    In recent years, uses of high-resolution population distribution databases are increasing steadily for environmental, socioeconomic, public health, and disaster-related research and operations. With the development of daytime population distribution, temporal resolution of such databases has been improved. However, the lack of incorporation of transitional population, namely business and leisure travelers, leaves a significant population unaccounted for within the critical infrastructure networks, such as at transportation hubs. This paper presents two general methodologies for estimating passenger populations in airport and cruise port terminals at a high temporal resolution which can be incorporated into existing population distribution models. The methodologies are geographically scalable and are based on, and demonstrate how, two different transportation hubs with disparate temporal population dynamics can be modeled utilizing publicly available databases including novel data sources of flight activity from the Internet which are updated in near-real time. The airport population estimation model shows great potential for rapid implementation for a large collection of airports on a national scale, and the results suggest reasonable accuracy in the estimated passenger traffic. By incorporating population dynamics at high temporal resolutions into population distribution models, we hope to improve the estimates of populations exposed to or at risk to disasters, thereby improving emergency planning and response, and leading to more informed policy decisions.

  5. Integrating repositories with fuel cycles: The airport authority model

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

    Federal agencies, such as the Department of Defense and Department of Homeland Security, as well as numerous private entities are actively pursuing the installation of solar technologies to help reduce fossil fuel energy use and associated emissions, meet sustainability goals, and create more robust or reliable operations. One potential approach identified for siting solar technologies is the installation of solar energy technologies at airports and airfields, which present a significant opportunity for hosting solar technologies due to large amounts of open land. This report focuses largely on the Federal Aviation Administration's (FAA's) policies toward siting solar technologies at airports.

    Airports present a significant opportunity for hosting solar technologies due to their open land; based on a 2010 Federal Aviation Administration study, the US Department of Agriculture, and the US Fish and Wildlife Service, there's potential for 116,704 MW of solar photovoltaics (PV) on idle lands at US airports. PV has a low profile and likely low to no impact on flight operations. This paper outlines guidance for implementing solar technologies at airports and airfields, focusing largely on the Federal Aviation Administration's policies. The paper also details best practices for siting solar at airports, provides information on the Solar Glare Hazard Analysis Tool, and highlights a case study example where solar has been installed at an airport.

    The scope of this project was changed during the course of the project. Phase I of the project was designed to have the National Alternative Fuels Training Consortium (NAFTC), together with its partners, manage the Hydrogen Vehicle Test Project at the Yeager Airport in conjunction with the Central West Virginia Regional Airport Authority (CWVRAA) in coordination with the United States Department of Energy National Energy Technology Laboratory (U.S. DOE NETL). This program would allow testing and evaluation of the use of hydrogen vehicles in the state of West Virginia utilizing the hydrogen fueling station at Yeager Airport. The NAFTC and CWVRAA to raise awareness and foster a greater understanding of hydrogen fuel and hydrogen-powered vehicles through a targeted utilization and outreach and education effort. After initial implementation of the project, the project added, determine the source(s) of supply for hydrogen powered vehicles that could be used for the testing. After completion of this, testing was begun at Yeager Airport. During the course of the project, the station at Yeager Airport was closed and moved to Morgantown and the West Virginia University Research Corporation. The vehicles were then moved to Morgantown and a vehicle owned by the CWVRAA was purchased to complete the project at the new location. Because of a number of issues detailed in the report for DE-FE0002994 and in this report, this project did not get to evaluate the effectiveness of the vehicles as planned.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    In the summer of 2000, the National Safe Skies Alliance (NSSA) awarded a project to the Applied Visualization Center (AVC) at the University of Tennessee, Knoxville (UTK) to develop a 3D computer tool to assist the Federal Aviation Administration security group, now the Transportation Security Administration (TSA), in evaluating new equipment and procedures to improve airport checkpoint security. A preliminary tool was demonstrated at the 2001 International Aviation Security Technology Symposium. Since then, the AVC went on to construct numerous detection equipment models as well as models of several airports. Airport Viz has been distributed by the NSSA to a number of airports around the country which are able to incorporate their own CAD models into the software due to its unique open architecture. It provides a checkpoint design and passenger flow simulation function, a layout design and simulation tool for checked baggage and cargo screening, and a means to assist in the vulnerability assessment of airport access points for pedestrians and vehicles.

    Petroleum products terminals, used in conjunction with transportation operations to accomplish the flow of products from their source in refineries down to the consumers, are relatively simple facilities comprising product storage, the means for connecting storage to transportation operations, and other operations to support those functions. Although wastewater generation at terminals is relatively minor, increasingly strict regulation of wastewater from even minor sources is making it more critical that terminal wastewater handling, treatment, and disposal be understood and optimized to ensure that effective wastewater treatment is accomplished at reasonable cost. Anticipating the increased demands on terminal wastewater handling, the API Marketing Terminal Effluent Task Force has sponsored a number of studies to characterize wastewater at terminals and to develop practical means for treating the water. In addition, the Task Force sponsored Texaco`s writing of the report on which this paper is based, API 4602, Minimization, Handling, Treatment, and Disposal of Petroleum Products Terminal Wastewaters. This paper highlights some of the key recommendations in the report, which are: (1) begin characterizing the terminal`s tank bottoms water flow and quality as soon as possible; (2) determine the optimum wastewater disposal option; (3) for most situations, segregate stormwater from contaminated water; (4) if wastewater is treated, use a collection tank to equalize the flow and concentration of tank bottoms water; (5) if wastewater is hauled off to a disposal company, consider removing benzene first; and (6) minimize the use of detergents in the terminal.

At the warm end of the termination the copper pipes are connected via copper braided straps to the conventional warm external bushings which have low thermal stresses. This termination allows for a natural temperature gradient in the copper pipe conductors inside the termination which enables the controlled flashing of the pressurized liquid coolant (nitrogen) to the gaseous state. Thus the entire termination is near the coolant supply pressure and the high voltage and shield cold bushings, a highly stressed component used in most HTS cables, are eliminated.     Los Alamos scientists have advanced a Magnetic Resonance Imaging (MRI) technology that may provide a breakthrough for screening liquids at airport security. They've added low-power X-ray data to the mix, and as a result have unlocked a new detection technology. Funded in part by the Department of Homeland Security's Science and Technology Directorate, the new system is named MagRay. The goal is to quickly and accurately distinguish between liquids that visually appear identical. For example, what appears to be a bottle of white wine could potentially be nitromethane, a liquid that could be used to make an explosive. Both are clear liquids, one would be perfectly safe on a commercial aircraft, the other would be strictly prohibited. How to tell them apart quickly without error at an airport security area is the focus of Michelle Espy, Larry Schultz and their team. In this video, Espy and the MagRay team explain how the new technology works, how they've developed an easy operator interface, and what the next steps might be in transitioning this technology to the private sector.

    This paper describes a study of various termination constructions for medium voltage cross-linked polyethylene (XLPE) cables. A special device was used for electrical field measurements around the cable termination which made it possible to monitor how stress relief materials with different permittivity and placement of isolated or grounded embedded electrodes (EE) affected electrical stress grading. The results of measurements for each configuration were examined by mathematical modeling based on the finite element method (FEM). Finally, the selected constructions of cable termination have passed severe test conditions with load cycling.

    This article describes the first major privatization effort to be completed at John F. Kennedy International Airport. The airport owner and operator, the Port Authority of New York and New Jersey, decided to seek private sector involvement in a capital-intensive project to expand and upgrade the airport`s heating and air conditioning facilities and construct a new cogeneration plant. Kennedy International Airport Cogeneration (KIAC) Partners, a partnership between Gas Energy Incorporated of New York and Community Energy Alternatives of New Jersey, was selected to develop an energy center to supply electricity and hot and chilled water to meet the airport`s growing energy demand. Construction of a 110 MW cogeneration plant, 7,000 tons of chilled water equipment, and 30,000 feet of hot water delivery piping started immediately. JFK Airport`s critical international position called for this substantial project to be developed almost invisibly; no interruption in heating and air conditioning service and no interference in the airport`s active operations could be tolerated. Commercial operation was achieved in February 1995.

  8. Prematurely terminated slug tests

    A solution of the well response to a prematurely terminated slug test (PTST) is presented. The advantages of a PTST over conventional slug tests are discussed. A systematized procedure of a PTST is proposed, where a slug test is terminated in the midpoint of the flow point, and the subsequent shut-in data is recorded and analyzed. This method requires a downhole shut-in device and a pressure transducer, which is no more than the conventional deep-well slug testing. As opposed to slug tests, which are ineffective when a skin is present, more accurate estimate of formation permeability can be made using a PTST. Premature termination also shortens the test duration considerably. Because in most cases no more information is gained by completing a slug test to the end, the author recommends that conventional slug tests be replaced by the premature termination technique. This study is part of an investigation of the feasibility of geologic isolation of nuclear wastes being carried out by the US Department of Energy and the National Cooperative for the Storage of Radioactive Waste of Switzerland.

    Mobil Technology Company and Mobil Shipping and Transportation Company have jointly developed a new combination of existing proven equipment to regasify LNG. Advantages of this Shipboard Regasification Terminal (SRT) include accelerated initial gas delivery schedule, low capital cost, delivery of smaller quantities of LNG at a competitive price and shorter term of LNG purchase and improved financing options. These advantages benefit both the supplier of LNG and the purchaser. SRT can be used as an interim supply to developing markets allowing the demand to grow while developing downstream infrastructure. This concept does not involve offshore transfer of cryogenic fluids while delivering near-ambient temperature pipeline quality gas at typical pipeline pressures. During times when gas is not required, the SRT ship can easily be returned to the trade of transporting and delivering LNG to conventional land based terminals. This paper will discuss the merits of Shipboard Regasification Terminals in general, cover the development of this concept and review the factors guiding the use of SRT vs. an onshore terminal.

While timeframes are dependent on numerous variables, a primary controlling factor is the level of pre-planning and decision-making completed prior to chemical release. What follows is the second of a two-part analysis identifying key considerations, critical information and decision criteria to facilitate post-attack and post-decontamination consequence management activities. Decision criteria analysis presented here provides first-time, open-literature documentation of multi-pathway, health-based remediation exposure guidelines for selected toxic industrial compounds, chemical warfare agents, and agent degradation products for pre-planning application in anticipation of a chemical terrorist attack. Guideline values are provided for inhalation and direct ocular vapor exposure routes as well as percutaneous vapor, surface contact, and ingestion. Target populations include various employees as well as transit passengers. This work has been performed as a national case study conducted in partnership with the Los Angeles International Airport and The Bradley International Terminal. All recommended guidelines have been selected for consistency with airport scenario release parameters of a one-time, short-duration, finite airborne release from a single source followed by compound-specific decontamination.

  12. Uranium characterization at the St. Louis Airport Site

    In support of the Department of Energy/Office of Technology Development`s Expedited Site Characterization (ESC) project (coordinated by Ames Laboratory), the Pacific Northwest Laboratory demonstrated two complementary technologies at the St. Louis Airport (SLAP) site that have been designed and optimized for the rapid, in situ quantification of radionuclide contamination in surface soils. The sensors are optimized for the detection of high-energy beta particles or gamma rays emitted from the decay of specific radionuclides of interest. These technologies were demonstrated by measuring the beta and gamma fluxes at several locations within the SLAP site. Measurements were converted to average contamination levels, using detector calibrations performed with spiked samples (beta) or sealed sources (gamma). Additionally, subsurface activity levels were derived from discrete soil samples (provided by the ESC field crew) via gamma-ray spectrometry in a controlled laboratory setting. Since the beta and gamma sensor technologies are intrinsically sensitive to different types of radiation and activity distributions (i.e., surface and shallow subsurface, respectively), the data obtained from the two detectors provide complementary information about the distribution of the contamination. The results reported here suggest that a number of locations within the SLAP site have elevated levels of {sup 211}U, and the differences between the beta and gamma activities indicate that the contamination is largely located near the surface of the soil.

    LNG projects are highly capital intensive and this has long been regarded as being inevitable. However, recent developments are forcing the LNG industry to aggressively seek cost reductions. For example, the gas-to-liquids (GTL) process is increasingly seen as a potential rival technology and is often being touted as an economically superior alternative fuel source. Another strong driving force behind needed cost reductions is the low crude oil price which seems to have settled in the $10--13/bb. range. LNG is well positioned as the fuel of choice for environmentally friendly new power projects. As a result of the projected demand for power especially in the Pacific Rim countries several LNG terminal projects are under consideration. Such projects will require a new generation of LNG terminal designs emphasizing low cost, small scale and safe and fully integrated designs from LNG supply to power generation. The integration of the LNG terminal with the combined cycle gas turbine (CCGT) power plant offers substantial cost savings opportunities for both plants. Various cost reduction strategies and their impact on the terminal design are discussed including cost reduction due to integration.

San Francisco International Airport was selected as the example airport during development of the Plan to illustrate specific details. The spore forming bacterium Bacillus anthracis was selected as the biological agent of primary concern because it is the most difficult of known bioterrorism agents to inactivate and is considered to be one of the agents most likely to be used as a biological weapon. The focus of the Plan is on activities associated with the Characterization, Remediation, and Clearance Phases that are defined herein. Activities associated with the Notification and First-Response Phases are briefly discussed in Appendixes A and B, respectively. In addition to the main text of this Plan and associated appendixes, a data supplement was developed specifically for San Francisco International Airport.   18. Assessment and management of aquatic impacts from airport de-icing activities -- The Canadian perspective

    Historically, aircraft deicing fluids have simply drained from aircraft and runway surfaces into airport drainage systems and invariably end up in surrounding receiving aquatic systems. This led to recent concerns over environmental impacts from glycol-based fluids typically used for deicing aircraft. Glycols from de-icing fluids have been detected at high levels at Canadian airports. Concern not only stems from the high volumes being used at relatively few point sources, but also to the higher toxicity of the formulated de-icing fluids, compared to pure glycols. As a result, significant environmental management efforts have been made at Canadian airports over the last 4 years, including extensive stormwater monitoring, glycol mitigation and pollution prevention plans. Site-specific mitigation plans have been implemented at 15 major Canadian airports which typically include glycol containment, collection and removal. While a reasonable dataset is available on the toxicity of pure glycols, much less information is available on the toxicity of formulated deicers. Furthermore, there have been very few field assessments of the aquatic impacts of de-icing. To date, management regimes developed to address the problem in Canada have focused almost exclusively on glycols and voluntary compliance to discharge limits and receiving water quality guidelines. This approach has resulted in reductions in the quantities of glycols which are released from Canadian airports into the surrounding environment. Currently, government and industry are refining this management system with an examination of new approaches and options such as more holistic airport wastewater quality assessments and toxicity-based guidelines.

    The Renewable Aviation Fuels Development Center at Baylor University in Waco, Texas, was designated, in March 1996, by the US Department of Energy (US DOE) as the national coordinator of the Clean Airports Program. This program, a spin-off of the Clean Cities Program, was initiated to increase the use of alternative fuels in aviation. There are two major fuels used in aviation today, the current piston engine aviation gasoline, and the current turbine engine fuel. The environmental impact of each of these fuels is significant. Aviation Gasoline (100LL), currently used in the General Aviation piston engine fleet, contributes 100% of the emissions containing lead in the USA today. This, the third of four planned SPM terminals, is unloading 100,000-300,000 dwt crude-oil tankers 5 miles offshore Kaohsiung, Taiwan, on the southwest coast of the Republic of China. Construction on the fourth SPM terminal, for unloading naphtha and diesel gas oil from 20,000 -100,000 dwt tankers, began late last year.     Volume 2: Improved Sensor and Control Designs Many residential clothes dryers on the market today provide automatic cycles that are intended to stop when the clothes are dry, as determined by the final remaining moisture content (RMC). However, testing of automatic termination cycles has shown that many dryers are susceptible to over-drying of loads, leading to excess energy consumption. In particular, tests performed using the DOE Test Procedure in Appendix D2 of 10 CFR 430 subpart B have shown that as much as 62% of the energy used in a cycle may be from over-drying. Volume 1 of this report shows an average of 20% excess energy from over-drying when running automatic cycles with various load compositions and dryer settings. Consequently, improving automatic termination sensors and algorithms has the potential for substantial energy savings in the U.S.

Several of the tubes in the critical region are connected through valves to a tank containing a poisoning fluid having a high neutron capture crosssection and to a reservoir. When it is desired to quickly terminate the reaction, the valves are operated to permit the flow of the poisoning fluid through these particular tubes and into the reservoir while normal coolant is being circulated through the remaining tubes.     The environmental monitoring program, which began in 1984, continued during 1989 at the St. Louis Airport Site (SLAPS) in St. Louis County, Missouri. SLAPS and its vicinity properties, including ditches north and south of the site, were designated for cleanup as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a United States Department of Energy (DOE) program to identify and decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program. The monitoring program at SLAPS measures radon concentrations in air; external gamma dose rates; and uranium, thorium, and radium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To assess the potential effect of SLAPS on public health, the potential radiation dose was estimated for a hypothetical maximally exposed individual.     This paper describes a risk-based approach for bioremediation of fuel-hydrocarbon-contaminated soil and ground water at a major airport in Colorado. In situ bioremediation pilot testing, natural attenuation modeling, and full-scale remedial action planning and implementation for soil and ground water contamination has conducted at four airport fuel farms. The sources of fuel contamination were leaking underground storage tanks (USTs) or pipelines transporting Jet A fuel and aviation gasoline. Continuing sources of contamination were present in several small cells of free-phase product and in fuel residuals trapped within the capillary fringe at depths 15 to 20 feet below ground surface. Bioventing pilot tests were conducted to assess the feasibility of using this technology to remediate contaminated soils. The pilot tests included measurement of initial soil gas chemistry at the site, determination of subsurface permeability, and in situ respiration tests to determine fuel biodegradation rates. A product recovery test was also conducted. ES designed and installed four full-scale bioventing systems to remediate the long-term sources of continuing fuel contamination. Benzene, toluene, ethylbenzene, and xylenes (BTEX) and total petroleum hydrocarbons (TPH) were detected in ground water at concentrations slightly above regulatory guidelines.

    We present our methodology and stochastic discrete-event simulation developed to model the screening of passengers for pandemic influenza at the US port-of-entry airports. Our model uniquely combines epidemiology modelling, evolving infected states and conditions of passengers over time, and operational considerations of screening in a single simulation. The simulation begins with international aircraft arrivals to the US. Passengers are then randomly assigned to one of three states -- not infected, infected with pandemic influenza and infected with other respiratory illness. Passengers then pass through various screening layers (i.e. pre-departure screening, en route screening, primary screening and secondary screening) and ultimately exit the system. We track the status of each passenger over time, with a special emphasis on false negatives (i.e. passengers infected with pandemic influenza, but are not identified as such) as these passengers pose a significant threat as they could unknowingly spread the pandemic influenza virus throughout our nation.

    An apparatus and method are disclosed for eliminating the chemical energy of fuel remaining in a pressurized fuel cell generator (10) when the electrical power output of the fuel cell generator is terminated during transient operation, such as a shutdown; where, two electrically resistive elements (two of 28, 53, 54, 55) at least one of which is connected in parallel, in association with contactors (26, 57, 58, 59), a multi-point settable sensor relay (23) and a circuit breaker (24), are automatically connected across the fuel cell generator terminals (21, 22) at two or more contact points, in order to draw current, thereby depleting the fuel inventory in the generator.

    The intent of the electric Ground Support Equipment (eGSE) demonstration is to evaluate the day-to-day vehicle performance of electric baggage tractors using two advanced battery technologies to demonstrate possible replacements for the flooded lead-acid (FLA) batteries utilized throughout the industry. These advanced battery technologies have the potential to resolve barriers to the widespread adoption of eGSE deployment. Validation testing had not previously been performed within fleet operations to determine if the performance of current advanced batteries is sufficient to withstand the duty cycle of electric baggage tractors. This report summarizes the work performed and data accumulated during this demonstration in an effort to validate the capabilities of advanced battery technologies. The demonstration project also grew the relationship with Southwest Airlines (SWA), our demonstration partner at Ontario International Airport (ONT), located in Ontario, California.     A device is provided for automatic control and detection in a three-terminal resistance measuring instrument. The invention is useful for the rapid measurement of the resistivity of various bulk material with a three-terminal electrode system. The device maintains the current through the sample at a fixed level while measuring the voltage across the sample to detect the sample resistance. The three-electrode system contacts the bulk material and the current through the sample is held constant by means of a control circuit connected to a first of the three electrodes and works in conjunction with a feedback controlled amplifier to null the voltage between the first electrode and a second electrode connected to the controlled amplifier output. An A.C. oscillator provides a source of sinusoidal reference voltage of the frequency at which the measurement is to be executed. Synchronous reference pulses for synchronous detectors in the control circuit and an output detector circuit are provided by a synchronous pulse generator. The output of the controlled amplifier circuit is sampled by an output detector circuit to develop at an output terminal thereof a D.C. voltage which is proportional to the sample resistance R. The sample resistance is that segment of the sample between the area of the first electrode and the third electrode, which is connected to ground potential.

    The paper describes a study of various cable termination constructions for medium voltage cross-linked polyethylene (MV XLPE) cables. A special device was used for electrical field measurements around the cable termination, which made it possible to monitor how stress relief materials with different relative permittivity, thickness of stress relief layer and placement of isolated or grounding embedded electrodes (EE) affect electrical stress grading. The results of measurement for each construction were examined by mathematical modeling based on finite element method (FEM). Also, the influence of dielectric losses in the termination was considered, when relative permittivity of the stress relief material is high. Finally, the selected constructions of cable termination were tested in service conditions with load cycling.

    A feedthrough terminal for a high power electrochemical storage cell providing low resistance coupling to the conductive elements therein while isolating the terminal electrode from the highly corrosive environment within the cell is disclosed. A large diameter, cylindrical copper electrode is enclosed in a stainless steel tube with a BN powder feedthrough seal maintained around the stainless steel tube by means of facing insulative bushings and an outer sleeve. One end of the copper conductor is silver-brazed directly to a flat, butterfly bus bar within the cell, with the adjacent end of the surrounding outer feedthrough sleeve welded to the bus bar. A threaded seal is fixedly positioned on a distal portion of the stainless steel tube immediately adjacent the distal insulative bushing so as to compress the feedthrough seal in tight fitting relation around the stainless steel tube in providing a rugged, leak-proof electrical feedthrough terminal for the power cell.

This consciousness and responsibility are reflected by the strict limits on air pollution, in particular noise, and hydrocarbon contaminant levels in discharged water that were imposed for the TROLL terminal design. The capacity of the terminal and the size of its equipment have necessitated new research in the field of noise prediction some of which conflicts with current industry beliefs. This paper discusses some of the engineered solutions to in-plant and community noise abatement and describes the water treatment facilities installed to meet hydrocarbon discharge limits of 5 mg/l.

    This Letter introduces a micromagnetic model able to characterize the magnetization dynamics in three terminal magnetic tunnel junctions, where the effects of spin-transfer torque and spin-orbit torque are taken into account. Our results predict that the possibility to separate electrically those two torque sources is very promising from a technological point of view for both next generation of nanoscale spintronic oscillators and microwave detectors. A scalable synchronization scheme based on the parallel connection of those three terminal devices is also proposed.

    Expectations of soaring growth in China's crude oil imports has officials taking another look at the country's coastal crude oil tanker terminals. At first glance, plans to add China's coastal tanker terminal capacity would seem to slightly exceed projected needs. However, officials say, existing major terminals are already woefully underutilized. That over capacity will only worsen as plans proceed to construct a number of major new terminals to accommodate the expected surge in calls by large ocean going tankers as exports increase. The paper describes China's existing crude tanker terminals, expansion plans, the reason for terminal underutilization, and the outlook for China becoming a net crude importer by 1995.

    The Terminal Expansion Project is proposed by Bonneville Power Administration (BPA), Southern California Edison (SCE), and the Los Angeles Department of Water and Power (LADWP) to increase the operating capacity of the existing bipole direct current (dc) Intertie line between the Celilo Converter Station at The Dalles, Oregon, and the Sylmar converter Station at Sylmar, California. The proposal will allow a greater exchange of electric power between the Pacific Northwest (PNW) and Southern California without constructing new interregional transmission lines. By adding more alternating ac/dc converter equipment at the terminals, the conductors on the existing 845-mile dc intertie transmission line can be operated at full design capacity. The dc Intertie plus two other ac lines which terminate near San Francisco comprise the ''Intertie.'' Though the project is interregional, relatively little construction will be needed. This Environmental Assessment addresses the environmental impacts of the proposed actions and makes a determination as to their significance. Though LADWP is complying with the State environmental process, as required by the California Environmental Quality Act (CEQA), the impacts of their construction are being considered as part of the impacts of the overall proposal and are considered in the determination of significance.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Virginia Army National Guard (VaARNG) property in Sandston, Virginia. The Army Aviation Support Facility (AASF) is contiguous with the Richmond International Airport. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The PA is designed to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. The AASF, originally constructed as an active Air Force interceptor base, provides maintenance support for VaARNG aircraft. Hazardous materials used and stored at the facility include JP-4 jet fuel, diesel fuel, gasoline, liquid propane gas, heating oil, and motor oil.

    This invention teaches methods of making a hermetic terminal assembly comprising the steps of: inserting temporary stops, shims and jigs on the bottom face of a terminal assembly thereby blocking assembly core open passageways; mounting the terminal assembly inside a vacuum chamber using a temporary assembly perimeter seal and flange or threaded assembly interfaces; mixing a seal admixture and hardener in a mixer conveyor to form a polymer seal material; conveying the polymer seal material into a polymer reservoir; feeding the polymer seal material from the reservoir through a polymer outlet valve and at least one polymer outlet tube into the terminal assembly core thereby filling interstitial spaces in the core adjacent to service conduits, temporary stop, and the terminal assembly casing; drying the polymer seal material at room temperature thereby hermetically sealing the core of the terminal assembly; removing the terminal assembly from the vacuum chamber, and; removing the temporary stops, shims.

    Motorola Inc., in conjunction with ITT Cannon, has conducted a study to develop information to facilitate the selection of existing, commercial, electrical termination hardware for photovoltaic modules and arrays. Details of the study are presented in this volume. Module and array design parameters were investigated and recommendations were developed for use in surveying, evaluating, and comparing electrical termination hardware. Electrical termination selection criteria factors were developed and applied to nine generic termination types in each of the four application sectors. Remote, residential, intermediate and industrial. Existing terminations best suited for photovoltaic modules and arrays were identified. Cost information was developed to identify cost drivers and/or requirements which might lead to cost reductions. The general conclusion is that there is no single generic termination that is best suited for photovoltaic application, but that the appropriate termination is strongly dependent upon the module construction and its support structure as well as the specific application sector.

    A series of complexes with {pi}-conjugated carbon chains terminated by bipyridyl moieties has been prepared. These allenylidene complexes were derived from 9-hydroxy-9-ethynyl-4,5-diazafluorene, the preparation of which is reported; the new allenylidene complexes are highly colored with the cumulated carbon chain terminating in a bipyridyl unit providing a site for further coordination. The synthesis, characterization, and X-ray structure determination of trans-[MCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]PF{sub 6} (M = Ru, P{intersection}P = bis(diphenylphosphino)methane (dppm), 1,2-bis(diphenylphosphino)ethane (dppe), 1,2-bis(dimethylphosphino)ethane (dmpe); M = Os, P{intersection}P = dppm) are described. The effect of the variation in metal and ligand on electronic and electrochemical characteristics of these complexes has been investigated by using UV-vis, solution electrochemistry, and a combination of these techniques in spectroelectrochemical experiments. DFT calculations have been performed on trans-[RuCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]{sup q} (P{intersection}P = dppm, bis(dimethylphosphino)methane (dmpm); q = -1, 0, +1, +2) and subsequently solvent-corrected calculations with use of COSMO were also undertaken to examine the nature of electronic transitions in various oxidation states.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    An improvement in pulse generators is described by which there are produced pulses of a duration from about 1 to 10 microseconds with a truly flat top and extremely rapid rise and fall. The pulses are produced by triggering from a separate input or by modifying the current to operate as a free-running pulse generator. In its broad aspect, the disclosed pulse generator comprises a first tube with an anode capacitor and grid circuit which controls the firing; a second tube series connected in the cathode circuit of the first tube such that discharge of the first tube places a voltage across it as the leading edge of the desired pulse; and an integrator circuit from the plate across the grid of the second tube to control the discharge time of the second tube, determining the pulse length.

    A microwave generator is provided for generating microwaves substantially from virtual cathode oscillation. Electrons are emitted from a cathode and accelerated to an anode which is spaced apart from the cathode. The anode has an annular slit there through effective to form the virtual cathode. The anode is at least one range thickness relative to electrons reflecting from the virtual cathode. A magnet is provided to produce an optimum magnetic field having the field strength effective to form an annular beam from the emitted electrons in substantial alignment with the annular anode slit. The magnetic field, however, does permit the reflected electrons to axially diverge from the annular beam. The reflected electrons are absorbed by the anode in returning to the real cathode, such that substantially no reflexing electrons occur. The resulting microwaves are produced with a single dominant mode and are substantially monochromatic relative to conventional virtual cathode microwave generators. 6 figs.

    The accurate determination of quantity and quality of crude oil transferred from shore to tanker or tanker to shore, is the function of Marine Crude Oil Terminal Measuring Systems. From the measurement data, a Bill of Lading can be prepared and transport costs, taxes, royalties, and customs fees can be computed Accuracy is essential as each tanker load represents a value of ten to twenty million dollars. Even errors of {+-} 0.1% represent a significant amount of revenue. In addition to accuracy, meter systems offer several other advantages over older more traditional tank gaging methods. Specification guidelines for meter systems and associated equipment are presented in this paper. Since most ports are in environmentally sensitive areas, design for protection from spills is also essential.

    We have carried out a series of ab-initio calculations to investigate changes in the optical properties of Si quantum dots as a function of surface passivation. In particular, we have compared hydrogen passivated dots with those having alkyl groups at the surface. We find that, while on clusters with reconstructed surfaces a complete alkyl passivation is possible, steric repulsion prevents full passivation of Si dots with unreconstructed surfaces. In addition, our calculations show that steric repulsion may have a dominant effect in determining the surface structure, and eventually the stability of alkyl passivated clusters, with results dependent on the length of the carbon chain. Alkyl passivation weakly affects optical gaps of silicon quantum dots, while it substantially decreases ionization potentials and electron affinities and affect their excited state properties. On the basis of our results we propose that alkyl terminated quantum dots may be size selected taking advantage of the change in ionization potential as a function of the cluster size.

    An improved magnetocumulative generator is described that is useful for producing magnetic fields of very high energy content over large spatial volumes. The polar directed pleated magnetocumulative generator has a housing providing a housing chamber with an electrically conducting surface. The chamber forms a coaxial system having a small radius portion and a large radius portion. When a magnetic field is injected into the chamber, from an external source, most of the magnetic flux associated therewith positions itself in the small radius portion. The propagation of an explosive detonation through high-explosive layers disposed adjacent to the housing causes a phased closure of the chamber which sweeps most of the magnetic flux into the large radius portion of the coaxial system. The energy content of the magnetic field is greatly increased by flux stretching as well as by flux compression. The energy enhanced magnetic field is utilized within the housing chamber itself.

    The St. Louis Airport Storage Site (SLASS) became radioactively contaminated as a result of wastes that were being stored from operations to recover uranium from pitchblende ores in the 1940s and 1950s. The US Department of Energy is considering various remedial action options for the SLASS under the Formerly Utilized Site Remedial Action Program (FUSRAP). This report describes the results of geochemical investigations, carried out to support the FUSRAP activities and to aid in quantifying various remedial action options. Soil and groundwater samples from the site were characterized, and sorption ratios for uranium and radium and apparent concentration limit values for uranium were measured in soil/groundwater systems by batch contact methodology. The uranium and radium concentrations in soil samples were significantly above background near the old contaminated surface horizon (now at the 0.3/sup -/ to 0.9/sup -/m depth); the maximum values were 1566 ..mu..g/g and 101 pCi/g, respectively. Below about the 6/sup -/m depth, the concentrations appeared to be typical of those naturally present in soils of this area (3.8 +- 1.2 ..mu..g/g and 3.1 +- 0.6 pCi/g). Uranium sorption ratios showed stratigraphic trends but were generally moderate to high (100 to 1000 L/kg). The sorption isotherm suggested an apparent uranium concentration limit of about 200 mg/L. This relatively high solubility can probably be correlated with the carbonate content of the soil/groundwater systems. The lower sorption ratio values obtained from the sorption isotherm may have resulted from changes in the experimental procedure or the groundwater used. The SLASS appears to exhibit generally favorable behavior for the retardation of uranium solubilized from waste in the site. Parametric tests were conducted to estimate the sensitivity of uranium sorption and solubility to the pH and carbonate content of the system.

The apparatus utilizes a closed, gas-filled, cylindrical housing in which an axially directed magnetic field is provided. At one end of the housing, a short cylindrical electrode is disposed coaxially around a short axial inner electrode. A radial electrical discharge is caused to occur between the inner and outer electrodes, creating a rotating hydromagnetic ionization wave that propagates aiong the magnetic field lines toward the opposite end of the housing.     The Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) manages defense nuclear material that has been determined to be excess to programmatic needs and declared waste. When these wastes contain plutonium, they almost always meet the definition of defense transuranic (TRU) waste and are thus eligible for disposal at the Waste Isolation Pilot Plant (WIPP). The DOE operates the WIPP in a manner that physical protections for attractiveness level D or higher special nuclear material (SNM) are not the normal operating condition. Therefore, there is currently a requirement to terminate safeguards before disposal of these wastes at the WIPP. Presented are the processes used to terminate safeguards, lessons learned during the termination process, and how these approaches might be useful for future defense TRU waste needing safeguards termination prior to shipment and disposal at the WIPP. Also described is a new criticality control container, which will increase the amount of fissile material that can be loaded per container, and how it will save significant taxpayer dollars. Retrieval, compliant packaging and shipment of retrievably stored legacy TRU waste has dominated disposal operations at WIPP since it began operations 12 years ago. But because most of this legacy waste has successfully been emplaced in WIPP, the TRU waste clean-up focus is turning to newly-generated TRU materials. A major component will be transuranic SNM, currently managed in safeguards-protected vaults around the weapons complex. As DOE and NNSA continue to consolidate and shrink the weapons complex footprint, it is expected that significant quantities of transuranic SNM will be declared surplus to the nation's needs. Safeguards termination of SNM varies due to the wide range of attractiveness level of the potential material that may be directly discarded as waste.     VLT came to be used at SLAC (Stanford Linear Accelerator Center), because SLAC wanted to assess the Amiga's usefulness as a color graphics terminal and T{sub E}X workstation. Before the project could really begin, the people at SLAC needed a terminal emulator which could successfully talk to the IBM 3081 (now the IBM ES9000-580) and all the VAXes on the site. Moreover, it had to compete in quality with the Ann Arbor Ambassador GXL terminals which were already in use at the laboratory. Unfortunately, at the time there was no commercial program which fit the bill. Luckily, Willy Langeveld had been independently hacking up a public domain VT100 emulator written by Dave Wecker et al. and the result, VLT, suited SLAC's purpose. Over the years, as the program was debugged and rewritten, the original code disappeared, so that now, in the present version of VLT, none of the original VT100 code remains.

    A memory system is disclosed which is comprised of a memory controller and addressable memory devices such as DRAMs. The invention provides a programmable register to control the high vs. low drive state of each bit of a memory system address and control bus during periods of bus inactivity. In this way, termination voltage supply current can be minimized, while permitting selected bus bits to be driven to a required state. This minimizes termination power dissipation while not affecting memory system performance. The technique can be extended to work for other high-speed busses as well.

The reverse drive current may be provided by a current transformer, the secondary of which is tapped to the base terminal of the power stage of the Darlington block. In one application, the switching circuit is used in each power switching element in a chopper-inverter drive of an electric vehicle propulsion system.

The presentations were held at the Holiday Inn Airport in Portland, Oregon, on March 27-29, 1985. This document contains abstracts of the presentations from that meeting. Section 1 contains abstracts on artificial propagation, fish health, and downstream migration, and Section 2 contains abstracts on natural propagation and habitat improvement. The abstracts are indexed by BPA Project Number and by Fish and Wildlife Program Measure.     The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program. This report covers the technical evaluation and benefit-cost evaluation of the Terminal Island 250kW MCFC power plant during its first year of operation from June 2003 to July 2004.

    During the energy extraction of a 1-{mu}m pulse in a Nd-doped laser material, the Nd-ion population is transferred from the metastable {sup 4}F{sub 3/2} level into the terminal {sup 4}I{sub 11/2} level. The terminal-level lifetime, {tau}{sub 11/2}, is defined in this case as the time it takes the Nd-ion population to decay from the {sup 4}I{sub 11/2} level into the {sup 4}I{sub 9/2} ground state. Several experimental and theoretical approaches over the last three decades have been made to measure the terminal-level lifetime. However, an agreement in the results among the different approaches for a large sampling of laser materials has never been demonstrated. This article presents three independent methods (pump-probe, emission, and energy extraction) for measuring the terminal-level lifetime in Nd:phosphate glass LG-750. The authors find remarkable agreement among the data and determine the {tau}{sub 11/2} lifetime to be 253{+-}50 ps. They extend their studies to show that the results of the pump-probe and emission methods agree to within a factor of two for additional Nd-doped glases and crystals investigated, thus offering validation for the emission method, which is a simpler, indirect approach.

  18. Columbia River: Terminal fisheries research project. 1994 Annual report

    Columbia River terminal fisheries have been conducted in Youngs Bay, Oregon, since the early 1960`s targeting coho salmon produced at the state facility on the North Fork Klaskanine River. In 1977 the Clatsop County Economic Development Council`s (CEDC) Fisheries Project began augmenting the Oregon Department of Fish and Wildlife production efforts. Together ODFW and CEDC smolt releases totaled 5,060,000 coho and 411,300 spring chinook in 1993 with most of the releases from the net pen acclimation program. During 1980-82 fall commercial terminal fisheries were conducted adjacent to the mouth of Big Creek in Oregon. All past terminal fisheries were successful in harvesting surplus hatchery fish with minimal impact on nonlocal weak stocks. In 1993 the Northwest Power Planning Council recommended in its` Strategy for Salmon that terminal fishing sites be identified and developed. The Council called on the Bonneville Power Administration to fund a 10-year study to investigate the feasibility of creating and expanding terminal known stock fisheries in the Columbia River Basin. The findings of the initial year of the study are included in this report. The geographic area considered for study extends from Bonneville Dam to the river mouth. The initial year`s work is the beginning of a 2-year research stage to investigate potential sites, salmon stocks, and methodologies; a second 3-year stage will focus on expansion in Youngs Bay and experimental releases into sites with greatest potential; and a final 5-year phase establishing programs at full capacity at all acceptable sites. After ranking all possible sites using five harvest and five rearing criteria, four sites in Oregon (Tongue Point, Blind Slough, Clifton Channel and Wallace Slough) and three in Washington (Deep River, Steamboat Slough and Cathlamet Channel) were chosen for study.

    The temperature stability of the kicker magnet termination resistor assembly directly affects the field flatness and amplitude stability. Comprehensive thermal enhancements were made to the existing Main Injector resistor assembly design to satisfy NuMI performance specifications. Additionally, a fluid-processing system utilizing Fluorinert{reg_sign} FC-77 high-voltage dielectric was built to precisely control the setpoint temperature of the resistor assembly from 70 to 120F, required to maintain constant resistance during changing operational modes. The Fluorinert{reg_sign} must be continually processed to remove hazardous breakdown products caused by radiation exposure to prevent chemical attack of system components. Design details of the termination resistor assembly and Fluorinert{reg_sign} processing system are described. Early performance results will be presented.

    LPG deliveries began this spring to the new Mendez LPG receiving terminal near Juarez, State of Chihuahua, Mexico. Supplying the terminal is the 265-mile, 8-in. Rio Grande Pipeline that includes a reconditioned 217-mile, 8-in. former refined-products pipeline from near Odessa, Texas, and a new 48-mile, 8-in. line beginning in Hudspeth County and crossing the US-Mexico border near San Elizario, Texas. Capacity of the pipeline is 24,000 b/d. The LPG supplied to Mexico is a blend of approximately 85% propane and 15% butane.     A multipoint conventional buoy mooring, often called a Mediterranean moor, provides a low-cost solution for loading tankers from the new onshore Isla de Bioko terminal in Equatorial Guinea, West Africa. This paper reports on this mooring method which is a basic no frills terminal system, suitable for protected areas with moderate sea conditions. The system will be used for transporting condensate produced in the offshore Alba field. Walter International, a Houston-based independent producer, together with its partners, is developing this gas condensate field in about 250 ft of water, some 18 miles off the coast. The high gravity, 47-48{degrees} API, Alba field gas condensate is piped to a shore-based tank farm for processing and storage.

The Project will continue the testing of various species/stocks, rearing regimes, and harvest options for terminal fisheries, as a means to increase lower river sport and commercial harvest of hatchery fish, while providing both greater protection of weaker wild stocks and increasing the return of upriver salmon runs to potential Zone 6 Treaty fisheries. The Project involves relocating hatchery smolts to new, additional pen locations in three bays/sloughs in the lower Columbia River along both the Oregon and Washington sides. The sites are Blind Slough and Tongue Point in Clatsop County, Oregon, and Grays Bay/Deep River, Wahkiakum County, Washington. The smolts will be acclimated for various lengths of time in the net pens and released from these sites. The Project will expand upon an existing terminal fisheries project in Youngs Bay, Oregon. The Project may be expanded to other sites in the future, depending on the results of this initial expansion. BPA`S has determined the project is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required, and BPA`S is issuing this FONSI.

    The release prevention systems of liquefied natural gas (LNG) import terminal were analyzed. A series of potential release scenarios were analyzed to determine the frequency of the release events, the probability these releases are not stopped or isolated by emergency shutdown systems, the estimated release quantities, and the critical components of the system. The two plant areas identified as being most significant with respect to safety are the unloading system and the storage system. Rupture of the main transfer line and gross failure of the storage tanks are the two release scenarios of primary safety interest. Reducing the rate of failure by improved design, better maintenance and testing, or adding redundancy of the critical system components for these plant areas and release scenarios will result in improved safety. Several design alternatives which have the potential to significantly reduce the probability of a large release of LNG occurring at an import terminal are identified. These design alternatives would reduce the probability of a large release of LNG by reducing the expected number of failures which could cause a release or by reducing the magnitude of releases that do occur. All of these alternatives are technically feasible and have been used or considered for use in at least one LNG facility. A more rigorous analysis of the absolute risk of LNG import terminal operation is necessary before the benefits of these design alternatives can be determined. In addition, an economic evaluation of these alternatives must be made so the costs and benefits can be compared. It is concludd that for remotely located facilities many of these alternatives are probably not justified; however, for facilities located in highly populated areas, these alternatives deserve serious consideration.

    Solar thermoelectric generators (STEGs) are solid state heat engines that generate electricity from concentrated sunlight. A novel detailed balance model for STEGs is provided and applied to both state-of-the-art and idealized materials. STEGs can produce electricity by using sunlight to heat one side of a thermoelectric generator. While concentrated sunlight can be used to achieve extremely high temperatures (and thus improved generator efficiency), the solar absorber also emits a significant amount of black body radiation. This emitted light is the dominant loss mechanism in these generators. In this invention, we propose a solution to this problem that eliminates virtually all of the emitted black body radiation. This enables solar thermoelectric generators to operate at higher efficiency and achieve said efficient with lower levels of optical concentration. The solution is suitable for both single and dual axis solar thermoelectric generators.

    The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

    This paper reports on an automated metering/proving system for custody transfer of crude oil at the Phillips 66 Co. tanker unloading terminal in Freeport, Texas. It is described as one of the most sophisticated systems developed. The menu-driven, one-button automation removes the proving sequence entirely from manual control. The system also is the to be cost-effective and versatile compared to a dedicated flow computer with API calculation capabilities. Developed by Puffer-Sweiven, systems integrators, the new technology additionally is thought to be the first custody transfer system to employ a programmable logic controller (PLC). The PLC provides the automation, gathers and stores all raw data, and prints alarms. Also the system uses a personal computer operator interface (OI) that runs on the Intel iRMX real time operating system. The OI is loaded with Puffer-Sweiven application software that performs API meter factor and volume correction calculations as well as present color graphics and generate reports.

    The mechanical and structural responses of hydroxyl-terminated cis-1,4-polybutadiene melts to shock waves were investigated by means of all-atom non-reactive molecular dynamics simulations. The simulations were performed using the OPLS-AA force field but with the standard 12-6 Lennard-Jones potential replaced by the Buckingham exponential-6 potential to better represent the interactions at high compression. Monodisperse systems containing 64, 128, and 256 backbone carbon atoms were studied. Supported shock waves were generated by impacting the samples onto stationary pistons at impact velocities of 1.0, 1.5, 2.0, and 2.5 km s{sup ?1}, yielding shock pressures between approximately 2.8 GPa and 12.5 GPa. Single-molecule structural properties (squared radii of gyration, asphericity parameters, and orientational order parameters) and mechanical properties (density, shock pressure, shock temperature, and shear stress) were analyzed using a geometric binning scheme to obtain spatio-temporal resolution in the reference frame centered on the shock front. Our results indicate that while shear stress behind the shock front is relieved on a ?0.5 ps time scale, a shock-induced transition to a glass-like state occurs with a concomitant increase of structural relaxation times by several orders of magnitude.

    A compact neutron generator has at its outer circumference a toroidal shaped plasma chamber in which a tritium (or other) plasma is generated. A RF antenna is wrapped around the plasma chamber. A plurality of tritium ion beamlets are extracted through spaced extraction apertures of a plasma electrode on the inner surface of the toroidal plasma chamber and directed inwardly toward the center of neutron generator. The beamlets pass through spaced acceleration and focusing electrodes to a neutron generating target at the center of neutron generator. The target is typically made of titanium tubing. Water is flowed through the tubing for cooling. The beam can be pulsed rapidly to achieve ultrashort neutron bursts. The target may be moved rapidly up and down so that the average power deposited on the surface of the target may be kept at a reasonable level. The neutron generator can produce fast neutrons from a T-T reaction which can be used for luggage and cargo interrogation applications. A luggage or cargo inspection system has a pulsed T-T neutron generator or source at the center, surrounded by associated gamma detectors and other components for identifying explosives or other contraband.

    The benchmarking effort within the Extreme Scale Systems Center at Oak Ridge National Laboratory seeks to provide High Performance Computing benchmarks and test suites of interest to the DoD sponsor. The work described in this report is a part of the effort focusing on graph generation. A previously developed benchmark, SystemBurn, allowed the emulation of dierent application behavior profiles within a single framework. To complement this effort, similar capabilities are desired for graph-centric problems. This report examines existing synthetic graph generator implementations in preparation for further study on the properties of their generated synthetic graphs.

    A system and method for harvesting the kinetic energy of a fluid flow for power generation with a vertically oriented, aerodynamic wing structure comprising one or more airfoil elements pivotably attached to a mast. When activated by the moving fluid stream, the wing structure oscillates back and forth, generating lift first in one direction then in the opposite direction. This oscillating movement is converted to unidirectional rotational movement in order to provide motive power to an electricity generator. Unlike other oscillating devices, this device is designed to harvest the maximum aerodynamic lift forces available for a given oscillation cycle. Because the system is not subjected to the same intense forces and stresses as turbine systems, it can be constructed less expensively, reducing the cost of electricity generation. The system can be grouped in more compact clusters, be less evident in the landscape, and present reduced risk to avian species.

    A review and summary of the available information on steam generator tubing failures and the impact of these failures on plant safety is presented. The following topics are covered: pressurized water reactor (PWR), Canadian deuterium uranium (CANDU) reactor, and Russian water moderated, water cooled energy reactor (VVER) steam generator degradation, PWR steam generator tube ruptures, the thermal-hydraulic response of a PWR plant with a faulted steam generator, the risk significance of steam generator tube rupture accidents, tubing inspection requirements and fitness-for-service criteria in various countries, and defect detection reliability and sizing accuracy. A significant number of steam generator tubes are defective and are removed from service or repaired each year. This wide spread damage has been caused by many diverse degradation mechanisms, some of which are difficult to detect and predict. In addition, spontaneous tube ruptures have occurred at the rate of about one every 2 years over the last 20 years, and incipient tube ruptures (tube failures usually identified with leak detection monitors just before rupture) have been occurring at the rate of about one per year. These ruptures have caused complex plant transients which have not always been easy for the reactor operators to control. Our analysis shows that if more than 15 tubes rupture during a main steam line break, the system response could lead to core melting. Although spontaneous and induced steam generator tube ruptures are small contributors to the total core damage frequency calculated in probabilistic risk assessments, they are risk significant because the radionuclides are likely to bypass the reactor containment building. The frequency of steam generator tube ruptures can be significantly reduced through appropriate and timely inspections and repairs or removal from service.
