    The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

    The Pinellas Plant, near St. Petersburg, Florida, is wholly owned by the United States Government. It is operated for the Department of Energy (DOE) by GE Aerospace, Neutron Devices (GEND). This plant was built in 1956 to manufacture neutron generators, a principal component in nuclear weapons. The neutron generators built at Neutron Devices consist of a miniaturized linear ion accelerator assembled with the pulsed electrical power supplies required for its operation. Production of these devices has necessitated the development of several uniquely specialized areas of competence and supporting facilities. The ion accelerator, or neutron tube, requires ultra clean, high vacuum technology; hermetic seals between glass, ceramic, glass-ceramic, and metal materials; plus high voltage generation and measurement technology. The existence of these capabilities at Neutron Devices has led directly to the assignment of other weapon application products: the lightning arrester connector, specialty capacitor, vacuum switch, and crystal resonator. Other product assignments such as active and reserve batteries and the radioisotopically-powered thermoelectric generator evolved from the plant`s materials measurement and controls technologies which are required to ensure neutron generator life.

In December 1994, the Department of Energy announced it had reached an agreement to sell the Pinellas Plant to the Pinellas County Industry Council in March 1995. The plant is being leased back by the Department of Energy through September 1997 to complete safe shutdown, reconfiguration, transfer of equipment to other Department of Energy production facilities, and transition to commercial ventures. Permit modifications and transfers will be completed during 1995 to reflect the new ownership by the Pinellas County Industry Council and to include new tenants as needed.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

    The Pinellas Plant, located in Largo, Florida, is part of the US Department of Energy's (DOE) weapons complex. GE Neutron Devices (GEND) has initiated an extremely aggressive, proactive Environmental Restoration (ER) Program at the Pinellas Plant. The ER program was started by AL to investigate environmental concerns associated with past waste management practices and procedures at DOE weapons installations. The Pinellas Plant has been involved with ER activities since the mid 1980's when the DOE's Pinellas Area Office (PAO) entered a voluntary cleanup agreement with the Florida Department of Environmental Regulation (FDER). The agreement was for the remediation of an adjacent parcel of property previously owned, and used for disposal of drums containing waste solvents and resins. Remediation issues at the Pinellas Plant are equivalent to those experienced by many private industries; for example, limited volatile organic compound (VOC) and heavy metal contamination of the surficial aquifer system and heavy metal contamination of soils. ER activities in progress are aimed toward: confining, repositioning and remedying areas of heavy metal and VOC contaminants found within the surficial aquifer system; consistency with EPA's draft Corrective Action rules which state the corrective action program will be to expedite cleanup results by requiring (taking) sensible early action to control environmental problems;'' protection of a US Department of Interior (DOI) designated national wetland; and to ensure that risk to human health and safety and to the environment posed by the plants past, present and future operations are either eliminated or reduced to acceptable, safe levels. This paper will summarize the progress made and the strategies of the Pinellas Plant ER program as well as implementation of interim remedial actions.

  8. Pinellas Plant: Child Care/Partnership School safety assessment

    The Albuquerque Operations Office through the Pinellas Plant Area Office is involved in a joint venture to establish a Partnership School and a Day Care Facility at the Plant. The venture is unique in that it is based on a partnership with the local county school system. The county school system will provide the teachers, supplies and classroom furnishings for the operation of the school for pre-kindergarten, kindergarten, first and second grade during regular school hours. The Government will provide the facility and its normal operating and maintenance costs. A Day Care Facility will also be available for children from infancy through the second grade for outside school hours. The day care will be operated as a non-profit corporation. Fees paid by parents with children in the day care center will cove the cost of staff, food, supplies and liability insurance. Again, the government will provide the facility and its normal operating and maintenance costs. Between 75 and 90 children are expected in the first year of operation. The Partnership School will consist of one class each for pre-kindergarten, kindergarten and first grade. Second grade will be added in 1990. The total estimated number of children for both the Child Care and Partnership School should not exceed 200 children. Expected benefits include reduced absenteeism, tardiness and turnover and thus increased productivity. The program will be an asset in recruiting and retaining the best workforce. Other benefits include improved education for the children.

Although the plant will use a mass-burning technique already proven in Europe, it will be the first to generate electricity. Two new technologies are expected to reverse the poor performance of earlier garbage and refuse-derived fuel efforts: new boilers using 100% refuse-derived fuel and the European mass-burning technique, which uses untreated garbage.   13. In Situ Thermal NAPL Remediation at the Northeast Site Pinellas Environmental Restoration Project

    The U.S. Department of Energy (DOE) is conducting thermal remediation to remove non-aqueous phase liquids (NAPLs) from the subsurface at the Northeast Site that is part of the Pinellas Environmental Restoration Project. The Northeast Site is located on the Young - Rainey Science, Technology, and Research (STAR) Center in Largo, Florida. The STAR Center was formerly a DOE facility. The NAPL remediation was performed at Area A and is currently being performed at Area B at the Northeast Site. The remediation at Area A was completed in 2003 and covered an area of 900 m{sup 2} (10,000 ft{sup 2}) and a depth of remediation that extended to 10.7 m (35 ft) below ground surface. Cleanup levels achieved were at or below maximum contaminant levels in almost all locations. The remediation project at Area B is ongoing and covers an area of 3,240 m{sup 2} (36,000 ft{sup 2}), a volume of 41,300 m (54,000 yd 3), and a depth of remediation to 12 m (40 ft) below ground surface. In addition, a portion of the subsurface under an occupied building in Area B is included in the remediation. The cleanup levels achieved from this remediation will be available in the Area B Final Report that will be posted on the DOE Office of Legacy Management web site (www.lm.doe.gov/land/sites/fl/ pinellas/pinellas.htm) in January 2007. Electrical resistive heating and steam were the chosen remediation methods at both areas. Lessons learned from the Area A remediation were incorporated into the Area B remediation and could benefit managers of similar remediation projects. (authors)

    The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0976) of the proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida. The Northeast Site contains contaminated groundwater that would be removed, treated, and discharged to the Pinellas County Sewer System. Based on the analyses in the EA, the DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.4321 et.seq. Therefore, the preparation of an environmental impact statement is not required and the DOE is issuing this Finding of No Significant Impact (FONSI).

    Contaminated groundwater associated with Building 100 at the Young-Rainey Science, Technology, and Research Center, formerly the DOE Pinellas plant, is the primary remedial challenge that remains to be addressed at the site. Currently, Building 100 is an active industrial facility that is now owned and operated by the Pinellas county government. Groundwater samples collected from monitoring wells recently installed near the southern boundary of the site suggest that contaminated groundwater has migrated off the plant site. In response to the challenges presented by the Building 100 plume, the Office of Legacy Management (LM) requested assistance from the DOE Office of Groundwater and Soil Remediation (EM-32) to provide a review team to make technical recommendations so that they can efficiently and effectively address characterization and remediation of the plume. The review team was unanimous in the conclusion that a dynamic strategy that combines a phased implementation of direct push samplers, sensors, and tools can be used to better delineate the extent of contamination, control plume migration, and rapidly remediate the contaminated groundwater at the site. The initial efforts of the team focused on reviewing the site history and data, organizing the information into a conceptual model, identifying appropriate technologies, and recommending an integrated strategy. The current groundwater data from the site indicate a two-lobed plume extending to the east and south. To the east vinyl chloride is the primary contaminant of concern, to the south, vinyl chloride and cis1, 2-DCE are the primary contaminants. The limited data that are available suggest that reductive dechlorination of the TCE is already occurring but is not sufficient to prevent offsite migration of low concentrations of TCE daughter products. The team recommends that DOE pursue a strategy that builds on the natural cleansing capacity of the subsurface with reductive methods including biostimulation

    This implementation plan identifies and describes the tasks that must be completed in order to successfully implement a Self-Assessment (SA) Program. The purpose of the Self-Assessment Program is to comply with applicable Department of Energy (DOE) directives and orders, Federal, State, and local regulations, operate the Pinellas Plant according to best management practices, and achieve excellence in all operating areas. The Self-Assessment Program will be applied to the Pinellas Plant facility which includes buildings, grounds, equipment, operations, and activities under the control of line management. Furthermore, all applicable disciplines under environmental protection, safety, health and management will be covered by the program. The Self-Assessment Program has been designed to accomplish the following tasks: define the scope of the Self-Assessment Program; assign organizational roles and responsibilities; address EH and S functional elements and management issues; develop a Self-Assessment program charter and policy; identify all applicable EH and S codes, regulations and standards; develop self-assessment procedures and instructions; generate a Self-Assessment Manual; develop a master schedule for facility appraisals and audits; design checklists and report formats for recording appraisal data; implement an assessment tracking and reporting system; implement a root cause analysis and corrective action system; implement a trend analysis and lessons learned system; and establish a formal training program.

    One of the main objectives of this demonstration project is to test surface geochemical techniques for detecting trace amounts of light hydrocarbons in pore gases as a means of reducing risk in hydrocarbon exploration and production. As part of the project, several field demonstrations were undertaken to assess the validity and usefulness of the microbial surface geochemical technique. The important observations from each of these field demonstrations are briefly reviewed in this annual report. These demonstrations have been successful in identifying the presence or lack of hydrocarbons in the subsurface and can be summarized as follows: (1) The surface geochemistry data showed a fair-to-good microbial anomaly that may indicate the presence of a fault or stratigraphic facies change across the drilling path of the State Springdale & O'Driscoll No.16-16 horizontal demonstration well in Manistee County, Michigan. The well was put on production in December 2003. To date, the well is flowing nearly 100 barrels of liquid hydrocarbons per day plus gas, which is a good well in Michigan. Reserves have not been established yet. Two successful follow-up horizontal wells have also been drilled in the Springdale area. Additional geochemistry data will be collected in the Springdale area in 2004.   19. Economic Development Activities at the Young - Rainey Science, Technology, & Research (STAR) Center

    Project mission was to mitigate the adverse economic effects of closing the U.S. Department of Energy's Pinellas Plant in Largo, Florida. This project was to facilitate the physical renovation of the plant and to help maintain and create jobs for the employees that worked at the plant when DOE terminated its operations. It also included finding and attracting high technology, industrial manufacturing and related firms to utilize the space and high tech equipment to remain at the plant. Stakeholders included the affected plant employees, local government and related public organizations, and businesses and universities in the Tampa Bay Florida area. The $17.6 million funded for this project helped produce 2,780 jobs at the Young - Rainey STAR Center at an average cost of $6,328. Rental income from STAR Center tenants and third party cash input amounted to approximately $66 million over the project period of 13.3 years.

    The purpose of this plan is to establish the Pinellas Plant Waste Minimization and Pollution Prevention Awareness Program. The plan specifies those activities and methods that will be employed to reduce the quantity and toxicity of wastes generated at the site. It is intended to satisfy the Department of Energy (DOE) and other legal requirements that are discussed in Section 1.3. A Waste Minimization Program is an organized, comprehensive, and continual effort to systematically reduce waste generation. The Waste Minimization and Pollution Prevention Awareness Program is designed to eliminate or minimize pollutant releases to all environmental media from all aspects of the site`s operations. These efforts offer increased protection of public health and the environment.     In the late 1980's the Department of Energy (DOE) faced a future budget shortfall. By the spring of 1991, the DOE had decided to manage this problem by closing three production plants and moving production capabilities to other existing DOE sites. As part of these closings, the mission assignment for fabrication of War Reserve (WR) neutron generators (NGs) was transferred from the Pinellas Plant (PP) in Florida to Sandia National Laboratories, New Mexico (SNL/NM). The DOE directive called for the last WR NG to be fabricated at the PP before the end of September 1994 and the first WR NG to be in bonded stores at SNL/NM by October 1999. Sandia National Laboratories successfully managed three significant changes to project scope and schedule and completed their portion of the Reconfiguration Project on time and within budget. The PP was closed in October 1995. War Reserve NGs produced at SNL/NM were in bonded stores by October 1999. The costs of the move were recovered in just less than five years of NG production at SNL/NM, and the annual savings today (in 1995 dollars) is $47 million.
