    Between 2010 and 2013, Chaninik Wind Group (CWG) implemented a multi-village wind heat smart grid in the Alaska Native villages of Kongiganak, Kwigillingok, and Tuntutuliak, integrating heating systems and a grid installed with partial funding through the DOE Tribal Energy Program with the five existing 95-kW wind turbines CWG had installed in each community. Each system produces wind capacity in excess of 200% of the peak load and uses an on-site wind-diesel smart grid control system to maximize efficiency.

    The Native Village of Eyak (NVE) has been monitoring wind resources around Cordova, Alaska in order to determine whether there is a role for wind energy to play in the city’s energy scheme, which is now supplies entirely by two run-of-the-river hydro plants and diesel generators. These data are reported in Appendices A and B. Because the hydro resources decline during winter months, and wind resources increase, wind is perhaps an ideal counterpart to round out Cordova’s renewable energy supply. The results of this effort suggests that this is the case, and that developing wind resources makes sense for our small, isolated community.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    Land managers at the Department of Energy's Oak Ridge National Laboratory in East Tennessee are restoring native warm-season grasses and wildflowers to various sites across the Oak Ridge Reservation (ORR). Some of the numerous benefits to planting native grasses and forbs include improved habitat quality for wildlife, improved aesthetic values, lower long-term maintenance costs, and compliance with Executive Order 13112 (Clinton 1999). Challenges to restoring native plants on the ORR include the need to gain experience in establishing and maintaining these communities and the potentially greater up-front costs of getting native grasses established. The goals of the native grass program are generally outlined on a fiscal-year basis. An overview of some of the issues associated with the successful and cost-effective establishment and maintenance of native grass and wildflower stands on the ORR is presented in this report.

    Microbial reduction of toxic hexavalent chromium (Cr(VI)) in-situ is a plausible bioremediation strategy in electron-acceptor limited environments. However, higher [Cr(VI)] may impose stress on syntrophic communities and impact community structure and function. The study objectives were to understand the impacts of Cr(VI) concentrations on community structure and on the Cr(VI)-reduction potential of groundwater communities at Hanford, WA. Steady state continuous flow bioreactors were used to grow native communities enriched with lactate (30 mM) and continuously amended with Cr(VI) at 0.0 (No-Cr), 0.1 (Low-Cr) and 3.0 (High-Cr) mg/L. Microbial growth, metabolites, Cr(VI), 16S rRNA gene sequences and GeoChip based functional gene composition were monitored for 15 weeks. Temporal trends and differences in growth, metabolite profiles, and community composition were observed, largely between Low-Cr and High-Cr bioreactors. In both High-Cr and Low-Cr bioreactors, Cr(VI) levels were below detection from week 1 until week 15. With lactate enrichment, native bacterial diversity substantially decreased as Pelosinus spp., and Sporotalea spp., became the dominant groups, but did not significantly differ between Cr concentrations. The Archaea diversity also substantially decreased after lactate enrichment from Methanosaeta (35%), Methanosarcina (17%) and others, to mostly Methanosarcina spp. (95%). Methane production was lower in High-Cr reactors suggesting some inhibition of methanogens. Several key functional genes were distinct in Low-Cr bioreactors compared to High-Cr. Among the Cr resistant microbes, Burkholderia vietnamiensis, Comamonas testosterone and Ralstonia pickettii proliferated in Cr amended bioreactors. In-situ fermentative conditions facilitated Cr(VI) reduction, and as a result 3.0 mg/L Cr(VI) did not impact the overall bacterial community structure.

    We examined patterns in soil microbial community composition across a successional gradient of drained lake basins in the Arctic Coastal Plain. Analysis of 16S rRNA gene sequences revealed that methanogens closely related to Candidatus ‘Methanoflorens stordalenmirensis’ were the dominant archaea, comprising >50% of the total archaea at most sites, with particularly high levels in the oldest basins and in the top 57 cm of soil (active and transition layers). Bacterial community composition was more diverse, with lineages from OP11, Actinobacteria, Bacteroidetes, and Proteobacteria found in high relative abundance across all sites. Notably, microbial composition appeared to converge in the activemore » layer, but transition and permafrost layer communities across the sites were significantly different to one another. Microbial biomass using fatty acid-based analysis indicated that the youngest basins had increased abundances of gram-positive bacteria and saprotrophic fungi at higher soil organic carbon levels, while the oldest basins displayed an increase in only the gram-positive bacteria.   5. Final Project Report, Bristol Bay Native Corporation Wind and Hydroelectric Feasibility Study

    The Bristol Bay Native Corporation (BBNC) grant project focused on conducting nine wind resource studies in eight communities in the Bristol Bay region of southwest Alaska and was administered as a collaborative effort between BBNC, the Alaska Energy Authority, Alaska Village Electric Cooperative, Nushagak Electric Cooperative (NEC), Naknek Electric Association (NEA), and several individual village utilities in the region. BBNCs technical contact and the project manager for this study was Douglas Vaught, P.E., of V3 Energy, LLC, in Eagle River, Alaska. The Bristol Bay region of Alaska is comprised of 29 communities ranging in size from the hub community of Dillingham with a population of approximately 3,000 people, to a few Native Alaska villages that have a few tens of residents. Communities chosen for inclusion in this project were Dillingham, Naknek, Togiak, New Stuyahok, Kokhanok, Perryville, Clarks Point, and Koliganek. Selection criteria for conduction of wind resource assessments in these communities included population and commercial activity, utility interest, predicted Class 3 or better wind resource, absence of other sources of renewable energy, and geographical coverage of the region. Beginning with the first meteorological tower installation in October 2003, wind resource studies were completed at all sites with at least one year, and as much as two and a half years, of data. In general, the study results are very promising for wind power development in the region with Class 6 winds measured in Kokhanok; Class 4 winds in New Stuyahok, Clarks Point, and Koliganek; Class 3 winds in Dillingham, Naknek, and Togiak; and Class 2 winds in Perryville. Measured annual average wind speeds and wind power densities at the 30 meter level varied from a high of 7.87 meters per second and 702 watts per square meter in Kokhanok (Class 6 winds), to a low of 4.60 meters per second and 185 watts per square meter in Perryville (Class 2 winds).

    The chemical interactions of U and co-occurring metals in abandoned mine wastes in a Native American community in northeastern Arizona were investigated using spectroscopy, microscopy and aqueous chemistry. The concentrations of U (67–169 μg L–1) in spring water samples exceed the EPA maximum contaminant limit of 30 μg L–1. Elevated U (6,614 mg kg–1), V (15,814 mg kg–1), and As (40 mg kg–1) concentrations were detected in mine waste solids. Spectroscopy (XPS and XANES) solid analyses identified U (VI), As (-I and III) and Fe (II, III). Linear correlations for the release of U vs V and As vs Femore » were observed for batch experiments when reacting mine waste solids with 10 mM ascorbic acid (~pH 3.8) after 264 h. The release of U, V, As, and Fe was at least 4-fold lower after reaction with 10 mM bicarbonate (~pH 8.3). These results suggest that U–V mineral phases similar to carnotite [K2(UO2)2V2O8] and As–Fe-bearing phases control the availability of U and As in these abandoned mine wastes. Elevated concentrations of metals are of concern due to human exposure pathways and exposure of livestock currently ingesting water in the area.     This project was a collaboration between The Energy & Environmental Research Center (EERC) and Chugachmiut – A Tribal organization Serving the Chugach Native People of Alaska and funded by the U.S. Department of Energy (DOE) Tribal Energy Program. It was conducted to determine the economic and technical feasibility for implementing a biomass energy system to service the Chugachmiut community of Port Graham, Alaska. The Port Graham tribe has been investigating opportunities to reduce energy costs and reliance on energy imports and support subsistence. The dramatic rise in the prices of petroleum fuels have been a hardship to the village of Port Graham, located on the Kenai Peninsula of Alaska. The Port Graham Village Council views the forest timber surrounding the village and the established salmon industry as potential resources for providing biomass energy power to the facilities in their community. Benefits of implementing a biomass fuel include reduced energy costs, energy independence, economic development, and environmental improvement. Fish oil–diesel blended fuel and indoor wood boilers are the most economical and technically viable options for biomass energy in the village of Port Graham. Sufficient regional biomass resources allow up to 50% in annual heating savings to the user, displacing up to 70% current diesel imports, with a simple payback of less than 3 years for an estimated capital investment under $300,000. Distributive energy options are also economically viable and would displace all imported diesel, albeit offering less savings potential and requiring greater capital. These include a large-scale wood combustion system to provide heat to the entire village, a wood gasification system for cogeneration of heat and power, and moderate outdoor wood furnaces providing heat to 3–4 homes or community buildings per furnace.     Native Village of Port Graham completed preconstruction activities to prepare for construction and operations of a cord wood biomass heating system to five or more community buildings in Port Graham, Alaska. Project Description Native Village of Port Graham (NVPG) completed preconstruction activities that pave the way towards reduced local energy costs through the construction and operations of a cord wood biomass heating system. NVPG plans include installation of a GARN WHS 3200 Boiler that uses cord wood as fuel source. Implementation of the 700,000 Btu per hour output biomass community building heat utility would heat 5-community buildings in Port Graham, Alaska. Heating system is estimated to displace 85% of the heating fuel oil or 5365 gallons of fuel on an annual basis with an estimated peak output of 600,000 Btu per hour. Estimated savings is $15,112.00 per year. The construction cost estimate made to install the new biomass boiler system is estimated $251,693.47 with an additional Boiler Building expansion cost estimated at $97,828.40. Total installed cost is estimated $349,521.87. The WHS 3200 Boiler would be placed inside a new structure at the old community Water Plant Building site that is controlled by NVPG. Design of the new biomass heat plant and hot water loop system was completed by Richmond Engineering, NVPG contractor for the project. A hot water heat loop system running off the boiler is designed to be placed underground on lands controlled by NVPG and stubbed to feed hot water to existing base board heating system in the following community buildings: 1. Anesia Anahonak Moonin Health and Dental Clinic 2. Native Village of Port Graham offices 3. Port Graham Public Safety Building/Fire Department 4. Port Graham Corporation Office Building which also houses the Port Graham Museum and Head Start Center 5.     This paper very briefly summarizes progress in the demonstration of a small (up to 6 MWe), environmentally acceptable electric generating system fueled by indigenous fuels and waste materials to serve power distribution systems typical of Alaskan Native communities. Two detailed appendices supplement the report. The project is focused on two primary technologies: (1) atmospheric fluidized bed combustion (AFBC), and (2) coalbed methane and coal-fired diesel technologies. Two sites have been selected as possible locations for an AFBC demonstration, and bid proposals are under review. The transfer of a coal-fired diesel clean coal demonstration project from Maryland to Fairbanks, Alaska was approved, and the environmental assessment has been initiated. Federal support for a fuel cell using coalbed methane is also being pursued. The appendices included in the report provide: (1) the status of the conceptual design study for a 600-kWe coal-fired cogeneration plant in McGrath, Alaska; and (2) a global market assessment of coalbed methane, fluidized-bed combustion, and coal-fired diesel technologies in remote applications.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

Located 5 miles from the mainland, 126 miles north of Nome, and 100 miles south of Kotzebue, Shishmaref sits on Sarichef Island in the Chukchi Sea.With heating fuel costs of almost $7/gallon, the goal of this project is to reduce energy costs at the Clinic and the Tannery by at least 30% to 50% through energy efficiency and weatherization measures and through the installation of a residential-size wind turbine to supplement power for the Tannery building.

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    Amchitka Island is near the western end of the Aleutian Island chain and is the largest island in the Rat Island Group that is located about 1,340 miles west-southwest of Anchorage, Alaska, and 870 miles east of the Kamchatka Peninsula in eastern Russia. The island is 42 miles long and 1 to 4 miles wide, with an area of approximately 74,240 acres. Elevations range from sea level to more than 1,100 feet above sea level. The coastline is rugged; sea cliffs and grassy slopes surround nearly the entire island. Vegetation on the island is low-growing, meadow-like tundra grasses at lower elevations. No trees grow on Amchitka. The lowest elevations are on the eastern third of the island and are characterized by numerous shallow lakes and heavily vegetated drainages. The central portion of the island has higher elevations and fewer lakes. The westernmost 3 miles of the island contains a windswept rocky plateau with sparse vegetation.

    This project includes a consortium of tribes. The tribes include Hughes (representing the consortium) Birch Creek, Huslia, and Allakaket. The project proposed by Interior Regional Housing Authority (IRHA) on behalf of the villages of Hughes, Birch Creek, Huslia and Allakaket is to develop an energy conservation program relevant to each specific community, educate tribe members and provide the tools to implement the conservation plan. The program seeks to achieve both energy savings and provide optimum energy requirements to support each tribe's mission. The energy management program will be a comprehensive program that considers all avenues for achieving energy savings, from replacing obsolete equipment, to the design and construction of energy conservation measures, the implementation of energy saving operation and maintenance procedures, the utilization of a community-wide building energy management system, and a commitment to educating the tribes on how to decrease energy consumption. With the implementation of this program and the development of an Energy Management Plan, these communities can then work to reduce the high cost of living in rural Alaska.

  14. Alaska North Slope Tundra Travel Model and Validation Study

    The Alaska Department of Natural Resources (DNR), Division of Mining, Land, and Water manages cross-country travel, typically associated with hydrocarbon exploration and development, on Alaska's arctic North Slope. This project is intended to provide natural resource managers with objective, quantitative data to assist decision making regarding opening of the tundra to cross-country travel. DNR designed standardized, controlled field trials, with baseline data, to investigate the relationships present between winter exploration vehicle treatments and the independent variables of ground hardness, snow depth, and snow slab thickness, as they relate to the dependent variables of active layer depth, soil moisture, and photosynthetically active radiation (a proxy for plant disturbance). Changes in the dependent variables were used as indicators of tundra disturbance. Two main tundra community types were studied: Coastal Plain (wet graminoid/moist sedge shrub) and Foothills (tussock). DNR constructed four models to address physical soil properties: two models for each main community type, one predicting change in depth of active layer and a second predicting change in soil moisture. DNR also investigated the limited potential management utility in using soil temperature, the amount of photosynthetically active radiation (PAR) absorbed by plants, and changes in microphotography as tools for the identification of disturbance in the field. DNR operated under the assumption that changes in the abiotic factors of active layer depth and soil moisture drive alteration in tundra vegetation structure and composition. Statistically significant differences in depth of active layer, soil moisture at a 15 cm depth, soil temperature at a 15 cm depth, and the absorption of photosynthetically active radiation were found among treatment cells and among treatment types. The models were unable to thoroughly investigate the interacting role between snow depth and disturbance due to a lack

    The Haines to Skagway submarine cable project is located n Taiya Inlet, at the north end of Lynn Canal, in Southeast Alaska. The cable is approximately 15 miles long, with three landings and splice vaults. The cable is 35 kV, 3-Phase, and armored. The cable interconnects the Goat Lake Hydro Project near Skagway with the community of Haines. Both communities are now on 100% hydroelectric power. The Haines to Skagway submarine cable is the result of AP&T's goal of an alternative, economic, and environmentally friendly energy source for the communities served and to eliminate the use of diesel fuel as the primary source of energy. Diesel units will continue to be used as a backup system.

    Drilling and temperature logging campaigns between the late 1970's and early 1980’s measured temperatures at Pilgrim Hot Springs in excess of 90°C. Between 2010 and 2014 the University of Alaska used a variety of methods including geophysical surveys, remote sensing techniques, heat budget modeling, and additional drilling to better understand the resource and estimate the available geothermal energy.

    Deep-sea coral communities have long been recognized by fisherman as areas that support large populations of commercial fish. As a consequence, many deep-sea coral communities are threatened by bottom trawling. Successful management and conservation of this widespread deep-sea habitat requires knowledge of the age and growth rates of deep-sea corals. These organisms also contain important archives of intermediate and deep-water variability, and are thus of interest in the context of decadal to century-scale climate dynamics. Here, we present {Delta}{sup 14}C data that suggest that bamboo corals from the Gulf of Alaska are long-lived (75-126 years) and that they acquire skeletal carbon from two distinct sources. Independent verification of our growth rate estimates and coral ages is obtained by counting seasonal Sr/Ca cycles and probable lunar cycle growth bands.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.
