    In September 1991, Oak Ridge National Laboratory (ORNL) completed tasking to assist the Military Traffic Management Command Directorate of International Traffic (MTIT) in the analysis of a potential Shared Data Environment (SDE) for MTIT automated cargo traffic systems. This analysis was a preliminary effort with emphasis on documentation of requirements, examination of design alternatives, and identification of specific MTIT systems' data sharing problems. This report records the results of the ORNL analysis. The SDE envisioned by ORNL at this point in the analysis is not merely a repository of information; it is also a system that allows processing of distributed data. To provide high-level access to and control over international cargo processes, ORNL recommends a loosely coupled, replicated database design with high-speed communications among all sites.

    The objective of this study is to provide cost est engineering, design, installation, operation and maintenance of Advanced Traffic Management Systems (ATMS) in the largest 75 metropolitan areas in the United States. This report gives estimates for deployment costs for ATMS in the next five years, subject to the qualifications and caveats set out in following paragraphs. The report considers infrastructure components required to realize fully a functional ATMS over each of two highway networks (as discussed in the Section describing our general assumptions) under each of the four architectures identified in the MITRE Intelligent Vehicle Highway Systems (IVHS) Architecture studies. The architectures are summarized in this report in Table 2. Estimates are given for eight combinations of highway networks and architectures. We estimate that it will cost between $8.5 Billion (minimal network) and $26 Billion (augmented network) to proceed immediately with deployment of ATMS in the largest 75 metropolitan areas. Costs are given in 1992 dollars, and are not adjusted for future inflation. Our estimates are based partially on completed project costs, which have been adjusted to 1992 dollars. We assume that a particular architecture will be chosen; projected costs are broken by architecture.

    in this paper, the urban traffic improvement and transportation control in Xiamen are highlighted. Xiamen is a port city and an economical special zone of China. As the economy grows, the transportation is developing dramatically and becoming the key for further economic development. The air quality is threatened by the rapid growth of the vehicles in the city. The most urgent task in improving urban traffic is to establish a sound traffic system. The municipal government takes great effort to improve the traffic condition, as well as to reduce green house gases and protect air environment. Some management and technical measures are carried out. Those management measures are mainly as follows: (1) systematic planning of the city arrangement and city functional division, and integrated planning of the urban roads system, (2) putting great emphasis on tail gas monitoring and management, and (3) establishing optimized utilization of motor vehicles. Those included in the main technical measures are (1) making the roads clear, (2) enlarging traffic capacity, and (3) developing the public transport. The most urgent task in improving urban traffic is to establish a sound traffic system. The city municipal government and Transportation Management Bureau plan to make a series of reforms to improve the urban traffic condition, such as building high quality road around the city, reducing the number of one way roads and replacing gasoline buses with electric buses. An optimized traffic system of Xiamen, taking public transport as the main means, is the key to meet the needs of both traffic improvement and urban transportation pollution control.

This presentation is condensed from a full day course focusing on hands-on techniques for conducting an air quality/energy management review of your operation or plant. The stringent (Non-attainment for PM{sub 10}, Ozone and CO) South Coast Air Quality Management District (SCAQMD) of Southern California rules and regulations are applied to the die casting (metals) industry as well as other production processes. Examples and a case study of real energy intensive production facilities will be used. Developing options for air quality improvement with energy cost control are the key goals of the presentation.   3. Managing the analysis of air quality impacts under NEPA

    The National Environmental Policy Act of 1969 (NEPA) mandates the analysis and evaluation of potential impacts of major Federal actions having the potential to affect the environment. The Clean Air Act Amendments of 1990 identify an array of new air quality issues appropriate for analysis in compliance with NEPA. An example is emissions of the 189 hazardous air pollutants identified in Title III. The utility industry estimates that more than 2.4 billion pounds of toxic pollutants were emitted to the atmosphere in 1988, with the potential for resultant adverse health impacts such as cancer, reproductive effects, birth defects, and respiratory illness. The US Department of Energy (DOE) provides Federal funds for projects that utilize coal as the primary fuel, including the approximately 45 projects funded over the past ten years under the Clean Coal Technology Demonstration Program. Provision of Federal funds brings these projects under NEPA review. While electric steam generating units greater than 25 MW are currently excluded from regulatory review for the 189 air toxics listed in Title III, they are not, due to their potential impacts, excluded from NEPA review when Federally funded, in whole or in part. The authors will discuss their experiences drawn from NEPA evaluations of coal-fired power projects, the differences between regulatory requirements and NEPA requirements, source categories, major and area sources, conformity, maximum achievable control technology, mandatory licensing, radionuclides, visibility, toxics found to be emitted from coal combustion, public involvement, citizen suits, the bounty system, and how NEPA review can result in beneficial changes to proposed projects through mitigation measures to avoid or minimize potentially adverse environmental impacts.

    The analysis of emissions from landfills is questioned. Why are the emissions estimated compared on a peak-year rather that on a life-cycle basis? The authors reply that unlike most traditional air pollutant sources, the annual emissions of landfill gas vary markedly, depending on the pace of MSW decomposition over the years. The peak-year emission rate projected over the landfill`s lifetime is what is compared to regulatory emission thresholds to determine whether Title V permitting, etc. applies.

    PEM fuel cells are excellent candidates for transportation applications due to their high efficiencies. PEM fuel cell Balance of Plant (BOP) components, such as air, thermal, and water management sub-systems, can have a significant effect on the overall system performance, but have traditionally not been addressed in research and development efforts. Recognizing this, the U.S. Department of Energy and Honeywell International Inc. are funding an effort that emphasizes the integration and optimization of air, thermal and water management sub-systems. This effort is one of the major elements to assist the fuel cell system developers and original equipment manufacturers to achieve the goal of an affordable and efficient power system for transportation applications. Past work consisted of: (1) Analysis, design, and fabrication of a motor driven turbocompressor. (2) A systematic trade study to select the most promising water and thermal management systems from five different concepts (absorbent wheel humidifier, gas to gas membrane humidifier, porous metal foam humidifier, cathode recycle compressor, and water injection pump.) This presentation will discuss progress made in the research and development of air, water and thermal management sub-systems for PEM fuel cell systems in transportation applications. More specifically, the presentation will discuss: (1) Progress of the motor driven turbocompressor design and testing; (2) Progress of the humidification component selection and testing; and (3) Progress of the thermal management component preliminary design. The programs consist of: (1) The analysis, design, fabrication and testing of a compact motor driven turbocompressor operating on foil air bearings to provide contamination free compressed air to the fuel cell stack while recovering energy from the exhaust streams to improve system efficiency.     Biomass such as agricultural residues, energy crops and yard waste has significant potential to be used as renewable feedstocks for production of fuels, chemicals and energy. However, in a given location, biomass availability, cost and quality can vary markedly. Strategies to manage these traits must be identified and implemented so that consistent low-cost and high-quality feedstocks can be delivered to biorefineries year round. In this study, we examine air classification as a method to mitigate high ash concentrations in corn stover, switchgrass, and grass clippings. Formulation techniques were then used to produce blends that met ash quality and biomass quantitymore » specifications at the lowest possible cost for biopower and biochemical conversion applications. It was found that air classification can separate the biomass into light fractions which contain concentrated amounts of elemental ash components introduced through soil contamination such as sodium, alumina, silica, iron and titania; and heavy fractions that are depleted in these components and have relatively lower total ash content. Light fractions of corn stover and grass clippings were found to be suitable for combustion applications since they had less propensity to slag than the whole biomass material. The remaining heavy fractions of corn stover or grass clippings could then be blended with switchgrass to produce blends that met the 5% total ash specifications suggested for biochemical conversions. However, ternary blends of the three feedstocks were not possible due to the high ash content of grass clippings. Lastly, it was determined that air classification by itself was not suitable to prepare these feedstocks for pyrolysis due to high ash content.« less

  10. Proceedings for air quality management programs: A workshop on lessons learned

    The coordinators of this project at Los Alamos National Laboratory and the Instituto Mexicano del Petroleo proposed a workshop to bring together an international group of experts to present both the lessons of history and the current practices in air quality management around the world. The workshop would also serve as a forum for presenting the accomplishments and plans of this project and for receiving comments from the assembled group. The workshop was favored with an outstanding set of speakers who represented a broad spectrum of experience. Their papers are presented in this volume. The total attendance was forty-four (see List of Participants) with representation from numerous interested Mexican institutions. Individual reports are processed separately for the database.

    The Occupational Safety and Health Administration promulgates and enforces regulations that govern the health and safety of workers. OSHA rules often are considered to govern what happens {open_quotes}inside the fence line,{close_quotes} or within the physical boundaries of the facility. In some ways, the U.S. Environmental Protection Agency takes over where OSHA leaves off. The U.S. EPA is responsible for environmental programs {open_quotes}outside the fence line.{close_quotes} The concept is as simple as drawing a line, or is it? Anyone developing and implementing compliance programs, whether for OSHA or EPA, will tell you nothing is that simple. EPA`s recent promulgation of rules pertaining to risk management programs is a case in point. A new EPA rule is intended to compliment OSHA requirements under the Process Safety Management (PSM) rule. Under the OSHA rule, plant operators developed programs that ensure safe measures are in use when handling certain chemicals. During the past three years, waste-to-energy facilities faced difficult decisions when complying with the PSM requirements. Earlier this year, the US EPA promulgated its 112(r)(7) rule that is intended to `complement` OSHA`s PSM requirements. This is not always the case. Unfortunately, these new Clean Air Act requirements do not always complement, but may instead confuse plant operators. For example, EPA`s 112(r) rule may force plant operators to change, once again, their decisions on the use of selected chemicals. The US EPA estimates that approximately 66,000 facilities, including the 114 waste-to-energy facilities nationwide, may be affected by the list and risk management planning rules. The facilities include chemical and many other manufacturers, cold storage facilities with ammonia refrigeration systems, public water treatment systems, wholesalers and distributors of these chemicals, propane retailers, utilities, and federal facilities.

    Digital microfluidics (DMF) is a powerful technique for sample preparation and analysis for a broad range of biological and chemical applications. In many cases, it is desirable to carry out DMF on an open surface, such that the matrix surrounding the droplets is ambient air. However, the utility of the air-matrix DMF format has been severely limited by problems with droplet evaporation, especially when the droplet-based biochemical reactions require high temperatures for long periods of time. We present a simple solution for managing evaporation in air-matrix DMF: just-in-time replenishment of the reaction volume using droplets of solvent. We demonstrate that this solution enables DMF-mediated execution of several different biochemical reactions (RNA fragmentation, first-strand cDNA synthesis, and PCR) over a range of temperatures (4–95 °C) and incubation times (up to 1 h or more) without use of oil, humidifying chambers, or off-chip heating modules. Reaction volumes and temperatures were maintained roughly constant over the course of each experiment, such that the reaction kinetics and products generated by the air-matrix DMF device were comparable to those of conventional benchscale reactions. As a result, this simple yet effective solution for evaporation management is an important advance in developing air-matrix DMF for a wide variety of new, high-impact applications, particularly in the biomedical sciences.

    Bangkok, the capital of Thailand, is a physically and economically complexcity with a complicated transport system. With daily traffic congestion averaging 16 hours, the air quality is such that to breathe street level pollution for 8 eight hours is roughly equivalent to smoking nine cigarettes per day. Estimates suggest idling traffic costs up to $1.6 billion annually. Energy use within the transport sector is on a steady rise with an estimated increase in 11 years of two and one half times. Severe health impacts have begun to effect many residents - young children and the elderly being particularly vulnerable. Bangkok`s air quality and congestion problems are far from hopeless. Great potential exists for Bangkok to remedy its transport-related problems. The city has many necessary characteristics that allow an efficient, economical system of transport. For example, its high density level makes the city a prime candidate for an efficient system of mass transit and the multitude and close proximity of shops, street vendors, restaurants, and residential areas is highly conducive to walking and cycling. Technical knowledge and capacity to devise and implement innovative policies and projects to address air quality and congestion problems is plentiful. There is also consensus among Bangkokians that something needs to be done immediately to clear the air and the roads. However, little has been done. This report proposes a new approach to transport planning for Bangkok that integrates consideration of ecological, social, and financial viability in the process of making decisions regarding managing existing infrastructure and investments in new infrastructure. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

Two econometric approaches are applied. The first approach is a fixed effects model, while the second is a Stochastic Frontier Analysis (SFA) with fixed effects model. The advantage of the first approach is the ability of controlling for stable time invariant characteristics of the municipalities, thereby eliminating potentially large sources of bias. The second approach is applied in order to estimate the technical efficiency and rank of each municipality accordingly. The regressions control for various demographic, economic and recycling services, such as income per capita, population density, unemployment, trash services, Pay-as-you-throw (PAYT) program and meteorological data. The findings support that a negative relationship between particulate particles in the air 2.5 μm or less in size (PM{sub 2.5}) and recycling rate is presented. In addition, the pollution is increased with increases on income per capita up to $23,000–$26,000, while after this point income contributes positively on air quality. Finally, based on the efficiency derived by the Stochastic Frontier Analysis (SFA) model, the municipalities which provide both drop off and curbside services for trash, food and yard waste and the PAYT program present better performance regarding the air quality.

    This pamphlet describes how, by encouraging commuting options, local governments can help reduce air pollution, fuel consumption, and traffic congestion. Minimizing these problems makes the community more appealing to businesses, residents, and visitors and boosts the local economy. Approaches to alternative transportation are as varied as the communities devising and using them. But the critical factor is initiative from local governments, often one of communities largest employers. They can use and promote commuting alternatives among their employees. Local governments can also promote alternative transportation among other employers and the general public. They can provide information on commuting options, improve the infrastructure, and use local authority to require and reward those changes necessary to make alternative transportation a widely accepted part of community life. Best of all, local governments can lead by example and establish a template for other employers to follow.

    In estimating the frequency of an aircraft crashing into a facility, it has been found convenient to break the problem down into two broad categories. One category estimates the aircraft crash frequency due to air traffic from nearby airports, the so-called near-airport environment. The other category estimates the aircraft crash frequency onto facilities due to air traffic from airways, jet routes, and other traffic flying outside the near-airport environment The total aircraft crash frequency is the summation of the crash frequencies from each airport near the facility under evaluation and from all airways, jet routes, and other traffic near the facility of interest. This paper will examine the problems associated with the determining the aircraft crash frequencies onto facilities outside the near-airport environment. This paper will further concentrate on the estimating the risk of aircraft crashes to ground facilities due to high altitude air carrier and air taxi traffic. High altitude air carrier and air taxi traffic will be defined as all air carrier and air taxi flights above 18,000 feet Mean Sea Level (MSL).

    The Air Quality Utility Information System (AQUIS) is a database management system that operates under dBASE IV. It runs on an IBM-compatible personal computer (PC) with MS DOS 5.0 or later, 4 megabytes of memory, and 30 megabytes of disk space. AQUIS calculates emissions for both traditional and toxic pollutants and reports emissions in user-defined formats. The system was originally designed for use at 7 facilities of the Air Force Materiel Command, and now more than 50 facilities use it. Within the last two years, the system has been used in support of Title V permit applications at Department of Defense facilities. Growth in the user community, changes and additions to reference emission factor data, and changing regulatory requirements have demanded additions and enhancements to the system. These changes have ranged from adding or updating an emission factor to restructuring databases and adding new capabilities. Quality assurance (QA) procedures have been developed to ensure that emission calculations are correct even when databases are reconfigured and major changes in calculation procedures are implemented. This paper describes these QA and updating procedures. Some user facilities include light industrial operations associated with aircraft maintenance. These facilities have operations such as fiberglass and composite layup and plating operations for which standard emission factors are not available or are inadequate. In addition, generally applied procedures such as material balances may need special treatment to work in an automated environment, for example, in the use of oils and greases and when materials such as polyurethane paints react chemically during application. Some techniques used in these situations are highlighted here. To provide a framework for the main discussions, this paper begins with a description of AQUIS.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

    While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

  4. Progress towards Managing Residential Electricity Demand: Impacts of Standards and Labeling for Refrigerators and Air Conditioners in India

    The development of Energy Efficiency Standards and Labeling (EES&L) began in earnest in India in 2001 with the Energy Conservation Act and the establishment of the Indian Bureau of Energy Efficiency (BEE). The first main residential appliance to be targeted was refrigerators, soon to be followed by room air conditioners. Both of these appliances are of critical importance to India's residential electricity demand. About 15percent of Indian households own a refrigerator, and sales total about 4 million per year, but are growing. At the same time, the Indian refrigerator market has seen a strong trend towards larger and more consumptive frost-free units. Room air conditioners in India have traditionally been sold to commercial sector customers, but an increasing number are going to the residential sector. Room air conditioner sales growth in India peaked in the last few years at 20percent per year. In this paper, we perform an engineering-based analysis using data specific to Indian appliances. We evaluate costs and benefits to residential and commercial sector consumers from increased equipment costs and utility bill savings. The analysis finds that, while the BEE scheme presents net benefits to consumers, there remain opportunities for efficiency improvement that would optimize consumer benefits, according to Life Cycle Cost analysis. Due to the large and growing market for refrigerators and air conditioners in India, we forecast large impacts from the standards and labeling program as scheduled. By 2030, this program, if fully implemented would reduce Indian residential electricity consumption by 55 TWh. Overall savings through 2030 totals 385 TWh. Finally, while efficiency levels have been set for several years for refrigerators, labels and MEPS for these products remain voluntary. We therefore consider the negative impact of this delay of implementation to energy and financial savings achievable by 2030.

  7. Real-Time Traffic Information for Emergency Evacuation Operations: Phase A Final Report

    There are many instances in which it is possible to plan ahead for an emergency evacuation (e.g., an explosion at a chemical processing facility). For those cases, if an accident (or an attack) were to happen, then the best evacuation plan for the prevailing network and weather conditions would be deployed. In other cases (e.g., the derailment of a train transporting hazardous materials), there may not be any previously developed plan to be implemented and decisions must be made ad-hoc on how to proceed with an emergency evacuation. In both situations, the availability of real-time traffic information plays a critical role in the management of the evacuation operations. To improve public safety during a vehicular emergency evacuation it is necessary to detect losses of road capacity (due to incidents, for example) as early as possible. Once these bottlenecks are identified, re-routing strategies must be determined in real-time and deployed in the field to help dissipate the congestion and increase the efficiency of the evacuation. Due to cost constraints, only large urban areas have traffic sensor deployments that permit access to some sort of real-time traffic information; any evacuation taking place in any other areas of the country would have to proceed without real-time traffic information. The latter was the focus of this SERRI/DHS (Southeast Region Research Initiative/Department of Homeland Security) sponsored project. That is, the main objective on the project was to improve the operations during a vehicular emergency evacuation anywhere by using newly developed real-time traffic-information-gathering technologies to assess traffic conditions and therefore to potentially detect incidents on the main evacuation routes. Phase A of the project consisted in the development and testing of a prototype system composed of sensors that are engineered in such a way that they can be rapidly deployed in the field where and when they are needed.     Each state in the United States can be viewed as a universe of road segments. For each road segment in each state, it is desired to know various traffic characteristics based on count data, classification count data, and weigh-in-motion data. These data are absolutely essential for highway design, maintenance, safety, and planning. Given no cost constraints, each road segment would be continuously monitored every day of the year. However, in practice, a few road segments are monitored continuously every day of the year to produce annual characteristics of traffic flow. The remaining road segments are monitored for one or two days each year, and this resulting data are `adjusted` (using factors based on data collected from the continuously monitored road segments) to produce estimates of annual characteristics. With this general approach, each state strives to provide estimates of annual characteristics for each road segment within its jurisdiction. In 1985, the Federal Highway Administration (FHWA) published the Traffic Monitoring Guide to assist states in achieving this end. As with almost any data collection effort, the monitoring data suffers from errors from many sources. In this paper, we report some empirical findings in a research project sponsored by the FHWA. This research project studied the variability in the traffic data from the continuously monitored road segments from state(s) and, the extent to which this variability is transferred to and affects the precision of the data produced from the road segments which are monitored only one or two days each year. The ultimate hope is that states will eventually be able to not only publish an estimate of a characteristic such as Average Annual Daily Traffic (AADT) for each road segment, but also that each estimate will be accompanied by a statement expressing how good the estimate is in terms of its estimated variability or precision, which will likely be expressed as a coefficient of variation.

    hours spent in traffic in a year, grew by 22% as the national average of hours spent in delay grew from 36 hours to 44 hours. Peak delay per traveler grew one-third in medium-size urban areas over the 10 year period. The traffic engineering community has developed an arsenal of integrated tools to mitigate the impacts of congestion on freeway throughput and performance, including pricing of capacity to manage demand for travel. Congestion pricing is a strategy which dynamically matches demand with available capacity. A congestion price is a user fee equal to the added cost imposed on other travelers as a result of the last traveler's entry into the highway network. The concept is based on the idea that motorists should pay for the additional congestion they create when entering a congested road. The concept calls for fees to vary according to the level of congestion with the price mechanism applied to make travelers more fully aware of the congestion externality they impose on other travelers and the system itself. The operational rationales for the institution of pricing strategies are to improve the efficiency of operations in a corridor and/or to better manage congestion. To this end, the objectives of this project were to: (1) Better understand and quantify the impacts of congestion pricing strategies on traffic operations through the study of actual projects, and (2) Better understand and quantify the impacts of congestion pricing strategies on traffic operations through the use of modeling and other analytical methods. Specifically, the project was to identify credible analytical procedures that FHWA can use to quantify the impacts of various congestion pricing strategies on traffic flow (throughput) and congestion.

    A 1992 report to Congress, pursuant to Intermodal Surface Transportation Efficiency Act (ISTEA) sections 1089 and 6015, acknowledges that Texas serves a disproportionate share of the U.S.-Mexico international trade, and, accordingly, recommends the development of federal-aid program options to improve transportation infrastructure related to international trade. In order to take advantage of this recommendation, border states must monitor their transborder traffic demand and develop traffic circulation plans for their border cities. This report presents a 25-year traffic circulation plan for the City of Del Rio, Texas. The plan includes recommendations for increasing roadway capacity, adding left-turn lanes, building new routes to relieve congestion, and adding international thoroughfares. It also includes a comprehensive analysis of a transborder traffic in Del Rio, as well as of international thoroughfares between Cuidad Acuna and Del Rio. The recommendations take into account input from TxDOT personnel, City officials, border inspectors, international bridge managers, and several Mexican officials. The recommendations and schedules discussed in this report can assist TxDOT not only in planning land transport infrastructure, but also in alleviating problems associated with additional highway capacity, pavement rehabilitation, signalization, and right-of-way.

    An air filter is described that has a counter rotating drum, i.e., the rotation of the drum is opposite the tangential intake of air. The intake air has about 1 lb of rock wool fibers per 107 cu. ft. of air sometimes at about 100% relative humidity. The fibers are doffed from the drum by suction nozzle which are adjacent to the drum at the bottom of the filter housing. The drum screen is cleaned by periodically jetting hot dry air at 120 psig through the screen into the suction nozzles.

    The traffic investigation is one of the most important parts of an Environmental Impact Statement of projects involving the construction of new roadway facilities and/or the improvement of existing ones. The focus of the traffic analysis is on the determination of anticipated traffic flow characteristics of the proposed project, by the application of analytical methods that can be grouped under the umbrella of capacity analysis methodologies. In general, the main traffic parameter used in EISs to describe the quality of traffic flow is the Level of Service (LOS). The current state of the practice in terms of the traffic investigations for EISs has two main shortcomings. The first one is related to the information that is necessary to conduct the traffic analysis, and specifically to the lack of integration among the different transportation models and the sources of information that, in general, reside in GIS databases. A discussion of the benefits of integrating CRS&SI technologies and the transportation models used in the EIS traffic investigation is included. The second shortcoming is in the presentation of the results, both in terms of the appearance and formatting, as well as content. The presentation of traffic results (current and proposed) is discussed. This chapter also addresses the need of additional data, in terms of content and coverage. Regarding the former, other traffic parameters (e.g., delays) that are more meaningful to non-transportation experts than LOS, as well as additional information (e.g., freight flows) that can impact traffic conditions and safety are discussed. Spatial information technologies can decrease the negative effects of, and even eliminate, these shortcomings by making the relevant information that is input to the models more complete and readily available, and by providing the means to communicate the results in a more clear and efficient manner.     Traffic flow on a unidirectional roadway in the presence of traffic lights is modeled. Individual car responses to green, yellow, and red lights are postulated and these result in rules governing the acceleration and deceleration of individual cars. The essence of the model is that only specific cars are directly affected by the lights. The other cars behave according to simple follow-the-leader rules which limit their speed by the spacing between it and the car directly ahead. The model has a number of desirable properties; namely cars do not run red lights, cars do not smash into one another, and cars exhibit no velocity reversals. In a situation with multiple lights operating in-phase we get, after an initial startup period, a constant number of cars through each light during any green-yellow period. Moreover, this flux is less by one or two cars per period than the flux obtained in discretized versions of the idealized Lighthill, Whitham, Richards model which allows for infinite accelerations.

    Prolonged delays in traffic experienced by Laboratory personnel during a recent early dismissal in inclement weather, coupled with reconstruction efforts along NM 502 east of the White Rock Wye for the next 1 to 2 years, has prompted Los Alamos National Laboratory (LANL) to re-evaluate and improve the present transportation plan and its integration with contingency plans maintained in other organizations. Facilities planners and emergency operations staff need to evaluate the transportation system`s capability to inefficiently and safely evacuate LANL under different low-level emergency conditions. A variety of potential procedures governing the release of employees from the different technical areas (TAs) requires evaluation, perhaps with regard to multiple emergency-condition scenarios, with one or more optimal procedures ultimately presented for adoption by Lab Management. The work undertaken in this project will hopefully lay a foundation for an on-going, progressive transportation system analysis capability. It utilizes microscale simulation techniques to affirm, reassess and validate the Laboratory`s Early Dismissal/Closure/Delayed Opening Plan. The Laboratory is required by Federal guidelines, and compelled by prudent practice and conscientious regard for the welfare of employees and nearby residents, to maintain plans and operating procedures for evacuation if the need arises. The tools developed during this process can be used outside of contingency planning. It is anticipated that the traffic models developed will allow site planners to evaluate changes to the traffic network which could better serve the normal traffic levels. Changes in roadway configuration, control strategies (signalization and signing), response strategies to traffic accidents, and patterns of demand can be modelled using the analysis tools developed during this project. Such scenarios typically are important considerations in master planning and facilities programming.

    The success of Advanced Traveler Information 5ystems (ATIS) and Advanced Traffic Management Systems (ATMS) depends on the availability and dissemination of timely and accurate estimates of current and emerging traffic network conditions. Real-time Dynamic Traffic Assignment (DTA) systems are being developed to provide the required timely information. The DTA systems will provide faithful and coherent real-time, pre-trip, and en-route guidance/information which includes routing, mode, and departure time suggestions for use by travelers, ATIS, and ATMS. To ensure the credibility and deployment potential of such DTA systems, an evaluation system supporting all phases of DTA system development has been designed and presented in this paper. This evaluation system is called the DTA System Laboratory (DSL). A major component of the DSL is a ground- truth simulator, the DTA Evaluation System (DES). The DES is envisioned to be a virtual representation of a transportation system in which ATMS and ATIS technologies are deployed. It simulates the driving and decision-making behavior of travelers in response to ATIS and ATMS guidance, information, and control. This paper presents the major evaluation requirements for a DTA Systems, a modular modeling framework for the DES, and a distributed DES design. The modeling framework for the DES is modular, meets the requirements, can be assembled using both legacy and independently developed modules, and can be implemented as a either a single process or a distributed system. The distributed design is extendible, provides for the optimization of distributed performance, and object-oriented design within each distributed component. A status report on the development of the DES and other research applications is also provided.

The advantageous features of Bluetooth technology resulted in Bluetooth units shipments climbing to five million per week at the end of 2005 [1, 2]. This is why the real-time interpretation and understanding of Bluetooth traffic behavior is critical in both maintaining the integrity of computer systems and increasing the efficient use of this technology in control type applications. Although neuro-fuzzy approaches have been applied to wireless 802.11 behavior analysis in the past, a significantly different Bluetooth protocol framework has not been extensively explored using this technology. This paper presents a new neurofuzzy traffic analysis algorithm of this still new territory of Bluetooth traffic. Further enhancements of this algorithm are presented along with the comparison against the traditional, numerical approach. Through test examples, interesting Bluetooth traffic behavior characteristics were captured, and the comparative elegance of this computationally inexpensive approach was demonstrated. This analysis can be used to provide directions for future development and use of this prevailing technology in various control type applications, as well as making the use of it more secure.

As expected, traffic congestion is worse in very large urban areas, but congestion has grown in small areas, too.

  1. Criticism of generally accepted fundamentals and methodologies of traffic and transportation theory

    It is explained why the set of the fundamental empirical features of traffic breakdown (a transition from free flow to congested traffic) should be the empirical basis for any traffic and transportation theory that can be reliable used for control and optimization in traffic networks. It is shown that generally accepted fundamentals and methodologies of traffic and transportation theory are not consistent with the set of the fundamental empirical features of traffic breakdown at a highway bottleneck. To these fundamentals and methodologies of traffic and transportation theory belong (i) Lighthill-Whitham-Richards (LWR) theory, (ii) the General Motors (GM) model class (for example, Herman, Gazis et al. GM model, Gipps’s model, Payne’s model, Newell’s optimal velocity (OV) model, Wiedemann’s model, Bando et al. OV model, Treiber’s IDM, Krauß’s model), (iii) the understanding of highway capacity as a particular stochastic value, and (iv) principles for traffic and transportation network optimization and control (for example, Wardrop’s user equilibrium (UE) and system optimum (SO) principles). Alternatively to these generally accepted fundamentals and methodologies of traffic and transportation theory, we discuss three-phase traffic theory as the basis for traffic flow modeling as well as briefly consider the network breakdown minimization (BM) principle for the optimization of traffic and transportation networks with road bottlenecks.

    Traditionally, data used for compliance with air quality programs are obtained from various sources within the plant, on site lab, or perhaps from a product movement accounting program. For the most part, the data processing and subsequent calculations and reports were handled individually, thus generating huge spreadsheets and mounds of process data in paper format. The natural reaction to this overwhelming data management problem is to search for an off-the-shelf software package that will hopefully cover all of the plant`s needs for compliance with air quality regulations. Rather than searching for or trying to custom build a single electronic system, the authors suggest using internet browsing software to create links between existing repositories of air quality data and related information.

    The amount of information available about urban traffic from aerial video imagery is extremely high. Here we discuss the collection of such video imagery from a helicopter platform with a low-cost sensor, and the post-processing used to correct radial distortion in the data and register it. The radial distortion correction is accomplished using a Harris model. The registration is implemented in a two-step process, using a globally applied polyprojective correction model followed by a fine scale local displacement field adjustment. The resulting cleaned-up data is sufficiently well-registered to allow subsequent straight-forward vehicle tracking.

    Modern cyber defense and anlaytics requires general, formal models of cyber systems. Multi-scale network models are prime candidates for such formalisms, using discrete mathematical methods based in hierarchically-structured directed multigraphs which also include rich sets of labels. An exemplar of an application of such an approach is traffic analysis, that is, observing and analyzing connections between clients, servers, hosts, and actors within IP networks, over time, to identify characteristic or suspicious patterns. Towards that end, NetFlow (or more generically, IPFLOW) data are available from routers and servers which summarize coherent groups of IP packets flowing through the network. In this paper, we consider traffic analysis of Netflow using both basic graph statistics and two new mathematical measures involving labeled degree distributions and time interval overlap measures. We do all of this over the VAST test data set of 96M synthetic Netflow graph edges, against which we can identify characteristic patterns of simulated ground-truth network attacks.

    The paper presents an exhaustive comparison of principal traffic noise models adopted in recent years in developed nations. The comparison is drawn on the basis of technical attributes including source modelling and sound propagation algorithms. Although the characterization of source in terms of rolling and propulsion noise in conjunction with advanced numerical methods for sound propagation has significantly reduced the uncertainty in traffic noise predictions, the approach followed is quite complex and requires specialized mathematical skills for predictions which is sometimes quite cumbersome for town planners. Also, it is sometimes difficult to follow the best approach when a variety of solutions have been proposed. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

We describe the basic features of air showers and explain why numerical simulations are the appropriate approach to model the shower simulation. The CORSIKA program, the standard simulation program in this field, is introduced and its features, performance and limitations are discussed. The basic principles of hadronic interaction models and some gerneral simulation techniques are explained. Also a brief introduction to the installation and use of CORSIKA is given.

Current design and manufacturing practices are primarily directed toward evaluating operational problems with existing systems in nuclear reactor facilities. However, nuclear waste management needs have developed which are much broader in scope and have different processing conditions. Numerous examples of air cleaning needs for waste management activities are provided; the major differences from operating facility needs are the requirement for continuous effluent treatment under widely different processing conditions.     We ventilate buildings to provide acceptable indoor air quality (IAQ). Ventilation standards (such as American Society of Heating, Refrigerating, and Air-Conditioning Enginners [ASHRAE] Standard 62) specify minimum ventilation rates without taking into account the impact of those rates on IAQ. Innovative ventilation management is often a desirable element of reducing energy consumption or improving IAQ or comfort. Variable ventilation is one innovative strategy. To use variable ventilation in a way that meets standards, it is necessary to have a method for determining equivalence in terms of either ventilation or indoor air quality. This study develops methods to calculate either equivalent ventilation or equivalent IAQ. We demonstrate that equivalent ventilation can be used as the basis for dynamic ventilation control, reducing peak load and infiltration of outdoor contaminants. We also show that equivalent IAQ could allow some contaminants to exceed current standards if other contaminants are more stringently controlled.

  13. Evaluation of noise pollution in urban traffic hubs—Noise maps and measurements

    A study was made of some of the main traffic hubs in a Latin American metropolis, in order to determine the presence or absence of noise by means of noise measurements and acoustic mapping. To characterize noise in the evaluated road stretches, 232 measurements were taken at different points. The Predictor software package was used for the noise mapping calculations. Noise sensitive areas, e.g., hospitals, were identified in the evaluated road stretches. Noise maps were calculated for two hospitals, showing the current levels of noise that reach their facades. Hypothetical scenarios were simulated by making changes in the composition of traffic and total number of vehicles, and an assessment was made of the potential influence of these modifications in reducing the noise levels reaching the facades of the buildings in question. The simulations indicated that a 50% reduction in total traffic flow, or a 50% reduction in heavy vehicle traffic flow, would reduce the noise levels by about 3 dB(A). - Highlights: • Evaluation of noise pollution in urban traffic hubs • Street systems • Environmental noise impacts • Noise mapping.

The active core consists of a cubicle mass of graphite, approximately 25 feet in each dimension, having horizontal channels of square cross section extending between two of the opposite faces, a plurality of cylindrical uranium slugs disposed in end to end abutting relationship within said channels providing a space in the channels through which air may be circulated, and a cadmium control rod extending within a channel provided in the moderator. Suitable shielding is provlded around the core, as are also provided a fuel element loading and discharge means, and a means to circulate air through the coolant channels through the fuel charels to cool the reactor.

    An improved air cathode structure for use in primary batteries and the like. The cathode structure includes a matrix active layer, a current collector grid on one face of the matrix active layer, and a porous, nonelectrically conductive separator on the opposite face of the matrix active layer, the collector grid and separator being permanently bonded to the matrix active layer. The separator has a preselected porosity providing low IR losses and high resistance to air flow through the matrix active layer to maintain high bubble pressure during operation of the battery. In the illustrated embodiment, the separator was formed of porous polypropylene. A thin hydrophobic film is provided, in the preferred embodiment, on the current collecting metal grid.

    This patent describes a process for steam cracking hydrocarbons to cracked gases in a tubular furnace heated by burning a mixture of fuel and combustion air and subsequently quenching the cracked gases. Waste heat is recovered in the form of high pressure steam and the combustion air is preheated prior to introduction into the furnace. The improvement described here comprises: (a) superheating the high pressure steam and expanding at least a portion of the superheated high pressure steam through a first turbine to produce shaft work and superheated medium pressure steam at a temperature between 260/sup 0/ and 465/sup 0/ C.; (b) expanding at least a portion of the superheated medium pressure steam through a second turbine to produce shaft work and low pressure steam at a temperature between 120/sup 0/ and 325/sup 0/ C.; and (c) preheating the combustion air by indirect heat exchange with at least a portion of the superheated medium pressure stream and at least a portion of the low pressure steam.

    A soundproof window or wall which is transparent to airflow is presented. The design is based on two wave theories: the theory of diffraction and the theory of acoustic metamaterials. It consists of a three-dimensional array of strong diffraction-type resonators with many holes centered on each individual resonator. The negative effective bulk modulus of the resonators produces evanescent wave, and at the same time the air holes with subwavelength diameter existed on the surfaces of the window for macroscopic air ventilation. The acoustic performance levels of two soundproof windows with air holes of 20mm and 50mm diameters were measured. The sound level was reduced by about 30 - 35dB in the frequency range of 400 - 5,000Hz with the 20mm window, and by about 20 - 35dB in the frequency range of 700 - 2,200Hz with the 50mm window. Multi stop-band was created by the multi-layers of the window. The attenuation length or the thickness of the window was limited by background noise. The effectiveness of the soundproof window with airflow was demonstrated by a real installation.

    This paper describes recent progress in developing practical air change effectiveness modeling techniques for the design and analysis of air diffusion in occupied rooms. The ultimate goal of this continuing work is to develop a simple and reliable method for determining heating, ventilating, and air-conditioning (HVAC) system compliance with ventilation standards. In the current work, simplified two-region models of rooms are used with six occupancy patterns to find the air change effectiveness. A new measure, the apparent ACH effectiveness, yields the relative ventilation performance of an air diffusion system. This measure can be used for the prediction or evaluation of outside air delivery to the occupants. The required outside air can be greater or less than that specified by ventilation standards such as ASHRAE Standard 62-89.

    An evaporation system for aqueous radioactive waste uses standard 30 and 55 gallon drums. Waste solutions form cascading water sprays as they pass over a number of trays arranged in a vertical stack within a drum. Hot dry air is circulated radially of the drum through the water sprays thereby removing water vapor. The system is encased in concrete to prevent exposure to radioactivity. The use of standard 30 and 55 gallon drums permits an inexpensive compact modular design that is readily disposable, thus eliminating maintenance and radiation build-up problems encountered with conventional evaporation systems.

    Microscopic modeling of multi-lane traffic is usually done by applying heuristic lane changing rules, and often with unsatisfying results. Recently, a cellular automation model for two-lane traffic was able to overcome some of these problems and to produce a correct density inversion at densities somewhat below the maximum flow density. In this paper, the authors summarize different approaches to lane changing and their results, and propose a general scheme, according to which realistic lane changing rules can be developed. They test this scheme by applying it to several different lane changing rules, which, in spite of their differences, generate similar and realistic results. The authors thus conclude that, for producing realistic results, the logical structure of the lane changing rules, as proposed here, is at least as important as the microscopic details of the rules.
