Mearns, L. O.; Gutowski, William; Jones, Richard; Leung, Lai-Yung R.; McGinnis, Seth; Nunes, A.; Qian, Yun

    2009-09-08

There are two main uncertainties in determining future climate: the trajectories of future emissions of greenhouse gases and aerosols, and the response of the global climate system to any given set of future emissions [Meehl et al., 2007]. These uncertainties normally are elucidated via application of global climate models, which provide information at relatively coarse spatial resolutions. Greater interest in, and concern about, the details of climate change at regional scales has provided the motivation for the application of regional climate models, which introduces additional uncertainty [Christensen et al., 2007a]. These uncertainties in fi ne- scale regional climate responses, in contrast to uncertainties of coarser spatial resolution global models in which regional models are nested, now have been documented in numerous contexts [Christensen et al., 2007a] and have been found to extend to uncertainties in climate impacts [Wood et al., 2004; Oleson et al., 2007]. While European research in future climate projections has moved forward systematically to examine combined uncertainties from global and regional models [Christensen et al., 2007b], North American climate programs have lagged behind. To fi ll this research gap, scientists developed the North American Regional Climate Change Assessment Program (-NARCCAP). The fundamental scientifi c motivation of this international program is to explore separate and combined uncertainties in regional projections of future climate change resulting from the use of multiple atmosphere- ocean general circulation models (AOGCMs) to drive multiple regional climate models (RCMs). An equally important, and related, motivation for this program is to provide the climate impacts and adaptation community with high- resolution regional climate change scenarios that can be used for studies of the societal impacts of climate change and possible adaptation strategies.

  12. Basic physics program for a low energy antiproton source in North America

    SciTech Connect (OSTI)

    Bonner, B.E.; Nieto, M.M.

    1987-01-01

We summarize much of the important science that could be learned at a North American low energy antiproton source. It is striking that there is such a diverse and multidisciplinary program that would be amenable to exploration. Spanning the range from high energy particle physics to nuclear physics, atomic physics, and condensed matter physics, the program promises to offer many new insights into these disparate branches of science. It is abundantly clear that the scientific case for rapidly proceeding towards such a capability in North America is both alluring and strong. 38 refs., 2 tabs.

The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

Low emissivity (low-e) storm windows/panels appear to hold promise for effectively reducing existing home heating, ventilation, and air-conditioning (HVAC) consumption. Due to the affordability of low-e storm windows and the large numbers of existing homes that have low-performing single-pane or double-pane clear windows, a tremendous opportunity exists to provide energy savings by transforming the low-e storm window market and increasing market adoption. This report outlines U.S. Department of Energy (DOE) Building America’s planned market transformation activities in support of low-e storm window adoption during fiscal year (FY) 2014.

    2014-12-01

The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

  15. Development programs in the United States of America for the application of cement-based grouts in radioactive waste management

    SciTech Connect (OSTI)

    Dole, L.R.; Row, T.H.

    1984-01-01

This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

Our current understanding of terrestrial carbon processes is represented in various models used to integrate and scale measurements of CO{sub 2} exchange from remote sensing and other spatiotemporal data. Yet assessments are rarely conducted to determine how well models simulate carbon processes across vegetation types and environmental conditions. Using standardized data from the North American Carbon Program we compare observed and simulated monthly CO{sub 2} exchange from 44 eddy covariance flux towers in North America and 22 terrestrial biosphere models. The analysis period spans {approx}220 site-years, 10 biomes, and includes two large-scale drought events, providing a natural experiment to evaluate model skill as a function of drought and seasonality. We evaluate models' ability to simulate the seasonal cycle of CO{sub 2} exchange using multiple model skill metrics and analyze links between model characteristics, site history, and model skill. Overall model performance was poor; the difference between observations and simulations was {approx}10 times observational uncertainty, with forested ecosystems better predicted than nonforested. Model-data agreement was highest in summer and in temperate evergreen forests. In contrast, model performance declined in spring and fall, especially in ecosystems with large deciduous components, and in dry periods during the growing season. Models used across multiple biomes and sites, the mean model ensemble, and a model using assimilated parameter values showed high consistency with observations. Models with the highest skill across all biomes all used prescribed canopy phenology, calculated NEE as the difference between GPP and ecosystem respiration, and did not use a daily time step.

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    SciTech Connect (OSTI)

    Rutherford, D.

    1994-03-01

This Forecast is generated by the Chair of the Experiment Needs Identification Workgroup (ENIWG), with input from Department of Energy and the nuclear community. One of the current concerns addressed by ENIWG was the Defense Nuclear Facilities Safety Board`s Recommendation 93-2. This Recommendation delineated the need for a critical experimental capability, which includes (1) a program of general-purpose experiments, (2) improving the information base, and (3) ongoing departmental programs. The nuclear community also recognizes the importance of criticality theory, which, as a stepping stone to computational analysis and safety code development, needs to be benchmarked against well-characterized critical experiments. A summary project of the Department`s needs with respect to criticality information includes (1) hands-on training, (2) criticality and nuclear data, (3) detector systems, (4) uranium- and plutonium-based reactors, and (5) accident analysis. The Workgroup has evaluated, prioritized, and categorized each proposed experiment and program. Transportation/Applications is a new category intended to cover the areas of storage, training, emergency response, and standards. This category has the highest number of priority-1 experiments (nine). Facilities capable of performing experiments include the Los Alamos Critical Experiment Facility (LACEF) along with Area V at Sandia National Laboratory. The LACEF continues to house the most significant collection of critical assemblies in the Western Hemisphere. The staff of this facility and Area V are trained and certified, and documentation is current. ENIWG will continue to work with the nuclear community to identify and prioritize experiments because there is an overwhelming need for critical experiments to be performed for basic research and code validation.

Paul, J.H. [C.E.E.D., Northfield, NJ (United States)

    1995-12-31

Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    SciTech Connect (OSTI)

    Hendron, R.

    2006-05-01

Because there are more than 101 million residential households in the United States today, it is not surprising that existing residential buildings represent an extremely large source of potential energy savings. Because thousands of these homes are renovated each year, Building America is investigating the best ways to make existing homes more energy-efficient, based on lessons learned from research in new homes. The Building America program is aiming for a 20%-30% reduction in energy use in existing homes by 2020. The strategy for the existing homes project of Building America is to establish technology pathways that reduce energy consumption cost-effectively in American homes. The existing buildings project focuses on finding ways to adapt the results from the new homes research to retrofit applications in existing homes. Research activities include a combination of computer modeling, field demonstrations, and long-term monitoring to support the development of integrated approaches to reduce energy use in existing residential buildings. Analytical tools are being developed to guide designers and builders in selecting the best approaches for each application. Also, DOE partners with the U.S. Environmental Protection Agency (EPA) to increase energy efficiency in existing homes through the Home Performance with ENERGY STAR program.

  7. Building America Expert Meeting Report: Hydronic Heating in Multifamily Buildings

    SciTech Connect (OSTI)

    Dentz, J.

    2011-10-01

The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multi-family buildings with the goals of reducing energy waste and improving occupant comfort. The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort. The objectives of the meeting were to: (1) Share knowledge and experience on new and existing solutions: what works, what doesn't and why, and what's new; (2) Understand the market barriers to currently offered solutions: what disconnects exist in the market and what is needed to overcome or bridge these gaps; and (3) Identify research needs.

  13. Geothermal initiatives in Central America

    SciTech Connect (OSTI)

    Hanold, R.J.; Loose, V.W.; Laughlin, A.W.; Wade, P.E.

    1986-01-01

The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

  14. Building America Case Study: Whole-House Solutions for Existing Homes: Greenbelt Homes, Inc. Pilot Retrofit Program; Whole-House Solutions for Existing Homes, Energy Efficiency & Renewable Energy (EERE)

    SciTech Connect (OSTI)

    2015-06-01

In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc, (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a decade-long community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. With the community upgrade fully funded by the cooperative through their membership without outside subsidies, this project presents a unique opportunity to evaluate and prioritize the wide-range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects to include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy savings benefits of improvements. This best practices guide is the 15th in a series of guides for builders produced by PNNL for the U.S. Department of Energy’s Building America program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the hot-humid climate can build homes that have whole-house energy savings of 40% over the Building America benchmark with no added overall costs for consumers. The best practices described in this document are based on the results of research and demonstration projects conducted by Building America’s research teams. Building America brings together the nation’s leading building scientists with over 300 production builders to develop, test, and apply innovative, energy-efficient construction practices. Building America builders have found they can build homes that meet these aggressive energy-efficiency goals at no net increased costs to the homeowners. Currently, Building America homes achieve energy savings of 40% greater than the Building America benchmark home (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code). The recommendations in this document meet or exceed the requirements of the 2009 IECC and 2009 IRC and those requirements are highlighted in the text. Requirements of the 2012 IECC and 2012 IRC are also noted in text and tables throughout the guide. This document will be distributed via the DOE Building America website: www.buildingamerica.gov.

    1995-08-01

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    2006-08-01

The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in Cold Climates on a cost-neutral basis.

    2015-01-01

The U.S. DOE Building America program has established a research agenda targeting market-relevant strategies to achieve 40% reductions in existing home energy use by 2030. Deep Energy Retrofits (DERs) are part of the strategy to meet and exceed this goal. DERs are projects that create new, valuable assets from existing residences, by bringing homes into alignment with the expectations of the 21st century. Ideally, high energy using, dated homes that are failing to provide adequate modern services to their owners and occupants (e.g., comfortable temperatures, acceptable humidity, clean, healthy), are transformed through comprehensive upgrades to the building envelope, services and miscellaneous loads into next generation high performance homes. These guidance documents provide information to aid in the broader market adoption of DERs.

The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The National Renewable Energy Laboratory (NREL) prepared this report for DOE to describe the immediate need to pursue larger blade test facilities in North America, categorize the numerous prospective partners for a North American collaboration, and document the requirements for a North American test facility.

  20. Building America Best Practices Series Volume 12: Builders Challenge Guide to 40% Whole-House Energy Savings in the Cold and Very Cold Climates

    SciTech Connect (OSTI)

Baechler, Michael C.; Gilbride, Theresa L.; Hefty, Marye G.; Cole, Pamala C.; Love, Pat M.

    2011-02-01

This best practices guide is the twelfth in a series of guides for builders produced by PNNL for the U.S. Department of Energy’s Building America program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the cold and very cold climates can build homes that have whole-house energy savings of 40% over the Building America benchmark with no added overall costs for consumers. The recommendations in this document meet or exceed the requirements of the 2009 IECC and 2009 IRC and thos erequirements are highlighted in the text. This document will be distributed via the DOE Building America website: www.buildingamerica.gov.

  6. 2006 U.S. Department of Energy Strategic Plan: Discovering the Solutions to Power and Secure America’s Future

    SciTech Connect (OSTI)

    None,

    2006-10-11

The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the government’s energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOE’s continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.

    2006-12-01

This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in the Marine Climate Region on a cost neutral basis.

    2010-12-31

This final report summarizes the work conducted by the Consortium of Advanced Residential Buildings (CARB) (http://www.carb-swa.com/), one of the 'Building America Energy Efficient Housing Partnership' Industry Teams, for the period January 1, 2008 to December 31, 2010. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. In partnership with our numerous builders and industry partners, work was performed in three primary areas - advanced systems research, prototype home development, and technical support for communities of high performance homes. Our advanced systems research work focuses on developing a better understanding of the installed performance of advanced technology systems when integrated in a whole-house scenario. Technology systems researched included: - High-R Wall Assemblies - Non-Ducted Air-Source Heat Pumps - Low-Load HVAC Systems - Solar Thermal Water Heating - Ventilation Systems - Cold-Climate Ground and Air Source Heat Pumps - Hot/Dry Climate Air-to-Water Heat Pump - Condensing Boilers - Evaporative condensers - Water Heating CARB continued to support several prototype home projects in the design and specification phase. These projects are located in all five program climate regions and most are targeting greater than 50% source energy savings over the Building America Benchmark home. CARB provided technical support and developed builder project case studies to be included in near-term Joule Milestone reports for the following community scale projects: - SBER Overlook at Clipper Mill (mixed, humid climate) - William Ryan Homes - Tampa (hot, humid climate).

  7. Caribbean basin framework, 2: Northern Central America

    SciTech Connect (OSTI)

Tyburski, S.A.; Gordon, M.B.; Mann, P. (Univ. of Texas, Austin (United States))

There are four Jurassic to Recent basin-forming periods in northern Central America (honduras, Honduran Borderlands, Belize, Guatemala, northern Nicaragua): (1) Middle Jurassic-Early Cretaceous rifting and subsidence along normal faults in Honduras and Guatemala; rifts are suggested but are not well defined in Honduras by the distribution of clastic sediments and associated volcanic rocks. Rifting is attributed to the separation of Central America from the southern margin of the North American plate; (2) Cretaceous subsidence recorded by the development of a Cretaceous carbonate platform in Honduras, Guatemala, and Belize; subsidence is attributed to thermal subsidence of the rifted margins of the various blocks; (3) Late Cretaceous-Recent development of a volcanic arc along the western margin of Middle America and the northern margin of Honduras; (4) Late Cretaceous large-scale folding in Honduras, ophiolite obduction, and formation of a foredeep basin in Guatemala (Sepur trough); deformation is attributed to the collision between a north-facing arc in northern Honduras and the Nicaraguan Rise and the passive margin of Guatemala and Belize; and (5) Eocene to Recent strike-slip faulting along the present-day North American-Caribbean plate boundary in Guatemala, northern Honduras, and Belize. Strike-slip faults and basins form a California-type borderlands characterized by elongate basins that appear as half-grabens in profile. Counterclockwise rotation of the central honduras plateau, a thicker and topographically higher-than-average block within the plate boundary zone, is accommodated by rifting or strike-slip faults at its edges.
