    This paper examines the current system development processes of three major Turkish banks in terms of compliance to internationally accepted system development and software engineering standards to determine the common process problems of banks. After an in-depth investigation into system development and software engineering standards, related process-based standards were selected. Questions were then prepared covering the whole system development process by applying the classical Waterfall life cycle model. Each question is made up of guidance and suggestions from the international system development standards. To collect data, people from the information technology departments of three major banks in Turkey were interviewed. Results have been aggregated by examining the current process status of the three banks together. Problematic issues were identified using the international system development standards.

    American Control Engineering is pleased to submit to LLNL this Final Report describing the final assembly and preliminary testing of the 1.7 megajoule prototype capacitor bank that is located at our facility. The purpose of this test program was to evaluate and characterize the performance of this capacitor bank. These tests were necessary in order to proceed with the design of a final building block module that is to be used to create a reliable and cost effective multi-hundred megajoule energy storage system. The period of performance covered by this contract is from January 1, 1991 through August 31, 1992. American Control Engineering has provided all of the necessary facilities, personnel and materials that were required to perform this testing effort (except for the existing capacitor bank, the LLNL provided flashlamp assembly and E-size ignitron switch tube), An overall view of the assembled capacitor bank system as it appeared at the completion of this subcontract is shown. The initial statement-of-work for the testing and characterization of the capacitor bank was as follows: (1) Measure all of the principal electrical parameters for the 1.7 megajoule prototype capacitor bank at low voltage before proceeding to high voltage testing. This low voltage testing is to include measurement of both normal and fault current and voltage waveforms, starting with the smallest building block grouping and proceeding systematically through to the capacitor bank load. (2) Assemble and attach each of the major subsystem elements to the capacitor bank as they are required for low voltage testing including the ignition output switch structure, coaxial transmission line and load assembly. (3) Make comparison of the test results collected through low voltage testing with those forecasted by the computer mode. Evaluate and resolve any discrepancies between the two results until the computer model achieves reasonable agreement with the actual measured test results.

    This article reports the results of a survey of the responsible crime laboratories in the first 19 states with legislation establishing forensic DNA data banks. The survey inquired into the labs` policies and procedures regarding the collection, storage, and analysis of samples; the retention of samples and data; search protocols; access to samples and data by third parties; and related matters. The research suggests that (1) the number of samples collected from convicted offenders for DNA data banking has far surpassed the number that have been analyzed; (2) data banks have already been used in a small but growing number of cases, to locate suspects and to identify associations between unresolved cases; (3) crime labs currently plan to retain indefinitely the samples collected for their data banks; and (4) the nature and extent of security safeguards that crime labs have implemented for their data banks vary among states. The recently enacted DNA Identification Act (1994) will provide $40 million in federal matching grants to states for DNA analysis activities, so long as states comply with specified quality-assurance standards, submit to external proficiency testing, and limit access to DNA information. Although these additional funds should help to ease some sample backlogs, it remains unclear how labs will allocate the funds, as between analyzing samples for their data banks and testing evidence samples in cases without suspects. The DNA Identification Act provides penalties for the disclosure or obtaining of DNA data held by data banks that participate in CODIS, the FBI`s evolving national network of DNA data banks, but individual crime labs must also develop stringent internal safeguards to prevent breaches of data-bank security. 9 refs., 3 tabs.

    Wetland mitigation banks are already in existence in the United States, and the number is increasing. To date, most of these banks have been created and operated for mitigation of impacts arising from highway or commercial development and have not been associated with the oil and gas industry. Argonne National Laboratory evaluated the positive and negative aspects of wetland mitigation banking for the oil and gas industry by examining banks already created for other uses by federal, state, and private entities. Specific issues addressed in this study include (1) the economic, ecological, and technical effectiveness of existing banks; (2) the changing nature of local, state, and federal jurisdiction; and (3) the unique regulatory and jurisdictional problems affecting bank developments associated with the oil and gas industry.

    Miscellaneous electric loads (MELs) are loads outside of a building's core functions of heating, ventilating, air conditioning, lighting, and water heating. MELs are a large percentage of total building energy loads. This report reviews methods for reducing MELs in Banks. Reducing MELs in a bank setting requires both local and corporate action. Corporate action centers on activities to prioritize and allocate the right resources to correct procurement and central control issues. Local action includes branch assessment or audits to identify specific loads and needs. The worksheet at the end of this guide can help with cataloging needed information and estimating savings potential. The following steps provide a guide to MEL reductions in Bank Branches. The general process has been adapted from a process developed for office buildings the National Renewable Energy Laboratory (NREL, 2011).

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    During 1993-94 Venezuela experienced a severe banking crisis which ended up with 18 commercial banks intervened by the government. Here we develop an early warning system for detecting credit related bankruptcy through discriminant functions developed on financial and macroeconomic data predating the crisis. A robustness test performed on these functions shows high precision in error estimation. The model calibrated on pre-crisis data could detect abnormal financial tension in the late Banco Capital many months before it was intervened and liquidated.

    For more exact calculation of combined heat transfer in the case of finned tube banks (e.g., in the convective section of a furnace), the radiative heat transfer cannot be neglected. A new method for relatively simple calculation of total heat flux (convection + radiation + conduction in fins) is fully compatible with that for bare tube banks/bundles developed earlier. It is based on the method of radiative coefficients. However, the resulting value of heat flux must be corrected due to fin thickness and especially due to the fin radiative influence. For this purpose the so-called multiplicator of heat flux was introduced. The applicability of this methods has been demonstrated on a tubular fired heater convective section. A developed computer program based on the method has also been used for an analysis of the influence of selected parameters to show the share of radiation on the total heat flux.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

The results of the holdup assays are essential for determining compliance with the Waste Acceptance Criteria, Material Control and Accountability, and to meet criticality safety controls. This report covers holdup measurements of uranium residue in six high efficiency particulate air (HEPA) filter banks of the A-lathe and B-lathe exhaust systems of the 321-M facility. This report discusses the non-destructive assay measurements, assumptions, calculations, and results of the uranium holdup in these six items.

    The Washington Department of Fish and Wildlife implemented the Banks Lake Fishery Evaluation Project (BLFEP) in September 2001 with funds from the Bonneville Power Administration. Fiscal Year (FY) 2001 of the BLFEP was used to gather historic information, establish methods and protocols, collect limnology data, and conduct the first seasonal fish surveys. FY 2002 was used to continue seasonal fish and lakewide creel surveys and adjust methods and protocols as needed. Water quality parameters were collected monthly from February to May and bi-monthly from June to August. Banks Lake water temperatures began to increase in April and stratification was apparent by June at all 3 limnology collection sites. By late August, the thermocline had dropped to nearly 20 meters deep, with 16-17 C temperatures throughout the epilimnion. Dissolved oxygen levels were generally above 10 mg/L until August when dissolved oxygen dropped near or below 5 mg/L below 20-meters deep. Secchi depths ranged from 2.5-8 meters and varied by location and date. Nearshore and offshore fish surveys were conducted in October 2002 and May and July 2003 using boat electrofishing, fyke net, gill net, and hydroacoustic surveys. Yellow Perch Perca flavescens (32 %) and cottid spp. (22 %) dominated the nearshore species composition in October; however, by May yellow perch (12 %) were the third most common species followed by smallmouth bass Micropterous dolomieui (34 %) and lake whitefish Coregonus clupeaformis (14 %). Lake whitefish dominated the offshore catch during October (78 %) and May (81 %). Fish diet analysis indicated that juvenile fishes consumed primarily insects and zooplankton, while adult piscivores consumed cottids spp. and yellow perch most frequently. For FY 2002, the following creel statistics are comprehensive through August 31, 2003. The highest angling pressure occurred in June 2003, when anglers were primarily targeting walleye and smallmouth bass. Boat anglers utilized Steamboat State Park more frequently than any other boat ramp on Banks Lake. Shore anglers used the rock jetty at Coulee City Park 76 % of the time, with highest use occurring from November through April. An estimated total of 11,915 ({+-}140 SD) smallmouth bass, 6,412 ({+-}59 SD) walleye, 5,470 ({+-}260 SD) rainbow trout, and 1,949 ({+-}118 SD) yellow perch were harvested from Banks Lake in FY 2002. Only 3 kokanee were reported in the catch during the FY 2002 creel survey. In the future, data from the seasonal surveys and creel will be used to identify potential factors that may limit the production and harvest of kokanee, rainbow trout, and various spiny-rayed fishes in Banks Lake. The limiting factors that will be examined consist of: abiotic factors including water temperature, dissolved oxygen levels, habitat, exploitation and entrainment; and biotic factors including food limitation and predation. The BLFEP will also evaluate the success of several rearing and stocking strategies for hatchery kokanee in Banks Lake.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

    A data bank of monthly-mean surface air temperature and sea-level or station-level pressures is presented for 29 stations over the Antarctic region south of 60/sup 0/S. Considerable attempts have been made to locate missing data in nationally published sources and in World Weather Records. By cross-checking neighboring station data, suspect values have been either verified or corrected. At four sites in the Antarctic Peninsula region, composite records were produced by amalgamating records from a number of short and longer length records at or near the key sites. The four sites were Bellingshausen, Faraday, Esperenza and Rothera. The mean Antarctic temperature series produced by Raper et al. (1984) is updated using the same method of calculation.

    Locke Island is located in the Columbia River in south-central Washington. The US Department of Energy (DOE) owns Locke Island as part of its Hanford Site. In the 1960s and 1970s, as a result of intensive irrigation developments on the inland shoreline to the east of the island, the White Bluffs, which form the eastern boundary of the Columbia River channel in this area, began to show geological failures as excess irrigation water seeped out along the bluffs. One of the largest such failures, known as the Locke Island Landslide, is located just east of Locke Island. By the early 1980s, this landslide mass had moved westward into the river channel toward the island and was diverting the current at the island`s eastern perimeter. Erosion of the bank in the center of the island accelerated, threatening the cultural resources. By the early 1990s, the erosion had exposed cultural features and artifacts along the bank, leading to the beginning of intermittent monitoring of the cutbank. In 1994, DOE initiated more scheduled, systematic monitoring of island erosion to better understand the physical processes involved as well as mitigate ongoing loss of the archaeological record.

The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The US Nuclear Regulatory Commission (NRC) is conducting a research program to determine the need for a human-reliability data bank unique to the nuclear industry. This report, in describing a proposed data bank, focuses primarily on four requirements: human-performance data collection, treatment, structuring (storage), and retrieval. Four data-collection methods are proposed: three are extensions to existing systems (i.e., Licensee Event Reports (LER), Nuclear Plant Reliability Data System (NPRDS), and Plant Incident Reports (PIR)); the fourth is a new system called the Nuclear Safety Reporting System (NSRS). Data treatment involves evaluating raw field data and data from other sources (e.g., training simulator, expert judgment, and performance modeling), and preparing them for entry into the data bank. Data structuring involves storage of data by equipment characteristics and human actions at the system, component, and individual control/display levels. Data retrieval uses a set of matrices based on the data-structuring taxonomy.

    The American Gas Association (AGA) supports a policy of increasing conventional natural gas production and sustaining the higher level for at least 40 years in addition to developing unconventional sources by coal gasification, methane, biomass, and other technologies. International efforts to shift from petroleum to gas are responding to the need for appropriate policies. With gas supplying 40% of the energy consumed by American buildings and by industry and agriculture, the country has a significant financial investment in equipment and distribution systems. Although deregulation of gas prices will not prevent a decline in conventional production for the next decade, new sources and technologies will combine to maintain supplies. Policies are needed to enhance the US coal gasification capability and to promote the use of dual-fired furnaces.     This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    Matched filtering is used to search for gravitational waves emitted by inspiralling compact binaries in data from ground-based interferometers. One of the key aspects of the detection process is the deployment of a set of templates, also called a template bank, to cover the astrophysically interesting region of the parameter space. In a companion paper, we described the template-bank algorithm used in the analysis of LIGO data to search for signals from non-spinning binaries made of neutron star and/or stellar-mass black holes; this template bank is based upon physical template families. In this paper, we describe the phenomenological template bank that was used to search for gravitational waves from non-spinning black hole binaries (from stellar mass formation) in the second, third and fourth LIGO science runs. We briefly explain the design of the bank, whose templates are based on a phenomenological detection template family. We show that this template bank gives matches greater than 95% with the physical template families that are expected to be captured by the phenomenological templates.

    The Brookhaven AGS Main Magnet Power Supply (MMPS) is a thyristor control supply rated at 5500 Amps, +/-9000 Volts. The peak magnet power is 50 MWatts. The power supply is fed from a motor/generator manufactured by Siemens. The generator is 3 phase 7500 Volts rated at 50 MVA. The peak power requirements come from the stored energy in the rotor of the motor/generator. The motor generator is about 45 years old, made by Siemens and it is not clear if companies will be manufacturing similar machines in the future. We are therefore investigating different ways of storing energy for future AGS MMPS operations. This paper will present simulations of a power supply where energy is stored in capacitor banks. Two dc to dc converters will be presented along with the control system of the power section. The switching elements will be IGCT's made by ABB. The simulation program used is called PSIM version 6.1. The average power from the local power authority into the power supply will be kept constant during the pulsing of the magnets at +/-50 MW. The reactive power will also be kept constant below 1.5 MVAR. Waveforms will be presented.

Various detection schemes were examined and were found to be effective for different situations. It has been discovered that an enhanced sensitivity is realizable for the very lowest frequency disturbances by detecting the infrasound at the top of the atmosphere using radio sound techniques. These techniques are compared to more traditional measurement schemes.

    We have conducted a search for giant pulses from four millisecond pulsars using the 100m Green Bank Telescope. Coherently dedispersed time-series from PSR J0218+4232 were found to contain giant pulses of very short intrinsic duration whose energies follow power-law statistics. The giant pulses are in phase with the two minima of the radio integrated pulse profile but are phase aligned with the peaks of the X-ray profile. Historically, individual pulses more than 10-20 times the mean pulse energy have been deemed to be ``giant pulses''. As only 4 of the 155 pulses had energies greater than 10 times the mean pulse-energy, we argue the emission mechanism responsible for giant pulses should instead be defined through: (a) intrinsic timescales of microsecond or nanosecond duration; (b) power-law energy statistics; and (c) emission occurring in narrow phase-windows coincident with the phase windows of non-thermal X-ray emission. Four short-duration pulses with giant-pulse characteristics were also observed from PSR B1957+20. As the inferred magnetic fields at the light cylinders of the millisecond pulsars that emit giant pulses are all very high, this parameter has previously been considered to be an indicator of giant pulse emissivity. However, the frequency of giant pulse emission from PSR~B1957+20 is significantly lower than for other millisecond pulsars that have similar magnetic fields at their light cylinders. This suggests that the inferred magnetic field at the light cylinder is a poor indicator of the rate of emission of giant pulses.

    The Pacific Northwest National Laboratory measured and analyzed the energy end-use patterns in a bank building located in the north-eastern United States. This work was performed in collaboration with PNC Financial Service Group under the US DOE’s Commercial Building Partnerships Program. This paper presents the metering study and the results of the metered data analysis. It provides a benchmark for the energy use of different bank-related equipments. The paper also reveals the importance of metering in fully understanding building loads and indentifying opportunities for energy efficiency improvements that will have impacts across PNC’s portfolio of buildings and were crucial to reducing receptacle loads in the design of a net-zero bank branches. PNNL worked with PNC to meter a 4,000 ft2 bank branch in the state of Pennsylvania. 71 electrical circuits were monitored and 25 stand-alone watt-hour meters were installed at the bank. These meters monitored the consumption of all interior and exterior lighting, receptacle loads, service water heating, and the HVAC rooftop unit at a 5-minute sampling interval from November 2009 to November 2010. A total of over 8 million data records were generated, which were then analyzed to produce the end-use patterns, daily usage profiles, rooftop unit usage cycles, and inputs for calibrating the energy model of the building.

    A training program conducted in Bartlesville by BDM-Oklahoma technical staff, which included geologists, geophysicists, exploration and drilling specialists, and environmental policy experts. The proposed training schedule offered four courses per year and included those coursed identified by the tribes in the survey. The training program was outlined for members of Native American Tribes whose lands have oil and gas resources. The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. These tribes, were the Creek, Pueblo, Cherokee, St. Regis Mohawk, Northern Arapho, and Ute Mountain Ute.

    Placing signal templates (grid points) as efficiently as possible to cover a multi-dimensional parameter space is crucial in computing-intensive matched-filtering searches for gravitational waves, but also in similar searches in other fields of astronomy. To generate efficient coverings of arbitrary parameter spaces, stochastic template banks have been advocated, where templates are placed at random while rejecting those too close to others. However, in this simple scheme, for each new random point its distance to every template in the existing bank is computed. This rapidly increasing number of distance computations can render the acceptance of new templates computationally prohibitive, particularly for wide parameter spaces or in large dimensions. This work presents a neighboring cell algorithm that can dramatically improve the efficiency of constructing a stochastic template bank. By dividing the parameter space into sub-volumes (cells), for an arbitrary point an efficient hashing technique is exploited to obtain the index of its enclosing cell along with the parameters of its neighboring templates. Hence only distances to these neighboring templates in the bank are computed, massively lowering the overall computing cost, as demonstrated in simple examples. Furthermore, we propose a novel method based on this technique to increase the fraction of covered parameter space solely by directed template shifts, without adding any templates.     Technical guidance to support the formulation and comparison of possible siting criteria for nuclear power plants has been developed in four areas: (1) consequences of hypothetical severe nuclear-power-plant accidents, (2) characteristics of population distributions about current reactor sites, (3) site availability within the continental United States, and (4) socioeconomic impacts of reactor siting. The impact on consequences of source-term magnitude, meteorology, population distribution, and emergency response have been analyzed. Population distributions about current sites were analyzed to identify statistical characteristics, time trends, and regional differences. A site-availability data bank was constructed for the continential United States. The data bank contains information about population densities, seismicity, topography, water availability, and land-use restrictions. Finally, the socioeconomic impacts of rural-industrialization projects, energy boomtowns, and nuclear power plants were examined to determine their nature, magnitude, and dependence on site demography and remoteness.

    Forests in the developing world are in crisis. Nowhere is this more acute than in Asia: though one-third of the land mass is covered with forests, this ratio is shrinking rapidly at the rate of 2 million hectares per year. By current trends, half of the original 725 million hectares will disappear by the year 2000. The dramatic declines will occur in India, Nepal, Philippines, Sri Lanka and Thailand. Some of the economic costs of deforestation are obvious. Timber export has long been an important income earner (eg, it is a second major export after oil earning $4.2 billion in 1991 for Indonesia and $3.8 billion in 1992 for Malaysia). Some of the losses from deforestation are of concern to the world community. China, India, Indonesia, and Malaysia are among the 12 'mega-diversity' countries in which half of the earth's plant and animal species are to be found.     The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level is described. The Federal government also exercises extensive regulatory authority in the area. The first obstacle which any developer must confront in Michigan is obtaining the authority to utilize the river bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed, and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Michigan follows the riparian theory of water law. The direct regulation; indirect regulation; public utilities regulation; financing; and taxation are discussed.

    The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    We present an analysis of high-precision pulsar timing data taken as part of the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) project. We have observed 17 pulsars for a span of roughly five years using the Green Bank and Arecibo radio telescopes. We analyze these data using standard pulsar timing models, with the addition of time-variable dispersion measure and frequency-variable pulse shape terms. Sub-microsecond timing residuals are obtained in nearly all cases, and the best rms timing residuals in this set are {approx}30-50 ns. We present methods for analyzing post-fit timing residuals for the presence of a gravitational wave signal with a specified spectral shape. These optimally take into account the timing fluctuation power removed by the model fit, and can be applied to either data from a single pulsar, or to a set of pulsars to detect a correlated signal. We apply these methods to our data set to set an upper limit on the strength of the nHz-frequency stochastic supermassive black hole gravitational wave background of h{sub c} (1 yr{sup -1}) < 7 Multiplication-Sign 10{sup -15} (95%). This result is dominated by the timing of the two best pulsars in the set, PSRs J1713+0747 and J1909-3744.
