    Monthly grid-point pressure data are reconstructed from station records of air temperature, precipitation and pressure for Europe, back to 1780, and North America, back to 1858. The reconstructions are based on a principal components regression technique which relates surface pressure patterns to those of the temperature, precipitation and station pressure data. The relationships are derived over a calibration period and the results are tested with independent data from another period. To illustrate the results examples are given of pressure anomalies over Europe during 1816 (the ''year without a summer''), anomalies over both Europe and North America for January and November 1862 (months with particularly strong anomalies), and anomalies over North America during 1884 (the year after Krakatau). The reconstructions are compared with other monthly mean pressure maps produced by Lamb and Johnson (1966) for Europe for 1780 to 1872 and for North America for 1858 to 1898, and by Kington (1980) for Europe for 1781 to 1785. Both of these map series show systematic biases relative to the present reconstructions. The reconstructed data are available on a magnetic tape.

    The Eastern Europe Research Reactor Initiative was established in January 2008 to enhance cooperation between the Research Reactors in Eastern Europe. It covers three areas of research reactor utilisation: irradiation of materials and fuel, radioisotope production, neutron beam experiments, education and training. In the field of education and training an EERRI training course was developed. The training programme has been elaborated with the purpose to assist IAEA Member States, which consider building a research reactor (RR) as a first step to develop nuclear competence and infrastructure in the Country. The major strength of the reactor is utilisation of three different research reactors and a lot of practical exercises. Due to high level of adaptability, the course can be tailored to specific needs of institutions with limited or no access to research reactors. (authors)

    A survey of the unclassified literature was made to determine the location, technology, throughput, and environmental status of the uranium mines and mills that have historically made up uranium production capability in Eastern Europe. Included in that survey were the following countries: the former German Democratic Republic (GDR), now part of a reunited Germany, Czechoslovakia, Romania, Bulgaria, Hungary, and Poland. Until recently, uranium was being produced in five of these six countries (Poland stopped production 20 years ago). The production began directly after World War II in support of weapons production in the Soviet Union. Eastern Europe has produced about two-thirds of the total Soviet uranium inventory historically, or about 330,000 metric tonnes of uranium (NM) [730 million pounds of uranium (MlbU)l out of a total of about 490,000 MTU (1090 NlbU).

    Biostratigraphical, geochemical, isotopic, and paleogeographic data suggest that the Millbrig K-bentonite, one of the thickest and most widespread Ordovician volcanic ash beds in eastern North America, is the same as the so-called 'Big Bentonite' in Baltoscandia. This is the first time that the same K-bentonite has been identified in both North America and Europe, and it serves as a unique event-stratigraphic marker over a large portion of the Northern Hemisphere. This eruption produced at least 340 km[sup 3] of dense-rock-equivalent ash that was deposited in a layer up to 1-2 m thick over several million square kilometers. As much as 800 km[sup 3] of additional ash may have fallen into the Iapetus Ocean, for a total of 1,140 km[sup 3]. Trace element geochemistry shows that the ash was derived from a felsic calc-alkalic magmatic source characteristic of volcanism in a continental crust-based, destructive plate-margin setting. This is one of the largest, if not the largest, ash falls recorded in Earth's Phanerozoic stratigraphic record, but its recognizable effect on faunas and floras was minimal, and it did not result in a global extinction event. The Millbrig-Big Bentonite bed provides accurate time control for sedimentologic, paleoecologic, and paleogeographic reconstructions across plates positioned in tropical (Laurentia) and temperate (Baltica) latitudes during Middle Ordovician time.

    Little published information is available about Silurian K-bentonites in North America, but a few occurrences of such beds are known from the Great lakes region and Nova Scotia. Only a small number of beds are recorded from the former area, but the Nova Scotia occurrences include about 20 beds of Llandoverian age, the most extensive sequence of Silurian K-bentonites known in North America. In contrast, more than 150 K-bentonites occur in the Silurian successions in Baltoscandia and the British Isles. Virtually all beds in North America are of Llandoverian age. There are numerous beds of that age also in Norway, Denmark (Bornholm), the British Isles, and the Swedish mainland but the successions in Estonia, Gotland, and the British Isles also include many K-bentonites of Wenlockian and Ludlovian age. Apparently, no Pridolian beds are known in North America and northwestern Europe. Many graptolite-dated collections from more than 20 sections in Baltoscandia and from many sections in the British Isles suggest that several single beds, or complexes of beds, can be traced regionally and hence have event-stratigraphic potential. The relatively few beds known from North America all occur in biostratigraphic intervals containing K-bentonites in Europe, and it is possible that some of these beds may have a common source. The much larger number of beds in northwestern Europe compared with North America may be taken as an indication that the source area of the European K-bentonites was closer to Baltica than to Laurentia, and probably located somewhere in the northern Iapetus.

    In Europe during 1980, the need to find more oil caused an intensification of exploration activity into producing basins and even into producing zones for existing plays. The high-risk nature of many of the prospects tested is expressed in the low success ratios for several countries. The success rate continued to rise, however, in the North Sea, where many more appraisal wells were drilled and many wells tested fault blocks adjacent to existing oil fields. There were increases in development drilling almost everywhere and further application of fracturing techniques to existing fields. Development drilling began to decline in the North Sea, a trend likely to continue as government-enforced depletion policies are introduced. In the onshore producing areas, many new exploration licenses were awarded. The new exploration areas are likely to increase in importance. There were some encouraging results in these areas during 1980. The offshore zones of the Atlantic and the Mediterranean proved equally exciting. However, the quickest returns will be gained from onshore discoveries; the reexamination of hydrocarbon-bearing areas not so far developed proved highly successful. The Swiss Entlebuch 1 gas discovery opens up a new exploration tract of the deep autochthon of central Europe. It is just this area where oil production has been declining. Gas production continues to decline in nearly all areas except the North Sea. 20 figures, 24 tables.

    Marginalised Roma communities in European countries live in substandard housing conditions the improvement of which has been one of the major issues of the Decade of Roma Inclusion, the ongoing intergovernmental European Roma programme. The paper presents EU-funded health impact assessments of national Roma housing policies and programmes in 3 Central and Eastern European countries in light of the evaluation of a completed local project in a fourth CEE country so as to compare predicted effects to observed ones. Housing was predicted to have beneficial health effects by improving indoor and outdoor conditions, access to services, and socioeconomic conditions. Negative impacts were predicted only in terms of maintenance expenses and housing tenure. However, observed impacts of the completed local project did not fully support predictions especially in terms of social networks, satisfaction with housing and neighbourhood, and inhabitant safety. In order to improve the predictive value of HIA, more evidence should be produced by the careful evaluation of locally implemented housing projects. In addition, current evidence is in favour of planning Roma housing projects at the local rather than at the national level in alignment with the principle of subsidiarity. - Highlights: Black-Right-Pointing-Pointer Predictive validity of HIA of national Roma housing policies - in light of current evidence - is low. Black-Right-Pointing-Pointer Implemented housing projects should be comprehensively evaluated to improve reliability of HIA.     Exposure to fuel from cooking and heating has not been studied in Europe, where lung cancer rates are high and many residents have had a long tradition of burning coal and unprocessed biomass. Study subjects included 2,861 cases and 3,118 controls recruited during 1998-2002 in the Czech Republic, Hungary, Poland, Romania, Russia, Slovakia, and the United Kingdom. The odds ratio of lung cancer associated with solid fuel use was 1.22 (95% confidence interval (CI): 1.04, 1.44) for cooking or heating, 1.37 (95% CI: 0.90, 2.09) for solid fuel only for cooking, and 1.24 (95% CI: 1.05, 1.47) for solid fuels used for both cooking and heating. Risk increased relative to the percentage of time that solid fuel was used for cooking (P-trend {lt} 0.0001), while no risk increase was detected for solid fuel used for heating. The odds ratio of lung cancer in whole-life users of solid cooking fuel was 1.80 (95% CI: 1.35, 2.40). Switching to nonsolid fuels resulted in a decrease in risk. The odds ratio for the longest duration of time since switching was 0.76 (95% CI: 0.63, 0.92). The data suggest a modest increased risk of lung cancer related to solid-fuel use for cooking rather than heating.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1985 was concentrated in proven petroleum provinces. Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego. Brazil continued to discover major reserves in the offshore Campos basin in ever-increasing water depths. At year end, Venezuela was drilling Furrial-1 in eastern Venezuela. The well is reported to be the outstanding discovery of 1985, if not of the last 2 decades. 4 figures, 7 tables.

    The 15 years of successful implementation of Wide-Area Measurement Systems (WAMS) in the WECC power grid have shown significant value of WAMS data in system dynamic modeling and validation, FACTS control validation and pilot implementations of wide area protection schemes. The August 14 2003 blackout in the eastern interconnection of the North America revealed the urgent need for wide-area information acquisition for better power grid operations. The Eastern Interconnection Phasor Project (EIPP) was launched in 2003 to deploy a WAMS system in the eastern interconnection. Development of IEEE C37.118, a standard for phasor data acquisition and transmission, will aid in deployment of phasor measurement systems for WAMS applications. Technologies of Phasor Measurement Units (PMUs) with high precision time synchronization and Phasor Data Concentrators (PDCs) for phasor data aggregation and event recording are key to the success of WAMS implementation. This paper reviews the WAMS development in the North America and presents current and potential WAMS applications including dynamic modeling and validation and wide-area control. Past experience shows a promising future of WAMS in improving power system planning, operation and control. However, there remain challenges to make phasor measurement consistent and to meet both slow and fast data application needs.

    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    The Llanos Basin is located on the flank of the Eastern Cordillera in northeast Colombia. Three major sequences can be recognized corresponding to extensional pulses in the Tithonian, Albian, and the Santonian which control thickness and facies distributions. The primary reservoir in the basin is the Late Eocene Mirandor Formation which was deposited in a fluvial system which prograded from the Guyana Shield to the west-northwest. This was deposited as part of the Pre-Andean Foreland Basin Megasequence (Bartonian to Serravallian) which developed as a result of uplift onset and deformation in the Central Cordillera. This megasequence covered the Magdalena Valley the Eastern Cordillera ad the Llanos Basin. In the foothills of the Eastern Cordillera, the Mirador Formation begins to show evidence of marine influence and was probably deposited in a series of shoreface sands and offshore bar complexes in the Cordillera. The Pre-Andean Foreland Basin Megasequence includes the Eocene-Oligocene Carbonera Formation which was deposited in a low every fluvial system that was mud dominated. Within the Carbonera Formation, a series of major, grossly coarsening upward cycles can be seen which are separated by maximum flooding surfaces that approximate to time lines. These cycles correspond to the early phases of development of the Central Cordillera with each pulse being seen as an influx of coarser clastics to the basin. The deformation style in the Eastern Cordillera is a mixture of thin-skinned thrust structures and the inversion of the thick-skinned basement involved extension faults. The inversion structures include the Cuisana field, a giant oil and gas-condensate discovery.

    Exploratory drilling in eastern and northwestern Colorado closely paralleled that of 1979. Success factors, however, were higher, partially due to a greater number of marginal well completions following the increase in oil prices. Thirty-seven percent more exploratory wells were completed in 1980 than in 1979. Statewide exploratory success was 28.8% and the development well success rate was 78.3%, compared to 20.8% and 73.4%, respectively, in 1979. Cretaceous sandstones remained the primary target in northwestern and central Colorado. Shallow Niobrara gas provided the main play in eastern Colorado. Southeastern Colorado was the site of significant exploration and development drilling in Pennsylvanian Morrow trends. 1 figure, 3 tables.

    During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Total PM2.5 agrees well with the measurements, although the model overestimates nitrate and underestimates organic carbon in source regions. Using WRF-Chem in combination with the Lagrangian model FLEXPART-WRF, we find that duringmore »the campaign the research aircraft sampled two different types of European plumes: mixed anthropogenic and fire plumes from eastern Europe and Russia transported below 2 km, and anthropogenic plumes from central Europe uplifted by warm conveyor belt circulations to 5–6 km. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km). As a proportion of PM2.5, modeled black carbon and SO4= concentrations are more enhanced near the surface in anthropogenic plumes. The European plumes sampled during the POLARCAT-France campaign were transported over the region of springtime snow cover in northern Scandinavia, where they had a significant local atmospheric warming effect. We find that, during this transport event, the average modeled top-of-atmosphere (TOA) shortwave direct and semi-direct radiative effect (DSRE) north of 60° N over snow and ice-covered surfaces reaches +0.58 W m?2, peaking at +3.3 W m?2 at noon over Scandinavia and Finland.« less

    The EUROnu project has studied three possible options for future, high intensity neutrino oscillation facilities in Europe. The first is a Super Beam, in which the neutrinos come from the decay of pions created by bombarding targets with a 4 MW proton beam from the CERN High Power Superconducting Proton Linac. The far detector for this facility is the 500 kt MEMPHYS water Cherenkov, located in the Fr\\'ejus tunnel. The second facility is the Neutrino Factory, in which the neutrinos come from the decay of {\\mu}+ and {\\mu}- beams in a storage ring. The far detector in this case is a 100 kt Magnetised Iron Neutrino Detector at a baseline of 2000 km. The third option is a Beta Beam, in which the neutrinos come from the decay of beta emitting isotopes, in particular 6He and 18Ne, also stored in a ring. The far detector is also the MEMPHYS detector in the Fr\\'ejus tunnel. EUROnu has undertaken conceptual designs of these facilities and studied the performance of the detectors.     In context of increasing use of renewable sources, it is of importance to correctly evaluate the actual sustainability of their implementation. Emergy analysis is one of the possible methods useful for such an assessment. This work aims to demonstrate how the emergy approach can be used to assess the sustainability of wind energy resource in Europe. The Emergy Index of Sustainability (EIS) and the Emergy Yield Ratio (EYR) are used to analyze 90 stations of European regions for three types of wind turbines. To do so, the simplified Chou wind turbine model is used for different set of parameters as: nominal power and size of the wind turbines, and cut-in and cut-out wind speeds. Based on the calculation of the emergy indices, a mapping is proposed to identify the most appropriate locations for an implementation of wind turbines in European regions.     In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

    Three Jurassic petroleum trends can be delineated in Mississippi, Alabama, and Florida, and in the central and eastern Gulf of Mexico. These trends are recognized by characteristic petroleum traps, reservoirs, and hydrocarbon types. The source for the Jurassic hydrocarbons is Smackover algal mudstones. The Jurassic oil trend includes the area north of the regional peripheral fault systems in the tri-state area, and extends into the area north of the Destin anticline. Traps are basement highs and salt anticlines, with Smackover grainstones and dolostones and Norphlet marine, eolian, and wadi sandstones as reservoirs. This trend has potential for Jurassic oil accumulations in the eastern Gulf of Mexico. The Jurassic oil and gas-condensate trend includes the onshore area between the regional peripheral fault systems and Wiggins arch and extends into the area of the Destin anticline. Traps are basement highs, salt related anticlines, and extensional faults. Cotton Valley fluvial-deltaic sandstones, Haynesville carbonates and fluvial-deltaic sandstones, Smackover grainstones, packstones, dolostones, and marine sandstones, and Norphlet marine, eolian, and wadi sandstones serve as reservoirs. This trend contains most of the Jurassic fields in the eastern Gulf coastal plain. The trend has high potential for significant petroleum accumulations in the eastern Gulf of Mexico. The Jurassic deep natural gas trend includes the onshore area south of the Wiggins arch and extends into the Mississippi-Alabama shelf. Traps are faulted salt anticlines with basement highs as potential traps. Cotton Valley deltaic-strandplain sandstones and Norphlet eolian sandstones are the reservoirs. Several gas discoveries below 20,000 ft have been made in this trend in Mississippi and offshore Alabama. The trend has excellent potential for major gas accumulations in coastal Alabama and central Gulf of Mexico.

    The Eastern Band of Cherokee Indians was awarded a grant under the U.S. Department of Energy Tribal Energy Program (TEP) to develop a Tribal Strategic Energy Plan (SEP). The grant, awarded under the “First Steps” phase of the TEP, supported the development of a SEP that integrates with the Tribe’s plans for economic development, preservation of natural resources and the environment, and perpetuation of Tribal heritage and culture. The Tribe formed an Energy Committee consisting of members from various departments within the Tribal government. This committee, together with its consultant, the South Carolina Institute for Energy Studies, performed the following activities: • Develop the Tribe’s energy goals and objectives • Establish the Tribe’s current energy usage • Identify available renewable energy and energy efficiency options • Assess the available options versus the goals and objectives • Create an action plan for the selected options

    Examination of coal rank (by vitrinite maximum reflectance) for eastern Kentucky coals has revealed several regional trends. Coal rank varies from high volatile C (0.5% R/sub max/) to medium volatile bituminous (1.1% R/sub max/), and generally increases to the southeast. One east-west-trending rank high and at least four north-south-trending rank highs interrupt the regional increase. The east-west-trending rank high is associated with the Kentucky River faults in northeastern Kentucky. It is the only rank high clearly associated with a fault zone. The four north-south-trending rank highs are parallel with portions of major tectonic features such as the Eastern Kentucky syncline. Overall, though, the association of north-south-trending rank highs with tectonic expression is not as marked as that with the anomaly associated with the Kentucky River faults. It is possible that the rank trends are related to basement features with subdued surface expression. Rank generally increases with depth, and regional trends observed in one coal are also seen in overlying and underlying coals. The cause of the regional southeastward increase in rank is likely to be the combined influence of greater depth of burial and proximity to late Paleozoic orogenic activity. The anomalous trends could be due to increased depth of burial, but are more likely to have resulted from tectonic activity along faults and basement discontinuities. The thermal disturbances necessary to increase the coal rank need not have been great, perhaps on the order of 10-20/sup 0/C (18-36/sup 0/F) above the metamorphic temperatures of the lower rank coals.

    Western Europe rebounded from the recent recession, recording an increase in most oil- and gas-related activities except development drilling and downstream operations. Exploration and appraisal drilling boomed in the North Sea, where a record 266 wells (182 in the United Kingdom sector alone) were spudded in 1984. Italy and the United Kingdom sector of the North Sea led Europe in discoveries, each reporting 22 successful new-field wildcats. Significant activities in 1984 included Malta's first hydrocarbon discovery. Italy and Yugoslavia shifted focus of exploration activity to the Adriatic Sea from onshore areas. Interest surged in France's Paris basin, where a 60% increase in licensed acreage was reported. Oil production in the Paris basin nearly doubled, threatening to overtake output from the 30-year-old Aquitaine fields. Oil production increased overall in Europe by 8.9%, boosted primarily by North Sea crude. Licensing rounds announced for offshore Norway, United Kingdom, and Ireland in 1984 should ensure a continuing high level of activity in northwest Europe. 19 figures, 6 tables.

    The Eastern Interconnection Planning Collaborative (EIPC) has built three major power flow cases for the 2030 Eastern Interconnection (EI) based on various levels of energy/environmental policy conditions, technology advances, and load growth.     Mississippian strata in the eastern Anadarko basin record a gradual deepening of the basin. Late and post-Mississippian tectonism (Wichita and Arbuckle orogenies) fragmented the single large basin into the series of paired basins and uplifts recognized in the southern half of Oklahoma today. Lower Mississippian isopach and facies trends (Sycamore and Caney Formations) indicate that basinal strike in the study area (southeastern Anadarko basin) was predominantly east-west. Depositional environment interpretations made for Lower Mississippian strata suggest that the basin was partially sediment starved and exhibited a low shelf-to-basin gradient. Upper Mississippian isopach and facies trends suggest that basinal strike within the study area shifted from dominantly east-west to dominantly northwest-southeast due to Late Mississippian and Early Pennsylvanian uplift along the Nemaha ridge. Within the study area, the Chester Formation, composed of gray to dove-gray shales with interbedded limestones deposited on a carbonate shelf, thins depositionally into the basin and is thinnest at its facies boundary with the Springer Group and the upper portion of the Caney Formation. As basin subsidence rates accelerated, the southern edge of the Chester carbonate shelf was progressively drowned, causing a backstepping of the Chester Formation calcareous shale and carbonate facies. Springer Group sands and black shales transgressed northward over the drowned Chester Formation shelf.

    Central Europe has experienced environmental degradation for hundreds of years. The proximity of countries, their shared resources, and transboundary movement of environmental pollution, create the potential for regional environmental strife. The goal of this project was to identify the sources and sinks of environmental pollution in Central Europe and evaluate the possible impact of transboundary movement of pollution on the countries of Central Europe. In meeting the objectives of identifying sources of contaminants, determining transboundary movement of contaminants, and assessing socio-economic implications, large quantities of disparate data were examined. To facilitate use of the data, the authors refined mapping procedures that enable processing information from virtually any map or spreadsheet data that can be geo-referenced. Because the procedure is freed from a priori constraints of scale that confound most Geographical Information Systems, they have the capacity to generate new projections and apply sophisticated statistical analyses to the data. The analysis indicates substantial environmental problems. While transboundary pollution issues may spawn conflict among the Central European countries and their neighbors, it appears that common environmental problems facing the entire region have had the effect of bringing the countries together, even though opportunities for deteriorating relationships may still arise.

    In January 1986, the Soviet Union's Mikhail Gorbachev proposed elimination of all nuclear weapons by the year 2000. In April of that year, Mr. Gorbachev proposed substantial reductions of conventional weapons in Europe, from the Atlantic Ocean to the Ural Mountains, including reductions in operational-tactical nuclear weapons. In May 1986, the North Atlantic Treaty Organization (NATO) responded with the Brussels Declaration on Conventional Arms Control,'' which indicated readiness to open East/West discussions on establishing a mandate for negotiating conventional arms control throughout Europe. The Group of 23,'' which met in Vienna beginning in February 1987, concluded the meeting in January 1989 with a mandate for the Conventional Armed Forced in Europe (CFE) negotiations. On 6 March 1989, CFE talks began, and these talks have continued through six rounds (as of April 1990). Although US President George Bush, on 30 May 1989, called for agreement within six months to a year, and the Malta meeting of December 1989 called for completion of a CFE agreement by the end of 1990, much remains to be negotiated. This report provides three types of information. First, treaty provisions brought to the table by both sides are compared. Second, on the basis of these provisions, problem areas for each of the provision elements are postulated and possible scenarios for resolving these problem areas are developed. Third, the scenarios are used as requirements for tasks assigned program elements for possible US implementation of a CFE treaty. As progress is achieved during the negotiations, this report could be updated, as necessary, in each of the areas to provide a continuing systematic basis for program implementation and technology development. 8 refs.

    Our research is centred around the question how to best integrate the variable renewable energy sources (VRES), wind power and solar photovoltaics, into the European electricity grid. The future electricity supply will be based to a large extend on these fluctuating resources. We have conducted a study, extrapolating national historical and targeted wind and solar power penetrations in Europe up to 100% VRES (R.A. Rodriguez et al, Renewable Energy 63, p. 467, Mar 2014 and S. Becker et al, Energy 64, p. 404, Jan 2014). A high share of VRES means large fluctuations in the generation, causing overproduction and deficits. One way to reduce such mismatches is power transmission spatially smoothing out the fluctuations. This has the potential to reduce the remaining shortages by sharing the surplus production of others. We find that shortages can at maximum be reduced by 40% in the hypothetical case of unlimited transmission capacities across all of Europe.     The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

    The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

    This paper reports on Project Vostok, a vastly ambitious project which will by the end of the century move gas from Eastern Siberia and the Sakhalin area through North and South Korea to Japan. This system will open one of the last available frontiers on earth for exploitation of many diverse natural resources. With the start of such a project, western oil companies can see a return on their investment possibly equal to investment in other more developed areas. Eastern Siberia and the Far East of the former Soviet Union possess huge hydrocarbon and mineral reserves. Their areal extent is 3.2 million sq km, equal to more than 40% of the U.S. land area. The conception of development of the Yakutsk, Irkutsk, and Sakhalin gas fields and mineral and timber resources of the Far East exemplifies a project that encompasses many different organizations and boundaries.
