    There are two main uncertainties in determining future climate: the trajectories of future emissions of greenhouse gases and aerosols, and the response of the global climate system to any given set of future emissions [Meehl et al., 2007]. These uncertainties normally are elucidated via application of global climate models, which provide information at relatively coarse spatial resolutions. Greater interest in, and concern about, the details of climate change at regional scales has provided the motivation for the application of regional climate models, which introduces additional uncertainty [Christensen et al., 2007a]. These uncertainties in fi ne- scale regional climate responses, in contrast to uncertainties of coarser spatial resolution global models in which regional models are nested, now have been documented in numerous contexts [Christensen et al., 2007a] and have been found to extend to uncertainties in climate impacts [Wood et al., 2004; Oleson et al., 2007]. While European research in future climate projections has moved forward systematically to examine combined uncertainties from global and regional models [Christensen et al., 2007b], North American climate programs have lagged behind. To fi ll this research gap, scientists developed the North American Regional Climate Change Assessment Program (-NARCCAP). The fundamental scientifi c motivation of this international program is to explore separate and combined uncertainties in regional projections of future climate change resulting from the use of multiple atmosphere- ocean general circulation models (AOGCMs) to drive multiple regional climate models (RCMs). An equally important, and related, motivation for this program is to provide the climate impacts and adaptation community with high- resolution regional climate change scenarios that can be used for studies of the societal impacts of climate change and possible adaptation strategies.

    Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

    The VAMOS Ocean-Cloud-Atmosphere-Land Study Regional Experiment (VOCALS-REx) was an international field program designed to make observations of poorly understood but critical components of the coupled climate system of the southeast Pacific. This region is characterized by strong coastal upwelling, the coolest SSTs in the tropical belt, and is home to the largest subtropical stratocumulus deck on Earth. The field intensive phase of VOCALS-REx took place during October and November 2008 and constitutes a critical part of a broader CLIVAR program (VOCALS) designed to develop and promote scientific activities leading to improved understanding, model simulations, and predictions of the southeastern Pacific (SEP) coupled ocean-atmosphere-land system, on diurnal to interannual timescales. The other major components of VOCALS are a modeling program with a model hierarchy ranging from the local to global scales, and a suite of extended observations from regular research cruises, instrumented moorings, and satellites. The two central themes of VOCALS-REx focus upon (a) links between aerosols, clouds and precipitation and their impacts on marine stratocumulus radiative properties, and (b) physical and chemical couplings between the upper ocean and the lower atmosphere, including the role that mesoscale ocean eddies play. A set of hypotheses designed to be tested with the combined field, monitoring and modeling work in VOCALS is presented here. A further goal of VOCALS-REx is to provide datasets for the evaluation and improvement of large-scale numerical models. VOCALS-REx involved five research aircraft, two ships and two surface sites in northern Chile. We describe the instrument payloads and key mission strategies for these platforms and give a summary of the missions conducted.

    Magnitudes and color indices in the Vilnius seven-color system are measured for 690 stars down to ~13.2 mag in the area of the North America and Pelican nebulae. Spectral types, absolute magnitudes, color excesses, interstellar extinctions and distances of the stars are determined. The plots of interstellar extinction Av versus distance for the North America Nebula and for the dark cloud L935 show that both areas are covered by the same absorbing cloud, situated at a distance of 600 pc. The maximal extinction in the area of the nebula is ~3 mag, while in the dark cloud L935 it is much greater.

    Measurements of the concentrations of CO{sub 2}, CO, and other gases were carried out using small aircraft platforms, spanning northern North America, with missions in 1999, 2000, 2003 and 2004. The measurements provided the first large-scale, fine-grained observations of the spatial and temporal structure of CO{sub 2} in the atmosphere. A new data analysis framework was developed to utilize these novel data, providing regional scale determinations of net carbon balance.

  8. A Systematic Regional Trend in Helium Isotopes Across the NorthernBasin and Range Province, Western North America

    An extensive study of helium isotopes in fluids collectedfrom surface springs, fumaroles and wells across the northern Basin andRange Province reveals a systematic trend of decreasing 3He/4He ratiosfrom west to east. The western margin of the Basin and Range ischaracterized by mantle-like ratios (6-8 Ra) associated with active orrecently active crustal magma systems (e.g. Coso, Long Valley, Steamboat,and the Cascade volcanic complex). Moving towards the east, the ratiosdecline systematically to a background value of ~;0.1 Ra. The regionaltrend is consistent with extensive mantle melting concentrated along thewestern margin and is coincident with an east-to-west increase in themagnitude of northwest strain. The increase in shear strain enhancescrustal permeability resulting in high vertical fluid flow rates thatpreserve the high helium isotope ratios at the surface. Superimposed onthe regional trend are "helium spikes", local anomalies in the heliumisotope composition. These "spikes" reflect either local zones of mantlemelting or locally enhanced crustal permeability. In the case of theDixie Valley hydrothermal system, it appears to be a combination ofboth.

    Fluids from the western margin of the Basin and Range have helium isotope ratios as high as {approx}6-7 Ra, indicating a strong mantle melt influence and consistent with recent and current volcanic activity. Moving away from these areas, helium isotope ratios decrease rapidly to ''background'' values of around 0.6 Ra, and then gradually decrease toward the east to low values of {approx}0.1 Ra at the eastern margin of the Basin and Range. Superimposed on this general regional trend are isolated features with elevated helium isotope ratios (0.8-2.1 Ra) compared to the local background. Spring geochemistry and local geology indicate that these ''He-spikes'' are not related to current or recent magmatic activity, suggesting that the spikes may reflect either localized zones deep mantle melting or deep permeable pathways (faults) with high vertical fluid flowrates. A detailed study of one of the He-spikes (Dixie Valley and the Stillwater Range Front Fault system), indicates that features with high 3He/4He ratios are confined to the range front normal faults characteristic of the extensional regime in the Basin and Range, suggesting that these faults are deep permeable pathways. However, not all range front fault systems transmit fluids with a mantle signature, implying that not all have deep permeable pathways.

    In FY13, Pacific Northwest National Laboratory (PNNL) with funding from the Department of Energy’s (DOE’s) Building Technologies Office (BTO) designed, prototyped and tested a transactional network platform to support energy, operational and financial transactions between any networked entities (equipment, organizations, buildings, grid, etc.). Initially, in FY13, the concept demonstrated transactions between packaged rooftop air conditioners and heat pump units (RTUs) and the electric grid using applications or "agents" that reside on the platform, on the equipment, on a local building controller or in the Cloud. The transactional network project is a multi-lab effort with Oakridge National Laboratory (ORNL) and Lawrence Berkeley National Laboratory (LBNL) also contributing to the effort. PNNL coordinated the project and also was responsible for the development of the transactional network (TN) platform and three different applications associated with RTUs. This document describes two applications or "agents" in details, and also summarizes the platform. The TN platform details are described in another companion document.

    Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    There are four Jurassic to Recent basin-forming periods in northern Central America (honduras, Honduran Borderlands, Belize, Guatemala, northern Nicaragua): (1) Middle Jurassic-Early Cretaceous rifting and subsidence along normal faults in Honduras and Guatemala; rifts are suggested but are not well defined in Honduras by the distribution of clastic sediments and associated volcanic rocks. Rifting is attributed to the separation of Central America from the southern margin of the North American plate; (2) Cretaceous subsidence recorded by the development of a Cretaceous carbonate platform in Honduras, Guatemala, and Belize; subsidence is attributed to thermal subsidence of the rifted margins of the various blocks; (3) Late Cretaceous-Recent development of a volcanic arc along the western margin of Middle America and the northern margin of Honduras; (4) Late Cretaceous large-scale folding in Honduras, ophiolite obduction, and formation of a foredeep basin in Guatemala (Sepur trough); deformation is attributed to the collision between a north-facing arc in northern Honduras and the Nicaraguan Rise and the passive margin of Guatemala and Belize; and (5) Eocene to Recent strike-slip faulting along the present-day North American-Caribbean plate boundary in Guatemala, northern Honduras, and Belize. Strike-slip faults and basins form a California-type borderlands characterized by elongate basins that appear as half-grabens in profile. Counterclockwise rotation of the central honduras plateau, a thicker and topographically higher-than-average block within the plate boundary zone, is accommodated by rifting or strike-slip faults at its edges.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    A turbine airfoil (22A) is formed by a first process using a first material. A platform (30A) is formed by a second process using a second material that may be different from the first material. The platform (30A) is assembled around a shank (23A) of the airfoil. One or more pins (36A) extend from the platform into holes (28) in the shank (23A). The platform may be formed in two portions (32A, 34A) and placed around the shank, enclosing it. The two platform portions may be bonded to each other. Alternately, the platform (30B) may be cast around the shank (23B) using a metal alloy with better castability than that of the blade and shank, which may be specialized for thermal tolerance. The pins (36A-36D) or holes for them do not extend to an outer surface (31) of the platform, avoiding stress concentrations.

    Central America and the Caribbean have not enjoyed the same high profile as more prominent independent power markets like India and China. Indeed, only one country in the region appeared in a recent survey of the 20 most promising markets: Panama, with a projected demand for 2,040 megawatts (MW) of new capacity, was ranked twentieth. Nevertheless, taken as a whole, Central America and the Caribbean offer significant opportunities for new development. Projected incremental capacity needs in some of the larger markets in the region include: Costa Rica (700-1,000 MW), Dominican Republic (1,100 MW), Guatemala (450 MW), Honduras (225 MW), Jamaica (729 MW), Panama (2,040 MW), and Trinidad & Tobago (200 MW). These markets represent an aggregate potential demand of 5,750 MW - more than the projected demand in Colombia, one of South America`s most active markets. Yet although its need for capacity is significant, the region presents developers with unique challenges because it comprises so many relatively small countries, each with its own special needs and characteristics.

    The present invention comprises a microelectromechanical positioner to achieve substantially translational positioning of a platform without rotational motion, thereby maintaining a constant angular orientation of the platform during movement. A linkage mechanism of the positioner can comprise parallelogram linkages to constrain the rotational motion of the platform. Such linkages further can comprise flexural hinges or other turning joints at the linkage pivots to eliminate the need for rubbing surfaces. A plurality of the linkage mechanisms can be used to enable translational motion of the platform with two degrees of freedom. A variety of means can be used to actuate the positioner. Independent actuation of the anchor links of the linkage mechanisms with rotary electrostatic actuators can be used to provide controlled translational movement of the platform.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     A method of forming a polymer-based microfluidic system platform using network building blocks selected from a set of interconnectable network building blocks, such as wire, pins, blocks, and interconnects. The selected building blocks are interconnectably assembled and fixedly positioned in precise positions in a mold cavity of a mold frame to construct a three-dimensional model construction of a microfluidic flow path network preferably having meso-scale dimensions. A hardenable liquid, such as poly (dimethylsiloxane) is then introduced into the mold cavity and hardened to form a platform structure as well as to mold the microfluidic flow path network having channels, reservoirs and ports. Pre-fabricated elbows, T's and other joints are used to interconnect various building block elements together. After hardening the liquid the building blocks are removed from the platform structure to make available the channels, cavities and ports within the platform structure. Microdevices may be embedded within the cast polymer-based platform, or bonded to the platform structure subsequent to molding, to create an integrated microfluidic system. In this manner, the new microfluidic platform is versatile and capable of quickly generating prototype systems, and could easily be adapted to a manufacturing setting.

    As the Building America Program has grown to include a large and diverse cross section of the home building industry, accurate and consistent analysis techniques have become more important to help all program partners as they perform design tradeoffs and calculate energy savings for prototype houses built as part of the program. This document illustrates some of the analysis concepts proven effective and reliable for analyzing the transient energy usage of advanced energy systems as well as entire houses. The analysis procedure described here provides a starting point for calculating energy savings of a prototype house relative to two base cases: builder standard practice and regional standard practice. Also provides building simulation analysis to calculate annual energy savings based on side-by-side short-term field testing of a prototype house.

    The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders.     The Agency for International Development is funding a new program in energy and minerals for Central America. Geothermal energy is an important component. A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama. Instrumentation for well logging has been provided to Costa Rica, and a self-contained logging truck will be made available for use throughout Central America.     The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

    The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

  2. Oil and gas developments in South America, Central America, Caribbean area, and Mexico in 1987

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    An indirectly-driven shock tube experiment fielded on the National Ignition Facility (NIF) was used to create a high-energy-density hydrodynamics platform at unprecedented scale. Scaling up a shear-induced mixing experiment previously fielded at OMEGA, the NIF shear platform drives 130 ?m/ns shocks into a CH foam-filled shock tube (~ 60 mg/cc) with interior dimensions of 1.5 mm diameter and 5 mm length. The pulse-shaping capabilities of the NIF are used to extend the drive for >10 ns, and the large interior tube volumes are used to isolate physics-altering edge effects from the region of interest. The scaling of the experiment tomore »the NIF allows for considerable improvement in maximum driving time of hydrodynamics, in fidelity of physics under examination, and in diagnostic clarity. Details of the experimental platform and post-shot simulations used in the analysis of the platform-qualifying data are presented. Hydrodynamic scaling is used to compare shear data from OMEGA with that from NIF, suggesting a possible change in the dimensionality of the instability at late times from one platform to the other.« less

    Adaptive optics systems are essential on all large telescopes where image quality is important. These are complex systems with many design parameters requiring optimisation before good performance can be achieved. The simulation of adaptive optics systems is therefore necessary to categorise the expected performance. This paper describes an adaptive optics simulation platform, developed at Durham University, which can be used to simulate adaptive optics systems on the largest proposed future extremely large telescopes (ELTs) as well as current systems. This platform is modular, object oriented and has the benefit of hardware application acceleration which can be used to improve the simulation performance, essential for ensuring that the run time of a given simulation is acceptable. The simulation platform described here can be highly parallelised using parallelisation techniques suited for adaptive optics simulation, whilst still offering the user complete control while the simulation is running. Results from the simulation of a ground layer adaptive optics system are provided as an example to demonstrate the flexibility of this simulation platform.

    The impacts of geothermal development projects are usually positive. However, without appropriate monitoring plans and mitigation actions firmly incorporated into the project planning process, there exists the potential for significant negative environmental impacts. The authors present five examples from Central America of environmental impacts associated with geothermal development activities. These brief case studies describe landslide hazards, waste brine disposal, hydrothermal explosions, and air quality issues. Improved Environmental Impact Assessments are needed to assist the developing nations of the region to judiciously address the environmental consequences associated with geothermal development.

    Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    In this paper a general architecture suitable to interface several kinds of sensors for automotive applications is presented. A platform based design approach is pursued to improve system performance while minimizing time-to-market.. The platform is composed by an analog front-end and a digital section. The latter is based on a microcontroller core (8051 IP by Oregano) plus a set of dedicated hardware dedicated to the complex signal processing required for sensor conditioning. The microcontroller handles also the communication with external devices (as a PC) for data output and fast prototyping. A case study is presented concerning the conditioning of a Gyro yaw rate sensor for automotive applications. Measured performance results outperform current state-of-the-art commercial devices.

    Between 1950 and 1970, scientific ballooning achieved many new objectives and made a substantial contribution to understanding near-earth and space environments. In 1986, the Lawrence Livermore National Laboratory (LLNL) began development of ballooning technology capable of addressing issues associated with precision tracking of ballistic missiles. In 1993, the Radar Ocean Imaging Project identified the need for a low altitude (1 km) airborne platform for its Radar system. These two technologies and experience base have been merged with the acquisition of government surplus Aerostats by Lawrence Livermore National Laboratory. The CALIOPE and TAISIR Programs can benefit directly from this technology by using the Aerostat as an experiment platform for measurements of the spill facility at NTS.

    Upon completion of our second year of development in a 3-year development cycle, we have completed a prototype protein structure-function annotation and function prediction system: Protein Function Prediction (PFP) platform (v.0.5). We have met our milestones for Years 1 and 2 and are positioned to continue development in completion of our original statement of work, or a reasonable modification thereof, in service to DTRA Programs involved in diagnostics and medical countermeasures research and development. The PFP platform is a multi-scale computational modeling system for protein structure-function annotation and function prediction. As of this writing, PFP is the only existing fully automated, high-throughput, multi-scale modeling, whole-proteome annotation platform, and represents a significant advance in the field of genome annotation (Fig. 1). PFP modules perform protein functional annotations at the sequence, systems biology, protein structure, and atomistic levels of biological complexity (Fig. 2). Because these approaches provide orthogonal means of characterizing proteins and suggesting protein function, PFP processing maximizes the protein functional information that can currently be gained by computational means. Comprehensive annotation of pathogen genomes is essential for bio-defense applications in pathogen characterization, threat assessment, and medical countermeasure design and development in that it can short-cut the time and effort required to select and characterize protein biomarkers.

    Little published information is available about Silurian K-bentonites in North America, but a few occurrences of such beds are known from the Great lakes region and Nova Scotia. Only a small number of beds are recorded from the former area, but the Nova Scotia occurrences include about 20 beds of Llandoverian age, the most extensive sequence of Silurian K-bentonites known in North America. In contrast, more than 150 K-bentonites occur in the Silurian successions in Baltoscandia and the British Isles. Virtually all beds in North America are of Llandoverian age. There are numerous beds of that age also in Norway, Denmark (Bornholm), the British Isles, and the Swedish mainland but the successions in Estonia, Gotland, and the British Isles also include many K-bentonites of Wenlockian and Ludlovian age. Apparently, no Pridolian beds are known in North America and northwestern Europe. Many graptolite-dated collections from more than 20 sections in Baltoscandia and from many sections in the British Isles suggest that several single beds, or complexes of beds, can be traced regionally and hence have event-stratigraphic potential. The relatively few beds known from North America all occur in biostratigraphic intervals containing K-bentonites in Europe, and it is possible that some of these beds may have a common source. The much larger number of beds in northwestern Europe compared with North America may be taken as an indication that the source area of the European K-bentonites was closer to Baltica than to Laurentia, and probably located somewhere in the northern Iapetus.

Metcalfe's Law states that the value of a network increases with the number of connections in the network, not the number of nodes. The NDS must develop and steward connections not only between data, as is in its vision statement, but between individuals as well. We propose that this be accomplished by explicitly developing it as a platform on which data exploration can be constructed by individual researchers.

    In Central America and the Caribbean, as in many other parts of the world, military institutions are being forced to define new roles for themselves in the post-Cold War era. In recent times, developments throughout the region, including the dismantling of Panama`s military, the downsizing of the armed forces in El Salvador and Nicaragua, a call by the new Honduran president for military reform and renewed peace talks in Guatemala, suggest that the time may be ripe to reinvigorate earlier regional political organizations and to press for a new round of talks to achieve regional arms control. During the 1980s, the ideological struggle between East and West, reignited by the Nicaraguan revolution in 1979, dragged the entire region into conflicts that devastated the isthmus in terms of human lives and economic infrastructure. Indigenous struggles that had developed during the 1970s were suddenly thrust upon the international stage, becoming part of a larger drama between the superpowers. Conflicts in El Salvador, Nicaragua and Guatemala provided impetus for larger armed forces throughout the region. This growth was justified as necessary to defend the state from external intervention and the established order from internal subversion, goals which were seen as complementary.

    The phase-integral method (PIM) is an asymptotic method of the geometrical optics or semi-classical type for solving approximately, but in many cases very accurately, a wide class of differential equations in physics. Unlike the related (J)WKB method, the higher-order corrections in the PIM can be generated from a generic, unspecified base function, providing added symmetry and flexibility. However, with the conventional approach of using the next-to-lowest (third) order correction to the integrand in the phase integral as a platform for calculating higher (fifth, seventh, ninth,...) order corrections, the higher-order calculations very often become quite complicated. We therefore introduce a new platform function, which considerably simplifies the calculation of the third-order contribution for a wide range of problems. We also present directly integrable conditions for the phase integral, which so far seem to have gone unnoticed. For a large number of observables, our analysis makes a clearer distinction between physical and, in a sense, unphysical contributions.

    In FY13, Pacific Northwest National Laboratory (PNNL) with funding from the Department of Energy’s (DOE’s) Building Technologies Office (BTO) designed, prototyped and tested a transactional network platform. The platform is intended to support energy, operational and financial transactions between any networked entities (equipment, organizations, buildings, grid, etc.). Initially, in FY13, the concept demonstrated transactions between packaged rooftop units (RTUs) and the electric grid using applications or “agents” that reside on the platform, on the equipment, on local building controller or in the Cloud. This document describes the core of the transactional network platform, the Volttron Lite™ software and associated services hosted on the platform. Future enhancements are also discussed. The appendix of the document provides examples of how to use the various services hosted on the platform.

The platform has a light-reflective upper surface which can be optionally coated to provide an enhanced reflectivity and form a micromirror. An array of such micromirrors can be formed on a common substrate for applications including optical switching (e.g. for fiber optic communications), optical information processing, image projection displays or non-volatile optical memories.

    The ILC and CLIC reference designs incorporate reinforced-concrete platforms underneath the detectors so that the two detectors can each be moved onto and off of the beamline in a Push-Pull configuration. These platforms could potentially amplify ground vibrations, which would reduce luminosity. In this paper we compare vibration models to experimental data on reinforced concrete structures, estimate the impact on luminosity, and summarize implications for the design of a reinforced concrete platform for the ILC or CLIC detectors.

    In this study we describe an innovative method to determine potential sites for optical and infrared astronomical observations in the Andes region of northern South America. The method computes the Clear sky fraction (CSF) from Geostationary Observational Environmental Satellite (GOES) data for the years 2008-12 through a comparison with temperatures obtained from long-term records of weather stations and atmospheric temperature profiles from radiosonde. Criteria for sky clearance were established for two infrared GOES channels in order to determine potential sites in the Andes region of northern South-America. The method was validated using the reported observed hours at Observatorio Nacional de Llano del Hato in Venezuela. Separate CSF percentages were computed for dry and rainy seasons for both, photometric and spectroscopic night qualities. Twelve sites with five year averages of CSF for spectroscopic nights larger than 30% during the dry seasons were found to be suitable for astronomical observations. Th...

    Based on the contract NT-42790 to the Department of Energy, “Plug-in Hybrid Ethanol Research Platform”, Advanced Vehicle Research Center (AVRC) Virginia has successfully developed the phase I electric drive train research platform which has been named as Laboratory Rapid Application Testbed (LabRAT). In phase II, LabRAT is to be upgraded into plug-in hybrid research platform, which will be capable of testing power systems for electric vehicles, and plug-in hybrid electric vehicles running on conventional as well as alternative fuels. LabRAT is configured as a rolling testbed with plentiful space for installing various component configurations. Component connections are modularized for flexibility and are easily replaced for testing various mechanisms. LabRAT is designed and built as a full functional vehicle chassis with a steering system, brake system and four wheel suspension. The rear drive axle offers maximum flexibility with a quickly changeable gear ratio final drive to accommodate different motor speed requirements. The electric drive system includes an electric motor which is mechanically connected to the rear axle through an integrated speed/torque sensor. Initially, a 100 kW UQM motor and corresponding UQM motor controller is used which can be easily replaced with another motor/controller combination. A lithium iron phosphate (LiFePO4) battery pack is installed, which consists of 108 cells of 100 AH capacity, giving the total energy capacity of 32.5 kWh. Correspondingly, a fully functional battery management system (BMS) is installed to perform battery cell operation monitoring, cell voltage balancing, and reporting battery real time operating parameters to vehicle controller. An advanced vehicle controller ECU is installed for controlling the drive train. The vehicle controller ECU receives traction or braking torque command from driver through accelerator and brake pedal position sensors and battery operating signals from the BMS through CAN BUS, and then generates motor torque command (traction or braking) to the motor controller based on the control algorithm software embedded in the vehicle controller ECU. The vehicle controller ECU is a re-programmable electronic control unit. Any control algorithm software developed can be easily downloaded to vehicle controller ECU to test any newly developed control strategy. The flexibility of the control system significantly enhances the practical applicability of the LabRAT. A new test methodology has been developed for the LabRAT simulating any vehicles running on road with different weights from compact passenger car to light duty truck on an AC or eddy current dynamometers without much effort for modification of the system. LabRAT is equipped with a fully functional data acquisition system supplied by CyberMetrix. The measurement points along the drive train are DC electric power between battery pack and motor controller input, AC electric power between motor controller and electric motor, mechanical power between motor and rear axle. The data acquisition system is designed with more capability than current requirements in order to meet the requirements for phase II.

    The National Energy Technology Laboratory of the US Department of Energy (under Award DE-FC26-02NT41645) and the NYSEARCH Committee of the Northeast Gas Association (previous the New York Gas Group), have sponsored research to develop a robotic pipeline inspection system capable of navigation through the typical physical and operational obstacles that make transmission and distribution pipelines unpiggable. The research contractors, Foster-Miller and GE Oil & Gas (PII North America) have performed an engineering study and developed a conceptual design that meets all the requirements for navigating and inspecting unpiggable transmission pipelines. Based on Foster-Miller's previous efforts developing the Pipe Mouse robot, the RoboScan inspection robot (Figure ES-1) meets the navigational and physical challenges of unpiggable pipelines through an innovative modular platform design, segmented MFL inspection modules and improvements to the inter-module coupling design.

    Ozone pollution transported to the Arctic is a significant concern because of the rapid, enhanced warming in high northern latitudes, which is caused, in part, by short lived climate forcers, such as ozone. Long range transport of pollution contributes to background and episodic ozone levels in the Arctic. However, the extent to which plumes are photochemically active during transport, particularly during the summer, is uncertain. Regional chemical transport model simulations are used to examine photochemical production of ozone in air masses originating from boreal fire and anthropogenic emissions over North America and during their transport toward the Arctic during early July 2008. Model results shows good agreement with aircraft data collected over boreal fire source regions in Canada and several days downwind over Greenland during the study period. Pollutant plumes were transported east and north towards the Arctic and show significant ozone enhancements downwind of source regions. Anthropogenic plumes were more photochemically active than fire plumes. Together, both sources made an important contribution to ozone in pollution plumes transported to the Arctic.

    Purpose: The main purpose of this work was to develop an in-house low cost respiratory motion phantom platform for testing the accuracy of the gated radiotherapy system and analyze the dosimetric difference during gated radiotherapy. Methods: An in-house respiratory motion platform(RMP) was designed and constructed for testing the targeting accuracy of respiratory tracking system. The RMP consist of acrylic Chest Wall Platform, 2 DC motors, 4 IR sensors, speed controller circuit, 2 LED and 2 moving rods inside the RMP. The velocity of the movement can be varied from 0 to 30 cycles per minute. The platform mounted to a base using precision linear bearings. The base and platform are made of clear, 15mm thick polycarbonate plastic and the linear ball bearings are oriented to restrict the platform to a movement of approximately 50mm up and down with very little friction. Results: The targeting accuracy of the respiratory tracking system was evaluated using phantom with and without respiratory movement with varied amplitude. We have found the 5% dose difference to the PTV during the movement in comparison with stable PTV. The RMP can perform sinusoidal motion in 1D with fixed peak to peak motion of 5 to 50mm and cycle interval from 2 to 6 seconds. The RMP was designed to be able to simulate the gross anatomical anterior posterior motion attributable to respiration-induced motion of the thoracic region. Conclusion: The unique RMP simulates breathing providing the means to create a comprehensive program for commissioning, training, quality assurance and dose verification of gated radiotherapy treatments. Create the anterior/posterior movement of a target over a 5 to 50 mm distance to replicate tumor movement. The targeting error of the respiratory tracking system is less than 1.0 mm which shows suitable for clinical treatment with highly performance.

    Provenance is dened as information about the origin of objects, a concept that applies to both physical and digital objects and often overlaps both. The use of provenance in systems designed for research is an important but forgotten feature. Provenance allows for proper and exact tracking of information, its use, its lineage, its derivations and other metadata that are important for correctly adhering to the scien- tic method. In our project's prescribed use of provenance, researchers can determine detailed information about the use of sensor data in their experiments on ORNL's Flexible Research Platforms (FRPs). Our project's provenance system, Provenance Data Management System (ProvDMS), tracks information starting with the creation of information by an FRP sensor. The system determines station information, sensor information, and sensor channel information. The system allows researchers to derive generations of experiments from the sensor data and tracks their hierarchical flow. Key points can be seen in the history of the information as part of the information's workflow. The concept of provenance and its usage in science is relatively new and while used in other cases around the world, our project's provenance diers in a key area. To keep track of provenance, most systems must be designed or redesigned around the new provenance system. Our system is designed as a cohesive but sepa- rate entity and allows for researchers to continue using their own methods of analysis without being constrained in their ways in order to track the provenance. We have designed ProvDMS using a lightweight provenance library, Core Provenance Library (CPL) v.6 In addition to keeping track of sensor data experiments and its provenance, ProvDMS also provides a web-enabled visualization of the inheritance.

    The economic benefits of all inclusive systems engineering approach is now recognized in the offshore industry. Nowhere is this more evident than in the area of deepwater subsea tiebacks to existing facilities. This type of development requires effective management of the interfaces between personnel on the existing facility and the new project team, the interfaces between the new subsea facilities and the existing platform, and the interface of the new operating procedures with the existing platform daily routine. A second factor in the economic viability of many of these projects is the need to minimize operating costs by avoiding the need for subsea system repair intervention. An operability analysis focusing on the subsea system and platform interface engineering was used on the Hardy projects to address the concerns with the potential for interventions. With minimum operating costs as a primary goal, Hardy encouraged participation from both host platform operating groups from the outset of both projects. This cooperation was critical since both projects were planned to more than double the throughput for both host platforms without adding platform operating personnel. The approach of operator involvement also ensured a safe, reliable, and economic transition between the installation and operating phases of the developments.

Adjacent ones of the platform segments including edge portions thereon closely spaced when the blades are assembled to form expansion gaps in an annular flow surface for gas passage through the blades and wherein the assembly further includes a plurality of unitary seal members on the rotor connected to its rim and each including a plurality of spaced, axially extending, flexible fingers that underlie and conform to the edge portions of the platform segments and which are operative at turbine operating temperatures and speeds to distribute loading on the platform segments as the fingers are seated against the underside of the blade platforms to seal the gaps without undesirably stressing thin web ceramic sections of the platform.

    The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in Cold Climates on a cost-neutral basis.

  6. Space qualified nanosatellite electronics platform for photon pair experiments

    We report the design and implementation of a complete electronics platform for conducting a quantum optics experiment that will be operated on board a 1U CubeSat (a 10 x 10 x 10 cm satellite). The quantum optics experiment is designed to produce polarization-entangled photon pairs using non-linear optical crystals and requires opto-electronic components such as a pump laser, single photon detectors and liquid crystal based polarization rotators in addition to passive optical elements. The platform provides mechanical support for the optical assembly. It also communicates autonomously with the host satellite to provide experiment data for transmission to a ground station. A limited number of commands can be transmitted from ground to the platform enabling it to switch experimental modes. This platform requires less than 1.5W for all operations, and is space qualified. The implementation of this electronics platform is a major step on the road to operating quantum communication experiments using nanosatellites.

    In March 1995, what is believed to be the world`s first offshore coiled tubing deployed electrical submersible pump (ESP) was successfully commissioned in well AA-03S1 on Shell U.K. Exploration and Production (Shell Expro) Auk platform in the United Kingdom`s Central North Sea. The ESP provides a new and important method of artificial lift for the 21 year old Auk platform, which hitherto had relied upon downhole hydraulic jet pumps to lift approximately half of the platform`s oil production. The coiled tubing deployment proved the viability of performing future workovers with or without the assistance or indeed the presence of a drilling package. The novel completion design successfully catered to the wide variety of customer requirements; Well Engineering for a rigless workover, Petroleum Engineering for reservoir access and Facilities Engineering for a specified flowline height. The experience gained during this project will be a valuable input in determining the future artificial lift strategy for this platform and for other prospects in terms of performance, reliability and operating costs.

  8. D0 Cryogenic System Superconducting Solenoid Platform I/O

    The Dzero detector is scheduled for a major upgrade between 1996 and 1999. This note describes the specifications and configuration of the physical Input/Output devices and instrumentation of the 2 Tesla Superconducting Solenoid. The Solenoid and the VLPC cryostats both reside on the detector platform and are cooled by the Dzero Helium Refrigerator. The cryogenic process control s for these two components will be an extension of the TI565 programmable logic controller system used for other Dzero cryogenic controls. Two Input/Output Bases will be installed on the Dzero detector platform near the cryo corner. These I/O bases will handle all the sensor input and process control output devices from the Solenoid and VLPC cryostats. Having the I/O bases installed on the detector platform makes the connecting cabl ing to the platform much easier . All the instruments are wired directly to the I/O base. The bases have only one communications network cabl e that must be routed off the platform to the South side of the Dzero building.

    A turbine airfoil (22E-H) extends from a shank (23E-H). A platform (30E-H) brackets or surrounds a first portion of the shank (23E-H). Opposed teeth (33, 35) extend laterally from the platform (30E-H) to engage respective slots (50) in a disk. Opposed teeth (25, 27) extend laterally from a second portion of the shank (29) that extends below the platform (30E-H) to engage other slots (52) in the disk. Thus the platform (30E-H) and the shank (23E-H) independently support their own centrifugal loads via their respective teeth. The platform may be formed in two portions (32E-H, 34E-H), that are bonded to each other at matching end-walls (37) and/or via pins (36G) passing through the shank (23E-H). Coolant channels (41, 43) may pass through the shank beside the pins (36G).
