The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following reports describe the distribution of charging infrastructure through the Chargepoint America project, which deployed 4,600 public and home charging stations throughout the U.S. This research was conducted by Idaho National Laboratory.

    For LiMO2 (M=Co, Ni, Mn) cathode materials, lattice parameters, a(b), contract during charge. Here we report such changes in opposite directions for lithium molybdenum trioxide (Li2MoO3). A ‘unit cell breathing’ mechanism is proposed based on crystal and electronic structural changes of transition metal oxides during charge-discharge. Metal–metal bonding is used to explain such ‘abnormal’ behaviour and a generalized hypothesis is developed. The expansion of the metal-metal bond becomes the controlling factor for a(b) evolution during charge, in contrast to the shrinking metal-oxygen bond as controlling factor in ‘normal’ materials. The cation mixing caused by migration of molybdenum ions at higher oxidation state provides the benefits of reducing the c expansion range in the early stage of charging and suppressing the structure collapse at high voltage charge. These results may open a new strategy for designing layered cathode materials for high energy density lithium-ion batteries.

    Through a systematic study of lithium molybdenum trioxide (Li2MoO3), a new unit cell breathing mechanism is introduced based on both crystal and electronic structural changes of transition metal oxide cathode materials during chargedischarge: For widely used LiMO2 (M = Co, Ni, Mn), lattice parameters, a and b, contracts during charge. However, for Li2MoO3, such changes are in opposite directions. Metalmetal bonding is used to explain such abnormal behaviour and a generalized hypothesis is developed. The expansion of MM bond becomes the controlling factor for a(b) evolution during charge, in contrast to the shrinking MO as controlling factor in normal materials. The cation mixing caused by migration of Mo ions at higher oxidation state provides the benefits of reducing the c expansion range in early stage of charging and suppressing the structure collapse at high voltage charge. These results open a new strategy for designing and engineering layered cathode materials for high energy density lithium-ion batteries.

    Recent political initiatives and increased willingness in the United States of America (U.S. or USA) to consider federal storage and recycling of used nuclear fuel (UNF), augmented by expressed private interest in developing 31 new nuclear power plants, strongly suggest that the U.S. is on the brink of a nuclear-energy renaissance. Unfortunately, the related UNF-management and -disposition research, technology, and facility developments have been virtually dormant for 25 years. Fortunately, other countries have pursued safe UNF-management and -disposition solutions during this period that the U.S. now can take advantage of to develop the required UNF-management technologies and facilities in a timely and cost-effective manner. The following criteria/concepts for the timely and cost-effective development of safe and secure nuclear facilities were applied to current and planned UNF-management in the U.S. to formulate a potential, holistic, 'rapid-deployment' UNF-management solution at the Nevada Test Site (NTS), referred to as the Nevada National Nuclear Fuel Management Center (3NFMC): - Locate pending UNF-storage and -recycling facilities on the NTS in the vicinity of the Nation's candidate deep geological disposal system (repository) for UNF and other high level radioactive waste (HLW) at the Yucca Mountain (YM) site; - Locate all main UNF-management facilities underground; and - Use best-available technology to site, design, and construct the pending facilities.     Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation.   3. A First Look at the Impact of Electric Vehicle Charging on the Electric Grid in the EV Project

    ECOtality was awarded a grant from the U.S. Department of Energy to lead a large-scale electric vehicle charging infrastructure demonstration, called The EV Project. ECOtality has partnered with Nissan North America, General Motors, the Idaho National Laboratory, and others to deploy and collect data from over 5,000 Nissan LEAFsTM and Chevrolet Volts and over 10,000 charging systems in 18 regions across the United States. This paper summarizes usage of residential charging units in The EV Project, based on data collected through the end of 2011. This information is provided to help analysts assess the impact on the electric grid of early adopter charging of grid-connected electric drive vehicles. A method of data aggregation was developed to summarize charging unit usage by the means of two metrics: charging availability and charging demand. Charging availability is plotted to show the percentage of charging units connected to a vehicle over time. Charging demand is plotted to show charging demand on the electric gird over time. Charging availability for residential charging units is similar in each EV Project region. It is low during the day, steadily increases in evening, and remains high at night. Charging demand, however, varies by region. Two EV Project regions were examined to identify regional differences. In Nashville, where EV Project participants do not have time-of-use electricity rates, demand increases each evening as charging availability increases, starting at about 16:00. Demand peaks in the 20:00 hour on weekdays. In San Francisco, where the majority of EV Project participants have the option of choosing a time-of-use rate plan from their electric utility, demand spikes at 00:00. This coincides with the beginning of the off-peak electricity rate period. Demand peaks at 01:00.

    The purpose of this article is to review the theory of charge imbalance, and to discuss its relevance to a number of experimental situations. We introduce the concepts of quasiparticle charge and charge imbalance, and discuss the generation and detection of charge imbalance by tunneling. We describe the relaxation of the injected charge imbalance by inelastic scattering processes, and show how the Boltzmann equation can be solved to obtain the steady state quasiparticle distribution and the charge relaxation rate. Details are given of experiments to measure charge imbalance and the charge relaxation rate when inelastic scattering is the predominant relaxation mechanism. Experiments on and theories of other charge relaxation mechanisms are discussed, namely relaxation via elastic scattering in the presence of energy gap anisotropy, or in the presence of a pair breaking mechanism such as magnetic impurities or an applied supercurrent or magnetic field. We describe three other situations in which charge imbalance occurs, namely the resistance of the NS interface, phase slip centers, and the flow of a supercurrent in the presence of a temperature gradient.

    The crystal structure of monoclinic phase [P2{sub 1}/c, Z = 4] has been refined by the Rietveld analysis of X-ray powder diffraction data to study the size and charge effects of dopant M{sup n+} on the unit-cell parameters of monoclinic ZrO{sub 2}-2 mol% MO{sub n/2} solid solutions (n = 4 for M = Ce; n = 3 for M = La, Nd, Sm, Y, Er, Yb, Sc; and n = 2 for M = Mg and Ca). For trivalent dopant (n = 3), the unit-cell parameters a{sub m}, b{sub m}, c{sub m} and unit-cell volume increase and {beta}{sub m} decreases with an increase of dopant size. Unit-cell volume increases with increasing of dopant charge n.

    As concern about society's dependence on petroleum-based transportation fuels increases, many see plug-in electric vehicles (PEV) as enablers to diversifying transportation energy sources. These vehicles, which include plug-in hybrid electric vehicles (PHEV), range-extended electric vehicles (EREV), and battery electric vehicles (BEV), draw some or all of their power from electricity stored in batteries, which are charged by the electric grid. In order for PEVs to be accepted by the mass market, electric charging infrastructure must also be deployed. Charging infrastructure must be safe, convenient, and financially sustainable. Additionally, electric utilities must be able to manage PEV charging demand on the electric grid. In the Fall of 2009, a large scale PEV infrastructure demonstration was launched to deploy an unprecedented number of PEVs and charging infrastructure. This demonstration, called The EV Project, is led by Electric Transportation Engineering Corporation (eTec) and funded by the U.S. Department of Energy. eTec is partnering with Nissan North America to deploy up to 4,700 Nissan Leaf BEVs and 11,210 charging units in five market areas in Arizona, California, Oregon, Tennessee, and Washington. With the assistance of the Idaho National Laboratory, eTec will collect and analyze data to characterize vehicle consumer driving and charging behavior, evaluate the effectiveness of charging infrastructure, and understand the impact of PEV charging on the electric grid. Trials of various revenue systems for commercial and public charging infrastructure will also be conducted. The ultimate goal of The EV Project is to capture lessons learned to enable the mass deployment of PEVs. This paper is the first in a series of papers documenting the progress and findings of The EV Project.     In accordance with an aspect of the present disclosure, an electrical system for an automotive vehicle has an electrical generating machine and a battery. A set point voltage, which sets an output voltage of the electrical generating machine, is set by an electronic control unit (ECU). The ECU selects one of a plurality of control modes for controlling the alternator based on an operating state of the vehicle as determined from vehicle operating parameters. The ECU selects a range for the set point voltage based on the selected control mode and then sets the set point voltage within the range based on feedback parameters for that control mode. In an aspect, the control modes include a trickle charge mode and battery charge current is the feedback parameter and the ECU controls the set point voltage within the range to maintain a predetermined battery charge current.

This volume, Volume 3 is a compilation of official US government intelligence reports examining the development projects and energy trends in 12 countries of North and South America: Argentina, Bolivia, Brazil, Canada, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, the United States and Venezuela. The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans.     The growth of wind and solar generation in the United States, and the expectation of continued growth of these technologies, dictates that the future power system will be operated in a somewhat different manner because of increased variability and uncertainty. A small number of balancing authorities have attempted to determine an 'integration cost' to account for these changes to their current operating practices. Some balancing authorities directly charge wind and solar generators for integration charges, whereas others add integration charges to projected costs of wind and solar in integrated resource plans or in competitive solicitations for generation. This report reviews the balancing authorities that have calculated variable generation integration charges and broadly compares and contrasts the methodologies they used to determine their specific integration charges. The report also profiles each balancing authority and how they derived wind and solar integration charges.

    We present the Berkeley-Trent North American contaminant fate model (BETR North America), a regionally segmented multimedia contaminant fate model based on the fugacity concept. The model is built on a framework that links contaminant fate models of individual regions, and is generally applicable to large, spatially heterogeneous areas. The North American environment is modeled as 24 ecological regions, within each region contaminant fate is described using a 7 compartment multimedia fugacity model including a vertically segmented atmosphere, freshwater, freshwater sediment, soil, coastal water and vegetation compartments. Inter-regional transport of contaminants in the atmosphere, freshwater and coastal water is described using a database of hydrological and meteorological data compiled with Geographical Information Systems (GIS) techniques. Steady-state and dynamic solutions to the 168 mass balance equations that make up the linked model for North America are discussed, and an illustrative case study of toxaphene transport from the southern United States to the Great Lakes Basin is presented. Regionally segmented models such as BETR North America can provide a critical link between evaluative models of long-range transport potential and contaminant concentrations observed in remote regions. The continent-scale mass balance calculated by the model provides a sound basis for evaluating long-range transport potential of organic pollutants, and formulation of continent scale management and regulatory strategies for chemicals.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s (DOE) Idaho National Laboratory (INL), is the lead laboratory for U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA). INL’s conduct of the AVTA resulted in a significant base of knowledge and experience in the area of testing light-duty vehicles that reduced transportation-related petroleum consumption. Due to this experience, INL was tasked by DOE to develop agreements with companies that were the recipients of The American Recovery and Reinvestment Act of 2009 (ARRA) grants, that would allow INL to collect raw data from light-duty vehicles and charging infrastructure. INL developed non-disclosure agreements (NDAs) with several companies and their partners that resulted in INL being able to receive raw data via server-to-server connections from the partner companies. This raw data allowed INL to independently conduct data quality checks, perform analysis, and report publicly to DOE, partners, and stakeholders, how drivers used both new vehicle technologies and the deployed charging infrastructure. The ultimate goal was not the deployment of vehicles and charging infrastructure, cut rather to create real-world laboratories of vehicles, charging infrastructure and drivers that would aid in the design of future electric drive transportation systems.
