Energy Efficiency Measures to Incorporate into Remodeling Projects

Energy improvements in a home are often approached as one concerted effort, beginning with a simple walk-through assessment or more in-depth energy audit and followed by the installation of recommended energy measures. While this approach allows for systems thinking to guide the efforts, comprehensive energy improvements of this nature are undertaken by a relatively small number of the households in our nation compared to more piecemeal remodeling efforts. Even when programs like the Weatherization Assistance Program and Home Performance with ENERGY STAR are considered, homes that have had a comprehensive energy makeover still represent a small fraction of the 111.1 million households. In this report, the U.S Department of Energy Building America Retrofit Alliance research team looks at the improvement of a home's energy performance in an opportunistic way: it examines what can be done to incorporate energy efficiency measures into general remodeling work and home repair projects. This allows for the possibility for people who would not normally pursue energy efficiency but will remodel their kitchen or re-side their home to improve their home's performance at the same time. There are challenges to this approach, not the least of which being that the work will take place over time in potentially many separate projects. The opportunity to improve a home's energy efficiency at one time expands or contracts with the scope of the remodel. As such, guidance on how to do each piece thoughtfully and with consideration for potential future projects, is critical.

Therapy for incorporated radionuclides: scope and need  

SciTech Connect (OSTI)

In the United States the recent termination of funding for research on therapy for incorporated radionuclides has virtually halted progress on improved or new agents and procedures for removing radioactivity from the body. Research was eliminated, but is still needed on new removal agents, improved delivery system, in vitro test systems, and the toxicology of treatments. For many radionuclides, no adequate therapy exists. The relationship between radionuclide removal and reduction in cancer risk is still unanswered. Without proper research support, needed improvements in the treatment for incorporated radionuclides in the US are uncertain.

A combined cycle power plant incorporating a coal gasifier as the energy source. The gases leaving the coal gasifier pass through a liquid couplant heat exchanger before being used to drive a gas turbine. The exhaust gases of the gas turbine are used to generate both high pressure and low pressure steam for driving a steam turbine, before being exhausted to the atmosphere.

Energy problems in Latin America

Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

Potential incorporation of transuranics into uranium phases

The UO{sub 2} in spent nuclear fuel is unstable under moist oxidizing conditions and will be altered to uranyl oxide hydrate phases. The transuranics released during the corrosion of spent fuel may also be incorporated into the structures of secondary U{sup 6+} phases. The incorporation of radionuclides into alteration products will affect their mobility. A series of precipitation tests were conducted at either 150 or 90 C for seven days to determine the potential incorporation of Ce{sup 4+} and Nd{sup 3+} (surrogates for Pu{sup 4+} and Am{sup 3+}, respectively) into uranium phases. Ianthinite ([U{sub 2}{sup 4+}(UO{sub 2}){sub 4}O{sub 6}(OH){sub 4}(H{sub 2}O){sub 4}](H{sub 2}O){sub 5}) was produced by dissolving uranium oxyacetate in a solution containing copper acetate monohydrate as a reductant. The leachant used in these tests were doped with either 2.1 ppm cerium or 399 ppm neodymium. Inductively coupled plasma-mass spectrometer (ICP-MS) analysis of the solid phase reaction products which were dissolved in a HNO{sub 3} solution indicates that about 306 ppm Ce (K{sub d} = 146) was incorporated into ianthinite, while neodymium contents were much higher, being approximately 24,800 ppm (K{sub d} = 62). Solid phase examinations using an analytical transmission electron microscope/electron energy-loss spectrometer (AEM/EELS) indicate a uniform distribution of Nd, while Ce contents were below detection. Becquerelite (Ca[(UO{sub 2}){sub 6}O{sub 4}(OH){sub 6}]{center_dot}8H{sub 2}O) was produced by dissolving uranium oxyacetate in a solution containing calcium acetate. The leachant in these tests was doped with either 2.1 ppm cerium or 277 ppm neodymium. ICP-MS results indicate that about 33 ppm Ce (K{sub d}=16) was incorporated into becquerelite, while neodymium contents were higher, being approximately 1,300 ppm (K{sub d}=5). Homogeneous distribution of Nd in the solid phase was noted during AEM/EELS examination, and Ce contents were also below detection.

Incorporating Experience Curves in Appliance Standards Analysis

The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

Incorporating local boundary conditions into nonlocal theories

We study nonlocal equations from the area of peridynamics on bounded domains. In our companion paper, we discover that, on $\\mathbb{R}^n$, the governing operator in peridynamics, which involves a convolution, is a bounded function of the classical (local) governing operator. Building on this, we define an abstract convolution operator on bounded domains. The abstract convolution operator is a function of the classical operator, defined by a Hilbert basis available due to the purely discrete spectrum of the latter. As governing operator of the nonlocal equation we use a function of the classical operator, this allows us to incorporate local boundary conditions into nonlocal theories. For the homogeneous wave equation with the considered boundary conditions, we prove that continuity is preserved by time evolution. We give explicit solution expressions for the initial value problems with prominent boundary conditions such as periodic, antiperiodic, Neumann, and Dirichlet. In order to connect to the standard convolution, we give an integral representation of the abstract convolution operator. We present additional "simple" convolutionsbased on periodic and antiperiodic boundary conditions that lead Neumann and Dirichlet boundary conditions. We present a numerical study of the solutions of the wave equation. For discretization, we employ a weak formulation based on a Galerkin projection and use piecewise polynomials on each element which allows discontinuities of the approximate solution at the element borders. We study convergence order of solutions with respect to polynomial order and observe optimal convergence. We depict the solutions for each boundary condition.

PTI TECHNICAL ASSISTANCE TO REBUILD AMERICA

Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

Blasting detonators incorporating semiconductor bridge technology

The enormity of the coal mine and extraction industries in Russia and the obvious need in both Russia and the US for cost savings and enhanced safety in those industries suggests that joint studies and research would be of mutual benefit. The author suggests that mine sites and well platforms in Russia offer an excellent opportunity for the testing of Sandia`s precise time-delay semiconductor bridge detonators, with the potential for commercialization of the detonators for Russian and other world markets by both US and Russian companies. Sandia`s semiconductor bridge is generating interest among the blasting, mining and perforation industries. The semiconductor bridge is approximately 100 microns long, 380 microns wide and 2 microns thick. The input energy required for semiconductor bridge ignition is one-tenth the energy required for conventional bridgewire devices. Because semiconductor bridge processing is compatible with other microcircuit processing, timing and logic circuits can be incorporated onto the chip with the bridge. These circuits can provide for the precise timing demanded for cast effecting blasting. Indeed tests by Martin Marietta and computer studies by Sandia have shown that such precise timing provides for more uniform rock fragmentation, less fly rock, reduce4d ground shock, fewer ground contaminants and less dust. Cost studies have revealed that the use of precisely timed semiconductor bridges can provide a savings of $200,000 per site per year. In addition to Russia`s vast mineral resources, the Russian Mining Institute outside Moscow has had significant programs in rock fragmentation for many years. He anticipated that collaborative studies by the Institute and Sandia`s modellers would be a valuable resource for field studies.

Energy Efficient Electrochromic Windows Incorporating Ionic Liquids

One approach to increasing the energy efficiency of windows is to control the amount of solar radiation transmitted through a window by using electrochromic technology. What is unique about this project is that the electrochromic is based on the reduction/oxidation reactions of cathodic and anodic organic semi-conducting polymers using room temperature ionic liquids as ion transport electrolytes. It is believed that these types of coatings would be a lower cost alternative to traditional all inorganic thin film based electrochromic technologies. Although there are patents1 based on the proposed technology, it has never been reduced to practice and thoroughly evaluated (i.e. durability and performance) in a window application. We demonstrate that by using organic semi-conductive polymers, specific bands of the solar spectrum (specifically visible and near infrared) can be targeted for electrochemical variable transmittance responsiveness. In addition, when the technology is incorporated into an insulating glass unit, the energy parameters such as the solar heat gain coefficient and the light to solar gain ratio are improved over that of a typical insulating glass unit comprised of glass with a low emissivity coating. A minimum of {approx}0.02 quads of energy savings per year with a reduction of carbon emissions for electricity of {approx}320 MKg/yr benefit is achieved over that of a typical insulating glass unit including a double silver low-E coating. Note that these values include a penalty in the heating season. If this penalty is removed (i.e. in southern climates or commercial structures where cooling is predominate year-round) a maximum energy savings of {approx}0.05 quad per year and {approx}801 MKg/yr can be achieved over that of a typical insulating glass unit including a double silver low-E coating. In its current state, the technology is not durable enough for an exterior window application. The primary downfall is that the redox chemistry fails to recover to a bleached state upon exposure to heat and solar radiation while being cycled over time from the bleached to the dark state. Most likely the polymers are undergoing degradation reactions which are accelerated by heat and solar exposure while in either the reduced or oxidized states and the performance of the polymers is greatly reduced over time. For this technology to succeed in an exterior window application, there needs to be more work done to understand the degradation of the polymers under real-life application conditions such as elevated temperatures and solar exposure so that recommendations for improvements in to the overall system can be made. This will be the key to utilizing this type of technology in any future real-life applications.

We have shown that gasifier slag can be incorporated into foamed glass, which is currently being manufactured as an abrasive and as an insulating material. The slag we add to foamed glass does not simply act as filler, but improves the mechanical properties of the product. Incorporation of gasifier slag can make foamed glass stronger and more abrasion resistant.

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. Latin America's Decontamination and Decommissioning Needs

Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

2009 Linear Collider Workshop of the Americas

The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

Generating expansion model incorporating compact DC power flow equations

This paper presents a compact method of incorporating the spatial dimension into the generation expansion problem. Compact DC power flow equations are used to provide real-power flow coordination equations. Using these equations the marginal contribution of a generator to th total system loss is formulated as a function of that generator`s output. Incorporating these flow equations directly into the MIP formulation of the generator expansion problem results in a model that captures a generator`s true net marginal cost, one that includes both the cost of generation and the cost of transport. This method contrasts with other methods that iterate between a generator expansion model and an optimal power flow model. The proposed model is very compact and has very good convergence performance. A case study with data from Kenya is used to provide a practical application to the model.

Building America Industrialized Housing Partnership (BAIHP)

This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

Petroleum geology of Pacific margin of Central America and northern South America, from Guatemala to Ecuador

Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

Simulating Pelletization Strategies to Reduce the Biomass Supply Risk at Americas Biorefineries

Demand for cellulosic ethanol and other advanced biofuels has been on the rise, due in part to federal targets enacted in 2005 and extended in 2007. The industry faces major challenges in meeting these worthwhile and ambitious targets. The challenges are especially severe in the logistics of timely feedstock delivery to biorefineries. Logistical difficulties arise from seasonal production that forces the biomass to be stored in uncontrolled field-side environments. In this storage format physical difficulties arise; transportation is hindered by the low bulk density of baled biomass and the unprotected material can decay leading to unpredictable losses. Additionally, uncertain yields and contractual difficulties can exacerbate these challenges making biorefineries a high-risk venture. Investors risk could limit business entry and prevent America from reaching the targets. This paper explores pelletizer strategies to convert the lignocellulosic biomass into a denser form more suitable for storage. The densification of biomass would reduce supply risks, and the new system would outperform conventional biorefinery supply systems. Pelletizer strategies exhibit somewhat higher costs, but the reduction in risk is well worth the extra cost if America is to grow the advanced biofuels industry in a sustainable manner.

The opportunity in Asia for petrochemical companies generally is well known among global players in the industry. Conventional wisdom dictates that most companies at least consider investing in Asia, and for good reason, in most cases. The more aggressive, growth-oriented companies, however, already are attempting to discover the ``next Asia,`` if there is such a thing. Latin America has been nominated as one of the less developed regions that might inherit the Asia/Pacific region`s enviable position. This nomination, however, was made before the Mexican financial crisis and the burgeoning pressure on the currencies of Brazil and Argentina. In light of current events, can Latin America still be considered the next Asia, and, if so, what opportunities will follow the devaluation of the Mexican peso? An analysis of the economic and political factors affecting the petrochemical industry in Latin America indicates that the region still hold excellent prospects for petrochemical companies.

The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a 'moving target'.

However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. Uncertainty may be introduced into RADTRAN analyses by distributing input parameters. The MELCOR Uncertainty Engine (Gauntt and Erickson, 2004) has been adapted for use in RADTRAN to determine the parameter shape and minimum and maximum of the distribution, to sample on the distribution, and to create an appropriate RADTRAN batch file. Coupling input parameters is not possible in this initial application. It is recommended that the analyst be very familiar with RADTRAN and able to edit or create a RADTRAN input file using a text editor before implementing the RADTRAN Uncertainty Analysis Module. Installation of the MELCOR Uncertainty Engine is required for incorporation of uncertainty into RADTRAN. Gauntt and Erickson (2004) provides installation instructions as well as a description and user guide for the uncertainty engine.

An improved method for the efficient incorporation of a metal such as silver in a superconducting material includes blending the metal with a high temperature superconductor or precursor powder and consolidating the same into pellets. Reliability assessment of autonomous power systems incorporating HVDC interconnection links

The objective of this paper is to present an improved computational method for the overall reliability assessment of autonomous power systems that may or may not contain HVdc interconnection links. This is a hybrid method based on a Monte-Carlo simulation sequential approach which incorporates an analytical approach for the reliability modeling of the HVdc transmission links. The developed models and techniques have been implemented into a computer program that can be used to simulate the operational practices and characteristics of the overall system under study efficiently and realistically. A set of reliability indices are calculated for each load-point of interest and the entire system while a set of additional indices is calculated for quantifying the reliability performance of the interconnection links under the specified operating requirements. The analysis of a practical system is also included for a number of studies representing its various operating and design characteristics.

America's Atomic Army: The Historical Archaeology of Camp Desert Rock

Established in 1951, Camp Desert Rock served as the training ground for America's 'Atomic Army'. For the next six years, U.S. ground troops traveled to the Nevada desert to participate in military maneuvers during atmospheric atomic weapons testing. Nearly 60,000 soldiers received physical and psychological training in atomic warfare. Abandoned when atmospheric testing ended, Camp Desert Rock was dismantled and its buildings moved to other locations. Today, the camp appears as a sterile expanse of desert marked by rock-lined tent platforms, concrete foundations, and trash scatters. Although visually unimposing, the site is rich with the history of America's nuclear testing program.

The 1992 conference on Latin America`s Energy Industry: New opportunities for growth through international investment and trade

Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

This study analyzed the recovery of oil from oil shale by use of proposed systems which incorporate beneficiation of the shale ore (that is concentration of the kerogen before the oil-recovery step). The objective was to identify systems which could be more attractive than conventional surface retorting of ore. No experimental work was carried out. The systems analyzed consisted of beneficiation methods which could increase kerogen concentrations by at least four-fold. Potentially attractive low-enrichment methods such as density separation were not examined. The technical alternatives considered were bounded by the secondary crusher as input and raw shale oil as output. A sequence of ball milling, froth flotation, and retorting concentrate is not attractive for Western shales compared to conventional ore retorting; transporting the concentrate to another location for retorting reduces air emissions in the ore region but cost reduction is questionable. The high capital and energy cost s results largely from the ball milling step which is very inefficient. Major improvements in comminution seem achievable through research and such improvements, plus confirmation of other assumptions, could make high-enrichment beneficiation competitive with conventional processing. 27 figures, 23 tables.

Temporal Relationalism is that there is no time for the universe as a whole at the primary level. Time emerges rather at a secondary level; one compelling idea for this is Mach's: that time is to be abstracted from change. Temporal Relationalism leads to, and better explains, the well-known Frozen Formalism Problem encountered in GR and other background-independent theories at the quantum level. Abstraction from change is then a type of emergent time resolution of this. Moreover, the Frozen Formalism Problem is but one of the many Problem of Time facets, which are notoriously interconnected. The current article concerns modifications of physical formalism which ensure that once Temporal Relationalism is resolved, it stays incorporated. At the classical level, this involves modifying much of the Principles of Dynamics. I first introduce the anti-Routhian to complete the Legendre square of Lagrangian, Hamiltonian and Routhian. I next pass from velocities $\\dot{Q}\\mbox{}^{A}$ to changes d$Q^{A}$. Then Lagrangians are supplanted by Jacobi arc elements, Euler--Lagrange equations by Jacobi--Mach ones, and momentum requires redefining but actions remain unchanged. A differential (d) version of the Hamiltonian is required, giving rise to a variant of the Dirac approach based on a d-almost Hamiltonian subcase of the d-anti Routhian. On the other hand, the forms of the constraints themselves, and of Hamilton--Jacobi theory, remain unaltered.

Structural Modification in Carbon Nanotubes by Boron Incorporation

Abstract We have synthesized boron-incorporated carbon nanotubes (CNTs) by decomposition of ferrocene and xylene in a thermal chemical vapor deposition set up using boric acid as the boron source. Scanning and transmission electron microscopy studies of the synthesized CNT samples showed that there was deterioration in crystallinity and improvement in alignment of the CNTs as the boron content in precursor solution increased from 0 % to 15%. Raman analysis of these samples showed a shift of *7 cm-1 in wave number to higher side and broadening of the G band with increasing boron concentration along with an increase in intensity of the G band. Furthermore, there was an increase in the intensity of the D band along with a decrease in its wave number position with increase in boron content. We speculate that these structural modifications in the morphology and microstructure of CNTs might be due to the charge transfer from boron to the graphite matrix, resulting in shortening of the carbon carbon bonds.
