    This report summarizes the progress made during the September 2001-March 2002 reporting period under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled ''Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program''. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. The overall objective of the program is to demonstrate a modular SOFC system that can be configured to create highly efficient, cost-competitive, and environmentally benign power plants tailored to specific markets. When fully developed, the system will meet the efficiency, performance, life, and cost goals for future commercial power plants.

    This report summarizes the work performed for Phase I (October 2001 - August 2006) under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled 'Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program'. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. During Phase I of the program significant progress has been made in the area of SOFC technology. A high-efficiency low-cost system was designed and supporting technology developed such as fuel processing, controls, thermal management, and power electronics. Phase I culminated in the successful demonstration of a prototype system that achieved a peak efficiency of 41%, a high-volume cost of $724/kW, a peak power of 5.4 kW, and a degradation rate of 1.8% per 500 hours. . An improved prototype system was designed, assembled, and delivered to DOE/NETL at the end of the program. This prototype achieved an extraordinary peak efficiency of 49.6%.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    The superfield propagator contains a measurable quantum leap, which comes from the definition of SUSY. In the sfermion -> Goldstino + fermion vertex change: 1. the spin of sparticle with discrete 1/2, 2. the Grassman superspace with the Goldstino shift operator. 3. the spacetime as the result of extra dimensional leap. The leap nature of SUSY transformations appears in the squark decay, it is the analog definition of SUSY. The quantum leaped outgoing propagators are determined and break locally the energy and the charge. Like to the teleportation the entangled pairs are here the b quark and the Goldstino. The dominant stop production is from gluons. The stop-antistop pair decay to quantum leaped b (c or t) quark, and the decay break the color. I get for the (color breaking) quantum leap: 10^-18 m !!! And 10^-11 m color breaking would be needed for a color breaking chain reaction. The open question is: Are the colliders going to produce supersymmetry charge? Because some charges in QGP can make long color breaking and a chain reaction. A long color broken QGP state in the re-Big Bang theory could explain the near infinite energy and the near infinite mass of the universe: - at first was random color QGP in the flat space-time, - at twice the color restoration in the curved space-time, which eats the Goldstinos, - and finally the baryon genesis. The re Big Bang make a supernova like collapse and a flat explosion of Universe.     The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    The tau-leaping method is often effective for speeding up discrete stochastic simulation of chemically reacting systems. However, when fast reactions are involved, the speed-up for this method can be quite limited. One way to address this is to apply a stochastic quasi-steady state assumption. However we must be careful when using this assumption. If the fast subsystem cannot reach a steady distribution fast enough, the quasi-steady-state assumption will propagate error into the simulation. To avoid these errors, we propose to use the time dependent solution rather than the quasi-steady-state. Generally speaking, the time dependent solution is not easy to derive for an arbitrary network. However, for some common motifs we do have time dependent solutions. We derive the time dependent solutions for these motifs, and then show how they can be used with tau-leaping to achieve substantial speed-ups, including for a realistic model of blood coagulation. Although the method is complicated, we have automated it.

    This project had two major tasks: Task 1. The construction of a new air/helium facility to collect detailed measurements of Rayleigh-Taylor (RT) mixing at high Atwood number, and the distribution of these data to LLNL, LANL, and Alliance members for code validation and design purposes. Task 2. The collection of initial condition data from the new Air/Helium facility, for use with validation of RT simulation codes at LLNL and LANL. This report describes work done in the last twelve (12) months of the project, and also contains a summary of the complete work done over the three (3) life of the project. As of April 1, 2006, the air/helium facility (Task 1) is now complete and extensive testing and validation of diagnostics has been performed. Initial condition studies (Task 2) is also comp lete. Detailed experiments with air/helium with Atwood numbers up to 0.1 have been completed, and Atwood numbers of 0.25. Within the last three (3) months we have been able to successfully run the facility at Atwood numbers of 0.5. The progress matches the project plan, as does the budget. We have finished the initial condition studies using the water channel, and this work has been accepted for publication on the Journal of Fluid Mechanics (the top fluid mechanics journal). Mr. Nick Mueschke and Mr. Wayne Kraft are continuing with their studies to obtain PhDs in the same field, and will also continue their collaboration visits to LANL and LLNL. Over its three (3) year life the project has supported two(2) Ph.D.’s and three (3) MSc’s, and produced nine (9) international journal publications, twenty four (24) conference publications, and numerous other reports. The highlight of the project has been our close collaboration with LLNL (Dr. Oleg Schilling) and LANL (Drs. Dimonte, Ristorcelli, Gore, and Harlow).

    The Science and Engineering Alliance (SEA) was formed in 1990. The goal of the SEA is to foster and encourage collaborative research among the Alliance members. Collaborative research enhances the production of well-qualified scientists and engineers graduating from the SEA member institutions.     This document is intended to serve two purposes: (1) a program status report on the progress the Science and Engineering Alliance (SEA) made since receiving initial Department of Energy (DOE) support for infrastructure development; and (2) a summary report of the activities administered by the SEA compiled in a single document under the auspices of the SEA Program. In 1995, a universal resource locator (URL) on the World Wide Web (WWW) was established for easy access to pertinent information about the SEA Program. The information pointed to by the URL is updated periodically, and the interested reader is urged to access the WWW for more information. The SEA is a university-government-industry partnership that seeks ways to enhance the research and teaching capability of its members. The SEA program continues to evolve into a very successful interdisciplinary program. It is a model inter-HBCU collaboration, and an excellent example of how cooperation between universities and a national laboratory can capitalize on their individual strengths to expand research opportunities for minority students and researchers. The members are committed to developing collaborative research programs, enhance teaching techniques, and modify science and engineering curriculum to improve student training.

    Funding was provided to Brookhaven National Laboratory in the fourth quarter of FY93 to establish a regional alliance as defined by Dr. Clyde Frank during his visit to BNL on March 7, 1993. In collaboration with the Long Island Research Institute (LIRI), BNL developed a business plan for the Northeast Waste Management Alliance (NEWMA). Concurrently, informal discussions were initiated with representatives of the waste management industry, and meetings were held with local and state regulatory and governmental personnel to obtain their enthusiasm and involvement. A subcontract to LIRI was written to enable it to formalize interactions with companies offering new waste management technologies selected for their dual value to the DOE and local governments in the Northeast. LIRI was founded to develop and coordinate economic growth via introduction of new technologies. As a not-for-profit institution it is in an ideal position to manage the development of NEWMA through ready access to venture capital and strong interactions with the business community, universities, and BNL. Another subcontract was written with a professor at SUNY/Stony Brook to perform an evaluation of new pyrolitic processes, some of which may be appropriate for development by NEWMA. Independent endorsement of the business plan recently by another organization, GETF, with broad knowledge of DOE/EM-50 objectives, provides a further incentive for moving rapidly to implement the NEWMA strategy. This report describes progress made during the last quarter of FY93.

    The objective of this project is to develop a 5 kW Solid Oxide Fuel Cell power system for a range of fuels and applications. During Phase I, the following will be accomplished: Develop and demonstrate technology transfer efforts on a 5 kW stationary distributed power generation system that incorporates steam reforming of natural gas with the option of piped-in water (Demonstration System A). Initiate development of a 5 kW system for later mass-market automotive auxiliary power unit application, which will incorporate Catalytic Partial Oxidation (CPO) reforming of gasoline, with anode exhaust gas injected into an ultra-lean burn internal combustion engine. This technical progress report covers work performed by Delphi from July 1, 2003 to December 31, 2003, under Department of Energy Cooperative Agreement DE-FC-02NT41246. This report highlights technical results of the work performed under the following tasks: Task 1 System Design and Integration; Task 2 Solid Oxide Fuel Cell Stack Developments; Task 3 Reformer Developments; Task 4 Development of Balance of Plant (BOP) Components; Task 5 Manufacturing Development (Privately Funded); Task 6 System Fabrication; Task 7 System Testing; Task 8 Program Management; Task 9 Stack Testing with Coal-Based Reformate; and Task 10 Technology Transfer from SECA CORE Technology Program.     Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole and to celebrate the beginning of the National Oilheat Research Alliance. This meeting is the fourteenth oil heat industry technology conference to be held since 1984 and the first under a new name, NORA, the National Oilheat research Alliance, and the very first in the new century. The conference is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program. The Oilheat Research Program at BNL is under the newly assigned program management at the Office of Power Technology within the US DOE. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.     The report gives results of a comprehensive emission sampling and analysis of a pilot-scale, atmospheric-pressure, coal-fired, fluidized-bed combustor (AFBC). Screening data on organic and inorganic pollutants and indications of biological activity were obtained. The Babcock and Wilcox/Electric Power Research Institute AFBC at Alliance, OH. (B and W/EPRI/Alliance), with a coal-firing capacity of 880 kg/hr was tested. Air pollutant emissions of trace elements were measured upstream of particulate controls. Assuming a control efficiency of 99.9%, necessary to meet the utility boiler Federal NSPS for particulate of 13 ng/J, emissions of trace elements are not significant. Elemental concentrations do not appear to be significantly different from other FBCs or conventional coal combustion systems. Limited further analyses for specific polynuclear aromatic compounds indicate that emissions of these compounds are probably of no concern. Analysis of laboratory-generated leachates from solid waste samples reveals that trace metal concentrations are well below Federal hazardous waste criteria. Positive test results for mutagenicity and cytotoxicity screening tests require further investigation.

    This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    This is the final report for the Department of Energy (DOE) project DE-FG02-06ER25746, entitled, "Continuing High Performance Computing Research and Education at AAMU". This three-year project was started in August 15, 2006, and it was ended in August 14, 2009. The objective of this project was to enhance high performance computing research and education capabilities at Alabama A&M University (AAMU), and to train African-American and other minority students and scientists in the computational science field for eventual employment with DOE. AAMU has successfully completed all the proposed research and educational tasks. Through the support of DOE, AAMU was able to provide opportunities to minority students through summer interns and DOE computational science scholarship program. In the past three years, AAMU (1). Supported three graduate research assistants in image processing for hypersonic shockwave control experiment and in computational science related area; (2). Recruited and provided full financial support for six AAMU undergraduate summer research interns to participate Research Alliance in Math and Science (RAMS) program at Oak Ridge National Lab (ORNL); (3). Awarded highly competitive 30 DOE High Performance Computing Scholarships ($1500 each) to qualified top AAMU undergraduate students in science and engineering majors; (4). Improved high performance computing laboratory at AAMU with the addition of three high performance Linux workstations; (5). Conducted image analysis for electromagnetic shockwave control experiment and computation of shockwave interactions to verify the design and operation of AAMU-Supersonic wind tunnel. The high performance computing research and education activities at AAMU created great impact to minority students. As praised by Accreditation Board for Engineering and Technology (ABET) in 2009, ?The work on high performance computing that is funded by the Department of Energy provides scholarships to undergraduate students as computational science scholars. This is a wonderful opportunity to recruit under-represented students.? Three ASEE papers were published in 2007, 2008 and 2009 proceedings of ASEE Annual Conferences, respectively.     Over the past two years, KLA-Tencor and partners successfully developed and deployed software and hardware tools that increase product yield for High Brightness LED (HBLED) manufacturing and reduce product development and factory ramp times. This report summarizes our development effort and details of how the results of the Solid State Light Program (Falcon) have started to help HBLED manufacturers optimize process control by enabling them to flag and correct identified killer defect conditions at any point of origin in the process manufacturing flow. This constitutes a quantum leap in yield management over current practice. Current practice consists of die dispositioning which is just rejection of bad die at end of process based upon probe tests, loosely assisted by optical in-line monitoring for gross process deficiencies. For the first time, and as a result of our Solid State Lighting Program, our LED manufacturing partners have obtained the software and hardware tools that optimize individual process steps to control killer defects at the point in the processes where they originate. Products developed during our two year program enable optimized inspection strategies for many product lines to minimize cost and maximize yield. The Solid State Lighting Program was structured in three phases: i) the development of advanced imaging modes that achieve clear separation between LED defect types, improves signal to noise and scan rates, and minimizes nuisance defects for both front end and back end inspection tools, ii) the creation of defect source analysis (DSA) software that connect the defect maps from back-end and front-end HBLED manufacturing tools to permit the automatic overlay and traceability of defects between tools and process steps, suppress nuisance defects, and identify the origin of killer defects with process step and conditions, and iii) working with partners (Philips Lumileds) on product wafers, obtain a detailed statistical correlation of automated defect and DSA map overlay to failed die identified using end product probe test results. Results from our two year effort have led to “automated end-to-end defect detection” with full defect traceability and the ability to unambiguously correlate device killer defects to optically detected features and their point of origin within the process. Success of the program can be measured by yield improvements at our partner’s facilities and new product orders.

  20. Astrophysics Simulations from the ASC/Alliances Center for Astrophysical Thermonuclear Flashes

    The "Flash Center" works to solve the long-standing problem of thermonuclear flashes on the surfaces of compact stars such as neutron stars and white dwarfs, and in the interior of white dwarfs (i.e., Type I supernovae). The physical conditions, and many of the physical phenomena, are similar to those confronted by the Department of Energy Stockpile Stewardship program. The (fully ionized) plasmas are at very high temperatures and densities; and the physical problems of nuclear ignition, deflagration or detonation, turbulent mixing, and interface dynamics for complex multicomponent fluids are common to the weapons program. Because virtually every aspect of this problem represents a computational Grand Challenge, large-scale numerical simulations are at the heart of its resolution (Taken from Executive Summary page).     Wisconsin Public Service Corporation (WPSC), in partnership with Energy Alliance Group (EAG), has developed a robust cash-flow economic model to analyze an energy service company (ESCO) approach to utility solar water heating programs. This paper describes the ESCO approach and its potential to increase penetration of solar water heating. The economic model is presented, and its use in designing WPSC`s Solar-Wise Water Heating Service program is described. The model`s results for WPSC are positive, indicating that an ESCO approach has strong potential. A feasibility study of ESCO solar water heating programs for a varied sample of other US utilities was also conducted using the model, and the results are summarized. Sensitivity analyses from the study reveal that the three key drivers of ESCO solar water heating success are electric rate, length of the service agreement, and the amount of the customer`s payment for the service.

    ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee���¢��������s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit���¢��������it���¢��������s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

    Onsite fuel cell R&D at the National Energy Technology Laboratory (NETL) has been ongoing since the late 1990's. The objective of the onsite program is to support development efforts of the fuel cell technology-related product lines and conduct fundamental research of advanced fuel cell technology. Of special focus is NETL's new 10-yr, multimillion dollar development program call the Solid State Energy Conversion Alliance (SECA). This program is aimed at developing low-cost mass manufactured solid oxide fuel cell technology for a wide variety of applications. In addition to SECA, there are a variety of other products/programs at NETL that can be supported by the onsite R&D group. Vision 21 is one such program and is the U. S. Department of Energy's initiative to deploy high efficiency, ultra-clean co-production coal conversion power plants in the twenty-first century. These plants will consist of power and coproduction modules, which are integrated to meet specific power and chemical markets. In response to these program initiatives, NETL's onsite R&D group is developing significant capability and focusing current activity on the following areas: (1) High-Temperature Fuel Cell Test & Characterization; (2) Integrated Fuel Processing; (3) Fuel Cell Component and Systems Modeling; and (4) Sensors, Controls, and Instrumentation. (ACB) began a pilot water quality testing project using volunteers in July 1985 as one of the activities funded under its Chesapeake Bay Program public participation grant from USEPA. This initial project was carried out in the tidal portions of the James River in Virginia and the Patuxent River in Maryland.     The Department of Energy, Richland Operations (DOE-RL) recently restructured its Hanford work scope, awarding two new contracts over the past several months for a total of three contracts to manage the sites cleanup efforts. DOE-RL met with key contractor personnel prior to and during contract transition to ensure site welding activities had appropriate oversight and maintained code compliance. The transition also provided an opportunity to establish a single site-wide function that would provide welding and materials engineering services to the Hanford site contractors: CH2M HILL Plateau Remediation Company (CHPRC); Mission Support Alliance (MSA); Washington River Protection Solutions (WRPS); and Washington Closure Hanford (WCH). Over the years, multiple and separate welding programs (amongst the several contractors) existed at the Hanford site leading to inefficiencies resulting from duplication of administrative efforts, maintenance of welding procedures, welder performance certifications, etc. The new, single program eliminates these inefficiencies. The new program, co-managed by two of the sites' new contractors, the CHPRC ('owner' of the program and responsible for construction welding services) and the MSA (provides maintenance welding services), provides more than just the traditional construction and maintenance welding services. Also provided, are welding engineering, specialty welding development/qualification for the closure of radioactive materials containers and materials evaluation/failure analysis. The following describes the new Hanford site welding program.

    Early in 1992 the idea of purchasing a Russian designed and fabricated space reactor power system and integrating it with a US designed satellite went from fiction to reality with the purchase of the first two Topaz II reactors by the Strategic Defense Initiative Organization (now the Ballistic Missile Defense Organization (BMDO). The New Mexico Alliance was formed to establish a ground test facility in which to perform nonnuclear systems testing of the Topaz II, and to evaluate the Topaz 11 system for flight testing with respect to safety, performance, and operability. In conjunction, SDIO requested that the Applied Physics Laboratory in Laurel, MD propose a mission and design a satellite in which the Topaz II could be used as the power source. The outcome of these two activities was the design of the Nuclear Electric Propulsion Space Test Program (NEPSTP) satellite which combines a modified Russian Topaz II power system with a US designed satellite to achieve a specified mission. Due to funding reduction within the SDIO, the Topaz II flight program was postponed indefinitely at the end of Fiscal Year 1993. The purpose of this paper is to present an overview of the NEPSTP mission and the satellite design at the time the flight program ended.

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and C that allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. In includes both tutorial and reference material. It also presents the basic concepts that underly PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.     The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

    B and W Protec, Inc. (BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.
