  1. Characterizing Walk Trips in communities by Using Data from 2009 National Household Travel Survey, American Community Survey, and Other Sources

    Non-motorized travel (i.e. walking and bicycling) are of increasing interest to the transportation profession, especially in context with energy consumption, reducing vehicular congestion, urban development patterns, and promotion of healthier life styles. This research project aimed to identify factors impacting the amount of travel for both walk and bike trips at the Census block group or tract level, using several public and private data sources. The key survey of travel behavior is the 2009 National Household Travel Survey (NHTS) which had over 87,000 walk trips for persons 16 and over, and over 6000 bike trips for persons 16 and over. The NHTS, in conjunction with the Census Bureau s American Community Survey, street density measures using Census Bureau TIGER, WalkScore , Nielsen Claritas employment estimates, and several other sources were used for this study. Stepwise Logistic Regression modeling techniques as well as Discriminant Analysis were applied using the integrated data set. While the models performed reasonably well for walk trips, travel by bike was abandoned due to sparseness of data. This paper discusses data sources utilized and modeling processes conducted under this study. It also presents a summary of findings and addresses data challenges and lesson-learned from this research effort.

    We explored the relationship of respiratory symptoms and lung function to exposure to ambient air pollution consisting of particulate and gaseous fluorides. The subjects were 253 North American Indian children 11 to 17 yr of age living on the Akwasasne reserve, which is adjacent to an aluminum smelter. Among boys, closing volume (CV/VC%) was increased in those raised closest to the smelter as opposed to those having lived most of their lives farthest from this source of air pollution. In both sexes, there was a significant linear relationship between increasing CV/VC% and the amount of fluoride contained in a spot urine sample. We conclude that exposure to fluoride air pollution in the community may be associated with abnormalities in small airways. The implication of these abnormalities for future respiratory health is unknown.

    This report was prepared for the Pacific Northwest Laboratory as a subcontracted activity by the Research Management Foundation of the American Consulting Engineers Council. The objective of the survey reported herein was to independently assess the need for a Building System Integration Laboratory from the viewpoint of academicians in the field of building science. The subcontractor-developed questionnaire was sent to 200 professors of architecture and engineering at US universities. In view of this diverse population, the 10% rate of return on the questionnaire was considered acceptable. Although the responses probably do not reflect an unbiased summary of the collective perceptions of the original population surveyed, they do provide a valid insight into the interests and concerns of the academic community with respect to building sciences issues.

    The first of these documents investigates the success of a project to bring the use of Biogas to Nepal. 50 users and 24 non-users were interviewed. The conclusions were that use of biogas in Nepal is successful, providing clean kitchens, healthier lives, and saving forests. They cause no social problems, but the service company for the plants needs improvement. The second report shows that community plants relying on continued cooperation are fragile enterprises. One of the plants ended up being run by one family, the gas distributed according to the dung input by each family. The gas was not used fully. Technical problems were partly responsible for this. In the second village technical problems and social problems reduced the number of users to 5 families from 26. In the third case the plant fell into disrepair but the social pattern of using a common area for defecation to fill the plant benefitted from having a permanent enclosure built. This scheme charged for use of the gas to help run the plant but the technical and social problems stymied correction. The third report lists the activities of various gobar gas research stations in India. The fourth report gives directions and specifications to build a night soil gas plant, including working drawings.

    In order to develop a clearer understanding of the demographics of the U.S. particle physics workforce, the US Department of Energy, the National Science Foundation, and the Division of Particles and Fields of the American Physical Society commissioned a survey and census of particle physicists employed in the United States. This survey and census were conducted in 1995, with an update of the census in April 1997. The agencies and the scientific community were represented for the 1995 efforts by Dr. Robert Woods (DOE), Dr. William Chinowsky (NSF), and Prof. Uriel Nauenberg (DPF); for the current census, by Dr. Robert Diebold (DOE), Dr. Marvin Goldberg (NSF), and Dr. Patricia Rankin (NSF). The survey/census were carried out with the assistance of the Particle Data Group at Lawrence Berkeley National Laboratory. In order to obtain an accurate study of the current workforce and of future needs, we requested that all HEP physicists fill out and return the 1995 survey. There were 2494 respondents. For the 1997 census, a representative of each university and laboratory was asked to provide information on all persons at that institution who spend at least 50% of their research time on particle physics. In some cases this includes accelerator physicists. The total number of physicists in the 1997 census is 3492 from 155 institutions in the United States. The full survey questionnaires are shown. The primary one was addressed to individual particle physicists, while the secondary one was addressed to principal investigators and sought information about people leaving the field. There are many possible tables and plots from this survey, with a variety of correlations. Those chosen are representative of a cross-section of the demographic results. It should be emphasized that this survey was a snapshot in time, and does not have the same capabilities as would a series of surveys that are periodic in time. Care should be taken in interpreting the results of the tables and plots.

    We describe the Dark Energy Survey (DES), a proposed optical-near infrared survey of 5000 sq. deg of the South Galactic Cap to ~24th magnitude in SDSS griz, that would use a new 3 sq. deg CCD camera to be mounted on the Blanco 4-m telescope at Cerro Telolo Inter-American Observatory (CTIO). The survey data will allow us to measure the dark energy and dark matter densities and the dark energy equation of state through four independent methods: galaxy clusters, weak gravitational lensing tomography, galaxy angular clustering, and supernova distances. These methods are doubly complementary: they constrain different combinations of cosmological model parameters and are subject to different systematic errors. By deriving the four sets of measurements from the same data set with a common analysis framework, we will obtain important cross checks of the systematic errors and thereby make a substantial and robust advance in the precision of dark energy measurements.

    ZAPATA ENGINEERING challenged our engineers and scientists, which included robotics expertise from Carnegie Mellon University, to design a solution to meet our client's requirements for rapid digital geophysical and radiological data collection of a munitions test range with no down-range personnel. A prime concern of the project was to minimize exposure of personnel to unexploded ordnance and radiation. The field season was limited by extreme heat, cold and snow. Geographical Information System (GIS) tools were used throughout this project to accurately define the limits of mapped areas, build a common mapping platform from various client products, track production progress, allocate resources and relate subsurface geophysical information to geographical features for use in rapidly reacquiring targets for investigation. We were hopeful that our platform could meet the proposed 35 acres per day, towing both a geophysical package and a radiological monitoring trailer. We held our breath and crossed our fingers as the autonomous Speedrower began to crawl across the playa lakebed. We met our proposed production rate, and we averaged just less than 50 acres per 12-hour day using the autonomous platform with a path tracking error of less than +/- 4 inches. Our project team mapped over 1,800 acres in an 8-week (4 days per week) timeframe. The expertise of our partner, Carnegie Mellon University, was recently demonstrated when their two autonomous vehicle entries finished second and third at the 2005 Defense Advanced Research Projects Agency (DARPA) Grand Challenge. 'The Grand Challenge program was established to help foster the development of autonomous vehicle technology that will some day help save the lives of Americans who are protecting our country on the battlefield', said DARPA Grand Challenge Program Manager, Ron Kurjanowicz. Our autonomous remote-controlled vehicle (ARCV) was a modified New Holland 2550 Speedrower retrofitted to allow the machine-actuated functions to be controlled by an onboard computer. The computer-controlled Speedrower was developed at Carnegie Mellon University to automate agricultural harvesting. Harvesting tasks require the vehicle to cover a field using minimally overlapping rows at slow speeds in a similar manner to geophysical data acquisition. The Speedrower had demonstrated its ability to perform as it had already logged hundreds of acres of autonomous harvesting. This project is the first use of autonomous robotic technology on a large-scale for geophysical surveying.

Surveys are the largest data generators in astronomy, propelled by the advances in information and computation technology, and have transformed the ways in which astronomy is done. We describe the variety and the general properties of surveys, the ways in which they may be quantified and compared, and offer some figures of merit that can be used to compare their scientific discovery potential.     The residential amount(s) of fissionable materials remaining in process equipment after the runout of bulk materials processed is referred to as ''Process Holdup of Special Nuclear Materials.'' Locating regions of holdup and estimating the quantity of fissile materials remaining as holdup are important not only to materials accountability but also to process safety. Holdup is often referred to as a ''Hidden Inventory.'' In materials accounting terminology, hidden inventories are part of ''Materials Unaccounted For'' (MUF) or ''Inventory Difference'' (ID). MUF or ID could be construed as ''Loss'' or ''Diversion''. From a safeguards perspective, all these designations are undesirable. Another terminology that is relevant to holdup is ''In-Process Inventory.'' During process operations and temporary shutdown, the holdup within the facility is also known as the in-process inventory. Estimating this inventory is just as challenging as residuals after process runout. The role of hidden inventories, or holdup, as a safeguards problem is now recognized by almost everyone interested in establishing effective safeguards for special nuclear materials. As part of this effort to organize the first INMM-sponsored Technical Workshop on Process Holdup of Special Nuclear Materials, an attempt was made to update an earlier survey of open literature publications of relevance to holdup. An attempt was made to exclude from this list those documents recognized as internal documents, progress reports, preliminary reports, abstracts, etc.

    There is a growing desire among communities to become more sustainable. Energy conservation and renewable energy production (including solar energy) play a significant role in community sustainability goals. Public officials and engaged citizens have many opportunities throughout the planning process to help support and advance solar energy initiatives in their communities. LONG-RANGE COMMUNITY VISIONING AND GOAL SETTING Community visioning is often the first step in developing any type of community plan, for establishing new standards, policies, and incentives, for doing development work, and for making public investment decisions. Whether part of a planning process or on its own, visioning is an important first chance to identify new opportunities and priorities—including those related to solar energy. Planners often conduct visioning exercises that produce a community’s long-term goals and objectives. By expressing their views of renewable energy generation during these visioning exercises (including responding to surveys and participating in visioning meetings), citizens enable planners to gauge the level of awareness and importance of solar energy in the community. Planners use this information to develop policies and action items for the community. Once a community agrees upon its long-range goals and objectives, municipal officials should look to them when reviewing development proposals, making budget decisions, and performing other related tasks. Both citizens and public officials should use these visioning meetings to discuss how solar energy is connected to other community goals and values and how solar energy could help achieve other community goals.     From the earliest extragalactic infrared studies AGN have shown themselves to be strong infrared sources and IR surveys have revealed new populations of AGN. I briefly review current motivations for AGN surveys in the infrared and results from previous IR surveys. The Luminous Infrared Galaxies, which in some cases house dust-enshrouded AGN, submillimeter surveys, and recent studies of the cosmic x-ray and infrared backgrounds suggest that there is a population of highly-obscured AGN at high redshift. ISO Surveys have begun to resolve the infrared background and may have detected this obscured AGN population. New infrared surveys, particularly the SIRTF Wide-area Infrared Extragalactic Legacy Survey (SWIRE), will detect this population and provide a platform for understanding the evolution of AGN, Starbursts and passively evolving galaxies in the context of large-scale structure and environment.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field. Each year, the program included a six-week intensive residential summer program located at SIPI as well as academic year support activities at the student`s high school. A summary of the program activities during the grant period is given.

    The responsibility for safely managing the Tank Farms at Hanford belongs to Lockheed Martin Hanford Corporation which is part of the six company Project Hanford Management Team led by Fluor Daniel Hanford, Inc.. These Tank Farm Facilities contain numerous outdoor contamination areas which are surveyed at a periodicity consistent with the potential radiological conditions, occupancy, and risk of changes in radiological conditions. This document describes the survey documentation and data tracking method devised to track the results of contamination surveys this process is referred to as indexing. The indexing process takes a representative data set as an indicator for the contamination status of the facility. The data are further manipulated into a single value that can be tracked and trended using standard statistical methodology. To report meaningful data, the routine contamination surveys must be performed in a manner that allows the survey method and the data collection process to be recreated. Three key criteria are necessary to accomplish this goal: Accurate maps, consistent documentation, and consistent consolidation of data meeting these criteria provides data of sufficient quality to be tracked. Tracking of survey data is accomplished by converting the individual survey results into a weighted value, corrected for the actual number of survey points. This information can be compared over time using standard statistical analysis to identify trends. At the Tank Farms, the need to track and trend the facility`s radiological status presents unique challenges. Many of these Tank Farm facilities date back to the second world war. The Tank Farm Facilities are exposed to weather extremes, plant and animal intrusion, as well as all of the normal challenges associated with handling radiological waste streams. Routine radiological surveys did not provide a radiological status adequate for continuing comparisons.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. These tribes, were the Creek, Pueblo, Cherokee, St. Regis Mohawk, Northern Arapho, and Ute Mountain Ute.

    The Dark Energy Survey Collaboration has completed construction of the Dark Energy Camera (DECam), a 3 square degree, 570 Megapixel CCD camera which will be mounted on the Blanco 4-meter telescope at CTIO. DECam will be used to perform the 5000 sq. deg. Dark Energy Survey with 30% of the telescope time over a 5 year period. During the remainder of the time, and after the survey, DECam will be available as a community instrument. All components of DECam have been shipped to Chile and post-shipping checkout finished in Jan. 2012. Installation is in progress. A summary of lessons learned and an update of the performance of DECam and the status of the DECam installation and commissioning will be presented.

    We present a survey of the cosmological applications of the next generation of weak lensing surveys, paying special attention to the computational challenges presented by the number of galaxies, $N_{gal} ~$ 10$^{5}$. We focus on optimal methods with no pixelization and derive a multigrid $P^3M$ algorithm that performs the relevant computations in $O(N_{gal} \\log N_{gal})$ time. We test the algorithm by studying three applications of weak lensing surveys - convergence map reconstruction, cluster detection and $E$ and $B$ power spectrum estimation using realistic 1 deg^{2} simulations derived from N-body simulations. The map reconstruction is able to reconstruct large scale features without artifacts. Detecting clusters using only weak lensing is difficult because of line of sight contamination and noise, with low completeness if one desires low contamination of the sample. A power spectrum analysis of the convergence field is more promising and we are able to reconstruct the convergence spectrum with no loss of information down to the smallest scales. The numerical methods used here can be applied to other data sets with same $O(N\\log N)$ scaling and can be generalised to a sphere.

    The general characteristics of the space distribution of galaxies in the SSRS sample, covering the southern Galactic cap, are examined, and maps of the space distribution are presented. The sample consists of 2028 galaxies in an area of 1.75 sr with declination south of -17.5 deg and galactic latitude below -30 deg. The survey provides useful information on large-scale structure to a depth of 120/h Mpc. The galaxy distribution exhibits prominent filaments, sheets, and voids.     Purpose/Objective(s): To determine the timeline used by postgraduate year (PGY)-5 radiation oncology residents during the job application process and the factors most important to them when deciding on a first job. Methods and Materials: In 2012 and 2013, the Association of Residents in Radiation Oncology conducted a nationwide electronic survey of PGY-5 radiation oncology residents in the United States during the final 2 months of their training. Descriptive statistics are reported. In addition, subgroup analysis was performed. Results: Surveys were completed by 180 of 314 residents contacted. The median time to start networking for the purpose of employment was January PGY-4; to start contacting practices, complete and upload a curriculum vitae to a job search website, and use the American Society of Radiation Oncology Career Center was June PGY-4; to obtain letters of recommendation was July PGY-5; to start interviewing was August PGY-5; to finish interviewing was December PGY-5; and to accept a contract was January PGY-5. Those applying for a community position began interviewing at an earlier average time than did those applying for an academic position (P=.04). The most important factors to residents when they evaluated job offers included (in order from most to least important) a collegial environment, geographic location, emphasis on best patient care, quality of support staff and facility, and multidisciplinary approach to patient care. Factors that were rated significantly different between subgroups based on the type of position applied for included adequate mentoring, dedicated research time, access to clinical trials, amount of time it takes to become a partner, geographic location, size of group, starting salary, and amount of vacation and days off. Conclusions: The residents' perspective on the job application process over 2 years is documented to provide a resource for current and future residents and employers to use.

    The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

    Requirements for the assessment tools of buildings have increased, assessing of building components or separate buildings is not enough. Neighbourhoods, built environment, public transportations, and services, should be considered simultaneously. Number of population living in urban areas is high and increasing rapidly. Urbanisation is a major concern due to its detrimental effects on the environment. The aim of this study is to clarify the field of assessment tools for urban communities by analysing the current situation. The focus is on internationally well known assessment tools; BREEAM Communities, CASBEE for Urban Development and LEED for Neigborhood Development. The interest towards certification systems is increasing amongst the authorities, and especially amongst the global investors and property developers. Achieved certifications are expected to bring measureable publicity for the developers. The assessment of urban areas enables the comparison of municipalities and urban areas, and notably supports decision making processes. Authorities, city planners, and designers would benefit most from the use of the tools during the decision making process. - Highlights: Black-Right-Pointing-Pointer The urban assessment tools have strong linkage to the region.     'Community wind' refers to a class of wind energy ownership structures. The extent of local ownership may range from a small minority share to full ownership by persons in the immediate area surrounding the wind project site. Potential project owners include local farmers, businesses, Native American tribes, universities, cooperatives, or any other local entity seeking to invest in wind energy. The opposite of community wind is an 'absentee' project, in which ownership is completely removed from the state and community surrounding the facility. Thus, there is little or no ongoing direct financial benefit to state and local populations aside from salaries for local repair technicians, local property tax payments, and land lease payments. In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders. This often puts smaller community wind developers and projects at a competitive disadvantage. However, state policies specifically supporting community wind may become a more influential market factor as turbines are now more readily available given manufacturer ramp-ups and the slow-down in the industry that has accompanied the recent economic and financial crises. This report examines existing literature to provide an overview of economic impacts resulting from community wind projects, compares results, and explains variability.

    Cooper smelters are large, usually isolated, sources of air pollution. Arizona has several such plants on the periphery of small communities. The smelters emit predominantly sulfur oxides and particulates, and the residents of these communities intermittently are exposed to high concentrations (24-h sulfur dioxide (SO2) . 250 to 500 micrograms/m3) of smelter smoke but little other pollution. This study compared the respiratory health of Anglo-American school children who lived in one smelter community with children living in another small community in Arizona that was free of smelter air pollution. The prevalence of cough, as determined by questionnaire, was 25.6% in the smelter town children and 14.3% in the nonsmelter town children (p less than 0.05). Pulmonary function at the study onset was equal in the two groups. Over the course of the 4 yr of study, lung function growth (measured as actual forced expiratory volume in one second (FEV1) after 4 yr of study minus predicted FEV1) was also equal in the smelter town and nonsmelter town children. These results suggest that children in smelter communities have slightly more cough when compared with children living in other communities, but no differences in initial lung function or lung function at yearly testing over the period of the study.

    This paper defines the UKIRT Infrared Deep Sky Survey (UKIDSS) Early Data Release (EDR). UKIDSS is a set of five large near-infra-red surveys defined by Lawrence et al. (2006), being undertaken with the UK Infra-red Telescope (UKIRT) Wide Field Camera (WFCAM). The programme began in May 2005 and has an expected duration of seven years. Each survey uses some or all of the broadband filter complement ZYJHK. The EDR is the first public release of data to the European Southern Observatory (ESO) community. All worldwide releases occur after a delay of 18 months from the ESO release. The EDR provides a small sample dataset, ~60 sq.deg (about 1% of the whole of UKIDSS), that is a lower limit to the expected quality of future survey data releases. In addition, an EDR+ dataset contains all EDR data plus extra data of similar quality, but for areas not observed in all of the required filters (amounting to ~220 sq.deg).     The ACNS provides a focal point for the national neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The American Conference on Neutron Scattering thus serves a dual role as a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a “super-user” meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization and planning assistance. Additional logistical support is being provided this year through a partnership with the conferencing office of the Materials Research Society (MRS). The ACNS, targeting the entire potential neutron North American user community, complements the annual NIST, ANL and LANSCE neutron and scattering schools which give hands-on experience primarily to graduate students who anticipate using neutron scattering in their thesis research. The summer schools are promoted at the ACNS and represent a natural path for students to take after being inspired by the activities of the ACNS.

    Microbes exist naturally in a wide range of environments, spanning the extremes of high acidity and high temperature to soil and the ocean, in communities where their interactions are significant. We present a practical discussion of three different approaches for modeling microbial communities: rate equations, individual-based modeling, and population dynamics. We illustrate the approaches with detailed examples. Each approach is best fit to different levels of system representation, and they have different needs for detailed biological input. Thus, this set of approaches is able to address the operation and function of microbial communities on a wide range of organizational levels.

    In response to a request for a cultural resources review from Westinghouse Hanford Company for the Action Plan for Characterization of McGee Ranch Soil, Pacific Northwest Laboratory's Hanford Cultural Resources Laboratory (HCRL) conducted an archaeological survey of the McGee Ranch vicinity, located in the northwest portion of the Hanford Site. Staff members covered 8.4 km{sup 2} and recorded 42 cultural resources; 22 sites, and 20 isolated artifacts. Only 2 sites and 3 isolates were attributed to a prehistoric Native American occupation. The historic sites date from the turn of the century to the 1940s and are representative of the settlement patterns that occurred throughout the Columbia Basin. In addition to an archaeological pedestrian survey of the project area, we conducted literature and records searches and examined available aerial photographs. Records kept at HCRL were reviewed to determine if any archaeological survey had been conducted previously within the project area. Although no survey had been conducted, portions of the area adjacent to project boundaries were surveyed in 1988 and 1990. During those surveys, historic and prehistoric cultural resources were observed, increasing the possibility that similar land usage had taken place within the current project boundaries. Literature searches established a general historical sequence for this area. Aerial photographs alerted researchers to homesteads and linear features, such as roads and irrigation ditches, that might not be apparent from ground level.

    The Dark Energy Survey makes use of a new camera, the Dark Energy Camera (DECam). DECam will be installed in the Blanco 4M telescope at Cerro Tololo Inter-American Observatory (CTIO). DECam is presently under construction and is expected to be ready for observations in the fall of 2011. The focal plane will make use of 62 2Kx4K and 12 2kx2k fully depleted Charge-Coupled Devices (CCDs) for guiding, alignment and focus.     The development of thermoelectrics (TE) for energy conversion is in the transition phase from laboratory research to device development. There is an increasing demand to accurately determine the module efficiency, especially for the power generation mode. For many thermoelectrics, the figure of merit, ZT, of the material sometimes cannot be fully realized at the device level. Reliable efficiency testing of thermoelectric modules is important to assess the device ZT and provide the end-users with realistic values on how much power can be generated under specific conditions. We conducted a general survey of efficiency testing devices and their performance. The results indicated the lack of industry standards and test procedures. This study included a commercial test system and several laboratory systems. Most systems are based on the heat flow meter method and some are based on the Harman method. They are usually reproducible in evaluating thermoelectric modules. However, cross-checking among different systems often showed large errors that are likely caused by unaccounted heat loss and thermal resistance. Efficiency testing is an important area for the thermoelectric community to focus on. A follow-up international standardization effort is planned.

    A team of engineers conducted a systematic natural hazards phenomena (NPH) survey for the 225-B Waste Encapsulation and Storage Facility (WESF). The survey is an assessment of the existing design documentation to serve as the structural design basis for WESF, and the Interim Safety Basis (ISB). The lateral force resisting systems for the 225-B building structures, and the anchorages for the WESF safety related systems were evaluated. The original seismic and other design analyses were technically reviewed. Engineering judgment assessments were made of the probability of NPH survival, including seismic, for the 225-B structures and WESF safety systems. The method for the survey is based on the experience of the investigating engineers,and documented earthquake experience (expected response) data.The survey uses knowledge on NPH performance and engineering experience to determine the WESF strengths for NPH resistance, and uncover possible weak links. The survey, in general, concludes that the 225-B structures and WESF safety systems are designed and constructed commensurate with the current Hanford Site design criteria.

    We present a far-infrared all-sky atlas from a sensitive all-sky survey using the Japanese $AKARI$ satellite. The survey covers $> 99$% of the sky in four photometric bands centred at 65 $\\mu$m, 90 $\\mu$m, 140 $\\mu$m, and 160 $\\mu$m with spatial resolutions ranging from 1 to 1.5 arcmin. These data provide crucial information for the investigation and characterisation of the properties of dusty material in the Interstellar Medium (ISM), since significant portion of its energy is emitted between $\\sim$50 and 200 $\\mu$m. The large-scale distribution of interstellar clouds, their thermal dust temperatures and column densities, can be investigated with the improved spatial resolution compared to earlier all-sky survey observations. In addition to the point source distribution, the large-scale distribution of ISM cirrus emission, and its filamentary structure, are well traced. We have made the first public release of the full-sky data to provide a legacy data set for use by the astronomical community.

    Over 200 local residents streamed through the doors of the Port Hope Lions Centre to see the detailed plans for the historic low-level radioactive waste clean-up project about to take place in their community. The event had a congenial atmosphere as people walked through the hall taking in rows of display panels that explained each element of the project, asked questions of project staff stationed around the room and chatted with friends and neighbours over light refreshments. Later that year, the results of the Port Hope Area Initiative (PHAI) 10. annual public attitude survey revealed an all-time high in community awareness of the project (94%) and the highest levels of confidence (84%) recorded since surveying began. Today, as the PHAI transitions from a decade of scientific and technical studies to implementation, the success of its communications program - as evidenced by the above examples - offers room for cautious encouragement. The PHAI has spent the past 10 years developing relationships with the southern Ontario communities of Port Hope and Port Granby in preparation for Canada's largest low-level radioactive waste environmental restoration project. These relationships have been built around a strong understanding of the communities' individual needs and characteristics and on the PHAI's efforts to consider and respond to these needs. The successes of the past, as well as the lessons learned, will inform the next stage of communications as the projects move into waste excavation and transportation and building of the long-term waste management facilities.     We report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2010 on US energy and environmental security. Key areas of investigation include public perceptions shaping the context for debate about a comprehensive national energy policy, and what levels of importance are assigned to various prospective energy technologies. Additionally, we investigate how public views on global climate change are evolving, how the public assesses the risks and benefits of nuclear energy, preferences for managing used nuclear fuel, and public trust in sources of scientific and technical information. We also report findings from a national Internet survey and a subset of questions administered by telephone in mid-2010 on public views of the relevance of US nuclear weapons today, support for strategic arms control, and assessments of the potential for nuclear abolition. Additionally, we analyze evolving public views of the threat of terrorism, assessments of progress in the struggle against terrorism, and tolerance for intrusive antiterror policies. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    We present a new online algorithm for detecting overlapping communities. The main ingredients are a modification of an online k-means algorithm and a new approach to modelling overlap in communities. An evaluation on large benchmark graphs shows that the quality of discovered communities compares favorably to several methods in the recent literature, while the running time is significantly improved.

    This Community Involvement Plan has been prepared by the Brookhaven National Laboratory's Community Involvement Office with the input of the community, Laboratory employees and representatives of the U.S. Department of Energy. The process to develop the plan began with the formation of a focus group consisting of representatives from: the community at large; special interest groups within the community; the business community; Laboratory retirees; senior and line management from the Laboratory; and the U.S. Department of Energy. The focus group reviewed an initial outline developed by the Office of Community involvement, held in-depth roundtable discussions of community involvement needs, and created a draft plan based on their discussions. A workshop was held to present the draft Community Involvement Plan to a wider audience for their input and insights on how Brookhaven should involve the community in decision making. This workshop was advertised in local newspapers and within the Laboratory. It was attended by community members, special interest group representatives, Laboratory employees and managers, U.S. Department of Energy-Brookhaven Group management, and members of the Laboratory's Community Advisory Council. The results of the workshop discussions are incorporated in this plan.
