    Oil Gas Journal for the first time has compiled a county-by-county list of underground natural-gas storage operating in the US on Sept. 1. Nearly 3.1 tcf of working gas in storage is currently operated. As will be discussed, several projects to add capacity are under way or planned before 2000. To collect the data, OGJ contacted every company reported by the American Gas Association, U.S. Federal Energy Regulatory Commission, or the US Department of Energy to have operated storage in the past 2 years. The results were combined with other published information to form Table 1 which provides base, working, and total gas capacities for storage fields, types of reservoirs used, and daily design injection and withdrawal rates. The paper also discusses deregulation, what's ahead, and salt cavern storage.

    The member countries within the European Union (EU) have agreed to open all national electricity markets for competition, starting January 1, 1999. The electricity market in Sweden is deregulated since January 1, 1996. The deregulation of the electricity markets will gradually shift the electricity price levels in different countries towards an equal price level, which will most likely be close to the levels on the Continental Europe. A deregulated European electricity market may change the competition situation for Swedish industries dramatically. The capacity in electric generation with low operating costs in Sweden has led to very low electricity prices and high usage level compared to other EU countries. The consumption level of electric energy per capita is nearly three times higher in Sweden than the average per capita EU usage. The high level of electricity consumption is typical also of industrial customers in Sweden. Studies of Volvo Car Corporation have shown that the Volvo car plant in Torslanda, Sweden utilizes substantially more electric energy per manufactured car than the Volvo car plant in Gent, Belgium. A method is developed to transform the Torslanda plant from a low energy efficiency state to a higher energy efficiency state by modeling. The method is based on the Life Cycle Cost (LCC) concept and includes optimization models of the two plants with mixed integer linear programming (MILP).

    Public policy towards natural gas has swung first towards, and then away from regulation in this century. In 1906, the Congress specifically excluded natural gas from the jurisdiction of the Interstate Commerce Commission. Three decades later, a New Deal Congress passed the Natural Gas Act of 1938 bringing pipelines under the control of the Federal Power Commission (FDC). Forty years thereafter, the Congress passed a phased decontrol bill, the Natural Gas Policy Act (NGPA) of 1978, as part of the Carter Administration's National Energy Plan. Recently, the Congress has backed off from New Deal legislation in other markets - notably aviation and trucking. In this study, the rise and fall of economic regulation in the natural gas industry are examined to understand: (1) why public policy has followed a pendulum's path, and (2) the economic consequences of regulation and deregulation. The main part of the analysis is directed toward the Natural Gas Policy Act of 1978. Widely viewed as a deregulation measure, the author finds that the Act is more restrictive and burdensome than the pricing policies it superceded. The path toward deregulation in natural gas and perhaps other markets is not as direct or simple as might be expected.

    Restructuring of the electricity market has affected all aspects of the power industry from generation to transmission, distribution, and consumption. Transmission circuits, in particular, are stressed often exceeding their stability limits because of the difficulty in building new transmission lines due to environmental concerns and financial risk. Deregulation has resulted in the need for tighter control strategies to maintain reliability even in the event of considerable structural changes, such as loss of a large generating unit or a transmission line, and changes in loading conditions due to the continuously varying power consumption. Our research efforts under the DOE EPSCoR Grant focused on Integrated Computing, Communication and Distributed Control of Deregulated Electric Power Systems. This research is applicable to operating and controlling modern electric energy systems. The controls developed by APERC provide for a more efficient, economical, reliable, and secure operation of these systems. Under this program, we developed distributed control algorithms suitable for large-scale geographically dispersed power systems and also economic tools to evaluate their effectiveness and impact on power markets. Progress was made in the development of distributed intelligent control agents for reliable and automated operation of integrated electric power systems. The methodologies employed combine information technology, control and communication, agent technology, and power systems engineering in the development of intelligent control agents for reliable and automated operation of integrated electric power systems. In the event of scheduled load changes or unforeseen disturbances, the power system is expected to minimize the effects and costs of disturbances and to maintain critical infrastructure operational.

    The degree to which any deregulated market functions efficiently often depends on the ability of market agents to respond quickly to fluctuating conditions. Many restructured electricity markets, however, experience high prices caused by supply shortages and little demand-side response. We examine the implications for market operations when a risk-averse retailer's end-use consumers are allowed to perceive real-time variations in the electricity spot price. Using a market-equilibrium model, we find that price elasticity both increases the retailers revenue risk exposure and decreases the spot price. Since the latter induces the retailer to reduce forward electricity purchases, while the former has the opposite effect, the overall impact of price responsive demand on the relative magnitudes of its risk exposure and end-user price elasticity. Nevertheless, price elasticity decreases cumulative electricity consumption. By extending the analysis to allow for early settlement of demand, we find that forward stage end-user price responsiveness decreases the electricity forward price relative to the case with price-elastic demand only in real time. Moreover, we find that only if forward stage end-user demand is price elastic will the equilibrium electricity forward price be reduced.

    Utilities have adapted to an operating environment increasingly constrained by emissions requirements, e.g., Phase 1 of the US 1992 Clean Air Act Amendments (CAAA), and by competitive economic conditions triggered in the present early stages of utility deregulation. Low capacity utilization, while not desirable, has been a factor in the ability of utilities to adapt. The method of choice for many Midwestern utilities has been to switch to sub-bituminous coals from the Powder River Basin (PRB) with their low sulfur and low delivered cost. However, the derates that have been experienced by switching to PRB coal in order to adapt to present regulations will become a negative factor as capacity utilization increases. Beneficiation of sub-bituminous coals would provide one option for utilities to eliminate derates and thereby increases capacity utilization, while maintaining low SO{sub 2} emissions. An optimum product can be delivered where just enough upgraded material could be blended with run-of-mine PRB coal at the beneficiation plant/mine facility to allow desired power plant performance at the lowest cost. Two plants, large enough to provide trainload quantities of unblended upgraded product, are in operation. A third plant is under construction. Progress continues in demonstrating the ability to transport and use these materials in utility boilers. This paper reviews the results of full-scale burns of the products from one of these plants, including shipments of both blended and unblended material. Technically, burns have been completed in boiler types including both pulverized-fired and cyclone-fired units. Stable flames are produced with NO{sub x} emissions lower than or comparable to the baseline blend. Opacity results are consistent with those of the source coal used for upgrading. Also considered are the economics of increased capacity utilization using these beneficiated PRB fuels in blends with PRB coal.

Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand.     As the electric utility industry marches toward restructuring and consumer choice, sales methods also must be restructured in ways that will shake the foundations of tradition. The new retail structure will likely replace the single electricity supplier with a traditional, competitive marketplace where multiple choices drive supply and demand for consumers. As existing utilities reshape their corporate structure and business practices in an attempt to retain and broaden their customer base, marketing departments will strive to build a saleable brand. The ultimate battles, however, will be fought in the trenches by the sales department. Very simply, success will depend on the ability of an individual to convince the decision-maker to stay with the incumbent supplier or to convert. In an industry that is converting from a seller's market to a buyer's market, this procedure will require skill, maturity, and experience. Decision-making for the buyer typically shifts from a facility manager, often an engineer, to an experienced purchasing manager who arrives on the scene infused with goals of reducing costs and consumption, and improving energy management. With each new professional purchasing manager, an unsuspecting utility can find itself facing an escalated battle in the new competitive war.

    The term ESCO has a different meaning to different people. Increasingly, the term is used in its broadest sense to describe any company providing services related to a customer's energy acquisition and use. Previously, the term ESCO was synonymous with contractors who installed new equipment that was paid for by the energy cost savings that resulted. As a result of competition, restructuring and de-regulation of the electricity and gas sectors, the range of firms offering energy services now includes: local utilities using services to retain customers, remote utilities offering services to customers outside their franchise as a door opener to future commodity sales, local and remote utilities who see services as a more lucrative growth opportunity than commodities or transportation of the commodity, facility managers taking advantage of outsourcing trends and using energy management to reduce costs, power marketers, power brokers, aggregators combining energy analysis to segment their customers with processes to identify potential conservation and load management opportunities, cogeneration developers, and agents who help their customers navigate the uncharted waters of the deregulated energy business. This paper will review the impact of the broader definition of ESCOs with a view toward forecasting future trends in the industry including consideration of the fact that the term, energy service, may, itself, be too narrow a definition for a successful business of industry.

The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

    In 1994, California touched off a nationwide movement to deregulate the electric utility industry. The original {open_quotes}restructuring{close_quotes} proposal in California provided for competition among electrical generating sources on the basis of price alone, which would preclude the operation of most biomass power and other renewable generators in the state. This would represent a major loss in terms of the environmental services provided by the biomass energy industry, which include not only the avoidance of fossil fuel use, but also a superior disposal alternative for a variety of wastes and residues. The California biomass energy industry has pioneered an effort to establish a set-aside for renewable energy generation in the state. This concept has been incorporated in the current version of the restructuring proposal at the California Public Utilities Commission (CPUC), which specifies the creation of a {open_quotes}minimum renewables purchase requirement.{close_quotes} The details of how the policy will be implemented have yet to be worked out. The first phase in this effort is being carried out by a CPUC-sanctioned Renewables Working Group, which has broad stakeholder participation. This group has identified and analyzed the major issues that must be addressed in the development of an effective policy for the promotion of renewable energy within the context of electricity deregulation.

    Energy efficiency efforts could suffer significantly if electric deregulation results in less funding for efficiency incentives and if it allows declining block and marginal rate structures which undermine the economics of efficiency projects by reducing the dollar value of energy savings. On the other hand, introducing competition will create new choices for energy users as well as new opportunities for both energy users and energy service companies (ESCOs) to work as partners to achieve environmental as well as cost saving objectives. Energy users will need to develop a number of green strategies to maintain their conservation efforts in a deregulated market while taking advantage of reduced energy prices. These strategies include incorporating energy efficiency services in power purchases; using efficiency measures to shift, level and reduce electric loads (to help attract cheaper power); identifying rate structures which work in the marketplace but preserve efficiency incentives; and creating a culture change to shift to lifecycle cost/benefit evaluation of energy conservation projects. These endeavors lend themselves to creative partnerships with traditional energy efficiency ESCOs and with ESCOs which have expanded their offerings to include power sales. With choice comes responsibility, and at least some larger energy users will want to buy electricity from less polluting sources. ESCOs can develop a portfolio of clean power sources and provide this product, or they can serve a consultant's role and help energy users learn and use the market to buy clean power. ESCOs which develop these value-added capabilities will serve the public interest while occupying an advantageous and profitable marketing niche.

Falling oil prices, economic upswings, currency devaluations, increasingly rigorous environmental quality standards, deregulation of electricity markets, and continued advances in exploration and production technology were among the challenges and opportunities to the industry in 1997. To analyze the extent to which these and other developments have affected energy industry financial and operating performance, strategies, and industry structure, the Energy Information Administration (EIA) maintains the Financial Reporting Systems (FRS). Through Form EIA-28, major US energy companies annually report to the FRS. Financial and operating information is reported by major lines of business, including oil and gas production (upstream), petroleum refining and marketing (downstream), other energy operations, and nonenergy business. Performance Profiles of Major Producers 1997 examines the interplays of energy markets, companies` strategies, and government policies (in 1997 and in historical context) that gave rise to the results given here.     In this decade, several energy centers, such as PG and E's Pacific Energy Center in San Francisco have played a particularly interesting role in educating building professionals and utility customers about energy-efficient design and technologies. Energy centers' upstream and mid-market efforts have evolved as practical, effective, and less expensive adjuncts or alternatives to promoting energy efficiency through downstream financial incentives. The centers' roles fit especially well in the context of a nascent deregulated gas and electric marketplace and its multiple market actors. Although California's centers differ in focus and objectives, they serve the common function of technology transfer and provide access to reliable information that balances the opportunism, and even recidivism, the evolving energy marketplace may create. Energy centers can be well-positioned to influence the flow of information among actors in an inherently chaotic, yet rich, building market. In this market, research institutions will continue to evolve new energy-efficient technologies; manufacturers will continue to search for new applications for their products; ESCO's will search for new energy efficiency services to promote; building design professionals will continue to have a pronounced effect on the market penetration of new technologies by adopting (or not adopting) energy-efficient products and practices. Equally important, end-users will continue to want unbiased information about energy-efficiency. This paper summarizes six year's experience with an energy center centered on a public good/energy conservation mission strategically targeted to building professionals. This approach facilitates and rationalizes the movement of information among market actors to transform the marketplace and accelerate implementation of energy efficiency.

    The only way resources can be efficiently allocated in our market system is if prices of resources, goods, and services properly reflect their true value to society. However, because of (a) imperfections in the pricing mechanisms that currently influence private-sector decision making; (b) the difference in planning horizons between individuals and government; and (c) the external benefits that would accrue to society from energy-conscious decision making by individuals, it is apparent that there exists a substantial underinvestment in advanced-conservation and renewable-resource building technologies. Even if domestic energy prices were deregulated to reflect world market prices (now determined by OPEC) it is likely that underinvestment in energy-conscious design would still occur. For that reason, the only way that energy-conscious design will be implemented to the extent warranted is if a concerted political commitment is made to such a program at the Federal, state, and local levels. Such a commitment is not without precedent. The experiences of Davis and San Diego, California, and the TVA exemplify the extent to which energy conservation and renewable-resource development can be carried out if political leadership and support is established. It is known that technologies and design solutions for energy-efficient buildings are available today and are cost-effective. What remains to be seen is whether the political leadership of the United States will fully recognize the sensibility of a concerted conservation and renewable-energy-resource program for buildings as opposed to continued attempts at increasing energy production to supply an energy-inefficient-building inventory. 16 references.

    This report reviews current perspectives on market barriers to energy efficiency. Ratepayer-funded utility energy-efficiency programs are likely to change in scope, size, and nature as the deregulation process proceeds; the authors research focuses on understanding to what extent some form of future intervention may be warranted and how they might judge the success of particular interventions, especially those funded by ratepayers. They find that challenges to the existence of market barriers have, for the most part, failed to provide a testable alternative explanation for evidence suggesting that there is a substantial ``efficiency gap`` between a consumer`s actual investments in energy efficiency and those that appear to be in the consumer`s own interest. They then suggest that differences of opinion about the appropriateness of public policies stem not from disputes about whether market barriers exist, but from different perceptions of the magnitude of the barriers, and the efficacy and (possibly unintended) consequences of policies designed to overcome them. They conclude that there are compelling justifications for future energy-efficiency policies. Nevertheless, in order to succeed, they must be based on a sound understanding of the market problems they seek to correct and a realistic assessment of their likely efficacy. This understanding can only emerge from detailed investigations of the current operation of individual markets.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs currently sponsored by the utilities. The issues were not resolved at year-end, but the state`s public utilities began to take steps to improve their positions in a future competitive market by cutting costs, improving efficiencies operating plants, and enlarging their nonutility interests.

    In this paper we investigate predictability of electricity prices in the Canadian provinces of Alberta and Ontario, as well as in the US Mid-C market. Using scale-dependent detrended fluctuation analysis, spectral analysis, and the probability distribution analysis we show that the studied markets exhibit strongly anti-persistent properties suggesting that their dynamics can be predicted based on historic price records across the range of time scales from one hour to one month. For both Canadian markets, the price movements reveal three types of correlated behavior which can be used for forecasting. The discovered scenarios remain the same on different time scales up to one month as well as for on- and off- peak electricity data. These scenarios represent sharp increases of prices and are not present in the Mid-C market due to its lower volatility.     Observers at rest in a stationary spacetime flat at infinity can measure small amounts of rest-mass+internal energies+kinetic energies+pressure energy in a small volume of fluid attached to a local inertial frame. The sum of these small amounts is the total "matter energy" for those observers. The total mass-energy minus the matter energy is the binding gravitational energy. Misner, Thorne and Wheeler evaluated the gravitational energy of a spherically symmetric static spacetime. Here we show how to calculate gravitational energy in any static and stationary spacetime for isolated sources with a set of observers at rest. The result of MTW is recovered and we find that electromagnetic and gravitational 3-covariant energy densities in conformastatic spacetimes are of opposite signs. Various examples suggest that gravitational energy is negative in spacetimes with special symmetries or when the energy-momentum tensor satisfies usual energy conditions.

    Telecommunications has been identified by the Department of Homeland Security as a critical infrastructure to the United States. Failures in the power systems supporting major telecommunications service nodes are a main contributor to major telecommunications outages, as documented by analyses of Federal Communications Commission (FCC) outage reports by the National Reliability Steering Committee (under auspices of the Alliance for Telecommunications Industry Solutions). There are two major issues that are having increasing impact on the sensitivity of the power distribution to telecommunication facilities: deregulation of the power industry, and changing weather patterns. A logical approach to improve the robustness of telecommunication facilities would be to increase the depth and breadth of technologies available to restore power in the face of power outages. Distributed energy resources such as fuel cells and gas turbines could provide one more onsite electric power source to provide backup power, if batteries and diesel generators fail.     Described are the methodology and results of an analysis to determine the eligibility of an energy-efficient item for the residential energy-tax credit. Although energy credits are granted only on a national basis, an attempt to determine the tax-credit eligibility for an item such as the heat-pump water heater (HPWH) analyzing national data is inappropriate. The tax-credit eligibility of the HPWH is evaluated for the ten federal regions to take into consideration the regional differences of: (1) HPWH annual efficiency, (2) existing water heater stocks by fuel type, (3) electricity, fuel oil, and natural-gas price variations, and (4) electric-utility oil and gas use for electricity generation. A computer model of consumer choice of HPWH selection as well as a computer code evaluating the economics of tax-credit eligibility on a regional basis were developed as analytical tools for this study. The analysis in this report demonstrates that the HPWH meets an important criteria for eligibility by the Treasury Department for an energy tax credit (nationally, the estimated dollar value of savings of oil and gas over the lifetime of those HPWH's sold during 1981 to 1985 due to the tax credit exceeds the revenue loss to the treasury). A natural-gas price-deregulation scenario is one of two fuel scenarios that are evaluated using the equipment choice and tax-credit models. These two cases show the amounts of oil and gas saved by additional HPWH units sold (due to the tax credit during 1981 to 1985 (range from 13.9 to 23.1 million barrels of oil equivalent over the lifetime of the equipment.

    Light received from a cosmological source is redshifted with an apparent loss of energy, a problem first pointed out by Edwin Hubble in 1936. A new type of energy called Hubble Energy is introduced to restore the principle of energy conservation. The energy has no inertial or gravitational effect but retards radial motion in a manner consistent with the anomalous acceleration experienced by the Pioneer probes leaving the solar system. The energy is predicted to have important effects on the scale of galaxies, and some of these effects are qualitatively examined: for example, with Hubble Energy, flat rotation curves are found to be an inevitable consequence of spiral galaxy formation. The Hubble Energy is incorporated into the Friedmann Equation and shown to add a term similar to the cosmological term, with a magnitude of order 10^-35 s^-2.

These tasks addressed: energy reducing yard related decision issues; alternate fuels; energy education, and energy storage for railroad applications. The NIU Engineering and Technology research team examined these areas and provided current solutions which can be used to both provide important reduction in energy usage and system efficiency in the given industry. This project also sought a mode in which rural and long-distance education could be provided. The information developed in each of the project tasks can be applied to all of the rail companies to assist in developing efficiencies.

    The thermal energy contained in magmatic systems represents a huge potential resource. In the US, useful energy contained in molten and partially-molten magma within the upper 10 km of the crust has been estimated at 5 to 50 x 10/sup 22/ J (50,000 to 500,000 Quads). The objective of the Magma Energy Extraction Program is to determine the engineering feasibility of locating, accessing, and utilizing magma as a viable energy resource. This program follows the DOE/OBES-funded Magma Energy Research Project that concluded scientific feasibility of the magma energy concept. A primary long-range goal of this program is to conduct an energy extraction experiment directly in a molten, crustal magma body. Critical to determining engineering feasibility are several key technology tasks: (1) Geophysics - to obtain detailed definition of potential magma targets, (2) Geochemistry/Materials - to characterize the magma environment and select compatible engineering materials, (3) Drilling - to develop drilling and completion techniques for entry into a magma body, and (4) Energy Extraction - to develop heat extraction technology.
