    An alternatives analysis was performed for the Advanced Post-Irradiation Capabilities (APIEC) project in accordance with the U.S. Department of Energy (DOE) Order DOE O 413.3B, “Program and Project Management for the Acquisition of Capital Assets”. The Alternatives Analysis considered six major alternatives: ? No Action ? Modify Existing DOE Facilities – capabilities distributed among multiple locations ? Modify Existing DOE Facilities – capabilities consolidated at a few locations ? Construct New Facility ? Commercial Partnership ? International Partnerships Based on the alternatives analysis documented herein, it is recommended to DOE that the advanced post-irradiation examination capabilities be provided by a new facility constructed at the Materials and Fuels Complex at the Idaho National Laboratory.

  2. Alternative fuel capabilities of the Mod II Stirling vehicle

    The Stirling engine's characteristics make it a prime candidate for both multifuel and alternative fuel uses. In this paper, the relevant engine characteristics of the Mod II Stirling engine are examined, including the external heat system and basic operation. Adaptation of the Stirling to multifuel operation is addressed, and its experience with alternative fuels in automotive applications is summarized. The results of the U.S. Air Force review of the Stirling's multifuel capability are described, and the Stirling's advantages with liquid, gaseous, and solid fuels are discussed.

    A rigorous method based on the output/loss approach is developed for calculating the coal flow rate for multiple fuel burning boilers. It is assumed that the ultimate analyses of all the fuels are known. In addition, it is assumed that the flow rates of all the fuels with the exception of coal are known. The calculations are performed iteratively, with the first iteration taking into consideration coal as the only fuel. The results converge to the correct answer after a few number of iterations, typically four or five.

    The K Basins Sludge Retrieval System Preliminary Hazard Analysis Report (HNF-2676) identified and categorized a series of potential accidents associated with K Basins Sludge Retrieval System design and operation. The fuel burn accident was of concern with respect to the potential release of contamination resulting from a runaway chemical reaction of the uranium fuel in a knockout pot basket suspended in the air. The unmitigated radiological dose to an offsite receptor from this fuel burn accident is calculated to be much less than the offsite risk evaluation guidelines for anticipated events. However, because of potential radiation exposure to the facility worker, this accident is precluded with a safety significant lifting device that will prevent the monorail hoist from lifting the knockout pot basket out of the K Basin water pool.

    A global energy/economics/environmental (E{sup 3}) model has been adapted with a nuclear energy/materials model to understand better {open_quotes}top-level{close_quotes}, long-term trade offs between civilian nuclear power, nuclear-weapons proliferation, fossil-fuel burning, and global economic welfare. Using a {open_quotes}business-as-usual{close_quotes} (BAU) point-of-departure case, economic, resource, proliferation-risk implications of plutonium recycle in LAIRs, greenhouse-gas-mitigating carbon taxes, and a range of nuclear energy costs (capital and fuel) considerations have been examined. After describing the essential elements of the analysis approach being developed to support the Los Alamos Nuclear Vision Project, preliminary examples of parametric variations about the BAU base-case scenario are presented. The results described herein represent a sampling from more extensive results collected in a separate report. The primary motivation here is: (a) to compare the BAU basecase with results from other studies; (b) to model on a regionally resolved global basis long-term (to year {approximately}2100) evolution of plutonium accumulation in a variety of forms under a limited range of fuel-cycle scenarios; and (c) to illustrate a preliminary connectivity between risks associated with nuclear proliferation and fossil-fuel burning (e.g., greenhouse-gas accumulations).

    Five conditions, at minimum, should be examined in the comparative analysis of CO{sub 2}-mitigation options for the power sector. Under the continuing constraint of scarce financial resources for any private or public investment in the power sector, the following combination of requirements characterise a successful CO{sub 2}-mitigation project: (1) Financial attractiveness for private or public investors. (2) Low, or even negative, long range marginal costs per ton of `CO{sub 2} saved`. (3) High impact on CO{sub 2}-mitigation, which indicates a large market potential for the measure. (4) The number of individual investments required to achieve the impact is relatively small. In other words, logistical difficulties in project implementation are minimised. (5) The projects are `socially fair` and have minimal negative impact on any segment of the society. This paper deals with options to reduce carbonaceous fuel burning in the power sector. Part I explains how projects should be selected and classified. Part II describes the technical options. Since reduction of carbonaceous fuel burning may be achieved through Demand Side Management (DSM) and Supply Side Management (SSM) both are treated. Within the context of this paper SSM does not mean to expand power supply as demand grows. It means to economically generate and distribute power as efficiently as possible. In too many instances DSM has degenerated into efficient lighting programs and utility managed incentives and rebate programs. To what extent this is a desirable situation for utilities in Developing Countries that face totally different problems as their counterparts in highly industrialised countries remains to be seen. Which road to go is the topic of this paper.

    This document describes the compilation, content, and format of the most comprehensive C0{sub 2}-emissions database currently available. The database includes global, regional, and national annual estimates of C0{sub 2} emissions resulting from fossil-fuel burning, cement manufacturing, and gas flaring in oil fields for 1950--92 as well as the energy production, consumption, and trade data used for these estimates. The methods of Marland and Rotty (1983) are used to calculate these emission estimates. For the first time, the methods and data used to calculate CO, emissions from gas flaring are presented. This C0{sub 2}-emissions database is useful for carbon-cycle research, provides estimates of the rate at which fossil-fuel combustion has released C0{sub 2} to the atmosphere, and offers baseline estimates for those countries compiling 1990 C0{sub 2}-emissions inventories.

    The Southern Nevada Alternative Fuels Program is designed to demonstrate, in a day-to-day bus operation, the reliability and efficiency of a hydrogen bus operation under extreme conditions. By using ICE technology and utilizing a virtually emission free fuel, benefits to be derived include air quality enhancement and vehicle performance improvements from domestically produced, renewable energy sources. The project objective is to help both Ford and the City demonstrate and evaluate the performance characteristics of the E-450 H2ICE shuttle buses developed by Ford, which use a 6.8-liter supercharged Triton V-10 engine with a hydrogen storage system equivalent to 29 gallons of gasoline. The technology used during the demonstration project in the Ford buses is a modified internal combustion engine that allows the vehicles to run on 100% hydrogen fuel. Hydrogen gives a more thorough fuel burn which results in more power and responsiveness and less pollution. The resultant emissions from the tailpipe are 2010 Phase II compliant with NO after treatment. The City will lease two of these E-450 H2ICE buses from Ford for two years. The buses are outfitted with additional equipment used to gather information needed for the evaluation. Performance, reliability, safety, efficiency, and rider comments data will be collected. The method of data collection will be both electronically and manually. Emissions readings were not obtained during the project. The City planned to measure the vehicle exhaust with an emissions analyzer machine but discovered the bus emission levels were below the capability of their machine. Passenger comments were solicited on the survey cards. The majority of comments were favorable. The controllable issues encountered during this demonstration project were mainly due to the size of the hydrogen fuel tanks at the site and the amount of fuel that could be dispensed during a specified period of time. Metrology provides NIST traceable precision measurements or equipment calibration for a wide variety of parameters, ranges, and state-of-the-art uncertainties. Metrology laboratories conform to the requirements of the Department of Energy Development and Production Manual Chapter 13.2, ANSI/ISO/IEC ANSI/ISO/IEC 17025:2005, and ANSI/NCSL Z540-1. FM&T Metrology laboratories are accredited by NVLAP for the parameters, ranges, and uncertainties listed in the specific scope of accreditation under NVLAP Lab code 200108-0. The Honeywell Federal Manufacturing & Technologies (FM&T) Metrology Department has developed measurement technology and calibration capability in four major fields of measurement: (1) Mechanical; (2) Environmental, Gas, Liquid; (3) Electrical (DC, AC, RF/Microwave); and (4) Optical and Radiation. Metrology Engineering provides the expertise to develop measurement capabilities for virtually any type of measurement in the fields listed above.     This document contains descriptions of Federal Manufacturing & Technologies (FM&T) Metrology capabilities, traceability flow charts, and the measurement uncertainty of each measurement capability. Metrology provides NIST traceable precision measurements or equipment calibration for a wide variety of parameters, ranges, and state-of-the-art uncertainties. Metrology laboratories conform to the requirements of the Department of Energy Development and Production Manual Chapter 8.4, ANSI/ISO/IEC ANSI/ISO/IEC 17025:2000, and ANSI/NCSL Z540-1 (equivalent to ISO Guide 25). FM&T Metrology laboratories are accredited by NVLAP for the parameters, ranges, and uncertainties listed in the specific scope of accreditation under NVLAP Lab code 200108-0.     There are many deployed approaches for blocking unwanted traffic, either once it reaches the recipient's network, or closer to its point of origin. One of these schemes is based on the notion of traffic carrying capabilities that grant access to a network and/or end host. However, leveraging capabilities results in added complexity and additional steps in the communication process: Before communication starts a remote host must be vetted and given a capability to use in the subsequent communication. In this paper, we propose a lightweight mechanism that turns the answers provided by DNS name resolution---which Internet communication broadly depends on anyway---into capabilities. While not achieving an ideal capability system, we show the mechanism can be built from commodity technology and is therefore a pragmatic way to gain some of the key benefits of capabilities without requiring new infrastructure.

    A stove or furnace for efficient combustion of wood fuel includes a vertical feed combustion chamber (15) for receiving and supporting wood fuel in a vertical attitude or stack. A major upper portion of the combustion chamber column comprises a water jacket (14) for coupling to a source of water or heat transfer fluid for convection circulation of the fluid. The locus (31) of wood fuel combustion is thereby confined to the refractory base of the combustion chamber. A flue gas propagation delay channel (34) extending laterally from the base of the chamber affords delayed travel time in a high temperature refractory environment sufficient to assure substantially complete combustion of the gaseous products of wood burning with forced air prior to extraction of heat in heat exchanger (16). Induced draft draws the fuel gas and air mixture laterally through the combustion chamber and refractory high temperature zone to the heat exchanger and flue. Also included are active sources of forced air and induced draft, multiple circuit couplings for the recovered heat, and construction features in the refractory material substructure and metal component superstructure.

    Los Alamos National Laboratory (LANL) uses capability reviews to assess the science, technology and engineering (STE) quality and institutional integration and to advise Laboratory Management on the current and future health of the STE. Capability reviews address the STE integration that LANL uses to meet mission requirements. The Capability Review Committees serve a dual role of providing assessment of the Laboratory's technical contributions and integration towards its missions and providing advice to Laboratory Management. The assessments and advice are documented in reports prepared by the Capability Review Committees that are delivered to the Director and to the Principal Associate Director for Science, Technology and Engineering (PADSTE). Laboratory Management will use this report for STE assessment and planning. LANL has defined fifteen STE capabilities. Electrodynamics and Accelerators is one of the seven STE capabilities that LANL Management (Director, PADSTE, technical Associate Directors) has identified for review in Fiscal Year (FY) 2010. Accelerators and electrodynamics at LANL comprise a blend of large-scale facilities and innovative small-scale research with a growing focus on national security applications. This review is organized into five topical areas: (1) Free Electron Lasers; (2) Linear Accelerator Science and Technology; (3) Advanced Electromagnetics; (4) Next Generation Accelerator Concepts; and (5) National Security Accelerator Applications. The focus is on innovative technology with an emphasis on applications relevant to Laboratory mission. The role of Laboratory Directed Research and Development (LDRD) in support of accelerators/electrodynamics will be discussed. The review provides an opportunity for interaction with early career staff. Program sponsors and customers will provide their input on the value of the accelerator and electrodynamics capability to the Laboratory mission.

    From early coiled tubing (CT) use to recent operations, most concerns have been about tube damage from past service and remaining safe working life. Composite CT (CCT) is designed and constructed to exhibit unique anisotropic characteristics relative to steel or alternative isotropic materials that expand burst, collapse, tensile and compressive load performance capabilities. In 1988, Conoco Inc. began a development effort focused on using high-performance composite materials to meet numerous challenges associated with current and future oil and gas exploration and development. At that time, Conoco initiated a project to explore composite materials use for high-pressure, long-length, non-corroding tubulars with primary application as onshore water injection lines. In 1989, Conoco awarded a contract to AMAT a/s in Sandefjord, Norway to develop spoolable composite pipe for small diameter subsea lines. Concurrent with ongoing spoolable composite subsea lines, Conoco also began to explore high-performance CCT development in 1989.

    Process Control System (PCS) and Industrial Control System (ICS) security is critical to our national security. But there are a number of technological, economic, and educational impediments to PCS owners implementing effective security on their systems. Sandia National Laboratories has performed the research and development of the OPSAID (Open PCS Security Architecture for Interoperable Design), a project sponsored by the US Department of Energy Office of Electricity Delivery and Energy Reliability (DOE/OE), to address this issue. OPSAID is an open-source architecture for PCS/ICS security that provides a design basis for vendors to build add-on security devices for legacy systems, while providing a path forward for the development of inherently-secure PCS elements in the future. Using standardized hardware, a proof-of-concept prototype system was also developed. This report describes the improvements and capabilities that have been added to OPSAID since an initial report was released. Testing and validation of this architecture has been conducted in another project, Lemnos Interoperable Security Project, sponsored by DOE/OE and managed by the National Energy Technology Laboratory (NETL).

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    The purpose of this document is to provide a comprehensive review of the mission of the Fuel Fabrication Capability (FFC) within the Global Threat Reduction Initiative Convert Program, along with research and development (R&D) needs that have been identified as necessary to ensuring mission success. The design and fabrication of successful nuclear fuels must be closely linked endeavors. Therefore, the overriding motivation behind the FFC R&D program described in this plan is to foster closer integration between fuel design and fabrication to reduce programmatic risk. These motivating factors are all interrelated, and progress addressing one will aid understanding of the others. The FFC R&D needs fall into two principal categories, 1) baseline process optimization, to refine the existing fabrication technologies, and 2) manufacturing process alternatives, to evaluate new fabrication technologies that could provide improvements in quality, repeatability, material utilization, or cost. The FFC R&D Plan examines efforts currently under way in regard to coupon, foil, plate, and fuel element manufacturing, and provides recommendations for a number of R&D topics that are of high priority but not currently funded (i.e., knowledge gaps). The plan ties all FFC R&D efforts into a unified vision that supports the overall Convert Program schedule in general, and the fabrication schedule leading up to the MP-1 and FSP-1 irradiation experiments specifically. The fabrication technology decision gates and down-selection logic and schedules are tied to the schedule for fabricating the MP-1 fuel plates, which will provide the necessary data to make a final fuel fabrication process down-selection. Because of the short turnaround between MP-1 and the follow-on FSP-1 and MP-2 experiments, the suite of specimen types that will be available for MP-1 will be the same as those available for FSP-1 and MP-2. Therefore, the only opportunity to explore parameter space and alternative processing

    The composite material research and development performed over the last year has greatly enhanced the capabilities of CTH for non-isotropic materials. The enhancements provide the users and developers with greatly enhanced capabilities to address non-isotropic materials and their constitutive model development. The enhancements to CTH are intended to address various composite material applications such as armor systems, rocket motor cases, etc. A new method for inserting non-isotropic materials was developed using Diatom capabilities. This new insertion method makes it possible to add a layering capability to a shock physics hydrocode. This allows users to explicitly model each lamina of a composite without the overhead of modeling each lamina as a separate material to represent a laminate composite. This capability is designed for computational speed and modeling efficiency when studying composite material applications. In addition, the layering capability also allows a user to model interlaminar mechanisms. Finally, non-isotropic coupling methods have been investigated. The coupling methods are specific to shock physics where the Equation of State (EOS) is used with a nonisotropic constitutive model. This capability elastically corrects the EOS pressure (typically isotropic) for deviatoric pressure coupling for non-isotropic materials.

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    The US Department of Energy`s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is responsible for developing the Civilian Radioactive Waste Management System (CRWMS) to accept spent nuclear fuel from commercial facilities. The objective of the Facility Interface Capability Assessment (FICA) project was to assess the capability of each commercial spent nuclear fuel (SNF) storage facility, at which SNF is stored, to handle various SNF shipping casks. The purpose of this report is to present and analyze the results of the facility assessments completed within the FICA project. During Phase 1, the data items required to complete the facility assessments were identified and the database for the project was created. During Phase 2, visits were made to 122 facilities on 76 sites to collect data and information, the database was updated, and assessments of the cask-handling capabilities at each facility were performed. Each assessment of cask-handling capability contains three parts: the current capability of the facility (planning base); the potential enhanced capability if revisions were made to the facility licensing and/or administrative controls; and the potential enhanced capability if limited physical modifications were made to the facility. The main conclusion derived from the planning base assessments is that the current facility capabilities will not allow handling of any of the FICA Casks at 49 of the 122 facilities evaluated. However, consideration of potential revisions and/or modifications showed that all but one of the 49 facilities could be adapted to handle at least one of the FICA Casks. For this to be possible, facility licensing, administrative controls, and/or physical aspects of the facility would need to be modified.

    This report describes Berkeley Lab's exploration of how the National Energy Modeling System (NEMS) models distributed generation (DG) and presents possible approaches for improving how DG is modeled. The on-site electric generation capability has been available since the AEO2000 version of NEMS. Berkeley Lab has previously completed research on distributed energy resources (DER) adoption at individual sites and has developed a DER Customer Adoption Model called DER-CAM. Given interest in this area, Berkeley Lab set out to understand how NEMS models small-scale on-site generation to assess how adequately DG is treated in NEMS, and to propose improvements or alternatives. The goal is to determine how well NEMS models the factors influencing DG adoption and to consider alternatives to the current approach. Most small-scale DG adoption takes place in the residential and commercial modules of NEMS. Investment in DG ultimately offsets purchases of electricity, which also eliminates the losses associated with transmission and distribution (T&D). If the DG technology that is chosen is photovoltaics (PV), NEMS assumes renewable energy consumption replaces the energy input to electric generators. If the DG technology is fuel consuming, consumption of fuel in the electric utility sector is replaced by residential or commercial fuel consumption. The waste heat generated from thermal technologies can be used to offset the water heating and space heating energy uses, but there is no thermally activated cooling capability. This study consists of a review of model documentation and a paper by EIA staff, a series of sensitivity runs performed by Berkeley Lab that exercise selected DG parameters in the AEO2002 version of NEMS, and a scoping effort of possible enhancements and alternatives to NEMS current DG capabilities.
