This white paper details the history, mechanics, status, and impact of the Native American Anemometer Loan Program (ALP) conducted by the U.S. Department of Energy's Wind Powering America (WPA) initiative. Originally conceived in 2000 and terminated (as a WPA activity) at the end of FY 2011, the ALP has resulted in the installation of anemometers at 90 locations. Many nations responded to this disaster by offering aid and by rushing teams into the affected area to make measurements that would assess the impact of the fires. The following report summarizes a workshop that was held July 24-26, 1991 at the National Center for Atmospheric Research (NCAR) to discuss a plan to gather all the atmospheric measurements that are being made in the Gulf region and make them available for general dissemination. The workshop was initiated by the World Meteorological Organization and co-sponsored by the National Oceanic and Atmospheric Organization.

Building America Case Study: Meeting DOE Challenge Home Program Certification, Chicago, Illinois; Denver, Colorado; Devens, Massachusetts (Fact Sheet)

The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

Development programs in the United States of America for the application of cement-based grouts in radioactive waste management

This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

A model-data intercomparison of CO2 exchange across North America: Results from the North American Carbon Program Site Synthesis

Our current understanding of terrestrial carbon processes is represented in various models used to integrate and scale measurements of CO{sub 2} exchange from remote sensing and other spatiotemporal data. Yet assessments are rarely conducted to determine how well models simulate carbon processes across vegetation types and environmental conditions. Using standardized data from the North American Carbon Program we compare observed and simulated monthly CO{sub 2} exchange from 44 eddy covariance flux towers in North America and 22 terrestrial biosphere models. The analysis period spans {approx}220 site-years, 10 biomes, and includes two large-scale drought events, providing a natural experiment to evaluate model skill as a function of drought and seasonality. We evaluate models' ability to simulate the seasonal cycle of CO{sub 2} exchange using multiple model skill metrics and analyze links between model characteristics, site history, and model skill. Overall model performance was poor; the difference between observations and simulations was {approx}10 times observational uncertainty, with forested ecosystems better predicted than nonforested. Model-data agreement was highest in summer and in temperate evergreen forests. In contrast, model performance declined in spring and fall, especially in ecosystems with large deciduous components, and in dry periods during the growing season. Models used across multiple biomes and sites, the mean model ensemble, and a model using assimilated parameter values showed high consistency with observations. Models with the highest skill across all biomes all used prescribed canopy phenology, calculated NEE as the difference between GPP and ecosystem respiration, and did not use a daily time step.

Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

The minutes are contained as Attachment 2 of this memorandum, and the report as Attachment 1. The Panel indicated two principal concerns in their report: (1) that insufficient emphasis is being placed on the reliability data development program, and (2) that excessive detail is being built into the fault trees. These concerns have been addressed in a subsequent meeting with the Panel, held March 2--4, 1988. In addition, the members have been provided with a program document (Reference 1) indicating the extent, the timing, and the limitations of the data analysis effort for the PRA.

The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

The system has a means to allow automatic transfer of the collected data to a main computer data base for further review, reporting, and distribution purposes and uploading updated collection and maintenance procedures. The hand held computer has a running to-do list so sample collection and other general tasks, such as housekeeping are automatically scheduled for timely completion. A done list helps users to keep track of all completed tasks. The built-in check list assures that work process will meet the applicable processes and procedures. Users can hand write comments or drawings with an electronic pen that allows the users to directly interface information on the screen.

Ultratrace detector for hand-held gas chromatography

An ultratrace detector system for hand-held gas chromatography having high sensitivity, for example, to emissions generated during production of weapons, biological compounds, drugs, etc. The detector system is insensitive to water, air, helium, argon, oxygen, and C0.sub.2. The detector system is basically composed of a hand-held capillary gas chromatography (GC), an insulated heated redox-chamber, a detection chamber, and a vapor trap. For example, the detector system may use gas phase redox reactions and spectral absorption of mercury vapor. The gas chromatograph initially separates compounds that percolate through a bed of heated mercuric oxide (HgO) in a silica--or other metal--aerogel material which acts as an insulator. Compounds easily oxidized by HgO liberate atomic mercury that subsequently pass through a detection chamber which includes a detector cell, such as quartz, that is illuminated with a 254 nm ultra-violet (UV) mercury discharge lamp which generates the exact mercury absorption bands that are used to detect the liberated mercury atoms. Atomic mercury strongly absorbs 254 nm energy is therefore a specific signal for reducing compounds eluting from the capillary GC, whereafter the atomic mercury is trapped for example, in a silicon-aerogel trap.

America's Atomic Army: The Historical Archaeology of Camp Desert Rock

Established in 1951, Camp Desert Rock served as the training ground for America's 'Atomic Army'. For the next six years, U.S. ground troops traveled to the Nevada desert to participate in military maneuvers during atmospheric atomic weapons testing. Nearly 60,000 soldiers received physical and psychological training in atomic warfare. Abandoned when atmospheric testing ended, Camp Desert Rock was dismantled and its buildings moved to other locations. Today, the camp appears as a sterile expanse of desert marked by rock-lined tent platforms, concrete foundations, and trash scatters. Although visually unimposing, the site is rich with the history of America's nuclear testing program.

Portable Hand-Held Electrochemical Sensor for the Transuranics

During the four-year period of the grant all of the goals of the originally proposed work were achieved, and some additional accomplishments are here reported. Two types of sensors were designed and built in the lab, capable of detecting uranium, plutonium and thorium at the 10 part-per-trillion level. The basis of both sensor types is a specially designed polymer having selective binding sites for actinyl ions of the form MO{sub 2}{sup 2+}(aq), where M is any actinide in the +6 oxidation state. This binding site also traps ions of the form MO{sub 2}{sup +}(aq), where M is any actinide in the +4 oxidation state. In this way, the polymer is responsive to the two most common water-soluble ions of the actinide series. The chelating ring responsible for binding the actinyl ions was identified from the literature, calix[n]arene where n = 6. Several versions of this sensing polymer were coated on conductive substrates and demonstrated for actinide sensing. An optimized sensor was developed and is fully described in this report. It has a polymer bilayer, fabricated under the particular conditions given below. Two different operating modes were demonstrated having different capabilities. One is the chemFET mode (a FET is a field effect transistor) and the other is the voltammetric mode. These two sensors give complementary information regarding the actinide species in a sample. Therefore our recommendation is that both be used together in a probe. A detailed design for such a probe has been filed as a patent application with the United States Patent Office, and is patent pending. The sensing polymer incorporating this actinyl-chelating ring was tested under a variety of conditions and the operating limits were determined. A full factorial experiment testing the polymerization method was conducted to optimize performance and characteristics of this polymer. The actinyl-sensing polymer was also deposited on the gate of a field effect transistor (FET) and demonstrated as a sensitive detector for uranium. Millimeter scale electrodes, operated by a hand-held instrument assembled in this lab and operated in the voltammetric mode, were transported to the DOE-Nevada test site (Las Vegas, NV) where field detection and quantitation of plutonium, uranium, and a mixture of these two elements was also demonstrated. Several probe designs were prepared, built and tested including probes with movable protective windows. A miniature, battery powered potentiostat was designed, built and demonstrated for use in a hand-held field portable instrument. This work was performed largely by undergraduates who gained valuable research experience, and many of them have continued on to graduate schools. In addition, they all gained exposure to and appreciation for national security research, in particular non-proliferation research. Four graduate students participated and one earned the MS degree on this project.

Direction-Sensitive Hand-Held Gamma-Ray Spectrometer

A novel, light-weight, hand-held gamma-ray detector with directional sensitivity is being designed. The detector uses a set of multiple rings around two cylindrical surfaces, which provides precise location of two interaction points on two concentric cylindrical planes, wherefrom the source location can be traced back by back projection and/or Compton imaging technique. The detectors are 2.0 2.0 mm europium-doped strontium iodide (SrI2:Eu2+) crystals, whose light output has been measured to exceed 120,000 photons/MeV, making it one of the brightest scintillators in existence. The crystals energy resolution, less than 3% at 662 keV, is also excellent, and the response is highly linear over a wide range of gamma-ray energies. The emission of SrI2:Eu2+ is well matched to both photo-multiplier tubes and blue-enhanced silicon photodiodes. The solid-state photomultipliers used in this design (each 2.0 2.0 mm) are arrays of active pixel sensors (avalanche photodiodes driven beyond their breakdown voltage in reverse bias); each pixel acts as a binary photon detector, and their summed output is an analog representation of the total photon energy, while the individual pixel accurately defines the point of interaction. A simple back-projection algorithm involving cone-surface mapping is being modeled. The back projection for an event cone is a conical surface defining the possible location of the source. The cone axis is the straight line passing through the first and second interaction points.

Building America Expert Meeting Report: Transitioning Traditional HVAC Contractors to Whole House Performance Contractors

This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). The objective of the meeting was to validate the general operational profile of an integrated whole house performance contracting company and identify the most significant challenges facing a traditional HVAC contractor looking to transition to a whole house performance contractor. To facilitate the discussion, IBACOS divided the business operations profile of a typical integrated whole house performance contracting company (one that performs both HVAC and shell repair/upgrade work) into seven Operational Areas with more detailed Business Functions and Work Activities falling under each high-level Operational Area. The expert panel was asked to review the operational profile or 'map' of the Business Functions. The specific Work Activities within the Business Functions identified as potential transition barriers were rated by the group relative to the value in IBACOS creating guidance ensuring a successful transition and the relative difficulty in executing.

The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

Building America Performance Analysis Procedures for Existing Homes

Because there are more than 101 million residential households in the United States today, it is not surprising that existing residential buildings represent an extremely large source of potential energy savings. Because thousands of these homes are renovated each year, Building America is investigating the best ways to make existing homes more energy-efficient, based on lessons learned from research in new homes. The Building America program is aiming for a 20%-30% reduction in energy use in existing homes by 2020. The strategy for the existing homes project of Building America is to establish technology pathways that reduce energy consumption cost-effectively in American homes. The existing buildings project focuses on finding ways to adapt the results from the new homes research to retrofit applications in existing homes. Research activities include a combination of computer modeling, field demonstrations, and long-term monitoring to support the development of integrated approaches to reduce energy use in existing residential buildings. Analytical tools are being developed to guide designers and builders in selecting the best approaches for each application. Also, DOE partners with the U.S. Environmental Protection Agency (EPA) to increase energy efficiency in existing homes through the Home Performance with ENERGY STAR program.

The U.S. Department of Energys (DOE) Building America program implemented a new Codes and Standards Innovation (CSI) Team in 2013. The Teams mission is to assist Building America (BA) research teams and partners in identifying and resolving conflicts between Building America innovations and the various codes and standards that govern the construction of residences. A CSI Roadmap was completed in September, 2013. This guidance document was prepared using the information in the CSI Roadmap to provide BA research teams and partners with specific information and approaches to identifying and overcoming potential barriers to Building America (BA) innovations arising in and/or stemming from codes, standards, and rating methods. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, the U.S. Department of Energy (DOE) Residential Buildings Program and the National Renewable Energy Laboratory (NREL) developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. A series of user profiles, intended to represent the behavior of a ''standard'' set of occupants, was created for use in conjunction with the Benchmark.

Particle physics aims to understand the universe around us. The Standard Model of particle physics describes the basic structure of matter and forces, to the extent we have been able to probe thus far. However, it leaves some big questions unanswered. Some are within the Standard Model itself, such as why there are so many fundamental particles and why they have different masses. In other cases, the Standard Model simply fails to explain some phenomena, such as the observed matter-antimatter asymmetry in the universe, the existence of dark matter and dark energy, and the mechanism that reconciles gravity with quantum mechanics. These gaps lead us to conclude that the universe must contain new and unexplored elements of Nature. Most of particle and nuclear physics is directed towards discovering and understanding these new laws of physics. These questions are best pursued with a variety of approaches, rather than with a single experiment or technique. Particle physics uses three basic approaches, often characterized as exploration along the cosmic, energy, and intensity frontiers. Each employs different tools and techniques, but they ultimately address the same fundamental questions. This allows a multi-pronged approach where attacking basic questions from different angles furthers knowledge and provides deeper answers, so that the whole is more than a sum of the parts. A coherent picture or underlying theoretical model can more easily emerge, to be proven correct or not. The intensity frontier explores fundamental physics with intense sources and ultra-sensitive, sometimes massive detectors. It encompasses searches for extremely rare processes and for tiny deviations from Standard Model expectations. Intensity frontier experiments use precision measurements to probe quantum effects. They typically investigate very large energy scales, even higher than the kinematic reach of high energy particle accelerators. The science addresses basic questions, such as: Are there new sources of CP violation? Is there CP violation in the leptonic sector? Are neutrinos their own antiparticles? Do the forces unify? Is there a weakly coupled hidden sector that is related to dark matter? Do new symmetries exist at very high energy scales? To identify the most compelling science opportunities in this area, the workshop Fundamental Physics at the Intensity Frontier was held in December 2011, sponsored by the Office of High Energy Physics in the US Department of Energy Office of Science. Participants investigated the most promising experiments to exploit these opportunities and described the knowledge that can be gained from such a program. The workshop generated much interest in the community, as witnessed by the large and energetic participation by a broad spectrum of scientists. This document chronicles the activities of the workshop, with contributions by more than 450 authors. The workshop organized the intensity frontier science program along six topics that formed the basis for working groups: experiments that probe (i) heavy quarks, (ii) charged leptons, (iii) neutrinos, (iv) proton decay, (v) light, weakly interacting particles, and (vi) nucleons, nuclei, and atoms. The conveners for each working group included an experimenter and a theorist working in the field and an observer from the community at large. The working groups began their efforts well in advance of the workshop, holding regular meetings and soliciting written contributions. Specific avenues of exploration were identified by each working group. Experiments that study rare strange, charm, and bottom meson decays provide a broad program of measurements that are sensitive to new interactions. Charged leptons, particularly muons and taus, provide a precise probe for new physics because the Standard Model predictions for their properties are very accurate. Research at the intensity frontier can reveal CP violation in the lepton sector, and elucidate whether neutrinos are their own antiparticles. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multi-family buildings with the goals of reducing energy waste and improving occupant comfort. The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort. This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

Hand-held radiation monitors are often used to search pedestrians and motor vehicles for special nuclear material (SNM) as part of a physical protection plan for nuclear materials. Recently, the Los Alamos Advanced Nuclear Technology group has commercialized an improved hand-held monitor that can be used for both physical-protection monitoring and verification measurements in nuclear material control and waste management. The new monitoring instruments are smaller and lighter; operate much longer on a battery charge; are available with NaI(Tl) or neutron and gamma-ray sensitive plastic scintillation detectors; and are less expensive than other comparable instruments. They also have a second operating mode for making precise measurements over counting times as long as 99 s. This mode permits making basic verification measurements that may be needed before transporting nuclear material or waste outside protected areas. Improved verification measurements can be made with a second new hand-held instrument that has a stabilized detector and three separate gamma-ray energy windows to obtain spectral information for SNM quantity, enrichment, or material-type verification.

The best practices described in this document are based on the results of research and demonstration projects conducted by Building Americas research teams. Building America brings together the nations leading building scientists with over 300 production builders to develop, test, and apply innovative, energy-efficient construction practices. Building America builders have found they can build homes that meet these aggressive energy-efficiency goals at no net increased costs to the homeowners. Currently, Building America homes achieve energy savings of 40% greater than the Building America benchmark home (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code). The recommendations in this document meet or exceed the requirements of the 2009 IECC and 2009 IRC and those requirements are highlighted in the text. Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

Building America Residential System Research Results: Achieving 30% Whole House Energy Savings Level in Cold Climates

The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in Cold Climates on a cost-neutral basis.

Energy, Economic, and Environmental Benefits of the Solar America Initiative

The President's Solar America Initiative (SAI) was launched in January 2006 as part of the administration's Advanced Energy Initiative. The SAI is being led by the U.S. Department of Energy (DOE) Solar Energy Technologies Program (SETP), with NREL providing analytical and technical support. The SAI has a goal of installing 5-10 GW of photovoltaic (PV) systems in the United States by 2015 and 70-100 GW of PV systems in the United States by 2030. To make PV cost-competitive with other energy resources, this requires that the installed cost of PV fall from approximately $8/Wdc in 2005 to $3.3/Wdc in 2015 and $2.5/Wdc in 2030. This report presents estimates of the potential energy, economic, and environmental benefits that could result should the SAI PV installation goals be achieved.

The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. A series of user profiles, intended to represent the behavior of a ''standard'' set of occupants, was created for use in conjunction with the Benchmark.

This best practices guide is the twelfth in a series of guides for builders produced by PNNL for the U.S. Department of Energys Building America program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the cold and very cold climates can build homes that have whole-house energy savings of 40% over the Building America benchmark with no added overall costs for consumers. The best practices described in this document are based on the results of research and demonstration projects conducted by Building Americas research teams. Building America brings together the nations leading building scientists with over 300 production builders to develop, test, and apply innovative, energy-efficient construction practices. Building America builders have found they can build homes that meet these aggressive energy-efficiency goals at no net increased costs to the homeowners. Currently, Building America homes achieve energy savings of 40% greater than the Building America benchmark home (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code). The recommendations in this document meet or exceed the requirements of the 2009 IECC and 2009 IRC and thos erequirements are highlighted in the text. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOEs continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. Calculating Energy Savings in High Performance Residential Buildings Programs: Preprint

Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

Future prospects for radioactive nuclear beams in North America

In 1989 this author proposed the construction of a dedicated, flexible, radioactive nuclear beams facility that would provide intense beams of nearly all elements for a program of scientific studies in nuclear structure, nuclear reaction dynamics, astrophysics, high-spin physics, nuclei far from stability, material- and surface science, and atomic- and hyperfine-interaction physics. The initial name proposed for the new facility was ``IsoSpin Factory`` to underscore the key feature of this new physics tool; it was later changed to ``IsoSpin Laboratory`` (ISL). The ISL is now supported by a broad base of nuclear scientists and has been identified in the US Long Range Plan on Nuclear Science as one of the new potential construction projects for the second part of this decade. Since 1989 a number of conferences and workshops has been held in which the scientific and technical case for RNB facilities has been made. The purpose of this paper is to focus on the North American plan for the ISL, which was initially summarized in a ``White Paper`` but has since evolved in its scientific and technical scop.

Building America Residential System Research Results: Achieving 30% Whole House Energy Savings Level in Marine Climates; January 2006 - December 2006

The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in the Marine Climate Region on a cost neutral basis.

Preamble The Blue Ribbon Commission on Americas Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commissions findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

This final report summarizes the work conducted by the Consortium of Advanced Residential Buildings (CARB) (http://www.carb-swa.com/), one of the 'Building America Energy Efficient Housing Partnership' Industry Teams, for the period January 1, 2008 to December 31, 2010. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. In partnership with our numerous builders and industry partners, work was performed in three primary areas - advanced systems research, prototype home development, and technical support for communities of high performance homes. Our advanced systems research work focuses on developing a better understanding of the installed performance of advanced technology systems when integrated in a whole-house scenario. Technology systems researched included: - High-R Wall Assemblies - Non-Ducted Air-Source Heat Pumps - Low-Load HVAC Systems - Solar Thermal Water Heating - Ventilation Systems - Cold-Climate Ground and Air Source Heat Pumps - Hot/Dry Climate Air-to-Water Heat Pump - Condensing Boilers - Evaporative condensers - Water Heating CARB continued to support several prototype home projects in the design and specification phase. These projects are located in all five program climate regions and most are targeting greater than 50% source energy savings over the Building America Benchmark home. CARB provided technical support and developed builder project case studies to be included in near-term Joule Milestone reports for the following community scale projects: - SBER Overlook at Clipper Mill (mixed, humid climate) - William Ryan Homes - Tampa (hot, humid climate).

This report describes the history of compact fluorescent lamps (CFLs) in America. CFLs were introduced in the 1970s; however, it has taken more than 20 years for them to gain widespread recognition in the U.S. residential lighting market. This report reviews the development of CFLs, efforts to increase market acceptance of them, and barriers to that acceptance. Lessons to be learned from this study of CFLs are identified in hopes of assisting future market introduction efforts for other promising energy-efficient technologies. Unlike the more common biofuel derived from corn, these are non-food/feed based cellulosic feedstocks, and the energy content of the biomass makes it ideal for converting to sustainable fuel.

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

Determine the Influence of Time Held in Knockdown Anesthesia on Survival and Stress of Surgically Implanted Juvenile Salmonids

The Juvenile Salmon Acoustic Telemetry System (JSATS) was developed for the U.S. Army Corp of Engineers Portland District (USACE) to address questions related to survival and performance measures of juvenile salmonids as they pass through the Federal Columbia River Power System (FCRPS). Researchers using JSATS acoustic transmitters (ATs) were tasked with standardizing the surgical implantation procedure to ensure that the stressors of handling and surgery on salmonids were consistent and less likely to cause effects of tagging in survival studies. Researchers questioned whether the exposure time in 'knockdown' anesthesia (or induction) to prepare fish for surgery could influence the survival of study fish (CBSPSC 2011). Currently, fish are held in knockdown anesthesia after they reach Stage 4 anesthesia until the completion of the surgical implantation of a transmitter, varies from 5 to 15 minutes for studies conducted in the Columbia Basin. The Columbia Basin Surgical Protocol Steering Committee (CBSPSC ) expressed concern that its currently recommended 10-minute maximum time limit during which fish are held in anesthetic - tricaine methanesulfonate (MS-222, 80 mg L-1 water) - could increase behavioral and physiological costs, and/or decrease survival of outmigrating juvenile salmonids. In addition, the variability in the time fish are held at Stage 4 could affect the data intended for direct comparison of fish within or among survival studies. Under the current recommended protocol, if fish exceed the 10-minute time limit, they are to be released without surgical implantation, thereby increasing the number of fish handled and endangered species 'take' at the bypass systems for FCRPS survival studies.
