WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    This report documents the FY13 efforts to enhance a dataset of spent nuclear fuel isotopic composition data for use in developing intrinsic signatures for nuclear forensics. A review and collection of data from the open literature was performed in FY10. In FY11, the Spent Fuel COMPOsition (SFCOMPO) excel-based dataset for nuclear forensics (NF), SFCOMPO/NF was established and measured data for graphite production reactors, Boiling Water Reactors (BWRs) and Pressurized Water Reactors (PWRs) were added to the dataset and expanded to include a consistent set of data simulated by calculations. A test was performed to determine whether the SFCOMPO/NF dataset will be useful for the analysis and identification of reactor types from isotopic ratios observed in interdicted samples.

    Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

    Astronomy has a long history of acquiring, systematizing, and interpreting large quantities of data. Starting from the earliest sky atlases through the first major photographic sky surveys of the 20th century, this tradition is continuing today, and at an ever increasing rate. Like many other fields, astronomy has become a very data-rich science, driven by the advances in telescope, detector, and computer technology. Numerous large digital sky surveys and archives already exist, with information content measured in multiple Terabytes, and even larger, multi-Petabyte data sets are on the horizon. Systematic observations of the sky, over a range of wavelengths, are becoming the primary source of astronomical data. Numerical simulations are also producing comparable volumes of information. Data mining promises to both make the scientific utilization of these data sets more effective and more complete, and to open completely new avenues of astronomical research. Technological problems range from the issues of database design and federation, to data mining and advanced visualization, leading to a new toolkit for astronomical research. This is similar to challenges encountered in other data-intensive fields today. These advances are now being organized through a concept of the Virtual Observatories, federations of data archives and services representing a new information infrastructure for astronomy of the 21st century. In this article, we provide an overview of some of the major datasets in astronomy, discuss different techniques used for archiving data, and conclude with a discussion of the future of massive datasets in astronomy.

    Grid enabled physics analysis requires a workload management system (WMS) that takes care of finding suitable computing resources to execute data intensive jobs. A typical example is the WMS available in the LCG2 (also referred to as EGEE-0) software system, used by several scientific experiments. Like many other current grid systems, LCG2 provides a file level granularity for accessing and analysing data. However, application scientists such as high energy physicists often require a higher abstraction level for accessing data, i.e. they prefer to use datasets rather than files in their physics analysis. We have improved the current WMS (in particular the Matchmaker) to allow physicists to express their analysis job requirements in terms of datasets. This required modifications to the WMS and its interface to potential data catalogues. As a result, we propose a simple data location interface that is based on a Web service approach and allows for interoperability of the WMS with new dataset and file catalogues...

    We present a framework for use at a typical Grid site to facilitate custom interactive parallel dataset analysis targeting terabyte-scale datasets of the type typically produced by large multi-institutional science experiments. We summarize the needs for interactive analysis and show a prototype solution that satisfies those needs. The solution consists of desktop client tool and a set of Web Services that allow scientists to sign onto a Grid site, compose analysis script code to carry out physics analysis on datasets, distribute the code and datasets to worker nodes, collect the results back to the client, and to construct professional-quality visualizations of the results.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Results cover a very broad spectrum of analyses involving studies of the strong and electroweak interactions of the top quark, high-precision measurements of intrinsic top-quark properties, developments of new tools in top-quark analyses, observations of new Standard Model processes, the interaction between the top quark and the Higgs boson and sensitive searches for new physics beyond the Standard Model.

    The Agency for International Development is funding a new program in energy and minerals for Central America. Geothermal energy is an important component. A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama.     This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

    With the mainstream adoption of references to datasets in astronomical manuscripts, researchers today are able to provide direct links from their papers to the original data that were used in their study. Following a process similar to the verification of references in manuscripts, publishers have been working with the NASA Astrophysics Data System (ADS) to validate and maintain links to these datasets. Similarly, many astronomical data centers have been tracking publications based on the observations that they archive, and have been working with the ADS to maintain links between their datasets and the bibliographic records in question. In addition to providing a valuable service to ADS users, maintaining these correlations allows the data centers to evaluate the scientific impact of their missions. Until recently, these two activities have evolved in parallel on independent tracks, with ADS playing a central role in bridging the connection between publishers and data centers. However, the ADS is now implementing the capability for all parties involved to find out which data links have been published with which manuscripts, and vice versa. This will allow data centers to periodically harvest the ADS to find out if there are new papers which reference datasets available in their archives. In this paper we summarize the state of the dataset linking project and describe the new harvesting interface.

    Regional wind integration studies require detailed wind power output data at many locations to perform simulations of how the power system will operate under high penetration scenarios. The wind datasets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as being time synchronized with available load profiles.As described in this presentation, the WIND Toolkit fulfills these requirements by providing a state-of-the-art national (US) wind resource, power production and forecast dataset.

    Integrating vision and language has long been a dream in work on artificial intelligence (AI). In the past two years, we have witnessed an explosion of work that brings together vision and language from images to videos and beyond. The available corpora have played a crucial role in advancing this area of research. In this paper, we propose a set of quality metrics for evaluating and analyzing the vision & language datasets and categorize them accordingly. Our analyses show that the most recent datasets have been using more complex language and more abstract concepts, however, there are different strengths and weaknesses in each.

    The Federal Wind Energy Program (FWEP) was initiated to provide focus, direction and funds for the development of wind power. Each year a summary is prepared to provide the American public with an overview of government sponsored activities in the FWEP. This program summary describes each of the Department of Energy's (DOE) current wind energy projects initiated or renewed during FY 1979 (October 1, 1978 through September 30, 1979) and reflects their status as of April 30, 1980. The summary highlights on-going research, development and demonstration efforts and serves as a record of progress towards the program objectives. It also provides: the program's general management structure; review of last year's achievements; forecast of expected future trends; documentation of the projects conducted during FY 1979; and list of key wind energy publications.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75°C water from shallow wells. Power production is assisted by the availability of gravity fed, 7°C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469). Existing U. S. plants focus on high-grade geothermal systems located in the west. However, interest in non-traditional geothermal development is increasing. A comprehensive new MIT-led study of the potential for geothermal energy within the United States predicts that mining the huge amounts of stored thermal energy in the Earth’s crust not associated with hydrothermal systems, could supply a substantial portion of U.S. electricity with minimal environmental impact (Tester, et al., 2006, available at http://geothermal.inl.gov). There is also renewed interest in geothermal production from other non-traditional sources such as the overpressured zones in the Gulf Coast and warm water co-produced with oil and gas. Ormat Technologies, Inc., a major geothermal company, recently acquired geothermal leases in the offshore overpressured zone of Texas. Ormat and the Rocky Mountain Oilfield Testing Center recently announced plans to jointly produce geothermal power from co-produced water from the Teapot Dome oilfield (Casper Star-Tribune, March 2, 2007). RMOTC estimates that 300 KWe capacity is available from the 40,000 BWPD of 88°C water associated with oil production from the Tensleep Sandstone (Milliken, 2007). The U. S. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity.     The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

  11. Robust Machine Learning Applied to Terascale Astronomical Datasets

    We present recent results from the Laboratory for Cosmological Data Mining (http://lcdm.astro.uiuc.edu) at the National Center for Supercomputing Applications (NCSA) to provide robust classifications and photometric redshifts for objects in the terascale-class Sloan Digital Sky Survey (SDSS). Through a combination of machine learning in the form of decision trees, k-nearest neighbor, and genetic algorithms, the use of supercomputing resources at NCSA, and the cyberenvironment Data-to-Knowledge, we are able to provide improved classifications for over 100 million objects in the SDSS, improved photometric redshifts, and a full exploitation of the powerful k-nearest neighbor algorithm. This work is the first to apply the full power of these algorithms to contemporary terascale astronomical datasets, and the improvement over existing results is demonstrable. We discuss issues that we have encountered in dealing with data on the terascale, and possible solutions that can be implemented to deal with upcoming petascale datasets.

To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

The KDF facilitates informed decision making by providing a means to synthesize, analyze, and visualize vast amounts of information in a relevant and succinct manner. It harnesses Web 2.0 and social networking technologies to build a collective knowledge system that can better examine the economic and environmental impacts of development options for biomass feedstock production, biorefineries, and related infrastructure.     Holdings include datasets, models, and maps. This is a very new resource, but the collections will grow due to both DOE contributions and individualsÆ data uploads.     Japan-US cooperation program TITAN (Tritium, Irradiation and Thermofluid for America and Nippon) started in April 2007 as 6-year project. This is the summary report at the midterm of the project. Historical overview of the Japan-US cooperation programs and direction of the TITAN project in its second half are presented in addition to the technical highlights. Blankets are component systems whose principal functions are extraction of heat and tritium. Thus it is crucial to clarify the potentiality for controlling heat and tritium flow throughout the first wall, blanket and out-of-vessel recovery systems. The TITAN project continues the JUPITER-II activity but extends its scope including the first wall and the recovery systems with the title of 'Tritium and thermofluid control for magnetic and inertial confinement systems'. The objective of the program is to clarify the mechanisms of tritium and heat transfer throughout the first-wall, the blanket and the heat/tritium recovery systems under specific conditions to fusion such as irradiation, high heat flux, circulation and high magnetic fields. Based on integrated models, the breeding, transfer, inventory of tritium and heat extraction properties will be evaluated for some representative liquid breeder blankets and the necessary database will be obtained for focused research in the future.

    This report summarizes the work conducted by the Building America Industrialized Housing Partnership (BAIHP - www.baihp.org) during the final budget period (BP5) of our contract, January 1, 2010 to November 30, 2010. Highlights from the four previous budget periods are included for context. BAIHP is led by the Florida Solar Energy Center (FSEC) of the University of Central Florida. With over 50 Industry Partners including factory and site builders, work in BP5 was performed in six tasks areas: Building America System Research Management, Documentation and Technical Support; System Performance Evaluations; Prototype House Evaluations; Initial Community Scale Evaluations; Project Closeout, Final Review of BA Communities; and Other Research Activities.

    The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

    North America faces an energy crossroads. With the world fast approaching the end of cheap, plentiful conventional oil, we must choose between developing ever-dirtier sources of fossil fuels -- at great cost to our health and environment -- or setting a course for a more sustainable energy future of clean, renewable fuels. This report explores the full scale of the damage done by attempts to extract oil from liquid coal, oil shale, and tar sands; examines the risks for investors of gambling on these dirty fuel sources; and lays out solutions for guiding us toward a cleaner fuel future.     The United States produces only about 1/3 of the more than 20 million barrels of petroleum that it consumes daily. Oil imports into the country are roughly equivalent to the amount consumed in the transportation sector. Hence the nation in general, and the transportation sector in particular, is vulnerable to supply disruptions and price shocks. The situation is anticipated to worsen as the competition for limited global supplies increases and oil-rich nations become increasingly willing to manipulate the markets for this resource as a means to achieve political ends. The goal of this project was the development and improvement of technologies and the knowledge base necessary to produce and qualify a universal fuel from diverse feedstocks readily available in North America and elsewhere (e.g. petroleum, natural gas, coal, biomass) as a prudent and positive step towards mitigating this vulnerability. Three major focus areas, feedstock transformation, fuel formulation, and fuel characterization, were identified and each was addressed. The specific activities summarized herein were identified in consultation with industry to set the stage for collaboration. Two activities were undertaken in the area of feedstock transformation. The first activity focused on understanding the chemistry and operation of autothermal reforming, with an emphasis on understanding, and therefore preventing, soot formation. The second activity was focused on improving the economics of oxygen production, particularly for smaller operations, by integrating membrane separations with pressure swing adsorption. In the fuel formulation area, the chemistry of converting small molecules readily produced from syngas directly to fuels was examined. Consistent with the advice from industry, this activity avoided working on improving known approaches, giving it an exploratory flavor. Finally, the fuel characterization task focused on providing a direct and quantifiable comparison of diesel fuel and JP-8.

    This program summary document presents a comprehensive overview of the research, development, and demonstration (RD and D) activities that will be performed in FY 1981 by the Assistant Secretary for Fossil Energy (ASFE), US Department of Energy (DOE). The ASFE technology programs for the fossil resources of coal, petroleum (including oil shale) and gas have been established with the goal of making substantive contributions to the nation's future supply and efficienty use of energy. On April 29, 1977, the Administration submitted to Congress the National Energy Plan (NEP) and accompanying legislative proposals designed to establish a coherent energy policy structure for the United States. Congress passed the National Energy Act (NEA) on October 15, 1978, which allows implementation of the vital parts of the NEP. The NEP was supplemented by additional energy policy statements culminating in the President's address on July 15, 1979, presenting a program to further reduce dependence on imported petroleum. The passage of the NEA-related energy programs represent specific steps by the Administration and Congress to reorganize, redirect, and clarify the role of the Federal Government in the formulation and execution of national energy policy and programs. The energy technology RD and D prog4rams carried out by ASFE are an important part of the Federal Government's effort to provide the combination and amounts of energy resources needed to ensure national security and continued economic growth.

    The LARP Mini-Workshop on Beam-Beam Compensation 2007 was held at SLAC, 2-4 July 2007. It was attended by 33 participants from 10 institutions in Asia, Europe, and America. 26 presentations were given, while more than one third of the time was allocated to discussions. The workshop web site is Ref. [1]. The workshop's main focus was on long-range and head-on beam-beam compensation, with a view towards application in the LHC. Other topics included the beam-beam performance of previous, existing and future circular colliders; beam-beam simulations; new operating modes, theory, and unexplained phenomena.     Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Reported here is a summary of the testing carried out at Pacific Northwest National Laboratory on these technologies to date, as well as measurements on 3He tubes at various pressures. Details on these measurements are available in the referenced reports. Sponsors of these tests include the Department of Energy (DOE), Department of Homeland Security (DHS), and the Department of Defense (DoD), as well as internal Pacific Northwest National Laboratory funds.

  2. Using non-local databases for the environmental assessment of industrial activities: The case of Latin America

    Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.
