    A method and system for removing pollutants dissolved in the aqueous discharge of a plant, such as a power plant, from a body of water having known hydraulogy and physicochemical characteristics, the method comprising (a) modifying the hydraulic system of the body of water including use of physical barriers to define a zone in a portion of the body of water which zone includes the discharge point and where the water has a range of physicochemical characteristics; (b) selecting a large and preferably filamentous, planktonically growing strain of algae adapted to absorb the particular pollutants and genetically dominating algae at the physicochemical characteristics of the zone; (c) establishing a colony of the selected algal strain in the zone; (d) harvesting a portion of the colony; and (e) reinnoculating the zone near the discharge point with a fraction of the harvested portion. The fraction used for reinnoculation can be adjusted to balance the rate of pollutant removal to the rate of pollutant discharge.

    Oxides of sulfur and of nitrogen are removed from waste gases by reaction with an unsupported copper oxide powder to form copper sulfate. The resulting copper sulfate is dissolved in water to effect separation from insoluble mineral ash and dried to form solid copper sulfate pentahydrate. This solid sulfate is thermally decomposed to finely divided copper oxide powder with high specific surface area. The copper oxide powder is recycled into contact with the waste gases requiring cleanup. A reducing gas can be introduced to convert the oxide of nitrogen pollutants to nitrogen.

    The Federal Energy Regulatory Commission (FERC), with DOE as a cooperating agency, is preparing an EIS to analyze the potential environmental impacts of a proposal to develop, construct, and operate facilities that would commercialize the natural gas resources on Alaska’s North Slope. The proposed Alaska LNG Project would include a gas treatment plant, more than 800 miles of natural gas pipeline, liquefaction and storage facilities, an LNG export (marine) terminal, and associated infrastructure and facilities. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the export of natural gas, including LNG, unless it finds that the export is not consistent with the public interest.

    On November 16, 1990, the United States Environmental Protection Agency (EPA) promulgated regulations pertaining to the permit application process for stormwater discharges from municipalities and industrial facilities. These include municipalities with populations above 100,000, facilities associated with industrial activity, and construction operations that result in the disturbance of five or more acres of land. Construction operations include clearing, grading, and excavation activities. Each plant should describe potential pollutant sources, identify best management practices or control measures and provide practical guidance for implementation.

    Experiments with quasi-steady high-current discharges in crossed E Multiplication-Sign B fields in various gases (Ar, N{sub 2}, H{sub 2}, and SF{sub 6}) and gas mixtures (Ar/SF{sub 6} and Ar/O{sub 2}) at pressures from 10{sup -3} to 5 Torr in discharge systems with different configurations of electric and magnetic fields revealed a specific type of stable low-voltage discharge that does not transform into an arc. This type of discharge came to be known as a high-current diffuse discharge and, later, a nonsputtering impulse magnetron discharge. This paper presents results from experimental studies of the plasma parameters (the electron temperature, the plasma density, and the temperature of ions and atoms of the plasma-forming gas) of a high-current low-pressure diffuse discharge in crossed E Multiplication-Sign B fields.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

    A device is described for producing an energetic, direct current, hollow, carbon-arc discharge in an evacuated container and within a strong magnetic field. Such discharges are particularly useful not only in dissociation and ionization of high energy molecular ion beams, but also in acting as a shield or barrier against the instreaming of lowenergy neutral particles into a plasma formed within the hollow discharge when it is used as a dissociating mechanism for forming the plasma. There is maintained a predetermined ratio of gas particles to carbon particles released from the arc electrodes during operation of the discharge. The carbon particles absorb some of the gas particles and are pumped along and by the discharge out of the device, with the result that smaller diffusion pumps are required than would otherwise be necessary to dispose of the excess gas.

    A highly sensitive electronic ion cell for the measurement of trace elements in He carrier gas which involves glow discharge. A constant wave (CW) glow discharge detector which is controlled through a biased resistor, can detect the change of electron density caused by impurities in the He carrier gas by many orders of magnitude larger than that caused by direct ionization or electron capture. The glow discharge detector utilizes a floating pseudo-electrode to form a probe in or near the plasma. By using this probe, the large variation of electron density due to trace amounts of impurities can be directly measured.

    A highly sensitive electronic ion cell for the measurement of trace elements in He carrier gas which involves glow discharge. A constant wave (CW) stable glow discharge detector which is controlled through a biased resistor, can detect the change of electron density caused by impurities in the He carrier gas by many orders of magnitude larger than that caused by direct ionization or electron capture. The stable glow discharge detector utilizes a floating pseudo-electrode to form a probe in or near the plasma and a solid rod electrode. By using this probe, the large variation of electron density due to trace amounts of impurities can be directly measured. The solid rod electrode provides greater stability and thus easier alignment.

    The goal of pollution prevention to reduce or eliminate the creation of pollutants through source reduction has gained popularity in the industrial and legislative communities. Corporations have instituted voluntary pollution prevention programs and are participating in government sponsored programs such as the U.S. EPA`s 33/50 program. In parallel to these voluntary efforts, legislation has been promulgated at both the federal and state levels which require industrial facilities to establish hazardous waste minimization programs and to include manufacturing activity data when submitting chemical releases reports under TRI. However, the success of these efforts on a county wide basis has not been established. This study establishes a pollutant prevention index that indicates that pollution prevention and economic activity are not mutually exclusive and evaluates the pollutant discharge trends in San Diego County, California from 1987 through 1992. The pollutant discharges evaluated include: hazardous waste generation, as reported to the Cal-EPA on the uniform hazardous waste manifests; air emissions from annual emission inventories; heavy metal concentrations in industrial wastewater discharges; and annual toxic chemical releases as reported on the SARA 313 Toxic Chemical Release Inventory. Economic indicators used as the ratio denominator for normalizing the pollutant data included: energy use, gross regional product, and value of manufactured product. The relationship of between discharges and economic indicators was analyzed using the Spearman Rank Correlation Coefficient. An evaluation of the raw data was conducted to determine which ratio(s) would be representative pollution prevention indices. Two ratios emerge as viable pollution indices. These are hazardous waste per gross regional product and toxic chemical releases per value of manufactured product.

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    A powerful glow discharge lamp comprising two coaxial tubes, the outer tube being optically transparent, with a cathode and anode placed at opposite ends of the tubes, the space between the tubes being filled with working gas. The electrodes are made as cylindrical tumblers placed in line to one other in such a way that one end of the cathode is inserted into the inner tube, one end of the anode coaxially covers the end of the outer tube, the inner tube penetrating and extending through the anode. The increased electrodes' surface area increases glow discharge electron current and, correspondingly, average radiation power of discharge plasma. The inner tube contains at least one cooling liquid tube placed along the axis of the inner tube along the entire lamp length to provide cathode cooling. The anode has a circumferential heat extracting radiator which removes heat from the anode. The invention is related to lighting engineering and can be applied for realization of photostimulated processes under the action of powerful radiation in required spectral range.

  3. Chariot, Alaska Site Fact Sheet

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    Amchitka Island is near the western end of the Aleutian Island chain and is the largest island in the Rat Island Group that is located about 1,340 miles west-southwest of Anchorage, Alaska, and 870 miles east of the Kamchatka Peninsula in eastern Russia. The island is 42 miles long and 1 to 4 miles wide, with an area of approximately 74,240 acres. Elevations range from sea level to more than 1,100 feet above sea level. The coastline is rugged; sea cliffs and grassy slopes surround nearly the entire island. Vegetation on the island is low-growing, meadow-like tundra grasses at lower elevations. No trees grow on Amchitka. The lowest elevations are on the eastern third of the island and are characterized by numerous shallow lakes and heavily vegetated drainages. The central portion of the island has higher elevations and fewer lakes. The westernmost 3 miles of the island contains a windswept rocky plateau with sparse vegetation.

    Debris generation from an EUV electric discharge plasma source device can be significantly reduced or essentially eliminated by encasing the electrodes with dielectric or electrically insulating material so that the electrodes are shielded from the plasma, and additionally by providing a path for the radiation to exit wherein the electrodes are not exposed to the area where the radiation is collected. The device includes: (a) a body, which is made of an electrically insulating material, that defines a capillary bore that has a proximal end and a distal end and that defines at least one radiation exit; (b) a first electrode that defines a first channel that has a first inlet end that is connected to a source of gas and a first outlet end that is in communication with the capillary bore, wherein the first electrode is positioned at the distal end of the capillary bore; (c) a second electrode that defines a second channel that has a second inlet end that is in communication with the capillary bore and an outlet end, wherein the second electrode is positioned at the proximal end of the capillary bore; and (d) a source of electric potential that is connected across the first and second electrodes, wherein radiation generated within the capillary bore is emitted through the at least one radiation exit and wherein the first electrode and second electrode are shielded from the emitted radiation.

    Disclosed is a discharge assembly for allowing elongate pins to be discharged from an area of relatively low pressure to an area of relatively greater pressure. The discharge assembly includes a duck valve having a lip piece made of flexible material. The flexible lip piece responds to a fluctuating pressure created downstream by an aspirator. The aspirator reduces the downstream pressure sensed by the duck valve when the discharge assembly is in the open position. This allows elongate pins to be moved through the duck valve with no backflow because the aspirator pressure is less than the pressure in the low pressure area from which the pins originate. Closure of the assembly causes the aspirator static pressure to force the flexible duck valve lip piece into a tightly sealed position also preventing backflow. The discharge assembly can be easily controlled using a single control valve which blocks the flow of aspirator gas and closes the pins passageway extending through the assembly.

    A constricted glow discharge chamber and method are disclosed. The polarity and geometry of the constricted glow discharge plasma source is set so that the contamination and energy of the ions discharged from the source are minimized. The several sources can be mounted in parallel and in series to provide a sustained ultra low source of ions in a plasma with contamination below practical detection limits. The source is suitable for applying films of nitrides such as gallium nitride and oxides such as tungsten oxide and for enriching other substances in material surfaces such as oxygen and water vapor, which are difficult process as plasma in any known devices and methods. The source can also be used to assist the deposition of films such as metal films by providing low-energy ions such as argon ions.

    Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

    Bioremediation holds the promise as a cost effective treatment technology for a wide variety of hazardous pollutants. In this study, the biodegradation of organic compounds discharged together with radioactive wastes is investigated. Nuclear process wastewater was simulated by a mixture of phenol and strontium, which is a major radionuclide found in radioactive wastewater. Phenol was used in the study as a model compound due to its simplicity of molecular structure. Moreover, the biodegradation pathway of phenol is well known. Biodegradation studies were conducted using pure cultures of Pseudomonas aeruginosa and Pseudomonas putida. The rate of phenol degradation by both species was found to be higher in the test without strontium. This suggests some degree of inhibition in the degradation of phenol by strontium. There was no phenol degradation in the sterile controls. The results indicate the feasibility of the biodegradation of organic pollutants discharged in radioactive effluents by specialised microbial cultures. (authors)

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    The village of Elim, Alaska is 96 miles west of Nome, on the Seward Peninsula. The Darby Mountains north of the village are rich with hydrothermal systems associated with the Darby granitic pluton(s). In addition to the hot springs that have been recorded and studied over the last 100 years, additional hot springs exist. They are known through a rich oral history of the region, though they are not labeled on geothermal maps. This research primarily focused on Kwiniuk Hot Springs, Clear Creek Hot Springs and Molly’s Hot Springs. The highest recorded surface temperatures of these resources exist at Clear Creek Hot Springs (67°C). Repeated water sampling of the resources shows that maximum temperatures at all of the systems are below boiling.

    The joint research and development program is continued to develop steady-state ion source of decaborane beam for ion implantation industry. Bemas ion source is the wide used ion source for ion implantation industry. The new simulation code was developed for the Bemas ion source discharge simulation.     This patent describes an improvement in a method for circulating fluid coolant through a reactor core of a pool-type nuclear reactor having a sealed containment vessel containing a reactor core submersed in a body of liquid coolant. The method for circulating coolant including utilization of a rotary pump including an impeller for producing a highly circumferential flow of cooling fluid and a method for collecting and discharging coolant fluid, the improvement to the method of collecting and discharging coolant fluid including the steps of: producing a substantially uniform circumferential flow of the fluid by directing the flow through a plurality of diffuser vanes and into an annular collector located radially outboard from the impeller. The annular collector having an entirely closed outer periphery; and turning the flow of cooling fluid into a substantially axially direction while maintaining a substantially constant average flow velocity by directing the coolant flow from the annular collector into a plurality of individual passageways located in an axial position relative to the annular collector.

    BP Products North America Inc. (BP) owns and operates a petroleum refinery located on approximately 1,700 acres in Whiting, East Chicago, and Hammond, Indiana, near the southern tip of Lake Michigan. BP provided funding to Purdue University-Calumet Water Institute (Purdue) and Argonne National Laboratory (Argonne) to conduct studies related to wastewater treatment and discharges. Purdue and Argonne are working jointly to identify and characterize technologies that BP could use to meet the previous discharge permit limits for total suspended solids (TSS) and ammonia after refinery modernization. In addition to the technology characterization work, Argonne conducted a separate project task, which is the subject of this report. In Phase I of a two-part study, Argonne estimated the current levels of discharge to southern Lake Michigan from significant point and nonpoint sources in Illinois, Indiana, and portions of Michigan. The study does not consider all of the chemicals that are discharged. Rather, it is narrowly focused on a selected group of pollutants, referred to as the 'target pollutants'. These include: TSS, ammonia, total and hexavalent chromium, mercury, vanadium, and selenium. In Phase II of the study, Argonne will expand the analysis to cover the entire Lake Michigan drainage basin.

    The discharge dynamics in an atmospheric pressure dielectric barrier discharge (DBD) is studied in a DBD reactor consisting of a pair of stainless steel parallel plate electrodes. The DBD discharge has been generated by a 50?Hz ac high voltage power source. The high-speed intensified charge coupled device camera is used to capture the images of filaments occurring in the discharge gap. It is observed that frequent synchronous breakdown of micro discharges occurs across the discharge gap in the case of negative current pulse. The experimental results reveal that secondary emissions from the dielectric surface play a key role in the synchronous breakdown of plasma filaments.

    A gravity-red dispenser or valve is designed for discharging the fueled spherical elements used in a pebble bed reactor. The dispenser consists of an axially movable tube terminating under a hood having side walls with openings. When the tube is moved so that its top edge is above the tops of the side openings the elements will not flow. As the tube is moved downwardly, the elements flow into the hood through the side openings and over the top edge into the tube at an increasing rate as the tube is lowered further. The tube is spaced at all times from the hood and side walls a distance greater than the diameter of the largest element to prevent damaging of the elements when the dispenser is closed to flow.     This atlas of the wind energy resource is composed of introductory and background information, a regional summary of the wind resource, and assessments of the wind resource in each subregion of Alaska. Background is presented on how the wind resource is assessed and on how the results of the assessment should be interpreted. A description of the wind resource on a state scale is given. The results of the wind energy assessments for each subregion are assembled into an overview and summary of the various features of the Alaska wind energy resource. An outline to the descriptions of the wind resource given for each subregion is included. Assessments for individual subregions are presented as separate chapters. The subregion wind energy resources are described in greater detail than is the Alaska wind energy resource, and features of selected stations are discussed. This preface outlines the use and interpretation of the information found in the subregion chapters.

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

    A fluid jet or filament source and a pair of coaxial high voltage electrodes, in combination, comprise an electrical discharge system to produce radiation and, in particular, EUV radiation. The fluid jet source is composed of at least two serially connected reservoirs, a first reservoir into which a fluid, that can be either a liquid or a gas, can be fed at some pressure higher than atmospheric and a second reservoir maintained at a lower pressure than the first. The fluid is allowed to expand through an aperture into a high vacuum region between a pair of coaxial electrodes. This second expansion produces a narrow well-directed fluid jet whose size is dependent on the size and configuration of the apertures and the pressure used in the reservoir. At some time during the flow of the fluid filament, a high voltage pulse is applied to the electrodes to excite the fluid to form a plasma which provides the desired radiation; the wavelength of the radiation being determined by the composition of the fluid.

    A discharge lamp includes an envelope, a fill which emits light when excited disposed in the envelope, a source of excitation power coupled to the fill to excite the fill and cause the fill to emit light, and a reflector disposed around the envelope and defining an opening, the reflector being configured to reflect some of the light emitted by the fill back into the fill while allowing some light to exit through the opening. The reflector may be made from a material having a similar thermal index of expansion as compared to the envelope and which is closely spaced to the envelope. The envelope material may be quartz and the reflector material may be either silica or alumina. The reflector may be formed as a jacket having a rigid structure which does not adhere to the envelope. The lamp may further include an optical clement spaced from the envelope and configured to reflect an unwanted component of light which exited the envelope back into the envelope through the opening in the reflector. Light which can be beneficially recaptured includes selected wavelength regions, a selected polarization, and selected angular components.

    Each summer, an area of low dissolved oxygen (the hypoxic zone) forms in the shallow nearshore Gulf of Mexico waters from the Mississippi River Delta westward to near the Texas/Louisiana border. Most scientists believe that the leading contributor to the hypoxic zone is input of nutrients (primarily nitrogen and phosphorus compounds) from the Mississippi and Atchafalaya Rivers. The nutrients stimulate growth of phytoplankton. As the phytoplankton subsequently die, they fall to the bottom waters where they are decomposed by microorganisms. The decomposition process consumes oxygen in the bottom waters to create hypoxic conditions. Sources other than the two rivers mentioned above may also contribute significant quantities of oxygen-demanding pollutants. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone. Many of these platforms discharge varying volumes of produced water. However, only limited data characterizing oxygen demand and nutrient concentration and loading from offshore produced water discharges have been collected. No comprehensive and coordinated oxygen demand data exist for produced water discharges in the Gulf of Mexico. This report describes the results of a program to sample 50 offshore oil and gas platforms located within the Gulf of Mexico hypoxic zone. The program was conducted in response to a requirement in the U.S. Environmental Protection Agency (EPA) general National Pollutant Discharge Elimination System (NPDES) permit for offshore oil and gas discharges. EPA requested information on the amount of oxygen-demanding substances contained in the produced water discharges. This information is needed as inputs to several water quality models that EPA intends to run to estimate the relative contributions of the produced water discharges to the occurrence of the hypoxic zone. Sixteen platforms were sampled 3 times each at approximately one-month intervals to give an estimate of temporal variability. An additional 34 platforms were sampled one time. The 50 sampled platforms were scattered throughout the hypoxic zone to give an estimate of spatial variability. Each platform was sampled for biochemical oxygen demand (BOD), total organic carbon (TOC), nitrogen (ammonia, nitrate, nitrite, and total Kjeldahl nitrogen [TKN]), and phosphorus (total phosphorus and orthophosphate). In addition to these parameters, each sample was monitored for pH, conductivity, salinity, and temperature. The sampling provided average platform concentrations for each parameter. Table ES-1 shows the mean, median, maximum, and minimum for the sampled parameters. For some of the parameters, the mean is considerably larger than the median, suggesting that one or a few data points are much higher than the rest of the points (outliers). Chapter 4 contains an extensive discussion of outliers and shows how the sample results change if outliers are deleted from consideration. A primary goal of this study is to estimate the mass loading (lb/day) of each of the oxygen-demanding pollutants from the 50 platforms sampled in the study. Loading is calculated by multiplying concentrations by the discharge volume and then by a conversion factor to allow units to match. The loadings calculated in this study of 50 platforms represent a produced water discharge volume of about 176,000 bbl/day. The total amount of produced water generated in the hypoxic zone during the year 2003 was estimated as 508,000 bbl/day. This volume is based on reports by operators to the Minerals Management Service each year. It reflects the volume of produced water that is generated from each lease, not the volume that is discharged from each platform. The mass loadings from offshore oil and gas discharges to the entire hypoxic zone were estimated by multiplying the 50-platform loadings by the ratio of total water generated to 50-platform discharge volume.     The purpose of this assessment is to develop a versatile process that will provide a mechanism for evaluating both present and future risks to this environment. Much of the regulatory and environmental interest in the port has centered around a Ballast Water Treatment facility that treats and discharges up to 30 mgd of oily ballast water brought in by crude oil tankers. However, six point discharges and other potential sources of pollution exist in the area. The authors have delineated eleven subareas in the port in order to identify the potential anthropogenic stressors, as well as the receptors that could be exposed to these stressors. Potential effects were then characterized for each exposure. Each component is ranked and integrated, resulting in a relative risk estimate in each subarea. Both the discernible risks, based on available data, and the data gaps are presented. Uncertainty is expressed as a range of high and low risk associated with each component. Results of the ranking indicate that hydrocarbons released through discharges, contaminated runoff and spills pose the most discernible risk to sediment quality and wildlife in the port. Undetermined, but potentially severe, risks to all ecological components include possible future oil spills, shoreline development, and the introduction of nonindigenous species. The final assessment provides a tool for current and future ecological monitoring efforts in the Port Valdez area.

    Pollution control apparatus and method are disclosed in which hot exhaust gas containing pollutants including solid particles and hydrocarbon vapors is treated by transmitting such exhaust gas through a container containing wood members, such as wood chips, which serve as a filter media for filtering out such pollutants by causing such solids to deposit and such hydrocarbon vapors to condense upon the surface of the wood members. The contaminated wood chips are discharged from the filter and further processed into chip board or other commercial wood products thereby disposing of the pollutants. Lumber may be used as the wood members of the filter in a lumber kiln by deposition of solid particles on the rough surface of such lumber. The contaminated surfaces of the lumber are removed by a planer which produces a smooth finished lumber and contaminated wood chips that may be processed into chip board or other commercial wood products. A wood drying system employing such pollution control apparatus and method includes a hot air dryer for wood or other organic material, such as a wood chip rotary dryer or a wood veneer dryer, which produces hot exhaust gases containing pollutants including hydrocarbon vapors and solid particles. This hot exhaust air is transmitted through a lumber kiln to dry lumber thereby conserving heat energy and causing solid particle pollutants to deposit on the surface of the lumber. The kiln exhaust air containing solid and hydrocarbon vapor pollutants is then transmitted up through a filter stack of wood chips.

    A glow discharge plasma reactor for deposition of thin films from a reactive RF glow discharge is provided with a screen positioned between the walls of the chamber and the cathode to confine the glow discharge region to within the region defined by the screen and the cathode. A substrate for receiving deposition material from a reactive gas is positioned outside the screened region. The screen is electrically connected to the system ground to thereby serve as the anode of the system. The energy of the reactive gas species is reduced as they diffuse through the screen to the substrate. Reactive gas is conducted directly into the glow discharge region through a centrally positioned distribution head to reduce contamination effects otherwise caused by secondary reaction products and impurities deposited on the reactor walls.

    A glow discharge based device for solving mazes has been designed and tested. The device consists of a gas discharge chamber and maze-transformer of radial-azimuth type. It allows changing of the maze pattern in a short period of time (within several minutes). The device has been tested with low pressure air. Once switched on, a glow discharge has been shown to find the shortest way through the maze from the very first attempt, even if there is a section with potential barrier for electrons on the way. It has been found that ionization waves (striations) can be excited in the maze along the length of the plasma channel. The dependancy of discharge voltage on the length of the optimal path through the maze has been measured. A reduction in discharge voltage with one or two potential barriers present has been found and explained. The dependency of the magnitude of discharge ignition voltage on the length of the optimal path through the maze has been measured. The reduction of the ignition voltage with the presence of one or two potential barriers has been observed and explained.

    For the Prudhoe Bay field, this preliminary analysis provides an indication that major gas sales using a gas pipeline/LNG plant scenario, such as Trans Alaska Gas System, or a gas-to-liquids process with the cost parameters assumed, are essentially equivalent and would be viable and profitable to industry and beneficial to the state of Alaska and the federal government. The cases are compared for the Reference oil price case. The reserves would be 12.7 BBO for the base case without major gas sales, 12.3 BBO and 20 Tcf gas for the major gas sales case, and 14.3 BBO for the gas-to-liquids conversion cases. Use of different parameters will significantly alter these results; e.g., the low oil price case would result in the base case for Prudhoe Bay field becoming uneconomic in 2002 with the operating costs and investments as currently estimated.
