    A Draft Technical Information Document (HNF-1855) is being prepared to evaluate proposed interim tritium and medical isotope production at the Fast Flux Test Facility (FFTF). This assessment examines the potential health and safety impacts of transportation operations associated with the production of medical isotopes. Incident-free and accidental impacts are assessed using bounding source terms for the shipment of nonradiological target materials to the Hanford Site, the shipment of irradiated targets from the FFTF to the 325 Building, and the shipment of medical isotope products from the 325 Building to medical distributors. The health and safety consequences to workers and the public from the incident-free transportation of targets and isotope products would be within acceptable levels. For transportation accidents, risks to works and the public also would be within acceptable levels. This assessment is based on best information available at this time. As the medical isotope program matures, this analysis will be revised, if necessary, to support development of a final revision to the Technical Information Document.

    The demand for clinical use of accelerated heavy charged-particle (proton and light-ion) beams for cancer treatment is now burgeoning worldwide. Clinical trials are underway at more than a dozen accelerators. Several hospital-based accelerator facilities dedicated to radiation treatment of human cancer have been constructed, and their number is growing. Many instruments in medical systems have been developed for modifying extracted particle beams for clinical application, monitoring the delivery of the treatment beams, and controlling the treatment processes to ensure patient safety. These in turn demand new developments of instruments in controlling beam extraction, beam tuning, and beam transportation at the medical systems.

  19. Advanced medical accelerator design

    This report describes the design of an advanced medical facility dedicated to charged particle radiotherapy and other biomedical applications of relativistic heavy ions. Project status is reviewed and some technical aspects discussed. Clinical standards of reliability are regarded as essential features of this facility. Particular emphasis is therefore placed on the control system and on the use of technology which will maximize operational efficiency. The accelerator will produce a variety of heavy ion beams from helium to argon with intensities sufficient to provide delivered dose rates of several hundred rad/minute over large, uniform fields. The technical components consist of a linac injector with multiple PIG ion sources, a synchrotron and a versatile beam delivery system. An overview is given of both design philosophy and selected accelerator subsystems. Finally, a plan of the facility is described.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

    A medical imaging system provides simultaneous rendering of visible light and fluorescent images. The system may employ dyes in a small-molecule form that remains in a subject's blood stream for several minutes, allowing real-time imaging of the subject's circulatory system superimposed upon a conventional, visible light image of the subject. The system may also employ dyes or other fluorescent substances associated with antibodies, antibody fragments, or ligands that accumulate within a region of diagnostic significance. In one embodiment, the system provides an excitation light source to excite the fluorescent substance and a visible light source for general illumination within the same optical guide that is used to capture images. In another embodiment, the system is configured for use in open surgical procedures by providing an operating area that is closed to ambient light. More broadly, the systems described herein may be used in imaging applications where a visible light image may be usefully supplemented by an image formed from fluorescent emissions from a fluorescent substance that marks areas of functional interest.

  19. The radiation oncology workforce: A focus on medical dosimetry

    The 2012 Radiation Oncology Workforce survey was conducted to assess the current state of the entire workforce, predict its future needs and concerns, and evaluate quality improvement and safety within the field. This article describes the dosimetrist segment results. The American Society for Radiation Oncology (ASTRO) Workforce Subcommittee, in conjunction with other specialty societies, conducted an online survey targeting all segments of the radiation oncology treatment team. The data from the dosimetrist respondents are presented in this article. Of the 2573 dosimetrists who were surveyed, 890 responded, which resulted in a 35% segment response rate. Most respondents were women (67%), whereas only a third were men (33%). More than half of the medical dosimetrists were older than 45 years (69.2%), whereas the 45 to 54 years age group represented the highest percentage of respondents (37%). Most medical dosimetrists stated that their workload was appropriate (52%), with respondents working a reported average of 41.7 ± 4 hours per week. Overall, 86% of medical dosimetrists indicated that they were satisfied with their career, and 69% were satisfied in their current position. Overall, 61% of respondents felt that there was an oversupply of medical dosimetrists in the field, 14% reported that supply and demand was balanced, and the remaining 25% felt that there was an undersupply. The medical dosimetrists' greatest concerns included documentation/paperwork (78%), uninsured patients (80%), and insufficient reimbursement rates (87%). This survey provided an insight into the dosimetrist perspective of the radiation oncology workforce. Though an overwhelming majority has conveyed satisfaction concerning their career, the study allowed a spotlight to be placed on the profession's current concerns, such as insufficient reimbursement rates and possible oversupply of dosimetrists within the field.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    A medical implant device having a substrate with an oxidized surface and a silane derivative coating covalently bonded to the oxidized surface. A bioactive agent is covalently bonded to the silane derivative coating. An implantable stent device including a stent core having an oxidized surface with a layer of silane derivative covalently bonded thereto. A spacer layer comprising polyethylene glycol (PEG) is covalently bonded to the layer of silane derivative and a protein is covalently bonded to the PEG. A method of making a medical implant device including providing a substrate having a surface, oxidizing the surface and reacting with derivitized silane to form a silane coating covalently bonded to the surface. A bioactive agent is then covalently bonded to the silane coating. In particular instances, an additional coating of bio-absorbable polymer and/or pharmaceutical agent is deposited over the bioactive agent.

    The Former Hanford Worker Medical Monitoring Program, directed by the Occupational and Environmental Medicine Program at the University of Washington, served former production and other non-construction workers who were potentially exposed to workplace hazards while working for the USDOE or its contractors at Hanford. The USDOE Former Workers Program arose from Congressional action in the Defense Authorization of 1993 (Public Law 102). Section 3162 stated that, “The Secretary shall establish and carry out a program for the identification and ongoing medical evaluation of current and former Department of Energy employees who are subject to significant health risks as a result of exposure of such employees to hazardous or radioactive substances during such employment.” (This also covers former employees of USDOE contractors and subcontractors.) The key objective has been to provide these former workers with medical evaluations in order to determine whether workers have experienced significant risk due to workplace exposure to hazards. Exposures to asbestos, beryllium, and noise can produce specific medical conditions: asbestosis, berylliosis, and noise-induced hearing loss (NIHL). Each of these conditions can be identified by specific, non-invasive screening tests, which are widely available. Treatments are also available for individuals affected by these conditions. This project involved two phases. Phase I involved a needs and risk assessment, characterizing the nature and extent of workplace health hazards which may have increased the risk for long-term health effects. We categorized jobs and tasks by likelihood of exposures to specific workplace health hazards; and located and established contact with former Hanford workers. Phase II involved implementation of medical monitoring programs for former workers whose individual work history indicated significant risk for adverse health effects. We identified 118,000 former workers, employed from 1943 to 1997. After excluding current workers, construction workers, and deceased workers, the total estimated number of former workers eligible for screening was 72,611. By September, 2006, 53,010 workers had been contacted, 20,298 responded, 2,835 were eligible and authorized, and 2,773 workers were ultimately screened. The cohort was 80% male, 85% white, and had a mean age of 63 years (range 24-96 years) at the time of first exam. Participants completed an occupational health history survey prior to the medical exam. Former Hanford workers were considered eligible for an exam if they reported exposure to asbestos, beryllium, or noise, or if a review of their Hanford work history indicated possible or probable exposure to one of these three hazards. We also invited any former Hanford worker who requested an exam to participate, regardless of documentation of exposure. The screening exam included a problem-focused physical exam, along with screening tests for one or more of three specific medical conditions: asbestosis (chest X-ray and spirometry), berylliosis (chest X-ray, spirometry, and beryllium-induced lymphocyte proliferation test), and NIHL (audiometry). We assisted ill workers in filing appropriate workers’ compensation claims, and facilitated appropriate follow-up medical care. This program has made an important contribution to the health of former DOE contractor workers at the Hanford defense nuclear site.

    The present invention relates to an apparatus for producing sterile ice slurries for medical cooling applications. The apparatus is capable of producing highly loaded slurries suitable for delivery to targeted internal organs of a patient, such as the brain, heart, lungs, stomach, kidneys, pancreas, and others, through medical size diameter tubing. The ice slurry production apparatus includes a slurry production reservoir adapted to contain a volume of a saline solution. A flexible membrane crystallization surface is provided within the slurry production reservoir. The crystallization surface is chilled to a temperature below a freezing point of the saline solution within the reservoir such that ice particles form on the crystallization surface. A deflector in the form of a reciprocating member is provided for periodically distorting the crystallization surface and dislodging the ice particles which form on the crystallization surface. Using reservoir mixing the slurry is conditioned for easy pumping directly out of the production reservoir via medical tubing or delivery through other means such as squeeze bottles, squeeze bags, hypodermic syringes, manual hand delivery, and the like.

    There is an increasing demand for different separated isotopes as feed material for reactor and cyclotron-produced radioisotopes used by a fast-growing radiopharmaceutical industry. One new technology that may meet future demands for medical isotopes is molecular laser isotope separation (MLIS). This method was investigated for the enrichment of uranium in the 1970`s and 1980s by Los Alamos National Laboratory, Isotope Technologies, and others around the world. While South Africa and Japan have continued the development of MLIS for uranium and are testing pilot units, around 1985 the United States dropped the LANL MLIS program in favor of AVLIS (atomic vapor LIS), which uses electron-beam-heated uranium metal vapor. AVLIS appears difficult and expensive to apply to most isotopes of medical interest, however, whereas MLIS technology, which is based on cooled hexafluorides or other gaseous molecules, can be adapted more readily. The attraction of MLIS for radiopharmaceutical firms is that it allows them to operate their own dedicated separators for small-quantity productions of critical medical isotopes, rather than having to depend on large enrichment complexes run by governments, which are only optimal for large-quantity productions. At the University of Missouri, the authors are investigating LIS of molybdenum isotopes using MoF{sub 6}, which behaves in a way similar to UF{sub 6}, studied in the past.

This work includes analysis and experiments in the enrichment of thallium 203 as a precursor to the production of thallium 201 used in cardiac imaging following heart attacks, on the stripping of strontium 84 from natural strontium as precursor to the production of strontium 89, and on the stripping of lead 210 from lead used in integrated circuits to reduce the number of alpha particle induced logic errors.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    This paper briefly explores the accelerator technology available for heavy ion medical accelerators in the mass range of 1 to 40 (protons through argon). Machines that are designed to produce the required intensities of a particular design ion, such as silicon (mass 28), can satisfy the intensity requirements for all lighter ions, and can produce beams with higher mass, such as argon, at somewhat reduced, but still useful intensity levels. They can also provide beams of radioactive ions, such as carbon-11 and neon-19, which are useful in diagnostic imaging and for directly verifiable treatments. These accelerators are all based on proven technology, and can be built at predictable costs. It is the conclusion of several design studies that they can be operated reliably in a hospital-based environment. 8 refs., 22 figs.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    This report is a compilation of submitted abstracts of papers presented at the DOE-supported workshop on medical information and the right to privacy held at the National Academy of Sciences in Washington, DC, on June 9 and 10, 1994. The aim of this meeting is to provide a forum to discuss the legal, ethical and practical issues related to the computerization and use of medical data, as well as the potential impact the use of these data may have on an individual`s privacy. Topical areas include an overview of the Federal and legal requirements to collect medical data, historical experiences with worker screening programs, currently available medical surveillance technologies (both biomedical and computer technologies) and their limitations. In addition, an-depth assessment of the needs and interests of a wide spectrum of parties as they relate to the use of medical data from both a legal and privacy perspective is provided. The needs of the individual, the public (e.g., blood and tissue banks), private enterprises (e.g., industry and insurance carriers), and the government (e.g., FBI) are discussed. Finally, the practical and legal issues relating to the use of computers to carry, store and transmit this information are also examined. The abstracts are presented in the intended order of presentation as indicated in the agenda for the meeting.

    This article provides a review of hazardous medical waste production and its management in Croatia. Even though Croatian regulations define all steps in the waste management chain, implementation of those steps is one of the country's greatest issues. Improper practice is evident from the point of waste production to final disposal. The biggest producers of hazardous medical waste are hospitals that do not implement existing legislation, due to the lack of education and funds. Information on quantities, type and flow of medical waste are inadequate, as is sanitary control. We propose an integrated approach to medical waste management based on a hierarchical structure from the point of generation to its disposal. Priority is given to the reduction of the amounts and potential for harm. Where this is not possible, management includes reduction by sorting and separating, pretreatment on site, safe transportation, final treatment and sanitary disposal. Preferred methods should be the least harmful for human health and the environment. Integrated medical waste management could greatly reduce quantities and consequently financial strains. Landfilling is the predominant route of disposal in Croatia, although the authors believe that incineration is the most appropriate method. In a country such as Croatia, a number of small incinerators would be the most economical solution.

    Computer-mediated communication systems can be used to bridge the gap between doctors in underserved regions with local shortages of medical expertise and medical specialists worldwide. To this end, we describe the design of a prototype remote consultation system intended to provide the social, institutional and infrastructural context for sustained, self-organizing growth of a globally-distributed Ghanaian medical community. The design is grounded in an iterative design process that included two rounds of extended design fieldwork throughout Ghana and draws on three key design principles (social networks as a framework on which to build incentives within a self-organizing network; optional and incremental integration with existing referral mechanisms; and a weakly-connected, distributed architecture that allows for a highly interactive, responsive system despite failures in connectivity). We discuss initial experiences from an ongoing trial deployment in southern Ghana.

    Implantable medical devices are becoming more pervasive as new technologies increase their reliability and safety. Furthermore, these devices are becoming increasingly reliant on wireless communication for interaction with the device. Such technologies have the potential to leak information that could be utilized by an attacker to threaten the lives of patients. Privacy of patient information is essential; however, this information is not the only privacy issue that must be considered. In this paper, we discuss why information privacy is insufficient for protecting patients from some attacks and how information regarding the presence of individual devices can leak vulnerabilities. Furthermore, we examine existing privacy enhancing algorithms and discuss their applicability to implantable medical devices.

    Light ion beams have been used for cancer therapy for about twenty years; several dedicated facilities are presently either planned or under construction. In addition, several synchrotrons designed for other purposes are now considered for medical applications as well. A medical synchrotron needs a preaccelerator to produce and inject a range of different light ions, preferably fully stripped, into the ring. The size, cost and complexity of the preaccelerator depend on the performance of its first element, the ion source, and these features will be optimized if the source itself produces fully stripped ions. An EBIS (Electron Beam Ion Source) is capable of producing fully stripped light ions up to argon with intensities sufficient for medical applications. As it has been pointed out in the past, this source option may require just one stage of preacceleration, an RFQ linac, thus making it very simple and compact. The AGS Department has a separate project already under way to develop a very high intensity EBIS for our nuclear physics program. It is, however, our plan first to construct and test an intermediate size device and then to proceed to the design of the final, full scale device. Parameters of that intermediate model are close to those that would be needed for a medical synchrotron. This paper describes the BNL program and considers parameters of EBIS devices for possible use in synchrotron facilities serving as sources of high energy light ions for cancer therapy.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. Unfortunately most of the air resistance data, for rocketry and ballistics, is for speeds of Mach 1 or higher, where the air resistance increases dramatically. We shall approximate a realistic air resistance, at the slower speeds of football flight, with a drag force proportional to cross sectional area and either $v$ or $v^2$, depending on speed, where $v$ is velocity of the football. We begin with a discussion of the motion, giving as much detail as possible without the use of complex analytic calculations. We point out the previous errors made with moments of inertia and make the necessary corrections for more accurate results. We show that the shape of an American football closely resembles a parabola of revolution.

    This report describes the Sandia National Laboratories Medical Isotope Reactor and hot cell facility concepts. The reactor proposed is designed to be capable of producing 100% of the U.S. demand for the medical isotope {sup 99}Mo. The concept is novel in that the fuel for the reactor and the targets for the {sup 99}Mo production are the same. There is no driver core required. The fuel pins that are in the reactor core are processed on a 7 to 21 day irradiation cycle. The fuel is low enriched uranium oxide enriched to less than 20% {sup 235}U. The fuel pins are approximately 1 cm in diameter and 30 to 40 cm in height, clad with Zircaloy (zirconium alloy). Approximately 90 to 150 fuel pins are arranged in the core in a water pool {approx}30 ft deep. The reactor power level is 1 to 2 MW. The reactor concept is a simple design that is passively safe and maintains negative reactivity coefficients. The total radionuclide inventory in the reactor core is minimized since the fuel/target pins are removed and processed after 7 to 21 days. The fuel fabrication, reactor design and operation, and {sup 99}Mo production processing use well-developed technologies that minimize the technological and licensing risks. There are no impediments that prevent this type of reactor, along with its collocated hot cell facility, from being designed, fabricated, and licensed today.

    A medical imaging system provides simultaneous rendering of visible light and fluorescent images. The system may employ dyes in a small-molecule form that remain in the subject's blood stream for several minutes, allowing real-time imaging of the subject's circulatory system superimposed upon a conventional, visible light image of the subject. The system may provide an excitation light source to excite the fluorescent substance and a visible light source for general illumination within the same optical guide used to capture images. The system may be configured for use in open surgical procedures by providing an operating area that is closed to ambient light. The systems described herein provide two or more diagnostic imaging channels for capture of multiple, concurrent diagnostic images and may be used where a visible light image may be usefully supplemented by two or more images that are independently marked for functional interest.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    America may have once led the world in economic development based on technology, but US firms are no longer matching foreign competitors in either the domestic or world markets. Mr. Lewis feels that much of the US supremacy was a post-war phenomenon due to European refugee scientists. Economic and technological strength are more fundamental than deregulation, low expenditures for research and development, lack of capital and long-range planning, and other arguments that, if reversed, would revitalize American industry. The author reviews the relationship of technology and economic growth, pointing out that Japanese industry has faced many of the same problems with different behavior patterns. The variations in behavior due to differences in social values, priorities, and attitudes affect individual performance and response to innovation. Inflation increases the pressure for short-term gains and encourages analytical management. Mr. Lewis thinks that, for international competition to move Americans to develop a sense of common interest between labor and management and producer and consumer, industry must lead the effort to unmask the adversarial barriers to mutual trust. 52 references, 1 figure, 3 tables.     These guidelines describe procedures to comply with all Federal and State laws and regulations and Lawrence Berkeley National Laboratory (LBNL) policy applicable to State-regulated medical and unregulated, but biohazardous, waste (medical/biohazardous waste). These guidelines apply to all LBNL personnel who: (1) generate and/or store medical/biohazardous waste, (2) supervise personnel who generate medical/biohazardous waste, or (3) manage a medical/biohazardous waste pickup location. Personnel generating biohazardous waste at the Joint Genome Institute/Production Genomics Facility (JGI/PGF) are referred to the guidelines contained in Section 9. Section 9 is the only part of these guidelines that apply to JGI/PGF. Medical/biohazardous waste referred to in this Web site includes biohazardous, sharps, pathological and liquid waste.     The 2012 Summer School of the American Association of Physicists in Medicine (AAPM) focused on optimization of the use of ionizing radiation in medical imaging. Day 2 of the Summer School was devoted to fluoroscopy and interventional radiology and featured seven lectures. These lectures have been distilled into a single review paper covering equipment specification and siting, equipment acceptance testing and quality control, fluoroscope configuration, radiation effects, dose estimation and measurement, and principles of flat panel computed tomography. This review focuses on modern fluoroscopic equipment and is comprised in large part of information not found in textbooks on the subject. While this review does discuss technical aspects of modern fluoroscopic equipment, it focuses mainly on the clinical use and support of such equipment, from initial installation through estimation of patient dose and management of radiation effects. This review will be of interest to those learning about fluoroscopy, to those wishing to update their knowledge of modern fluoroscopic equipment, to those wishing to deepen their knowledge of particular topics, such as flat panel computed tomography, and to those who support fluoroscopic equipment in the clinic.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The overall Project objective is to develop a portable, non-cryogenic oxygen generator capable of supplying medical grade oxygen at sufficient flow rates to allow the field application of the Topical Hyperbaric Oxygen Therapy (THOT{reg_sign}) developed by Numotech, Inc. This project was sponsored by the U.S. Department of Energy Global Initiatives for Proliferation Prevention (GIPP) and is managed by collaboration between Sandia National Laboratories (SNL), Numotech, Inc, and LLC SPE 'Spektr-Conversion.' The project had two phases, with the objective of Phase I being to develop, build and test a laboratory prototype of the membrane-pressure swing adsorber (PSA) system producing at 15 L/min of oxygen with a minimum of 98% oxygen purity. Phase II objectives were to further refine and identify the pre-requisites needed for a commercial product and to determine the feasibility of producing 15 L/min of oxygen with a minimum oxygen purity of 99%. In Phase I, Spektr built up the necessary infrastructure to perform experimental work and proceeded to build and demonstrate a membrane-PSA laboratory prototype capable of producing 98% purity oxygen at a flow rate of 5 L/min. Spektr offered a plausible path to scale up the process for 15 L/min. Based on the success and experimental results obtained in Phase I, Spektr performed work in three areas for Phase II: construction of a 15 L/min PSA; investigation of compressor requirements for the front end of the membrane/PSA system; and performing modeling and simulation of assess the feasibility of producing oxygen with a purity greater than 99%. Spektr successfully completed all of the tasks under Phase II. A prototype 15 L/min PSA was constructed and operated. Spektr determined that no 'off the shelf' air compressors met all of the specifications required for the membrane-PSA, so a custom compressor will likely need to be built. Modeling and simulation concluded that production of oxygen with purities greater than 99% was possible using a Membrane-PSA system.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

Through smart technology, it will anticipate user needs; detect available bandwidths and frequencies then seamlessly connect vehicles, infrastructures, and consumer devices; and it will support the Department of Transportation IntelliDrive Program, helping researchers, auto manufacturers, and Federal and State officials advance the connectivity of US transportation systems for improved safety, mobility, and environmental conditions. Using cognitive radio, a commercial vehicle will know its driver, onboard freight and destination route. Drivers will save time and resources communicating with automatic toll booths and know ahead of time whether to stop at a weigh station or keep rolling. At accident scenes, cognitive radio sensors on freight and transportation modes can alert emergency personnel and measure on-site, real-time conditions such as a chemical leak. The sensors will connect freight to industry, relaying shipment conditions and new delivery schedules. For industry or military purposes, cognitive radio will enable real-time freight tracking around the globe and its sensory technology can help prevent cargo theft or tampering by alerting shipper and receiver if freight is tampered with while en route. For the average consumer, a vehicle will tailor the transportation experience to the passenger such as delivering age-appropriate movies via satellite. Cognitive radio will enhance transportation safety by continually sensing what is important to the user adapting to its environment and incoming information, and proposing solutions that improve mobility and quality of life.

  15. Optical sensor for measuring American Lobster vitality

    The vitality of the American Lobster (Homarus americanus) is correlated to the total hemolymph protein (THP) in lobster hemolymph (blood). The standard technique for determining lobster vitality is to draw blood from a lobster and measure THP with a refractometer. This technique is invasive and endangers the lobster's health since blood must be drawn from the lobster. In the present work an optical sensor is developed to measure a lobster's vitality in vivo. It is comprised of a broadband light source, a monochromator, a fiber optic reflection probe, a spectrometer and a computer. This sensor measures protein concentrations by exciting a lobster with 280 nm and 334 nm wavelength light sources and measuring the corresponding absorbance peaks for THP and the fluorescence peak for hemocyanin (Hc), the majority protein in hemolymph. In this work several lobsters are tested. For each lobster, absorbance and fluorescence peaks are measured using the sensor and compared to protein concentrations measured using a refractometer. It is found that the shell thickness and muscle density, which correspond directly to protein concentration and the molting stage of the lobster have a significant effect on the absorbance and fluorescence measurements. It is also found that within specific molting stages, such as pre-molt and post-molt, protein concentration measured with a refractometer correlates linearly to absorbance and fluorescence measurements with the optical sensor.
