    Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Reported here is a summary of the testing carried out at Pacific Northwest National Laboratory on these technologies to date, as well as measurements on 3He tubes at various pressures. Details on these measurements are available in the referenced reports. Sponsors of these tests include the Department of Energy (DOE), Department of Homeland Security (DHS), and the Department of Defense (DoD), as well as internal Pacific Northwest National Laboratory funds.

    The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the mixer pump, directional drive system, and the instrumentation associated with the SY-101 tank and support systems, and the proper functioning of the DACS with new Model 984-785 Programmable Logic Controllers (PLCs), new MODBUS PLUS version 2.01 software for the PLCs, and version 3.72 of the GENESIS software will be systematically evaluated by performance of this procedure. The DACS, which is housed in a trailer located just outside of the north fence at the SY tank farm, receives input signals from a variety of sensors located in and around the SY-101 tanks. These sensors provide information such as: tank vapor space and ventilation system H{sub 2} concentration; tank waste temperature; tank pressure; waste density; operating pump parameters such as speed, flow, rotational position, discharge pressure, and internal temperature; strain (for major equipment); and waste level. The output of these sensors is conditioned and transmitted to the DACS computers where these signals are displayed, recorded, and monitored for out-of-specification conditions. If abnormal conditions are detected, then, in certain situations, the DACS automatically generates alarms and causes the system to abort pump operations.

    The authors show that the Schwarz alternating procedure offers a good algorithm for the numerical solution of singular perturbation problems, provided the domain decomposition is properly designed to resolve the boundary and transition layers. They give sharp estimates for the optimal position of the domain boundaries and present convergence rates of the algorithm for various second-order singular perturbation problems. The splitting of the operator is domain-dependent, and the iterative solution of each subproblem is based on a modified asymptotic expansion of the operator. They show that this asymptotic-induced method leads to a family of efficient massively parallel algorithms and report on implementation results for a turning-point problem and a combustion problem.

    The 100 and 300 areas of the Hanford Site are included on the US Environmental Protection Agencies (EPA) National Priorities List under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Soil washing is a treatment process that is being considered for the remediation of the soil in these areas. Contaminated soil washing fines can be mixed or blended with cementations materials to produce stable waste forms that can be used for beneficial purposes in mixed or low-level waste landfills, burial trenches, environmental restoration sites, and other applications. This process has been termed co-disposal. The Co-Disposal Treatability Study Test Plan is designed to identify a range of cement-based formulations that could be used in disposal efforts in Hanford in co-disposal applications. The purpose of this document is to provide explicit procedural information for the testing of co-disposal formulations. This plan also provides a discussion of laboratory safety and quality assurance necessary to ensure safe, reproducible testing in the laboratory.

    The overall objective of this project was to perform research to quantify and improve the energy efficiency and the exhaust emissions reduction from advanced technology vehicles using clean, renewable and alternative fuels. Advanced vehicle and alternative fuel fleets were to be identified, and selected vehicles characterized for emissions and efficiency. Target vehicles were to include transit buses, school buses, vocational trucks, delivery trucks, and tractor-trailers. Gaseous species measured were to include carbon monoxide, carbon dioxide, oxides of nitrogen, hydrocarbons, and particulate matter. An objective was to characterize particulate matter more deeply than by mass. Accurate characterization of efficiency and emissions was to be accomplished using a state-of-the-art portable emissions measurement system and an accompanying chassis dynamometer available at West Virginia University. These two units, combined, are termed the Transportable Laboratory. An objective was to load the vehicles in a real-world fashion, using coast down data to establish rolling resistance and wind drag, and to apply the coast down data to the dynamometer control. Test schedules created from actual vehicle operation were to be employed, and a specific objective of the research was to assess the effect of choosing a test schedule which the subject vehicle either cannot follow or can substantially outperform. In addition the vehicle loading objective was to be met better with an improved flywheel system.

    This report reviews the suitability of the existing Heating Seasonal Performance Factor (HSPF) ratings and testing requirements for the current generation of variable-speed (VS) air-source heat pumps. Recent field test results indicate larger discrepancies between rated HSPF and field-observed HSPF for VS models than for single-speed models in the same houses. These findings suggest that the heating season test and ratings procedure should be revisited for VS heat pumps. The ratings and testing procedures are described in ANSI/AHRI 210/240 (2008) for single-speed, two-capacity, and variable-speed units. Analysis of manufacturer and independent test performance data on VS units reveals why the current VS testing/ratings procedure results in overly optimistic HSPF ratings for some VS units relative to other types of heat pumps. This is due to a combination of extrapolation of low speed test data beyond the originally anticipated ambient temperature operating range and the constraints of unit controls, which prevent low speed operation over the range of ambient temperatures assumed in the procedure for low speed. As a result, the HSPFs of such units are being overpredicted relative to those for single- and two-capacity designs. This overprediction has been found to be significantly reduced by use in the HSPF ratings procedure of an alternative higher-load heating load line, described in a companion report (Rice et al., 2015).

    As a result of the Montreal Protocol that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must be resolved. Among these are energy impacts, system compatibility, cost, and availability. In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers. The results are presented for an 18 cubic foot (0.51 cubic meter), top-mount refrigerator-freezer with a static condenser using the following refrigerants: R12, R500, R12/Dimethyl-ether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12 /DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants indicating a higher capacity. While the R134a and R22/R142b results were less promising refrigeration system, such as a different capillary tube or compressor, may improve their performance. 12 refs., 2 figs., 3 tabs.

The results are presented for an 18 ft{sup 3} (0.51 m{sup 3}), top mount refrigerators-freezer with a static condenser using the following refrigerants: R 12, R500, R12/dimethylether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12/DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. While the R134a and R22/R142b results were less promising (6.8% and 8.5% higher energy consumption, respectively), changes to the refrigeration system, such as a different capillary tube or compressor, may improve their performance. It is noted that the test results are only an initial step in determining a replacement for R12.

  11. Acceptance Test Procedure: SY101 air pallet system

    The purpose of this test procedure is to verify that the system(s) procured to load the SY-101 Mitigation Test Pump package fulfills its functional requirements. It will also help determine the man dose expected due to handling of the package during the actual event. The scope of this procedure focuses on the ability of the air pallets and container saddles to carry the container package from the new 100 foot concrete pad into 2403-WD where it will be stored awaiting final disposition. This test attempts to simulate the actual event of depositing the SY-101 hydrogen mitigation test pump into the 2403-WD building. However, at the time of testing road modifications required to drive the 100 ton trailer into CWC were not performed. Therefore a flatbed trailer will be use to transport the container to CWC. The time required to off load the container from the 100 ton trailer will be recorded for man dose evaluation on location. The cranes used for this test will also be different than the actual event. This is not considered to be an issue due to minimal effects on man dose.

    Savannah River Remediation (SRR) conducted a Systems Engineering Evaluation (SEE) to determine the optimum alternate reductant flowsheet for the Defense Waste Processing Facility (DWPF). Specifically, two proposed flowsheets (nitric–formic–glycolic and nitric–formic–sugar) were evaluated based upon results from preliminary testing. Comparison of the two flowsheets among evaluation criteria indicated a preference towards the nitric–formic–glycolic flowsheet. Further research and development of this flowsheet eliminated the formic acid, and as a result, the nitric–glycolic flowsheet was recommended for further testing. Based on the development of a roadmap for the nitric–glycolic acid flowsheet, Waste Solidification Engineering (WS-E) issued a Technical Task Request (TTR) to address flammability issues that may impact the implementation of this flowsheet. Melter testing was requested in order to define the DWPF flammability envelope for the nitric-glycolic acid flowsheet. The Savannah River National Laboratory (SRNL) Cold Cap Evaluation Furnace (CEF), a 1/12th scale DWPF melter, was selected by the SRR Alternate Reductant project team as the melter platform for this testing. The overall scope was divided into the following sub-tasks as discussed in the Task Technical and Quality Assurance Plan (TTQAP):  Phase I - A nitric–formic acid flowsheet melter test (unbubbled) to baseline the CEF cold cap and vapor space data to the benchmark melter flammability models;  Phase II - A nitric–glycolic acid flowsheet melter test (unbubbled and bubbled) to: o Define new cold cap reactions and global kinetic parameters in support of the melter flammability model development; o Quantify off-gas surging potential of the feed; o Characterize off-gas condensate for complete organic and inorganic carbon species.     Enhanced knowledge preservation for DOE DP technical component activities has recently received much attention. As part of this recent knowledge preservation effort, improved documentation of the sample preparation and electrical testing procedures for lead magnesium niobate--lead titanate (PMN/PT) qualification pellets was completed. The qualification pellets are fabricated from the same parent powders used to produce PMN/PT lightning arrestor connector (LAC) granules at HWF&T. In our report, the procedures for fired pellet surface preparation, electrode deposition, electrical testing and data recording are described. The dielectric measurements described in our report are an information only test. Technical reasons for selecting the electrode material, electrode size and geometry are presented. The electrical testing is based on measuring the dielectric constant and dissipation factor of the pellet during cooling from 280 C to 220 C. The most important data are the temperature for which the peak dielectric constant occurs (Curie Point temperature) and the peak dielectric constant magnitude. We determined that the peak dielectric constant for our procedure would be that measured at 1 kHz at the Curie Point. Both the peak dielectric constant and the Curie point parameters provide semi-quantitative information concerning the chemical and microstructural homogeneity of the parent material used for the production of PMN/PT granules for LACs. Finally, we have proposed flag limits for the dielectric data for the pellets. Specifically, if the temperature of the peak dielectric constant falls outside the range of 250 C {+-} 30 C we propose that a flag limit be imposed that will initiate communication between production agency and design agency personnel. If the peak dielectric constant measured falls outside the range 25,000 {+-} 10,000 we also propose that a flag limit be imposed.

    We propose a new approach to test possible corrections to Newtonian gravity using solar physics. The high accuracy of current solar models and new precise observations allow us to constrain corrections to standard gravity at unprecedented levels. Our case study is Eddington-inspired gravity, an attractive modified theory of gravity which results in non-singular cosmology and collapse. The theory is equivalent to standard gravity in vacuum, but it sensibly differs from it within matter. For instance, it affects the evolution and the equilibrium structure of the Sun, giving different core temperature profiles, and deviations in the observed acoustic modes and in solar neutrino fluxes. Comparing the predictions from a modified solar model with observations, we constrain the coupling parameter of the theory, |{kappa}{sub g}| {approx}< 3 Multiplication-Sign 10{sup 5} m{sup 5} s{sup -2} kg{sup -1}. Our results show that the Sun can be used to efficiently constrain alternative theories of gravity.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    A prototype vehicle, control system, and waste and water scavenging system were designed and fabricated with essentially the full capabilities of the vehicle system proposed by ARD Environmental. A test tank mockup, including riser and decontamination chamber were designed and fabricated, and approximately 830 cubic feet of six varieties of waste simulants poured. The tests were performed by ARD Environmental personnel at its site in Laurel, Maryland, from 4/22/97 through 5/2/97. The capabilities tested were deployment and retrieval, extended mobility and productivity, the ability to operate the system using video viewing only, retrieval after simulated failure, and retrieval and decontamination. Testing commenced with deployment of the vehicle into the tank. Deployment was accomplished using a crane and auxiliary winch to position the vehicle and lower it through the decontamination chamber, into the 36`` diameter x 6` high riser, and touch down on the waste field in the tank. The initial mobility tests were conducted immediately after deployment, prior to sluicing, as the waste field exhibited the greatest amount of variation at this time. This test demonstrated the ability of the vehicle to maneuver over the simulated waste field, and the ability of the operator to work with only video viewing available. In addition, the ability of the vehicle to right itself after being turned on its side was demonstrated. The production rate was evaluated daily through the testing period by measuring the surface and estimating the amount of material removed. The test demonstrated the ability of the vehicle to reduce the waste surface using 400 psi (nominal) water jets, scavenge water and material from the work area, and move to any location, even in the relatively confined space of the 20` diameter test tank. In addition, the ability to sluice to a remote scavenging module was demonstrated. The failure mode test demonstrated the ability to retrieve a stuck vehicle by pulling

The term Smart Meter refers specifically to advanced electric meters being deployed to enhance management of electricity distribution for residential and industrial consumers. The underlying functional and security requirements for Smart Meter upgradability are specified in NEMA standard SG-AMI 1-2009. The purpose of NISTIR 7823 is to describe conformance test requirements that may be used voluntarily by testers and/or test laboratories to determine whether Smart Meters and Upgrade Management Systems conform to the requirements of NEMA SG-AMI 1-2009.

    Suitable thermal tests have been identified for performance evaluation of a concentrating solar cooker. These tests provide parameters that characterize the performance of the solar cooker, and are more or less independent of the climatic variables. The overall heat loss factor is obtained from the cooling curve and the optical efficiency factor is determined from the heating curve - both under full load conditions. The performance characteristic curve for the solar cooker is obtained and discussed. The study indicates that the no load test, which is useful in the case of a box type solar cooker, is not appropriate in the case of concentrator type cookers.

    Environmental regulations applicable to the River Protection Project require integrity assessment of the double-shell tank (DST) system. In the early 1990s a strategy and plans were developed to conduct the required tank system examinations and integrity assessments. This included plans to conduct ultrasonic testing of six DSTs. In 1997, an ad hoc committee (Tank Structural Integrity Panel, TSIP) working under the direction of the Office of Environmental Restoration and Waste Management, U.S. Department of Energy, published guidelines for managing risks associated with aging degradation of high level waste storage tanks. This included recommendations on non-destructive examination of specific regions of tanks. For the lower knuckle region, defined as the curved transition from the vertical portion of the tank wall to the flat portion of the tank bottom, the TSIP guidelines contained the following recommendation: ''Examine the lower knuckle region including 5% of the length of the upper weld, at least 2.5% of the area of the predicted maximum stress region of the knuckle base metal and 2.5% of the lower weld if accessible. Emphasis should be on weld/HAZ cracking such as SCC. If the lower weld is not accessible, one-square-foot sections whose length adds up to 5% of the circumference of the knuckle base metal shall be examined.'' Also in 1997, the U.S. Department of Energy and Washington Department of Ecology formalized an agreement on the DST system integrity assessment work scope required to satisfy the applicable regulatory requirements. This cited the TSIP guidelines, and included an agreement to conduct ultrasonic examination on six representative DSTs for determination and extent of cracks, corrosion, and pitting.

    A test facility at LeRC was assembled for evaluating free-piston Stirling engine/linear alternator control options, and interaction with various electrical loads. This facility is based on a 'SPIKE' engine/alternator. The engine/alternator, a multi-purpose load system, a digital computer based load and facility control, and a data acquisition system with both steady-periodic and transient capability are described. Preliminary steady-periodic results are included for several operating modes of a digital AC parasitic load control. Preliminary results on the transient response to switching a resistive AC user load are discussed.

    The Collector and System Testing Group (CSTG) of the European Community has developed a procedure for testing the performance of solar water heaters. This procedure treats a solar water heater as a black box with input-output parameters that are determined by all-day tests. In the present study the authors carry out a systematic analysis of the accuracy of this procedure, in order to answer the question: what tolerances should one impose for the measurements and how many days of testing should one demand under what meteorological conditions, in order to be able to quarantee a specified maximum error for the long term performance The methodology is applicable to other test procedures as well. The present paper (Part 1) examines the measurement tolerances of the current version of the procedure and derives a priori estimates of the errors of the parameters; these errors are then compared with the regression results of the Round Robin test series. The companion paper (Part 2) evaluates the consequences for the accuracy of the long term performance prediction. The authors conclude that the CSTG test procedure makes it possible to predict the long term performance with standard errors around 5% for sunny climates (10% for cloudy climates). The apparent precision of individual test sequences is deceptive because of large systematic discrepancies between different sequences. Better results could be obtained by imposing tighter control on the constancy of the cold water supply temperature and on the environment of the test, the latter by enforcing the recommendation for the ventilation of the collector.

    The design, fabrication, and test results of a prototype compensated pulsed alternator are discussed. The prototype compulsator is a vertical shaft single phase alternator with a rotating armature and salient pole stator. The machine is designed for low rep rate pulsed duty and is sized to drive a modified 10 cm Beta amplifier. The load consists of sixteen 15 mm x 20 mm x 112 cm long xenon flashlamps connected in parallel. The prototype compulsator generates an open circuit voltage of 6 kV, 180 Hz, at a maximum design speed of 5400 rpm. At maximum speed, the inertial energy stored in the compulsator rotor is 3.4 megajoules.

    Draft American National Standards Institute (ANSI) Standard N13.30 (Performance Criteria for Radiobioassay) was developed in response to a concern expressed by the US Department of Energy and US Nuclear Regulatory Commission to help ensure that bioassay laboratories provide accurate and consistent results. The draft standard specifies the criteria for defining the procedures necessary to establish a bioassay performance-testing laboratory and program. The testing laboratory will conduct tests to evaluate the performance of service laboratories. Pacific Northwest Laboratory helped define responsibilities and develop procedures as part of an effort to evaluate the draft ANSI N13.30 performance criteria for quality assurance at bioassay laboratories. This report recommends elements of quality assurance and quality control responsibilities for the bioassay performance-testing laboratory program, including the qualification and performance of personnel and the calibration, certification, and performance of equipment. The data base and recommended records system for documenting radiobioassay performance at the service laboratories are also presented. 15 refs.
