    This white paper details the history, mechanics, status, and impact of the Native American Anemometer Loan Program (ALP) conducted by the U.S. Department of Energy's Wind Powering America (WPA) initiative. Originally conceived in 2000 and terminated (as a WPA activity) at the end of FY 2011, the ALP has resulted in the installation of anemometers at 90 locations. In addition, the ALP provided support for the installation of anemometers at 38 additional locations under a related ALP administered by the Western Area Power Administration.

    There are two main uncertainties in determining future climate: the trajectories of future emissions of greenhouse gases and aerosols, and the response of the global climate system to any given set of future emissions [Meehl et al., 2007]. These uncertainties normally are elucidated via application of global climate models, which provide information at relatively coarse spatial resolutions. Greater interest in, and concern about, the details of climate change at regional scales has provided the motivation for the application of regional climate models, which introduces additional uncertainty [Christensen et al., 2007a]. These uncertainties in fi ne- scale regional climate responses, in contrast to uncertainties of coarser spatial resolution global models in which regional models are nested, now have been documented in numerous contexts [Christensen et al., 2007a] and have been found to extend to uncertainties in climate impacts [Wood et al., 2004; Oleson et al., 2007]. While European research in future climate projections has moved forward systematically to examine combined uncertainties from global and regional models [Christensen et al., 2007b], North American climate programs have lagged behind. To fi ll this research gap, scientists developed the North American Regional Climate Change Assessment Program (-NARCCAP). The fundamental scientifi c motivation of this international program is to explore separate and combined uncertainties in regional projections of future climate change resulting from the use of multiple atmosphere- ocean general circulation models (AOGCMs) to drive multiple regional climate models (RCMs). An equally important, and related, motivation for this program is to provide the climate impacts and adaptation community with high- resolution regional climate change scenarios that can be used for studies of the societal impacts of climate change and possible adaptation strategies.

    We summarize much of the important science that could be learned at a North American low energy antiproton source. It is striking that there is such a diverse and multidisciplinary program that would be amenable to exploration. Spanning the range from high energy particle physics to nuclear physics, atomic physics, and condensed matter physics, the program promises to offer many new insights into these disparate branches of science. It is abundantly clear that the scientific case for rapidly proceeding towards such a capability in North America is both alluring and strong. 38 refs., 2 tabs.

  4. Building America Whole-House Solutions for New Homes: Northwest Energy Efficient Manufactured Housing Program High-Performance Test Homes

    This project represents the third phase of a multi-year effort to develop and bring to market a High Performance Manufactured Home. In this project, the Northwest Energy Efficient Manufactured Housing Program worked with Building America Partnership for Improved Residential Construction and Bonneville Power Administration to help four factory homebuilders build prototype zero energy ready manufactured homes, resulting in what is expected to be a 30% savings relative to the Building America Benchmark.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

    Our current understanding of terrestrial carbon processes is represented in various models used to integrate and scale measurements of CO{sub 2} exchange from remote sensing and other spatiotemporal data. Yet assessments are rarely conducted to determine how well models simulate carbon processes across vegetation types and environmental conditions. Using standardized data from the North American Carbon Program we compare observed and simulated monthly CO{sub 2} exchange from 44 eddy covariance flux towers in North America and 22 terrestrial biosphere models. The analysis period spans {approx}220 site-years, 10 biomes, and includes two large-scale drought events, providing a natural experiment to evaluate model skill as a function of drought and seasonality. We evaluate models' ability to simulate the seasonal cycle of CO{sub 2} exchange using multiple model skill metrics and analyze links between model characteristics, site history, and model skill. Overall model performance was poor; the difference between observations and simulations was {approx}10 times observational uncertainty, with forested ecosystems better predicted than nonforested. Model-data agreement was highest in summer and in temperate evergreen forests. In contrast, model performance declined in spring and fall, especially in ecosystems with large deciduous components, and in dry periods during the growing season. Models used across multiple biomes and sites, the mean model ensemble, and a model using assimilated parameter values showed high consistency with observations. Models with the highest skill across all biomes all used prescribed canopy phenology, calculated NEE as the difference between GPP and ecosystem respiration, and did not use a daily time step.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

The scope of this project involved building four HPMH prototypes, resulting in what is expected to be a 30% savings relative to the Building America Benchmark. (The actual % savings varies depending on choice of heating equipment and climate zone). The HPMH home is intended to make significant progress toward performing as zero-net-energy ready. Previous phases of this project created a HPMH specification and prototyped individual measures from the package to obtain engineering approvals and develop preliminary factory construction processes. This report describes the project team's work during 2014 to build prototype homes to the HPMH specifications and to monitor the homes for energy performance and durability during 2014. Monitoring is expected to continue into 2016.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    As DOE's Building America program has grown to include a large and diverse cross-section of the home building and retrofit industries, it has become more important to develop accurate, consistent analysis techniques to measure progress towards the programs goals. The House Simulation Protocols (HSP) provide guidance to program partners and managers so that energy savings for new construction and retrofit projects can be compared alongside each other. The HSP provides the program with analysis methods that are proven to be effective and reliable in investigating the energy use of advanced energy systems and of entire houses.

    Established in 1951, Camp Desert Rock served as the training ground for America's 'Atomic Army'. For the next six years, U.S. ground troops traveled to the Nevada desert to participate in military maneuvers during atmospheric atomic weapons testing. Nearly 60,000 soldiers received physical and psychological training in atomic warfare. Abandoned when atmospheric testing ended, Camp Desert Rock was dismantled and its buildings moved to other locations. Today, the camp appears as a sterile expanse of desert marked by rock-lined tent platforms, concrete foundations, and trash scatters. Although visually unimposing, the site is rich with the history of America's nuclear testing program.

Struggling to maintain or achieve energy self-sufficiency, many North and South American countries are undertaking major projects to develop these, and other, energy sources. This volume, Volume 3 is a compilation of official US government intelligence reports examining the development projects and energy trends in 12 countries of North and South America: Argentina, Bolivia, Brazil, Canada, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, the United States and Venezuela. The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans. Plans in the Americas call for exploiting oil and gas where possible, and making major efforts to develop sources such as coal and hydropower that can be alternatives to imported petroleum. 33 references, 1 figure, 73 tables.

    To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

    Because there are more than 101 million residential households in the United States today, it is not surprising that existing residential buildings represent an extremely large source of potential energy savings. Because thousands of these homes are renovated each year, Building America is investigating the best ways to make existing homes more energy-efficient, based on lessons learned from research in new homes. The Building America program is aiming for a 20%-30% reduction in energy use in existing homes by 2020. The strategy for the existing homes project of Building America is to establish technology pathways that reduce energy consumption cost-effectively in American homes. The existing buildings project focuses on finding ways to adapt the results from the new homes research to retrofit applications in existing homes. Research activities include a combination of computer modeling, field demonstrations, and long-term monitoring to support the development of integrated approaches to reduce energy use in existing residential buildings. Analytical tools are being developed to guide designers and builders in selecting the best approaches for each application. Also, DOE partners with the U.S. Environmental Protection Agency (EPA) to increase energy efficiency in existing homes through the Home Performance with ENERGY STAR program.

The Teams mission is to assist Building America (BA) research teams and partners in identifying and resolving conflicts between Building America innovations and the various codes and standards that govern the construction of residences. A CSI Roadmap was completed in September, 2013.     In the fall of 2010, a multiyear pilot energy efficiency retrofit project was undertaken by Greenbelt Homes, Inc, (GHI) a 1,566 home cooperative of circa 1930 and 1940 homes in Greenbelt, Maryland. GHI established this pilot project to serve as a basis for decision making for the rollout of a decade-long community-wide upgrade program that will incorporate energy efficiency improvements to the building envelope and mechanical equipment. With the community upgrade fully funded by the cooperative through their membership without outside subsidies, this project presents a unique opportunity to evaluate and prioritize the wide-range of benefits of high-performance retrofits based on member experience with and acceptance of the retrofit measures implemented during the pilot project. Addressing the complex interactions between benefits, trade-offs, construction methods, project management implications, realistic upfront costs, financing, and other considerations, serves as a case study for energy retrofit projects to include high-performance technologies based on the long-term value to the homeowner. The pilot project focused on identifying the added costs and energy savings benefits of improvements. Phase 1: baseline evaluation for a representative set of 28 homes sited in seven buildings; Phase 2: installation of the building envelope improvements and continued monitoring of the energy consumption for the heating season and energy simulations supporting recommendations for HVAC and water heating upgrades to be implemented in Phase 3.

    The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multi-family buildings with the goals of reducing energy waste and improving occupant comfort. The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort. The objectives of the meeting were to: (1) Share knowledge and experience on new and existing solutions: what works, what doesn't and why, and what's new; (2) Understand the market barriers to currently offered solutions: what disconnects exist in the market and what is needed to overcome or bridge these gaps; and (3) Identify research needs.

    Presenter: Michael Baechler, Pacific Northwest National Laboratory The Building America Solution Center (Solution Center) is a community-driven online resource that provides residential building professionals with access to validated information on high-performance design and construction. Topics include air sealing and insulation; heating, ventilation, and air conditioning (HVAC) components; windows; indoor air quality; and more. Each topic offers a variety of resources, such as contracting documents, installation guidance, energy codes, and labeling program compliance. The goal of the Solution Center is to make best practices accessible and accelerate their dissemination, leading to better-educated stakeholders and fostering a community of users who will translate building science research into practice.

    In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean.     This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries. Countries such as Argentina, Bolivia, and Peru will export natural gas to Brazil, Uruguay, Paraguay and Chile, an the energy matrices of these countries will change.
