    This thesis explores the relationship between the oil-boom of the 1970s and development outcomes and the prospects in two African OPEC states. The theoretical framework is provided by the political-economy literatures, both domestic and international. The research is carried out as a limited comparative study with a loosely constructed (before-during-after) interrupted time-series design. Algeria's greater success in managing it soil economy suggests further evidence supporting the promise of a mixed political-economy state model. State and societal complexions are identified, with a primarily qualitative methodology, to explain Nigerian and Algerian development outcomes on the heels of the oil decade.

    The Global Threat Reduction Initiative's (GTRI) Offsite Source Recovery Project (OSRP) began recovering excess and unwanted radioactive sealed sources (sources) in 1999. As of February 2012, the project had recovered over 30,000 sources totaling over 820,000 Ci. OSRP grew out of early efforts at Los Alamos National Laboratory (LANL) to recover disused excess Plutonium- 239 (Pu-239) sources that were distributed in the 1960's and 1970's under the Atoms for Peace Program. Source recovery was initially considered a waste management activity. However, after the 9/11 terrorist attacks, the interagency community began to recognize that excess and unwanted radioactive sealed sources pose a national security threat, particularly those that lack a disposition path. After OSRP's transfer to the U.S. National Nuclear Security Administration (NNSA) to be part of GTRI, its mission was expanded to include all disused sealed sources that might require national security consideration. Recognizing the transnational threat posed by porous borders and the ubiquitous nature of sources, GTRI/OSRP repatriates U.S. origin sources based on threat reduction prioritization criteria. For example, several recent challenging source repatriation missions have been conducted by GTRI/OSRP in South America. These include the repatriation of a significant amount of Cs-137 and other isotopes from Brazil; re-packaging of conditioned Ra-226 sources in Ecuador for future repatriation; and, multilateral cooperation in the consolidation and export of Canadian, US, and Indian Co-60/Cs-137 sources from Uruguay. In addition, cooperation with regulators and private source owners in other countries presents opportunities for GTRI/OSRP to exchange best practices for managing disused sources. These positive experiences often result in long-term cooperation and information sharing with key foreign counterparts. International source recovery operations are essential to the preservation of U.S. national security interests. They are also mutually beneficial for fostering positive relationships with other governments and private industry, and demonstrate that responsible end-of-life options are given to legacy U.S.-origin sources in other countries. GTRI/OSRP does not take back sources that have a viable path for commercial disposal. Most US origin sources were sold commercially and were not provided by the US government. Below is a synopsis of cooperative efforts with Brazil, Ecuador, and Uruguay. Bilateral and multilateral efforts have been successful in removing hundreds of U.S.origin sealed radioactive sources from Latin American countries to the U.S. As many disused sources remain in the region, and since repatriation is not always an option, GTRI will continue to work with those countries to ensure that these sources are stored securely for the long-term. Successful Latin America operations should serve as a model for other regional cooperation in the repatriation of sealed sources, encouraging other source exporting countries to implement similar programs. Securing and removing sources, both domestically and internationally, is crucial to strengthening the life-cycle management of radioactive sources worldwide. Such efforts not only prevent these materials from being used maliciously, but also address public health and safety concerns, and under-gird the IAEA Code of Conduct on the Safety and Security of Radioactive Sources.     Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

    Deformation in the material overlying an active reservoir is used to monitor pressure change at depth. A sequence of pressure field estimates, eleven in all, allow us to construct a measure of diffusive travel time throughout the reservoir. The dense distribution of travel time values means that we can construct an exactly linear inverse problem for reservoir flow properties. Application to Interferometric Synthetic Aperture Radar (InSAR) data gathered over a CO{sub 2} injection in Algeria reveals pressure propagation along two northwest trending corridors. An inversion of the travel times indicates the existence of two northwest-trending high permeability zones. The high permeability features trend in the same direction as the regional fault and fracture zones. Model parameter resolution estimates indicate that the features are well resolved.

    Deformation in the overburden proves useful in deducing spatial and temporal changes in the volume of a producing reservoir. Based upon these changes we estimate diffusive travel times associated with the transient flow due to production, and then, as the solution of a linear inverse problem, the effective permeability of the reservoir. An advantage an approach based upon travel times, as opposed to one based upon the amplitude of surface deformation, is that it is much less sensitive to the exact geomechanical properties of the reservoir and overburden. Inequalities constrain the inversion, under the assumption that the fluid production only results in pore volume decreases within the reservoir. We apply the formulation to satellite-based estimates of deformation in the material overlying a thin gas production zone at the Krechba field in Algeria. The peak displacement after three years of gas production is approximately 0.5 cm, overlying the eastern margin of the anticlinal structure defining the gas field. Using data from 15 irregularly-spaced images of range change, we calculate the diffusive travel times associated with the startup of a gas production well. The inequality constraints are incorporated into the estimates of model parameter resolution and covariance, improving the resolution by roughly 30 to 40%.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    Individual country reports on drilling, oil and gas production, and petroleum exploration and reserves are given for Africa. Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd. Algeria cut production of crude oil in 1979 to a level of 1,194,350 bpd, and increased gas production to 2031 mmcfd. In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd.     This work was performed under Memorandum of Agreement B291534 Between the Lawrence Livermore National Laboratory (LLNL) and the United States Bureau of Mines. The Bureau of Mines authors are members of the Minerals Availability Field Office (MAFO) in Denver, CO, which uses an extensive network of information sources to develop and maintain the Minerals Availability database concerning mining and minerals properties worldwide. This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK. Its results were integrated into this report. MJRS is shown as one of the numerous sources which were used for this work. All sources are listed in the report.     There are five chapters in this publication. Chapter I on refining industry in transition covers refining history highlights, and OPEC's downstream operations. Chapter II on demand for oil and oil products discusses supply and demand for OPEC oil, demand for oil products, historical growth trends, future growth trends and the case of East Asia - emergence of a fuel oil glut. Chapter III on the US and other traditional refining centers begins with an introduction on the structure of refining and continues on to cover the refining industry in OECD countries, USA, Western Europe, Japan, Singapore and Caribbean and closes with some conclusions. Chapter IV is on refining expansions in OPEC and the third World Nations. The following are covered: (1) nations of the Gulf (Saudi Arabia, Kuwait, Iran, Iraq, Bahrain, Qatar, Oman, United Arab Emirates); (2) OPEC members beyond the Gulf (Indonesia, Africa, Libya, Algeria, Nigeria and Gabon, South America, Venezuela); (3) other major exporters (China, Egypt, Malaysia, Mexico); (4) non-OPEC developing countries - trends in the refining sector. The chapter ends with a short summary on capacity prospects and comparative economics.     Significant rightholding changes took place in central and southern Africa during 1987. Angola, Benin, Congo, Gabon, Ghana, Guinea, Guinea Bissau, Mauritania, Seychelles, Somali Republic, Tanzania, Zaire, and Zambia announced awards or acreage open for bidding. Decreases in exploratory rightholdings occurred in Cameroon, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Kenya, Namibia, South Africa, and Tanzania. More wells and greater footage were drilled in 1987 than in 1986. Total wells increased by 18% as 254 wells were completed compared to 217 in 1986. Footage drilled during the year increased by 46% as about 1.9 million ft were drilled compared to about 1.3 million ft in 1986. The success rate for exploration wells in 1987 improved slightly to 36% compared to 34% in 1986. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition in 1987 was the major geophysical activity during the year. Total oil production in 1987 was 773 million bbl (about 2.1 million b/d), a decrease of 7%. The decrease is mostly due to a 14% drop in Nigerian production, which comprises 60% of total regional production. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries of 67% remained unchanged from 1986. 24 figs., 5 tabs.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.

    Licensed oil acreage in the 6 North Africa countries (Algeria, Egypt, Libya, Morocco, Sudan and Tunisia) totaled 1,500,000 km/sup 2/ at the end of 1986, down 290,000 km/sup 2/ from 1985. About 50% of the relinquishments were in Libya. Most oil and gas discoveries were made in Egypt (16 oil and 2 gas). Several oil finds were reported in onshore Libya, and 1 was reported in Algeria in the southeastern Sahara. According to available statistics, development drilling decreased from 1985 levels, except in Tunisia. A 6.3% decline in oil production took place in 1986, falling below the 3 million bbl level (2,912,000 b/d). Only sparse data are released on the gas output in North Africa. 6 figures, 27 tables.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    Solar is one of the most easily exploitable energy, it is moreover inexhaustible. His applications are many and are varied. The heating of the domestic water is one of the most immediate, simplest and also of most widespread exploitation of the solar energy. Algeria, from its geographical situation, it deposits one of the largest high sun surface expositions in the world. The exposition duration of the almost territory exceeds 2000 hours annually and can reach the 3900 hours (high plateaus and Sahara). By knowing the daily energy received by 1 m{sup 2} of a horizontal surface of the solar thermal panel is nearly around 1700 KWh/m{sup 2} a year in the north and 2263 KWh/m{sup 2} a year in the south of the country, we release the most important and strategic place of the solar technologies in the present and in the future for Algeria. This work consists to study, conceive and manufacture solar water heating with the available local materials so, this type of the energy will be profitable for all, particularly the poor countries. If we consider the illumination duration of the panel around 6 hours a day, the water heat panel manufactured in our laboratory produce an equivalent energy of 11.615 KWh a day so, 4239 KWh a year. These values of energy can be easily increased with performing the panel manufacture.

    Bechtel has made an in-house study of a natural gas transmission line extending from Nigeria to the Mediterranean and then on into Europe. Based upon the analysis, the pipeline project appears sufficiently viable to warrant further study. Perhaps the single most important element in design of pipelines crossing international borders is the political aspects involved in constructing, owning, and operating the line. These considerations not only effect the location of the pipeline, the manner of financing and ownership, but also whether the line will be constructed. The line crosses several international boundaries, depending upon the route selected. Each route crosses Niger. Case A crosses Algeria and into Tunisia where it ultimately would cross the Strait of Sicily into Italy. Case B crosses the Niger- Algerian border and then traverses Algeria to the Mediterranean where it is planned to connect to the Segamo pipeline and to link with the pipeline network in Spain. Case C crosses the countries of Niger, Mali, Mauritania, and into Morocco, and ultimately crosses the Mediterranean Sea close to the Strait of Gibraltar. Nigeria has proven natural gas reserves estimated to range from 2.5 to 4 trillion cu m (38 to 140 tcf).

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

Notable examples of SSEs lacking observed tectonic tremor, however, occur beneath Kilauea Volcano, Hawaii, the Boso Peninsula, Japan, {near San Juan Bautista on the San Andreas Fault, California, and recently in Central Ecuador. These SSEs are similar to other worldwide SSEs in many ways (e.g., size or duration), but lack the concurrent tectonic tremor observed elsewhere; instead they trigger swarms of regular earthquakes. We investigate the physical conditions that may distinguish these non-tremor-genic SSEs from those associated with tectonic tremor including: slip velocity, pressure, temperature, fluidsmore »and fault asperities, although we cannot eliminate the possibility that tectonic tremor may be obscured in highly attenuating regions. Slip velocities of SSEs at Kilauea Volcano (~10?? m/s) and Boso Peninsula (~10?? m/s) are among the fastest SSEs worldwide.   20. Seismicity in Central North Africa at low magnitudes: A first look at the TAM event detected data base

    Teleseismic observations of seismicity in the central North Africa region show that the region is aseismic. This is true for earthquakes with a body wave magnitude greater than about 4 or so. For earthquakes with body wave magnitudes substantially below about 4, the teleseismic observations of seismicity in the central Sahara are incomplete since smaller earthquakes would probably not be detected and located by the current teleseismic monitoring networks. Only one known open seismic station has been operating in the central Sahara. This is the Tamanrasset (TAM) seismic station in southern Algeria. A simple analysis of data records from this station can be used to determine if the central Sahara is also relatively aseismic at magnitudes substantially below 4. That is the primary purpose of this study.

    High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

  2. LNG imports make strong recovery in 1996; exports increase also

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

  3. U.S. LNG imports 1996--1997 should recover from low 1995 levels

    Imports of LNG into the US in 1995 were the lowest since 1988, when 17.5 billion cu ft were imported. Total 1995 LNG imported from Algeria was 17.92 bcf compared to 50.78 in 1994, a decrease of 64.7%. About 72% of imported Algerian LNG was received at the Distrigas Corp. terminal north of Boston. The remaining LNG was received at the Trunkline LNG CO. terminal, Lake Charles, La., which was reopened in December 1989. The dramatic decline in LNG imports over the past 2 years (78%) can largely be attributed to Sonatrach`s multiyear renovation project to restore its LNG plants to their original capacities. This major renovation project has resulted in LNG export curtailments to all of its customers. The paper discusses US terminals, base-load producers, LNG pricing, and exports.

    This paper reports on the Ministry of Mines and Energy of Niger has released acreage in East Niger to the international oil industry. Four blocks will be opened in a first step with no fixed time schedule for offers. The blocks are largely underexplored and are near significant oil indications. Niger, between Algeria and Nigeria, represents a transitional link between North Africa and Central Africa. The Republic of Niger, with the exception of its capital Niamey, is sparsely populated with 7 million people on a 1.3 million sq mile territory. Easy communications exist with neighboring Nigeria, Mali, and Chad. The arid climate allows for year round working conditions and easy access to opened areas.

    The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration. The high level of regional integration in the scientific community reached thanks to this kind of major projects, has led to the recent formation of the CLES (Consorcio Latinoamericano de Experimentos Subterr\\'{a}neos). These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

    Exploration in central and southern Africa continued to expand during 1980. The greatest concentration of activity was in Nigeria. However, there was considerable increase in the level of exploratory work in Cameroon and Congo. Significant new finds have been made in Ivory Coast. Geological and geophysical activity was carried out in 18 of the countries, with those in the western part having the largest share. Seismic work involved 225 party months of operation. Most of this time was spent on land, but marine operations accounted for 73,389 km of new control. Gravity and magnetic data were recorded during the marine surveys, and several large aeromagnetic projects were undertaken to obtain a total of 164,498 line km of data. Exploratory and development drilling accounted for a total of 304 wells and 2,605,044 ft (794,212 m) of hole. The 92 exploratory wells that were drilled resulted in 47 oil and gas discoveries. In development drilling 89% of the 212 wells were successful. At the end of the year, 27 exploratory wells were underway, and 34 development wells were being drilled for a total of 61. Oil production from the countries that this review covers was 918,747,009 bbl in 1980, a drop of about 9% from the previous year. Countries showing a decline in production were Nigeria, Gabon, Cabinda, and Zaire. Increases were recorded in Cameroon, Congo, and Ghana. A new country was added to the list of producers when production from the Belier field in Ivory Coast came on stream. 33 figures, 15 tables.

  9. Cove Point: A step back into the LNG business

    In 1978, ships began unloading LNG from Algeria at Cove Point`s berthing facilities 1.25 miles offshore. An underwater pipeline transported the LNG to land, where it was stored in the terminal`s four 140-foot-high cryogenic storage tanks. When the LNG was needed, the terminals 10 vaporizers converted it back to gas for send out via an 87-mile-long, 36-inch-diameter pipeline linking the terminal with interstate pipelines of CNG Transmission Corp. and Columbia Gas Transmission Corp. in Loudon County, Va. But Cove Point handled only about 80 shiploads of LNG before shutting down in December 1980, after a dispute about gas prices between US customers and Algeria. The plant sat dormant until the natural gas industry`s deregulation under Order 636. Deregulation resulted in major pipelines abandoning their sales service, and gas distributors and large customers found it was now their obligation to ensure that they had adequate gas supplies during winter peak-demand periods. Enter Cove Point`s peaking capabilities. They had to add the liquefaction unit and recommission other parts of the plant, but the timing was right. Cove Point`s new liquefaction unit is liquefying about 15 million cubic feet (MMcf) of LNG per day of domestic gas. It chills the gas to {minus}260 degrees Fahrenheit to turn it into a liquid for injection and storage in one of the facility`s double-walled insulated tanks. During its initial injection season, which ends Dec. 15, Cove Point is expected to produce enough LNG to almost fill one tank, which can store up to 1.25 billion cubic feet (Bcf). Were the gas not intended for peak-shaving purposes, it would be enough to supply 14,000 homes for a year. As it is, most of the gas will be returned as pipeline gas, during next January and February`s expected cold snaps, to the utilities and users who supplied it. Cove Point`s initial daily sendout capacity is about 400 MMcf.

  10. Estimating permeability from quasi-static deformation: Temporal variations and arrival time inversion

    Transient pressure variations within a reservoir can be treated as a propagating front and analyzed using an asymptotic formulation. From this perspective one can define a pressure 'arrival time' and formulate solutions along trajectories, in the manner of ray theory. We combine this methodology and a technique for mapping overburden deformation into reservoir volume change as a means to estimate reservoir flow properties, such as permeability. Given the entire 'travel time' or phase field, obtained from the deformation data, we can construct the trajectories directly, there-by linearizing the inverse problem. A numerical study indicates that, using this approach, we can infer large-scale variations in flow properties. In an application to Interferometric Synthetic Aperture (InSAR) observations associated with a CO{sub 2} injection at the Krechba field, Algeria, we image pressure propagation to the northwest. An inversion for flow properties indicates a linear trend of high permeability. The high permeability correlates with a northwest trending fault on the flank of the anticline which defines the field.

  11. Africa gaining importance in world LPG trade

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

  12. World`s LPG supply picture will change by 2000

    Middle East LPG producers will continue to dominate world export markets in 1996. Led by Saudi Arabia, the Middle East will produce nearly 26 million metric tons of LPG in million metric tons of LPG in 1996, more than 54% of the world`s almost 48 million metric tons of export LPG. In 2000, however, with world exports of LPG expanding to 58.9 million metric tons, Middle East suppliers; share will have remained flat, making up 31.7 million metric tons, or 53.9%. Saudi Arabia`s contribution will exceed 15 million metric tons, reflecting essentially no growth since 1995. These and other patterns, from data compiled by Purvin and Gertz, Dallas, and published earlier this year, show other suppliers of LPG, especially African (Algeria/Nigeria), North Sea, and Latin American (Venezuela/Argentina), picking up larger shares in the last 5 years of this decade. This scenario assumes completion of several major supply projects that are either panned, under construction, or nearing start up in most of these areas. The paper discusses the global picture, the supply situation in the Middle East, Africa, the North Sea, and South America.

The research compares four different waste collection and management alternatives: waste collection by using three tipper trucks, disposal and burning in an open area; waste collection by using seven dumpers and disposal in a landfill; waste collection by using seven dumpers and three tipper trucks and disposal in a landfill; waste collection by using three tipper trucks and disposal in a landfill. The results show that the second and the third solutions provide better scenarios for waste management. Furthermore, the discussion of the results points out the multidisciplinarity of the approach, and the equilibrium between social, environmental and technical impacts. This is a very important aspect in a humanitarian and environmental project, confirming the appropriateness of the chosen method.

    As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent. Activities are discussed.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    Energy Detente's latest international price survey at midyear 1982 showed the average price of premium gasoline had fallen US $0.27 in the 11-month period since their first special report in July 1981. The biggest price drop occurred in Costa Rica, where prices in local currency increased slightly but in US dollars declined US $1.91 - due to the fall of the Colon against the US dollar. The case of Costa Rica exemplifies how the rise of the US dollar influenced the survey findings. Generally, the price drops showed that in several countries fuel prices haven't kept up with inflation and this shows up when prices are expressed in dollars. However, analysis of US prices, and prices in Guatemala where currency is at par with the dollar, shows prices fell (modestly) there too. Prices in Mexico and Venezuela doubled. Ecuador listed the lowest prices in the survey. Also included in this issue are brief energy notes from Mexico and other Latin American countries.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    The management of spent sealed sources is considered by the International Atomic Energy Agency (IAEA) one of the greatest challenges faced by nuclear authorities today, especially in developing countries. One of the Agency`s initiatives to tackle this problem is the Spent Radium Sources Conditioning Project, a worldwide project relying on the regional co-operation between countries. A team from the Brazilian nuclear research institute Centro de Desenvolvimento da Tecnologia Nuclear (CDTN) was chosen as the expert team to carry out the operations in Latin America; since December 1996 radium sources have been safely conditioned in Uruguay, Nicaragua, Guatemala, Ecuador and Paraguay. A Quality Assurance Program was established, encompassing the qualification of the capsule welding process, written operational procedures referring to all major steps of the operation, calibration of monitors and information retrievability. A 200L carbon steel drum-based packaging concept was used to condition the sources, its cavity being designed to receive the lead shield device containing stainless steel capsules with the radium sources. As a result of these operations, a total amount of 2,897 mg of needles, tubes, medical applicators, standard sources for calibration, lightning rods, secondary wastes and contaminated objects were stored in proper conditions and are now under control of the nuclear authorities of the visited countries.

  19. Oil discoveries and basin resource prediction in Latin America: Past, present, and future

    Over 350 oil discoveries were made in Latin America during the 1980s. About 12% are estimated to contain reserves greater than 100 MMBO. Several of the larger finds (>500 MMBO), such as Cusiana (Colombia), Furrial/Musipan (Venezuela), Cano Lima (Colombia) and Marlim (Brazil) represent an important part of the giant field found worldwide since 1980. Most of the larger discoveries were made by national oil companies in Venezuela, Mexico and Brazil. Undiscovered oil resources of 40-80 BBO are estimated to remain in the highest potential Latin American basins, including those in Mexico, based on historical field size data and current geological knowledge. Over 150 BBO of produced oil and proven reserves has been found in the same group of basins. The probability of finding large undiscovered oil and gas fields (>100 MMBOE) in selected established and mature Latin American basins is high. The Campos (Brazil), Llanos (Colombia), Magadalena (Colombia), Maracaibo (Venezuela), Marahon-Oriente-Putomayo (Peru-Ecuador-Colombia), Maturin (Venezuela), Reforma-Campeche (Mexico) and Ucayali (Peru) basins have the best possibility for such accumulations. Another tier of frontier and emerging basins may also contain significant resources, but limited data makes it difficult to estimate their undiscovered resources. Some of the higher potential basins in this group include the Sierra de Chiapas (Mexico/Guatemala), Huallaga (Peru), Yucatan (Mexico), Sabinas, and Burgos (Mexico) basins.

  20. Energy-conservation-investment decision making in developing countries: A review of project implementation in industry. Final report

    Despite recent efforts in a number of developing countries to promote energy conservation (EC) and efficiency, only a fraction of EC potential has been captured, especially for projects that require significant investments. The document analyzes EC efforts in 11 countries where energy audit and/or feasibility study programs have been carried out (Bangladesh, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jordan, Pakistan, Panama, the Philippines, and Sri Lanka), covering some 1,500 EC projects involving 242 industrial companies. Cost and length of payback seem to be the determining factors for companies considering EC measures; no-cost or low-cost projects with paybacks of less than a year (such as power factor improvement projects) had the highest rate of implementation, while expensive, complicated projects (e.g., cogeneration or fuel substitution projects) were most often rejected. The document concludes, however, that the rate of implementation of EC programs has been quite high, and recommends that inexpensive, short-term projects be featured in future EC programs and increased levels of TA and financial assistance be made available to companies implementing long-term EC measures.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,906,065 km/sup 2/ at the end of 1984, an increase of 4.6% from the 1,821,966 km/sup 2/ in force at the end of 1983. This increase is due to large awards in the Sudan despite significant relinquishments elsewhere. Seismic surveys conducted during 1984 decreased to about 510.5 crew-months onshore and 29.5 crew-months offshore. However, exploration in and off Egypt was higher compared to 1983. Exploratory drilling was lower, with only 125 wells drilled compared to 179 tests completed in 1983. The main decrease was in Egypt and Sudan, but drilling in Libya resulted in 20 more completions. A significant oil discovery was made in the offshore part of the Sirte basin, off southwest Cyrenaica. The success rate in North Africa ranged from 19% to 50% (Libya). Development drilling increased during 1984, as higher activity appears to have taken place in 3 countries. Oil production, with an estimated daily rate of 2,952,570 bbl, was up 2.8% from 1983 (2,871,460 BOPD). In Egypt, 7 fields located in the Gulf of Suez area went on stream during the year. Political unrest, which prevailed in southern Sudan during most of 1984, will likely delay the start-up of production in several fields. No statistics are available on gas production in North African countries.

  3. Latest Jurassic-early Cretaceous regressive facies, northeast Africa craton

    Nonmarine to paralic detrital deposits accumulated in six large basins between Algeria and the Arabo-Nubian shield during major regression in latest Jurassic and Early Cretaceous time. The Ghadames Sirte (north-central Libya), and Northern (Egypt) basins lay along the cratonic margin of northeastern Africa. The Murzuk, Kufra, and Southern (Egypt) basins lay in the south within the craton. Data for reconstructing distribution, facies, and thickness of relevant sequences are adequate for the three northern basins only. High detrital influx near the end of Jurassic time and in mid-Cretaceous time produced regressive nubian facies composed largely of low-sinuosity stream and fahdelta deposits. In the west and southwest the Ghadames, Murzuk, and Kufra basins were filled with a few hundred meters of detritus after long-continued earlier Mesozoic aggradation. In northern Egypt the regressive sequence succeeded earlier Mesozoic marine sedimentation; in the Sirte and Southern basins correlative deposits accumulated on Precambrian and Variscan terranes after earlier Mesozoic uplift and erosion. Waning of detrital influx into southern Tunisia and adjacent Libya in the west and into Israel in the east initiated an Albian to early Cenomanian transgression of Tethys. By late Cenomanian time it had flooded the entire cratonic margin, and spread southward into the Murzuk and Southern basins, as well as onto the Arabo-Nubian shield. Latest Jurassic-earliest Cretaceous, mid-Cretaceous, and Late Cretaceous transgressions across northeastern Africa recorded in these sequences may reflect worldwide eustatic sea-level rises. In contrast, renewed large supply of detritus during each regression and a comparable subsidence history of intracratonic and marginal basins imply regional tectonic control. 6 figures.

  4. Tropical Africa: Land use, biomass, and carbon estimates for 1980

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  5. Area 2: Inexpensive Monitoring and Uncertainty Assessment of CO2 Plume Migration using Injection Data

    In-depth understanding of the long-term fate of CO? in the subsurface requires study and analysis of the reservoir formation, the overlaying caprock formation, and adjacent faults. Because there is significant uncertainty in predicting the location and extent of geologic heterogeneity that can impact the future migration of CO? in the subsurface, there is a need to develop algorithms that can reliably quantify this uncertainty in plume migration. This project is focused on the development of a model selection algorithm that refines an initial suite of subsurface models representing the prior uncertainty to create a posterior set of subsurface models that reflect injection performance consistent with that observed. Such posterior models can be used to represent uncertainty in the future migration of the CO? plume. Because only injection data is required, the method provides a very inexpensive method to map the migration of the plume and the associated uncertainty in migration paths. The model selection method developed as part of this project mainly consists of assessing the connectivity/dynamic characteristics of a large prior ensemble of models, grouping the models on the basis of their expected dynamic response, selecting the subgroup of models that most closely yield dynamic response closest to the observed dynamic data, and finally quantifying the uncertainty in plume migration using the selected subset of models. The main accomplishment of the project is the development of a software module within the SGEMS earth modeling software package that implements the model selection methodology. This software module was subsequently applied to analyze CO? plume migration in two field projects – the In Salah CO? Injection project in Algeria and CO? injection into the Utsira formation in Norway. These applications of the software revealed that the proxies developed in this project for quickly assessing the dynamic characteristics of the reservoir were highly efficient and yielded accurate grouping of reservoir models. The plume migration paths probabilistically assessed by the method were confirmed by field observations and auxiliary data. The report also documents the application of the software to answer practical questions such as the optimum location of monitoring wells to reliably assess the migration of CO? plume, the effect of CO?-rock interactions on plume migration and the ability to detect the plume under those conditions and the effect of a slow, unresolved leak on the predictions of plume migration.

  6. The geomechanics of CO{sub 2} storage in deep sedimentary formations

    This paper provides a review of the geomechanics and modeling of geomechanics associated with geologic carbon storage (GCS), focusing on storage in deep sedimentary formations, in particular saline aquifers. The paper first introduces the concept of storage in deep sedimentary formations, the geomechanical processes and issues related with such an operation, and the relevant geomechanical modeling tools. This is followed by a more detailed review of geomechanical aspects, including reservoir stress-strain and microseismicity, well integrity, caprock sealing performance, and the potential for fault reactivation and notable (felt) seismic events. Geomechanical observations at current GCS field deployments, mainly at the In Salah CO2 storage project in Algeria, are also integrated into the review. The In Salah project, with its injection into a relatively thin, low-permeability sandstone is an excellent analogue to the saline aquifers that might be used for large scale GCS in parts of Northwest Europe, the U.S. Midwest, and China. Some of the lessons learned at In Salah related to geomechanics are discussed, including how monitoring of geomechanical responses is used for detecting subsurface geomechanical changes and tracking fluid movements, and how such monitoring and geomechanical analyses have led to preventative changes in the injection parameters. Recently, the importance of geomechanics has become more widely recognized among GCS stakeholders, especially with respect to the potential for triggering notable (felt) seismic events and how such events could impact the long-term integrity of a CO{sub 2} repository (as well as how it could impact the public perception of GCS). As described in the paper, to date, no notable seismic event has been reported from any of the current CO{sub 2} storage projects, although some unfelt microseismic activities have been detected by geophones. However, potential future commercial GCS operations from large power plants will require injection at a much larger scale. For such largescale injections, a staged, learn-as-you-go approach is recommended, involving a gradual increase of injection rates combined with continuous monitoring of geomechanical changes, as well as siting beneath a multiple layered overburden for multiple flow barrier protection, should an unexpected deep fault reactivation occur.

  7. Radiological Threat Reduction (RTR) program : implementing physical security to protect large radioactive sources worldwide.

    The U.S. Department of Energy's Radiological Threat Reduction (RTR) Program strives to reduce the threat of a Radiological Dispersion Device (RDD) incident that could affect U.S. interests worldwide. Sandia National Laboratories supports the RTR program on many different levels. Sandia works directly with DOE to develop strategies, including the selection of countries to receive support and the identification of radioactive materials to be protected. Sandia also works with DOE in the development of guidelines and in training DOE project managers in physical protection principles. Other support to DOE includes performing rapid assessments and providing guidance for establishing foreign regulatory and knowledge infrastructure. Sandia works directly with foreign governments to establish cooperative agreements necessary to implement the RTR Program efforts to protect radioactive sources. Once necessary agreements are in place, Sandia works with in-country organizations to implement various security related initiatives, such as installing security systems and searching for (and securing) orphaned radioactive sources. The radioactive materials of interest to the RTR program include Cobalt 60, Cesium 137, Strontium 90, Iridium 192, Radium 226, Plutonium 238, Americium 241, Californium 252, and Others. Security systems are implemented using a standardized approach that provides consistency through out the RTR program efforts at Sandia. The approach incorporates a series of major tasks that overlap in order to provide continuity. The major task sequence is to: Establish in-country contacts - integrators, Obtain material characterizations, Perform site assessments and vulnerability assessments, Develop upgrade plans, Procure and install equipment, Conduct acceptance testing and performance testing, Develop procedures, and Conduct training. Other tasks are incorporated as appropriate and commonly include such as support of reconfiguring infrastructure, and developing security plans, etc. This standardized approach is applied to specific country and regional needs. Recent examples (FY 2003-2004) include foreign missions to Lithuania, Russian Federation Navy, Russia - PNPI, Greece (joint mission with IAEA), Tanzania, Iraq, Chile, Ecuador, and Egypt. Some of the ambitions and results of the RTR program may be characterized by the successes in Lithuania, Greece, and Russia.

  8. Epsilon Metal Summary Report FY 2011

    The Epsilon-metal ({var_epsilon}-metal) phase was selected in FY 2009 as a potential waste form to for immobilizing the noble metals found in the undissolved solids + aqueous stream, and the soluble Tc from ion-exchange process, each resulting from proposed aqueous reprocessing. {var_epsilon}-metal phase is observed in used nuclear fuel and the natural reactors of Oklobono in Gabon, where the long-term corrosion behavior was demonstrated. This makes {var_epsilon}-metal a very attractive waste form. Last fiscal year, {var_epsilon}-metal was successfully fabricated by combining the five-metals, Mo, Ru, Rh, Pd and Re (surrogate for Tc), into pellets followed by consolidation with an arc melter. The arc melter produced fully dense samples with the epsilon structure. However, some chemistry differences were observed in the microstructure that resulted in regions rich in Re and Mo, and others rich in Pd, while Ru and Rh remained fairly constant throughout. This year, thermal stability (air), and corrosion testing of the samples fabricated by arc melting were the main focus for experimental work. Thermal stability was measured with a differential scanning calorimeter - thermogravimetric analyzer, by both ramp heating as well as step heating. There is clear evidence during the ramp heating experiment of an exothermic event + a weight loss peak both beginning at {approx}700 C. Step heating showed an oxidation event at {approx}690 C with minimal weight gain that occurs just before the weight loss event at 700 C. The conclusion being that the e-metal begins to oxidize and then become volatile. These findings are useful for considering the effects of voloxidation process. Three different pellets were subjected to electrochemical testing to study the corrosion behavior of the epsilon-metal phase in various conditions, namely acidic, basic, saline, and inert. Test was done according to an interim procedure developed for the alloy metal waste form. First an open circuit potential was measured, followed by linear polarization sweeps. The linear polarization sweep range was the Tafel equation was fit to the linear polarization sweep data to determine the corrosion rate of each pellet in each test solution. The average calculated corrosion rates of the three pellets according to solution conditions were: -1.91 x 10{sup -4} mm/yr (0.001 M NaOH), -1.48 x 10{sup -3} mm/yr (0.01 M NaCl), -8.77 x 10{sup -4} mm/yr (0.001 M H{sub 2}SO{sub 4}), -2.09 x 10{sup -3} mm/yr (0.001 M NaOH + 0.01 M NaCl), and -1.54 x 10{sup -3} mm/yr (0.001 M H{sub 2}SO{sub 4} + 0.01 M NaCl). Three single-pass flow through (SPFT) test were conducted at a flow rate of 10 ml/day, at 90 C, and pH of 2.5, 7.0, and 9.0 for up to 322 days. Results of the tests indicate that dissolution rates were 5 x 10{sup -4} g m{sup 2} d{sup -1} at pH 9.0, 1.2 x 10{sup -4} g m{sup -2} d{sup -1} at pH 7.0, and 2 x 10{sup -4} g m{sup -2} d{sup -1} at pH 2.5. The sample used for the pH 7.0 SPFT test contains extra Re compared to samples used for the other two SPFT test, which came from a single pellet. The corrosion data measured this year indicate that the {var_epsilon}-metal phase is chemically durable. The two chemically different phases, but structurally the same, behave differently during dissolution according to the microstructure changes observed in both the electrochemical and in SPFT test. Characterization of the test specimens after testing suggests that the dissolution is complex and involves oxidative dissolution followed by precipitation of both oxide and metallic phases. These data suggest that the dissolution in the electrochemical and SPFT tests is different; a process that needs further investigation.
