    This document provides findings and recommendations that resulted from an assessment of the Brookhaven National Laboratory by a team from Pacific Northwest National Laboratory to assess the site's potential for various alternative financing options as a means to implement energy-efficiency improvements. The assessment looked for life-cycle cost-effective energy-efficiency improvement opportunities, and through a series of staff interviews, evaluated the various methods by which these opportunities may be financed, while considering availability of funds, staff, and available financing options. This report summarizes the findings of the visit and the resulting recommendations.

    Energy reduction goals for Federal agencies were first established in the National Energy Conservation Policy Act of 1988, and directed 10{percent} reduction in facility energy use based on a 1985 baseline. Since that time, Federal sites have been actively seeking and implementing a wide variety of energy-efficiency measures in facilities across the Federal sector. In the intervening years this energy reduction goal has been progressively increased to 20{percent} through legislation (Public Law 102-486, The Energy Policy Act of 1992) and a number of Executive Orders. Executive Order 13123, Greening the Government Through Efficient Energy management (signed June 3, 1999), further increased the facility energy-efficiency improvement goal from 30{percent} in 2005 to 35{percent} by 2010 relative to the 1985 baseline.

    What is most likely to satisfy our energy needs in the future - wind farms and photovoltaic arrays, or something yet to be invented? Options for the world's energy future may include surprises, thanks to innovative research under way around the world. The article focuses on the energy sources alternatives in the U.S. It explores innovations for energy sources such as wind farms, solar thermal concentrators, solar cells, and geothermal energy production. It states that the attainment of energy efficiency through conversation or improved technology allows to extract more applied energy. It points out that techniques are being explored to expand the possible fuel materials to includes other types of uranium and thorium. Furthermore, it discusses the capability of nanotechnology in offering a tool which could help create designs that convert energy more efficiently.

  1. PEAT: an energy alternative

    Even though peat is a low-heating value and low-bulk density fossil fuel which in its natural state contains over 80 percent moisture, it can be an economical alternative to coal, and fuel oil, as is the case in Iceland and Finland for direct combustion applications. This is because of the relative ease with which peat can be harvested, and the generally low sulfur and ash content of peat. Recent studies show that peat also has very favorable characteristics for conversion to synthetic fuels. Tests show that on the basis of chemistry and kinetics, peat is a better raw material than coal for production of synthetic fuels. Recent estimates also show that conversion of peat to high-Btu gas (>950 Btu/scf) is competitive with other alternatives of synthetic high-Btu gas. Therefore, peat can be an economical energy alternative depending upon location of peat deposits, region of energy need, scale of operation and cost of other energy alternatives.

  8. Battleground Energy Recovery Project

    In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and ? Create a Showcase Waste Heat Recovery Demonstration Project.

    This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time ??dashboard? and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

    The Washoe Tribe of Nevada and California was awarded funding to complete the Washoe Tribe Alternative Energy Feasibility Study project. The main goal of the project was to complete an alternative energy feasibility study. This study was completed to evaluate “the potential for development of a variety of renewable energy projects and to conduct an alternative energy feasibility study that determines which alternative energy resources have the greatest economic opportunity for the Tribe, while respecting cultural and environmental values” (Baker-Tilly, 2014). The study concluded that distributed generation solar projects are the best option for renewable energy development and asset ownership for the Washoe Tribe. Concentrating solar projects, utility scale wind projects, geothermal, and biomass resource projects were also evaluated during the study and it was determined that these alternatives would not be feasible at this time.

    The importance of developing alternative energy sources to augment supplies of fossil fuels is growing all over the world. Coal, oil shale, tar sands, biomass, solar, geothermal, nuclear, and hydroelectric power have received considerable attention as alternative energy sources. One large energy resource, however, has received little attention until recently. That resource is peat. Although peat is used as an energy source in some countries such as Russia, Ireland, and Finland, it is virtually unexploited in many countries including the United States. This paper provides an understanding of peat: its varieties, abundance, and distribution; its value as an energy alternative; its current and future role as an energy alternative; and the environmental and socioeconomic impacts of large-scale peat utilization.

    The Southern Nevada Alternative Fuels Program is designed to demonstrate, in a day-to-day bus operation, the reliability and efficiency of a hydrogen bus operation under extreme conditions. By using ICE technology and utilizing a virtually emission free fuel, benefits to be derived include air quality enhancement and vehicle performance improvements from domestically produced, renewable energy sources. The project objective is to help both Ford and the City demonstrate and evaluate the performance characteristics of the E-450 H2ICE shuttle buses developed by Ford, which use a 6.8-liter supercharged Triton V-10 engine with a hydrogen storage system equivalent to 29 gallons of gasoline. The technology used during the demonstration project in the Ford buses is a modified internal combustion engine that allows the vehicles to run on 100% hydrogen fuel. Hydrogen gives a more thorough fuel burn which results in more power and responsiveness and less pollution. The resultant emissions from the tailpipe are 2010 Phase II compliant with NO after treatment. The City will lease two of these E-450 H2ICE buses from Ford for two years. The buses are outfitted with additional equipment used to gather information needed for the evaluation. Performance, reliability, safety, efficiency, and rider comments data will be collected. The method of data collection will be both electronically and manually. Emissions readings were not obtained during the project. The City planned to measure the vehicle exhaust with an emissions analyzer machine but discovered the bus emission levels were below the capability of their machine. Passenger comments were solicited on the survey cards. The majority of comments were favorable. The controllable issues encountered during this demonstration project were mainly due to the size of the hydrogen fuel tanks at the site and the amount of fuel that could be dispensed during a specified period of time. The uncontrollable issues encountered during this project were related to the economy and the budget cutbacks required during the project duration, which resulted in fewer bus drivers than expected the ultimate shut down of the Citys downtown bus operations.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis used to evaluate the energy and emission impact of two pathways of alternative energy development. The results show that China can only meets its 2015 and 2020 targets for non-fossil penetration if it successfully achieves all of its capacity targets for 2020 with continued expansion through 2030. To achieve this level of alternative generation, significant amounts of raw materials including 235 Mt of concrete, 54 Mt of steel, 5 Mt of copper along with 3 billion tons of water and 64 thousand square kilometers of land are needed. China’s alternative energy supply will likely have relatively high average energy output to fossil fuel input ratio of 42 declining to 26 over time, but this ratio is largely skewed by nuclear and hydropower capacity. With successful alternative energy development, 32% of China’s electricity and 21% of its total primary energy will be supplied by alternative energy by 2030. Compared to the counterfactual baseline in which alternative energy development stumbles and China does not meet its capacity targets until 2030, alternative energy development can displace 175 Mtce of coal inputs per year and 2080 Mtce cumulatively from power generation by 2030. In carbon terms, this translates into 5520 Mt of displaced CO{sub 2} emissions over the twenty year period, with more than half coming from expanded nuclear and wind power generation. These results illustrate the critical role that alternative energy development can play alongside energy efficiency in reducing China’s energy-related carbon emissions.

This Business Systems Planning (BSP) Project Alternatives Analysis document presents an analysis of the current Project Controls, Work Management, and Business Management systems environment and alternative solutions that support the business functions. The project team has collected requirements and priorities from stakeholders in each business area and documented them in the BSP System Requirements Specification (SRS), RPP-6297. The alternatives analysis process identifies and measures possible solutions in each of the business process areas against the requirements as documented in the SRS. The team gathered input from both internal and external sources to identify and grade the possible solutions. This document captures the results of that activity and recommends a suite of software products. This study was to select the best product based on how well the product met the requirements, not to determine the platform or hardware environment that would be used.     An electrical vehicle environment was established to promote research and technology development in the area of high power energy management. The project incorporates a topology that permits parallel development of an alternative energy delivery system and an energy storage system. The objective of the project is to develop technologies, specifically power electronics, energy storage electronics and controls that provide efficient and effective energy management between electrically powered devices in alternative energy vehicles ?? plugin electric vehicles, hybrid vehicles, range extended vehicles, and hydrogen-based fuel cell vehicles. In order to meet the project objectives, the Vehicle Energy Management System (VEMS) was defined and subsystem requirements were obtained. Afterwards, power electronics, energy storage electronics and controls were designed. Finally, these subsystems were built, tested individually, and integrated into an electric vehicle system to evaluate and optimize the subsystems?? performance. Phase 1 of the program established the fundamental test bed to support development of an electrical environment ideal for fuel cell application and the mitigation of many shortcomings of current fuel cell technology. Phase 2, continued development from Phase 1, focusing on implementing subsystem requirements, design and construction of the energy management subsystem, and the integration of this subsystem into the surrogate electric vehicle. Phase 2 also required the development of an Alternative Energy System (AES) capable of emulating electrical characteristics of fuel cells, battery, gen set, etc. Under the scope of the project, a boost converter that couples the alternate energy delivery system to the energy storage system was developed, constructed and tested. Modeling tools were utilized during the design process to optimize both component and system design. This model driven design process enabled an iterative process to track and evaluate the impact of design alternatives and the impact of changes. Refinement of models was accomplished through correlation studies to measured data obtained from functioning hardware. Specifically, correlation and characterization of the boost converter resulted in a model that was effectively used to determine overall VEMS performance. The successful development of the boost converter can be attributed to utilization of previously proven technologies and adapting to meet the VEMS requirements. This program provided significant improvement in development time of various generations of boost converters. The software strategies and testing results support the development of current energy management systems and directly contribute to the future of similar, commercial products at Magna E-Car Systems. Because of this development project, Magna E-Car Systems is able to offer automotive customers a boost converter system with reduced time to market and decreased product cost, thus transferring the cost and timing benefits to the end use consumer.

    Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

    On December 15-16, 2009, a 100-KE Reactor Core Removal Project Alternative Analysis Workshop was conducted at the Washington State University Consolidated Information Center, Room 214. Colburn Kennedy, Project Director, CH2M HILL Plateau Remediation Company (CHPRC) requested the workshop and Richard Harrington provided facilitation. The purpose of the session was to select the preferred Bio Shield Alternative, for integration with the Thermal Shield and Core Removal and develop the path forward to proceed with project delivery. Prior to this workshop, the S.A. Robotics (SAR) Obstruction Removal Alternatives Analysis (565-DLV-062) report was issued, for use prior to and throughout the session, to all the team members. The multidisciplinary team consisted ofrepresentatives from 100-KE Project Management, Engineering, Radcon, Nuclear Safety, Fire Protection, Crane/Rigging, SAR Project Engineering, the Department of Energy Richland Field Office, Environmental Protection Agency, Washington State Department of Ecology, Defense Nuclear Facility Safety Board, and Deactivation and Decommission subject matter experts from corporate CH2M HILL and Lucas. Appendix D contains the workshop agenda, guidelines and expectations, opening remarks, and attendance roster going into followed throughout the workshop. The team was successful in selecting the preferred alternative and developing an eight-point path forward action plan to proceed with conceptual design. Conventional Demolition was selected as the preferred alternative over two other alternatives: Diamond Wire with Options, and Harmonic Delamination with Conventional Demolition. The teams preferred alternative aligned with the SAR Obstruction Removal Alternative Analysis report conclusion. However, the team identified several Path Forward actions, in Appendix A, which upon completion will solidify and potentially enhance the Conventional Demolition alternative with multiple options and approaches to achieve project delivery. In brief, the Path Forward was developed to reconsider potential open air demolition areas; characterize to determine if any zircaloy exists, evaluate existing concrete data to determine additional characterization needs, size the new building to accommodate human machine interface and tooling, consider bucket thumb and use ofshape-charges in design, and finally to utilize complex-wide and industry explosive demolition lessons learned in the design approach. Appendix B documents these results from the team's use ofValue Engineering process tools entitled Weighted Analysis Alternative Matrix, Matrix Conclusions, Evaluation Criteria, and Alternative Advantages and Disadvantages. These results were further supported with the team's validation of parking-lot information sheets: memories (potential ideas to consider), issues/concerns, and assumptions, contained in Appendix C. Appendix C also includes the recorded workshop flipchart notes taken from the SAR Alternatives and Project Overview presentations. The SAR workshop presentations, including a 3-D graphic illustration demonstration video have been retained in the CHPRC project file, and were not included in this report due to size limitations. The workshop concluded with a round robin close-out where each member was engaged for any last minute items and meeting utility. In summary, the team felt the session was value added and looked forward to proceeding with the recommended actions and conceptual design.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

Urban Development Action Grants (UDAG) is a flexible program aimed at creating government, community, and private industry partnerships. The grants, dispensed through the local government, provide 14 to 28 percent of a project's cost. An eligible community must meet certain demographic criteria and is informed within two months if its application is accepted.     Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

Each alternative identified in the Mission Need Statement for the Remote-Handled Low-Level Waste Treatment Project is described and evaluated for capability to fulfill the mission need. Alternatives that could meet the mission need are further evaluated and compared using criteria of cost, risk, complexity, stakeholder values, and regulatory compliance. The alternative for disposal of remote-handled low-level waste that has the highest confidence of meeting the mission need and represents best value to the government is to build a new disposal facility at the Idaho National Laboratory Site.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    In this final report describes and documents research that was conducted by the Ecological Engineering Research Program (EERP) at the University of the Pacific (Stockton, CA) under subcontract to Fiscalini Farms LP for work under the Assistance Agreement DE-EE0001895 'Measurement and Evaluation of a Dairy Anaerobic Digestion/Power Generation System' from the United States Department of Energy, National Energy Technology Laboratory. Fiscalini Farms is operating a 710 kW biomass-energy power plant that uses bio-methane, generated from plant biomass, cheese whey, and cattle manure via mesophilic anaerobic digestion, to produce electricity using an internal combustion engine. The primary objectives of the project were to document baseline conditions for the anaerobic digester and the combined heat and power (CHP) system used for the dairy-based biomass-energy production. The baseline condition of the plant was evaluated in the context of regulatory and economic constraints. In this final report, the operation of the plant between start-up in 2009 and operation in 2010 are documented and an interpretation of the technical data is provided. An economic analysis of the biomass energy system was previously completed (Appendix A) and the results from that study are discussed briefly in this report. Results from the start-up and first year of operation indicate that mesophilic anaerobic digestion of agricultural biomass, combined with an internal combustion engine, is a reliable source of alternative electrical production. A major advantage of biomass energy facilities located on dairy farms appears to be their inherent stability and ability to produce a consistent, 24 hour supply of electricity. However, technical analysis indicated that the Fiscalini Farms system was operating below capacity and that economic sustainability would be improved by increasing loading of feedstocks to the digester. Additional operational modifications, such as increased utilization of waste heat and better documentation of potential of carbon credits, would also improve the economic outlook. Analysis of baseline operational conditions indicated that a reduction in methane emissions and other greenhouse gas savings resulted from implementation of the project. The project results indicate that using anaerobic digestion to produce bio-methane from agricultural biomass is a promising source of electricity, but that significant challenges need to be addressed before dairy-based biomass energy production can be fully integrated into an alternative energy economy. The biomass energy facility was found to be operating undercapacity. Economic analysis indicated a positive economic sustainability, even at the reduced power production levels demonstrated during the baseline period. However, increasing methane generation capacity (via the importation of biomass codigestate) will be critical for increasing electricity output and improving the long-term economic sustainability of the operation. Dairy-based biomass energy plants are operating under strict environmental regulations applicable to both power-production and confined animal facilities and novel approached are being applied to maintain minimal environmental impacts. The use of selective catalytic reduction (SCR) for nitrous oxide control and a biological hydrogen sulfide control system were tested at this facility. Results from this study suggest that biomass energy systems can be compliant with reasonable scientifically based air and water pollution control regulations. The most significant challenge for the development of biomass energy as a viable component of power production on a regional scale is likely to be the availability of energy-rich organic feedstocks. Additionally, there needs to be further development of regional expertise in digester and power plant operations. At the Fiscalini facility, power production was limited by the availability of biomass for methane generation, not the designed system capacity. During the baseline study period, feedstocks included manure, sudan grass silage, and refused-feed. The ability of the dairy to produce silage in excess of on-site feed requirements limited power production. The availability of biomass energy crops and alternative feedstocks, such as agricultural and food wastes, will be a major determinant to the economic and environmental sustainability of biomass based electricity production.

    This technical memorandum (TM) describes the technology requirements for three alternative energy technologies for which pilot and/or commercial projects on the U.S. Outer Continental Shelf (OCS) are likely to be proposed within the next five to seven years. For each of the alternative technologies--wind, wave, and ocean current--the TM first presents an overview. After each technology-specific overview, it describes the technology requirements for four development phases: site monitoring and testing, construction, operation, and decommissioning. For each phase, the report covers the following topics (where data are available): facility description, electricity generated, ocean area (surface and bottom) occupied, resource requirements, emissions and noise sources, hazardous materials stored or used, transportation requirements, and accident potential. Where appropriate, the TM distinguishes between pilot-scale (or demonstration-scale) facilities and commercial-scale facilities.

    In 1980, the US Department of Energy (DOE) established the West Valley Solidification Project as the result of legislation passed by the US Congress. The purpose of this project was to carry out a high level nuclear waste management demonstration project at the Western New York Nuclear Service Center in West Valley, New York. The DOE authorized the Pacific Northwest Laboratory (PNL), which is operated by Battelle Memorial Institute, to assess alternative processes for treatment and solidification of the WNYNSC high-level wastes. The Process Alternatives Study is the suject of this report. Two pretreatment approaches and several waste form processes were selected for evaluation in this study. The two waste treatment approaches were the salt/sludge separation process and the combined waste process. Both terminal and interim waste form processes were studied.

    The purpose of the Daemen Alternative Energy/Geothermal Technologies Demonstration Project is to demonstrate the use of geothermal technology as model for energy and environmental efficiency in heating and cooling older, highly inefficient buildings. The former Marian Library building at Daemen College is a 19,000 square foot building located in the center of campus. Through this project, the building was equipped with geothermal technology and results were disseminated. Gold LEED certification for the building was awarded. 1) How the research adds to the understanding of the area investigated. This project is primarily a demonstration project. Information about the installation is available to other companies, organizations, and higher education institutions that may be interested in using geothermal energy for heating and cooling older buildings. 2) The technical effectiveness and economic feasibility of the methods or techniques investigated or demonstrated. According to the modeling and estimates through Stantec, the energy-efficiency cost savings is estimated at 20%, or $24,000 per year. Over 20 years this represents $480,000 in unrestricted revenue available for College operations. See attached technical assistance report. 3) How the project is otherwise of benefit to the public. The Daemen College Geothermal Technologies Ground Source Heat Pumps project sets a standard for retrofitting older, highly inefficient, energy wasting and environmentally irresponsible buildings?¢????quite typical of many of the buildings on the campuses of regional colleges and universities. As a model, the project serves as an energy-efficient system with significant environmental advantages. Information about the energy-efficiency measures is available to other colleges and universities, organizations and companies, students, and other interested parties. The installation and renovation provided employment for 120 individuals during the award period. Through the new Center, Daemen will continue to host a range of events on campus for the general public. The College does not charge fees for speakers or most other events. This has been a long-standing tradition of the College.

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    This report serves as a Final Report under the Energy Storage and Distribution Energy Generation Project carried out by the Transportation Energy Center (TEC) at the University of Michigan (UM). An interdisciplinary research team has been working on fundamental and applied research on: -distributed power generation and microgrids, -power electronics, and -advanced energy storage. The long-term objective of the project was to provide a framework for identifying fundamental research solutions to technology challenges of transmission and distribution, with special emphasis on distributed power generation, energy storage, control methodologies, and power electronics for microgrids, and to develop enabling technologies for novel energy storage and harvesting concepts that can be simulated, tested, and scaled up to provide relief for both underserved and overstressed portions of the Nations grid. TECs research is closely associated with Sections 5.0 and 6.0 of the DOE "Five-year Program Plan for FY2008 to FY2012 for Electric Transmission and Distribution Programs, August 2006.

    This report provides information regarding options available, their advantages and disadvantages, and the costs for pursuing activities to advance Smith River Rancheria toward an energy program that reduces their energy costs, allows greater self-sufficiency and stimulates economic development and employment opportunities within and around the reservation. The primary subjects addressed in this report are as follows: (1) Baseline Assessment of Current Energy Costs--An evaluation of the historical energy costs for Smith River was conducted to identify the costs for each component of their energy supply to better assess changes that can be considered for energy cost reductions. (2) Research Viable Energy Options--This includes a general description of many power generation technologies and identification of their relative costs, advantages and disadvantages. Through this research the generation technology options that are most suited for this application were identified. (3) Project Development Considerations--The basic steps and associated challenges of developing a generation project utilizing the selected technologies are identified and discussed. This included items like selling to third parties, wheeling, electrical interconnections, fuel supply, permitting, standby power, and transmission studies. (4) Energy Conservation--The myriad of federal, state and utility programs offered for low-income weatherization and utility bill payment assistance are identified, their qualification requirements discussed, and the subsequent benefits outlined. (5) Establishing an Energy Organization--The report includes a high level discussion of formation of a utility to serve the Tribal membership. The value or advantages of such action is discussed along with some of the challenges. (6) Training--Training opportunities available to the Tribal membership are identified.

    An assessment of the state of the art in refrigeration and insulation technologies is carried out to evaluate the potential for efficient substitutes for CFCs and HCFCs to facilitate the transition to a CFC-free environment. Opportunities for improved efficiency in domestic refrigeration, building chillers, commercial refrigeration and industrial refrigeration are evaluated. Needs for alternate refrigerants, improved components, and/or alternate cycles are identified. A summary of on-going research is presented in each area, and the potential roles of industry and government are considered. The most promising approaches for refrigeration technology fall into these categories: (1) improved vapor compressor cycles with alternate fluids, (2) Stirling cycle development and (3) advances in absorption technology. A summary of on-going research into advanced insulation, focused on vacuum-based insulation technology refrigeration is developed. Insulation applications considered include appliances, transport refrigeration, and buildings. Specific recommendations for a long-term R&D agenda are presented. The potential benefits, research, general approach, and probability of success are addressed.

    A series of novel energy efficient torchiere systems have been developed using compact fluorescent lamps (CFLs). These systems were studied photometrically and compared with the performance of traditional commercially available tungsten halogen sources. Gonio-photometric data and power assessments indicate that significant lighting energy savings can be obtained by utilizing CFL sources instead of standard tungsten halogen sources. This energy savings is jointly due to the higher source efficacy of the CFLs and the surprisingly poor performance of the imported 300 Watt halogen lamps. Experimental data shows that a 50 to 60 Watt CFL will effectively lumen match a variety of 300 Watt tungsten halogen sources with 5 to 10 times the efficacy. CFL torchieres have additional benefits of higher power quality and cooler lamp operating temperature, making them safer fixtures.

    Parker Precision Cooling Business Unit was awarded a Department of Energy grant (DE-EE0000412) to support the DOE-ITP goal of reducing industrial energy intensity and GHG emissions. The project proposed by Precision Cooling was to accelerate the development of a cooling technology for high heat generating electronics components. These components are specifically related to power electronics found in power drives focused on the inverter, converter and transformer modules. The proposed cooling system was expected to simultaneously remove heat from all three of the major modules listed above, while remaining dielectric under all operating conditions. Development of the cooling system to meet specific customer's requirements and constraints not only required a robust system design, but also new components to support long system functionality. Components requiring further development and testing during this project included pumps, fluid couplings, cold plates and condensers. All four of these major categories of components are required in every Precision Cooling system. Not only was design a key area of focus, but the process for manufacturing these components had to be determined and proven through the system development.

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota. Task 2 involved the EERC cosponsoring and aiding in the planning of three transmission workshops in the midwest and western regions. Under Task 3, the EERC, in collaboration with Meridian Environmental Services, developed and demonstrated the efficacy of a wind energy forecasting system for use in scheduling energy output from wind farms for a regional electrical generation and transmission utility. With the increased interest at the time of project award in the production of hydrogen as a critical future energy source, many viewed hydrogen produced from wind-generated electricity as an attractive option. In addition, many of the hydrogen production-related concepts involve utilization of energy resources without the need for additional electrical transmission. For this reason, under Task 4, the EERC provided a summary of end uses for hydrogen in the region and focused on one end product in particular (fertilizer), including several process options and related economic analyses.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    The overall objective of this project was the development and evaluation of novel hydrocarbon fuel cell (FC) membranes that possess high temperature performance and long term chemical/mechanical durability in proton exchange membrane (PEM) fuel cells (FC). The major research theme was synthesis of aromatic hydrocarbon polymers of the poly(arylene ether sulfone) (PAES) type containing sulfonic acid groups tethered to the backbone via perfluorinated alkylene linkages and in some cases also directly attached to the phenylene groups along the backbone. Other research themes were the use of nitrogen-based heterocyclics instead of acid groups for proton conduction, which provides high temperature, low relative humidity membranes with high mechanical/thermal/chemical stability and pendant moieties that exhibit high proton conductivities in the absence of water, and synthesis of block copolymers consisting of a proton conducting block coupled to poly(perfluorinated propylene oxide) (PFPO) blocks. Accomplishments of the project were as follows: 1) establishment of a vertically integrated program of synthesis, characterization, and evaluation of FC membranes, 2) establishment of benchmark membrane performance data based on Nafion for comparison to experimental membrane performance, 3) development of a new perfluoroalkyl sulfonate monomer, N,N-diisopropylethylammonium 2,2-bis(p-hydroxyphenyl) pentafluoropropanesulfonate (HPPS), 4) synthesis of random and block copolymer membranes from HPPS, 5) synthesis of block copolymer membranes containing high-acid-concentration hydrophilic blocks consisting of HPPS and 3,3'-disulfonate-4,4'-dichlorodiphenylsulfone (sDCDPS), 6) development of synthetic routes to aromatic polymer backbones containing pendent 1H-1,2,3-triazole moieties, 7) development of coupling strategies to create phase-separated block copolymers between hydrophilic sulfonated prepolymers and commodity polymers such as PFPO, 8) establishment of basic performance properties of experimental membranes, 9) fabrication and FC performance testing of membrane electrode assemblies (MEA) from experimental membranes, and 10) measurement of ex situ and in situ membrane durability of experimental membranes. Although none of the experimental hydrocarbon membranes that issued from the project displayed proton conductivities that met DOE requirements, the project contributed to our basic understanding of membrane structure-property relationships in a number of key respects. An important finding of the benchmark studies is that physical degradation associated with humidity and temperature variations in the FC tend to open new fuel crossover pathways and act synergistically with chemical degradation to accelerate overall membrane degradation. Thus, for long term membrane survival and efficient fuel utilization, membranes must withstand internal stresses due to humidity and temperature changes. In this respect, rigid aromatic hydrocarbon fuel cell membranes, e.g. PAES, offer an advantage over un-modified Nafion membranes. The benchmark studies also showed that broadband dielectric spectroscopy is a potentially powerful tool in assessing shifts in the fundamental macromolecular dynamics caused by Nafion chemical degradation, and thus, this technique is of relevance in interrogating proton exchange membrane durability in fuel cells and macromolecular dynamics as coupled to proton migration, which is of fundamental relevance in proton exchange membranes in fuel cells. A key finding from the hydrocarbon membrane synthesis effort was that rigid aromatic polymers containing isolated ion exchange groups tethered tightly to the backbone (short tether), such as HPPS, provide excellent mechanical and durability properties but do not provide sufficient conductivity, in either random or block configuration, when used as the sole ion exchange monomer. However, we continue to hypothesize that longer tethers, and tethered groups spaced more closely within the hydrophilic chain elements of the polymer, will yield highly conductive materials with excellent mechanical properties. Another key finding is the superior performance of PAES membranes upon being subjected to open circuit voltage (OCV) testing. Throughout the course of the experiment, OCV for the PAES not only stayed higher but also decayed at a much lower rate, which is attributed to better dimensional stability and improved mechanical and gas barrier properties. The rigid backbone reinforcement of PAES adds gas diffusion tortuosity that restricts membrane degradation and OCV loss due to reduced fuel crossover. The overall results of creep, contractile stress and mechanical tensile tests confirm the conclusion that degraded MEAs of PAES membrane can handle stress and are more likely to be more durable in a fuel cell, even after subjected to 62h of OCV degradation.

  3. Wind Spires as an Alternative Energy Source

    This report discloses the design and development of an innovative wind tower system having an axisymmetric wind deflecting structure with a plurality of symmetrically mounted rooftop size wind turbines near the axisymmetric structure. The purpose of the wind deflecting structure is to increase the ambient wind speed that in turn results in an overall increase in the power capacity of the wind turbines. Two working prototypes were constructed and installed in the summer of 2009 and 2012 respectively. The system installed in the Summer of 2009 has a cylindrical wind deflecting structure, while the tower installed in 2012 has a spiral-shape wind deflecting structure. Each tower has 4 turbines, each rated at 1.65 KW Name-Plate-Rating. Before fabricating the full-size prototypes, computational fluid dynamic (CFD) analyses and scaled-down table-top models were used to predict the performance of the full-scale models. The performance results obtained from the full-size prototypes validated the results obtained from the computational models and those of the scaled-down models. The second prototype (spiral configuration) showed at a wind speed of 11 miles per hour (4.9 m/s) the power output of the system could reach 1,288 watt, when a typical turbine installation, with no wind deflecting structure, could produce only 200 watt by the same turbines at the same wind speed. At a wind speed of 18 miles per hour (8 m/sec), the spiral prototype produces 6,143 watt, while the power generated by the same turbines would be 1,412 watt in the absence of a wind deflecting structure under the same wind speed. Four US patents were allowed, and are in print, as the results of this project (US 7,540,706, US 7,679,209, US 7,845,904, and US 8,002,516).

    The Calla Energy Biomass Project, to be located in Estill County, Kentucky is to be conducted in two phases. The objective of Phase I is to evaluate the technical and economic feasibility of cofiring biomass-based gasification fuel-gas in a power generation boiler. Natural gas and waste coal fines were evaluated as the cofired fuel. The project is based on the use of commercially available technology for feeding and gas cleanup that would be suitable for deployment in municipal, large industrial and utility applications. A design was developed for a cofiring combustion system for the biomass gasification-based fuel-gas capable of stable, low-NOx combustion over the full range of gaseous fuel mixtures in a power generation boiler, with low carbon monoxide emissions and turndown capabilities suitable for large-scale power generation applications. Following the preliminary design, GTI evaluated the gasification characteristics of selected feedstocks for the project. To conduct this work, GTI assembled an existing ''mini-bench'' unit to perform the gasification tests. The results of the test were used to confirm the process design completed in Phase Task 1. As a result of the testing and modeling effort, the selected biomass feedstocks gasified very well, with a carbon conversion of over 98% and individual gas component yields that matched the RENUGAS{reg_sign} model. As a result of this work, the facility appears very attractive from a commercial standpoint. Similar facilities can be profitable if they have access to low cost fuels and have attractive wholesale or retail electrical rates for electricity sales. The objective for Phase II is to design, install and demonstrate the combined gasification and combustion system in a large-scale, long-term cofiring operation to promote acceptance and utilization of indirect biomass cofiring technology for large-scale power generation applications. Phase II has not been approved for construction at this time.

The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages will determine the demand, forecast future need and identify the differences in energy costs, narrowing the focus of the work and defining its scope. The Tribe's peak demand periods will help determine the scope of need for alternative energy sources. The Tribe's Energy Efficiency and Alternatives Analysis report included several system investigations which include fuel cells, wind turbines, solar panels, hydro electric, ground source heat pumps, bio mass, cogeneration & energy conservation and implementation for the existing properties. The energy analysis included site visits to collect and analyze historical energy usage and cost. The analysis also included the study of the building systems for the Elk Valley Casino, Elk Valley Rancheria administration complex, United Indian Health Service/Small Community Center complex and the Tribal Gaming Commission Offices. The analysis involved identifying modifications, performing an engineering economic analysis, preparation of a rank ordered list of modifications and preparation of a report to provide recommendations and actions for the Tribe to implement.

    The objective of this project is to conduct research to determine the feasibility of using alternate fuel sources for the production of cement. Successful completion of this project will also be beneficial to other commercial processes that are highly energy intensive. During this report period, we have completed all the subtasks in the preliminary survey. Literature searches focused on the types of alternative fuels currently used in the cement industry around the world. Information was obtained on the effects of particular alternative fuels on the clinker/cement product and on cement plant emissions. Federal regulations involving use of waste fuels were examined. Information was also obtained about the trace elements likely to be found in alternative fuels, coal, and raw feeds, as well as the effects of various trace elements introduced into system at the feed or fuel stage on the kiln process, the clinker/cement product, and concrete made from the cement.     The major purpose of this investigation was to assess the impact of household socio-economic factors, dwelling characteristics, energy conservation behavior, and energy attitudes on the perceptions of energy-efficient housing alternatives. Perceptions of passive solar, active solar, earth sheltered, and retrofitted housing were examined. Data used were from the Southern Regional Research Project, S-141, Housing for Low and Moderate Income Families. Responses from 1804 households living in seven southern states were analyzed. A conceptual model was proposed to test the hypothesized relationships which were examined by path analysis. Perceptions of energy efficient housing alternatives were found to be a function of selected household and dwelling characteristics, energy attitude, household economic factors, and household conservation behavior. Age and education of the respondent, family size, housing-income ratio, utility income ratio, energy attitude, and size of the dwelling unit were found to have direct and indirect effects on perceptions of energy-efficient housing alternatives. Energy conservation behavior made a significant direct impact with behavioral energy conservation changes having the most profound influence. Conservation behavior was influenced by selected household and dwelling characteristics, energy attitude, and household economic factors.

Black-Right-Pointing-Pointer Preference to the multi-criteria against the one-criterion evaluation process is discussed. - Abstract: This paper examines the evaluation of a waste management project's alternatives through a quantitative risk analysis. Cost benefit analysis is a widely used method, in which the investments are mainly assessed through the calculation of their evaluation indicators, namely benefit/cost (B/C) ratios, as well as the quantification of their financial, technical, environmental and social risks. Herein, a novel approach in the form of risk-based multi-criteria assessment (RBMCA) is introduced, which can be used by decision makers, in order to select the optimum alternative of a waste management project. Specifically, decision makers use multiple criteria, which are based on the cumulative probability distribution functions of the alternatives' B/C ratios. The RBMCA system is used for the evaluation of a waste incineration project's alternatives, where the correlation between the criteria weight values and the decision makers' risk preferences is analyzed and useful conclusions are discussed.
