    The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

    The Pinellas Plant, near St. Petersburg, Florida, is wholly owned by the United States Government. It is operated for the Department of Energy (DOE) by GE Aerospace, Neutron Devices (GEND). This plant was built in 1956 to manufacture neutron generators, a principal component in nuclear weapons. The neutron generators built at Neutron Devices consist of a miniaturized linear ion accelerator assembled with the pulsed electrical power supplies required for its operation. Production of these devices has necessitated the development of several uniquely specialized areas of competence and supporting facilities. The ion accelerator, or neutron tube, requires ultra clean, high vacuum technology; hermetic seals between glass, ceramic, glass-ceramic, and metal materials; plus high voltage generation and measurement technology. The existence of these capabilities at Neutron Devices has led directly to the assignment of other weapon application products: the lightning arrester connector, specialty capacitor, vacuum switch, and crystal resonator. Other product assignments such as active and reserve batteries and the radioisotopically-powered thermoelectric generator evolved from the plant`s materials measurement and controls technologies which are required to ensure neutron generator life.

This report also includes the plant`s performance in the areas of compliance with applicable regulatory requirements and standards and identifies major Environmental, Safety and Health Program initiatives and accomplishments for 1994. As a result of the end of Department of Energy Defense Programs mission production on September 30, 1994, considerable changes at the Pinellas Plant occurred. These changes, which included transitioning the plant toward alternate use in support of economic development and safe shutdown, both increased and heightened Environmental, Safety and Health responsibilities. In December 1994, the Department of Energy announced it had reached an agreement to sell the Pinellas Plant to the Pinellas County Industry Council in March 1995. The plant is being leased back by the Department of Energy through September 1997 to complete safe shutdown, reconfiguration, transfer of equipment to other Department of Energy production facilities, and transition to commercial ventures. Permit modifications and transfers will be completed during 1995 to reflect the new ownership by the Pinellas County Industry Council and to include new tenants as needed.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

    The Pinellas Plant, located in Largo, Florida, is part of the US Department of Energy's (DOE) weapons complex. GE Neutron Devices (GEND) has initiated an extremely aggressive, proactive Environmental Restoration (ER) Program at the Pinellas Plant. The ER program was started by AL to investigate environmental concerns associated with past waste management practices and procedures at DOE weapons installations. The Pinellas Plant has been involved with ER activities since the mid 1980's when the DOE's Pinellas Area Office (PAO) entered a voluntary cleanup agreement with the Florida Department of Environmental Regulation (FDER). The agreement was for the remediation of an adjacent parcel of property previously owned, and used for disposal of drums containing waste solvents and resins. Remediation issues at the Pinellas Plant are equivalent to those experienced by many private industries; for example, limited volatile organic compound (VOC) and heavy metal contamination of the surficial aquifer system and heavy metal contamination of soils. ER activities in progress are aimed toward: confining, repositioning and remedying areas of heavy metal and VOC contaminants found within the surficial aquifer system; consistency with EPA's draft Corrective Action rules which state the corrective action program will be to expedite cleanup results by requiring (taking) sensible early action to control environmental problems;'' protection of a US Department of Interior (DOI) designated national wetland; and to ensure that risk to human health and safety and to the environment posed by the plants past, present and future operations are either eliminated or reduced to acceptable, safe levels. This paper will summarize the progress made and the strategies of the Pinellas Plant ER program as well as implementation of interim remedial actions.

Although the plant will use a mass-burning technique already proven in Europe, it will be the first to generate electricity. Two new technologies are expected to reverse the poor performance of earlier garbage and refuse-derived fuel efforts: new boilers using 100% refuse-derived fuel and the European mass-burning technique, which uses untreated garbage.     The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0976) of the proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida. The Northeast Site contains contaminated groundwater that would be removed, treated, and discharged to the Pinellas County Sewer System. Based on the analyses in the EA, the DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.4321 et.seq. Therefore, the preparation of an environmental impact statement is not required and the DOE is issuing this Finding of No Significant Impact (FONSI).

    Contaminated groundwater associated with Building 100 at the Young-Rainey Science, Technology, and Research Center, formerly the DOE Pinellas plant, is the primary remedial challenge that remains to be addressed at the site. Currently, Building 100 is an active industrial facility that is now owned and operated by the Pinellas county government. Groundwater samples collected from monitoring wells recently installed near the southern boundary of the site suggest that contaminated groundwater has migrated off the plant site. In response to the challenges presented by the Building 100 plume, the Office of Legacy Management (LM) requested assistance from the DOE Office of Groundwater and Soil Remediation (EM-32) to provide a review team to make technical recommendations so that they can efficiently and effectively address characterization and remediation of the plume. The review team was unanimous in the conclusion that a dynamic strategy that combines a phased implementation of direct push samplers, sensors, and tools can be used to better delineate the extent of contamination, control plume migration, and rapidly remediate the contaminated groundwater at the site. The initial efforts of the team focused on reviewing the site history and data, organizing the information into a conceptual model, identifying appropriate technologies, and recommending an integrated strategy. The current groundwater data from the site indicate a two-lobed plume extending to the east and south. To the east vinyl chloride is the primary contaminant of concern, to the south, vinyl chloride and cis1, 2-DCE are the primary contaminants. The limited data that are available suggest that reductive dechlorination of the TCE is already occurring but is not sufficient to prevent offsite migration of low concentrations of TCE daughter products. The team recommends that DOE pursue a strategy that builds on the natural cleansing capacity of the subsurface with reductive methods including biostimulation and/or bioaugmentation to provide a sustainable remediation system within the flow path of the plume. Additional data will be required to implement this approach and will include: (1) Better delineation of the nature and extent of contamination; (2) Demonstration the plume is currently stable or shrinking; and (3) Demonstration the full reductive dechlorination is occurring. The technical team recommends that DOE use a phased approach to identify residual contamination and to provide rapid installation of remedies. Matrices of characterization and remediation sensors, technologies, and tools were developed by the team in order to match the specific conditions and requirements of the site. The team provides a specific example of remedy that includes the incorporation of a dynamic characterization strategy moving from minimally invasive to more aggressive field techniques, the consideration of multiple complementary remediation approaches based on a spatiotemporally phased approach keyed to the different demands of different parts of the plume, and the integration and sequencing of the characterization and remediation activities.

AEC officials learned from the precedents set by the wartime Manhattan Project and from their own mistakes in the immediate postwar years. This volume discusses several site selections.     This implementation plan identifies and describes the tasks that must be completed in order to successfully implement a Self-Assessment (SA) Program. The purpose of the Self-Assessment Program is to comply with applicable Department of Energy (DOE) directives and orders, Federal, State, and local regulations, operate the Pinellas Plant according to best management practices, and achieve excellence in all operating areas. The Self-Assessment Program will be applied to the Pinellas Plant facility which includes buildings, grounds, equipment, operations, and activities under the control of line management. Furthermore, all applicable disciplines under environmental protection, safety, health and management will be covered by the program. The Self-Assessment Program has been designed to accomplish the following tasks: define the scope of the Self-Assessment Program; assign organizational roles and responsibilities; address EH and S functional elements and management issues; develop a Self-Assessment program charter and policy; identify all applicable EH and S codes, regulations and standards; develop self-assessment procedures and instructions; generate a Self-Assessment Manual; develop a master schedule for facility appraisals and audits; design checklists and report formats for recording appraisal data; implement an assessment tracking and reporting system; implement a root cause analysis and corrective action system; implement a trend analysis and lessons learned system; and establish a formal training program.
