    Argentina occupies a somewhat unusual position among the world`s nuclear nations, in that, while possessing a rather diverse nuclear industry, it has managed to remain largely outside the system of international controls, and is not a signatory of the Nuclear Non-Proliferation Treaty. Argentina currently has two operating reactors, Atucha Unit 1 (335-MWe PHWR) and Embalse (600-MWe CANDU), with another under unit, Atucha Unit 2 (698-MWe PHWR) under construction. Commercial nuclear development is primarily under the control of the Comision Nacional de Energia Atomica (CNEA), which also manages a modest uranium production industry. Fuel cycle facilities, notably an enrichment plant at Pilcaniyeu and a pilot reprocessing plant at Ezeiza, are under development.

    This thesis explores the relationship between the oil-boom of the 1970s and development outcomes and the prospects in two African OPEC states. The theoretical framework is provided by the political-economy literatures, both domestic and international. The research is carried out as a limited comparative study with a loosely constructed (before-during-after) interrupted time-series design. Algeria's greater success in managing it soil economy suggests further evidence supporting the promise of a mixed political-economy state model. State and societal complexions are identified, with a primarily qualitative methodology, to explain Nigerian and Algerian development outcomes on the heels of the oil decade.

    Deformation in the material overlying an active reservoir is used to monitor pressure change at depth. A sequence of pressure field estimates, eleven in all, allow us to construct a measure of diffusive travel time throughout the reservoir. The dense distribution of travel time values means that we can construct an exactly linear inverse problem for reservoir flow properties. Application to Interferometric Synthetic Aperture Radar (InSAR) data gathered over a CO{sub 2} injection in Algeria reveals pressure propagation along two northwest trending corridors. An inversion of the travel times indicates the existence of two northwest-trending high permeability zones. The high permeability features trend in the same direction as the regional fault and fracture zones. Model parameter resolution estimates indicate that the features are well resolved.

    Deformation in the overburden proves useful in deducing spatial and temporal changes in the volume of a producing reservoir. Based upon these changes we estimate diffusive travel times associated with the transient flow due to production, and then, as the solution of a linear inverse problem, the effective permeability of the reservoir. An advantage an approach based upon travel times, as opposed to one based upon the amplitude of surface deformation, is that it is much less sensitive to the exact geomechanical properties of the reservoir and overburden. Inequalities constrain the inversion, under the assumption that the fluid production only results in pore volume decreases within the reservoir. We apply the formulation to satellite-based estimates of deformation in the material overlying a thin gas production zone at the Krechba field in Algeria. The peak displacement after three years of gas production is approximately 0.5 cm, overlying the eastern margin of the anticlinal structure defining the gas field. Using data from 15 irregularly-spaced images of range change, we calculate the diffusive travel times associated with the startup of a gas production well. The inequality constraints are incorporated into the estimates of model parameter resolution and covariance, improving the resolution by roughly 30 to 40%.

    We have searched for possible sites in Argentina for the installation of large air Cherenkov telescope arrays and water Cherenkov systems. At present seven candidates are identified at altitudes from 2500 to 4500 m. The highest sites are located at the Northwest of the country, in La Puna. Sites at 2500 and 3100 m are located in the West at El Leoncito Observatory, with excellent infrastructure. A description of these candidate sites is presented with emphasis on infrastructure and climatology.

    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    We analyse the all-sky Leiden/Argentina/Bonn HI survey, where we identify shells belonging to the Milky Way. We used an identification method based on the search of continuous regions of a low brightness temperature that are compatible with given properties of HI shells. We found 333 shells in the whole Galaxy. The size distribution of shells in the outer Galaxy is fitted by a power law with the coefficient of 2.6 corresponding to the index 1.8 in the distribution of energy sources. Their surface density decreases exponentially with a scale length of 2.8 kpc. The surface density of shells with radii >= 100 pc in the solar neighbourhood is around 4 per kpc^2 and the 2D porosity is approximately 0.7.

    The Cherenkov Telescope Array (CTA) Project will consist of two arrays of atmospheric Cherenkov telescopes to study high-energy gamma radiation in the range of a few tens of GeV to beyond 100 TeV. To achieve full-sky coverage, the construction of one array in each terrestrial hemisphere is considered. Suitable candidate sites are being explored and characterized. The candidate sites in the Southern Hemisphere include two locations in Argentina, one in San Antonio de los Cobres (Salta Province, Lat. 24:02:42 S, Long. 66:14:06 W, at 3600 m.a.s.l) and another one in El Leoncito (San Juan Province, Lat. 31:41:49 S, Long. 69:16:21 W, at 2600 m.a.s.l). Here we describe the two sites and the instrumentation that has been deployed to characterize them. We summarize the geographic, atmospheric and climatic data that have been collected for both of them.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

    South America is a region which is free from nuclear weapons. However, this was not an inevitable development from the relationships among its countries. Indeed, regional rivalries between Brazil and Argentina, with military implications for both countries, lasted a long time. After WWII these countries took part in the race to obtain nuclear technologies and nuclear ambitions were part of the game. In the mid 1980s, the end of military dictatorships and the successful establishing of democratic institutions put an end to the race. Thus regional and national interests in addition to the establishment of democracies in Latin America have been responsible for the building of trust between the two countries. Meaningful international initiatives are once again needed in the framework of worldwide cooperation. This cooperation is better developed when democratic regimes are in place.

    Observing the early years of the 1920's, it is possible to detect a fracture in the perception of relativity theory in Argentina, characterized by the publication of a series of strictly scientific studies on this theory, in parallel with presentations aimed at the general culture. In this work, we attempt to relate this fracture with the advances made by Anti-Positivist ideas in the higher echelons of Argentine culture. The new philosophical approach configured a new vision of science that questioned the traditional methodology of the experimental sciences and attributed to the theoretical sciences a more prominent role than they had in the past. In this work, we present a detailed account of a 1923 paper by Jos\\'e B. Collo and Te\\'ofilo Isnardi, two young Argentine physicists trained in Germany, which is a representative contribution to this new trend.

    In 1922 the University of Buenos Aires (UBA) Council approved a motion to send an invitation to Albert Einstein to visit Argentina and give a course of lectures on his theory of relativity. The motion was proposed by Jorge Duclout (1856-1927), who had been educated at the Eidgenossische Technische Hochschule, Zurich (ETH). This proposal was the culmination of a series of initiatives of various Argentine intellectuals interested in the theory of relativity. In a very short time Dr. Mauricio Nirenstein (1877-1935), then the university's administrative secretary, fulfilled all the requirements for the university's invitation to be endorsed and delivered to the sage in Berlin. The visit took place three years later, in March-April 1925. The Argentine press received Einstein with great interest and respect; his early exchanges covered a wide range of topics, including international politics and Jewish matters. Naturally, the journalists were more eager to hear from the eminent pacifist than from the incomprehensible physicist. However, after his initial openness with the press, the situation changed and Einstein restricted his public discourse to topics on theoretical physics, avoiding some controversial political, religious, or philosophical matters that he had freely touched upon in earlier interviews..     Beryllium-7 is a natural radionuclide that enters into the ecosystems through wet and dry depositions and has numerous environmental applications in terrestrial and aquatic ecosystems. Atmospheric wet deposition of {sup 7}Be was measured in central Argentina. Rain traps were installed (1 m above ground) and individual rain events have been collected. Rain samples were filtered and analyzed by gamma spectrometry. The gamma counting was undertaken using a 40%-efficient p-type coaxial intrinsic high-purity natural germanium crystal built by Princeton Gamma-Tech. The cryostat was made from electroformed high-purity copper using ultralow-background technology. The detector was surrounded by 50 cm of lead bricks to provide shielding against radioactive background. The detector gamma efficiency was determined using a water solution with known amounts of chemical compounds containing long-lived naturally occurring radioisotopes, {sup 176}Lu, {sup 138}La and {sup 40}K. Due to the geometry of the sample and its position close to the detector, the efficiency points from the {sup 176}Lu decay, had to be corrected for summing effects. The measured samples were 400 ml in size and were counted curing one day. The {sup 7}Be detection limit for the present measurements was as low as 0.2 Bq l{sup -1}. Thirty two rain events were sampled and analyzed (November 2006-May 2007). The measured values show that the events corresponding to low rainfall (<20 mm) are characterized by significantly higher activity concentrations (Bq l{sup -1}). The activity concentration of each individual event varied from 0.8 to 3.5 Bq l{sup -1}, while precipitations varied between 4 and 70 mm. The integrated activity by event of {sup 7}Be was fitted with a model that takes into account the precipitation amount and the elapsed time between two rain events. The integrated activities calculated with this model show a good agreement with experimental values.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.

    Individual country reports on drilling, oil and gas production, and petroleum exploration and reserves are given for Africa. Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd. Algeria cut production of crude oil in 1979 to a level of 1,194,350 bpd, and increased gas production to 2031 mmcfd. In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd.     This work was performed under Memorandum of Agreement B291534 Between the Lawrence Livermore National Laboratory (LLNL) and the United States Bureau of Mines. The Bureau of Mines authors are members of the Minerals Availability Field Office (MAFO) in Denver, CO, which uses an extensive network of information sources to develop and maintain the Minerals Availability database concerning mining and minerals properties worldwide. This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK. Its results were integrated into this report. MJRS is shown as one of the numerous sources which were used for this work. All sources are listed in the report. This document is arranged in four sections, one for each country, in alphabetical order. Thie outline is the same for each country.

    Middle East LPG producers will continue to dominate world export markets in 1996. Led by Saudi Arabia, the Middle East will produce nearly 26 million metric tons of LPG in million metric tons of LPG in 1996, more than 54% of the world`s almost 48 million metric tons of export LPG. In 2000, however, with world exports of LPG expanding to 58.9 million metric tons, Middle East suppliers; share will have remained flat, making up 31.7 million metric tons, or 53.9%. Saudi Arabia`s contribution will exceed 15 million metric tons, reflecting essentially no growth since 1995. These and other patterns, from data compiled by Purvin and Gertz, Dallas, and published earlier this year, show other suppliers of LPG, especially African (Algeria/Nigeria), North Sea, and Latin American (Venezuela/Argentina), picking up larger shares in the last 5 years of this decade. This scenario assumes completion of several major supply projects that are either panned, under construction, or nearing start up in most of these areas. The paper discusses the global picture, the supply situation in the Middle East, Africa, the North Sea, and South America.

    At CEILAP (CITEDEF-CONICET), a multiangle LIDAR is under development to monitor aerosol extinction coefficients in the frame of the CTA (Cherenkov Telescope Array) Project. This is an initiative to build the next generation of ground-based instruments to collect very high energy gamma-ray radiation (>10 GeV). The atmospheric conditions are very important for CTA observations, and LIDARs play an important role in the measurement of the aerosol optical depth at any direction. The LIDAR being developed at CEILAP was conceived to operate in harsh environmental conditions during the shifts, and these working conditions may produce misalignments. To minimize these effects, the telescopes comprising the reception unit are controlled by a self-alignment system. This paper describes the self-alignment method and hardware automation.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.
