    The invention is a ribbon of an optical material with a plurality of cores that run along its length. The plurality of cores includes lasing impurity doped cores in an alternating spaced arrangement with index-modifying impurity doped cores. The ribbon comprises an index of refraction that is substantially equal to or greater than the indices of refraction of said array of lasing impurity doped cores. Index-increasing impurity doped cores promote antiguiding and leaky modes which provide more robust single "supermode" operation.

The fuel ribbons are twisted about their axes so as to have contact with one another at regions spaced lengthwise of the ribbons and to be out of contact with one another at locations between these spaced regions. The contact between the ribbons is sufficient to allow them to be held together in a stable bundle in a containing tube without intermediate support, while permitting enough space between the ribbon for coolant flowing.

    A method and apparatus for stabilizing the edge positions of a ribbon drawn from a melt includes the use of wettable strings drawn in parallel up through the melt surface, the ribbon being grown between the strings.     A fiber of carbon nanotubes was prepared by a wet-spinning method involving drawing carbon nanotubes away from a substantially aligned, supported array of carbon nanotubes to form a ribbon, wetting the ribbon with a liquid, and spinning a fiber from the wetted ribbon. The liquid can be a polymer solution and after forming the fiber, the polymer can be cured. The resulting fiber has a higher tensile strength and higher conductivity compared to dry-spun fibers and to wet-spun fibers prepared by other methods.

  19. CIRCULAR RIBBON FLARES AND HOMOLOGOUS JETS

    Solar flare emissions in the chromosphere often appear as elongated ribbons on both sides of the magnetic polarity inversion line (PIL), which has been regarded as evidence of a typical configuration of magnetic reconnection. However, flares having a circular ribbon have rarely been reported, although it is expected in the fan-spine magnetic topology involving reconnection at a three-dimensional (3D) coronal null point. We present five circular ribbon flares with associated surges, using high-resolution and high-cadence H{alpha} blue wing observations obtained from the recently digitized films of Big Bear Solar Observatory. In all the events, a central parasitic magnetic field is encompassed by the opposite polarity, forming a circular PIL traced by filament material. Consequently, a flare kernel at the center is surrounded by a circular flare ribbon. The four homologous jet-related flares on 1991 March 17 and 18 are of particular interest, as (1) the circular ribbons brighten sequentially, with cospatial surges, rather than simultaneously, (2) the central flare kernels show an intriguing 'round-trip' motion and become elongated, and (3) remote brightenings occur at a region with the same magnetic polarity as the central parasitic field and are co-temporal with a separate phase of flare emissions. In another flare on 1991 February 25, the circular flare emission and surge activity occur successively, and the event could be associated with magnetic flux cancellation across the circular PIL. We discuss the implications of these observations combining circular flare ribbons, homologous jets, and remote brightenings for understanding the dynamics of 3D magnetic restructuring.

    The paper describes high broad metal ion source based on dc macroparticle filtered vacuum arc plasma generation with the dc ion-beam extraction. The possibility of formation of pseudo ribbon beam of metal ions with the parameters: ion beam length 0.6 m, ion current up to 0.2 A, accelerating voltage 40 kV, and ion energy up to 160 kV has been demonstrated. The pseudo ribbon ion beam is formed from dc vacuum arc plasma. The results of investigation of the vacuum arc evaporator ion-emission properties are presented. The influence of magnetic field strength near the cathode surface on the arc spot movement and ion-emission properties of vacuum-arc discharge for different cathode materials are determined. It was shown that vacuum-arc discharge stability can be reached when the magnetic field strength ranges from 40 to 70 G on the cathode surface.

    In a low angle silicon sheet growth process, a puller mechanism advances a seed crystal and solidified ribbon from a cooled growth zone in a melt at a low angle with respect to the horizontal. The ribbon is supported on a ramp adjacent the puller mechanism. Variations in the vertical position of the ribbon with respect to the ramp are isolated from the growth end of the ribbon by (1) growing the ribbon so that it is extremely thin, preferably less than 0.7 mm, (2) maintaining a large growth zone, preferably one whose length is at least 5.0 cm, and (3) spacing the ramp from the growth zone by at least 15 cm.

    This invention is a method of initiating or seeding the growth of a crystalline or polycrystalline ribbon by the String Stabilized Ribbon Growth Method. The method for seeding the crystal growth comprises contacting a melt surface with a seed and two strings used in edge stabilization. The wetted strings attach to the wetted seed as a result of the freezing of the liquid melt. Upon drawing the seed, which is attached to the strings, away from the melt surface a melt liquid meniscus, a seed junction, and a growth interface forms. Further pulling of the attached seed causes a crystal ribbon to grow at the growth interface. The boundaries of the growing ribbon are: at the top the seed junction, at the bottom the freezing boundary of the melt liquid meniscus, and at the edges frozen-in strings.

    Emission of solar flares across the electromagnetic spectrum is often observed in the form of two expanding ribbons. The standard flare model explains flare ribbons as footpoints of magnetic arcades, emitting due to interaction of energetic particles with the chromospheric plasma. However, the physics of this interaction and properties of the accelerated particles are still unknown. We present results of multiwavelength observations of the C2.1 flare of 2013 August 15, observed with the New Solar Telescope of the Big Bear Solar Observatory, and the Solar Dynamics Observatory, GOES, and Fermi spacecraft. The observations reveal previously unresolved sub-arcsecond structure of flare ribbons in regions of strong magnetic field consisting from numerous small-scale bright knots. We observe a red-blue asymmetry of H{sub α} flare ribbons with a width as small as ∼100 km. We discuss the relationship between the ribbons and vertical electric currents estimated from vector magnetograms, and show that Joule heating can be responsible for energization of H{sub α} knots in the ribbons.

    For optoelectronic applications requiring unconventional substrates, use of flexible forms of semiconductors may be inevitable. We have fabricated a flexible form of single crystalline AlN ribbons with periodic and wavelike structures on an elastomeric substrate. Single crystalline AlN films were grown on Si (111) substrate using high vacuum unbalanced magnetron sputtering. Crystallinity of the AlN films was confirmed with x-ray diffraction and pole figure. The AlN ribbons were transferred to a prestrained (3.1%) elastomeric substrate and the resulting ''wavy'' ribbons on the substrate were flexible up to 30% strain without any crack formation on the surface. As the film thickness changed from 300 to 900 nm, the periods of the waves varied from 95 to 277 {mu}m, which were within a 10% error of the calculated values. When we applied more than 30% strain, mechanical instability, such as the failure of AlN ribbons due to the cracks on the surface and the merged ribbons, was observed.

    The ribbon observed by the Interstellar Boundary Explorer (IBEX) mission is a narrow, {approx}20 Degree-Sign wide feature that stretches across much of the sky in the global flux of energetic neutral atoms from the outer heliosphere. The ribbon remains an enigma despite its persistence after 3 years of IBEX observations and after almost a dozen theories that attempt to explain it. While each theory that has been posed has its strengths, each one also contradicts IBEX observations or demonstrates significant flaws in internal consistency. Here, we present a new theory that is different than any of the existing ideas and yet accounts for many of the key observations. We argue that the ribbon could be produced by a spatial region in the local interstellar medium where newly ionized atoms are temporarily contained through increased rates of scattering by locally generated waves in the electromagnetic fields. The particles in the ribbon are created predominantly from neutralized solar wind and neutralized pickup ions from inside the solar wind termination shock.

    A process for extruding a superconducting metal oxide composition YBa.sub.2 Cu.sub.3 O.sub.7-x provides a wire (tube or ribbon) having a cohesive mass and a degree of flexibility together with enhanced electrical properties. Wire diameters in the range of 6-85 mils have been produced with smaller wires on the order of 10 mils in diameter exhibiting enhanced flexibility for forming braided, or multistrand, configurations for greater current carrying capacity. The composition for extrusion contains a polymeric binder to provide a cohesive mass to bind the particles together during the extrusion process with the binder subsequently removed at lower temperatures during sintering. The composition for extrusion further includes a deflocculent, an organic plasticizer and a solvent which also are subsequently removed during sintering. Electrically conductive tubing with an inner diameter of 52 mil and an outer diameter of 87-355 mil has also been produced. Flat ribbons have been produced in the range of 10-125 mil thick by 100-500 mil wide. The superconducting wire, tube or ribbon may include an outer ceramic insulating sheath co-extruded with the wire, tubing or ribbon.

    A process for extruding a superconducting metal oxide composition YBa.sub.2 Cu.sub.3 O.sub.7-x provides a wire (tube or ribbon) having a cohesive mass and a degree of flexibility together with enhanced electrical properties. Wire diameters in the range of 6-85 mils have been produced with smaller wires on the order of 10 mils in diameter exhibiting enhanced flexibility for forming braided, or multistrand, configurations for greater current carrying capacity. The composition for extrusion contains a polymeric binder to provide a cohesive mass to bind the particles together during the extrusion process with the binder subsequently removed at lower temperatures during sintering. The composition for extrusion further includes a deflocculent, an organic plasticizer and a solvent which also are subsequently removed during sintering. Electrically conductive tubing with an inner diameter of 52 mil and an outer diameter of 87-355 mil has also been produced. Flat ribbons have been produced in the range of 10-125 mil thick by 100-500 mil wide. The superconducting wire, tube or ribbon may include an outer ceramic insulating sheath co-extruded with the wire, tubing or ribbon.

    Plasmon resonances in graphene ribbon arrays are investigated numerically by means of the Finite Element Method. Numerical analysis shows that a series of multipolar resonances take place when graphene ribbon arrays are illuminated by a TM polarized electromagnetic wave. Moreover, these resonances are angle-independent, and can be tuned greatly by the width and the doping level of the graphene ribbons. Specifically, we demonstrate that for graphene arrays with several sets of graphene ribbons, which have different widths or doping levels, each of these multipolar resonances will be split into several ones. In addition, as plasmon resonances can confine electromagnetic field at the ribbon edges, graphene ribbons with different widths or doping levels offer intriguing application for electrically tunable spectral imaging.

    The report of the Blue Ribbon Commission on America's Nuclear Future [1] makes a number of important recommendations to be considered if Congress elects to redirect U.S. high-level radioactive waste disposal policy. Setting aside for the purposes of this discussion any issues related to political forces leading to stopping progress on the Yucca Mountain project and driving the creation of the Commission, an important recommendation of the Commission was to institute prompt efforts to develop one or more consolidated storage facilities. The Blue Ribbon Commission noted that this recommended strategy for future storage and disposal facilities and operations should be implemented regardless of what happens with Yucca Mountain. It is too easy, however, to focus on interim storage as an alternative to geologic disposal. The Blue Ribbon Commission report does not go far enough in addressing the magnitude of the contentious problems associated with reopening the issues of relative authorities of the states and federal government with which Congress wrestled in crafting the Nuclear Waste Policy Act [2]. The Blue Ribbon Commission recommendation for prompt adoption of an interim storage program does not appear to be fully informed about the actions that must be taken, the relative cost of the effort, or the realistic time line that would be involved. In essence, the recommendation leaves to others the details of the systems engineering analyses needed to understand the nature and details of all the operations required to reach an operational interim storage facility without derailing forever the true end goal of geologic disposal. The material presented identifies a number of impediments that must be overcome before the country could develop a centralized federal interim storage facility. In summary, and in the order presented, they are: 1. Change the law, HJR 87, PL 107-200, designating Yucca Mountain for the development of a repository. 2. Bring new nuclear waste

  16. Spatial confinement of the IBEX Ribbon: A dominant turbulence mechanism

    The narrow ribbon of enhanced energetic neutral atom flux observed by the Interstellar Boundary Explorer spacecraft has prompted numerous ideas to explain its structure and properties. One of these ideas is the 'neutral solar wind' scenario, which identifies the source particles as pickup protons in the local interstellar medium originating in solar wind charge-exchange interactions. This scenario has been thought to require unrealistically weak pitch-angle scattering of the pickup protons to explain the narrow structure. Recently, Schwadron and McComas suggested that this structure could result from a spatial retention of the pickup protons, rather than from a restricted pitch-angle distribution. Here, we present a physically motivated, quantitative mechanism to produce such a spatial configuration. This mechanism is based on the 'dominant turbulence' assumption, which can be applied where the production of new pickup protons is slow, and has been used to successfully explain the level of turbulent heating observed in the outer solar wind. This formalism predicts a pickup isotropization process which adds or subtracts energy from the ambient turbulent fluctuations, depending on the initial pitch angle of the pickup protons. We show that a simple model of this process can yield a ribbon structure in qualitative agreement with the observations. The results of this simple model are not yet quantitatively satisfactory, but we suggest several improvements which may reduce the quantitative discrepancy.

    The Interstellar Boundary Explorer (IBEX) observes the IBEX ribbon, which stretches across much of the sky observed in energetic neutral atoms (ENAs). The ribbon covers a narrow (∼20°-50°) region that is believed to be roughly perpendicular to the interstellar magnetic field. Superimposed on the IBEX ribbon is the globally distributed flux that is controlled by the processes and properties of the heliosheath. This is a second study that utilizes a previously developed technique to separate ENA emissions in the ribbon from the globally distributed flux. A transparency mask is applied over the ribbon and regions of high emissions. We then solve for the globally distributed flux using an interpolation scheme. Previously, ribbon separation techniques were applied to the first year of IBEX-Hi data at and above 0.71 keV. Here we extend the separation analysis down to 0.2 keV and to five years of IBEX data enabling first maps of the ribbon and the globally distributed flux across the full sky of ENA emissions. Our analysis shows the broadening of the ribbon peak at energies below 0.71 keV and demonstrates the apparent deformation of the ribbon in the nose and heliotail. We show global asymmetries of the heliosheath, including both deflection of the heliotail and differing widths of the lobes, in context of the direction, draping, and compression of the heliospheric magnetic field. We discuss implications of the ribbon maps for the wide array of concepts that attempt to explain the ribbon's origin. Thus, we present the five-year separation of the IBEX ribbon from the globally distributed flux in preparation for a formal IBEX data release of ribbon and globally distributed flux maps to the heliophysics community.

    A Gruneisen equation of state (EOS) is developed for the polymer TPX (poly 4-methyl-1-pentene) within the LANL hydrocode FLAG. Experimental shock Hugoniot data for TPX is fit to a form of the Gruneisen EOS, and the necessary parameters for implementing the TPX EOS in FLAG are presented. The TPX EOS is further validated through one-dimensional simulations of recent double-shock experiments, and a comparison is made between the new Gruneisen EOS for TPX and the EOS representation for TPX used in the LANL Common Model.

Therefore, retranslocation of As species from flag leaves into filling rice grain was investigated. Arsenic species were delivered through cut flag leaves during grain fill. Spatial unloading within grains was investigated using synchrotron X-ray fluorescence (SXRF) microtomography. Additionally, the effect of germanic acid (a silicic acid analog) on grain As accumulation in arsenite-treated panicles was examined. Dimethylarsinic acid (DMA) and monomethylarsonic acid (MMA) were extremely efficiently retranslocated from flag leaves to rice grain; arsenate was poorly retranslocated, and was rapidly reduced to arsenite within flag leaves; arsenite displayed no retranslocation. Within grains, DMA rapidly dispersed while MMA and inorganic As remained close to the entry point. Germanic acid addition did not affect grain As in arsenite-treated panicles. Three-dimensional SXRF microtomography gave further information on arsenite localization in the ovular vascular trace (OVT) of rice grains. These results demonstrate that inorganic As is poorly remobilized, while organic species are readily remobilized, from leaves to grain. Stem translocation of inorganic As may not rely solely on silicic acid transporters.

    Dynamic Mechanical Loading (DML) of photovoltaic modules is explored as a route to quickly fatigue copper interconnect ribbons. Results indicate that most of the interconnect ribbons may be strained through module mechanical loading to a level that will result in failure in a few hundred to thousands of cycles. Considering the speed at which DML may be applied, this translates into a few hours o testing. To evaluate the equivalence of DML to thermal cycling, parallel tests were conducted with thermal cycling. Preliminary analysis suggests that one +/-1 kPa DML cycle is roughly equivalent to one standard accelerated thermal cycle and approximately 175 of these cycles are equivalent to a 25-year exposure in Golden Colorado for the mechanism of module ribbon fatigue.

    This paper focuses on laser-based de-vitrification of amorphous soft magnetic Fe-Si-B ribbons and its consequent influence on the magnetic properties. Laser processing resulted in a finer scale of crystallites due to rapid heating and cooling during laser annealing compared to conventional furnace annealing process. A significant increase in saturation magnetization is observed for laser-annealed ribbons compared to both as-received and furnace annealed samples coupled with an increase in coercivity compared to as received sample. The combined effect of thermal histories and stresses developed during laser annealing results in the formation of nano-crystalline phase along the laser track. The phase evolution is traced with the aid of micro-XRD and TEM analysis. The solute partitioning and compositional variation within the phases are obtained by Local Electrode Atom probe analysis. The evolution of microstructure is rationalized using a Finite Element based heat transfer multi-physics model.

  14. Magnetocaloric properties of rapidly solidified Dy{sub 3}Co alloy ribbons

    The magnetic and magnetocaloric (MC) properties of melt-spun ribbons of the Dy{sub 3}Co intermetallic compound were investigated. Samples were fabricated in an Ar environment using a homemade melt spinner system at a linear speed of the rotating copper wheel of 40 ms{sup −1}. X-ray diffraction analysis shows that ribbons crystallize into a single-phase with the Fe{sub 3}C-type orthorhombic crystal structure. The M(T) curve measured at 5 mT reveals the occurrence of a transition at 32 K from a first to a second antiferromagnetic (AFM) state and an AFM-to-paramagnetic transition at T{sub N} = 43 K. Furthermore, a metamagnetic transition is observed below T{sub N}, but the magnetization change ΔM is well below the one reported for bulk alloys. Below 12 K, large inverse MC effect and hysteresis losses are observed. This behavior is related to the metamagnetic transition. For a magnetic field change of 5 T (2 T) applied along the ribbon length, the produced ribbons show a peak value of the magnetic entropy change ΔS{sub M}{sup peak} of −6.5 (− 2.1) Jkg{sup −1}K{sup −1} occurring close to T{sub N} with a full-width at half-maximum δT{sub FWHM} of 53 (37) K, and refrigerant capacity RC = 364 (83) Jkg{sup −1} (estimated from the product |ΔS{sub M}{sup peak}| × δT{sub FWHM})

    This Letter reports two rarely observed three-ribbon flares (M1.9 and C9.2) on 2012 July 6 in NOAA AR 11515, which we found using Hα observations of 0.''1 resolution from the New Solar Telescope and Ca II H images from Hinode. The flaring site is characterized by an intriguing ''fish-bone-like'' morphology evidenced by both Hα images and a nonlinear force-free field (NLFFF) extrapolation, where two semi-parallel rows of low-lying, sheared loops connect an elongated, parasitic negative field with the sandwiching positive fields. The NLFFF model also shows that the two rows of loops are asymmetric in height and have opposite twists, and are enveloped by large-scale field lines including open fields. The two flares occurred in succession within half an hour and are located at the two ends of the flaring region. The three ribbons of each flare run parallel to the magnetic polarity inversion line, with the outer two lying in the positive field and the central one in the negative field. Both flares show surge-like flows in Hα apparently toward the remote region, while the C9.2 flare is also accompanied by EUV jets possibly along the open field lines. Interestingly, the 12-25 keV hard X-ray sources of the C9.2 flare first line up with the central ribbon then shift to concentrate on the top of the higher branch of loops. These results are discussed in favor of reconnection along the coronal null line, producing the three flare ribbons and the associated ejections.

    We present a possible source of pickup ions (PUIs) the ribbon observed by the Interstellar Boundary EXplorer (IBEX). We suggest that a gyrating solar wind and PUIs in the ramp and in the near downstream region of the termination shock (TS) could provide a significant source of energetic neutral atoms (ENAs) in the ribbon. A fraction of the solar wind and PUIs are reflected and energized during the first contact with the TS. Some of the solar wind may be reflected propagating toward the Sun but most of the solar wind ions form a gyrating beam-like distribution that persists until it is fully thermalized further downstream. Depending on the strength of the shock, these gyrating distributions can exist for many gyration periods until they are scattered/thermalized due to wave-particle interactions at the TS and downstream in the heliosheath. During this time, ENAs can be produced by charge exchange of interstellar neutral atoms with the gyrating ions. In order to determine the flux of energetic ions, we estimate the solar wind flux at the TS using pressure estimates inferred from in situ measurements. Assuming an average path length in the radial direction of the order of a few AU before the distribution of gyrating ions is thermalized, one can explain a significant fraction of the intensity of ENAs in the ribbon observed by IBEX. With a localized source and such a short integration path, this model would also allow fast time variations of the ENA flux.

    Fe-based nanocrystalline ribbon is widely employed in pulsed power devices and accelerators. A temperature accumulation model is put forward to explain the accumulated destructive effect of discharge plasma bombardment on the TiO{sub 2} coatings of nanocrystalline ribbon under 50 Hz/100 ns voltage pulses. Experimental results revealed that the plasma channel expansion caused by air breakdown in the coating crack heated the coating repetitively, and the coating temperature was increased and accumulated around the crack. The fact that repetitive voltage pulses were more destructive than a single pulse with the same amplitude was caused by the intensified coating ablation under the temperature accumulation effect.

    A mechanically stable, wound, multifilar, ribbon-type conductor having a cross-sectional aspect ratio which may be greater than 12:1, comprising a plurality of conductive strands wound to form a flattened helix containing a plastic strip into which the strands have been pressed so as to form a bond between the strip and the strands. The bond mechanically stabilizes the conductor under tension, preventing it from collapsing into a tubular configuration. In preferred embodiments the plastic strip may be polytetrafluoroethylene, and the conductive strands may be formed from a superconductive material. Conductors in accordance with the present invention may be manufactured by winding a plurality of conductive strands around a hollow mandrel; the cross-section of a hollow mandrel; the cross-section of the mandrel continuously varying from substantially circular to a high aspect ratio elipse while maintaining a constant circumference. The wound conductive strands are drawn from the mandrel as a multifilar helix while simultaneously a plastic strip is fed through the hollow mandrel so that it is contained within the helix as it is withdrawn from the mandrel. The helical conductor is then compressed into a ribbon-like form and the strands are bonded to the plastic strip by a combination of heat and pressure.

    Milled melt-spun ribbon flake of MRE-Fe-B coated with Zn coating using a vapor transport technique was found to have significant increase in coercivity without degrading the magnetization when the Zn thickness and heat treatment were optimized. Magnetic measurements show that 0.51?wt.?% Zn coating increases the coercivity about 1?kOe over the initial ribbon powder. After vacuum hot deformation (VHD), the VHD magnet with Zn coating of 0.5?wt.?% results in a nearly 3?kOe higher coercivity than an un-coated alloy magnet. An optimized VHD magnet with 0.5?wt.?% Zn coating obtains a coercivity of 11.2?kOe and (BH)max of 23.0 MGOe, respectively. SEM and TEM microstructures analysis demonstrates that the Zn coating on the surface of ribbon powder has diffused along the intergranular boundaries after the ribbon powder was annealed at 750?C for 30?min or was hot deformed at 700750?C.

    As a result of this work, Evergreen Solar, Inc., is now poised to take String Ribbon technology to new heights. In the ribbon growth area, Project Gemini-the growth of dual ribbons from a single crucible-has reached or exceeded all the manufacturing goals set for it. This project grew from an R&D concept to a production pilot phase and finally to a full production phase, all within the span of this subcontract. A major aspect of the overall effort was the introduction of controls and instrumentation as in-line diagnostic tools. In the ribbon production area, the result has been a 12% increase in yields, a 10% increase in machine uptime, and the flattest ribbon ever grown at Evergreen. In the cell area, advances in process development and robotic handling of Gemini wafers have contributed, along with the advances in crystal growth, to a yield improvement of 6%. Particularly noteworthy in the cell area was the refinement of the no-etch process whereby the as-grown ribbon surface could be controlled sufficiently to allow this process to succeed as well as it has. This process obviates any need for wet chemistry or etching between ribbon growth and diffusion.

    Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

The bond mechanically stabilizes the conductor under tension, preventing it from collapsing into a tubular configuration. In preferred embodiments the plastic strip may be polytetrafluoroethylene, and the conductive strands may be formed from a superconductive material. Conductors in accordance with the present invention may be manufactured by winding a plurality of conductive strands around a hollow mandrel; the cross-section of a hollow mandrel; the cross-section of the mandrel continuously varying from substnatially circular to a high aspect ratio elipse while maintaining a constant circumference. The wound conductive strands are drawn from the mandrel as a multifilar helix while simultaneously a plastic strip is fed through the hollow mandrel so that it is contained within the helix as it is withdrawn from the mandrel. The helical conductor is then compressed into a ribbon-like form and the strands are bonded to the plastic strip by a combination of heat and pressure.

    A FePt-based hard-magnetic nanocomposite of exchange spring type was prepared by isothermal annealing of melt-spun Fe{sub 52}Pt{sub 28}Nb{sub 2}B{sub 18} (atomic percent) ribbons. The relationship between microstructure and magnetic properties was investigated by qualitative and quantitative structural analysis based on the x-ray diffraction, transmission electron microscopy, and {sup 57}Fe Moessbauer spectrometry on one hand and the superconducting quantum interference device magnetometry on the other hand. The microstructure consists of L1{sub 0}-FePt hard-magnetic grains (15-45 nm in diameter) dispersed in a soft magnetic medium composed by A1 FePt, Fe{sub 2}B, and boron-rich (FeB)PtNb remainder phase. The ribbons annealed at 700 deg. C for 1 h exhibit promising hard-magnetic properties at room temperature: M{sub r}/M{sub s}=0.69; H{sub c}=820 kA/m and (BH){sub max}=70 kJ/m{sup 3}. Strong exchange coupling between hard and soft magnetic phases was demonstrated by a smooth demagnetizing curve and positive {delta}M-peak in the Henkel plot. The magnetic properties measured from 5 to 750 K reveals that the hard characteristics remains rather stable up to 550 K, indicating a good prospect for the use of these permanent magnets in a wide temperature range.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    The magnetic configuration of Mn{sub 2}NiAl ribbon has been investigated. In contrast to Ni{sub 2}MnAl, the compound Mn{sub 2}NiAl with considerable disorder does exhibit ferromagnetism and, due to exchange interaction competition, both ferromagnetic and antiferromagnetic moment orientations can coexist between nearest neighbor Mn atoms. This is unexpected in Heusler alloys. Regarding the mechanism of the martensitic transformation in Mn{sub 50}Ni{sub 50−x}Al{sub x}, it is found that increasing the Al content results in an unusual change in the lattice constant, a decrease of the transformation entropy change, and enhancement of the calculated electron localization. These results indicate that the p-d covalent hybridization between Mn (or Ni) and Al atoms gradually increases at the expense of the d-d hybridization between Ni and Mn atoms. This leads to an increased stability of the austenite phase and a decrease of the martensitic transformation temperature. For 11 ≤ x ≤ 14, Mn{sub 50}Ni{sub 50−x}Al{sub x} ferromagnetic shape memory alloys are obtained.

    Issues related to back-end of the nuclear fuel cycle continue to be difficult for the commercial nuclear power industry and for the decision makers at the national and international level. In the US, the 1982 NWPA required DOE to develop geological repositories for SNF and HLW but in spite of extensive site characterization efforts and over ten billion dollars spent, a repository opening is nowhere in sight. There has been constant litigation against the DOE by the nuclear utilities for breach of the 'standard contract' they signed with the DOE under the NWPA. The SNF inventory continues to rise both in the US and globally and the nuclear industry has turned to dry storage facilities at reactor locations. In US, the Blue Ribbon Commission on America's Nuclear Future issued its report in January 2012 and among other items, it recommends a new, consent-based approach to siting of facilities, prompt efforts to develop one or more geologic disposal facilities, and prompt efforts to develop one or more consolidated storage facilities. In addition, the March 2011 Fukushima Daiichi accident had a severe impact on the future growth of nuclear power. The nuclear industry is focusing on mitigation strategies for beyond design basis events and in the US, the industry is in the process of implementing the recommendations from NRC's Near Term Task Force.
