrated with the Indian Railways Network. The methods are demonstrated through the resilience of the network to natural or human-induced hazards and electric grid failure. Simulations inspired by the 2004 Indian Ocean Tsunami and the 2012 North Indian blackout as well as a cyber-physical attack scenario.     Power generation in India rose from a meager 1,362 MW in 1947 to over 76,700 MW in 1994. The industry is committed to add 140,000 MW by 2010 to address the current gap in demand and supply of power as well as to meet the industrial growth of the country. The properties of Indian coal are different from those of the Western countries like USA, UK etc. The difference stems from their separate geological origins. Indian coal is basically of permian age with minor tertiary types, compared to the carboniferous coals of the Western countries. Perhaps the most significant property of Indian coal is its high ash content derived from the preponderance of sedimentation based minerals, intimately dispersed in the coal matrix. This paper describes an Indo-US partnership program for a trial application of a cost effective US technology of SO3 conditioning to an Indian power plant with the objective of transferring the technology to India.

    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    We argue for a cost-effective, long-term North American underground science strategy based on partnership with Canada and initial construction of a modest U.S. Stage I laboratory designed to complement SNOLab. We show, by reviewing the requirements of detectors now in the R&D phase, that SNOLab and a properly designed U.S. Stage I facility would be capable of meeting the needs of North America's next wave of underground experiments. We discuss one opportunity for creating a Stage I laboratory, the Pioneer tunnel in Washington State, a site that could be developed to provide dedicated, clean, horizontal access. This unused tunnel, part of the deepest (1040 m) tunnel system in the U.S., would allow the U.S. to establish, at low risk and low cost, a laboratory at a depth (2.12 km.w.e., or kilometers of water equivalent) quite similar to that of the Japanese laboratory Kamioka (2.04 km.w.e.). We describe studies of cosmic ray attenuation important to properly locating such a laboratory, and the tunnel improvements that would be required to produce an optimal Stage I facility. We also discuss possibilities for far-future Stage II (3.62 km.w.e.) and Stage III (5.00 km.w.e.) developments at the Pioneer tunnel, should future North American needs for deep space exceed that available at SNOLab.

It is now endemic in most parts of the South East Asia including India. Though Dengue virus type 2 (DENV-2) is predominantly associated with major outbreaks in India, complete genome information of Indian DENV-2 is not available. In this study, the full-length genome of five DENV-2 isolates (four from 2001 to 2011 and one from 1960), from different parts of India was determined. The complete genome of the Indian DENV-2 was found to be 10,670 bases long with an open reading frame coding for 3391 amino acids. The recent Indian DENV-2 (2001–2011) revealed a nucleotide sequence identity of around 90% and 97% with an older Indian DENV-2 (1960) and closely related Sri Lankan and Chinese DENV-2 respectively. Presence of unique amino acid residues and non-conservative substitutions in critical amino acid residues of major structural and non-structural proteins was observed in recent Indian DENV-2. Selection pressure analysis revealed positive selection in few amino acid sites of the genes encoding for structural and non-structural proteins. The molecular phylogenetic analysis based on comparison of both complete coding region and envelope protein gene with globally diverse DENV-2 viruses classified the recent Indian isolates into a unique South Asian clade within Cosmopolitan genotype. A shift of genotype from American to Cosmopolitan in 1970s characterized the evolution of DENV-2 in India. Present study is the first report on complete genome characterization of emerging DENV-2 isolates from India and highlights the circulation of a unique clade in South Asia.

    The DUSEL Project has produced the Preliminary Design of the Deep Underground Science and Engineering Laboratory (DUSEL) at the rehabilitated former Homestake mine in South Dakota. The Facility design calls for, on the surface, two new buildings - one a visitor and education center, the other an experiment assembly hall - and multiple repurposed existing buildings. To support underground research activities, the design includes two laboratory modules and additional spaces at a level 4,850 feet underground for physics, biology, engineering, and Earth science experiments. On the same level, the design includes a Department of Energy-shepherded Large Cavity supporting the Long Baseline Neutrino Experiment. At the 7,400-feet level, the design incorporates one laboratory module and additional spaces for physics and Earth science efforts. With input from some 25 science and engineering collaborations, the Project has designed critical experimental space and infrastructure needs, including space for a suite of multidisciplinary experiments in a laboratory whose projected life span is at least 30 years. From these experiments, a critical suite of experiments is outlined, whose construction will be funded along with the facility. The Facility design permits expansion and evolution, as may be driven by future science requirements, and enables participation by other agencies. The design leverages South Dakota's substantial investment in facility infrastructure, risk retirement, and operation of its Sanford Laboratory at Homestake. The Project is planning education and outreach programs, and has initiated efforts to establish regional partnerships with underserved populations - regional American Indian and rural populations.

The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are encouraged to educate themselves about the history and culture of tribal nations near DOE facilities.This guide provides a first step in that direction.

    In early 2011, a dialogue was initiated within the Board of Directors (BOD) of the American Society for Radiation Oncology (ASTRO) regarding the future of the basic sciences of the specialty, primarily focused on the current state and potential future direction of basic research within radiation oncology. After consideration of the complexity of the issues involved and the precise nature of the undertaking, in August 2011, the BOD empanelled a Cancer Biology/Radiation Biology Task Force (TF). The TF was charged with developing an accurate snapshot of the current state of basic (preclinical) research in radiation oncology from the perspective of relevance to the modern clinical practice of radiation oncology as well as the education of our trainees and attending physicians in the biological sciences. The TF was further charged with making suggestions as to critical areas of biological basic research investigation that might be most likely to maintain and build further the scientific foundation and vitality of radiation oncology as an independent and vibrant medical specialty. It was not within the scope of service of the TF to consider the quality of ongoing research efforts within the broader radiation oncology space, to presume to consider their future potential, or to discourage in any way the investigators committed to areas of interest other than those targeted. The TF charge specifically precluded consideration of research issues related to technology, physics, or clinical investigations. This document represents an Executive Summary of the Task Force report.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    A coupled carbon/climate model is used to explore the impact of Drake Passage opening and Central American Seaway closure on the distribution of carbon in the global oceans. We find that gateway evolution likely played an important role in setting the modern day distribution of oceanic dissolved inorganic carbon (DIC), which is currently characterized by relatively low concentrations in the Atlantic ocean, and high concentrations in the Southern, Indian, and Pacific oceans. In agreement with previous studies, we find a closed Drake Passage in the presence of an open Central American Seaway results in suppressed Atlantic meridional overturning and enhancedmore »southern hemispheric deep convection. Opening of the Drake Passage triggers Antarctic Circumpolar Current flow and a weak Atlantic meridional overturning circulation (AMOC). Subsequent Central American Seaway closure reinforces the AMOC while also stagnating equatorial Pacific subsurface waters. These gateway-derived oceanographic changes are reflected in large shifts to the global distribution of DIC. An initially closed Drake Passage results in high DIC concentrations in the Atlantic and Arctic oceans, and lower DIC concentrations in the Pacific/Indian/Southern oceans. Opening Drake Passage reverses this gradient by lowering mid-depth Atlantic and Arctic DIC concentrations and raising deep Pacific/Indian/Southern Ocean DIC concentrations. Central American Seaway closure further reinforces this trend through additional Atlantic mid-depth DIC decreases, as well as Pacific mid-depth DIC concentration increases, with the net effect being a transition to a modern distribution of oceanic DIC.« less

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    The monsoon climate is traditionally characterized by large seasonal rainfall and reversal of wind direction (e.g., Krishnamurti 1979). Most importantly this rainfall is the major source of fresh water to various human activities such as agriculture. The Indian subcontinent resides at the core of the Southeast Asian summer monsoon system, with the monsoon trough extended from northern India across Indochina to the Western Tropical Pacific (WTP). Large fraction of annual rainfall occurs during the summer monsoon season, i.e., June - August with two distinct maxima. One is located over the Bay of Bengal with rainfall extending northwestward into eastern and central India, and the other along the west coast of India where the lower level moist wind meets the Western Ghat Mountains (Saha and Bavardeckar 1976). The rest of the Indian subcontinent receives relatively less rainfall. Various weather systems such as tropical cyclones and weak disturbances contribute to monsoon rainfall (Ramage 1971). Among these systems, the most efficient rain-producing system is known as the Indian monsoon depression (hereafter MD). This MD is critical for monsoon rainfall because: (i) it occurs about six times during each summer monsoon season, (ii) it propagates deeply into the continent and produces large amounts of rainfall along its track, and (iii) about half of the monsoon rainfall is contributed to by the MDs (e.g., Krishnamurti 1979). Therefore, understanding various properties of the MD is a key towards comprehending the veracity of the Indian summer monsoon and especially its hydrological process.

    Gutierrez and Larcom (2000) suggest that ''According to the National Science Foundation/Division of Science Resources Studies in 1997, the percentage distribution of scientists and engineers in the labor force by race/ethnicity changed little between 1993 and 1997''. According to this report, Black, non-Hispanic went from 3.6 in 1993 to 3.4 in 1997. Hispanic went from 3.0 in 1993 to 3.1 in 1997; and American Indian/Alaskan Native stayed the same at 0.3 during the same period. The only exceptions were a slight increase in the percentage of Asian from 9.2 in 1993 to 10.4 in 1997, while a slight decrease in percentage White from 83.9 in 1993 to 82.8 in 1997. Overall, no major changes in minorities were present in the science and engineering fields during that period. These data shows that major efforts are needed in order to improve and achieve better results for diversity in the workplace (Gutierrez & Larcom, 2000). This does not mean that major steps have not been taken over this period. For example, the Minority Summer Research Program in Plant Sciences (also funded in part by NSF under the title, ''Undergraduate Researchers in Plant Sciences Program'') was established in an effort to enhance the diversity of the plant science community. The Minority Summer Research Program in Plant Sciences was designed to encourage members of underrepresented groups to seek career opportunities in the plant sciences. To achieve this end, the program contained several components with the primary focus on mentored research for undergraduate students. The research experience was provided during the summer months on the campus of Michigan State University in East Lansing, Michigan. At the end of the summer experience, each participant presented an oral report on their research, and submitted a written paper on the same topic. This was deliberately designed to mimic the plant science professions in which research leads to presentations in the form of reports, papers, etc. In addition to the program's research component, the participants met twice each week with the co-coordinators, William Gordon and Ken Poff, for an ''enrichment''. One ''enrichment'' each week was dedicated to a seminar or field experience designed to broaden the participants views of the plant sciences. The second ''enrichment'' was designed to teach strategies for successfully crossing cultural barriers, and to develop the skills necessary for success in admissions to and successful completion of graduate school. During the eleven-year duration of the program, participants have included students from underrepresented populations at Historically Black Colleges and Universities (HBCU), an Hispanic Serving Institution (MSI), and a Native American transfer student from a Tribal College (Table I).

    In recent past online social media has played a pivotal role in sharing of information and opinions on real time events. Events in physical space are reflected in digital world through online social networks. Event based studies for such content have been widely done on Twitter in the computer science community. In this report, we performed a detailed analysis of a sports event called the Indian Premier League (IPL'13) for both Facebook and Twitter. IPL is the most popular cricket league in India with players from across the world. We analysed more than 2.6 million tweets and 700 thousand Facebook posts for temporal activity, text quality, geography of users and the spot-fixing scandal which came up during the league. We were able to draw strong correlations between the brand value of teams and how much they were talked about on social media across Facebook and Twitter.     In India, as in many countries, the main focus in science classrooms is on exams rather than musing on the fascinating concepts and understanding of the world that science offers. This can mean that students lose interest in studying science -a problem that is further hampered where there is a lack of facilities, expertise or mentors. We started the 'Science is fun' outreach programme to address these problems. The 15-person team, led by undergraduate and research scientists, conducted four workshops with underprivileged children in Indian primary and secondary schools during December 2014 and January 2015. The workshops explored basic science concepts, reinforced by hands-on experiments using readily available materials. They were generally successful, with students keen to participate and motivated to learn more after the workshops.     Culinary practices are influenced by climate, culture, history and geography. Molecular composition of recipes in a cuisine reveals patterns in food preferences. Indian cuisine encompasses a number of diverse sub-cuisines separated by geographies, climates and cultures. Its culinary system has a long history of health-centric dietary practices focused on disease prevention and promotion of health. We study food pairing in recipes of Indian cuisine to show that, in contrast to positive food pairing reported in some Western cuisines, Indian cuisine has a strong signature of negative food pairing; more the extent of flavor sharing between any two ingredients, lesser their co-occurrence. This feature is independent of recipe size and is not explained by ingredient category-based recipe constitution alone. Ingredient frequency emerged as the dominant factor specifying the characteristic flavor sharing pattern of the cuisine.     I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    The interim Guidelines provide information on the need for and appropriate methods of identifying and abating lead-based paint (LBP) in the Department of Housing and Urban Development's (HUD's) Public and Indian Housing program. It should be noted that these are interim Guidelines and are subject to change as new information becomes available. All requirements for Public Housing Authorities (PHAs) are considered to apply to Indian Housing Authorities (IHAs), except where specifically excluded by statute. Thus, these Guidelines apply to PHAs and IHAs inclusively. These Guidelines have been prepared by a panel of distinguished experts in the field of LBP and are an outgrowth of the National Institute of Building Sciences (NIBS) effort, which developed the first draft of these guidelines under contract to HUD. These Guidelines represent the first national compilation of technical protocols, practices, and procedures on testing, abatement, worker protection, clean-up, and disposal of LBP in residential structures. These Guidelines should be used in conjunction with the requirements of any State or local codes and regulations which may apply to the specific project under consideration.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production. This plan calls for commercial-scale production only, with the QIN being the first “customer” for the product. This plan favors employing the pyrolysis technology to produce bio-oil, heat, and char. We favor this approach and technology because it is the most cost effective way to use the available resource. Its main product, bio-oil, has proven utility for the production of heat and electricity. It has promise for use as an alternative fuel, which is a much higher value than present uses of wood and it meets the QIN need for flexibility, scalability, and portability. Char, the secondary product from the pyrolysis process, has proven value-added uses. In addition to these direct benefits, the use of biomass in pyrolysis technology has significant indirect benefits. These benefits include the fact that the technology is a good fit with the Nation’s cultural values, i.e., environmental protection and the holistic use of a resource. It fits well with current QIN enterprises. For example, char could be processed into a charcoal co-product for QIN fish. Finally, the QIN can become a leader in developing and demonstrating this innovative approach to the use of wood. This plan proposes key organization steps to insure both excellent implementation of the plan and taking the best advantage of the processes and facilities put in place. This plan calls for two new QIN organizations: an energy production/distribution corporation and a community development corporation. The production/distribution corporation can be either a utility or a business enterprise that develops and markets renewable energy. The community development corporation can be a not-for-profit to support the QIN in taking best advantage of its energy opportunities. The production and distribution corporation is the subject of a further business planning effort now underway. This plan envisions a community development corporation that works directly with the Business Committee on research, education, and project development.     This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    The Indian state of Gujarat is forecasting solar and wind generation expansion from 16% to 32% of installed generation capacity by 2015. Some states in India are already experiencing heavy wind power curtailment. Understanding how to integrate variable generation (VG) into the grid is of great interest to local transmission companies and India's Ministry of New and Renewable Energy. This paper describes the nature of a market-based integration study and how this approach, while new to Indian grid operation and planning, is necessary to understand how to operate and expand the grid to best accommodate the expansion of VG. Second, it discusses options in defining a study's scope, such as data granularity, generation modeling, and geographic scope. The paper also explores how Gujarat's method of grid operation and current system reliability will affect how an integration study can be performed.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    Indian nuclear power program as of now is mainly based on Pressurized Heavy Water Reactors (PHWRs). Operating Procedures for normal power operation and Emergency Operating Procedures for operational transients and accidents within design basis exist for all Indian PHWRs. In addition, on-site and off-site emergency response procedures are also available for these NPPs. The guidelines needed for severe accidents mitigation are now formally being documented for Indian PHWRs. Also, in line with International trend of having symptom based emergency handling, the work is in advanced stage for preparation of symptom-based emergency operating procedures. Following a plant upset condition; a number of alarms distributed in different information systems appear in the control room to aid operator to identify the nature of the event. After identifying the event, appropriate intervention in the form of event based emergency operating procedure is put into use by the operating staff. However, if the initiating event cannot be unambiguously identified or after the initial event some other failures take place, then the selected event based emergency operating procedure will not be optimal. In such a case, reactor safety is ensured by monitoring safety functions (depicted by selected plant parameters grouped together) throughout the event handling so that the barriers to radioactivity release namely, fuel and fuel cladding, primary heat transport system integrity and containment remain intact. Simultaneous monitoring of all these safety functions is proposed through status trees and this concept will be implemented through a computer-based system. For beyond design basis accidents, event sequences are identified which may lead to severe core damage. As part of this project, severe accident mitigation guidelines are being finalized for the selected event sequences. The paper brings out the details of work being carried out for Indian PHWRs for symptom based event handling and severe accident management. (authors)

    We have made experimental measurements of electrical conductivity, pH and relative magnetic susceptibility of the aqueous solutions of 24 indian spices. The measured values of electrical conductance of these spices are found to be linearly related to their ash content and bulk calorific values reported in literature. The physiological relevance of the pH and diamagnetic susceptibility of spices when consumed as food or medicine will be also discussed.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.
