    The energy market was deregulated in Colombia back in 1994. Since then, an increasing share of energy has been traded at prices dictated essentially by market considerations, not always coherent with sound technical and commercial practices. This paper is based on the author`s experiences with the negotiation of a number of contracts for energy purchase between 1994 and 1997. It starts with a brief presentation of the Colombian power system, the key players and the structure of energy prices before the market was deregulated. An overview of the conditions that led to power shortages in 1992 is included. The document continues with the description of the operation of the Colombian deregulated energy market, as well as the available contracts and energy transactions. Then, the evolution of the energy bid prices submitted by different generating companies during the period 1994--1997 is developed in detail. The final part of the paper discusses the effects of the energy prices in the operation of the system; the financial impact for IPPs; the economic signals given to the market; and the overall performance of the national power system.

    California has been leading the nation down the path of electric utility deregulation, beginning with the April 1994, California Public Utilities Commission`s (CPUC) Blue Book restructuring proposal. The road for renewable energy producers has been particularly rocky, leaving the future of renewable energy production very much in doubt. The original CPUC proposal provided for competition among generating sources on the basis of price alone, without regard for environmental considerations. The California legislature took up electric utility deregulation legislation during 1996, culminating in AB 1890, California`s landmark restructuring legislation, which was passed unanimously by the Senate and Assembly, and signed into law by the governor on September 28, 1996. AB 1890 assigned to the California Energy Commission (CEC) the task of determining how to allocate the renewables transition funds between existing and new renewable generating sources, and among the various renewable energy technologies that are available for deployment in California. The California Environmental Protection Agency (Cal/EPA) was assigned the task of reporting to the legislature about the specific benefits provided by biomass energy production in California, and about policies that could shift some of the cost of biomass energy production away from the electric ratepayer, on to beneficiaries of the environmental benefits of biomass energy production. This study describes the development of the CEC and Cal/EPA reports to the California legislature, and provides an analysis of the major issues that were encountered during the course of their development. The study concludes with a consideration of the future prospects for biomass and renewable energy production in the state.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

Cogeneration can achieve extremely high levels of thermal efficiency, much higher than the most advanced and sophisticated combined cycle power plants generating only electric power. Thermal efficiency is one of the key factors in determining the power plant economics and feasibility. High efficiency means a lesser amount of fuel is used to generate the same amount of energy. In turn, burning a lesser amount of fuel means that fewer pollutants will be emitted. The paper first describes cogeneration plants, then discusses the importance of thermal load availability, cogeneration and distributed generation and other issues affecting cogeneration.

    Not so long ago, in the good old days, the energy supply to a health care facility was one of the most stable. The local utility provided what was needed at a reasonable cost. Now the energy industry is being deregulated. Major uncertainties exist in all parts of the energy industry. Since reasonably priced and readily available energy is mandatory for a health care facility operation, the energy industry uncertainties reverberate through the health care industry. This article reviews how the uncertainty of electric utility deregulation was converted to an opportunity to implement the ultimate energy conservation project--cogeneration. The project development was made essentially risk free by tailoring project development to deregulation. Costs and financial exposure were minimized by taking numerous small steps in sequence. Valley Medical Center, by persevering with the development of a cogeneration plant, has been able to reduce its energy costs and more importantly, stabilize its energy supply and costs for many years to come. This article reviews activities in two arenas, internal project development and external energy industry developments, by periodically updating each arena and showing how external developments affected the project.

    While utilities have often launched frontal onslaughts to alter or abrogate QF contracts--with uniform lack of success--the forest may be lost for the trees. Within these contracts there are often genuine issues over enforcement, the resolution of which can be vitally important to utilities, their customers and non-utility power producers. Qualifying facilities are victims of their own successes. Success by QFs spawned a movement for competitive deregulation of the power industry that now threatens to devour its own progenitor, the Public Utility Regulatory Policies Act. Across the land today many QFs are nervously looking over their shoulders to see if the local utility is gaining on them. In the doorstep of deregulation, there are heightened tensions between QFs and the utilities to which they sell power. Utilities see their existing longterm QF obligations as an unnecessary burden as they enter the supposedly level playing field of competition and deregulation. Utilities want to `unbundle` their QF contracts if they unbundle their integrated services. More than 1,000 QFs, and their lenders and vendors, invested tens of billions of dollars in facilities that depend long-term on contractual revenue streams from utility buyers. Disruption of these commitments would raise complex legal, practical, and financial complications. In the discussion of stranded cost recovery, utilities have moved long-term QF contract costs to the top of the agenda. QF contracts are up to 40 percent of the power supply base of some utilities. In fact, one electric utility was so encumbered by unrecovered QF costs that it liquidated the company. What to `do` with existing QF power purchase obligations--some of which run up to 30 more years--remains a persistent issue in deregulation at both the federal and state levels. This article analyzes the legality of altering existing QF contracts without the consent of the QF.

    Restructuring of the electricity market has affected all aspects of the power industry from generation to transmission, distribution, and consumption. Transmission circuits, in particular, are stressed often exceeding their stability limits because of the difficulty in building new transmission lines due to environmental concerns and financial risk. Deregulation has resulted in the need for tighter control strategies to maintain reliability even in the event of considerable structural changes, such as loss of a large generating unit or a transmission line, and changes in loading conditions due to the continuously varying power consumption. Our research efforts under the DOE EPSCoR Grant focused on Integrated Computing, Communication and Distributed Control of Deregulated Electric Power Systems. This research is applicable to operating and controlling modern electric energy systems. The controls developed by APERC provide for a more efficient, economical, reliable, and secure operation of these systems. Under this program, we developed distributed control algorithms suitable for large-scale geographically dispersed power systems and also economic tools to evaluate their effectiveness and impact on power markets. Progress was made in the development of distributed intelligent control agents for reliable and automated operation of integrated electric power systems. The methodologies employed combine information technology, control and communication, agent technology, and power systems engineering in the development of intelligent control agents for reliable and automated operation of integrated electric power systems. In the event of scheduled load changes or unforeseen disturbances, the power system is expected to minimize the effects and costs of disturbances and to maintain critical infrastructure operational.

    Previously the authors demonstrated that many hematopoietic tumor cells are resistant to the inhibitory effects that interferon exerts on c-myc mRNA expression without losing other receptor-mediated intracellular responses. They report here that this partial resistance was overridden in two independent stable somatic cell hybrids prepared by fusion between sensitive and resistant cells. The c-myc mRNA transcribed from the active allele of the resistant parent cell was reduced by interferon within the context of the cell hybrid. It was therefore concluded that changes in the cis-acting sequences of c-myc were not involved in this type of relaxed regulation and that resistance resulted rather from inactivation or loss of postreceptor elements which operate in trans. The growth-stimulating effect that this genetic deregulation might have on cells was tested in experimental systems of cell differentiation in which an autocrine interferon is produced. For that purpose the authors isolated variant clones of M1 myeloid cells which were partially resistant to alpha and beta interferons and tested their growth behaviour during in vitro-induced differentiation. The resistant clones displayed higher proliferative activity on days 2 and 3 of differentiation than did the sensitive clones, which stopped proliferating. The loss of c-myc responses to the self-produced interferon disrupted the normal cessation of growth during differentiation and therefore might lead cells along the pathway of neoplasia.

    Malignant mesothelioma (MMe) is a poor-prognosis tumor in need of innovative therapies. In a previous in vivo study, we showed synergistic anti-MMe properties of the ascorbate/epigallocatechin-3-gallate/gemcitabine combination. We have now focused on the mechanism of action, showing the induction of apoptosis and cell cycle arrest through measurements of caspase 3, intracellular Ca{sup 2+}, annexin V, and DNA content. StellArray™ PCR technology and Western immunoblotting revealed DAPK2-dependent apoptosis, upregulation of cell cycle promoters, downregulation of cell cycle checkpoints and repression of NF?B expression. The complex of data indicates that the mixture is synergistic in inducing cell cycle deregulation and non-inflammatory apoptosis, suggesting its possible use in MMe treatment. - Highlights: • Ascorbate/epigallocathechin-gallate/gemcitabine has been tested on mesothelioma cells • A synergistic mechanism has been shown for cell cycle arrest and apoptosis • PCR-array analysis has revealed the de-regulation of apoptosis and cell cycle genes • Maximum upregulation has been found for the Death-Associated Protein Kinase-2 gene • Data suggest that the mixture could be used as a clinical treatment.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

    Background: The emergence of precision medicine allowed the incorporation of individual molecular data into patient care. This research entails, DNA sequencing predicts somatic mutations in individual patients. However, these genetic features overlook dynamic epigenetic and phenotypic response to therapy. Meanwhile, accurate personal transcriptome interpretation remains an unmet challenge. Further, N-of-1 (single-subject) efficacy trials are increasingly pursued, but are underpowered for molecular marker discovery. Method: ‘N-of-1-pathways’ is a global framework relying on three principles: (i) the statistical universe is a single patient; (ii) significance is derived from geneset/biomodules powered by paired samples from the same patient; and (iii) similarity between genesets/biomodules assesses commonality and differences, within-study and cross-studies. Thus, patient gene-level profiles are transformed into deregulated pathways. From RNA-Seq of 55 lung adenocarcinoma patients, N-of-1-pathways predicts the deregulated pathways of each patient. Results: Cross-patient N-of-1-pathways obtains comparable results with conventional genesets enrichment analysis (GSEA) and differentially expressed gene (DEG) enrichment, validated in three external evaluations. Moreover, heatmap and star plots highlight both individual and shared mechanisms ranging from molecular to organ-systems levels (eg, DNA repair, signaling, immune response). Patients were ranked based on the similarity of their deregulated mechanisms to those of an independent gold standard, generating unsupervised clusters of diametric extreme survival phenotypes (p=0.03). Conclusions: The N-of-1-pathways framework provides a robust statistical and relevant biological interpretation of individual disease-free survival that is often overlooked in conventional cross-patient studies. It enables mechanism-level classifiers with smaller cohorts as well as N-of-1 studies.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

    Electric utility rate deregulation can have disproportionate impacts on water-intensive crops, which have historically relied upon pressurized irrigation technologies and surface water resources. Based on a case study of agricultural growers in southern California, the paper models the impacts of utility rates considered in the Western Area Power Administration`s Sierra Nevada Customer Service Region. The study was performed as part of the 2004 Power Marketing Program Draft Environmental Impact Statement. The empirical results reflect linear-programming estimates of the income transfers from growers to energy providers based on county-wide coverage of 13 junior and senior irrigation districts and short-run production possibilities of 11 irrigated crops. Transfers of income from growers to energy suppliers occur through their losses in producer surplus.

    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

    The energy industry generally and petroleum and natural gas operations in particular are frequently reacting to a variety of unsettling forces. Falling oil prices, economic upswings, currency devaluations, increasingly rigorous environmental quality standards, deregulation of electricity markets, and continued advances in exploration and production technology were among the challenges and opportunities to the industry in 1997. To analyze the extent to which these and other developments have affected energy industry financial and operating performance, strategies, and industry structure, the Energy Information Administration (EIA) maintains the Financial Reporting Systems (FRS). Through Form EIA-28, major US energy companies annually report to the FRS. Financial and operating information is reported by major lines of business, including oil and gas production (upstream), petroleum refining and marketing (downstream), other energy operations, and nonenergy business. Performance Profiles of Major Producers 1997 examines the interplays of energy markets, companies` strategies, and government policies (in 1997 and in historical context) that gave rise to the results given here. The report also analyzes other key aspects of energy company financial performance as seen through the multifaceted lens provided by the FRS data and complementary data for industry overall. 41 figs., 77 tabs.

The conference was split into two primary topics: cogeneration and retail wheeling. Subtopics under cogeneration included: the state of cogeneration in the United States, case studies in facility ownership, fuels considerations for tomorrow, and plant design considerations for cogeneration systems. Retail wheeling alternatives subtopics included U.S. Federal Energy Regulatory Commission rulings, end-user options for retail wheeling, deregulation issues, and forecasting of electricity generating costs. Papers not selected for the database, while clearly pertinent topics of interest, consisted of viewgraphs which were judged not to have sufficient technical information and coherence without the corresponding presentation. However, some papers which did consist of viewgraphs were included.

    Two categories of incentives for the development of solar energy are described: those that increase the benefits associated with the ownership of a solar energy system and those that reduce the cost of the system. The impact of two alternative (or complementary) programs are presented. The discussion distinguishes between short-run (one to five years) and long-run (over five years) impacts expected to result from the installation of passive solar designs on existing housing stock. Impacts associated with a program to deregulate natural gas and one combining tax credits and low interest loans are compared. The impacts of solar programs on seven basic economic goals are analyzed. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs currently sponsored by the utilities. The issues were not resolved at year-end, but the state`s public utilities began to take steps to improve their positions in a future competitive market by cutting costs, improving efficiencies operating plants, and enlarging their nonutility interests.

    Adoption of decentralized energy technologies will be crucial in the evolving structure of energy markets and the magnitude of future greenhouse gas emissions. This detailed analysis of the adoption of engine cogeneration gives insights into organizational decision making regarding the diffusion of a cost effective decentralized energy technology. Detailed site information on over 600 UK cogeneration installations was collected and analyzed for the six year period during which UK energy markets were in the process of deregulation. A detailed examination using standard investment criteria of the cogeneration schemes indicated that over 70% of investments were of questionable economic value to adopters. This was because these installations were below the calculated minimum economic size threshold. A key determinant of this size threshold was found to be the fixed costs of maintenance. Analysis of the financing of installations revealed that the largest fraction of poor investments occurred in energy services agreements between suppliers and adopters. The policy implications for decentralized energy technologies of a minimum size threshold and poor investment decisions by early adopters are discussed. Further research aims to explore postulated explanations for the observed decline in early adoption of UK engine cogeneration.

    In this paper we investigate predictability of electricity prices in the Canadian provinces of Alberta and Ontario, as well as in the US Mid-C market. Using scale-dependent detrended fluctuation analysis, spectral analysis, and the probability distribution analysis we show that the studied markets exhibit strongly anti-persistent properties suggesting that their dynamics can be predicted based on historic price records across the range of time scales from one hour to one month. For both Canadian markets, the price movements reveal three types of correlated behavior which can be used for forecasting. The discovered scenarios remain the same on different time scales up to one month as well as for on- and off- peak electricity data. These scenarios represent sharp increases of prices and are not present in the Mid-C market due to its lower volatility.     This report contains TERA's estimates of capital requirements to transport natural gas, crude oil, petroleum products, and coal in the United States by 1990. The low, medium, and high world-oil-price scenarios from the EIA's Mid-range Energy Forecasting System (MEFS), as used in the 1979 Annual Report to Congress (ARC), were provided as a basis for the analysis and represent three alternative futures. TERA's approach varies by energy commodity to make best use of the information and analytical tools available. Summaries of transportation investment requirements through 1990 are given. Total investment requirements for three modes (pipelines, rails, waterways and the three energy commodities can accumulate to a $49.9 to $50.9 billion range depending on the scenario. The scenarios are distinguished primarily by the world price of oil which, given deregulation of domestic oil prices, affects US oil prices even more profoundly than in the past. The high price of oil, following the evidence of the last year, is projected to hold demand for oil below the recent past.

    The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The EMM represents the generation, transmission, and pricing of electricity. It consists of four submodules: the Electricity Capacity Planning (ECP) Submodule, the Electricity Fuel Dispatch (EFD) Submodule, the Electricity Finance and Pricing (EFP) Submodule, and the Load and Demand-Side Management (LDSM) Submodule. For the Annual Energy Outlook 1998 (AEO98), the EMM has been modified to represent Renewable Portfolio Standards (RPS), which are included in many of the Federal and state proposals for deregulating the electric power industry. A RPS specifies that electricity suppliers must produce a minimum level of generation using renewable technologies. Producers with insufficient renewable generating capacity can either build new plants or purchase {open_quotes}credits{close_quotes} from other suppliers with excess renewable generation. The representation of a RPS involves revisions to the ECP, EFD, and the EFP. The ECP projects capacity additions required to meet the minimum renewable generation levels in future years. The EFD determines the sales and purchases of renewable credits for the current year. The EFP incorporates the cost of building capacity and trading credits into the price of electricity.

    The California renewable energy industries have worked diligently during the past couple of years to develop public policies conducive to the future of renewable energy production within the context of electric market restructuring and the evolving competitive electric services industry. The state`s biomass power industry has organized itself as the California Biomass Energy Alliance (CBEA), and has participated vigorously in the regulatory and legislative processes. In order to reward biomass power generators for the special services they provide, CBEA has promoted the concept of providing incentives specifically targeted to biomass within the context of any renewables program enacted in the state. This concept has been embraced by the other renewables industry organizations, but resisted by the utilities. This study represents an effort to identify, characterize, ad quantify the environmental costs and benefits of biomass energy use in California, and to elucidate the future role of biomass power production within the context of the evolving deregulation of the California electricity industry. The report begins with a review of the development and growth of the California biomass power industry during the past 15 years. This is followed by an analysis of the biomass fuels market development during the same period. It examines trends in the types and costs of biomass fuels. The environmental performance of the mature California biomass energy industry is analyzed, and takes into account the environmental impacts of the industry, and the impacts that would be associated with disposing of the materials used as fuels if the biomass power industry were not in operation. The analysis is then extended to consider the environmental and economic consequences of the loss of biomass generating capacity since 1993. The report ends with a consideration of the future prospects for the industry in the context of restructuring.

    The power industry in many parts of the world is currently undergoing dramatic changes: deregulation, privatization, competition and 3rd party access are the keywords. The major trends are summarized at the beginning of the paper to provide the basis for the evolving consequences for the power generation industry. In the restructured environment of the Open Market power generation companies frequently are organizationally separated from transmission, distribution, and supply and now have to sell their product directly to customers. This necessitates the introduction of energy trading support functions for both bilateral trading and power exchange trading. On the other hand, there is a close relationship between energy trading and the technical process of energy production. The paper discusses design principles for software systems supporting maximum economic benefits. First practical application experience is also presented. The energy trading process requires the break up of proprietary databases and proprietary data structures as this process has a major need to communicate with external partners who normally use different systems. This directly leads to 3rd party products for the database, standardized data structures and standardized communication protocols. The Open Market environment calls for new and modified planning functions: in some cases measured value information necessary for updating load forecasts cannot be directly achieved. This leads to the need for an estimator of the actual load situation, a completely new function. Power scheduling has to take care of the generation company's balance but it need not always be forced to 0. Regulating services from the grid companies can be used instead. This gives the scheduling functions additional freedom for determining more economic overall solutions considering both purchase and services and sales of energy.

    Telecommunications has been identified by the Department of Homeland Security as a critical infrastructure to the United States. Failures in the power systems supporting major telecommunications service nodes are a main contributor to major telecommunications outages, as documented by analyses of Federal Communications Commission (FCC) outage reports by the National Reliability Steering Committee (under auspices of the Alliance for Telecommunications Industry Solutions). There are two major issues that are having increasing impact on the sensitivity of the power distribution to telecommunication facilities: deregulation of the power industry, and changing weather patterns. A logical approach to improve the robustness of telecommunication facilities would be to increase the depth and breadth of technologies available to restore power in the face of power outages. Distributed energy resources such as fuel cells and gas turbines could provide one more onsite electric power source to provide backup power, if batteries and diesel generators fail. But does the diversity in power sources actually increase the reliability of offered power to the office equipment, or does the complexity of installing and managing the extended power system induce more potential faults and higher failure rates? This report analyzes a system involving a telecommunications facility consisting of two switch-bays and a satellite reception system.

    Observers at rest in a stationary spacetime flat at infinity can measure small amounts of rest-mass+internal energies+kinetic energies+pressure energy in a small volume of fluid attached to a local inertial frame. The sum of these small amounts is the total "matter energy" for those observers. The total mass-energy minus the matter energy is the binding gravitational energy. Misner, Thorne and Wheeler evaluated the gravitational energy of a spherically symmetric static spacetime. Here we show how to calculate gravitational energy in any static and stationary spacetime for isolated sources with a set of observers at rest. The result of MTW is recovered and we find that electromagnetic and gravitational 3-covariant energy densities in conformastatic spacetimes are of opposite signs. Various examples suggest that gravitational energy is negative in spacetimes with special symmetries or when the energy-momentum tensor satisfies usual energy conditions.

    Deregulation and open access in the natural gas pipeline industry has changed the gas business environment towards greater reliance on local energy flow rate measurement. What was once a large, stable, and well-defined source of natural gas is now a composite from many small suppliers with greatly varying gas compositions. Unfortunately, the traditional approach to energy flow measurement [using a gas chromatograph (GC) for composition assay in conjunction with a flow meter] is only cost effective for large capacity supplies (typically greater than 1 to 30 million scfd). A less costly approach will encourage more widespread use of energy measurement technology. In turn, the US will benefit from tighter gas inventory control, more efficient pipeline and industrial plant operations, and ultimately lower costs to the consumer. An assessment of the state and direction of technology for natural gas energy flow rate measurement is presented. The alternative technologies were ranked according to their potential to dramatically reduce capital and operating and maintenance (O and M) costs, while improving reliability and accuracy. The top-ranked technologies take an unconventional inference approach to the energy measurement problem. Because of that approach, they will not satisfy the fundamental need for composition assay, but have great potential to reduce industry reliance on the GC. Technological feasibility of the inference approach was demonstrated through the successful development of data correlations that relate energy measurement properties (molecular weight, mass-based heating value, standard density, molar ideal gross heating value, standard volumetric heating value, density, and volume-based heating value) to three inferential properties: standard sound speed, carbon dioxide concentration, and nitrogen concentration (temperature and pressure are also required for the last two). The key advantage of this approach is that inexpensive on-line sensors may be used to measure the inferential variables, which can then be applied (through the data correlations) to convert existing flow meters (ultrasonic, orifice, turbine, rotary, Coriolis, diaphragm, etc.) for on-line energy measurement. The practical issues for field development were evaluated using two transducers extracted from a $100 ultrasonic domestic gas meter, and a $400 infrared sensor.

Particular attention is given to U.S. venture capital investments in the energy/industrial sector over the period 1980-2010 Q1+Q2+Q3 as well as in the more recently created cross-cutting category of CleanTech over the period 1995-2010 Q1+Q2+Q3. During the early 1980s, U.S. venture capital investments in the energy/industrial sector accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices, the deregulation of large aspects of the energy industry, and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy/industrial investments. To wit, venture capital investments related to the energy/industrial sector accounted for only 1% of the $132 billion (in real 2010 US$) invested in 2000 by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy/industrial investment opportunities. Venture capital investments for 2009 for the energy/industrial sector accounted for $2.4 billion or slightly more than 13% of all venture capital invested that year. The total venture capital invested in energy/industrial during the first three quarters of 2010 is close to $2.4 billion accounting for slightly less than 15% of all venture capital investments during the first three quarters of 2010. In 2009, the aggregate amount invested in CleanTech was $2.1 billion (11% of the total US venture capital invested in that lean year) and for the first three quarters of 2010 US venture capital investments in CleanTech have already exceeded $2.8 billion (18% of all US venture capital investments made during the first three quarters of 2010). Between 2004 and 2009, U.S. venture capital investments in energy/industrial as well as CleanTech have more than quadrupled in real terms.

    Energy conservation is considered by some as synonymous with energy efficiency, but to others, it has a meaning of getting fewer or lower quality energy services. The degree of confusion between these meanings varies widely by individual, culture, historic period and language spoken. In the context of this document, energy conservation means to keep from being lost or wasted; saved, and energy efficiency means the ability to produce a desired effect or product with a minimum of effort, expense or waste.

    Studies were undertaken to determine whether ERK oscillations regulate a unique subset of genes in human keratinocytes and subsequently, whether the p38 stress response inhibits ERK oscillations. A DNA microarray identified many genes that were unique to ERK oscillations, and network reconstruction predicted an important role for the mediator complex subunit 1 (MED1) node in mediating ERK oscillation-dependent gene expression. Increased ERK-dependent phosphorylation of MED1 was observed in oscillating cells compared to non-oscillating counterparts as validation. Treatment of keratinocytes with a p38 inhibitor (SB203580) increased ERK oscillation amplitudes and MED1 and phospho-MED1 protein levels. Bromate is a probable human carcinogen that activates p38. Bromate inhibited ERK oscillations in human keratinocytes and JB6 cells and induced an increase in phospho-p38 and decrease in phospho-MED1 protein levels. Treatment of normal rat kidney cells and primary salivary gland epithelial cells with bromate decreased phospho-MED1 levels in a reversible fashion upon treatment with p38 inhibitors (SB202190; SB203580). Our results indicate that oscillatory behavior in the ERK pathway alters homeostatic gene regulation patterns and that the cellular response to perturbation may manifest differently in oscillating vs non-oscillating cells.

    This Transportation Energy Project is comprised of four unique tasks which work within the railroad industry to provide solutions in various areas of energy conservation. These tasks addressed: energy reducing yard related decision issues; alternate fuels; energy education, and energy storage for railroad applications. The NIU Engineering and Technology research team examined these areas and provided current solutions which can be used to both provide important reduction in energy usage and system efficiency in the given industry. This project also sought a mode in which rural and long-distance education could be provided. The information developed in each of the project tasks can be applied to all of the rail companies to assist in developing efficiencies.

    This paper shows several constraints that an unregulated plant would encounter. Florida Power Corporation has built a plant that has the characteristics of an IPP operating in the future deregulated electricity market. This plant, the University of Florida Cogeneration Plant undergoes the same conditions experienced in an IPP selling energy to the electric utilities when its contractual electric customer was unable to take the energy. It is a model of the future deregulated IPP.

    Energy storage technology is critical if the U.S. is to achieve more than 25% penetration of renewable electrical energy, given the intermittency of wind and solar. Energy density is a critical parameter in the economic viability of any energy storage system with liquid fuels being 10 to 100 times better than batteries. However, the economical conversion of electricity to fuel still presents significant technical challenges. This project addressed these challenges by focusing on a specific approach: efficient processes to convert electricity, water and nitrogen to ammonia. Ammonia has many attributes that make it the ideal energy storage compound. The feed stocks are plentiful, ammonia is easily liquefied and routinely stored in large volumes in cheap containers, and it has exceptional energy density for grid scale electrical energy storage. Ammonia can be oxidized efficiently in fuel cells or advanced Carnot cycle engines yielding water and nitrogen as end products. Because of the high energy density and low reactivity of ammonia, the capital cost for grid storage will be lower than any other storage application. This project developed the theoretical foundations of N2 catalysis on specific catalysts and provided for the first time experimental evidence for activation of Mo 2N based catalysts. Theory also revealed that the N atom adsorbed in the bridging position between two metal atoms is the critical step for catalysis. Simple electrochemical ammonia production reactors were designed and built in this project using two novel electrolyte systems. The first one demonstrated the use of ionic liquid electrolytes at room temperature and the second the use of pyrophosphate based electrolytes at intermediate temperatures (200 – 300 ºC). The mechanism of high proton conduction in the pyrophosphate materials was found to be associated with a polyphosphate second phase contrary to literature claims and ammonia production rates as high as 5X 10-8 mol/s/cm2 were achieved.

    As an outgrowth of the Technology Reinvestment Program of the 1990’s, an Agreement was formed between BWXT and the DOE to promote the commercialization of Superconducting Magnetic Energy Storage (SMES) technology. Business and marketing studies showed that the performance of electric transmission lines could be improved with this SMES technology by stabilizing the line thereby allowing the reserved stability margin to be used. One main benefit sought was to double the capacity and the amount of energy flow on an existing transmission line by enabling the use of the reserved stability margin, thereby doubling revenue. Also, electrical disturbances, power swings, oscillations, cascading disturbances and brown/black-outs could be mitigated and rendered innocuous; thereby improving power quality and reliability. Additionally, construction of new transmission lines needed for increased capacity could be delayed or perhaps avoided (with significant savings) by enabling the use of the reserved stability margin of the existing lines. Two crucial technical aspects were required; first, a large, powerful, dynamic, economic and reliable superconducting magnet, capable of oscillating power flow was needed; and second, an electrical power interface and control to a transmission line for testing, demonstrating and verifying the benefits and features of the SMES system was needed. A project was formed with the goals of commercializing the technology by demonstrating SMES technology for utility applications and to establish a domestic capability for manufacturing large superconducting magnets for both commercial and defense applications. The magnet had very low AC losses to support the dynamic and oscillating nature of the stabilizing power flow. Moreover, to economically interface to the transmission line, the magnet had the largest operating voltage ever made. The manufacturing of that design was achieved by establishing a factory with newly designed and acquired equipment, tooling, methods and skilled personnel. The final magnet system measured 14 feet in diameter, 10 feet in height, and weighed about 35 tons. The superconducting magnet and design technology was successfully implemented and demonstrated. The project was not successfully concluded however; as the critical planned final demonstration was not achieved. The utilities could not understand or clarify their future business needs and the regulatory requirements, because of the deregulation policies and practices of the country. Much uncertainty existed which prevented utilities from defining business plans, including asset allocation and cost recovery. Despite the technical successes and achievements, the commercial development could not be implemented and achieved. Thus, the demonstration of this enhancement to the utility’s transmission system and to the reliability of the nation’s electrical grid was not achieved. The factory was ultimately discontinued and the technology, equipment and product were placed in storage.
