    A rapid deployable global sensing hazard alert system and associated methods of operation are provided. An exemplary system includes a central command, a wireless backhaul network, and a remote monitoring unit. The remote monitoring unit can include a positioning system configured to determine a position of the remote monitoring unit based on one or more signals received from one or more satellites located in Low Earth Orbit. The wireless backhaul network can provide bidirectional communication capability independent of cellular telecommunication networks and the Internet. An exemplary method includes instructing at least one of a plurality of remote monitoring units to provide an alert based at least in part on a location of a hazard and a plurality of positions respectively associated with the plurality of remote monitoring units.

    In recent years, a new generation of space missions has offered great opportunities for discovery in high-energy astrophysics. In this article we focus on the scientific operations of the Gamma-Ray Imaging Detector (GRID) on board the AGILE space mission. AGILE-GRID, sensitive in the energy range of 30 MeV-30 GeV, has detected many ?-ray transients of both galactic and extragalactic origin. This work presents the AGILE innovative approach to fast ?-ray transient detection, which is a challenging task and a crucial part of the AGILE scientific program. The goals are to describe (1) the AGILE Gamma-Ray Alert System, (2) a new algorithm for blind search identification of transients within a short processing time, (3) the AGILE procedure for ?-ray transient alert management, and (4) the likelihood of ratio tests that are necessary to evaluate the post-trial statistical significance of the results. Special algorithms and an optimized sequence of tasks are necessary to reach our goal. Data are automatically analyzed at every orbital downlink by an alert pipeline operating on different timescales. As proper flux thresholds are exceeded, alerts are automatically generated and sent as SMS messages to cellular telephones, via e-mail, and via push notifications from an application for smartphones and tablets. These alerts are crosschecked with the results of two pipelines, and a manual analysis is performed. Being a small scientific-class mission, AGILE is characterized by optimization of both scientific analysis and ground-segment resources. The system is capable of generating alerts within two to three hours of a data downlink, an unprecedented reaction time in ?-ray astrophysics.

    This paper presents a framework for evaluating the technical merits of strategic ballistic missile de-alerting measures, and it uses the framework to evaluate a variety of possible measures for silo-based, land-mobile, and submarine-based missiles. De-alerting measures are defined for the purpose of this paper as reversible actions taken to increase the time or effort required to launch a strategic ballistic missile. The paper does not assess the desirability of pursuing a de-alerting program. Such an assessment is highly context dependent. The paper postulates that if de-alerting is desirable and is used as an arms control mechanism, de-alerting measures should satisfy specific cirteria relating to force security, practicality, effectiveness, significant delay, and verifiability. Silo-launched missiles lend themselves most readily to de-alerting verification, because communications necessary for monitoring do not increase the vulnerabilty of the weapons by a significant amount. Land-mobile missile de-alerting measures would be more challenging to verify, because monitoring measures that disclose the launcher's location would potentially increase their vulnerability. Submarine-launched missile de-alerting measures would be extremely challlenging if not impossible to monitor without increasing the submarine's vulnerability.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

    The Ultra-Fast Flash Observatory pathfinder (UFFO-p) is a new space mission dedicated to detect Gamma-Ray Bursts (GRBs) and rapidly follow their afterglows in order to provide early optical/ultraviolet measurements. A GRB location is determined in a few seconds by the UFFO Burst Alert & Trigger telescope (UBAT) employing the coded mask imaging technique and the detector combination of Yttrium Oxyorthosilicate (YSO) scintillating crystals and multi-anode photomultiplier tubes. The results of the laboratory tests of UBAT's functionality and performance are described in this article. The detector setting, the pixel-to-pixel response to X-rays of different energies, the imaging capability for rays, the localization accuracy measurements, and the combined test with the Block for X-ray and Gamma-Radiation Detection (BDRG) scintillator detector to check the efficiency of UBAT are all described.     The High Altitude Water Cherenkov (HAWC) Observatory monitors the gamma-ray sky in the 100 GeV to 100 TeV energy range with > 95% uptime and unprecedented sensitivity for a survey instrument. The HAWC Collaboration has implemented an online flare monitor that detects episodes of rapid flaring activity from extragalactic very high energy (VHE) sources in the declination band from -26 to 64 degrees. This allows timely alerts to be sent to multiwavelength instruments without human intervention. The preliminary configuration of the online flare monitor achieves sensitivity to flares of at least 1 hour duration that attain an average flux of 10 times that of the Crab Nebula. While flares of this magnitude are not common, several flares reaching the level of 10 Crab have been observed in the VHE band within the past decade.     High-energy neutrinos could be produced in the interaction of charged cosmic rays with matter or radiation surrounding astrophysical sources. Even with the recent detection of extraterrestrial high-energy neutrinos by the IceCube experiment, no astrophysical neutrino source has yet been discovered. Transient sources, such as gamma-ray bursts, core-collapse supernovae, or active galactic nuclei are promising candidates. Multi-messenger programs offer a unique opportunity to detect these transient sources. By combining the information provided by the ANTARES neutrino telescope with information coming from other observatories, the probability of detecting a source is enhanced, allowing the possibility of identifying a neutrino progenitor from a single detected event. A method based on optical and X-ray follow-ups of high-energy neutrino alerts has been developed within the ANTARES collaboration.     Power extracted from fast moving tidal currents has been identified as a potential commercial-scale source of renewable energy. Device developers and utilities are pursuing deployment of prototype tidal turbines to assess technology viability, site feasibility, and environmental interactions. Deployment of prototype turbines requires permits from a range of regulatory authorities. Ensuring the safety of marine animals, particularly those under protection of the Endangered Species Act of 1973 (ESA) and the Marine Mammal Protection Act of 1972 has emerged as a key regulatory challenge for initial MHK deployments. The greatest perceived risk to marine animals is from strike by the rotating blades of tidal turbines. Development of the marine mammal alert system (MAAS) was undertaken to support monitoring and mitigation requirements for tidal turbine deployments. The prototype system development focused on Southern Resident killer whales (SRKW), an endangered population of killer whales that frequents Puget Sound and is intermittently present in the part of the sound where deployment of prototype tidal turbines is being considered. Passive acoustics were selected as the primary means because of the vocal nature of these animals. The MAAS passive acoustic system consists of two-stage process involving the use of an energy detector and a spectrogram-based classifier to distinguish between SKRW’s calls and noise. A prototype consisting of two 2D symmetrical star arrays separated by 20 m center to center was built and evaluated in the waters of Sequim Bay using whale call playback.

    The Marine Animal Alert System (MAAS) in development by the Pacific Northwest National Laboratory is focused on providing elements of compliance monitoring to support deployment of marine hydrokinetic energy devices. An initial focus is prototype tidal turbines to be deployed in Puget Sound in Washington State. The MAAS will help manage the risk of injury or mortality to marine animals from blade strike or contact with tidal turbines. In particular, development has focused on detection, classification, and localization of listed Southern Resident killer whales within 200 m of prototype turbines using both active and passive acoustic approaches. At the close of FY 2011, a passive acoustic system consisting of a pair of four-element star arrays and parallel processing of eight channels of acoustic receptions has been designed and built. Field tests of the prototype system are scheduled for the fourth quarter of calendar year 2011. Field deployment and testing of the passive acoustic prototype is scheduled for the first quarter of FY 2012. The design of an active acoustic system that could be built using commercially available off-the-shelf components from active acoustic system vendors is also in the final stages of design and specification.

    The Administration and the Congress, through policy statements and passage of the American Recovery and Reinvestment Act of 2009 (Recovery Act), have signaled that they hope that proactive actions by agency Inspectors General will help ensure that Federal Recovery Act activities are transparent, effective and efficient. In that context, the purpose of this management alert is to share with you concerns that have been raised to the Office of Inspector General regarding the planned disposition of the Savannah River Site's (SRS) inventory of Depleted Uranium (DU) oxides. This inventory, generated as a by-product of the nuclear weapons production process and amounting to approximately 15,600 drums of DU oxides, has been stored at SRS for decades. A Department source we deem reliable and credible recently came to the Office of Inspector General expressing concern that imminent actions are planned that may not provide for the most cost effective disposition of these materials. During April 2009, the Department chose to use funds provided under the Recovery Act to accelerate final disposition of the SRS inventory of DU oxides. After coordination with State of Utah regulators, elected officials and the U.S. Nuclear Regulatory Commission, the Department initiated a campaign to ship the material to a facility operated by EnergySolutions in Clive, Utah. Although one shipment of a portion of the material has already been sent to the EnergySolutions facility, the majority of the product remains at SRS. As had been planned, both for the shipment already made and those planned in the near term, the EnergySolutions facility was to have been the final disposal location for the material. Recently, a member of Congress and various Utah State officials raised questions regarding the radioactive and other constituents present in the DU oxides to be disposed of at the Clive, Utah, facility. These concerns revolved around the characterization of the material and its acceptability under existing licensing criteria. As a consequence, the Governor of Utah met with Department officials to voice concerns regarding further shipments of the material and to seek return of the initial shipment of DU oxides to SRS. Utah's objections and the Department's agreement to accede to the State's demands effectively prohibit the transfer of the remaining material from South Carolina to Utah. In response, the Department evaluated its options and issued a draft decision paper on March 1, 2010, which outlined an alternative for temporary storage until the final disposition issue could be resolved. Under the terms of the proposed option, the remaining shipments from SRS are to be sent on an interim basis to a facility owned by Waste Control Specialists (WCS) in Andrews, Texas. Clearly, this choice carries with it a number of significant logistical burdens, including substantial additional costs for, among several items, repackaging at SRS, transportation to Texas, storage at the interim site, and, repackaging and transportation to the yet-to-be-determined final disposition point. The Department source expressed the concern that the proposal to store the material on an interim basis in Texas was inefficient and unnecessary, asserting: (1) that the materials could remain at SRS until a final disposition path is identified, and that this could be done safely, securely and cost effectively; and, (2) that the nature of the material was not subject to existing compliance agreements with the State of South Carolina, suggesting the viability of keeping the material in storage at SRS until a permanent disposal site is definitively established. We noted that, while the Department's decision paper referred to 'numerous project and programmatic factors that make it impractical to retain the remaining inventory at Savannah River,' it did not outline the specific issues involved nor did it provide any substantive economic or environmental analysis supporting the need for the planned interim storage action.     Compact binary system mergers are expected to generate gravitational radiation detectable by ground-based interferometers. A subset of these, the merger of a neutron star with another neutron star or a black hole, are also the most popular model for the production of short gamma-ray bursts (GRBs). The Swift Burst Alert Telescope (BAT) and the Fermi Gamma-ray Burst Monitor (GBM) trigger on short GRBs (SGRBs) at rates that reflect their relative sky exposures, with the BAT detecting 10 per year compared to about 45 for GBM. We examine the SGRB populations detected by Swift BAT and Fermi GBM. We find that the Swift BAT triggers on weaker SGRBs than Fermi GBM, providing they occur close to the center of the BAT field-of-view, and that the Fermi GBM SGRB detection threshold remains flatter across its field-of-view. Overall, these effects combine to give the instruments the same average sensitivity, and account for the SGRBs that trigger one instrument but not the other.     The gamma-ray burst (GRB) rate is essential for revealing the connection between GRBs, supernovae, and stellar evolution. Additionally, the GRB rate at high redshift provides a strong probe of star formation history in the early universe. While hundreds of GRBs are observed by Swift, it remains difficult to determine the intrinsic GRB rate due to the complex trigger algorithm of Swift. Current studies of the GRB rate usually approximate the Swift trigger algorithm by a single detection threshold. However, unlike the previously flown GRB instruments, Swift has over 500 trigger criteria based on photon count rate and an additional image threshold for localization. To investigate possible systematic biases and explore the intrinsic GRB properties, we develop a program that is capable of simulating all the rate trigger criteria and mimicking the image threshold. Our simulations show that adopting the complex trigger algorithm of Swift increases the detection rate of dim bursts. As a result, our simulations suggest that bursts need to be dimmer than previously expected to avoid overproducing the number of detections and to match with Swift observations. Moreover, our results indicate that these dim bursts are more likely to be high redshift events than low-luminosity GRBs. This would imply an even higher cosmic GRB rate at large redshifts than previous expectations based on star formation rate measurements, unless other factors, such as the luminosity evolution, are taken into account. The GRB rate from our best result gives a total number of 4568{sub ?1429}{sup +825} GRBs per year that are beamed toward us in the whole universe.

    Under the American Recovery and Reinvestment Act of 2009 (Recovery Act), the Department of Energy's Weatherization Assistance Program received $5 billion to improve the energy efficiency of homes owned or occupied by low income persons, reduce their total residential expenditures, and improve their health and safety. Since the Recovery Act was enacted in February 2009, the Department has awarded weatherization grants to every state, the District of Columbia and five territories. Because of the unprecedented level of funding and the risks associated with spending vast amounts of money in a relatively short period of time, the Office of Inspector General (OIG) initiated a series of audits designed to evaluate the Program's internal control structures at both the Federal and state levels. As part of our work, we are in the process of reviewing Weatherization Program internal controls for the State of Illinois. We are also currently performing identical audits in the States of North Carolina, Pennsylvania and Virginia. Under the Recovery Act and the Department's Program, the State of Illinois received $242 million to weatherize 26,933 homes. The State of Illinois awarded these funds to 35 local agencies responsible for determining recipients' eligibility, contracting for the installation of the weatherization work, and conducting final inspections to ensure that work on homes was done in accordance with requirements. Inspectors working for the local agencies are required to evaluate the quality of mechanical and architectural improvements, such as furnace installations and window caulking, and certify that the work performed meets established standards. Under a Department approved plan in place at the time of our review, state officials were required to evaluate the sufficiency of local agency monitoring controls and to inspect the work performed on at least five percent of the units weatherized with Department funds during the program year for each local agency. We identified significant internal control deficiencies in the management of the Weatherization Program in Illinois which require immediate attention. Specifically, our audit testing revealed significant problems with on-site monitoring and inspection of the Illinois Home Weatherization Assistance Program (Illinois). We noted that the Department had not fulfilled its requirement to perform monitoring visits at the State level. In addition, Illinois officials had not complied with the Department's requirements for inspecting weatherization work conducted by local agencies. Finally, we found that a weatherization inspection for one of the local agencies failed to detect substandard installation of energy saving materials. This case involved a furnace gas leak that could have resulted in serious injury to the occupants and material damage to the structure. This is an interim report and our audit work remains in progress.

    To Whom it May Concern: Attached please find my comments for the Quadrennial Energy Review. I attended the meeting and gave the comments orally, but I wasn't able to finish because of the 3-minute time limit, so I'm sending them in written form (with a couple of very small revisions). I'd also like to say that I was disappointed to find that the meeting was poorly publicized, that very few members of the general public or the environmental community were present, and that there were no environmentalists or opponents of the proposed AIM pipeline expansion project among the formal speakers. I sincerely hope that future hearings will be more balanced, in keeping with this Administration's promise of transparent government that's responsive to the needs and concerns of its citizens.     Thank you for the opportunity to comment on the Quadrennial Energy Review (QER), specifically the water/energy nexus. Unfortunately there is little relationship between water operations and power generation in decisions involving the Federal hydropower facilities located in California. Power is the lowest priority of the various project purposes met by the Federal projects and does not receive consideration in short term and long term planning. Water only flows through Federal power plants while it is being released by the dams to meet other project purposes.

    Good morning. I wanted to follow up on our discussion regarding Section 4.4 of the briefing document used for the QER event on Energy Infrastructure Financing. Per my earlier comments, information in that section does not accurately reflect the business model of pipelines, and particularly for the "midstream" sector, or those gathering and processing activities and intrastate pipelines. Further, it does not accurately describe the "utility" designation of these lines or how or why these designations are used. It is also important to note that the reference to "take-or-pay" contracts is particularly concerning as those types of contracts are prohibited in many states as I understand it. I have attached an updated redline version of that section that addresses the issues. I would be more than happy to work with someone to correct the language if the suggested language does not work for any reason. Thank you for your consideration of the comments and proposed changes.     Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     This report describes an evaluation of flame exposure temperatures of weapons contained in alert (parked) bombers due to accidents that involve aircraft fuel fires. The evaluation includes two types of accident, collisions into an alert aircraft by an aircraft that is on landing or take-off, and engine start accidents. Both the B-1B and B-52 alert aircraft are included in the evaluation.

    Hello, I have several comments regarding the hearing and document put together regarding infrastructure constraints in New England. 1. Why did the document not discuss the waste and losses of natural gas through existing pipeline leaks? The most cost-effective carbon savings within New England is to repair existing natural gas leaks. If we invested our dollars to upgrade existing transmission, storage and distribution capacity in New England we would not need additional gas pipelines and we'd help protect out health and the environment. These infrastructure improvements should be completed before creating more environmental damage and disruption to additional communities. 2. The best way to encourage investment in infrastructure that will address vulnerabilities is to encourage local energy production - continue to expand local solar panel use (on houses, store roofs and larger systems) and encourage continued development of alternative wind turbines that do not have the environmental and community impacts as the large turbines so that they can be cited near the electric demand. We need to take responsibility for the energy that we use. That means understanding how to generate our own electricity, and promoting conservation and energy efficiency throughout New England. 3. Tennessee Gas is proposing a new gas pipeline across the northern tier of Massachusetts. Why are they not expanding their existing infrastructure that already runs across the southern tier of the state? They already have the rights-of-way and infrastructure in place. The company has not been forthcoming with answers, which sows seeds of distrust. If the company, and federal and state regulators want to increase pipeline capacity then answers to reasonable questions need to be given. AND the public needs to have more than ONE WEEK to provide questions. 4. The Tennessee Gas Pipeline proposed for the northern tier of Massachusetts targets existing conservation infrastructure that was protected for a wide variety of public goods and services. However a gas pipeline that disrupts the soil, air and water was NOT one of the reasons. This proposed pipeline route intentionally targets these areas. This is unacceptable!     Hello, The notice for the April 21 meeting was too short. The April 15 letter just found its way to me. I hope that there will be more such focused meetings in the not too distant future. If possible, please add me to your notification email list for such meetings. Comments: There is increasing conern over the routing and purpose of additional Natural Gas Pipelines in Massachusetts. There is skepticism that the pipelines will be used for export and that the any improvement in the Energy supply for New England will be shortlived due to a rapid depletion of reserves. In other words, why tear up the landscape with little benefit to the region. If the pipelines are contructed, can a restraint be placed on them to prevent export? Have the impacts of leaks and fires been properly considered? New England has heavily forrested areas and we have been having more frequent exteremly dry summers. At least one pipeline route has been suggested that would run through large wooded areas. A pipeline initiated fire would be devestating. Sincerely, Jim Bennett

    To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

    Dear Sir/Madam: Please oppose the Northeast Expansion of the Tennessee Gas Pipeline. For reasons having to do with climate change, which I don't need to explain to you, it is not in our interest to be enabling further carbon combustion here or anywhere else in the world. Natural gas is not needed in Mass. as a "bridge" fuel. Mass. is making good progress toward lowering CO2 emissions, and with continued declines in the cost of photovoltaic installations, changes in net meter regulations, and expansion of offshore wind power, Mass. can produce enough renewable energy to replace the electric power lost from the closure of coal-fired plants. To the extent that gas through the proposed pipeline will be exported, I see no reason for Mass. to bear the burden of providing natural gas to China and others. The pipeline would inevitably go through wetlands, conservation land, land trust land, and agriculturally restricted land, which owners, donors, and taxpayers have gone to great lengths and expense over the generations to protect. All of this would be undone and wasted, merely so Kinder Morgan could increase its bottom line. We'd be paying the price and they would be reaping the profit. Federal approvals for the project should be withheld. Thank you for allowing me to comment.     To the Quadrennial Energy Review Task Force and Energy Policy Systems Analysis Staff: We are unable to attend today's public meeting in Hartford, CT. With only four working days advanced notice of this event we find it difficult to believe that any real effort has been made on your part to reach out to the public for their input. Be that as it may, we want to take this opportunity to comment on the very subject of this meeting. The only true energy related "Infrastructure constraints" we are aware of here in New England are those experienced by corporate entities who seek to export our precious resources to other nations for profit. This, of course, is not at all in the public's interest. Certainly you recall all the efforts our goverment put into establishing "Energy Independence"? That phrase has, and continues to be the watchword heard throughout our nation. Why now, when so-called "Energy Independence" has yet to be established, would we choose to enable private corporations to export gas and oil to other countries at our expense? Further, why is it that corporations and their supporters in government are not actively seeking to repair the massive and dangerous leaks in our existing pipelines? How can corporations and government agencies who reportedly oversee energy corporations even consider building new pipelines when the existing ones are in so need of repair? With this in mind, the only "constraints" we are aware of are the lack of constraints on energy corporations run amok, forever seeking more profits at the expense of the public good. Please recall your mission: "The mission of the Energy Department is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions." Such security is only possible if we plan ahead for future generations in the midst of the Climate Crisis. Selling off our energy resources to other nations until they are depleted is not in keeping with that mission. Allowing existing energy infrastructure to leak methane and other elements into our compromised atmosphere is not in keeping with that mission. Let's have some of those "transformative solutions", let's put every effort into limiting gas & oil leaks and keeping our energy resources here at home.     The commented paper claims to provide a new expression for an energy stored around a general radiator. The major purpose of this comment is to show that the claim is unjustified. Alongside with this issue, it is pointed out that some of the core formulas of the commented paper are not completely correct, and that their correct form has in fact been derived elsewhere, though for the purpose of evaluating the quality factor QZ and not the stored energies.

Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES – WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL – LESS RISKY – MORE PRODUCTIVE – MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising – gives more chance of positive results. And, to anyone who can do the math – millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive – and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him – if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. Check out the example from our greenhouse flyer, below. **SAVVY INVESTORS DON'T PUT THE BULK OF THEIR FORTUNES IN JUST A COUPLE OF STOCKS. THEY SPREAD THE RISK BY DIVERSIFYING. LET US BE LIKEWISE SMART IN USE OF PUBLIC MONEY 1 "Renewable energy" is not just about electricity, or even that and hot water. It is not even just those and wind, and certainly more than "solar panels". 2 We need to explore and use the many different types of alternatives, just as we do in most other aspects of our society. 3 Taking the kind of money that was allocated to Solyndra (or even to 38 Studios here in Rhode Island, and instead investing it in even 10 small projects, is a much wiser choice than betting it on another big boondoggle. **WHAT TO DO? PUT OUR MONEY INTO SUPPORT FOR WIDESPREAD USE OF CURRENT "GREEN" ENERGY TECHNOLOGY, AND EVALUATION & DEVELOPMENT OF NEW, TRULY INNOVATIVE OPTIONS 1 Make renewable energy credits available for all solar, wind and other technologies that show promise for meeting our energy needs. 2 Consider setting up an Important Innovations Center like the one described on the other side. TWO EXAMPLES OF NEW & EXCITING RESEARCH & BUSINESS MODELS A. PROPOSED NEW KSD NON-PROFIT IMPORTANT INNOVATIONS CENTER PURPOSES **Provide a place where small inventors can get help in evaluating and developing their ideas. **Provide a place which will focus specifically on inventions that have the potential to benefit the world and its people. **Provide a place which will especially focus on solutions to energy needs – and to environmental pollution and other
