    This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

    This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

    The proposed action involves the development of geothermal wells to provide hot water and heat for five users in Reno, Nevada. Data from nearby wells indicate the sufficient hot water is available from the Moana Known Geothermal Resource Area for this action.     The Nevada Test Site (NTS) and the adjacent Yucca Mountain Project (YMP) are located in Nye County, Nevada. The NTS has been the primary location for testing nuclear explosives in the continental US since 1951. Current activities include operating low-level radioactive and mixed waste disposal facilities for US defense-generated waste, assembly/disassembly of special experiments, surface cleanup and site characterization of contaminated land areas, and non-nuclear test operations such as controlled spills of hazardous materials at the hazardous Materials (HAZMAT) Spill Center (HSC). Currently, the major potential for occupational radiation exposure is associated with the burial of low-level nuclear waste and the handling of radioactive sources. Planned future remediation of contaminated land areas may also result in radiological exposures. The NV/YMP Radiological Control Manual, Revision 2, represents DOE-accepted guidelines and best practices for implementing Nevada Test Site and Yucca Mountain Project Radiation Protection Programs in accordance with the requirements of Title 10 Code of Federal Regulations Part 835, Occupational Radiation Protection. These programs provide protection for approximately 3,000 employees and visitors annually and include coverage for the on-site activities for both personnel and the environment. The personnel protection effort includes a DOE Laboratory Accreditation Program accredited dosimetry and personnel bioassay programs including in-vivo counting, routine workplace air sampling, personnel monitoring, and programmatic and job-specific As Low as Reasonably Achievable considerations.

    Yucca Mountain, Nevada is being evaluated as a potential site for a geologic repository for high level radioactive waste. As part of the site characterization activities at Yucca Mountain, a field-scale ponded infiltration experiment was done to help characterize the hydraulic and infiltration properties of a layered dessert alluvium deposit. Calcium carbonate accumulation and cementation, heterogeneous layered profiles, high evapotranspiration, low precipitation, and rocky soil make the surface difficult to characterize.The effects of the strong morphological horizonation on the infiltration processes, the suitability of measured hydraulic properties, and the usefulness of ponded infiltration experiments in site characterization work were of interest. One-dimensional and two-dimensional radial flow numerical models were used to help interpret the results of the ponding experiment. The objective of this study was to evaluate the results of a ponded infiltration experiment done around borehole UE25 UZN {number_sign}85 (N85) at Yucca Mountain, NV. The effects of morphological horizons on the infiltration processes, lateral flow, and measured soil hydaulic properties were studied. The evaluation was done by numerically modeling the results of a field ponded infiltration experiment. A comparison the experimental results and the modeled results was used to qualitatively indicate the degree to which infiltration processes and the hydaulic properties are understood. Results of the field characterization, soil characterization, borehole geophysics, and the ponding experiment are presented in a companion paper.

    This report concerns payments by the Sandia Corporation to employee pension plans. The audit disclosed that in 1984 the Department incurred unnecessary costs of $19.2 million because Sandia made payments into its two pension plans even though information contained in Sandia'a actuarial consultants' reports showed that the funds were overfunded by $77.7 million at the beginning of the year. During the preceding three years, similar payments were made which added to plan overfunding. Sandia had based pension plan payments on very conservative actuarial assumptions. Albuquerque did not agree with the findings and recommendations. A summary of management's comments and the response are included in the report.

    Pacific Northwest National Laboratory (PNNL) and Redhorse Corporation (Redhorse) conducted an energy audit on the Federal Aviation Administration (FAA) control tower and base building in Reno, Nevada. This report presents the findings of the energy audit team that evaluated construction documents and operating specifications (at the 100% level) and completed a site visit. The focus of the review was to identify measures that could be incorporated into the final design and operating specifications that would result in additional energy savings for the FAA that would not have otherwise occurred.

    Abstract-- In this paper, the ability of the Nevada (NV) Energy generation fleet to meet its system balancing requirements under different solar energy penetration scenarios is studied. System balancing requirements include capacity, ramp rate, and ramp duration requirements for load following and regulation. If, during some operating hours, system capability is insufficient to meet these requirements, there is certain probability that the balancing authoritys control and reliability performance can be compromised. These operating hours are considered as challenging hours. Five different solar energy integration scenarios have been studied. Simulations have shown that the NV Energy system will be potentially able to accommodate up to 942 MW of solar photovoltaic (PV) generation. However, the existing generation scheduling procedure should be adjusted to make it happen. Fast-responsive peaker units need to be used more frequently to meet the increasing ramping requirements.     We present a technique that allows for the simultaneous acquisition and interpretation of both shear-wave and compressive-wave 3-D velocities. The technique requires no special seismic sources or array geometries, and is suited to studies with small source-receiver offsets. The method also effectively deals with unwanted seismic arrivals by using the statistical properties of the data itself to discriminate against spurious picks. We demonstrate the technique with a field experiment at the Facility for Analysis, Calibration, and Testing at Sandia National Laboratories, Albuquerque, New Mexico. The resulting 3-D shear-velocity and compressive-velocity distributions are consistent with surface geologic mapping. The averaged velocities and V{sub p}/V{sub s} ratio in the upper 30 meters are also consistent with examples found in the scientific literature.

  1. NV Energy Large-Scale Photovoltaic Integration Study: Intra-Hour Dispatch and AGC Simulation

    The uncertainty and variability with photovoltaic (PV) generation make it very challenging to balance power system generation and load, especially under high penetration cases. Higher reserve requirements and more cycling of conventional generators are generally anticipated for large-scale PV integration. However, whether the existing generation fleet is flexible enough to handle the variations and how well the system can maintain its control performance are difficult to predict. The goal of this project is to develop a software program that can perform intra-hour dispatch and automatic generation control (AGC) simulation, by which the balancing operations of a system can be simulated to answer the questions posed above. The simulator, named Electric System Intra-Hour Operation Simulator (ESIOS), uses the NV Energy southern system as a study case, and models the system’s generator configurations, AGC functions, and operator actions to balance system generation and load. Actual dispatch of AGC generators and control performance under various PV penetration levels can be predicted by running ESIOS. With data about the load, generation, and generator characteristics, ESIOS can perform similar simulations and assess variable generation integration impacts for other systems as well. This report describes the design of the simulator and presents the study results showing the PV impacts on NV Energy real-time operations.

  2. NV energy electricity storage valuation : a study for the DOE Energy Storage Systems program.

    This study examines how grid-level electricity storage may benefit the operations of NV Energy, and assesses whether those benefits are likely to justify the cost of the storage system. To determine the impact of grid-level storage, an hourly production cost model of the Nevada Balancing Authority (%22BA%22) as projected for 2020 was created. Storage was found to add value primarily through the provision of regulating reserve. Certain storage resources were found likely to be cost-effective even without considering their capacity value, as long as their effectiveness in providing regulating reserve was taken into account. Giving fast resources credit for their ability to provide regulating reserve is reasonable, given the adoption of FERC Order 755 (%22Pay-for-performance%22). Using a traditional five-minute test to determine how much a resource can contribute to regulating reserve does not adequately value fast-ramping resources, as the regulating reserve these resources can provide is constrained by their installed capacity. While an approximation was made to consider the additional value provided by a fast-ramping resource, a more precise valuation requires an alternate regulating reserve methodology. Developing and modeling a new regulating reserve methodology for NV Energy was beyond the scope of this study, as was assessing the incremental value of distributed storage.

    Calculation of photovoltaic (PV) and wind power capacity values is important for estimating additional load that can be served by new PV or wind installations in the electrical power system. It also is the basis for assigning capacity credit payments in systems with markets. Because of variability in solar and wind resources, PV and wind generation contribute to power system resource adequacy differently from conventional generation. Many different approaches to calculating PV and wind generation capacity values have been used by utilities and transmission operators. Using the NV Energy system as a study case, this report applies peak-period capacity factor (PPCF) and effective load carrying capability (ELCC) methods to calculate capacity values for renewable energy sources. We show the connection between the PPCF and ELCC methods in the process of deriving a simplified approach that approximates the ELCC method. This simplified approach does not require generation fleet data and provides the theoretical basis for a quick check on capacity value results of PV and wind generation. The diminishing return of capacity benefit as renewable generation increases is conveniently explained using the simplified capacity value approach.

    A vegetation study was conducted in Technical Area 3 at Sandia National Laboratories, Albuquerque, New Mexico in 2003 to assist in the design and optimization of vegetative soil covers for hazardous, radioactive, and mixed waste landfills at Sandia National Laboratories/New Mexico and Kirtland Air Force Base. The objective of the study was to obtain site-specific, vegetative input parameters for the one-dimensional code UNSAT-H and to identify suitable, diverse native plant species for use on vegetative soil covers that will persist indefinitely as a climax ecological community with little or no maintenance. The identification and selection of appropriate native plant species is critical to the proper design and long-term performance of vegetative soil covers. Major emphasis was placed on the acquisition of representative, site-specific vegetation data. Vegetative input parameters measured in the field during this study include root depth, root length density, and percent bare area. Site-specific leaf area index was not obtained in the area because there was no suitable platform to measure leaf area during the 2003 growing season due to severe drought that has persisted in New Mexico since 1999. Regional LAI data was obtained from two unique desert biomes in New Mexico, Sevilletta Wildlife Refuge and Jornada Research Station.

The user can develop the geometry interactively with a computer interface in minutes and execute a complete analysis of the deformation characteristics of the simulated component geometry.

    This report is the result of a workshop on Arctic offshore oil and gas recovery, held at Sandia National Laboratories Albuquerque, New Mexico, on June 30-July 2, 1980. Research priorities for the technology related to Arctic offshore oil and gas production were defined. The workshop was preceded by a report entitled, A Review of Technology for Arctic Offshore Oil and Gas Recovery, authored by Dr. W. M. Sackinger. The mission of the workshop was to identify research priorities without considering whether the research should be conducted by government or by industry. Nevertheless, at the end of the meeting the general discussion did consider this, and the concensus was that environmental properties should certainly be of concern to the government, that implementation of petroleum operations was the province of industry, and that overlapping, coordinated areas of interest include both environment and interactions of the environment with structures, transport systems, and operations. An attempt to establish relative importance and a time frame was made after the workshop through the use of a survey form. The form and a summary of its results, and a discussion of its implications, are given.

This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide.     The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the U.S. Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs, and to conduct fundamental research and development (R&D) to advance technology in energy research, computer science, waste management, electronics, materials science, and transportation safety for hazardous and nuclear components. In support of this mission, the Environmental Safety and Health (ES&H) Center at SNL/NM conducts extensive environmental monitoring, surveillance, and compliance activities to assist SNL`s line organizations in meeting all applicable environmental regulations applicable to the site including those regulating radiological and nonradiological effluents and emissions. Also herein are included, the status of environmental programs that direct and manage activities such as terrestrial surveillance; ambient air and meteorological monitoring; hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental restoration (ER); oil and chemical spill prevention; and National Environmental Policy Act (NEPA) documentation.     Passive Soil Vapor Extraction was tested at the Chemical Waste Landfill (CWL) site at Sandia National Laboratories, New Mexico (SNLIW). Data collected included ambient pressures, differential pressures between soil gas and ambient air, gas flow rates into and out of the soil and concentrations of volatile organic compounds (VOCS) in vented soil gas. From the differential pressure and flow rate data, estimates of permeability were arrived at and compared with estimates from other studies. Flow, differential pressure, and ambient pressure data were collected for nearly 30 days. VOC data were collected for two six-hour periods during this time. Total VOC emissions were calculated and found to be under the limit set by the Resource Conservation and Recovery Act (RCRA). Although a complete process evaluation is not possible with the data gathered, some of the necessary information for designing a passive venting process was determined and the important parameters for designing the process were indicated. More study is required to evaluate long-term VOC removal using passive venting and to establish total remediation costs when passive venting is used as a polishing process following active soil vapor extraction.

    The Auxiliary Hot Cell Facility (AHCF) at Sandia National Laboratories, New Mexico (SNL/NM) will be a Hazard Category 3 nuclear facility used to characterize, treat, and repackage radioactive and mixed material and waste for reuse, recycling, or ultimate disposal. A significant upgrade to a previous facility, the Temporary Hot Cell, will be implemented to perform this mission. The following major features will be added: a permanent shield wall; eight floor silos; new roof portals in the hot-cell roof; an upgraded ventilation system; and upgraded hot-cell jib crane; and video cameras to record operations and facilitate remote-handled operations. No safety-class systems, structures, and components will be present in the AHCF. There will be five safety-significant SSCs: hot cell structure, permanent shield wall, shield plugs, ventilation system, and HEPA filters. The type and quantity of radionuclides that could be located in the AHCF are defined primarily by SNL/NM's legacy materials, which include radioactive, transuranic, and mixed waste. The risk to the public or the environment presented by the AHCF is minor due to the inventory limitations of the Hazard Category 3 classification. Potential doses at the exclusion boundary are well below the evaluation guidelines of 25 rem. Potential for worker exposure is limited by the passive design features incorporated in the AHCF and by SNL's radiation protection program. There is no potential for exposure of the public to chemical hazards above the Emergency Response Protection Guidelines Level 2.

    This study demonstrates that containment of municipal and hazardous waste in arid and semiarid environments can be accomplished effectively without traditional, synthetic materials and complex, multi-layer systems. This research demonstrates that closure covers combining layers of natural soil, native plant species, and climatic conditions to form a sustainable, functioning ecosystem will meet the technical equivalency criteria prescribed by the U. S. Environmental Protection Agency. In this study, percolation through a natural analogue and an engineered cover is simulated using the one-dimensional, numerical code UNSAT-H. UNSAT-H is a Richards. equation-based model that simulates soil water infiltration, unsaturated flow, redistribution, evaporation, plant transpiration, and deep percolation. This study incorporates conservative, site-specific soil hydraulic and vegetation parameters. Historical meteorological data are used to simulate percolation through the natural analogue and an engineered cover, with and without vegetation. This study indicates that a 3-foot (ft) cover in arid and semiarid environments is the minimum design thickness necessary to meet the U. S. Environmental Protection Agency-prescribed technical equivalency criteria of 31.5 millimeters/year and 1 x 10{sup -7} centimeters/second for net annual percolation and average flux, respectively. Increasing cover thickness to 4 or 5 ft results in limited additional improvement in cover performance.

    The US Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed construction and operation of a new Gamma Irradiation Facility (GIF) at Sandia National Laboratories/New Mexico (SNL/NM). This facility is needed to: enhance capabilities to assure technical excellence in nuclear weapon radiation environments testing, component development, and certification; comply with all applicable ES and H safeguards, standards, policies, and regulations; reduce personnel radiological exposure to comply with ALARA limits in accordance with DOE orders and standards; consolidate major gamma ray sources into a central, secured area; and reduce operational risks associated with operation of the GIF and LICA in their present locations. This proposed action provides for the design, construction, and operation of a new GIF located within TA V and the removal of the existing GIF and Low Intensity Cobalt Array (LICA). The proposed action includes potential demolition of the gamma shield walls and removal of equipment in the existing GIF and LICA. The shielding pool used by the existing GIF will remain as part of the ACRR facility. Transportation of the existing {sup 60}Co sources from the existing LICA and GIF to the new facility is also included in the proposed action. Relocation of the gamma sources to the new GIF will be accomplished by similar techniques to those used to install the sources originally.

    Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the US Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs. SNL/NM also conducts fundamental research and development to advance technology in energy research, computer science, waste management, microelectronics, materials science, and transportation safety for hazardous and nuclear components. In support of SNL's mission, the Environment, Safety and Health (ES&H) Center and the Environmental Restoration (ER) Project at SNL/NM have established extensive environmental programs to assist SNL's line organizations in meeting all applicable local, State, and Federal environmental regulations and DOE requirements. This annual report for calendar year 1998 (CY98) summarizes the compliance status of environmental regulations applicable to SNL site operations. Environmental program activities include terrestrial surveillance; ambient air and meteorological monitoring hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental remediation; oil and chemical spill prevention; and National Environmental Policy Act (NEPA) activities. This report has been prepared in compliance with DOE Order 5400.1, General Environmental Protection Program (DOE 1990).

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     Geological, mineralogical, chemical, and isotopic evidence from coatings of calcite and silica on open fractures and lithophysal cavities within welded tuffs at Yucca Mountain indicate an origin from meteoric water percolating through a thick (500 to 700 m) unsaturated zone (UZ) rather than from pulses of ascending ground water. Geologic evidence for a UZ setting includes the presence of coatings in only a small percentage of cavities, the restriction of coatings to fracture footwalls and cavity floors, and an absence of mineral high-water marks indicative of water ponding. Systematic mineral sequences (early calcite, followed by chalcedony with minor quartz and fluorite, and finally calcite with intercalated opal forming the bulk of the coatings) indicate progressive changes in UZ conditions through time, rather than repeated saturation by flooding. Percolation under the influence of gravity also results in mineral textures that vary between steeply dipping sites (thinner coatings of blocky calcite) and shallowly dipping sites (thicker coatings of coarse, commonly bladed calcite, with globules and sheets of opal). Micrometer-scale growth banding in both calcite and opal reflects slow average growth rates (scale of mm/m.y.) over millions of years rather than only a few rapidly deposited growth episodes. Isotopic compositions of C, O, Sr, and U from calcite and opal indicate a percolation-modified meteoric water source, and collectively refute a deeper ground-water source. Chemical and isotopic variations in coatings also indicate long-term evolution of water compositions. Although some compositional changes are related to shifts in climate, growth rates in the deeper UZ are buffered from large changes in meteoric input. Coatings most likely formed from films of water flowing down connected fracture pathways. Mineral precipitation is consistent with water vapor and carbon dioxide loss from films at very slow rates. Data collectively indicate that mineral coatings formed in a UZ setting that has been hydrologically stable over million-year time scales.

    As part of an ongoing program, Lawrence Livermore National Laboratory (LLNL) is directing the Natural Phenomena Hazards Modeling Project (NPHMP) on behalf of the Department of Energy (DOE). A major part of this effort is the development of probabilistic definitions of natural phenomena hazards; seismic, wind, and flood. In this report the first phase of the evaluation of flood hazards at DOE sites is described. Unlike seismic and wind events, floods may not present a significant threat to the operations of all DOE sites. For example, at some sites physical circumstances may exist that effectively preclude the occurrence of flooding. As a result, consideration of flood hazards may not be required as part of the site design basis. In this case it is not necessary to perform a detailed flood hazard study at all DOE sites, such as those conducted for other natural phenomena hazards, seismic and wind. The scope of the preliminary flood hazard analysis is restricted to evaluating the flood hazards that may exist in proximity to a site. The analysis does involve an assessment of the potential encroachment of flooding on-site at individual facility locations. However, the preliminary flood hazard assessment does not consider localized flooding at a site due to precipitation (i.e., local run-off, storm sewer capacity, roof drainage). These issues are reserved for consideration by the DOE site manager. 11 refs., 84 figs., 61 tabs.

    An alternative cover design consisting of a monolithic layer of native soil is proposed as the closure path for the Mixed Waste Landfill at Sandia National Laboratories, New Mexico. The proposed design would rely upon soil thickness and evapotranspiration to provide long-term performance and stability, and would be inexpensive to build and maintain. The proposed design is a 3-ft-thick, vegetated soil cover. The alternative cover meets the intent of RCRA Subtitle C regulations in that: (a) water migration through the cover is minimized; (b) maintenance is minimized by using a monolithic soil layer; (c) cover erosion is minimized by using erosion control measures; (d) subsidence is accommodated by using a ''soft'' design; and (e) the permeability of the cover is less than or equal to that of natural subsurface soil present. Performance of the proposed cover is integrated with natural site conditions, producing a ''system performance'' that will ensure that the cover is protective of human health and the environment. Natural site conditions that will produce a system performance include: (a) extremely low precipitation and high potential evapotranspiration; (b) negligible recharge to groundwater; (c) an extensive vadose zone; (d) groundwater approximately 500 ft below the surface; and (e) a versatile, native flora that will persist indefinitely as a climax ecological community with little or no maintenance.

    Depending upon how people use land in a watershed, whether it be farming, livestock grazing, timber harvesting, mining, urbanization, or even recreation, all have significant impacts on the water moving through that watershed. This paper will focus on the urban watershed and how stormwater runoff from urbanization affects erosion, sedimentation, and water quality. It also will explore the potential of a watershed as the basis for managing and protecting water resources. Watershed-based management offers a clear look at how land-use changes affect not only water quality but also erosion and sedimentation; in addition, this approach develops preventive strategies to restore those affected water and land resources. The preventive strategies the author uses for this watershed can be applied to other New Mexico urban watersheds. This paper is divided into three parts. The first part shows how past and present land-use activities affect erosion, sedimentation, and water quality in the Bear Canyon arroyo system. The second part provides solutions to the problems of soil erosion and stormwater pollution in the urban areas through government intervention. The third part discusses how Best Management Practices (BMPs) can be used to limit or reduce stormwater pollution in residential and industrial areas.

    Yucca Mountain, Nevada has been chosen as a possible site for the first high level radioactive waste repository in the United States. As part of the site investigation studies, we need to make scientifically rigorous estimations of radionuclide migration in the event of a repository breach. Performance assessment models used to make these estimations are computationally intensive. We have developed two reactive transport modeling techniques to simulate radionuclide transport at Yucca Mountain: (1) the selective coupling approach applied to the convection-dispersion-reaction (CDR) model and (2) a reactive stream tube approach (RST). These models were designed to capture the important processes that influence radionuclide migration while being computationally efficient. The conventional method of modeling reactive transport models is to solve a coupled set of multi-dimensional partial differential equations for the relevant chemical components in the system. We have developed an iterative solution technique, denoted the selective coupling method, that represents a versatile alternative to traditional uncoupled iterative techniques and the filly coupled global implicit method. We show that selective coupling results in computational and memory savings relative to these approaches. We develop RST as an alternative to the CDR method for solving large two- or three-dimensional reactive transport simulations for cases in which one is interested in predicting the flux across a specific control plane. In the RST method, the multidimensional problem is reduced to a series of one-dimensional transport simulations along streamlines. The key assumption with RST is that mixing at the control plane approximates the transverse dispersion between streamlines. We compare the CDR and RST approaches for several scenarios that are relevant to the Yucca Mountain Project. For example, we apply the CDR and RST approaches to model an ongoing field experiment called the Unsaturated Zone Transport Test.

    This report performs a life-cycle cost comparison of three proposed canister designs for the shipment and disposition of Idaho National Laboratory high-level calcined waste currently in storage at the Idaho Nuclear Technology and Engineering Center to the proposed national monitored geologic repository at Yucca Mountain, Nevada. Concept A (2 10-ft) and Concept B (2 15-ft) canisters are comparable in design, but they differ in size and waste loading options and vary proportionally in weight. The Concept C (5.5 17.5-ft) canister (also called the super canister), while similar in design to the other canisters, is considerably larger and heavier than Concept A and B canisters and has a greater wall thickness. This report includes estimating the unique life-cycle costs for the three canister designs. Unique life-cycle costs include elements such as canister purchase and filling at the Idaho Nuclear Technology and Engineering Center, cask preparation and roundtrip consignment costs, final disposition in the monitored geologic repository (including canister off-loading and placement in the final waste disposal package for disposition), and cask purchase. Packaging of the calcine "as-is" would save $2.9 to $3.9 billion over direct vitrification disposal in the proposed national monitored geologic repository at Yucca Mountain, Nevada. Using the larger Concept C canisters would use 0.75 mi less of tunnel space, cost $1.3 billion less than 10-ft canisters of Concept A, and would be complete in 6.2 years.

Detailed descriptions of the 2-meter survey method and equipment design can be found in Coolbaugh et al. (2007) and Sladek et al. (2007), and are summarized here. The survey method was devised to measure temperature as far below the zone of solar influence as possible, have minimal equilibration time, and yet be portable enough to fit on the back of an all-terrain vehicle (ATV); Figure 2). This method utilizes a direct push technology (DPT) technique where 2.3 m long, 0.54 outer diameter hollow steel rods are pounded into the ground using a demolition hammer. Resistance temperature devices (RTD) are then inserted into the rods at 2-meter depths, and allowed to equilibrate for one hour. The temperatures are then measured and recorded, the rods pulled out of the ground, and re-used at future sites. Usually multiple rods are planted over the course of an hour, and then the sampler returns back to the first station, measures the temperatures, pulls the rods, and so on, to eliminate waiting time. At Wagon Wheel Gap, 32 rods were planted around the hot springs between June 20 and July 1, 2012. The purpose was to determine the direction of a possible upflow fault or other structure. Temperatures at 1.5m and 2m depths were measured and recorded in the attribute table of this point shapefile. Several anomalous temperatures suggest that outflow is coming from a ~N60W striking fault or shear zone that contains the quartz-fluorite-barite veins of the adjacent patented mining claims. It should be noted that temperatures at 2m depth vary according to the amount of solar heating from above, as well as possible geothermal heating from below.     The objective of this project is to increase production from the Cretaceous ``D`` Sand in the Denver-Julesburg (D-J) Basin through geologically targeted infill drilling and improved reservoir management of waterflood operations. This project involves multi-disciplinary reservoir characterization using high-density 3-D seismic, detailed stratigraphy and reservoir simulation studies. Infill drilling, water-injection conversion and recompleting some wells to add short-radius laterals will be based on the results of the reservoir characterization studies. Production response will be evaluated using reservoir simulation and production tests. Technology transfer will utilize workshops, presentations and technical papers which will emphasize the economic advantages of implementing the demonstrated technologies. The success of this project and effective technology transfer should prompt-re-appraisal of older waterflood projects and implementation of new projects in oil provinces such as the D-J Basin. Three wells have been drilled by the project based on 3-D seismic and integrated reservoir characterization study. Oil production has increased in September to 54.0 m{sup 3}/D (340 bopd) after the completion of the SU 21-16-9. Combination-attribute maps from 3-D seismic data closely predicted the net-pay thickness of the new well. Inter-well tracer tests with sodium bromide indicate a high-permeability channel between two wells. An oral presentation was made at the Rocky Mountain AAPG meeting in Reno, NV.

    Three-dimensional geologic outcrop studies which quantitatively describe the geologic architecture of deposits of a specific depositional environment are a necessary requirement for characterization of the permeability structure of an aquifer. The objective of this study is to address this need for quantitative, three-dimensional outcrop studies. For this study, a 10,000 m{sup 2} by 25 m high outcrop of Pliocene-Pleistocene Sierra Ladrones Formation located near Belen, New Mexico was mapped in detail, and the geologic architecture was quantified using geostatistical variogram analysis. In general, the information contained in this study should be useful for hydrologists working on the characterization of aquifers from similar depositional environments such as this one. However, for the permeability correlation study to be truly useful, the within-element correlation structure needs to be superimposed on the elements themselves instead of using mean log (k) values, as was done for this study. Such information is derived from outcrop permeability sampling such as the work of Davis (1990) and Goggin et al. (1988).

  11. Development of Earthquake Ground Motion Input for Preclosure Seismic Design and Postclosure Performance Assessment of a Geologic Repository at Yucca Mountain, NV

    This report describes a site-response model and its implementation for developing earthquake ground motion input for preclosure seismic design and postclosure assessment of the proposed geologic repository at Yucca Mountain, Nevada. The model implements a random-vibration theory (RVT), one-dimensional (1D) equivalent-linear approach to calculate site response effects on ground motions. The model provides results in terms of spectral acceleration including peak ground acceleration, peak ground velocity, and dynamically-induced strains as a function of depth. In addition to documenting and validating this model for use in the Yucca Mountain Project, this report also describes the development of model inputs, implementation of the model, its results, and the development of earthquake time history inputs based on the model results. The purpose of the site-response ground motion model is to incorporate the effects on earthquake ground motions of (1) the approximately 300 m of rock above the emplacement levels beneath Yucca Mountain and (2) soil and rock beneath the site of the Surface Facilities Area. A previously performed probabilistic seismic hazard analysis (PSHA) (CRWMS M&O 1998a [DIRS 103731]) estimated ground motions at a reference rock outcrop for the Yucca Mountain site (Point A), but those results do not include these site response effects. Thus, the additional step of applying the site-response ground motion model is required to develop ground motion inputs that are used for preclosure and postclosure purposes.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

  13. DEMONSTRATING SLOW GROWTH RATES IN OPAL FROM Y.M.,NV, USING MICRODIGESTION AND ION-PROBE URANIUM-SERIES DATING

    Thinly laminated (<0.01 mm) opal sheets and globules associated with calcite in fractures and cavities in the unsaturated zone at Yucca Mountain, Nevada, have U concentrations of 50 to 300 ppm. Previous uranium-series thermal ionization mass spectrometry (TIMS) analyses of 0.2- to 1-mm-thick subsamples resulted in a model of slow mineral growth at rates of 0.5 to 5 mm/m.y. To test this growth model using finer sampling resolution, in situ microdigestions were performed by applying a drop of hydrofluoric acid directly to opal surfaces within a small area encircled by jeweler's wax. After several minutes, the liquid was removed, spiked with a tracer solution, and analyzed by TIMS for both U and Th using a single rhenium filament with colloidal graphite. Solutions contained about 0.5 nanograms of U, equivalent to opal weights of 1 to 10 micrograms and dissolved-layer thicknesses less than 0.003 mm. Microdigested opal surfaces have Th-230/U ages of 5 to 10 thousand years (ka) in contrast to much older ages of 150 to 250 ka obtained previously from whole-globule digestions. Additional tests of the growth model were made on cross sections of identical opal globules using the sensitive high-resolution ion microprobe (SHRIMP) with a 0.04-mm-diameter O-minus primary beam. Counting rates for Tho-246 and U-234 varied between 5 and 70 counts per second with Th-230/Th-232 activity ratios typically much greater than a million. The Th-230/U ages in the outer 0.3 mm of the globules ranged from about 30 ka at the outer edge to 400 ka at depth. Ages correlate with microstratigraphic depths and indicate average growth rates between 0.5 and 0.7 mm/m.y. Current U-series data do not resolve differential growth rates related to climate changes during this time period. However, both microdigestion and SHRIMP results confirm the previous TIMS-based model of slow, uniform rates of mineral growth in a hydrologically stable environment.

    The Systems Development Report represents the third major step in the Clark County Socioeconomic Impact Assessment of the Proposed High-Level Nuclear Waste Repository at Yucca Mound Nevada. The first of these steps was to forge a Research Design that would serve as a guide for the overall research process. The second step was the construction of the Base Case, the purpose of which was to describe existing conditions in Clark County in the specified analytic areas of Economic-Demographic/Fiscal, Emergency Planning and Management, Transportation and Sociocultural analysis. The base case description will serve as a basis for assessing changes in these topic areas that might result from the Yucca Mountain project. These changes will be assessed by analyzing conditions with and without repository development in the county. Prior to performing such assessments, however, the snapshot type of data found in the base case must be operationalized or systematized to allow for more dynamic data utilization. In other words, a data system that can be used to analyze the consequences of the introduction of different variables (or variable values) in the Clark County context must be constructed. Such a system must be capable of being updated through subsequent data collection and monitoring efforts to both provide a rolling base case and supply information necessary to construct trend analyses. For example, during the Impact Assessment phase of the study process, the without repository analysis is accomplished by analyzing growth for the county given existing conditions and likely trends. These data are then compared to the with Yucca Mountain project conditions anticipated for the county. Similarly, once the emergency planning management and response needs associated with the repository are described, these needs will be juxtaposed against existing (and various future) capacity(ies) in order to determine the nature and magnitude of impacts in this analytic area. Analogous tasks will be performed for the other analytic areas detailed in the Base Case and outlined below.
