    The U.S. Army Corps of Engineers and the Bureau of Reclamation are jointly preparing an EIS that analyzes the potential environmental impacts of the proposed Lower Yellowstone Intake Diversion Dam Fish Passage Project. The proposed project is to improve passage for endangered pallid sturgeon and other native fish at the Intake Diversion Dam in the lower Yellowstone River while continuing the operation of the Lower Yellowstone Irrigation Project. DOE’s Western Area Power Administration is a cooperating agency in preparing the EIS because some alternatives include power interconnection, transmission, and/or delivery options.     The CHG Chief Information Officer (CIO) requested a study of alternatives to the current business system computing environment. This Business Systems Planning (BSP) Project Alternatives Analysis document presents an analysis of the current Project Controls, Work Management, and Business Management systems environment and alternative solutions that support the business functions. The project team has collected requirements and priorities from stakeholders in each business area and documented them in the BSP System Requirements Specification (SRS), RPP-6297. The alternatives analysis process identifies and measures possible solutions in each of the business process areas against the requirements as documented in the SRS. The team gathered input from both internal and external sources to identify and grade the possible solutions. This document captures the results of that activity and recommends a suite of software products. This study was to select the best product based on how well the product met the requirements, not to determine the platform or hardware environment that would be used. Additional analysis documentation can be found in BSP project files.

    The Southern Nevada Alternative Fuels Program is designed to demonstrate, in a day-to-day bus operation, the reliability and efficiency of a hydrogen bus operation under extreme conditions. By using ICE technology and utilizing a virtually emission free fuel, benefits to be derived include air quality enhancement and vehicle performance improvements from domestically produced, renewable energy sources. The project objective is to help both Ford and the City demonstrate and evaluate the performance characteristics of the E-450 H2ICE shuttle buses developed by Ford, which use a 6.8-liter supercharged Triton V-10 engine with a hydrogen storage system equivalent to 29 gallons of gasoline. The technology used during the demonstration project in the Ford buses is a modified internal combustion engine that allows the vehicles to run on 100% hydrogen fuel. Hydrogen gives a more thorough fuel burn which results in more power and responsiveness and less pollution. The resultant emissions from the tailpipe are 2010 Phase II compliant with NO after treatment. The City will lease two of these E-450 H2ICE buses from Ford for two years. The buses are outfitted with additional equipment used to gather information needed for the evaluation. Performance, reliability, safety, efficiency, and rider comments data will be collected. The method of data collection will be both electronically and manually. Emissions readings were not obtained during the project. The City planned to measure the vehicle exhaust with an emissions analyzer machine but discovered the bus emission levels were below the capability of their machine. Passenger comments were solicited on the survey cards. The majority of comments were favorable. The controllable issues encountered during this demonstration project were mainly due to the size of the hydrogen fuel tanks at the site and the amount of fuel that could be dispensed during a specified period of time.     On December 15-16, 2009, a 100-KE Reactor Core Removal Project Alternative Analysis Workshop was conducted at the Washington State University Consolidated Information Center, Room 214. Colburn Kennedy, Project Director, CH2M HILL Plateau Remediation Company (CHPRC) requested the workshop and Richard Harrington provided facilitation. The purpose of the session was to select the preferred Bio Shield Alternative, for integration with the Thermal Shield and Core Removal and develop the path forward to proceed with project delivery. Prior to this workshop, the S.A. Robotics (SAR) Obstruction Removal Alternatives Analysis (565-DLV-062) report was issued, for use prior to and throughout the session, to all the team members. The multidisciplinary team consisted ofrepresentatives from 100-KE Project Management, Engineering, Radcon, Nuclear Safety, Fire Protection, Crane/Rigging, SAR Project Engineering, the Department of Energy Richland Field Office, Environmental Protection Agency, Washington State Department of Ecology, Defense Nuclear Facility Safety Board, and Deactivation and Decommission subject matter experts from corporate CH2M HILL and Lucas. Appendix D contains the workshop agenda, guidelines and expectations, opening remarks, and attendance roster going into followed throughout the workshop. The team was successful in selecting the preferred alternative and developing an eight-point path forward action plan to proceed with conceptual design. Conventional Demolition was selected as the preferred alternative over two other alternatives: Diamond Wire with Options, and Harmonic Delamination with Conventional Demolition. The teams preferred alternative aligned with the SAR Obstruction Removal Alternative Analysis report conclusion. However, the team identified several Path Forward actions, in Appendix A, which upon completion will solidify and potentially enhance the Conventional Demolition alternative with multiple options and approaches to achieve project delivery

    An intake system is described for an internal combustion engine, the system comprising: an intake passage having an intake port and an inertial supercharging intake pipe leading to the intake port; an intake valve mounted in the intake port and operatively connected to the engine for alternately opening and closing the intake port; a rotary valve operatively connected to the engine and disposed in the intake passage intermediate the inertial supercharging intake pipe and the intake port. The rotary valve is rotatable for opening and closing the intake passage, and timing adjusting means operatively connected to the engine and to the rotary valve for retarding the opening of the rotary valve relative to the opening of the intake valve at low engine speeds, and for advancing the opening of the rotary valve at high engine speeds, whereby the retarding and advancing of the opening of the rotary valve enables inertial supercharging in the intake pipe at both low and high engine speeds.

    Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

Cost benefit analysis is a widely used method, in which the investments are mainly assessed through the calculation of their evaluation indicators, namely benefit/cost (B/C) ratios, as well as the quantification of their financial, technical, environmental and social risks. Herein, a novel approach in the form of risk-based multi-criteria assessment (RBMCA) is introduced, which can be used by decision makers, in order to select the optimum alternative of a waste management project. Specifically, decision makers use multiple criteria, which are based on the cumulative probability distribution functions of the alternatives' B/C ratios. The RBMCA system is used for the evaluation of a waste incineration project's alternatives, where the correlation between the criteria weight values and the decision makers' risk preferences is analyzed and useful conclusions are discussed.

The venturi is located almost halfway upstream the intake port between the intake valves and the intake plenum enabling the venturi throat diameter to be exceptionally small for providing an exceptionally high ram velocity and an exceptionally long and in turn high efficiency diffuser flowing into the surge chamber.     Evaluating and comparing development alternatives with regard to sustainability is an important goal for comprehensive project appraisal. In the United States, this component has been largely missing from standard environmental impact assessment practice. Cumulative effects assessment provides a way to appraise the sustainability of project alternatives in terms of their probable contributions to long-term trends affecting the condition of valued environmental components. Sustainability metrics and predictors are being developed as criteria for rating systems and evaluation processes that are applied to community planning, building design, and transportation infrastructure. Increasing interest in adaptive management is also providing cost-effective solutions to optimizing safety and function throughout the long-term operation of a facility or infrastructure. Recent federal legislation is making it easier to integrate sustainability features into development alternatives through early, community-based planning.

    In 1980, the US Department of Energy (DOE) established the West Valley Solidification Project as the result of legislation passed by the US Congress. The purpose of this project was to carry out a high level nuclear waste management demonstration project at the Western New York Nuclear Service Center in West Valley, New York. The DOE authorized the Pacific Northwest Laboratory (PNL), which is operated by Battelle Memorial Institute, to assess alternative processes for treatment and solidification of the WNYNSC high-level wastes. The Process Alternatives Study is the suject of this report. Two pretreatment approaches and several waste form processes were selected for evaluation in this study. The two waste treatment approaches were the salt/sludge separation process and the combined waste process. Both terminal and interim waste form processes were studied.

This two phased strategy enables early removal of sludge from the 105-K West Basin by 2015, allowing remediation of historical unplanned releases of waste and closure of the 100-K Area. In Phase 1, the sludge currently stored in the Engineered Containers and Settler Tanks within the 105-K West Basin will be transferred into sludge transport and storage containers (STSCs). The STSCs will be transported to an interim storage facility. In Phase 2, sludge will be processed (treated) to meet shipping and disposal requirements and the sludge will be packaged for final disposal at a geologic repository. The purpose of this study is to evaluate two alternatives for interim Phase 1 storage of K Basin sludge. The cost, schedule, and risks for sludge storage at a newly-constructed Alternate Storage Facility (ASF) are compared to those at T Plant, which has been used previously for sludge storage. Based on the results of the assessment, T Plant is recommended for Phase 1 interim storage of sludge. Key elements that support this recommendation are the following: (1) T Plant has a proven process for storing sludge; (2) T Plant storage can be implemented at a lower incremental cost than the ASF; and (3) T Plant storage has a more favorable schedule profile, which provides more float, than the ASF. Underpinning the recommendation of T Plant for sludge storage is the assumption that T Plant has a durable, extended mission independent of the K Basin sludge interim storage mission. If this assumption cannot be validated and the operating costs of T Plant are borne by the Sludge Treatment Project, the conclusions and recommendations of this study would change.     This report is a summary of the cooperative industry/government program to establish the viability of alternative blowing agents to chlorofluorocarbons (CFCs). The project was initiated in 1989 following two workshops that focused on needed research on thermal insulation blown with substitutes for CFC-11 and CFC-12. The project is directed by a steering committee of representatives of the sponsors and of Oak Ridge National Laboratory (ORNL). The purpose of the project is to determine if the performance of polyisocyanurate (PIR) roof insulation foam boards blown with alternate agents differs from the performance of boards blown with CFC-1. This report describes apparent thermal conductivity (k) results obtained from field and laboratory tests from 1989 to 1992 on a set of experimental PIR laminate boardstock produced to evaluate the viability of alternative hydrochlorofluorocarbons (HCFCs) as blowing agents. All boardstock was manufactured from similar formulations that were not optimized for thermal performance. Commercial broadstock made in the future may differ in performance from this set. The PIR boards were prepared with CFC-11, HCFC-123, HCFC-141b, and 50/50 and 65/35 blends of HCFC-123/HCFC-141b.

    The U.S. Department of Energy (DOE) launched the Contract Reform Initiative in 1994 in order to improve the effectiveness and effkiency of managing major projects and programs. The intent of this initiative is to help DOE harness both technical and market forces to reduce the overall cost of accomplishing DOE's program goals. The new approach transfers greater risk to private contractors in order to develop incentives that align contractor performance with DOE's objectives. In some cases, this goal can be achieved through public-private partnerships wherein the govermhent and the contractor share risks associated with a project in a way that optimizes its economics. Generally, this requires that project risks are allocated to the party best equipped to manage and/or underwrite them. While the merits of privatization are well documented, the question of how privatized services should be financed is often debated. Given the cost of private sector equity and debt, it is difficult to ignore the lure of the government's "risk free" cost of capital. However, the source of financing for a project is an integral part of its overall risk allocation, and therefore, participation by the government as a financing source could alter the allocation of risks in the project, diminishing the incentive structure. Since the government's participation in the project's financing often can be a requirement for financial feasibility, the dilemma of structuring a role for the government without undermining the success of the project is a common and difficult challenge faced by policymakers around the world. However, before reverting to a traditional procurement approach where the government enters into a cost-plus risk profile, the government should exhaust all options that keep the private entity at risk for important aspects of the project.     A linear measurement model of lithographic projection lens aberrations is studied numerically based on the Hopkins theory of partially-coherent imaging and positive resist optical lithography (PROLITH) simulation. In this linearity model, the correlation between the mark's structure and its sensitivities to aberrations is analyzed. A method to design a mark with high sensitivity is proved and declared. By use of this method, a translational-symmetry alternating phase shifting mask (Alt-PSM) grating mark is redesigned with all of the even orders, {+-}3rd and {+-}5th order diffraction light missing. In the evaluation simulation, the measurement accuracies of aberrations prove to be enhanced apparently by use of the redesigned mark instead of the old ones.

    The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools. Sierra Nevada currently markets approximately 1,480 megawatts of power to 77 customers in northern and central California. These customers include investor-owned utilities, public utilities, government agencies, military bases, and irrigation districts.   10. 324 Building Compliance Project: Selection and evaluation of alternatives for the removal of solid remote-handled mixed wastes from the 324 Building

    Six alternatives for the interim storage of remote-handled mixed wastes from the 324 Building on the Hanford Site have been identified and evaluated. The alternatives focus on the interim storage facility and include use of existing facilities in the 200 Area, the construction of new facilities, and the vitrification of the wastes within the 324 Building to remove the majority of the wastes from under RCRA regulations. The six alternatives are summarized in Table S.1, which identifies the primary facilities to be utilized, the anticipated schedule for removal of the wastes, the costs of the transfer from 324 Building to the interim storage facility (including any capital costs), and an initial risk comparison of the alternatives. A recently negotiated Tri-Party Agreement (TPA) change requires the last of the mixed wastes to be removed by May 1999. The ability to use an existing facility reduces the costs since it eliminates the need for new capital construction. The basic regulatory approvals for the storage of mixed wastes are in place for the PUREX facility, but the Form HI permit will need some minor modifications since the 324 Building wastes have some additional characteristic waste codes and the current permit limits storage of wastes to those from the facility itself. Regulatory reviews have indicated that it will be best to use the tunnels to store the wastes. The PUREX alternatives will only provide storage for about 65% of the wastes. This results from the current schedule of the B-Cell Clean Out Project, which projects that dispersible debris will continue to be collected in small quantities until the year 2000. The remaining fraction of the wastes will then be stored in another facility. Central Waste Complex (CWC) is currently proposed for that residual waste storage; however, other options may also be available.

    Pacific Northwest Laboratory reviewed the projected uses and demands for a variety of nuclear byproducts. Because the major large-scale near-term demand is for gamma irradiation sources, this report concentrates on the needs for gamma sources and evaluates the options for providing the needed material. Projections of possible growth in the irradiation treatment industry indicate that there will be a need for 180 to 320 MCi of /sup 60/Co (including /sup 137/Cs equivalent) in service in the year 2000. The largest current and projected use of gamma irradiation is for the sterilization of medical devices and disposable medical supplies. Currently, 40% of US disposable medical products are treated by irradiation, and within 10 years it is expected that 90% will be treated in this manner. Irradiation treatment of food for destruction of pathogens or parasites, disinfestation, or extension of allowable storage periods is estimated to require an active inventory of 75 MCi of /sup 60/Co-equivalent gamma source in about a decade. 90 refs., 7 figs., 25 tabs.

Studies have shown that air emissions, water consumption, and land use for geothermal electricity generation have less of an impact than traditional fossil fuel?based electricity generation; however, the long-term sustainability of geothermal power plants can be affected by insufficient replacement of aboveground or belowground operational fluid losses resulting from normal operations (Schroeder et al. 2014). Thus, access to water is therefore critical for increased deployment of EGS technologies and, therefore, growth of the geothermal sector. This paper examines water issues relating to EGS development from a variety of perspectives.     The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

They are to: discuss programs that are driving the introduction of alternative fuels into fleet operations in urban areas around the country; define alternative fuels; quantify the present use and future projections on alternative fuel vehicles (AVFs) in the Chicago metropolitan statistical area; and discuss benefits of increased use of alternative fuels in urban areas.     Due to concerns about future petroleum supply and accelerating climate change, increased engine efficiency and alternative fuels are of interest. This project contributes to the science-base needed by industry to develop highly efficient DISI engines that also beneficially exploit the different properties of alternative fuels. Lean operation is studied since it can provide higher efficiencies than traditional non-dilute stoichiometric operation. Since lean operation can lead to issues with ignition stability, slow flame propagation and low combustion efficiency, focus is on techniques that can overcome these challenges. Specifically, fuel stratification can be used to ensure ignition and completeness of combustion, but may lead to soot and NOx emissions challenges. Advanced ignition system and intake air preheating both promote ignition stability. Controlled end-gas autoignition can be used maintain high combustion efficiency for ultra-lean well-mixed conditions. However, the response of both combustion and exhaust emission to these techniques depends on the fuel properties. Therefore, to achieve optimal fuel-economy gains, the combustion-control strategies of the engine must adopt to the fuel being utilized.

    The author discusses efforts by the Asia Alternative Energy Unit (ASTAE) of the World Bank in supporting alternative energy source projects in Asia. Energy growth rates have been as high as 18% per year, with power capacity doubling each decade in the 1960`s, 70`s and 80`s. Much of this has come from fossil fuel projects coupled with major hydroelectric projects. One consequence is developing air pollution loads originating in Asia. ASTAE has been supporting pilot programs in applying alternative energy sources. The goal has been to mainstream renewable energy sources in World Bank operations, by working with managers from different countries to: include renewable energy in country assistance strategies and sectorial development plans; provide assistance to renewable energy initiatives; expand initiatives to new countries, sectors and technologies.

The REACT projects will identify low-cost and abundant replacement materials for rare earths while encouraging existing technologies to use them more efficiently.     The commercialization of alternative fuels is analyzed. Following a synopsis of US energy use, the concept of commercialization, the impacts of supply shortages and demand inelasticity upon commercialization, and the status of alternative fuels commercialization to date in the US are discussed. The US energy market is viewed as essentially numerous submarkets. The interrelationship among these submarkets precludes the need to commercialize for a specific fuel/use. However, the level of consumption, the projected growth in demand, and the inordinate dependence upon foreign fuels dictate that additional fuel supplies in general be brought to the US energy marketplace. Commercialization efforts encompass a range of measures designed to accelerate the arrival of technologies or products in the marketplace. As discussed in this paper, such a union of willing buyers and willing sellers requires that three general conditions be met: product quality comparable to existing products; price competitiveness; and adequate availability of supply. Product comparability presently appears to be the least problematic of these three requirements. Ethanol/gasoline and methanol/gasoline blends, for example, demonstrate the fact that alternative fuel technologies exist. Yet price and availability (i.e., production capacity) remain major obstacles. Given inelasticity (with respect to price) in the US and abroad, supply shortages - actual or contrived - generate upward price pressure and should make once-unattractive alternative fuels more price competitive. It is noted, however, that actual price competitiveness has been slow to occur and that even with price competitiveness, the lengthy time frame needed to achieve significant production capacity limits the near-term impact of alternative fuels.

Objectives: The aim of this study was to describe OTC exposure through fish consumption and to assess the associated potential health risks in a Finnish population. Methods: An extensive sampling of Finnish domestic fish was carried out in the Baltic Sea and freshwater areas in 2005-2007. In addition, samples of imported seafood were collected in 2008. The chemical analysis was performed in an accredited testing laboratory during 2005-2008. Average daily intake of the sum of dibutyltin (DBT), tributyltin (TBT), triphenyltin (TPhT) and dioctyltin (DOT) ({Sigma}OTCs) for the Finnish population was calculated on the basis of the measured concentrations and fish consumption rates. Results: The average daily intake of {Sigma}OTCs through fish consumption was 3.2 ng/kg bw day{sup -1}, which is 1.3% from the Tolerable Daily Intake (TDI) of 250 ng/kg bw day{sup -1} set by the European Food Safety Authority. In total, domestic wild fish accounted for 61% of the {Sigma}OTC intake, while the intake through domestic farmed fish was 4.0% and the intake through imported fish was 35%. The most important species were domestic perch and imported salmon and rainbow trout. Conclusions: The Finnish consumers are not likely to exceed the threshold level for adverse health effects due to OTC intake through fish consumption.

    The Washoe Tribe of Nevada and California was awarded funding to complete the Washoe Tribe Alternative Energy Feasibility Study project. The main goal of the project was to complete an alternative energy feasibility study. This study was completed to evaluate “the potential for development of a variety of renewable energy projects and to conduct an alternative energy feasibility study that determines which alternative energy resources have the greatest economic opportunity for the Tribe, while respecting cultural and environmental values” (Baker-Tilly, 2014). The study concluded that distributed generation solar projects are the best option for renewable energy development and asset ownership for the Washoe Tribe. Concentrating solar projects, utility scale wind projects, geothermal, and biomass resource projects were also evaluated during the study and it was determined that these alternatives would not be feasible at this time.

    Ocean thermal energy conversion (OTEC) is a marine renewable energy technology with the potential to contribute significantly to the baseload power needs of tropical island communities and remote U.S. military installations. As with other renewable energy technologies, however, there are potential challenges to its commercialization: technological, financial, social, and environmental. Given the large volumes of seawater required to drive the electricity-producing cycle, there is potential for the intakes to negatively impact the marine resources of the source waterbody through the impingement and entrainment of marine organisms. The goal of this project was to identify feasible warm water intake designs for a land-based OTEC facility proposed for development in Port Allen, Kauai and to characterize the populations of ichthyoplankton near the proposed warm water intake location that could be at risk of entrainment. The specific objectives of this project were to: • Complete a site-specific assessment of available and feasible warm water intake technologies to determine the best intake designs for minimizing impacts to aquatic organisms at the proposed land-based OTEC site in Port Allen, Kauai. • Complete a field sampling program to collect biological data to characterize the baseline populations of ichthyoplankton near the sites being considered for the warm water intake at the proposed land-based OTEC site in Port Allen, Kauai. Various intake design options are presented with the focus on providing adequate environmental protection to the local ichthyoplankton population while providing an economically viable intake option to the OTEC developer. Further definition by NOAA and other environmental regulators is required to further refine the designs presented to meet all US regulations for future OTEC development.

  8. Variable oxygen/nitrogen enriched intake air system for internal combustion engine applications

    An air supply control system for selectively supplying ambient air, oxygen enriched air and nitrogen enriched air to an intake of an internal combustion engine includes an air mixing chamber that is in fluid communication with the air intake. At least a portion of the ambient air flowing to the mixing chamber is selectively diverted through a secondary path that includes a selectively permeable air separating membrane device due a differential pressure established across the air separating membrane. The permeable membrane device separates a portion of the nitrogen in the ambient air so that oxygen enriched air (permeate) and nitrogen enriched air (retentate) are produced. The oxygen enriched air and the nitrogen enriched air can be selectively supplied to the mixing chamber or expelled to atmosphere. Alternatively, a portion of the nitrogen enriched air can be supplied through another control valve to a monatomic-nitrogen plasma generator device so that atomic nitrogen produced from the nitrogen enriched air can be then injected into the exhaust of the engine. The oxygen enriched air or the nitrogen enriched air becomes mixed with the ambient air in the mixing chamber and then the mixed air is supplied to the intake of the engine. As a result, the air being supplied to the intake of the engine can be regulated with respect to the concentration of oxygen and/or nitrogen.

    DOE has prepared an Environmental Assessment (EA), DOE/EA-1497, for the proposed replacement of the existing 107 centimeter (cm) [42 inch (in)] 6.87 kilometer (km) [4.27 mile (mi)] raw water intake pipeline (RWIPL). This action is necessary to allow for continued, optimum operations at the West Hackberry facility (main site/facility). The EA described the proposed action (including action alternatives) and three alternatives to the proposed action. The EA evaluated only the potential environmental consequences of the proposed action (one action alternative), and Alternative 3, which consisted of the No Build Action that is required by 10 CFR 1021.321(c). Based on the analysis in DOE/EA-1497, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting humans or the natural environment within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 USC 4321 et seq. Therefore, an Environmental Impact Statement (EIS) is not required, and DOE is issuing this Finding of No Significant Impact (FONSI). To further minimize impacts to environmental media, the DOE will also implement a Mitigation Action Plan (MAP) for this action. The MAP is included as Appendix F of this EA, which is appended to this FONSI. The Energy Policy and Conservation Act of 1975 (EPCA), as amended, authorizes the creation of the Strategic Petroleum Reserve (SPR) to store crude oil to reduce the United States' vulnerability to energy supply disruptions. Crude oil is stored in geologic formations, or salt domes, located under these facilities. The purpose of this proposed project is to construct a new RWIPL at the main site to replace the existing RWIPL which services this facility.

    Purpose: To investigate the performance of a new penalized-likelihood PET image reconstruction algorithm using the 1{sub 1}-norm total-variation (TV) sum of the 1st through 4th-order gradients as the penalty. Simulated and brain patient data sets were analyzed. Methods: This work represents an extension of the preconditioned alternating projection algorithm (PAPA) for emission-computed tomography. In this new generalized algorithm (GPAPA), the penalty term is expanded to allow multiple components, in this case the sum of the 1st to 4th order gradients, to reduce artificial piece-wise constant regions (“staircase” artifacts typical for TV) seen in PAPA images penalized with only the 1st order gradient. Simulated data were used to test for “staircase” artifacts and to optimize the penalty hyper-parameter in the root-mean-squared error (RMSE) sense. Patient FDG brain scans were acquired on a GE D690 PET/CT (370 MBq at 1-hour post-injection for 10 minutes) in time-of-flight mode and in all cases were reconstructed using resolution recovery projectors. GPAPA images were compared PAPA and RMSE-optimally filtered OSEM (fully converged) in simulations and to clinical OSEM reconstructions (3 iterations, 32 subsets) with 2.6 mm XYGaussian and standard 3-point axial smoothing post-filters. Results: The results from the simulated data show a significant reduction in the 'staircase' artifact for GPAPA compared to PAPA and lower RMSE (up to 35%) compared to optimally filtered OSEM. A simple power-law relationship between the RMSE-optimal hyper-parameters and the noise equivalent counts (NEC) per voxel is revealed. Qualitatively, the patient images appear much sharper and with less noise than standard clinical images. The convergence rate is similar to OSEM. Conclusions: GPAPA reconstructions using the 1{sub 1}-norm total-variation sum of the 1st through 4th-order gradients as the penalty show great promise for the improvement of image quality over that currently achieved

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time dashboard and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

    Alternative Fuel and Special Fuel Definitions The definition of alternative fuel includes liquefied petroleum gas (propane).
