The ninth EMF study, North American Natural Gas Markets, was conducted by a working group comprised of leading natural gas analysts and decision-makers from government, private companies, universities, and research and consulting organizations. The EMF 9 working group met five times from October 1986 through June 1988 to discuss key issues and analyze natural gas markets. This third volume includes technical papers that support many of the conclusions discussed in the EMF 9 summary report (Volume 1) and full working group report (Volume 2). These papers discuss the results from the individual models as well as some nonmodeling analysis related to US natural gas imports and industrial natural gas demand. Individual papers have been processed separately for inclusion in the Energy Science and Technology Database.

    Purpose: The American Society for Radiation Oncology (ASTRO) conducted the 2012 Radiation Oncology Workforce Survey to obtain an up-to-date picture of the workforce, assess its needs and concerns, and identify quality and safety improvement opportunities. The results pertaining to radiation oncologists (ROs) and residents (RORs) are presented here. Methods: The ASTRO Workforce Subcommittee, in collaboration with allied radiation oncology professional societies, conducted a survey study in early 2012. An online survey questionnaire was sent to all segments of the radiation oncology workforce. Respondents who were actively working were included in the analysis. This manuscript describes the data for ROs and RORs. Results: A total of 3618 ROs and 568 RORs were surveyed. The response rate for both groups was 29%, with 1047 RO and 165 ROR responses. Among ROs, the 2 most common racial groups were white (80%) and Asian (15%), and the male-to-female ratio was 2.85 (74% male). The median age of ROs was 51. ROs averaged 253.4 new patient consults in a year and 22.9 on-treatment patients. More than 86% of ROs reported being satisfied or very satisfied overall with their career. Close to half of ROs reported having burnout feelings. There was a trend toward more frequent burnout feelings with increasing numbers of new patient consults. ROs' top concerns were related to documentation, reimbursement, and patients' health insurance coverage. Ninety-five percent of ROs felt confident when implementing new technology. Fifty-one percent of ROs thought that the supply of ROs was balanced with demand, and 33% perceived an oversupply. Conclusions: This study provides a current snapshot of the 2012 radiation oncology physician workforce. There was a predominance of whites and men. Job satisfaction level was high. However a substantial fraction of ROs reported burnout feelings. Perceptions about supply and demand balance were mixed. ROs top concerns reflect areas of attention for the healthcare sector as a whole.

The group I was responsible for studying has to remain confidential so as not to affect the current project. All dates, reference links and authors, and other distinguishing characteristics of the original group have been removed from this report. All references to the name of this group or the individual splinter groups has been changed to 'Group X'. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

    Independent consultants met at Los Alamos, June 15 and 16, 1993, to review progress on the commissioning of the Integrated Test Stand (ITS) for DARHT and to provide DOE with technical input on readiness for construction of the first radiographic arm of DARHT. The consultants concluded that all milestones necessary for demonstrating the performance of the DARHT accelerator have been met and that the project is ready for construction to resume. The experimental program using ITS should be continued to quantify the comparison of experiment and theory, to test improvements on the injector insulator, and to better evaluate the interaction of the beam and the target.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design.

    We use a cosmological chemodynamical simulation to study how the group environment impacts the star formation properties of disk galaxies. The simulated group has a total mass of M~8x10^12 Msun and a total X-ray luminosity of L_X~10^41 erg s^-1. Our simulation suggests that ram pressure is not sufficient in this group to remove the cold disk gas from a V_rot~150 km s^-1 galaxy. However, the majority of the hot gas in the galaxy is stripped over a timescale of approximately 1 Gyr. Since the cooling of the hot gas component provides a source for new cold gas, the stripping of the hot component effectively cuts off the supply of cold gas. This in turn leads to a quenching of star formation. The galaxy maintains the disk component after the cold gas is consumed leading to a galaxy with S0 properties.   19. Strangulation in Galaxy Groups

    We use a cosmological chemodynamical simulation to study how the group environment impacts the star formation properties of disk galaxies. The simulated group has a total mass of M~8x10^12 Msun and a total X-ray luminosity of L_X~10^41 erg s^-1. Our simulation suggests that ram pressure is not sufficient in this group to remove the cold disk gas from a V_rot~150 km s^-1 galaxy. However, the majority of the hot gas in the galaxy is stripped over a timescale of approximately 1 Gyr. Since the cooling of the hot gas component provides a source for new cold gas, the stripping of the hot component effectively cuts off the supply of cold gas. This in turn leads to a quenching of star formation. The galaxy maintains the disk component after the cold gas is consumed, which may lead to a galaxy similar to an S0. Our self-consistent simulation suggests that this strangulation mechanism works even in low mass groups, providing an explanation for the lower star formation rates in group galaxies relative to galaxies in the field.

    Finite group symmetry is commonplace in Physics, in particular through crystallographic groups occurring in condensed matter physics -- but also through the inversions (C,P,T and their combinations) occurring in high energy physics and field theory. The breaking of finite groups symmetry has thus been thoroughly studied, and general approaches exist to investigate it. In Landau theory, the state of a system is described by a finite dimensional variable (the {\\it order parameter}), and physical states correspond to minima of a potential, invariant under a group. In this article we describe the basics of symmetry breaking analysis for systems described by a symmetric polynomial; in particular we discuss generic symmetry breakings, i.e. those determined by the symmetry properties themselves and independent on the details of the polynomial describing a concrete system. We also discuss how the plethora of invariant polynomials can be to some extent reduced by means of changes of coordinates, i.e. how one can reduce to consider certain types of polynomials with no loss of generality. Finally, we will give some indications on extension of this theory, i.e. on how one deals with symmetry breakings for more general groups and/or more general physical systems.

    In December 1983, 13 nuclear utilities that own TDI diesel generators formally established an Owners• Group to address concerns regarding the reliability and operability of these engines. The Owners' Group program for engine requalification consisted of four major elements: 1) resolution of known problems with potentially generic implications, 2) a design review and quality revalidation (DR/QR) effort aimed at identifying and correcting potential problems with the important engine components, 3) expanded engine testing and inspection, and 4) enhanced engine maintenance and surveillance (M/S) to maintain the qualification of the diesel engines for the lifetime of the nuclear plants that they service. In providing technical support to NRC, the PNL project staff, assisted by a number of diesel engine consultants, focused on the four major elements of the Owners' Group engine requalification program, addressing both generic and plant-specific areas.

    The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

    The Upgraded Coal Interest Group (UCIG) is an EPRI 'users group' that focuses on clean, low-cost options for coal-based power generation. The UCIG covers topics that involve (1) pre-combustion processes, (2) co-firing systems and fuels, and (3) reburn using coal-derived or biomass-derived fuels. The UCIG mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired.

These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

    Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2011, the NRC staff reviewed DOE performance assessments for tank closure at the F-Tank Farm (FTF) Facility and salt waste disposal at the Saltstone Disposal Facility (SDF) at the Savannah River Site (SRS) as part of consultation and monitoring, respectively. Differences in inventories, waste forms, and key barriers led to different areas of focus in the NRC reviews of these two activities at the SRS. Because of the key role of chemically reducing grouts in both applications, the evaluation of chemical barriers was significant to both reviews. However, radionuclide solubility in precipitated metal oxides is expected to play a significant role in FTF performance whereas release of several key radionuclides from the SDF is controlled by sorption or precipitation within the cementitious wasteform itself. Similarly, both reviews included an evaluation of physical barriers to flow, but differences in the physical configurations of the waste led to differences in the reviews. For example, NRC's review of the FTF focused on the modeled degradation of carbon steel tank liners while the staff's review of the SDF performance included a detailed evaluation of the physical degradation of the saltstone wasteform and infiltration-limiting closure cap. Because of the long time periods considered (i.e., tens of thousands of years), the NRC reviews of both facilities included detailed evaluation of the engineered chemical and physical barriers. The NRC staff reviews of residual waste disposal in the FTF and salt waste disposal in the SDF focused on physical barriers to flow and chemical barriers to radionuclide release from the waste. Because the waste inventory and concentration at both sites is sufficient to generate unacceptable doses to an off-site member of the public or inadvertent intruder in the absence of engineered barriers, the NRC staff review focused on the engineering features DOE plans to put in place to limit radionuclide release. At the FTF, DOE expects that peak doses are delayed beyond a 10,000 year performance period by a combination of (1) the flow-limiting effect of the steel tank liner and (2) chemical conditions created by the stabilizing grout overlying the waste that limit the solubility of key radionuclides for tens of thousands of years. At the SDF, DOE expects that flow will be significantly limited by water shedding along the closure cap lower drainage layer and that radionuclide release will be further limited by radionuclide precipitation or sorption within the high pH, chemically reducing conditions created within the saltstone waste form. Because the performance of both facilities depends on the performance of engineered barriers for thousands of years, the reviews included a detailed evaluation of the expected long-term behavior of these barriers. As previously discussed, NRC staff reviews of DOE waste determinations during consultation are designed to evaluate the three NDAA criteria, whereas the review of an updated PA during monitoring only addresses whether the NRC staff has reasonable assurance that the planned disposal action will meet the performance objectives of 10 CFR Part 61. The NRC staff review of the Waste Determination for the FTF did not include conclusions about whether the planned disposal of residual waste at the FTF would meet the NDAA criteria because of the substantial uncertainties in the degree of waste removal DOE would achieve and other technical uncertainties. The main product of the NRC staff review of the planned FTF disposal action is the recommendation that DOE should conduct waste release experiments to increase support for key modeling assumptions related to: (1) the evolution of pH and Eh in the grouted tank syst

    The Fermilab Steering Group has developed a plan to keep U.S. accelerator-based particle physics on the pathway to discovery, both at the Terascale with the LHC and the ILC and in the domain of neutrinos and precision physics with a high-intensity accelerator. The plan puts discovering Terascale physics with the LHC and the ILC as Fermilab's highest priority. While supporting ILC development, the plan creates opportunities for exciting science at the intensity frontier. If the ILC remains near the Global Design Effort's technically driven timeline, Fermilab would continue neutrino science with the NOVA experiment, using the NuMI (Neutrinos at the Main Injector) proton plan, scheduled to begin operating in 2011. If ILC construction must wait somewhat longer, Fermilab's plan proposes SNuMI, an upgrade of NuMI to create a more powerful neutrino beam. If the ILC start is postponed significantly, a central feature of the proposed Fermilab plan calls for building an intense proton facility, Project X, consisting of a linear accelerator with the currently planned characteristics of the ILC combined with Fermilab's existing Recycler Ring and the Main Injector accelerator. The major component of Project X is the linac. Cryomodules, radio-frequency distribution, cryogenics and instrumentation for the linac are the same as or similar to those used in the ILC at a scale of about one percent of a full ILC linac. Project X's intense proton beams would open a path to discovery in neutrino science and in precision physics with charged leptons and quarks. World-leading experiments would allow physicists to address key questions of the Quantum Universe: How did the universe come to be? Are there undiscovered principles of nature: new symmetries, new physical laws? Do all the particles and forces become one? What happened to the antimatter? Building Project X's ILC-like linac would offer substantial support for ILC development by accelerating the industrialization of ILC components in the U.S. and creating an engineering opportunity for ILC cost reductions. It offers an early and tangible application for ILC R&D in superconducting technology, attracting participation from accelerator scientists worldwide and driving forward the technology for still higher-energy accelerators of the future, such as a muon collider. To prepare for a future decision, the Fermilab Steering Group recommends that the laboratory seek R&D support for Project X, in order to produce an overall design of Project X and to spur the R&D and industrialization of ILC linac components needed for Project X. Advice from the High Energy Physics Advisory Panel will guide any future decision to upgrade the Fermilab accelerator complex, taking into account developments affecting the ILC schedule and the continuing evaluation of scientific priorities for U.S. particle physics. Fermilab should also work toward increased resources for longer-term future accelerators such as a muon collider, aiming at higher energies than the ILC would provide.

On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    The two-point spatial correlation function for loose groups of galaxies is computed, using the recently compiled catalog of groups in the southern hemisphere. It is found that the correlation function for groups has a similar slope to that of galaxies but with a smaller amplitude, confirming an earlier result obtained from a similar analysis of the CfA group catalog. This implies that groups of galaxies are more randomly distributed than galaxies, which may be consistent with the predictions of Kashlinsky (1987) for a gravitational clustering scenario for the formation of large-scale structures. 21 refs.

    Hydrogeology research has been very active in both Russia and the US because of the concerns for migration of radioactive and chemical contaminants in soils and geologic formations, as well as for water problems related to mining and other industrial operations. Russian hydrogeologists have developed various analysis and field testing techniques, sometimes in parallel with US counterparts. These Proceedings come out of a Seminar held to bring together a small group (about 15) of active Russian researchers in geologic flow and transport associated with the disposal of radioactive and chemical wastes either on the soils or through deep injection wells, with a corresponding group (about 25) of American hydrogeologists. The meeting was intentionally kept small to enable informal, detailed and in-depth discussions on hydrogeological issues of common interest. Out of this interaction, the authors hope that, firstly, they will have learned from each other and secondly, that research collaborations will be established where there is the opportunity. This proceedings presents the summaries and viewgraphs from the presentations. What cannot be conveyed here is the warm and cooperative atmosphere of these interactions, both inside and outside the formal sessions, which may well lead to future collaborations.

    The ACNS provides a focal point for the national neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The American Conference on Neutron Scattering thus serves a dual role as a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a “super-user” meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization and planning assistance. Additional logistical support is being provided this year through a partnership with the conferencing office of the Materials Research Society (MRS). The ACNS, targeting the entire potential neutron North American user community, complements the annual NIST, ANL and LANSCE neutron and scattering schools which give hands-on experience primarily to graduate students who anticipate using neutron scattering in their thesis research. The summer schools are promoted at the ACNS and represent a natural path for students to take after being inspired by the activities of the ACNS.

    It has been almost one hundred years since Einstein formulated his special theory of relativity in 1905. He showed that the basic space-time symmetry is dictated by the Lorentz group.
