    A thermal model was developed to estimate the energy losses from prototypical domestic hot water (DHW) distribution systems for homes. The developed model, using the TRNSYS simulation software, allows researchers and designers to better evaluate the performance of hot water distribution systems in homes. Modeling results were compared with past experimental study results and showed good agreement.

    A developing body of work is forming that collects data on domestic hot water consumption, water use behaviors, and energy efficiency of various distribution systems. Transient System Simulation Tool (TRNSYS) is a full distribution system developed that has been validated using field monitoring data and then exercised in a number of climates to understand climate impact on performance. In this study, the Building America team built upon previous analysis modeling work to evaluate differing distribution systems and the sensitivities of water heating energy and water use efficiency to variations of climate, load, distribution type, insulation and compact plumbing practices. Overall, 124 different TRNSYS models were simulated. The results of this work are useful in informing future development of water heating best practices guides as well as more accurate (and simulation time efficient) distribution models for annual whole house simulation programs.

A full distribution system developed in TRNSYS has been validated using field monitoring data and then exercised in a number of climates to understand climate impact on performance. This study builds upon previous analysis modelling work to evaluate differing distribution systems and the sensitivities of water heating energy and water use efficiency to variations of climate, load, distribution type, insulation and compact plumbing practices. Overall 124 different TRNSYS models were simulated. Of the configurations evaluated, distribution losses account for 13-29% of the total water heating energy use and water use efficiency ranges from 11-22%. The base case, an uninsulated trunk and branch system sees the most improvement in energy consumption by insulating and locating the water heater central to all fixtures. Demand recirculation systems are not projected to provide significant energy savings and in some cases increase energy consumption. Water use is most efficient with demand recirculation systems, followed by the insulated trunk and branch system with a central water heater. Compact plumbing practices and insulation have the most impact on energy consumption (2-6% for insulation and 3-4% per 10 gallons of enclosed volume reduced). The results of this work are useful in informing future development of water heating best practices guides as well as more accurate (and simulation time efficient) distribution models for annual whole house simulation programs.

    The trend of increasing application of distributed generation with solar photovoltaics (PV-DG) suggests that a widespread integration in existing low-voltage (LV) grids is possible in the future. With massive integration in LV grids, a major concern is the possible negative impacts of excess power injection from on-site generation. For power-flow simulations of such grid impacts, an important consideration is the time resolution of demand and generation data. This paper investigates the impact of time averaging on high-resolution data series of domestic electricity demand and PV-DG output and on voltages in a simulated LV grid. Effects of 10-minutely and hourly averaging on descriptive statistics and duration curves were determined. Although time averaging has a considerable impact on statistical properties of the demand in individual households, the impact is smaller on aggregate demand, already smoothed from random coincidence, and on PV-DG output. Consequently, the statistical distribution of simulated grid voltages was also robust against time averaging. The overall judgement is that statistical investigation of voltage variations in the presence of PV-DG does not require higher resolution than hourly. (author)

    This is the final technical report for Project 15446, covering the grant period of October 2002 through March 2006. This project connects three parts of the oil exploration, development, and permitting process to form the foundation for an advanced information technology infrastructure to better support resource development and resource conservation. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. The broad goal of this grant is to increase domestic production from Alaska's known producing fields through the implementation of preferred upstream management practices. (PUMP). Internet publication of extensive and detailed geotechnical data is the first task, improving the permitting process is the second task, and building an advanced geographical information system to offer continuing support and public access of the first two goals is the third task. Excellent progress has been made on all three tasks; the technical objectives as defined by the approved grant sub-tasks have been met. The end date for the grant was March 31, 2006.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

    This project was developed in response to a cooperative agreement offering by the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) under the State Support of Domestic Production DE-FC26-04NT15456. The Interstate Oil and Gas Compact Commission (IOGCC) performed efforts in support of State programs related to the security, reliability and growth if our nation's domestic production of oil and natural gas. The project objectives were to improve the States ability to monitor the security of oil and gas operations; to maximize the production of domestic oil and natural gas thereby minimizing the threat to national security posed by interruptions in energy imports; to assist States in developing and maintaining high standards of environmental protection; to assist in addressing issues that limit the capacity of the industry; to promote the deployment of the appropriate application of technology for regulatory efficiency; and to inform the public about emerging energy issues.

    The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    Amchitka Island is near the western end of the Aleutian Island chain and is the largest island in the Rat Island Group that is located about 1,340 miles west-southwest of Anchorage, Alaska, and 870 miles east of the Kamchatka Peninsula in eastern Russia. The island is 42 miles long and 1 to 4 miles wide, with an area of approximately 74,240 acres. Elevations range from sea level to more than 1,100 feet above sea level. The coastline is rugged; sea cliffs and grassy slopes surround nearly the entire island. Vegetation on the island is low-growing, meadow-like tundra grasses at lower elevations. No trees grow on Amchitka. The lowest elevations are on the eastern third of the island and are characterized by numerous shallow lakes and heavily vegetated drainages. The central portion of the island has higher elevations and fewer lakes. The westernmost 3 miles of the island contains a windswept rocky plateau with sparse vegetation.

    Climate change will shift the frequency, intensity, duration and persistence of extreme hydroclimate events and have particularly disastrous consequences in vulnerable systems such as the warm permafrost-dominated Interior region of boreal Alaska. This work focuses on recent research results from nonparametric trends and nonstationary generalized extreme value (GEV) analyses at eight Interior Alaskan river basins for the past 50/60 years (1954/642013). Trends analysis of maximum and minimum streamflow indicates a strong (>+50%) and statistically significant increase in 11-day flow events during the late fall/winter and during the snowmelt period (late April/mid-May), followed by a significant decrease in the 11-day flow events during the post-snowmelt period (late May and into the summer). The AprilMayJune seasonal trends show significant decreases in maximum streamflow for snowmelt dominated systems (<50%) and glacially influenced basins (24% to 33%). Annual maximum streamflow trends indicate that most systems are experiencing declines, while minimum flow trends are largely increasing. Nonstationary GEV analysis identifies time-dependent changes in the distribution of spring extremes for snowmelt dominated and glacially dominated systems. Temperature in spring influences the glacial and high elevation snowmelt systems and winter precipitation drives changes in the snowmelt dominated basins. The Pacific Decadal Oscillation was associated with changes occurring in snowmelt dominated systems, and the Arctic Oscillation was linked to one lake dominated basin, with half of the basins exhibiting no change in response to climate variability. The paper indicates that broad scale studies examining trend and direction of change should employ multiple methods across various scales and consider regime dependent shifts to identify and understand changes in extreme streamflow within boreal forested watersheds of Alaska.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    The village of Elim, Alaska is 96 miles west of Nome, on the Seward Peninsula. The Darby Mountains north of the village are rich with hydrothermal systems associated with the Darby granitic pluton(s). In addition to the hot springs that have been recorded and studied over the last 100 years, additional hot springs exist. They are known through a rich oral history of the region, though they are not labeled on geothermal maps. This research primarily focused on Kwiniuk Hot Springs, Clear Creek Hot Springs and Molly’s Hot Springs. The highest recorded surface temperatures of these resources exist at Clear Creek Hot Springs (67°C). Repeated water sampling of the resources shows that maximum temperatures at all of the systems are below boiling.

    This project was a collaboration between The Energy & Environmental Research Center (EERC) and Chugachmiut – A Tribal organization Serving the Chugach Native People of Alaska and funded by the U.S. Department of Energy (DOE) Tribal Energy Program. It was conducted to determine the economic and technical feasibility for implementing a biomass energy system to service the Chugachmiut community of Port Graham, Alaska. The Port Graham tribe has been investigating opportunities to reduce energy costs and reliance on energy imports and support subsistence. The dramatic rise in the prices of petroleum fuels have been a hardship to the village of Port Graham, located on the Kenai Peninsula of Alaska. The Port Graham Village Council views the forest timber surrounding the village and the established salmon industry as potential resources for providing biomass energy power to the facilities in their community. Benefits of implementing a biomass fuel include reduced energy costs, energy independence, economic development, and environmental improvement. Fish oil–diesel blended fuel and indoor wood boilers are the most economical and technically viable options for biomass energy in the village of Port Graham. Sufficient regional biomass resources allow up to 50% in annual heating savings to the user, displacing up to 70% current diesel imports, with a simple payback of less than 3 years for an estimated capital investment under $300,000. Distributive energy options are also economically viable and would displace all imported diesel, albeit offering less savings potential and requiring greater capital. These include a large-scale wood combustion system to provide heat to the entire village, a wood gasification system for cogeneration of heat and power, and moderate outdoor wood furnaces providing heat to 3–4 homes or community buildings per furnace.     A commission assigned by the state of Alaska to investigate the Exxon Valdez oil spill says the Coast Guard's regulation of oil transportation had grown slack over the decade preceding the 11 million-gallon spill. The vigilance over tanker traffic that was established in the early days of pipeline flow had given way to complacency and neglect, says the commission's report, which calls for a revamping of the U.S. oil transportation system. The review places the blame for the spill not only on the Coast Guard but on the oil industry's thirst for profits in the 1980s and blames the state itself for not living up to its obligation to manage and protect its own waters. The report offers 59 recommendations that cover tanker construction and crew training, spill prevention, strategies for responding to spills and cleanup technologies. The panel also wants to see more stringent tanker safety standards, strengthened enforcement of the new regulations and greater penalties levied against violators. The Coast Guard expects that it will be some time before revisions in its tanker monitoring operations are in place.

    This atlas of the wind energy resource is composed of introductory and background information, a regional summary of the wind resource, and assessments of the wind resource in each subregion of Alaska. Background is presented on how the wind resource is assessed and on how the results of the assessment should be interpreted. A description of the wind resource on a state scale is given. The results of the wind energy assessments for each subregion are assembled into an overview and summary of the various features of the Alaska wind energy resource. An outline to the descriptions of the wind resource given for each subregion is included. Assessments for individual subregions are presented as separate chapters. The subregion wind energy resources are described in greater detail than is the Alaska wind energy resource, and features of selected stations are discussed. This preface outlines the use and interpretation of the information found in the subregion chapters.

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

    Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.
