Cooperative Monitoring Center Occasional Paper/9: De-Alerting Strategic Ballistic Missiles

This paper presents a framework for evaluating the technical merits of strategic ballistic missile de-alerting measures, and it uses the framework to evaluate a variety of possible measures for silo-based, land-mobile, and submarine-based missiles. De-alerting measures are defined for the purpose of this paper as reversible actions taken to increase the time or effort required to launch a strategic ballistic missile. The paper does not assess the desirability of pursuing a de-alerting program. Such an assessment is highly context dependent. The paper postulates that if de-alerting is desirable and is used as an arms control mechanism, de-alerting measures should satisfy specific cirteria relating to force security, practicality, effectiveness, significant delay, and verifiability. Silo-launched missiles lend themselves most readily to de-alerting verification, because communications necessary for monitoring do not increase the vulnerabilty of the weapons by a significant amount. Land-mobile missile de-alerting measures would be more challenging to verify, because monitoring measures that disclose the launcher's location would potentially increase their vulnerability. Submarine-launched missile de-alerting measures would be extremely challlenging if not impossible to monitor without increasing the submarine's vulnerability.

Gas chromatograph monitors for VCM, automatically alerts emergency team

Delaware City, located on the Delaware River with a metropolitan population of around 100,000, has played host to numerous companies in the CPI. The community has witnessed the expansion to a current level of eleven plants and a large oil refinery. Identified by the DNREC as possibly the most serious of recent problems was the potential for release of vinyl chloride monomer (VCM) gas. VCM is a recognized carcinogen and is considered a hazardous waste and a priority pollutant by the EPA. A Citizens' Advisory Committee recommended that a permanent air monitor for detection of VCM be strategically located in Delaware City. It needed to be capable of detecting VCM at 50 ppb and utilize a suitable alarm procedure to alert the public. The committee also recommended the use of a mobile monitor equipped to track a VCM release which could by-pass the Delaware City monitor and threaten nearby residents during certain wind conditions. A gas chromatography with photoionization detector (PID) was selected based on the required specifications and on commercial availability. The Delaware City firehouse was selected as the most publicly acceptable location with sufficient security and unobstructed sampling at an adequate height. The air in Delaware City has been monitored continuously since December 9, 1985. As of April, 1986, the instrument has completed, 30,000 combined sample and calibration runs. No unusual problems have been encountered with maintenance or with anomalous data. It has required only routine service, surpassing the manufacturer's guarantees for parts and service.

The Trigger Algorithm for the Burst Alert Telescope on Swift

The Swift Burst Alert Telescope (BAT) is a huge (5200 cm2) coded aperture imager that will detect gamma-ray bursts in real time and provide a location that the Swift satellite will use to slew the optical and x-ray telescopes. The huge size of BAT is a challenge for the on-board triggering: a change as small as 1% is equivalent to a 1 sigma statistical variation in 1 second. There will be three types of triggers, two based on rates and one based on images. The first type of trigger is for short time scales (4 msec to 64 msec). These will be traditional triggers (single background) and we check about 25,000 combinations of time-energy-focal plane subregions per second. The second type of trigger will be similar to what is used on HETE: fits to multiple background regions to remove trends for time scales between 64 msec and 64 seconds. Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

Under the current program standards, the outdoor warning system consists of omnidirectional sirens and the new indoor system would be an enhanced tone alert (TA) radio system. This analysis identifies various tone-alert technologies, distribution options, and alternative siren configurations. It also assesses the costs and benefits of the options and analyzes what appears to best meet program needs. Given the current evidence, it is recommended that a 10-dB siren system and the special or enhanced TA radio be distributed to each residence and special institution in the immediate response zone as preferred the A N standard. This approach minimizes the cost of maintenance and cost of the TA radio system while providing a high degree of reliability for indoor alerting. Furthermore, it reaches the population (residential and institutional) in the greatest need of indoor alerting.

The Marine Animal Alert System (MAAS) in development by the Pacific Northwest National Laboratory is focused on providing elements of compliance monitoring to support deployment of marine hydrokinetic energy devices. An initial focus is prototype tidal turbines to be deployed in Puget Sound in Washington State. The MAAS will help manage the risk of injury or mortality to marine animals from blade strike or contact with tidal turbines. In particular, development has focused on detection, classification, and localization of listed Southern Resident killer whales within 200 m of prototype turbines using both active and passive acoustic approaches. At the close of FY 2011, a passive acoustic system consisting of a pair of four-element star arrays and parallel processing of eight channels of acoustic receptions has been designed and built. Field tests of the prototype system are scheduled for the fourth quarter of calendar year 2011. Field deployment and testing of the passive acoustic prototype is scheduled for the first quarter of FY 2012. The design of an active acoustic system that could be built using commercially available off-the-shelf components from active acoustic system vendors is also in the final stages of design and specification.

Probing the Gamma-Ray Burst Rate with Trigger Simulations of the Swift Burst Alert Telescope

The long gamma-ray burst (GRB) rate is essential for revealing the connection between GRBs, supernovae and stellar evolution. Additionally, the GRB rate at high redshift provides a strong probe of star formation history in the early universe. While hundreds of GRBs are observed by Swift, it remains difficult to determine the intrinsic GRB rate due to the complex trigger algorithm of Swift. Current studies usually approximate the Swift trigger algorithm by a single detection threshold. However, unlike the previously flown GRB instruments, Swift has over 500 trigger criteria based on photon count rate and additional image threshold for localization. To investigate possible systematic biases and explore the intrinsic GRB properties, we developed a program that is capable of simulating all the rate trigger criteria and mimicking the image trigger threshold. NA22 Model Cities Project - LL244T An Intelligent Transportation System-Based Radiation Alert and Detection System

The purpose of this project was twofold: first, provide an understanding of the technical foundation and planning required for deployment of Intelligent Transportation System (ITS)-based system architectures for the protection of New York City from a terrorist attack using a vehicle-deployed nuclear device; second, work with stakeholders to develop mutual understanding of the technologies and tactics required for threat detection/identification and establish guidelines for designing operational systems and procedures. During the course of this project we interviewed and coordinated analysis with people from the New Jersey State Attorney General's office, the New Jersey State Police, the Port Authority of New York/New Jersey, the Counterterrorism Division of the New York City Police Department, the New Jersey Transit Authority, the State of New Jersey Department of Transportation, TRANSCOM and a number of contractors involved with state and federal intelligent transportation development and implementation. The basic system architecture is shown in the figure below. In an actual system deployment, radiation sensors would be co-located with existing ITS elements and the data will be sent to the Traffic Operations Center. A key element of successful system operation is the integration of vehicle data, such as license plate, EZ pass ID, vehicle type/color and radiation signature. A threat data base can also be implemented and utilized in cases where there is a suspect vehicle identified from other intelligence sources or a mobile detector system. Another key aspect of an operational architecture is the procedures used to verify the threat and plan interdiction. This was a major focus of our work and discussed later in detail. In support of the operational analysis, we developed a detailed traffic simulation model that is described extensively in the body of the report.

INFORMATION: Management Alert on the Department's Monitoring of the Weatherization Assistance Program in the State of Illinois

Under the American Recovery and Reinvestment Act of 2009 (Recovery Act), the Department of Energy's Weatherization Assistance Program received $5 billion to improve the energy efficiency of homes owned or occupied by low income persons, reduce their total residential expenditures, and improve their health and safety. Since the Recovery Act was enacted in February 2009, the Department has awarded weatherization grants to every state, the District of Columbia and five territories. Because of the unprecedented level of funding and the risks associated with spending vast amounts of money in a relatively short period of time, the Office of Inspector General (OIG) initiated a series of audits designed to evaluate the Program's internal control structures at both the Federal and state levels. As part of our work, we are in the process of reviewing Weatherization Program internal controls for the State of Illinois. We are also currently performing identical audits in the States of North Carolina, Pennsylvania and Virginia. Under the Recovery Act and the Department's Program, the State of Illinois received $242 million to weatherize 26,933 homes. The State of Illinois awarded these funds to 35 local agencies responsible for determining recipients' eligibility, contracting for the installation of the weatherization work, and conducting final inspections to ensure that work on homes was done in accordance with requirements. Inspectors working for the local agencies are required to evaluate the quality of mechanical and architectural improvements, such as furnace installations and window caulking, and certify that the work performed meets established standards. Under a Department approved plan in place at the time of our review, state officials were required to evaluate the sufficiency of local agency monitoring controls and to inspect the work performed on at least five percent of the units weatherized with Department funds during the program year for each local agency. We identified significant internal control deficiencies in the management of the Weatherization Program in Illinois which require immediate attention. Specifically, our audit testing revealed significant problems with on-site monitoring and inspection of the Illinois Home Weatherization Assistance Program (Illinois). We noted that the Department had not fulfilled its requirement to perform monitoring visits at the State level. In addition, Illinois officials had not complied with the Department's requirements for inspecting weatherization work conducted by local agencies. Finally, we found that a weatherization inspection for one of the local agencies failed to detect substandard installation of energy saving materials. This case involved a furnace gas leak that could have resulted in serious injury to the occupants and material damage to the structure. This is an interim report and our audit work remains in progress.

To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions. Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES Ė WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL Ė LESS RISKY Ė MORE PRODUCTIVE Ė MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising Ė gives more chance of positive results. And, to anyone who can do the math Ė millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive Ė and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him Ė if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. Check out the example from our greenhouse flyer, below. **SAVVY INVESTORS DON'T PUT THE BULK OF THEIR FORTUNES IN JUST A COUPLE OF STOCKS. THEY SPREAD THE RISK BY DIVERSIFYING. LET US BE LIKEWISE SMART IN USE OF PUBLIC MONEY 1 "Renewable energy" is not just about electricity, or even that and hot water. It is not even just those and wind, and certainly more than "solar panels". 2 We need to explore and use the many different types of alternatives, just as we do in most other aspects of our society. 3 Taking the kind of money that was allocated to Solyndra (or even to 38 Studios here in Rhode Island, and instead investing it in even 10 small projects, is a much wiser choice than betting it on another big boondoggle. **WHAT TO DO? PUT OUR MONEY INTO SUPPORT FOR WIDESPREAD USE OF CURRENT "GREEN" ENERGY TECHNOLOGY, AND EVALUATION & DEVELOPMENT OF NEW, TRULY INNOVATIVE OPTIONS 1 Make renewable energy credits available for all solar, wind and other technologies that show promise for meeting our energy needs. 2 Consider setting up an Important Innovations Center like the one described on the other side. TWO EXAMPLES OF NEW & EXCITING RESEARCH & BUSINESS MODELS A. PROPOSED NEW KSD NON-PROFIT IMPORTANT INNOVATIONS CENTER PURPOSES **Provide a place where small inventors can get help in evaluating and developing their ideas. **Provide a place which will focus specifically on inventions that have the potential to benefit the world and its people. **Provide a place which will especially focus on solutions to energy needs Ė and to environmental pollution and other

A recent paper studies a modification of Einstein-aether theory in which the aether vector is restricted, at the level of the action, to be the gradient of a scalar. Russia's energy policy: A framing comment

A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models - the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector.

Comment on 'Nonlocality, Counterfactuals and Quantum Mechanics'

A recent proof [H. P. Stapp, Am. J. Phys. 65, 300 (1997)], formulated in the symbolic language of modal logic, claims to show that contemporary quantum theory, viewed as a set of rules that allow us to calculate statistical predictions among certain kinds of observations, cannot be imbedded in any rational framework that conforms to the principles that (1) the experimenters' choices of which experiments they will perform can be considered to be free choices, (2) outcomes of measurements are unique, and (3) the free choices just mentioned have no backward-in-time effects of any kind. This claim is similar to Bell's theorem, but much stronger, because no reality assumption alien to quantum philosophy is used. The paper being commented on [W. Unruh, Phys. Rev. A 59, 126 (1999)] argues that some such reality assumption has been ''smuggled'' in. That argument is examined here and shown, I believe, to be defective.

Shortcomings of a momentum-space treatment of strong absorption, as discussed in the previous Comment [nucl-th/9611025], are only of concern at low projectile energies, $\\gamma$< 1.5. At intermediate and high energies, for which the quantum-mechanical equivalent-photon spectrum is intended, the quantum-mechanical cross sections are reduced relative to the semi-classical results whether one treats strong effects via a momentum-space or an impact-parameter (spatial) cut-off. At these energies the origin of the discrepancy between the predictions of full quantuym-mechanical and the semi-classical calulations cannot be traced to differences in the treatment of strong-interaction effects. Rather, they arise from quantum effects neglected in the semi-classical calculations.

Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate. This Comment is in response to an Erratum to the paper entitled "The shape and composition of interstellar silicate grains" (Min et al., A&A, 462, 667-676 (2007). The Erratum corrects erroneously cited data but upholds the paper's original conclusions that GEMS are not remnant interstellar grains and that most GEMS formed in the early solar system. In our Comment, we show that the correct data in fact strengthen the relationship between GEMS and interstellar silicates, contrary to the conclusions of Min et al. in their Erratum. We also explore the validity of the isotopic and bulk chemical bases for comparison and present additional indicators of past ISM radiation processing of silicates.

Review of public comments on proposed seismic design criteria

During the first quarter of 1988, the Nuclear Regulatory Commission (NRC) prepared a proposed Revision 2 to the NUREG-0800 Standard Review Plan (SRP) Sections 2.5.2 (Vibratory Ground Motion), 3.7.1 (Seismic Design Parameters), 3.7.2 (Seismic Systems Analysis) and 3.7.3 (Seismic Subsystem Analysis). The proposed Revision 2 to the SRP was a result of many years' work carried out by the NRC and the nuclear industry on the Unresolved Safety Issue (USI) A-40: ''Seismic Design Criteria.'' The background material related to NRC's efforts for resolving the A-40 issue is described in NUREG-1233. In June 1988, the proposed Revision 2 of the SRP was issued by NRC for public review and comments. Comments were received from Sargent and Lundy Engineers, Westinghouse Electric Corporation, Stevenson and Associates, Duke Power Company, General Electric Company and Electric Power Research Institute. In September 1988, Brookhaven National Laboratory (BNL) and its consultants (C.J. Costantino, R.P. Kennedy, J. Stevenson, M. Shinozuka and A.S. Veletsos) were requested to carry out a review of the comments received from the above six organizations. The objective of this review was to assist the NRC staff with the evaluation and resolution of the public comments. This review was initiated during October 1988 and it was completed on January 1989. As a result of this review, a set of modifications to the above mentioned sections of the SRP were recommended by BNL and its consultants. This paper summarizes the recommended modifications. 4 refs.

On November 29, 1989, the Secretary of Energy published his ``Report to Congress on the Reassessment of the Civilian Radioactive Waste Management Program`` (Report), and sent copies to numerous interested parties for their review and comment. This document summarizes comments received on the Report and presents the DOE`s current responses to those comments as a basis for further discussions. Included as appendixes are a list of commenters, a crosswalk showing where each comment is addressed, the comment letters themselves with specific comments delineated, and the DOE`s response to those letters. Twenty-five individuals or organizations submitted comments on the Report. The DOE identified 130 individual comments and classified them into the following seven categories: Management, Institutional, Regulatory, Transportation, Monitored Retrievable Storage, Scheduling, and Yucca Mountain. For the responses, comments were than grouped into more specific topics under each of the major headings. The DOE attempted to respond to all comments.

On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

Summary of comments received from workshops on radiological criteria for decommissioning

The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for site cleanup and decommissioning of NRC-licensed facilities. Open public meetings were held during 1993 in Chicago, IL, San Francisco, CA, Boston, MA, Dallas, TX, Philadelphia, PA, Atlanta, GA, and Washington, DC. Interested parties were invited to provide input on the rulemaking issues before the NRC staff develops a draft proposed rule. This report summarizes 3,635 comments categorized from transcripts of the seven workshops and 1,677 comments from 100 NRC docketed letters from individuals and organizations. No analysis or response to the comments is included. The comments reflect a broad spectrum of viewpoints on the issues related to radiological criteria for site cleanup and decommissioning. The NRC also held public meetings on the scope of the Generic Environmental Impact Statement (GEIS) during July 1993. The GEIS meetings were held in Washington, DC., San Francisco, CA, Oklahoma City, OK, and Cleveland, OH. Related comments from these meetings were reviewed and comments which differed substantially from those from the workshops are also summarized in the body of the report. A summary of the comments from the GEIS scoping meetings is included as an Appendix.
