    This report summarizes the work conducted by the Building America Industrialized Housing Partnership (BAIHP - www.baihp.org) during the final budget period (BP5) of our contract, January 1, 2010 to November 30, 2010. Highlights from the four previous budget periods are included for context. BAIHP is led by the Florida Solar Energy Center (FSEC) of the University of Central Florida. With over 50 Industry Partners including factory and site builders, work in BP5 was performed in six tasks areas: Building America System Research Management, Documentation and Technical Support; System Performance Evaluations; Prototype House Evaluations; Initial Community Scale Evaluations; Project Closeout, Final Review of BA Communities; and Other Research Activities.

    Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

    Under the RE-Powering America's Land initiative, the U.S. Environmental Protection Agency (EPA) provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of biomass renewable energy generation at the former Farmland Industries site in Lawrence, Kansas. Feasibility assessment team members conducted a site assessment to gather information integral to this feasibility study. Information such as biomass resources, transmission availability, on-site uses for heat and power, community acceptance, and ground conditions were considered.

    This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries.     The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Peru Mill Industrial Park site in the City of Deming, New Mexico, for a feasibility study of renewable energy production. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options.     Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    As Building America has grown to include a large and diverse cross-section of the home building and retrofit industries, it has become more important to develop accurate, consistent analysis techniques to measure progress towards the program's goals. The House Simulation Protocol (HSP) document provides guidance to program partners and managers so they can compare energy savings for new construction and retrofit projects. The HSP provides the program with analysis methods that are proven to be effective and reliable in investigating the energy use of advanced energy systems and of entire houses.

    To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

    Presenter: Eric Martin, Florida Solar Energy Center Building America research projects develop and demonstrate market-ready building solutions that improve the energy efficiency of new and existing homes, increasing comfort, health, safety, and durability. When fully deployed, proven solutions will reduce building-related energy use in new and existing residential building stock by 30% and 25%, respectively, by 2020, and by 50% and 40% by 2030. The Building America Partnership for Improved Residential Construction (BA-PIRC) team focuses on cost-effective efficiency solutions for new and existing homes in hot-humid and marine climates. BA-PIRC is led by the Florida Solar Energy Center (FSEC), a research institute of the University of Central Florida. BA-PIRC works closely with industry and utility partners to develop real-world solutions that achieve significant energy and cost savings for homeowners, builders, and remodelers.

    The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The National Renewable Energy Laboratory (NREL) prepared this report for DOE to describe the immediate need to pursue larger blade test facilities in North America, categorize the numerous prospective partners for a North American collaboration, and document the requirements for a North American test facility.

    In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    A group of studies describes accomplishments in 1980 in South America drilling and producing. There may be 3285 wells drilled during 1980, with the majority in Venezuela, Argentina and Peru, compared with a 2934 total for all countries on the continent in 1979. Reserves at the end of 1979 in South America exceeded 27 billion bbl, and production averaged 3.8 million bpd. Individual country reports are given for Venezuela, Argentina, Brazil, Trinidad, Peru, Ecuador, Colombia, Chile, Bolivia, Paraguay, Urauguay, and Guyana.

The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort.     A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    The iron and steel industry in North America is undergoing dramatic changes and is being driven by three factors. First, the introduction of new technologies and pace of innovation has placed North America at the forefront of commercializing new technologies. Second, new technologies have changed the market for steelmaking raw materials and stimulated an industry-wide discussion of the ``value in use`` of scrap and scrap substitutes. Finally, an increase in environmental costs has fundamentally changed management`s view toward the environmental impact of iron and steelmaking, particularly in the integrated steel industry. This paper discusses the Romelt Process, an emerging ironmaking technology developed by the Moscow Institute for Steels and Alloys, in the context of these industry trends. ICF Kaiser, a worldwide licensee to the Romelt technology, believes that the current North American climate is probably the most conducive of all steelmaking regions to the commercialization of new technologies. Liquid or cast pig iron, the product of the Romelt Process, is the highest value feed for both the EAF and BOF steelmaking processes. In terms of environmental benefits, Romelt uses non-coking coals for its fuel and reductant, and has a proven large scale pilot plant track record in smelting both low grade fine ores and iron bearing wastes from the integrated works.
