    A solution to part of the energy problem in New England is SOLAR, WIND, hydroelectric power or even aquaphors in the form of SUSTAINABLE ENERGY. New Englander's have been a self-reliant people for generations. We also take pride in our natural resources and the beauty and calm that nature brings to man kind. Preserving it is of utmost importance. Fossil fuels are LIMITED and causing pollution to our beautiful planet. Energy is however critical in today's world. I think most of us would prefer to do the right thing for nature and stay away from fossil fuels and move toward sustainable energy sources. The problem is creating sustainable energy at this time is rather costly to landowners. If the government could assist with the cost of installing private sustainable energy sources (ie solar panels) to individual homeowners I believe many people in NE would take advantage of this. A good place to start would be with state funded fuel assistance programs. These programs do a good job of helping people heat their homes, but unfortunately, with the current focus on fossil fuels we are only adding to the problem. I think if these programs could provide funding for solar panels, windmills and or hydroelectric power to individuals it would solve the problem of energy here. I think this would also be very helpful to the many New Englanders that live "off the beaten" path. This way providing funds for individual homes would take away the need to "pipe" or "truck" traditional fossil fuels to the thousands of people living in the country side. So instead of spending money to build more pipelines and truck more fossil fuels here, use that money to help homeowners create a self-sustaining source of energy for their homes. This would also stimulate the local economy and provide jobs for installation companies. Tracey Alden

    A method and apparatus for measuring the total erosion rate and downstream transport of suspended and bedload sediments using an adjustable shear stress erosion and transport (ASSET) flume with a variable-depth sediment core sample. Water is forced past a variable-depth sediment core sample in a closed channel, eroding sediments, and introducing suspended and bedload sediments into the flow stream. The core sample is continuously pushed into the flow stream, while keeping the surface level with the bottom of the channel. Eroded bedload sediments are transported downstream and then gravitationally separated from the flow stream into one or more quiescent traps. The captured bedload sediments (particles and aggregates) are weighed and compared to the total mass of sediment eroded, and also to the concentration of sediments suspended in the flow stream.

    A 4-m-wide flume at the University of Tsukuba Environmental Research Center was used to simulate flow conditions near debris fans in bedrock gorges. Flow was constricted to 2 m by a semicircular obstruction. During the authors experiments (discharge = 600 L/sec; Froude number of constricted flow = 1) a zone of recirculating current extended 25-30 m downstream from the separation point at the constriction. The pattern and velocity of surface flow was determined using time-lapse photography; subsurface velocity was measured with a two-dimensional electromagnetic current meter. During 32-hr of run time, a fine, very coarse sand mixture was fed into the flow at a rate between 0.5-1 kg/sec. Oscillation ripples developed beneath the separation surface that bounds the recirculation zone, and upstream-migrating dunes and ripples developed within the recirculation zone upstream from the reattachment point. A mid-channel expansion bar was deposited downstream from the reattachment point. Sedimentation within the recirculation zone continued by vertical aggradation and by upstream migration of dunes and ripples. Sediments within the recirculation zone were areally sorted with the finest sediment deposited near the separation point. These patterns are consistent with field observations of bars along the Colorado River in the Grand Canyon.

  18. Fish-Friendly Hydropower Turbine Development & Deployment: Alden Turbine Preliminary Engineering and Model Testing

    The Alden turbine was developed through the U.S. Department of Energy's (DOE's) former Advanced Hydro Turbine Systems Program (1994-2006) and, more recently, through the Electric Power Research Institute (EPRI) and the DOE's Wind & Water Power Program. The primary goal of the engineering study described here was to provide a commercially competitive turbine design that would yield fish passage survival rates comparable to or better than the survival rates of bypassing or spilling flow. Although the turbine design was performed for site conditions corresponding to 92 ft (28 m) net head and a discharge of 1500 cfs (42.5 cms), the design can be modified for additional sites with differing operating conditions. During the turbine development, design modifications were identified for the spiral case, distributor (stay vanes and wicket gates), runner, and draft tube to improve turbine performance while maintaining features for high fish passage survival. Computational results for pressure change rates and shear within the runner passage were similar in the original and final turbine geometries, while predicted minimum pressures were higher for the final turbine. The final turbine geometry and resulting flow environments are expected to further enhance the fish passage characteristics of the turbine. Computational results for the final design were shown to improve turbine efficiencies by over 6% at the selected operating condition when compared to the original concept. Prior to the release of the hydraulic components for model fabrication, finite element analysis calculations were conducted for the stay vanes, wicket gates, and runner to verify that structural design criteria for stress and deflections were met. A physical model of the turbine was manufactured and tested with data collected for power and efficiency, cavitation limits, runaway speed, axial and radial thrust, pressure pulsations, and wicket gate torque. All parameters were observed to fall within ranges expected for conventional radial flow machines. Based on these measurements, the expected efficiency peak for prototype application is 93.64%. These data were used in the final sizing of the supporting mechanical and balance of plant equipment. The preliminary equipment cost for the design specification is $1450/kW with a total supply schedule of 28 months. This equipment supply includes turbine, generator, unit controls, limited balance of plant equipment, field installation, and commissioning. Based on the selected head and flow design conditions, fish passage survival through the final turbine is estimated to be approximately 98% for 7.9-inch (200-mm) fish, and the predicted survival reaches 100% for fish 3.9 inches (100 mm) and less in length. Note that fish up to 7.9- inches (200 mm) in length make up more than 90% of fish entrained at hydro projects in the United States. Completion of these efforts provides a mechanical and electrical design that can be readily adapted to site-specific conditions with additional engineering development comparable to costs associated with conventional turbine designs.

    This collection of three reports describes desktop and laboratory flume studies that provide information to support assessment of the potential for injury and mortality of fish that encounter hydrokinetic turbines of various designs installed in tidal and river environments. Behavioral responses to turbine exposure also are investigated to support assessment of the potential for disruptions to upstream and downstream movements of fish. The studies: (1) conducted an assessment of potential injury mechanisms using available data from studies with conventional hydro turbines; (2) developed theoretical models for predicting blade strike probabilities and mortality rates; and (3) performed flume testing with three turbine designs and several fish species and size groups in two laboratory flumes to estimate survival rates and document fish behavior. The project yielded three reports which this document comprises. The three constituent documents are addressed individually below Fish Passage Through Turbines: Application of Conventional Hydropower Data to Hydrokinetic Technologies Fish passing through the blade sweep of a hydrokinetic turbine experience a much less harsh physical environment than do fish entrained through conventional hydro turbines. The design and operation of conventional turbines results in high flow velocities, abrupt changes in flow direction, relatively high runner rotational and blade speeds, rapid and significant changes in pressure, and the need for various structures throughout the turbine passageway that can be impacted by fish. These conditions generally do not occur or are not significant factors for hydrokinetic turbines. Furthermore, compared to conventional hydro turbines, hydrokinetic turbines typically produce relatively minor changes in shear, turbulence, and pressure levels from ambient conditions in the surrounding environment. Injuries and mortality from mechanical injuries will be less as well, mainly due to low rotational speeds and strike velocities, and an absence of structures that can lead to grinding or abrasion injuries. Additional information is needed to rigorously assess the nature and magnitude of effects on individuals and populations, and to refine criteria for design of more fish-friendly hydrokinetic turbines. Evaluation of Fish Injury and Mortality Associated with Hydrokinetic Turbines Flume studies exposed fish to two hydrokinetic turbine designs to determine injury and survival rates and to assess behavioral responses. Also, a theoretical model developed for predicting strike probability and mortality of fish passing through conventional hydro turbines was adapted for use with hydrokinetic turbines and applied to the two designs evaluated during flume studies. The flume tests were conducted with the Lucid spherical turbine (LST), a Darrieus-type (cross flow) turbine, and the Welka UPG, an axial flow propeller turbine. Survival rates for rainbow trout tested with the LST were greater than 98% for both size groups and approach velocities evaluated. Turbine passage survival rates for rainbow trout and largemouth bass tested with the Welka UPG were greater than 99% for both size groups and velocities evaluated. Injury rates of turbine-exposed fish were low with both turbines and generally comparable to control fish. Video observations of the LST demonstrated active avoidance of turbine passage by a large proportion fish despite being released about 25 cm upstream of the turbine blade sweep. Video observations from behavior trials indicated few if any fish pass through the turbines when released farther upstream. The theoretical predictions for the LST indicated that strike mortality would begin to occur at an ambient current velocity of about 1.7 m/s for fish with lengths greater than the thickness of the leading edge of the blades. As current velocities increase above 1.7 m/s, survival was predicted to decrease for fish passing through the LST, but generally remained high (greater than 90%) for fish less than 200 mm in length. Strike mortality was not predicted to occur during passage through a Welka UPG turbine at ambient current velocities less than about 2.5 m/s. Survival and Behavior of Juvenile Atlantic Salmon and Adult American Shad on Exposure to a Hydrokinetic Turbine This report describes a series of experiments designed to measure the effect of exposure to a full-scale, vertical axis hydrokinetic turbine on downstream migrating juvenile Atlantic salmon and upstream migrating adult American shad. Studies were performed in a large-scale, open-channel flume, and all individuals approached the turbine under volitional control. No injuries were observed, and there was no measurable increase in mortality associated with turbine passage. Exposure to the turbine elicited behavioral responses from both species, however, with salmon passing primarily over the downrunning blades. Shad movement was impeded in the presence of the device, as indicated by fewer attempts of shorter duration and reduced distance of ascent up the flume. More work should be performed in both laboratory and field conditions to determine the extent to which observed effects are likely to influence fish in riverine environments. Analysis is needed to assess the potential for multiple units to lead to greater mortality rates or impacts on fish movements and migrations. Additionally, future research should focus on expanding the existing data by developing better estimates of encounter and avoidance probabilities.

    I am highly opposed to the idea of more Natural Gas or Oil infrastructure in this country. We MUST move away from fossil fuels for the environment, the economy, and the health of our citizens. Continued funding for solar and wind related projects should be encouraged, especially to the individual homeowner. Fuel assistance programs should also be offering alternative energy options to those that rely on these programs for heat and electricity instead of continuing to support the current fossil fuel infrastructure.

Many major banks and institutional investors are unwilling to become involved in projects valued at less than $25 million. To gain the interest of small project investors, developers will want to present a well-considered plan and an attractive rate of return. Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    This report examines a number of hardware circuit design issues associated with implementing certain functions in FPGA and ASIC technologies. Here we show circuit designs for AES and SHA-1 that have an extremely small hardware footprint, yet show reasonably good performance characteristics as compared to the state of the art designs found in the literature. Our AES performance numbers are fueled by an optimized composite field S-box design for the Stratix chipset. Our SHA-1 designs use register packing and feedback functionalities of the Stratix LE, which reduce the logic element usage by as much as 72% as compared to other SHA-1 designs.

    A non-spinning projectile that is self-guided to a laser designated target and is configured to be fired from a small caliber smooth bore gun barrel has an optical sensor mounted in the nose of the projectile, a counterbalancing mass portion near the fore end of the projectile and a hollow tapered body mounted aft of the counterbalancing mass. Stabilizing strakes are mounted to and extend outward from the tapered body with control fins located at the aft end of the strakes. Guidance and control electronics and electromagnetic actuators for operating the control fins are located within the tapered body section. Output from the optical sensor is processed by the guidance and control electronics to produce command signals for the electromagnetic actuators. A guidance control algorithm incorporating non-proportional, "bang-bang" control is used to steer the projectile to the target.

    A method and apparatus for measuring erosion rates of sediments and at high shear stresses due to complex wave action with, or without, a superimposed unidirectional current. Water is forced in a channel past an exposed sediment core sample, which erodes sediments when a critical shear stress has been exceeded. The height of the core sample is adjusted during testing so that the sediment surface remains level with the bottom of the channel as the sediments erode. Complex wave action is simulated by driving tandom piston/cylinder mechanisms with computer-controlled stepper motors. Unidirectional flow, forced by a head difference between two open tanks attached to each end of the channel, may be superimposed on to the complex wave action. Sediment traps may be used to collect bedload sediments. The total erosion rate equals the change in height of the sediment core sample divided by a fixed period of time.

    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

    This DOE program remains focused on small molecular systems relevant to combustion. Though a number of experimental approaches and machines are available for this research, the authors` activities are centered around the high-n Rydberg time-of-flight (HRTOF) apparatus in this laboratory. One student and one postdoc carry out experiments with this machine and also engage in small intra-group collaborations involving shared equipment. This past year was more productive than the previous two, due to the uninterrupted operation of the HRTOF apparatus. Results were obtained with CH{sub 3}OH, CH{sub 3}SH, Rg-HX complexes, HCOOH, and their deuterated analogs where appropriate. One paper is in print, three have been accepted for publication, and one is under review. Many preliminary results that augur well for the future were obtained with other systems such as HNO{sub 3}, HBr-HI complexes, toluene, etc. Highlights from the past year are presented below that display some of the features of this program.

    Burning coal waste in small boilers at low emissions poses considerable problem. While larger boiler suppliers have successfully installed designs in the 40 to 80 MW range for some years, the author has been developing small automated fluid bed boiler plants for 25 years that can be applied in the range of 10,000 to 140,000 lbs/hr of steam. Development has centered on the use of an internally circulating fluid bed (CFB) boiler, which will burn waste fuels of most types. The boiler is based on the traditional D-shaped watertable boiler, with a new type of combustion chamber that enables a three-to-one turndown to be achieved. The boilers have all the advantages of low emissions of the large fluid boilers while offering a much lower height incorporated into the package boiler concept. Recent tests with a waste coal that had a high nitrogen content of 1.45% demonstrated a NOx emission below the federal limit of 0.6 lbs/mm Btu. Thus a NOx reduction on the order of 85% can be demonstrate by combustion modification alone. Further reductions can be made by using a selective non-catalytic reduction (SNCR) system and sulfur absorption of up to 90% retention is possible. The article describes the operation of a 30,000 lbs/hr boiler at the Fayette Thermal LLC plant. Spinheat has installed three ICFB boilers at a nursing home and a prison, which has been tested on poor-grade anthracite and bituminous coal. 2 figs.

Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAP’s current investment time horizon.     Small hydropower, defined in this report as hydropower with a generating capacity of up to 10 MW typically built using existing dams, pipelines, and canals has substantial opportunity for growth. Existing small hydropower comprises about 75% of the current US hydropower fleet in terms of number of plants. The economic feasibility of developing new small hydropower projects has substantially improved recently, making small hydropower the type of new hydropower development most likely to occur. In 2013, Congress unanimously approved changes to simplify federal permitting requirements for small hydropower, lowering costs and reducing the amount of time required to receive federal approvals. In 2014, Congress funded a new federal incentive payment program for hydropower, currently worth approximately 1.5 cents/kWh. Federal and state grant and loan programs for small hydropower are becoming available. Pending changes in federal climate policy could benefit all renewable energy sources, including small hydropower. Notwithstanding remaining barriers, development of new small hydropower is expected to accelerate in response to recent policy changes.

    If forthcoming measurements of cosmic photon polarization restrict the primordial tensor-to-scalar ratio to r<0.01, small field inflation will be a principal candidate for the origin of the universe. Here we show that small multifield inflation, without the hybrid mechanism, typically results in large squeezed nongaussianity. Small multifield potentials contain multiple flat field directions, often identified with the gauge invariant field directions in supersymmetric potentials. We find that unless these field directions have equal slopes, large nongaussianity arises. After identifying relevant differences between large and small two-field potentials, we demonstrate that the latter naturally fulfill the Byrnes-Choi-Hall large nongaussianity conditions. Computations of the primordial power spectrum, spectral index, and squeezed bispectrum, reveal that small two-field models which otherwise match observed primordial perturbations, produce excludably large nongaussianity if the inflatons’ field directions have unequal slopes.

    OMB Memorandum M-11-32, “Accelerating Payment to Small Businesses for Goods and Services” established an Executive Branch policy to pay small business invoices as quickly as practicable, with a goal of paying within 15 days. As a follow-up, OMB has issued Memorandum M-12-16 (attached) in order to similarly accelerate payment to small business subcontractors. In order to do so, the memorandum states that “agencies should, to the full extent permitted by law, temporarily accelerate payments to all prime contractors, in order to allow them to provide prompt payments to small business subcontractors.     We report the results of an LDRD effort to investigate new technologies for the identification of small-sized (mm to cm) debris in low-earth orbit. This small-yet-energetic debris presents a threat to the integrity of space-assets worldwide and represents significant security challenge to the international community. We present a nonexhaustive review of recent US and Russian efforts to meet the challenges of debris identification and removal and then provide a detailed description of joint US-Russian plans for sensitive, laser-based imaging of small debris at distances of hundreds of kilometers and relative velocities of several kilometers per second. Plans for the upcoming experimental testing of these imaging schemes are presented and a preliminary path toward system integration is identified.

    We aim to design hybrid catalysts for energy production and storage that combine the high specificity, affinity, and tunability of proteins with the potent chemical reactivities of small organometallic molecules. The widely used Rosetta and RosettaDesign methodologies will be extended to model novel protein / small molecule catalysts in which one or many small molecule active centers are supported and coordinated by protein scaffolding. The promise of such hybrid molecular systems will be demonstrated with the nickel-phosphine hydrogenase of DuBois et. al.We will enhance the hydrogenase activity of the catalyst by designing protein scaffolds that incorporate proton relays and systematically modulate the local environment of the catalyticcenter. In collaboration with DuBois and Shaw, the designs will be experimentally synthesized and characterized.

    Geothermal research study at Sandia National Laboratories has conducted a program in slimhole drilling research since 1992. Although our original interest focused on slim holes as an exploration method, it has also become apparent that they have substantial potential for driving small-scale, off-grid power plants. This paper summarizes Sandia's slim-hole research program, describes technology used in a ''typical'' slimhole drilling project, presents an evaluation of using slim holes for small power plants, and lists some of the research topics that deserve further investigation.

    This paper gives an overview of the application of small scale renewable energy sources in the Philippines. Sources looked at include solar, biomass, micro-hydroelectric, mini-hydroelectric, wind, mini-geothermal, and hybrid. A small power utilities group is being spun off the major utility, to provide a structure for developing rural electrification programs. In some instances, private companies have stepped forward, avoiding what is perceived as overwhelming beaurocracy, and installed systems with private financing. The paper provides information on survey work which has been done on resources, and the status of cooperative programs to develop renewable systems in the nation.

Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world. As a result, American companies are in a prime position to take advantage of global niche markets for CCTs. This guide is designed to provide US small businesses with an overview of potential international market opportunities related to CCTs and to provide initial guidance on how to cost-effectively enter that growing global market.

    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options, but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. During the past few years, DOE, the National Renewable Energy Laboratory (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard, AWEA Standard 9.1 - 2009, in December 2009. The Small Wind Certification Council (SWCC) and Intertek, North American SWT certification bodies, began accepting applications for certification to the AWEA standard in 2010. To reduce certification testing costs, DOE and NREL are providing financial and technical assistance for an initial round of tests at four SWT test sites, which were selected through a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A and M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontracts with DOE and NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. Turbine installation is ongoing. Testing began in early 2011 and is scheduled to conclude in mid-late 2012.

    An improved rod optic system for inspecting small diameter, deep bores. The system consists of a rod optic system utilizing a curved mirror at the end of the rod lens such that the optical path through the system is bent 90.degree. to minimize optical distortion in examining the sides of a curved bore. The system is particularly useful in the examination of small bores for corrosion, and is capable of examining 1/16 inch diameter and up to 4 inch deep drill holes, for example. The positioning of the curved mirror allows simultaneous viewing from shallow and right angle points of observation of the same artifact (such as corrosion) in the bore hole.     This report describes conditions and costs at which quite small (100 to 1,000 kilowatt) geothermal systems could be used for off-grid powering at remote locations. This is a first step in a larger process of determining locations and conditions at which markets for such systems could be developed. The results suggest that small geothermal systems offer substantial economic and environmental advantages for powering off-grid towns and villages. Geothermal power is most likely to be economic if the system size is 300 kW or greater, down to reservoir temperatures of 100{degree}C. For system sizes smaller than 300 kW, the economics can be favorable if the reservoir temperature is about 120{degree}C or above. Important markets include sites remote from grids in many developing and developed countries. Estimates of geothermal resources in many developing countries are shown.

    The Department of Energy, in an effort to facilitate the deployment of rural-based ethanol production capability, has undertaken this effort to develop a basic small-scale plant design capable of producing anhydrous ethanol. The design, when completed, will contain all necessary specifications and diagrams sufficient for the construction of a plant. The design concept is modular; that is, sections of the plant can stand alone or be integrated into other designs with comparable throughput rates. The plant design will be easily scaled up or down from the designed flow rate of 25 gallons of ethanol per hour. Conversion factors will be provided with the final design package to explain scale-up and scale-down procedures. The intent of this program is to provide potential small-scale producers with sound information about the size, engineering requirements, costs and level of effort in building such a system.

    We have discovered that small polyols are reasonably effective at stabilizing colloidal silica against aggregation, even under the conditions of high pH and salt concentration. Both quasielastic and elastic light scattering were used to show that these polyols dramatically decrease the aggregation rate of the suspension, changing the growth kinetics from diffusion-limited cluster-cluster aggregation to reaction-limited cluster-cluster aggregation. These polyols maybe useful in the treatment of tank wastes at the Hanford site.

    With good reason, much more media attention has focused on nuclear power plants than solar farms, wind farms, or hydroelectric plants during the past month and a half. But as nations around the world demand more energy to power everything from cell phone batteries to drinking water pumps to foundries, nuclear plants are the only non-greenhouse-gas producing option that can be built to operate almost anywhere, and can continue to generate power during droughts, after the sun sets, and when winds die down. To supply this demand for power, designers around the world are competing to develop more affordable nuclear reactors of the future: small modular reactors. Brookhaven Lab is working with DOE to ensure that these reactors are designed to be safe for workers, members of surrounding communities, and the environment and to ensure that the radioactive materials and technology will only be used for peaceful purposes, not weapons. In his talk, Bari will discuss the advantages and challenges of small modular reactors and what drives both international and domestic interest in them. He will also explain how Brookhaven Lab and DOE are working to address the challenges and provide a framework for small modular reactors to be commercialized.

    Proton structure functions are measured in electron-proton collision through inelastic scattering of virtual photons with virtuality Q on protons; x denotes the momentum fraction carried by the struck parton. Proton structure functions are currently described with excellent accuracy in terms of scale dependent parton distribution functions, defined in terms of collinear factorization and DGLAP evolution in Q. With decreasing x however, parton densities increase and are ultimately expected to saturate. In this regime DGLAP evolution will finally break down and non-linear evolution equations w.r.t x are expected to take over. In the first part of the talk we present recent result on an implementation of physical DGLAP evolution. Unlike the conventional description in terms of parton distribution functions, the former describes directly the Q dependence of the measured structure functions. It is therefore physical insensitive to factorization scheme and scale ambiguities. It therefore provides a more stringent test of DGLAP evolution and eases the manifestation of (non-linear) small x effects. It however requires a precise measurement of both structure functions F2 and FL, which will be only possible at future facilities, such as an Electron Ion Collider. In the second part we present a recent analysis of the small x region of the combined HERA data on the structure function F2. We demonstrate that (linear) next-to-leading order BFKL evolution describes the effective Pomeron intercept, determined from the combined HERA data, once a resummation of collinear enhanced terms is included and the renormalization scale is fixed using the BLM optimal scale setting procedure. We also provide a detailed description of the Q and x dependence of the full structure functions F2 in the small x region, as measured at HERA. As a result, predictions for the structure function FL are found to be in agreement with the existing HERA data.

  4. Preheating after small-field inflation

    Whereas preheating after chaotic and hybrid inflation models has been abundantly studied in the literature, preheating in small field inflation models, where the curvature of the inflaton potential is negative during inflation, remains less explored. In these models, a tachyonic instability at the end of inflation leads to a succession of exponentially large increases and decreases of the inflaton fluctuations as the inflaton condensate oscillates around the minimum of its potential. The net effect is a competition between low-momentum modes which grow and decrease significantly, and modes with higher momenta which grow less but also decrease less. We develop an analytical description of this process, which is analogous to the quantum mechanical problem of tunneling through a volcano-shaped potential. Depending on the parameters, preheating may be so efficient that it completes in less than one oscillation of the inflaton condensate. Preheating after small field inflation may also be followed by a long matter-dominated stage before the Universe thermalizes, depending on the energy scale of inflation and the details of the inflaton interactions. Finally, another feature of these models is that the spectrum of the inflaton fluctuations at the end of preheating may be peaked around the Hubble scale. In fact, because preheating starts when the second slow-roll parameter |{eta}| becomes of order unity while the first slow-roll parameter {epsilon} is still much smaller than 1, the Universe is still inflating during preheating and the modes amplified by the initial tachyonic instability leave the Hubble radius. This may lead to an abundant production of primordial black holes and gravitational waves with frequencies today which are naturally small enough to fall into the range accessible by high-sensitivity interferometric experiments.

    The main objective of the project is to develop advanced, low cost conversions of small (< 25 hp) gasoline internal combustion engines (ICEs) to run on hydrogen fuel while maintaining the same performance and durability. This final technical report summarizes the results of i) the details of the conversion of several small gasoline ICEs to run on hydrogen, ii) the durability test of a converted hydrogen engine and iii) the demonstration of a prototype bundled canister solid hydrogen storage system. Peak power of the hydrogen engine achieves 60% of the power output of the gasoline counterpart. The efforts to boost the engine power with various options including installing the over-sized turbocharger, retrofit of custom-made pistons with high compression ratio, an advanced ignition system, and various types of fuel injection systems are not realized. A converted Honda GC160 engine with ACS system to run with hydrogen fuel is successful. Total accumulative runtime is 785 hours. A prototype bundled canister solid hydrogen storage system having nominal capacity of 1.2 kg is designed, constructed and demonstrated. It is capable of supporting a wide range of output load of a hydrogen generator.

    Small modular reactors (SMRs) are a promising approach to meeting future energy needs. Although the electrical output of an individual SMR is relatively small compared to that of typical commercial nuclear plants, they can be grouped to produce as much energy as a utility demands. Furthermore, SMRs can be used for other purposes, such as producing hydrogen and generating process heat. The design characteristics of many SMRs differ from those of current conventional plants and may require a distinct concept of operations. The U.S. Nuclear Regulatory Commission (NRC) conducted research to examine the human factors engineering and the operational aspects of SMRs. The research identified thirty potential human-performance issues that should be considered in the NRC's reviews of SMR designs and in future research activities. The purpose of this report is to illustrate how the issues can support SMR probabilistic risk analyses and their review by identifying potential human failure events for a subset of the issues. As part of addressing the human contribution to plant risk, human reliability analysis practitioners identify and quantify the human failure events that can negatively impact normal or emergency plant operations. The results illustrated here can be generalized to identify additional human failure events for the issues discussed and can be applied to those issues not discussed in this report.

  20. Proliferation resistance of small modular reactors fuels

    In this paper the proliferation resistance of different types of Small Modular Reactors (SMRs) has been examined and classified with criteria available in the literature. In the first part of the study, the level of proliferation attractiveness of traditional low-enriched UO{sub 2} and MOX fuels to be used in SMRs based on pressurized water technology has been analyzed. On the basis of numerical simulations both cores show significant proliferation risks. Although the MOX core is less proliferation prone in comparison to the UO{sub 2} core, it still can be highly attractive for diversion or undeclared production of nuclear material. In the second part of the paper, calculations to assess the proliferation attractiveness of fuel in typical small sodium cooled fast reactor show that proliferation risks from spent fuel cannot be neglected. The core contains a highly attractive plutonium composition during the whole life cycle. Despite some aspects of the design like the sealed core that enables easy detection of unauthorized withdrawal of fissile material and enhances proliferation resistance, in case of open Non-Proliferation Treaty break-out, weapon-grade plutonium in sufficient quantities could be extracted from the reactor core.

  1. Human Factors Aspects of Operating Small Reactors

    The nuclear-power community has reached the stage of proposing advanced reactor designs to support power generation for decades to come. They are considering small modular reactors (SMRs) as one approach to meet these energy needs. While the power output of individual reactor modules is relatively small, they can be grouped to produce reactor sites with different outputs. Also, they can be designed to generate hydrogen, or to process heat. Many characteristics of SMRs are quite different from those of current plants, and so may require a concept of operations (ConOps) that also is different. The U.S. Nuclear Regulatory Commission (NRC) has begun examining the human factors engineering- (HFE) and ConOps- aspects of SMRs; if needed, they will formulate guidance to support SMR licensing reviews. We developed a ConOps model, consisting of the following dimensions: Plant mission; roles and responsibilities of all agents; staffing, qualifications, and training; management of normal operations; management of off-normal conditions and emergencies; and, management of maintenance and modifications. We are reviewing information on SMR design to obtain data about each of these dimensions, and have identified several preliminary issues. In addition, we are obtaining operations-related information from other types of multi-module systems, such as refineries, to identify lessons learned from their experience. Here, we describe the project's methodology and our preliminary findings.

    Plasma and gas particle dynamics in atmospheric pressure helium-filled small volume are investigated using a two-dimensional model. The model includes the conservation equations for the plasma and the neutral gas. In this paper, results are presented from simulation of the interaction between gas and charged species, which in turn causes heating and thrust generation for this microengine. Gas heating and neutral depletion initiations are observed, highlighting the close interaction between gas and charged species in governing the evolution of the small-space plasma inside a microthruster designed for microsatellites.

    We construct small-x evolution equations which can be used to calculate quark and anti-quark helicity TMDs and PDFs, along with the g1 structure function. These evolution equations resum powers of αs ln2(1/x) in the polarization-dependent evolution along with the powers of αs ln(1/x) in the unpolarized evolution which includes saturation efects. The equations are written in an operator form in terms of polarization-dependent Wilson line-like operators. While the equations do not close in general, they become closed and self-contained systems of non-linear equations in the large-Nc and large-Nc & Nf limits. As a cross-check, in the ladder approximation, our equationsmore » map onto the same ladder limit of the infrared evolution equations for g1 structure function derived previously by Bartels, Ermolaev and Ryskin.« less

  4. Control system for a small fission reactor

    A system for controlling the reactivity of a small fission reactor includes an elongated, flexible hollow tube in the general form of a helical coiled spring axially positioned around and outside of the reactor vessel in an annular space between the reactor vessel and a surrounding cylindrical-shaped neutron reflector. A neutron absorbing material is provided within the hollow tube with the rate of the reaction controlled by the extension and compression of the hollow tube, e.g., extension of the tube increases reactivity while its compression reduces reactivity, in varying the amount of neutron absorbing material disposed between the reactor vessel and the neutron reflector. Conventional mechanical displacement means may be employed to control the coil density of the hollow tube as desired.

    This report gives an overview of expected design characteristics, concepts, and procedures for small modular reactors. The purpose of this report is to provide those who are interested in reducing the cost and improving the safety of advanced nuclear power plants with a generic design that possesses enough detail in a non-sensitive manner to give merit to their conclusions. The report is focused on light water reactor technology, but does add details on what could be different in a more advanced design (see Appendix). Numerous reactor and facility concepts were used for inspiration (documented in the bibliography). The final design described here is conceptual and does not reflect any proposed concept or sub-systems, thus any details given here are only relevant within this report. This report does not include any design or engineering calculations.

  6. Local magnitudes of small contained explosions.

    The relationship between explosive yield and seismic magnitude has been extensively studied for underground nuclear tests larger than about 1 kt. For monitoring smaller tests over local ranges (within 200 km), we need to know whether the available formulas can be extrapolated to much lower yields. Here, we review published information on amplitude decay with distance, and on the seismic magnitudes of industrial blasts and refraction explosions in the western U. S. Next we measure the magnitudes of some similar shots in the northeast. We find that local magnitudes ML of small, contained explosions are reasonably consistent with the magnitude-yield formulas developed for nuclear tests. These results are useful for estimating the detection performance of proposed local seismic networks.

  8. Quantifying evolvability in small biological networks

    The authors introduce a quantitative measure of the capacity of a small biological network to evolve. The measure is applied to a stochastic description of the experimental setup of Guet et al. (Science 2002, 296, pp. 1466), treating chemical inducers as functional inputs to biochemical networks and the expression of a reporter gene as the functional output. The authors take an information-theoretic approach, allowing the system to set parameters that optimise signal processing ability, thus enumerating each network's highest-fidelity functions. All networks studied are highly evolvable by the measure, meaning that change in function has little dependence on change in parameters. Moreover, each network's functions are connected by paths in the parameter space along which information is not significantly lowered, meaning a network may continuously change its functionality without completely losing it along the way. This property further underscores the evolvability of the networks.

  9. A small RTG for future planetary missions

    A design study was conducted to characterize conceptual designs for a small Radioisotope Thermoelectric Generator (RTG), one that might be suitable for future planetary missions. Conceptual design configurations were derived from the General Purpose Heat Source{emdash}RTG (GPHS-RTG), with the design goal of providing 70 watts of electrical power at the end of a ten year mission life. Design improvements for mass minimization were evaluated, considering also the technical risk of the corresponding engineering development required. It was concluded that an RTG mass of 18 kg could be achieved with moderate risk. Further studies are recommended to define in detail the testing and other development activities that would be required to bring the conceptual design for such an RTG to reality. {copyright} {ital 1997 American Institute of Physics.}

The components are arranged so that each of the beams passes through a corrector and is reflected from the planar surface to the paraboloidal mirror, from which it is focused through a hole in the planar surface to the interior of the cavity. The surface of the interior portion of the cavity is shaped to reflect the focused beam three times before the focused reflected beam strikes the target.

  11. SMALL TURBOGENERATOR TECHNOLOGY FOR DISTRIBUTED GENERATION

    This report is produced in under Contract DE-FC26-00NT40914, awarded in accordance with U.S. Department of Energy solicitation DE-PS26-00FT40759, ''Development of Technologies and Capabilities for Fossil Energy-Wide Coal, Natural Gas and Oil R&D Programs'', area of interest 7, ''Advanced Turbines and Engines.'' As a result of ten years of collaborative fuel cell systems studies with U.S. fuel cell manufacturers, initiated to evaluate the gas turbine opportunities likely to result from this technology, Rolls-Royce in Indianapolis has established a clear need for the creation of a turbogenerator to a specification that cannot be met by available units. Many of the required qualities are approached, but not fully met, by microturbines, which tend to be too small and low in pressure ratio. Market evaluation suggests a 1 MW fuel cell hybrid, incorporating a turbogenerator of about 250 kW, is a good market entry product (large enough to spread the costs of a relatively complex plant, but small enough to be acceptable to early adopters). The fuel cell stack occupies the position of a combustor in the turbogenerator, but delivers relatively low turbine entry temperature (1600 F [870 C]). If fitted with a conventional combustor and run stand-alone at full uncooled turbine temperature (1800 F [980 C]), the turbogenerator will develop more power. The power can be further enhanced if the turbogenerator is designed to have flow margin in its fuel cell role (by running faster). This margin can be realized by running at full speed and it is found that power can be increased to the 0.7 to 1.0 MW range, depending on initial fuel cell stack flow demand. The fuel cell hybrid applications require increased pressure ratio (at least 6 rather than the 3-4 of microturbines) and very long life for a small machine. The outcome is a turbogenerator that is very attractive for stand-alone operation and has been the subject of unsolicited enthusiasm from potential users who see an application in grid support. The machine is consistent with 21st century power generation objectives. It will be more efficient than a microturbine and also more cost effective because it does not require an expensive recuperator. It will produce ultra-low emissions because it has a low combustor delivery temperature. It will also avoid producing hazardous waste because it requires no lube system. These qualities are obtained by combining, and in some instances extending, the best of available technologies rather than breaking wholly new ground. Limited ''barrier technology'' rig tests of bearing systems and alternator configuration are proposed to support the extension of technology. Low combustion temperature also has merit in handling alternative fuels with minimum emissions and minimum materials degradation. Program continuation is proposed that will simultaneously provide technology support to a SECA fuel cell hybrid system and a distributed generation turbogenerator. This technology program will be led by a Rolls-Royce team based in Indianapolis with access to extensive small turbogenerator experience gathered in DOE (and other) programs by Allison Mobile Power Systems. It is intended that subsequent production will be in the U.S., but the products may have substantial export potential.

  12. Human Reliability Analysis for Small Modular Reactors

    Because no human reliability analysis (HRA) method was specifically developed for small modular reactors (SMRs), the application of any current HRA method to SMRs represents tradeoffs. A first- generation HRA method like THERP provides clearly defined activity types, but these activity types do not map to the human-system interface or concept of operations confronting SMR operators. A second- generation HRA method like ATHEANA is flexible enough to be used for SMR applications, but there is currently insufficient guidance for the analyst, requiring considerably more first-of-a-kind analyses and extensive SMR expertise in order to complete a quality HRA. Although no current HRA method is optimized to SMRs, it is possible to use existing HRA methods to identify errors, incorporate them as human failure events in the probabilistic risk assessment (PRA), and quantify them. In this paper, we provided preliminary guidance to assist the human reliability analyst and reviewer in understanding how to apply current HRA methods to the domain of SMRs. While it is possible to perform a satisfactory HRA using existing HRA methods, ultimately it is desirable to formally incorporate SMR considerations into the methods. This may require the development of new HRA methods. More practicably, existing methods need to be adapted to incorporate SMRs. Such adaptations may take the form of guidance on the complex mapping between conventional light water reactors and small modular reactors. While many behaviors and activities are shared between current plants and SMRs, the methods must adapt if they are to perform a valid and accurate analysis of plant personnel performance in SMRs.

  16. Maritime Interdiction Operations Small Craft Detection

    The Naval Postgraduate School has been conducting Tactical Network Topology (TNT) Maritime Interdiction Operations (MIO) experiments with Lawrence Livermore National Laboratory (LLNL) since early in 2005. In this work, we are investigating cutting edge technology to evaluate use of networks, advanced sensors and collaborative technology for globally-supported maritime interdiction operations. Some examples of our research include communications in harsh environments, between moving ships at sea; small boat drive-by radiation detection; network-centric collaboration with global partners; situational awareness; prototype sensors & biometric instruments. Since 2006, we have studied the concept of using a small vessel with fixed radiation sensors to do initial searches for illicit radioactive materials. In our work, we continue to evaluate concepts of operation for small boat monitoring. For example, in San Francisco Bay we established a simulated choke point using two RHIBs. Each RHIB had a large sodium iodide radiation sensor on board, mounted on the side nearest to the passing potential target boats. Once detections were made, notification over the network prompted a chase RHIB also equipped with a radiation sensor to further investigate the potential target. We have also used an unmanned surface vessel (USV) carrying a radiation sensor to perform the initial discovery. The USV was controlled remotely and to drive by boats in different configurations. The potential target vessels were arranged in a line, as a choke point and randomly spaced in the water. Search plans were problematic when weather, waves and drift complicated the ability to stay in one place. A further challenge is to both detect and identify the radioactive materials during the drive-by. Our radiation detection system, ARAM, Adaptable Radiation Area Monitor, is able to detect, alarm and quickly identify plausible radionuclides in real time. We have performed a number of experiments to better understand parameters of vessel speed, time, shielding, and distance in this complex three-dimensional space. At the NMIOTC in September 2009, we employed a dual detector portal followed by a chase. In this event, the challenge was to maintain communications after a lapse. When the chase went past the line-of sight reach of the Tactical Operational Center's (TOC) antenna, with interference from a fortress island in Suda Bay, Wave Relay extended the network for continued observation. Sodium iodide radiation detectors were mounted on two Hellenic Navy SEAL fast boats. After making the detection one of the portal boats maintained line-of sight while the other pursued the target vessel. Network access via Wave Relay antennas was maintained until the conclusion of the chase scenario. Progress has been made in the detection of radioactive materials in the maritime environment. The progression of the TNT MIO experiments has demonstrated the potential of the hardware to solve the problems encountered in this physically challenging environment. There continue to be interesting opportunities for research and development. These experiments provide a variety of platforms and motivated participants to perform real-world testing as solutions are made available.

    U.K. offshore oil supplies could be in decline in 10 years unless new methods and technology are developed to open fields that are uncommercial by conventional methods. Such technology is being developed, and much of it is aimed at pressure boosting subsea stepout fields to improve production rate and recovery over increasing distances to a host platform. This paper is concerned with the development of small isolated fields for which a new platform facility is not justified or where no suitable existing host platform is available. The isolated-field production system described here comprises a two-stage subsea separator near the subsea well(s) from which production is tied in by flexible flowlines. Oil/water/gas separation is achieved at near atmosphere pressure, allowing safe loading of the ``dead`` crude into a tanker. The gas is flared at a surface buoy (directly above the separator unit) that also contains power generation and chemical injection facilities. Liquids are pumped to an offshore tanker-loading catenary anchor leg mooring (CALM) buoy, and then to the connected shuttle tanker. Control of the separator system is autonomous based on a programmable logic controller in the subsea control module, with commands and monitoring by an umbilical from a production center on the tanker.

    A method for producing small hollow spheres of glass having an outer diameter ranging from about 100.mu. to about 500.mu. with a substantially uniform wall thickness in the range of about 0.5-20.mu.. The method involves introducing aqueous droplets of a glass-forming solution into a long vertical drop oven or furnace having varying temperature regions. In one embodiment, one of the temperature regions is lower than both the preceeding region and the subsequent region. One region utilizes a temperature of at least 200.degree. C. higher than the melting point of the glass-forming material in the solution and, for example, may be at least 3 times higher than the temperature of the preceeding region. In addition, there is a sharp temperature gradient between these regions. As each droplet of solution passes through a first region it forms into a gel membrane having a spherical shape and encapsulates the rest of the drop retained in the elastic outer surface and the water entrapped within diffuses rapidly through the thin gel membrane which causes more of the glass-forming material to go out of solution and is incorporated into the gel membrane causing it to grow in size and become hollow. thus produced hollow glass sphere has a sphericity, concentricity, and wall uniformity of better than 5%. The sphere is capable of retaining material of up to at least 100 atmospheres therein over long periods of time. In one embodiment.

  17. Small-scale irradiated fuel electrorefining

    In support of the metallic fuel cycle development for the Integral Fast Reactor (IFR), a small scale electrorefiner was built and operated in the Hot Fuel Examination Facility (HFEF) at Argonne National Laboratory-West. The initial purpose of this apparatus was to test the single segment dissolution of irradiated metallic fuel via either direct dissolution in cadmium or anodic dissolution. These tests showed that 99.95% of the uranium and 99.99% of the plutonium was dissolved and separated from the fuel cladding material. The fate of various fission products was also measured. After the dissolution experiments, the apparatus was upgraded to stady fission product behavior during uranium electrotransport. Preliminary decontamination factors were estimated for different fission products under different processing conditions. Later modifications have added the following capabilities: Dissolution of multiple fuel segments simultaneously, electrotransport to a solid cathode or liquid cathode and actinide recovery with a chemical reduction crucible. These capabilities have been tested with unirradiated uranium-zirconium fuel and will support the Fuel Cycle Demonstration program.

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

    The objective of this work was to investigate, develop, and validate the next generation of small hydroturbine generator designs that maximize the energy transfer from flowing water to electrical power generation. What resulted from this effort was the design of a new technology hydroturbine that Near Space Systems (NSS) has named the Star*Stream© Hydroturbine. Using a design that eliminates nearly all of the shortfalls of conventional hydroturbines, the Star*Stream© Hydroturbine employs a new mechanical-to-electrical energy transfer hydro design that operates without lubrication of any kind, and does not introduce foreign chemicals or particulate matter from oil or drive shaft seal degradation into the hydro ecology. In its unique configuration, the Star*Stream© Hydroturbine is nearly environmentally inert, without the negative aspects caused by interrupting the ecological continuity, i.e., disruptions to sedimentation, water quality, habitat changes, human displacement, fish migration, etc., - while it ensures dramatically reduced timeframes to project completion. While a remarkable reduction in LCOE resulting from application of the Star*Stream© Hydroturbine technology has been the core achievement of the this effort, there have been numerous technological breakthroughs from the development effort.

With the scattering source, i.e., the specimen under investigation, located outside of the evacuated tube on the tube's longitudinal axis, scattered x-rays are detected by the fiber optic bundles, to each of which is coupled a respective photodetector, to provide a measurement resolution, i.e., dq/q, where q is the momentum transferred from an incident x-ray to an x-ray scattering specimen, of 2% over two (2) orders of magnitude in reciprocal space, i.e., q.sub.max /q.sub.min.congruent.100.

  1. Characterisation of a small viscous flow turbine

    The result of experimental and numerical study that was undertaken to determine the performance characteristics of viscous flow turbines is presented. It is anticipated that these devices may find use in applications such as small power sources for electronic appliances and micro-combined heat and power applications. In the numerical work that was carried out to broaden the experimental results, commercial CFD solver Fluent 6.2 was used while accompanying software, Gambit 3.2, was used for performing the necessary pre-processing. The results of the experimental study indicate that the adiabatic efficiency of these machines is around 25%. The main reasons for the low efficiency have been identified to be, parasitic losses in the bearing, viscous losses in the end walls, and other dissipative losses in the plenum chamber that also significantly contribute to the low efficiencies of these devices. If these parasitic losses can be minimised the turbine could potentially operate with an adiabatic expansion efficiency close to the theoretical limit of around 40%. (author)

A neutron absorbing material is provided within the hollow tube with the rate of the reaction controlled by the extension and compression of the hollow tube, e.g., extension of the tube increases reactivity while its compression reduces reactivity, in varying the amount of neutron absorbing material disposed between the reactor vessel and the neutron reflector. Conventional mechanical displacement means may be employed to control the coil density of the hollow tube as desired. In another embodiment, a plurality of flexible hollow tubes each containing a neutron absorber are positioned adjacent to one another in spaced relation around the periphery of the reactor vessel and inside the outer neutron reflector with reactivity controlled by the extension and compression of all or some of the coiled hollow tubes. Yet another embodiment of the invention envisions the neutron reflector in the form of an expandable coil spring positioned in an annular space between the reactor vessel and an outer neutron absorbing structure for controlling the neutron flux reflected back into the reactor vessel.

    This report describes the data collection work performed for an advanced small modular reactor (AdvSMR) economics analysis activity at the Oak Ridge National Laboratory. The methodology development and analytical results are described in separate, stand-alone documents as listed in the references. The economics analysis effort for the AdvSMR program combines the technical and fuel cycle aspects of advanced (non-light water reactor [LWR]) reactors with the market and production aspects of SMRs. This requires the collection, analysis, and synthesis of multiple unrelated and potentially high-uncertainty data sets from a wide range of data sources. Further, the nature of both economic and nuclear technology analysis requires at least a minor attempt at prediction and prognostication, and the far-term horizon for deployment of advanced nuclear systems introduces more uncertainty. Energy market uncertainty, especially the electricity market, is the result of the integration of commodity prices, demand fluctuation, and generation competition, as easily seen in deregulated markets. Depending on current or projected values for any of these factors, the economic attractiveness of any power plant construction project can change yearly or quarterly. For long-lead construction projects such as nuclear power plants, this uncertainty generates an implied and inherent risk for potential nuclear power plant owners and operators. The uncertainty in nuclear reactor and fuel cycle costs is in some respects better understood and quantified than the energy market uncertainty. The LWR-based fuel cycle has a long commercial history to use as its basis for cost estimation, and the current activities in LWR construction provide a reliable baseline for estimates for similar efforts. However, for advanced systems, the estimates and their associated uncertainties are based on forward-looking assumptions for performance after the system has been built and has achieved commercial operation. Advanced fuel materials and fabrication costs have large uncertainties based on complexities of operation, such as contact-handled fuel fabrication versus remote handling, or commodity availability. Thus, this analytical work makes a good faith effort to quantify uncertainties and provide qualifiers, caveats, and explanations for the sources of these uncertainties. The overall result is that this work assembles the necessary information and establishes the foundation for future analyses using more precise data as nuclear technology advances.
