    On November 24, 2015, OHA denied a FOIA Appeal filed by Alan Butler of the Electronic Privacy Information Center from a determination issued to him by the DOE Office of Information Resources. In his Appeal, Mr. Butler challenged the OIR’s finding that the DOE had no documents responsive to its request for records “interpreting or addressing the collection, retention, dissemination, or sharing of electronic communications or metadata” under Executive Order 12333. Reviewing the scope of the DOE’s search for responsive records, OHA determined that a single responsive document existed: agency procedures adopted under that Executive Order, which are publicly available. While it found that OIR should have identified these procedures as responsive to Mr. Butler’s request, OHA found that the DOE’s search for responsive documents was otherwise reasonably calculated to uncover the sought materials. Therefore, OHA denied the Appeal.

    Nowadays, hydrogen is highly interesting as an energy source, in particular in the automotive field. In fact, hydrogen is attractive as a fuel because it prevents air pollution and greenhouse emissions. One of the main problems with the utilization of hydrogen as a fuel is its on-board storage. The purpouse of this work was to develop a new hybrid material consisting of a polyaniline matrix with sodium alanate (NaAlH{sub 4}) using a spray-drying process. The polyaniline used for this experiment was synthesized by following a well-established method for the synthesis of the emeraldine base form of polyaniline using dodecylbenzenesulfonic acid as dopant. Micro particles of polyaniline/sodium alanate hybrids with 30 and 50 wt% of sodium alanate were prepared by using a spray-drying technique. Dilute solutions of polyaniline/sodium alanate were first prepared, 10g of the solid materials were mixed with 350 ml of toluene under stirring at room temperature for 24h and the solutions were dried using spray-dryer (Bchi, Switzerland) with 115C of an inlet temperature. The hybrids were analyzed by differential scanning calorimetry, FT-IR and scanning electron microscopy (SEM). The addition of sodium alanate decreased the glass transition temperature of the hybrids when compared to neat polyaniline. FT-IR spectrum analysis was performed to identify the bonding environment of the synthesized material and was observed that simply physically mixture occurred between polyaniline and sodium alanate. The SEM images of the hybrids showed the formation of microspheres with sodium alanate dispersed in the polymer matrix.

    A design and fabrication effort for a beam director is documented. The conceptual design provides for the beam to pass first through a bending and focusing system (or ''achromat''), through a second achromat, through an air-to-vacuum interface (the ''beam window''), and finally through the vernier steering system. Following an initial concept study for a beam director, a prototype permanent magnet 30/sup 0/ beam-bending achromat and prototype vernier steering magnet were designed and built. In volume II, copies are included of the funding instruments, requests for quotations, purchase orders, a complete set of as-built drawings, magnetic measurement reports, the concept design report, and the final report on the design and fabrication project.     Deuterium desorption in an automotive-scale hydrogen storage tube was studied in-situ using neutron diffraction. Gradients in the concentration of the various alanate phases were observed along the length of the tube but no significant radial anisotropy was present. In addition, neutron radiography and computed tomography showed large scale cracks and density fluctuations, confirming the presence of these structures in an undisturbed storage system. These results demonstrate that large scale storage structures are not uniform even after many absorption/desorption cycles and that movement of gaseous hydrogen cannot be properly modeled by a simple porous bed model. In addition, the evidence indicatesmore » that there is slow transformation of species at one end of the tube indicating loss of catalyst functionality. These observations explain the unusually fast movement of hydrogen in a full scale system and shows that loss of capacity is not occurring uniformly in this type of hydrogen-storage system.« less

    The discovery that hydrogen can be reversible absorbed and desorbed from NaAlH{sub 4} by the addition of catalysts has created an entirely new prospect for lightweight hydrogen storage. NaAlH{sub 4} releases hydrogen through the following set of decomposition reactions: NaAlH{sub 4} {r_arrow} 1/3({alpha}-Na{sub 3}AlH{sub 6}) + 2/3Al + H{sub 2} {r_arrow} NaH + Al + 3/2H{sub 2}. These decomposition reactions as well as the reverse recombination reactions were directly observed using time-resolved in-situ x-ray powder diffraction. These measurements were performed under conditions similar to those found in PEM fuel cell operations (hydrogen absorption: 50--70 C, 10--15 bar Hz, hydrogen resorption: 80--110 C, 5--100 mbar H{sub 2}). Catalyst doping was found to dramatically improve kinetics under these conditions. In this study, the alanate was doped with a catalyst by dry ball-milling NaAlH{sub 4} with 2 mol.% solid TiCl{sub 3}. X-ray diffraction clearly showed that TiCl{sub 3} reacts with NaAlH{sub 4} to form NaCl during the doping process. Partial desorption of NaAlH{sub 4} was even observed to occur during the catalyst doping process.

    If there is a single word that both characterized 2007 and dominated the thoughts and actions of many Laboratory employees throughout the year, it is transition. Transition refers to the major shift that took place on October 1, when the University of California relinquished management responsibility for Lawrence Livermore National Laboratory (LLNL), and Lawrence Livermore National Security, LLC (LLNS), became the new Laboratory management contractor for the Department of Energy's (DOE's) National Nuclear Security Administration (NNSA). In the 55 years under the University of California, LLNL amassed an extraordinary record of significant accomplishments, clever inventions, and momentous contributions in the service of protecting the nation. This legacy provides the new organization with a built-in history, a tradition of excellence, and a solid set of core competencies from which to build the future. I am proud to note that in the nearly seven years I have had the privilege of leading the Computation Directorate, our talented and dedicated staff has made far-reaching contributions to the legacy and tradition we passed on to LLNS. Our place among the world's leaders in high-performance computing, algorithmic research and development, applications, and information technology (IT) services and support is solid. I am especially gratified to report that through all the transition turmoil, and it has been considerable, the Computation Directorate continues to produce remarkable achievements.     From its founding in 1952 until today, Lawrence Livermore National Laboratory (LLNL) has made significant strategic investments to develop high performance computing (HPC) and its application to national security and basic science. Now, 60 years later, the Computation Directorate and its myriad resources and capabilities have become a key enabler for LLNL programs and an integral part of the effort to support our nation's nuclear deterrent and, more broadly, national security. In addition, the technological innovation HPC makes possible is seen as vital to the nation's economic vitality. LLNL, along with other national laboratories, is working to make supercomputing capabilities and expertise available to industry to boost the nation's global competitiveness. LLNL is on the brink of an exciting milestone with the 2012 deployment of Sequoia, the National Nuclear Security Administration's (NNSA's) 20-petaFLOP/s resource that will apply uncertainty quantification to weapons science. Sequoia will bring LLNL's total computing power to more than 23 petaFLOP/s-all brought to bear on basic science and national security needs. The computing systems at LLNL provide game-changing capabilities. Sequoia and other next-generation platforms will enable predictive simulation in the coming decade and leverage industry trends, such as massively parallel and multicore processors, to run petascale applications. Efficient petascale computing necessitates refining accuracy in materials property data, improving models for known physical processes, identifying and then modeling for missing physics, quantifying uncertainty, and enhancing the performance of complex models and algorithms in macroscale simulation codes. Nearly 15 years ago, NNSA's Accelerated Strategic Computing Initiative (ASCI), now called the Advanced Simulation and Computing (ASC) Program, was the critical element needed to shift from test-based confidence to science-based confidence.     The objective of the Earth System Modeling Director`s Initiative is to develop and test a framework for interactively coupling subsystem models that represent the physical, chemical, and biological processes which determine the state of the atmosphere, ocean, land surface and vegetation. Most studies of the potential for human perturbations of the climate system made previously have treated only limited components of the Earth system. The purpose of this project was to demonstrate the capability of coupling all relevant components in a flexible framework that will permit a wide variety of tests to be conducted to assure realistic interactions. A representation of the Earth system is shown and its important interactions.
