    Beginning in 1989, political revolution in the former Eastern block countries precipitated a period of economic transformation from a centrally planned to a market-oriented economy. Because energy is a vital factor of any economic development, rehabilitation of the region`s aging and polluting energy sector is essential to achieving economic stability and growth. Today Eastern Europe is among the most polluted regions in the world. This is due to the absence of effective environmental responsibility over the last 40 years. The European Community and other Western countries have focused on Eastern Europe as a significant world environmental problem, particularly the Black Triangle area. To meet this challenge the governments of Poland, the Czech Republic, Germany and others have embarked on various programs to rehabilitate the key power stations in the region. This paper will present the various aspects of power plant rehabilitation including the installation of new efficient turbine generators, new digital control systems, renovated power cycle equipment and modern efficient clean coal circulating fluidized bed technology. The paper focuses on this issue by using the Turow 2 x 235 MW rehabilitation project in Bogatynia, Poland as a case study. Included in the paper will be a discussion of a broad range of issues affecting rehabilitation including technical considerations, financial and commercial limitations and political aspects.

    The Eastern Europe Research Reactor Initiative was established in January 2008 to enhance cooperation between the Research Reactors in Eastern Europe. It covers three areas of research reactor utilisation: irradiation of materials and fuel, radioisotope production, neutron beam experiments, education and training. In the field of education and training an EERRI training course was developed. The training programme has been elaborated with the purpose to assist IAEA Member States, which consider building a research reactor (RR) as a first step to develop nuclear competence and infrastructure in the Country. The major strength of the reactor is utilisation of three different research reactors and a lot of practical exercises. Due to high level of adaptability, the course can be tailored to specific needs of institutions with limited or no access to research reactors. (authors)

    Biostratigraphical, geochemical, isotopic, and paleogeographic data suggest that the Millbrig K-bentonite, one of the thickest and most widespread Ordovician volcanic ash beds in eastern North America, is the same as the so-called 'Big Bentonite' in Baltoscandia. This is the first time that the same K-bentonite has been identified in both North America and Europe, and it serves as a unique event-stratigraphic marker over a large portion of the Northern Hemisphere. This eruption produced at least 340 km[sup 3] of dense-rock-equivalent ash that was deposited in a layer up to 1-2 m thick over several million square kilometers. As much as 800 km[sup 3] of additional ash may have fallen into the Iapetus Ocean, for a total of 1,140 km[sup 3]. Trace element geochemistry shows that the ash was derived from a felsic calc-alkalic magmatic source characteristic of volcanism in a continental crust-based, destructive plate-margin setting. This is one of the largest, if not the largest, ash falls recorded in Earth's Phanerozoic stratigraphic record, but its recognizable effect on faunas and floras was minimal, and it did not result in a global extinction event. The Millbrig-Big Bentonite bed provides accurate time control for sedimentologic, paleoecologic, and paleogeographic reconstructions across plates positioned in tropical (Laurentia) and temperate (Baltica) latitudes during Middle Ordovician time.

    Little published information is available about Silurian K-bentonites in North America, but a few occurrences of such beds are known from the Great lakes region and Nova Scotia. Only a small number of beds are recorded from the former area, but the Nova Scotia occurrences include about 20 beds of Llandoverian age, the most extensive sequence of Silurian K-bentonites known in North America. In contrast, more than 150 K-bentonites occur in the Silurian successions in Baltoscandia and the British Isles. Virtually all beds in North America are of Llandoverian age. There are numerous beds of that age also in Norway, Denmark (Bornholm), the British Isles, and the Swedish mainland but the successions in Estonia, Gotland, and the British Isles also include many K-bentonites of Wenlockian and Ludlovian age. Apparently, no Pridolian beds are known in North America and northwestern Europe. Many graptolite-dated collections from more than 20 sections in Baltoscandia and from many sections in the British Isles suggest that several single beds, or complexes of beds, can be traced regionally and hence have event-stratigraphic potential. The relatively few beds known from North America all occur in biostratigraphic intervals containing K-bentonites in Europe, and it is possible that some of these beds may have a common source. The much larger number of beds in northwestern Europe compared with North America may be taken as an indication that the source area of the European K-bentonites was closer to Baltica than to Laurentia, and probably located somewhere in the northern Iapetus.

    Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

    The current reconstruction of the vegetation of eastern North America at the last glacial maximum postulates a very wide zone of tundra and boreal forest south of the ice. This reconstruction requires that the deciduous forest retreated far to the south. The authors believe that this reconstruction is seriously in error. Geologic evidence for glacial activity or tundra is absent from the southern Appalachians. Positive evidence for boreal forest is based on pollen identifications for Picea, Betula, and Pinus, when in reality southern members of these genera have pollen that cannot be distinguished from that of northern members. Further, pollen of typical southern species such as oaks and hickories occurs throughout profiles that past authors had labeled boreal. Pollen evidence for a far southern deciduous forest refuge is lacking. Data on endemics are particularly challenging for the scenario in which deciduous forest migrated to the south and back. The southern Appalachian region is rife with endemics that are often extreme-habitat specialists unable to migrate. The previously glaciated zone is almost completely lacking in endemics. Outlier populations, range boundaries, and absence of certain hybrids all argue against a large boreal zone. The new reconstruction postulates a cold zone no more than 75--100 miles wide south of the ice in the East.

    Seismic moments and corner frequencies were obtained for many earthquakes in the central and eastern United States, and for a few events in the western United States, using the Lg phase and a recently developed inversion algorithm. Additionally, Q values for the Lg phase along paths to individual stations were obtained simultaneously with the source parameters. Both corner frequencies and magnitudes were found to vary systematically with moment. For moments between 0.15 and 400 x 10{sup 15} N-m corner frequencies vary between about 4 and 0.2 Hz while body-wave magnitude varies between about 3.5 and 5.8. A map of Lg Q values displays a systematic decrease from east and west. Maximum and minimum values are 989 and 160, respectively. Lg coda Q values were obtained for the entire United States with excellent coverage in the eastern and western portions of the country and somewhat poorer coverage in the central portion. Lg coda Q is highest (700-750) in a region of the northeastern United States that includes portions of New York and Pennsylvania and lowest (>200) in California. Lg coda Q is lower (250-450) everywhere west of Rocky Mountains than in the rest of the country (450-750). Q determinations for both the direct Lg phase and Lg coda indicate that, for an earthquake of a given magnitude, Lg and its coda will propagate much more efficiently, and cause damage over a wider area, in the eastern and central United States than it will in the United States.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    Over the last decades, in disciplines as diverse as economics, geography, and complex systems, a perspective has arisen proposing that many properties of cities are quantitatively predictable due to agglomeration or scaling effects. Using new harmonized definitions for functional urban areas, we examine to what extent these ideas apply to European cities. We show that while most large urban systems in Western Europe (France, Germany, Italy, Spain, UK) approximately agree with theoretical expectations, the small number of cities in each nation and their natural variability preclude drawing strong conclusions. We demonstrate how this problem can be overcome so that cities from different urban systems can be pooled together to construct larger datasets. This leads to a simple statistical procedure to identify urban scaling relations, which then clearly emerge as a property of European cities.     Grenville foreland thrust structures are observed beneath the eastern US midcontinent on COCORP (Consortium for Continental Reflection Profiling) line OH-1 and a short seismic line in southwest Ohio. These structures represent the first evidence for a significant Grenville foreland thrust belt preserved in eastern North America. On the COCORP lines, the structures include a thrust ramp anticline and an associated asymmetric syncline. The Grenville front tectonic zone appears to truncate these foreland structures, indicating a later, second phase expressed as a deeply penetrating, out-of-sequence thrust zone associated with the main uplift of the Grenville province on the east. A short, shallow seismic line in southwestern Ohio reveals an east-dipping sequence of prominently layered rocks that may lie above a footwall ramp to a deeper Grenville thrust fault. A drill hole into the less reflective top of this dipping sequence encountered unmetamorphosed sedimentary rocks like those increasingly reported from other drill holes in southwestern Ohio and adjacent states. Although possibly part of a late Precambrian (Keweenawan ) rift, these clastic sedimentary rocks may instead preserve evidence of a heretofore unrecognized Grenville foreland basin in eastern North America. Alternatively these Precambrian sedimentary rocks together with an underlying, but yet undrilled, strongly layered sequence may correlate with similarly layered rocks observed on COCORP and industrial seismic lines within the Middle Proterozoic granite-rhyolite province to the west in Indiana and Illinois and indicate that unmetamorphosed sedimentary material is an important constituent of the granite-rhyolite province. 25 refs., 6 figs.

    Refiners, catalyst producers, engineering firms, and process licensers discussed Europe`s refining industry at the first-ever European Refining Technology Conference, October 28--30, London. Some 400 attendees heard presentations on European Union (EU) environmental legislation, and a variety of processing and catalyst options available to help refiners comply with the regulations. The conference consisted of two parallel sessions: one covering heavy-ends conversion and a second covering hydroprocessing and other light-ends processes. Each session included nine technical presentations, and a panel discussion in which 12 panelists answered presubmitted questions. The heavy-ends technical presentations covered topics including: fluid catalytic cracking (FCC) technology and catalysts, bottoms upgrading options, deep-cut distillation techniques, and gasification. The light-ends papers discussed: European air and fuels qualities, catalytic reforming, hydrotreating, biocatalytic desulfurization, hydrocracking, dewaxing, alkylation, and etherification.

    Looking back over the year, there has been remarkably little sign of restructuring in the chemical industry in view of the current financial crisis in most companies. But the apparent paralysis in terms of plant closures or ownership changes may be disguising much behind-the-scenes activity. But the pain threshold of companies is proving surprisingly high. Looking at ethylene plants, Shell's Peter Kwant notes that almost half the steam crackers operating in Europe are 20 years old or more. They amount to one-third of capacity, or twice current underutilization. No steps have been taken to close any unit. Meanwhile, five producers collectively will have introduced 2 million m.t./year of extra ethylene capacity between 1991 and 1994. One factor hampering closure is that 40% of ethylene capacity in Europe is at isolated sites not connected to either the Benelux/Germany ARG pipeline or a local network such as those in the UK or France. BP Chemicals chief Bryan Sanderson raised that point at a recent Wertheim Schroder/Chemical Week/Chem Systems conference in New York, arguing that steep price falls occur in times of demand slump because of the inelastic supply curve for monster chemical plants. The industry could manage cycles better, he suggests, if rather than closing its incremental capacity, small, flexible plants were available to open and close as demand warrants, thus flattening the supply curve. In addition, following the US example - where 90% of ethylene capacity is connected to pipeline system should be available in Europe, giving companies greater flexibility to take plants on- and offline. The latter solution, of course, would not work for Europe's 18 loss-making polyethylene (PE) producers, and here straight closures or merging of businesses are the only solution.

    The 15 years of successful implementation of Wide-Area Measurement Systems (WAMS) in the WECC power grid have shown significant value of WAMS data in system dynamic modeling and validation, FACTS control validation and pilot implementations of wide area protection schemes. The August 14 2003 blackout in the eastern interconnection of the North America revealed the urgent need for wide-area information acquisition for better power grid operations. The Eastern Interconnection Phasor Project (EIPP) was launched in 2003 to deploy a WAMS system in the eastern interconnection. Development of IEEE C37.118, a standard for phasor data acquisition and transmission, will aid in deployment of phasor measurement systems for WAMS applications. Technologies of Phasor Measurement Units (PMUs) with high precision time synchronization and Phasor Data Concentrators (PDCs) for phasor data aggregation and event recording are key to the success of WAMS implementation. This paper reviews the WAMS development in the North America and presents current and potential WAMS applications including dynamic modeling and validation and wide-area control. Past experience shows a promising future of WAMS in improving power system planning, operation and control. However, there remain challenges to make phasor measurement consistent and to meet both slow and fast data application needs.

    Middle Eastern Power systems have evolved independently of each other over many decades. The region covers a wide geographical area of over 4 million square kilometers with an estimated population in 1990 of over 120 million people. This paper discusses the present status and future power system developments in the Middle East with emphasis on the Mashrequ Arab Countries (MAC). MAC consists of Egypt, Iraq, Jordan, Lebanon, Syria, Yemen, and the six Gulf Cooperation Council (GCC) countries, namely, Bahrain, Kuwait, Qatar, Saudi Arabia, Oman, and the United Arab Emirates (UAE). Interconnections within MAC and possible extensions to Turkey, Europe, and Central Africa are discussed. A common characteristic of the MAC power systems is that they are all operated by government or semi-government bodies. The energy resources in the region are varied. Countries such as Iraq, Egypt, and Syria have significant hydro power resources. On the other hand, the GCC countries and Iraq have abundant fossil fuel reserves.

    Energy and environmental problems undermine the potential for sustained economic development and contribute to political and economic instability in the strategically important region surrounding the Caspian and Black Seas. Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas. This document is an advance copy of the content that Oak Ridge National Laboratory (ORNL) plans to transfer to the web in HTML format to facilitate interactive search and retrieval of information using standard web-browser software.

    The Llanos Basin is located on the flank of the Eastern Cordillera in northeast Colombia. Basin development commenced with the deposition of a synrift Triassic and Jurassic megasequence related to the separation of North and South America in the Caribbean. Basin development continued with the Cretaceous Back Arc Megasequence deposited in a back arc basin behind the Andean subduction zone. Three major sequences can be recognized corresponding to extensional pulses in the Tithonian, Albian, and the Santonian which control thickness and facies distributions. The primary reservoir in the basin is the Late Eocene Mirandor Formation which was deposited in a fluvial system which prograded from the Guyana Shield to the west-northwest. This was deposited as part of the Pre-Andean Foreland Basin Megasequence (Bartonian to Serravallian) which developed as a result of uplift onset and deformation in the Central Cordillera. This megasequence covered the Magdalena Valley the Eastern Cordillera ad the Llanos Basin. In the foothills of the Eastern Cordillera, the Mirador Formation begins to show evidence of marine influence and was probably deposited in a series of shoreface sands and offshore bar complexes in the Cordillera. The Pre-Andean Foreland Basin Megasequence includes the Eocene-Oligocene Carbonera Formation which was deposited in a low every fluvial system that was mud dominated. Within the Carbonera Formation, a series of major, grossly coarsening upward cycles can be seen which are separated by maximum flooding surfaces that approximate to time lines. These cycles correspond to the early phases of development of the Central Cordillera with each pulse being seen as an influx of coarser clastics to the basin. The deformation style in the Eastern Cordillera is a mixture of thin-skinned thrust structures and the inversion of the thick-skinned basement involved extension faults. The inversion structures include the Cuisana field, a giant oil and gas-condensate discovery.

    During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Total PM2.5 agrees well with the measurements, although the model overestimates nitrate and underestimates organic carbon in source regions. Using WRF-Chem in combination with the Lagrangian model FLEXPART-WRF, we find that during the campaign the research aircraft sampled two different types of European plumes: mixed anthropogenic and fire plumes from eastern Europe and Russia transported below 2 km, and anthropogenic plumes from central Europe uplifted by warm conveyor belt circulations to 5–6 km. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km). As a proportion of PM2.5, modeled black carbon and SO4= concentrations are more enhanced near the surface in anthropogenic plumes. The European plumes sampled during the POLARCAT-France campaign were transported over the region of springtime snow cover in northern Scandinavia, where they had a significant local atmospheric warming effect. We find that, during this transport event, the average modeled top-of-atmosphere (TOA) shortwave direct and semi-direct radiative effect (DSRE) north of 60° N over snow and ice-covered surfaces reaches +0.58 W m?2, peaking at +3.3 W m?2 at noon over Scandinavia and Finland.

    The European engineers take a different approach to designing cogeneration plants. Instead of building large gas turbines or combined cycle plants whose main target is to produce electricity and then trying to utilize as much heat as possible, European engineers target the replacement of the base heat supply of certain, small scale entities. By focusing on the annual heat demand graph, the basic layout for maximum utilization is determined. If a plant can use all or a majority of the electricity, the by-product, produced in this combined process, the perfect requirements are a given. Today cogeneration is one of the prime technologies available to achieve two valuable goals: efficient usage of limited resources and air pollution reduction. In every major European country there is a non-profit organization promoting the usage of cogeneration and acting as a platform for the various interests involved. These national institutions are members of Cogen Europe, a non-profit organization based in Brussels, Belgium, whose main focus is to promote cogeneration to a multinational level.

    In context of increasing use of renewable sources, it is of importance to correctly evaluate the actual sustainability of their implementation. Emergy analysis is one of the possible methods useful for such an assessment. This work aims to demonstrate how the emergy approach can be used to assess the sustainability of wind energy resource in Europe. The Emergy Index of Sustainability (EIS) and the Emergy Yield Ratio (EYR) are used to analyze 90 stations of European regions for three types of wind turbines. To do so, the simplified Chou wind turbine model is used for different set of parameters as: nominal power and size of the wind turbines, and cut-in and cut-out wind speeds. Based on the calculation of the emergy indices, a mapping is proposed to identify the most appropriate locations for an implementation of wind turbines in European regions.     The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons. This paper focuses on how CFE adapted to changes in the military-political situation in Europe which occurred after 1990 and failed to adapt to others. Suggestions are offered on how it might be changed to make it more relevant under these changed conditions.

    This study performs high-spatial-resolution (12 km) Weather Research and Forecasting (WRF) simulations over a very large domain (7200 km × 6180 km, covering much of North America) to explore changes in mean and extreme precipitation in the mid and late 21st century under Representative Concentration Pathways 4.5 (RCP 4.5) and 8.5 (RCP 8.5). We evaluate WRF model performance for a historical simulation and future projections, applying the Community Climate System Model version 4 (CCSM4) as initial and boundary conditions with and without a bias correction. WRF simulations using boundary and initial conditions from both versions of CCSM4 show smaller biasesmore »versus evaluation data sets than does CCSM4 over western North America. WRF simulations also improve spatial details of precipitation over much of North America. However, driving the WRF with the bias-corrected CCSM4 does not always reduce the bias. WRF-projected changes in precipitation include decreasing intensity over the southwestern United States, increasing intensity over the eastern United States and most of Canada, and an increase in the number of days with heavy precipitation over much of North America. Projected precipitation changes are more evident in the late 21st century than the mid 21st century, and they are more evident under RCP 8.5 than under RCP 4.5 in the late 21st century. Uncertainties in the projected changes in precipitation due to different warming scenarios are non-negligible. Differences in summer precipitation changes between WRF and CCSM4 are significant over most of the United States.« less

    The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

    This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

The goal of this project was to identify the sources and sinks of environmental pollution in Central Europe and evaluate the possible impact of transboundary movement of pollution on the countries of Central Europe. In meeting the objectives of identifying sources of contaminants, determining transboundary movement of contaminants, and assessing socio-economic implications, large quantities of disparate data were examined. To facilitate use of the data, the authors refined mapping procedures that enable processing information from virtually any map or spreadsheet data that can be geo-referenced. Because the procedure is freed from a priori constraints of scale that confound most Geographical Information Systems, they have the capacity to generate new projections and apply sophisticated statistical analyses to the data. The analysis indicates substantial environmental problems. While transboundary pollution issues may spawn conflict among the Central European countries and their neighbors, it appears that common environmental problems facing the entire region have had the effect of bringing the countries together, even though opportunities for deteriorating relationships may still arise.
