    E-Print Network [OSTI]

    Yero, Ismael G; Bermudo, Sergio

    2011-01-01

Let $G=(V,E)$ be a graph. For a non-empty subset of vertices $S\\subseteq V$, and vertex $v\\in V$, let $\\delta_S(v)=|\\{u\\in S:uv\\in E\\}|$ denote the cardinality of the set of neighbors of $v$ in $S$, and let $\\bar{S}=V-S$. Consider the following condition: {equation}\\label{alliancecondition} \\delta_S(v)\\ge \\delta_{\\bar{S}}(v)+k, \\{equation} which states that a vertex $v$ has at least $k$ more neighbors in $S$ than it has in $\\bar{S}$. A set $S\\subseteq V$ that satisfies Condition (\\ref{alliancecondition}) for every vertex $v \\in S$ is called a \\emph{defensive} $k$-\\emph{alliance}; for every vertex $v$ in the neighborhood of $S$ is called an \\emph{offensive} $k$-\\emph{alliance}. A subset of vertices $S\\subseteq V$, is a \\emph{powerful} $k$-\\emph{alliance} if it is both a defensive $k$-alliance and an offensive $(k +2)$-alliance. Moreover, a subset $X\\subset V$ is a defensive (an offensive or a powerful) $k$-alliance free set if $X$ does not contain any defensive (offensive or powerful, respectively) $k$-allianc...

    E-Print Network [OSTI]

    Jackson, Matthew O

    2014-01-01

We investigate the role of networks of alliances in preventing (multilateral) interstate wars. We first show that, in the absence of international trade, no network of alliances is peaceful and stable. We then show that international trade induces peaceful and stable networks: trade increases the density of alliances so that countries are less vulnerable to attack and also reduces countries' incentives to attack an ally. We present historical data on wars and trade, noting that the dramatic drop in interstate wars since 1950, and accompanying densification and stabilization of alliances, are consistent with the model but not other prominent theories.

    2015-01-01

We introduce the concept of an {\\em operator decision making technique} and apply it to a concrete political problem: should a given political party form a coalition or not? We focus on the situation of three political parties, and divide the electorate into four groups: partisan supporters of each party and a group of undecided voters. We consider party-party interactions of two forms: shared or differing alliance attitudes. Our main results consist of time-dependent decision functions for each of the three parties, and their asymptotic values, i.e., their final decisions on whether or not to form a coalition.

  1. Partitioning a graph into defensive k-alliances

    E-Print Network [OSTI]

    Yero, Ismael G; Rodriguez-Velazquez, Juan A; Sigarreta, Jose M

    2009-01-01

A defensive $k$-alliance in a graph is a set $S$ of vertices with the property that every vertex in $S$ has at least $k$ more neighbors in $S$ than it has outside of $S$. A defensive $k$-alliance $S$ is called global if it forms a dominating set. In this paper we study the problem of partitioning the vertex set of a graph into (global) defensive $k$-alliances. The (global) defensive $k$-alliance partition number of a graph $\\Gamma=(V,E)$, ($\\psi_{k}^{gd}(\\Gamma)$) $\\psi_k^{d}(\\Gamma)$, is defined to be the maximum number of sets in a partition of $V$ such that each set is a (global) defensive $k$-alliance. We obtain tight bounds on $\\psi_k^{d}(\\Gamma)$ and $\\psi_{k}^{gd}(\\Gamma)$ in terms of several parameters of the graph including the order, size, maximum and minimum degree, the algebraic connectivity and the isoperimetric number. Moreover, we study the close relationships that exist among partitions of $\\Gamma_1\\times \\Gamma_2$ into (global) defensive $(k_1+k_2)$-alliances and partitions of $\\Gamma_i$ into...

The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

A global offensive alliance in a graph $G$ is a set $S$ of vertices with the property that every vertex not belonging to $S$ has at least one more neighbor in $S$ than it has outside of $S$. The global offensive alliance number of $G$, $\\gamma_o(G)$, is the minimum cardinality of a global offensive alliance in $G$. A set $S$ of vertices of a graph $G$ is a dominating set for $G$ if every vertex not belonging to $S$ has at least one neighbor in $S$. The domination number of $G$, $\\gamma(G)$, is the minimum cardinality of a dominating set of $G$. In this work we obtain closed formulas for the global offensive alliance number of several families of Cartesian product graphs, we also prove that $\\gamma_o(G\\square H)\\ge \\frac{\\gamma(G)\\gamma_o(H)}{2}$ for any graphs $G$ and $H$ and we show that if $G$ has an efficient dominating set, then $\\gamma_o(G\\square H)\\ge \\gamma(G)\\gamma_o(H).$ Moreover, we present a Vizing-like conjecture for the global offensive alliance number and we prove it for several families of grap...

    SciTech Connect (OSTI)

    Bleakly, Denise Rae

    2007-08-01

In 2005 the National Ground Intelligence Center (NGIC) proposed that the PATTON Alliance provide assistance in evaluating and obtaining the Integrated Gazetteer Database (IGDB), developed for the Naval Space Warfare Command Research group (SPAWAR) under Advance Research and Development Activity (ARDA) funds by MITRE Inc., fielded to the text-based search tool GeoLocator, currently in use by NGIC. We met with the developers of GeoLocator and identified their requirements for a better gazetteer. We then validated those requirements by reviewing the technical literature, meeting with other members of the intelligence community (IC), and talking with both the United States Geologic Survey (USGS) and the National Geospatial Intelligence Agency (NGA), the authoritative sources for official geographic name information. We thus identified 12 high-level requirements from users and the broader intelligence community. The IGDB satisfies many of these requirements. We identified gaps and proposed ways of closing these gaps. Three important needs have not been addressed but are critical future needs for the broader intelligence community. These needs include standardization of gazetteer data, a web feature service for gazetteer information that is maintained by NGA and USGS but accessible to users, and a common forum that brings together IC stakeholders and federal agency representatives to provide input to these activities over the next several years. Establishing a robust gazetteer web feature service that is available to all IC users may go a long way toward resolving the gazetteer needs within the IC. Without a common forum to provide input and feedback, community adoption may take significantly longer than anticipated with resulting risks to the war fighter.

Knowing the strategy of an opponent in a competitive environment conveys obvious evolutionary advantages. But this information is costly, and the benefit of being informed may not necessarily offset the additional cost. Here we introduce social dilemmas with informed strategies, and we show that this gives rise to two cyclically dominant triplets that form defensive alliances. The stability of these two alliances is determined by the rotation velocity of the strategies within each triplet. A weaker strategy in a faster rotating triplet can thus overcome an individually stronger competitor. Fascinating spatial patterns favor the dominance of a single defensive alliance, but enable also the stable coexistence of both defensive alliances in very narrow regions of the parameter space. A continuous reentrant phase transition reveals before unseen complexity behind the stability of strategic alliances in evolutionary social dilemmas.

We present an improved version of the Stillinger--David polarization potential of the intermolecular interaction in water. A clear algorithm of construction of a function describing the oxygen-hydrogen interaction in water molecules is formulated. A new approach to the modeling of a function screening the charge-dipole interaction on small distances is developed. To describe the long-range asymptotics of the intermolecular potential, the bare Stillinger--David potential is supplemented by a term related to the interaction of dipole moments of oxygen ions. In addition, we introduce a term involving a deformation of the electron shells of oxygen ions to the polarization component. These corrections allow us to successfully reproduce all essential results of quantum mechanical calculations of the interaction energy for water molecules obtained by Clementi. Analyzing the behavior of the dipole moment of a water molecule as a function of the intermolecular distance, we obtain the estimate of irreducible two-particle effects in water.

Early reviews of the Clean Air Act Amendments of 1990 (CAAA) focused most strongly on the effects of Title I on local governments, the impact of Title III on industry, and requirements of Title IV on utilities. By concentrating on the compliance issues presented by Title III, however, some industries have overlooked the potential consequences of Title I, which can be expected to affect virtually every industrial operation within it designated nonattainment area by the turn of the century.

    SciTech Connect (OSTI)

    Tuenge, Jason R.

    2011-01-17

Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

    E-Print Network [OSTI]

    Vinogradova, Galina

    2013-01-01

Coalition forming is investigated among countries, which are coupled with short range interactions, under the influence of external fields produced by the existence of global alliances. The model rests on the natural model of coalition forming inspired from Statistical Physics, where instabilities are a consequence of decentralized maximization of the individual benefits of actors within their long horizon of rationality as the ability to envision a way through intermediate loosing states, to a better configuration. The effects of those external incentives on the interactions between countries and the eventual stabilization of coalitions are studied. The results shed a new light on the understanding of the complex phenomena of stabilization and fragmentation in the coalition dynamics and on the possibility to design stable coalitions. In addition to the formal implementation of the model, the phenomena is illustrated through some historical cases of conflicts in Western Europe.

    2013-12-30

The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.
