    We introduce the concept of an {\\em operator decision making technique} and apply it to a concrete political problem: should a given political party form a coalition or not? We focus on the situation of three political parties, and divide the electorate into four groups: partisan supporters of each party and a group of undecided voters. We consider party-party interactions of two forms: shared or differing alliance attitudes. Our main results consist of time-dependent decision functions for each of the three parties, and their asymptotic values, i.e., their final decisions on whether or not to form a coalition.

    We investigate the role of networks of alliances in preventing (multilateral) interstate wars. We first show that, in the absence of international trade, no network of alliances is peaceful and stable. We then show that international trade induces peaceful and stable networks: trade increases the density of alliances so that countries are less vulnerable to attack and also reduces countries' incentives to attack an ally. We present historical data on wars and trade, noting that the dramatic drop in interstate wars since 1950, and accompanying densification and stabilization of alliances, are consistent with the model but not other prominent theories.

    A defensive $k$-alliance in a graph is a set $S$ of vertices with the property that every vertex in $S$ has at least $k$ more neighbors in $S$ than it has outside of $S$. A defensive $k$-alliance $S$ is called global if it forms a dominating set. In this paper we study the problem of partitioning the vertex set of a graph into (global) defensive $k$-alliances. The (global) defensive $k$-alliance partition number of a graph $\\Gamma=(V,E)$, ($\\psi_{k}^{gd}(\\Gamma)$) $\\psi_k^{d}(\\Gamma)$, is defined to be the maximum number of sets in a partition of $V$ such that each set is a (global) defensive $k$-alliance. We obtain tight bounds on $\\psi_k^{d}(\\Gamma)$ and $\\psi_{k}^{gd}(\\Gamma)$ in terms of several parameters of the graph including the order, size, maximum and minimum degree, the algebraic connectivity and the isoperimetric number.     The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    A global offensive alliance in a graph $G$ is a set $S$ of vertices with the property that every vertex not belonging to $S$ has at least one more neighbor in $S$ than it has outside of $S$. The global offensive alliance number of $G$, $\\gamma_o(G)$, is the minimum cardinality of a global offensive alliance in $G$. A set $S$ of vertices of a graph $G$ is a dominating set for $G$ if every vertex not belonging to $S$ has at least one neighbor in $S$. The domination number of $G$, $\\gamma(G)$, is the minimum cardinality of a dominating set of $G$. In this work we obtain closed formulas for the global offensive alliance number of several families of Cartesian product graphs, we also prove that $\\gamma_o(G\\square H)\\ge \\frac{\\gamma(G)\\gamma_o(H)}{2}$ for any graphs $G$ and $H$ and we show that if $G$ has an efficient dominating set, then $\\gamma_o(G\\square H)\\ge \\gamma(G)\\gamma_o(H).$ Moreover, we present a Vizing-like conjecture for the global offensive alliance number and we prove it for several families of grap...

    In 2005 the National Ground Intelligence Center (NGIC) proposed that the PATTON Alliance provide assistance in evaluating and obtaining the Integrated Gazetteer Database (IGDB), developed for the Naval Space Warfare Command Research group (SPAWAR) under Advance Research and Development Activity (ARDA) funds by MITRE Inc., fielded to the text-based search tool GeoLocator, currently in use by NGIC. We met with the developers of GeoLocator and identified their requirements for a better gazetteer. We then validated those requirements by reviewing the technical literature, meeting with other members of the intelligence community (IC), and talking with both the United States Geologic Survey (USGS) and the National Geospatial Intelligence Agency (NGA), the authoritative sources for official geographic name information. We thus identified 12 high-level requirements from users and the broader intelligence community. The IGDB satisfies many of these requirements. We identified gaps and proposed ways of closing these gaps. Three important needs have not been addressed but are critical future needs for the broader intelligence community. These needs include standardization of gazetteer data, a web feature service for gazetteer information that is maintained by NGA and USGS but accessible to users, and a common forum that brings together IC stakeholders and federal agency representatives to provide input to these activities over the next several years. Establishing a robust gazetteer web feature service that is available to all IC users may go a long way toward resolving the gazetteer needs within the IC. Without a common forum to provide input and feedback, community adoption may take significantly longer than anticipated with resulting risks to the war fighter.

    Knowing the strategy of an opponent in a competitive environment conveys obvious evolutionary advantages. But this information is costly, and the benefit of being informed may not necessarily offset the additional cost. Here we introduce social dilemmas with informed strategies, and we show that this gives rise to two cyclically dominant triplets that form defensive alliances. The stability of these two alliances is determined by the rotation velocity of the strategies within each triplet. A weaker strategy in a faster rotating triplet can thus overcome an individually stronger competitor. Fascinating spatial patterns favor the dominance of a single defensive alliance, but enable also the stable coexistence of both defensive alliances in very narrow regions of the parameter space. A continuous reentrant phase transition reveals before unseen complexity behind the stability of strategic alliances in evolutionary social dilemmas.

Those sessions covered stack materials and processes, power electronics, balance of plant and thermal integration, fuel processing technologies, and stack and system performance modeling.     From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

The model rests on the natural model of coalition forming inspired from Statistical Physics, where instabilities are a consequence of decentralized maximization of the individual benefits of actors within their long horizon of rationality as the ability to envision a way through intermediate loosing states, to a better configuration. The effects of those external incentives on the interactions between countries and the eventual stabilization of coalitions are studied. The results shed a new light on the understanding of the complex phenomena of stabilization and fragmentation in the coalition dynamics and on the possibility to design stable coalitions. In addition to the formal implementation of the model, the phenomena is illustrated through some historical cases of conflicts in Western Europe.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    This report summarizes the work performed for Phase I (October 2001 - August 2006) under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled 'Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program'. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. During Phase I of the program significant progress has been made in the area of SOFC technology. A high-efficiency low-cost system was designed and supporting technology developed such as fuel processing, controls, thermal management, and power electronics. Phase I culminated in the successful demonstration of a prototype system that achieved a peak efficiency of 41%, a high-volume cost of $724/kW, a peak power of 5.4 kW, and a degradation rate of 1.8% per 500 hours. . An improved prototype system was designed, assembled, and delivered to DOE/NETL at the end of the program. This prototype achieved an extraordinary peak efficiency of 49.6%.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    The drastic effect of local alliances in three-party competition is investigated in democratic hierarchical bottom-up voting. The results are obtained analytically using a model which extends a sociophysics frame introduced in 1986 \\cite{psy} and 1990 \\cite{lebo} to study two-party systems and the spontaneous formation of democratic dictatorship. It is worth stressing that the 1990 paper was published in the Journal of Statistical Physics, the first paper of its kind in the journal. It was shown how a minority in power can preserve its leadership using bottom-up democratic elections. However such a bias holds only down to some critical value of minimum support. The results were used latter to explain the sudden collapse of European communist parties in the nineties. The extension to three-party competition reveals the mechanisms by which a very small minority party can get a substantial representation at higher levels of the hierarchy when the other two competing parties are big.     Bohmian mechanics provides an explanation of quantum phenomena in terms of point particles guided by wave functions. This review focuses on the formalism of non-relativistic Bohmian mechanics, rather than its interpretation. Although the Bohmian and standard quantum theories have different formalisms, both give exactly the same predictions for all phenomena. Fifteen years ago, the quantum chemistry community began to study the practical usefulness of Bohmian mechanics. Since then, the scientific community has mainly applied it to study the (unitary) evolution of single-particle wave functions, either by developing efficient quantum trajectory algorithms or by providing a trajectory-based explanation of complicated quantum phenomena. Here we present a large list of examples showing how the Bohmian formalism provides a useful solution in different forefront research fields for this kind of problems (where the Bohmian and the quantum hydrodynamic formalisms coincide). In addition, this work also emphasizes that the Bohmian formalism can be a useful tool in other types of (non-unitary and nonlinear) quantum problems where the influence of the environment or the global wave function are unknown. This review contains also examples on the use of the Bohmian formalism for the many-body problem, decoherence and measurement processes. The ability of the Bohmian formalism to analyze this last type of problems for (open) quantum systems remains mainly unexplored by the scientific community. The authors of this review are convinced that the final status of the Bohmian theory among the scientific community will be greatly influenced by its potential success in these type of problems that present non-unitary and/or nonlinear quantum evolutions. A brief introduction of the Bohmian formalism and some of its extensions are presented in the last part of this review.

    Focusing on thermodynamic analysis - from the requisite first law to more sophisticated applications - and engine design, this book is an introduction to internal combustion engines and their mechanics. It covers the many types of internal combustion engines, including spark ignition, compression ignition, and stratified charge engines, and examines processes, keeping equations of state simple by assuming constant specific heats. Equations are limited to heat engines and later applied to combustion engines. Topics include realistic equations of state, stroichiometry, predictions of chemical equilibrium, engine performance criteria, and friction, which is discussed in terms of the hydrodynamic theory of lubrication and experimental methods such as dimensional analysis.

    BNL is proud to acknowledge all of our 2001 sponsors, with their help and support this has correctly become an oilheat industry conference. It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole and to celebrate the beginning of the National Oilheat Research Alliance. This meeting is the fourteenth oil heat industry technology conference to be held since 1984 and the first under a new name, NORA, the National Oilheat research Alliance, and the very first in the new century. The conference is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program. The Oilheat Research Program at BNL is under the newly assigned program management at the Office of Power Technology within the US DOE. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.
