    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    On February 8, 2008, a three-judge panel on the D.C. Circuit of the U.S. Court of Appeals issued a decision to vacate the Clean Air Mercury Rule (CAMR). In its ruling, the panel cited the history of hazardous air pollutant regulation under Section 112 of the Clean Air Act (CAA). Section 112, as written by Congress, listed emitted mercury as a hazardous air pollutant that must be subject to regulation unless it can be proved harmless to public welfare and the environment. In 2000, the Environmental Protection Agency ruled that mercury was indeed hazardous and must be regulated under Section 112 and, therefore, subjected to the best available control technology for mitigation.

    On February 9, 2007, the Environmental Protection Agency (EPA) released its MSAT2 rule, which will establish controls on gasoline, passenger vehicles, and portable fuel containers. The controls are designed to reduce emissions of benzene and other hazardous air pollutants. Benzene is a known carcinogen, and the EPA estimates that mobile sources produced more than 70% of all benzene emissions in 1999. Other mobile source air toxics, including 1,3-butadiene, formaldehyde, acetaldehyde, acrolein, and naphthalene, also are thought to increase cancer rates or contribute to other serious health problems.

    On June 29, 2004, the Environmental Protection Agency issued a comprehensive final rule regulating emissions from nonroad diesel engines and sulfur content in nonroad diesel fuel. The nonroad fuel market makes up more than 18% of the total distillate pool. The rule applies to new equipment covering a broad range of engine sizes, power ratings, and equipment types. There are currently about 6 million pieces of nonroad equipment operating in the United States, and more than 650,000 new units are sold each year.

    In 2005, the Environmental Protection Agency (EPA) finalized two regulations, the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule CAMR, that would reduce emissions from coal-fired power plants in the United States. Both CAIR and CAMR are included in the Annual Energy Outlook 2006 reference case. The EPA has received 11 petitions for reconsideration of CAIR and has provided an opportunity for public comment on reconsidering certain aspects of CAIR. Public comments were accepted until January 13, 2006. The EPA has also received 14 petitions for reconsideration of CAMR and is willing to reconsider certain aspects of the rule. Public comments were accepted for 45 days after publication of the reconsideration notice in the Federal Register. Several states and organizations have filed lawsuits against CAMR. The ultimate decision of the courts will have a significant impact on the implementation of CAMR.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region. Chapter 5 examines how shippers reserve interstate pipeline capacity in the current transportation marketplace and how pipeline companies are handling the secondary market for short-term unused capacity. Four appendices provide supporting data and additional detail on the methodology used to estimate capacity. 32 figs., 15 tabs.

    This report presents the results of a review of the EIA publication Statistics of Interstate Natural Gas Pipeline Companies, DOE/EIA-0145. This review was conducted for the Development, Collection, Processing and Maintenance Branch of the Natural Gas Division. It was intended to review the format, distribution and production costs of the annual publication. The primary focus was examining alternative approaches for reducing the volume and complexity of the data contained in the report. Statistics of Interstate Natural Gas Pipeline Companies presents a tremendous amount of financial and operating detail on interstate pipeline companies subject to the Natural Gas Act. The report consists of more than 250 pages of tabular data with considerable amounts of overlap and redundancy among tables. Along with the obvious options of keeping the report in its current form or eliminating it entirely EIA has the option of condensing and streamlining the report. Primarily this would involve eliminating the appendices with their company level data and/or consolidating some of the 28 composite tables and placing them in a more manageable form. This would also help place a focus on the report which with its numerous, redundant and overlapping tables the current version lacks. Along with the consolidation and streamlining effort EIA could make the detailed information available upon request and at a charge. However, prior to any major revision the user community should be polled to determine how the report is currently used. (DMC)

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006). The network of crude oil pipelines in the United States is extensive. There are approximately 55,000 miles of crude oil trunk lines (usually 8 to 24 inches in diameter) in the United States that connect regional markets. The United States also has an estimated 30,000 to 40,000 miles of small gathering lines (usually 2 to 6 inches in diameter) located primarily in Texas, Oklahoma, Louisiana, and Wyoming, with small systems in a number of other oil producing states. These small lines gather the oil from many wells, both onshore and offshore, and connect to larger trunk lines measuring 8 to 24 inches in diameter. There are approximately 95,000 miles of refined products pipelines nationwide. Refined products pipelines are found in almost every state in the United States, with the exception of some New England states. These refined product pipelines vary in size from relatively small, 8- to 12-inch-diameter lines, to up to 42 inches in diameter. The overview of pipeline design, installation, and operation provided in the following sections is only a cursory treatment. Readers interested in more detailed discussions are invited to consult the myriad engineering publications available that provide such details. The two primary publications on which the following discussions are based are: Oil and Gas Pipeline Fundamentals (Kennedy 1993) and the Pipeline Rules of Thumb Handbook (McAllister 2002). Both are recommended references for additional reading for those requiring additional details. Websites maintained by various pipeline operators also can provide much useful information, as well as links to other sources of information. In particular, the website maintained by the U.S. Department of Energy's Energy Information Administration (EIA) (http://www.eia.doe.gov) is recommended. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    A two thousand linear foot, undermined section of Interstate 70 in Guernsey County, Ohio experienced settlements due to pothole type subsidence events within the travel lanes, shoulders and adjacent right-of-way areas. Potholes measured approximately ten feet in depth and width. The subsidence occurred after the dewatering of the abandoned deep mine during auger mining operations west of the site. A two-phase emergency investigation was undertaken by the Ohio Department of Transportation (ODOT) and Gannett Fleming Cord dry and Carpenter (GF). The purpose of the investigation was to assess the immediate danger of potholes occurring in the traveled lanes and paved shoulders, to identify the subsidence mechanisms, and to design a remediation program. Phase one investigations involved the review of existing subsurface data, the advancement of shallow borings and the performance of multiple geophysical surveys including ground penetrating radar, seismic refraction and electromagnetic terrain conductivity. The Phase one investigations did not reveal the presence of subsidence voids. Phase two investigations included borings to the mine level and videotaping of mine conditions. The mine was found to be completely flooded. Based upon the collected data, two mechanisms of failure, localized roof fall and piping of overburden soils into the mine void, were identified. Two remedial alternatives, (1) the filling of the mine void, and (2) the reinforcement of the highway using geotextiles, were evaluated, Filling of the mined interval and grouting of overburden bedrock fractures and voids, within a limited area, were selected. Construction plans, specifications and cost estimates were prepared for bidding and award. During the bidding process, a catastrophic, pothole type failure of the I-70 travel lanes occurred. The interstate was closed and the planned remediation activities were performed as an emergency project. The mine interval was grouted and portions of the highway pavement were replaced. The highway was reopened within 180 calendar days of the failure.

    This Strategy Guideline discusses the benefits and challenges of using a compact air distribution system to handle the reduced loads and reduced air volume needed to condition the space within an energy efficient home. Traditional systems sized by 'rule of thumb' (i.e., 1 ton of cooling per 400 ft2 of floor space) that 'wash' the exterior walls with conditioned air from floor registers cannot provide appropriate air mixing and moisture removal in low-load homes. A compact air distribution system locates the HVAC equipment centrally with shorter ducts run to interior walls, and ceiling supply outlets throw the air toward the exterior walls along the ceiling plane; alternatively, high sidewall supply outlets throw the air toward the exterior walls. Potential drawbacks include resistance from installing contractors or code officials who are unfamiliar with compact air distribution systems, as well as a lack of availability of low-cost high sidewall or ceiling supply outlets to meet the low air volumes with good throw characteristics. The decision criteria for a compact air distribution system must be determined early in the whole-house design process, considering both supply and return air design. However, careful installation of a compact air distribution system can result in lower material costs from smaller equipment, shorter duct runs, and fewer outlets; increased installation efficiencies, including ease of fitting the system into conditioned space; lower loads on a better balanced HVAC system, and overall improved energy efficiency of the home.

    Various laws stemming from the Clean Air Act of 1970 and the Clean Air Act amendments of 1990 require air emissions modeling. Modeling is used to ensure that air emissions from new projects and from modifications to existing facilities do not exceed certain standards. For radionuclides, any new airborne release must be modeled to show that downwind receptors do not receive exposures exceeding the dose limits and to determine the requirements for emissions monitoring. For criteria and toxic pollutants, emissions usually must first exceed threshold values before modeling of downwind concentrations is required. This document was prepared to provide guidance for performing environmental compliance-driven air modeling of emissions from Idaho National Engineering and Environmental Laboratory facilities. This document assumes that the user has experience in air modeling and dose and risk assessment. It is not intended to be a "cookbook," nor should all recommendations herein be construed as requirements. However, there are certain procedures that are required by law, and these are pointed out. It is also important to understand that air emissions modeling is a constantly evolving process. This document should, therefore, be reviewed periodically and revised as needed. The document is divided into two parts. Part A is the protocol for radiological assessments, and Part B is for nonradiological assessments.     A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

    Many computational intelligence techniques for anomaly based network intrusion detection can be found in literature. Translating a newly discovered intrusion recognition criteria into a distributable rule can be a human intensive effort. This paper explores a multi-modal genetic algorithm solution for autonomous rule creation. This algorithm focuses on the process of creating rules once an intrusion has been identified, rather than the evolution of rules to provide a solution for intrusion detection. The algorithm was demonstrated on anomalous ICMP network packets (input) and Snort rules (output of the algorithm). Output rules were sorted according to a fitness value and any duplicates were removed. The experimental results on ten test cases demonstrated a 100 percent rule alert rate. Out of 33,804 test packets 3 produced false positives. Each test case produced a minimum of three rule variations that could be used as candidates for a production system.

    Pursuant to the Clean Air Act, the U.S. Environmental Protection Agency (EPA) announced in 2009 its intent to issue rules for controlling emissions from Navajo Generating Station that could affect visibility at the Grand Canyon and at several other national parks and wilderness areas. The final rule will conform to what EPA determines is the best available retrofit technology (BART) for the control of haze-causing air pollutants, especially nitrogen oxides. While EPA is ultimately responsible for setting Navajo Generating Station's BART standards in its final rule, it will be the U.S. Department of the Interior's responsibility to manage compliance and the related impacts. This study aims to assist both Interior and EPA by providing an objective assessment of issues relating to the power sector.

Extensive pre- and post-fracture Absolute Open Flow Testing was used to evaluate the benefits of stimulation. Additional, gas production doubled when compared to direct offsets completed in previous years.     Recently (hep-th/9307183) we showed that for the case of the WZW- and the minimal models fusion can be understood as a certain ring-like tensor product of the symmetry algebra. In this paper we generalize this analysis to arbitrary chiral algebras. We define the tensor product of conformal field theory in the general case and prove that it is associative and symmetric up to equivalence. We also determine explicitly the action of the chiral algebra on this tensor product. In the second part of the paper we demonstrate that this framework provides a powerful tool for calculating restrictions for the fusion rules of chiral algebras. We exhibit this for the case of the $W_{3}$-algebra and the $N=1$ and $N=2$ NS superconformal algebras.

    We derive explicit expressions for the sum rules of the eigenvalues of inhomogeneous strings with arbitrary density and with different boundary conditions. We show that the sum rule of order N may be obtained in terms of a diagrammatic expansion, with (N?1)!/2 independent diagrams. These sum rules are used to derive upper and lower bounds to the energy of the fundamental mode of an inhomogeneous string; we also show that it is possible to improve these approximations taking into account the asymptotic behavior of the spectrum and applying the Shanks transformation to the sequence of approximations obtained to the different orders.     A current trend in spectrum regulation is to incorporate spectrum sharing through the design of spectrum access rules that support Dynamic Spectrum Access (DSA). This paper develops a decision-theoretic framework for regulators to assess the impacts of different decision rules on both primary and secondary operators. We analyze access rules based on sensing and exclusion areas, which in practice can be enforced through geolocation databases. Our results show that receiver-only sensing provides insufficient protection for primary and co-existing secondary users and overall low social welfare. On the other hand, using sensing information between the transmitter and receiver of a communication link, provides dramatic increases in system performance. The performance of using these link end points is relatively close to that of using many cooperative sensing nodes associated to the same access point and large link exclusion areas. These results are useful to regulators and network developers in understanding in developing rules for future DSA regulation.

    A new technique has recently been developed, in which the Maximum Entropy Method is used to analyze QCD sum rules. This approach has the virtue of being able to directly generate the spectral function of a given operator, without the need of making an assumption about its specific functional form. To investigate whether useful results can be extracted within this method, we have first studied the vector meson channel, where QCD sum rules are traditionally known to provide a valid description of the spectral function. Our results show a significant peak in the region of the experimentally observed {rho}-meson mass, which is in agreement with earlier QCD sum rules studies and suggests that the Maximum Entropy Method is a strong tool for analyzing QCD sum rules.

    We argue that the geodesic rule, for global defects, is a consequence of the randomness of the values of the Goldstone field $\\phi$ in each causally connected volume. As these volumes collide and coalescence, $\\phi$ evolves by performing a random walk on the vacuum manifold $\\mathcal{M}$. We derive a Fokker-Planck equation that describes the continuum limit of this process. Its fundamental solution is the heat kernel on $\\mathcal{M}$, whose leading asymptotic behavior establishes the geodesic rule.

    Since the 9-11 attacks, the United States has increased its focus on developing technologies designed to warn us in the event of another attack and to prevent these attacks from happening in the first place. The SensorNet research group at Oak Ridge National Laboratory's (ORNL) Computer Science and Engineering Division is participating in this effort by developing systems to give critical real-time information to federal, state, and local emergency response decision makers. SensorNet has approached this goal by putting together a system with several sensors and programs called the Southeastern Transportation Corridor Pilot project (SETCP). The SETCP utilizes interstate weigh stations not only to weigh the passing trucks but also to check for gamma and neutron radiation inside the truck without the aid of a human in close proximity. The system also collects additional data that help identify the truck (the truck's length, weight, license plate number, and photographs of the truck). The objective of this research work was to characterize and analyze the data collected from the South Carolina weigh station on I-26W and compare it with previous data analysis on the performance of the Tennessee weigh station on I-40E. The purpose was to find patterns in the trucks with radioactive alarms and, regional truck traffic, as well as to find patterns of inconsistency in the system (illogical length measurements of the truck, inaccurate readings and character recognition of the license plate). During a three-month period, radioactive alarms and traffic patterns were identified and characterized by grouping all of the data and making graphs and charts in Microsoft Excel to show the flow of traffic, the type of truck traffic, the number of alarms and other information. Inconsistence patterns were found by analyzing the data, looking for missing or illogical information, and determining how often it happens. The improvements of these inconsistencies were also analyzed after repairs were made to the system. Given the small number of radiation alarms detected, there were no clear patterns found. Further research has to be done in this area; also, the analysis period needs to be extended from three months to a year. For traffic flow patterns, it was found that the truck traffic was heaviest on Monday, Tuesday, and Wednesday. The inconsistencies found and fixed in the system were the illogical length measurements and the inaccurate reading and character recognition of the license plate. During the summer of 2007, a Florida International University (FIU) student supported this research work under the direct supervision of Mr. David Hill at ORNL's Computer Science and Engineering Division. The 10-week student internship was supported by the DOE/FIU Science and Technology Workforce Initiative, an innovative program developed by the US Department of Energy's Environmental Management (DOE-EM) and FIU's Applied Research Center (FIU-ARC) (authors)

    Emission processes including {alpha} decay, heavy cluster decay, and proton and di-proton emission are analyzed in terms of the well-known factorization between the penetrability and the reduced width. By using a shifted harmonic oscillator plus Coulomb cluster-daughter interaction it is possible to derive a linear relation between the logarithm of the reduced width squared and the fragmentation potential, defined as the difference between the Coulomb barrier and the Q value. This relation is fulfilled with a good accuracy for transitions between ground states, as well as for most {alpha} decays to low-lying 2{sup +} excited states. The well-known Viola-Seaborg rule, connecting half-lives with the Coulomb parameter and the product between fragment charge numbers, as well as the Blendowske scaling rule, connecting the spectroscopic factor with the mass number of the emitted cluster, can be easily understood in terms of the fragmentation potential. It is shown that the recently evidenced two regions in the dependence of reduced proton half-lives versus the Coulomb parameter are directly connected with the corresponding regions of the fragmentation potential.

    Hazardous debris includes objects contaminated with hazardous waste. Examples of debris include tree stumps, timbers, boulders, tanks, piping, crushed drums, personal protective clothing, etc. Most of the hazardous debris encountered comes from Superfund sites and other facility remediation, although generators and treaters of hazardous waste also generate hazardous debris. Major problems associated with disposal of debris includes: Inappropriateness of many waste treatments to debris; Difficulties in obtaining representative samples; Costs associated with applying waste specific treatments to debris; Subtitle C landfill space was being used for many low hazard debris types. These factors brought about the need for debris treatment technologies and regulations that addressed these issues. The goal of such regulation was to provide treatment to destroy or remove the contamination if possible and, if this is achieved, to dispose of the cleaned debris as a nonhazardous waste. EPA has accomplished this goal through promulgation of the Hazardous Debris Rule, August 18, 1992.

The Courts ruling, which struck down a May 2002 rollback of the 2001 standard to a 12 Seasonal Energy Efficiency Ratio (SEER) mandates that all new central air conditioners and heat pumps meet a 13 SEER standard by January 2006, requiring a 30% increase in efficiency relative to current law. The Annual Energy Outlook 2005 reference case incorporates the 13 SEER standard as mandated by the Courts ruling.

    Borel transformed QCD sum rules conventionally use a real valued parameter (the Borel mass) for specifying the exponential weight over which hadronic spectral functions are averaged. In this paper, it is shown that the Borel mass can be generalized to have complex values and that new classes of sum rules can be derived from the resulting averages over the spectral functions. The real and imaginary parts of these novel sum rules turn out to have damped oscillating kernels and potentially contain a larger amount of information on the hadronic spectrum than the real valued QCD sum rules. As a first practical test, we have formulated the complex Borel sum rules for the phi meson channel and have analyzed them using the maximum entropy method, by which we can extract the most probable spectral function from the sum rules without strong assumptions on its functional form. As a result, it is demonstrated that, compared to earlier studies, the complex valued sum rules allow us to extract the spectral function with a significantly improved resolution and thus to study more detailed structures of the hadronic spectrum than previously possible.

    We present the first experimental tests of the recently derived fusion rules for Navier-Stokes (N-S) turbulence. The fusion rules address the asymptotic properties of many-point correlation functions as some of the coordinates coalesce, and form an important ingredient of the nonperturbative statistical theory of turbulence. Here we test the fusion rules when the spatial separations lie within the inertial range, and find good agreement between experiment and theory. An unexpected result is a simple linear law for the Laplacian of the velocity fluctuation conditioned on velocity increments across large separations.

    A sum rule which relates a stress-energy tensor correlator to thermodynamic functions is examined within the context of a simple nonconformal gravity dual. Such a sum rule was previously derived using AdS/CFT for conformal N=4 supersymmetric Yang-Mills theory, but we show that it does not generalize to the nonconformal theory under consideration. We provide a generalized sum rule and numerically verify its validity. A useful by-product of the calculation is the computation of the spectral density in a strongly coupled nonconformal theory. Qualitative features of the spectral densities and implications for lattice measurements of transport coefficients are discussed.

    Machine learning has emerged as a important tool for separating signal events from associated background in high energy particle physics experiments. This paper describes a new machine learning method based on ensembles of rules. Each rule consists of a conjuction of a small number of simple statements (''cuts'') concerning the values of individual input variables. These rule ensembles produce predictive accuracy comparable to the best methods. However their principal advantage lies in interpretation. Because of its simple form, each rule is easy to understand, as is its influence on the predictive model. Similarly, the degree of relevance of each of the respective input variables can be assessed. Graphical representations are presented that can be used to ascertain the dependence of the model jointly on the variables used for prediction.

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed. For houses employing whole-house supply ventilation (positive pressure) or balanced ventilation (same pressure effect as the Baseline condition), adherence to the EPA Indoor airPLUS house-to-garage air sealing requirements should be sufficient to expect little to no garage-to-house air transfer.

    The small break air-ingress experiment, described in this report, is designed to investigate air-ingress phenomena postulated to occur in pipes in a very high temperature gas-cooled reactor (VHTRs). During this experiment, air-ingress rates were measured for various flow and break conditions through small holes drilled into a pipe of the experimental apparatus. The holes were drilled at right angles to the pipe wall such that a direction vector drawn from the pipe centerline to the center of each hole was at right angles with respect to the pipe centerline. Thus the orientation of each hole was obtained by measuring the included angle between the direction vector of each hole with respect to a reference line anchored on the pipe centerline and pointing in the direction of the gravitational force. Using this reference system, the influence of several important parameters on the air ingress flow rate were measured including break orientation, break size, and flow velocity . The approach used to study the influence of these parameters on air ingress is based on measuring the changes in oxygen concentrations at various locations in the helium flow circulation system as a function of time using oxygen sensors (or detectors) to estimate the air-ingress rates through the holes. The test-section is constructed of a stainless steel pipe which had small holes drilled at the desired locations.

    The analysis presented in this paper verifies which of the mixing rules are best for real components of interstellar dust in possible wide range of wavelengths.The DDA method with elements of different components with various volume fractions has been used. We have considered 6 materials: ice, amorphous carbon, graphite, SiC, silicates and iron, and the following mixing rules: Maxwell-Garnett, Bruggeman, Looyenga, Hanay and Lichtenecker which must satisfy rigorous bounds. The porous materials have also been considered. We have assumed simplified spatial distribution, shape and size of inclusions. The criteria given by \\citet{draine1988} have been used to determine the range of wavelengths for the considered mixtures in order to calculate the ${\\rm Q_{ext}}$ using the DDA. From all chosen mixing rules for the examined materials in majority of cases (13 out of 20) the best results have been obtained using the Lichtenecker mixing rule. In 5 cases this rule is better for some volume fraction of inclusions.

    Fusion rules in turbulence address the asymptotic properties of many-point correlation functions when some of the coordinates are very close to each other. Here we put to experimental test some non-trivial consequences of the fusion rules for scalar correlations in turbulence. To this aim we examine passive turbulent advection as well as convective turbulence. Adding one assumption to the fusion rules one obtains a prediction for universal conditional statistics of gradient fields. We examine the conditional average of the scalar dissipation field $\\left$ for $R$ in the inertial range, and find that it is linear in $T(\\B.r+\\B.R)-T(\\B.r)$ with a fully determined proportionality constant. The implications of these findings for the general scaling theory of scalar turbulence are discussed.

    We study the spectra of the hybrid mesons containing one heavy quark ($q\\bar{Q}g$) within the framework of QCD sum rules in the heavy quark limit. The derived sum rules are stable with the variation of the Borel parameter within their corresponding working ranges. The extracted binding energy for the heavy hybrid doublets $H(S)$ and $M(T)$ is almost degenerate. We also calculate the pionic couplings between these heavy hybrid and the conventional heavy meson doublets using the light-cone QCD sum rule method. The extracted coupling constants are rather small as a whole. With these couplings we make a rough estimate of the partial widths of these pionic decay channels.

    This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these values agree well with previous results and computer simulations of Ikon B performance versus R-22. The lower cooling capacity of Ikon B is not a concern unless a particular air conditioner is near its maximum cooling capacity in application. Typically, oversized A/C systems are installed by contractors to cover contingencies. In the extended run with Ikon B, which lasted about 4.5 months at 100 deg F ambient temperature and 68% compressor on time, the air conditioner performed well with no significant loss of energy efficiency. Post-run analysis of the refrigerant, compressor lubricant oil, compressor, compressor outlet tubing, and the filter/dryer showed minor effects but nothing that was considered significant. The project was very successful. All objectives were achieved, and the performance of Ikon B indicates that it can easily be retrofitted into R-22 air conditioners to give 15 - 20% energy savings and a 1 - 3 year payback of retrofit costs depending on location and use. Ikon B has the potential to be a successful commercial product.

    Recently a new model with hidden variables of the wave type was elaborated, so called prequantum classical statistical field theory (PCSFT). Roughly speaking PCSFT is a classical signal theory applied to a special class of signals - 'quantum systems'. PCSFT reproduces successfully all probabilistic predictions of QM, including correlations for entangled systems. This model peacefully coexists with all known no-go theorems, including Bell's theorem. In our approach QM is an approximate model. All probabilistic predictions of QM are only (quite good) approximations of 'real physical averages'. The latter are averages with respect to fluctuations of prequantum fields. In particular, Born's rule is only an approximate rule. More precise experiments should demonstrate its violation. We present a simple experiment which has to produce statistical data violating Born's rule. Since the PCSFT-presentation of this experiment may be difficult for experimenters, we reformulate consequences of PCSFT in terms of the conventional wave function. In general, deviation from Born's rule is rather small. We found an experiment amplifying this deviation. We start with a toy example. Then we present a more realistic example based on Gaussian states with very small dispersion.

    Santa Fe pacific Pipeline Partners, L.P. (SFPP) is a refined petroleum pipeline operating in six states in the western United States. Sixteen terminals are subject to the Title V permit to operate requirements. There are many obstacles to overcome, not only when preparing applications for Title V operating permits, but in the implementation phase of the project as well. Each Air District has its own set of rules and regulations that must be adhered to in preparing the application. For example, some districts required the insignificant sources to be documented and included in compliance plans and some do not. The format required for the application varies from stringent forms that must be completed to no forms at all. In preparing the Title V application for SFPP, the author quickly realized if this confusion was transferred to the implementation phase, compliance would be a failure. Therefore, early on the environmental manager instituted a training program. Beginning with a pilot program in one district the author began training managers and supervisors. This program quickly was expanded to include senior vice presidents and technicians. This training session was a one hour of general overview to visually describe how the Title V process would affect the facilities. As a result of this training, virtually every employee became familiar with how the Title V program was affecting the facilities. Engineering and Customer Service is instructed to notify the manager of any and every new project so it could undergo a review to determine if it affected a Title V facility. The field acts as a check of the system. Any change or modification at any facility is immediately under scrutiny for Title V implications. Another obstacle to overcome is to help the facility deal with something that is new and basically a different way of operating.

    The depth rule is a level truncation of tensor product coefficients expected to be sufficient for the evaluation of fusion coefficients. We reformulate the depth rule in a precise way, and show how, in principle, it can be used to calculate fusion coefficients. However, we argue that the computation of the depth itself, in terms of which the constraints on tensor product coefficients is formulated, is problematic. Indeed, the elements of the basis of states convenient for calculating tensor product coefficients do not have a well-defined depth! We proceed by showing how one can calculate the depth in an `approximate' way and derive accurate lower bounds for the minimum level at which a coupling appears. It turns out that this method yields exact results for $\\widehat{su}(3)$ and constitutes an efficient and simple algorithm for computing $\\widehat{su}(3)$ fusion coefficients.

    This paper introduces a new method to mitigate inter-area oscillations of a large scale interconnected power system by means of generation re-dispatch. The optimal operational control procedures are derived as the shortest distance from the current operating condition to a desired damping ratio of the oscillation mode by adjusting generator outputs. A sensitivity based method is used to select the most effective generators for generation re-dispatch and decision tree is trained to approximate the security boundary in a space characterized by the selected generators. The optimal operational rules can be found by solving an optimization problem where the boundary constraints are provided by the decision tree rules. This method is tested on a Western Electricity Coordinating Council (WECC) 179-bus simplified network model and simulation results have demonstrated the proof of concept and shown promising application in real time operation.

    The isolated pentagon rule (IPR) states that fullerenes with isolated pentagons are kinetically much more stable than their fused pentagon counterparts. This rule can be verified in terms of a graph-theoretically defined bond resonance energy. In general, a {pi} bond shared by two pentagons has a large negative bond resonance energy, thus contributing significantly to the increase in kinetic instability or chemical reactivity of the molecule. The existence of such highly antiaromatic local structures sharply distinguishes IPR-violating fullerenes from isolated-pentagon isomers. {pi}bonds shared by two pentagons are shared by many antiaromatic conjugated circuits but not by relatively small aromatic conjugated circuits. 39 refs., 3 figs., 5 tabs.

  14. The geodesic rule for higher codimensional global defects

    We generalize the geodesic rule to the case of formation of higher codimensional global defects. Relying on energetic arguments, we argue that, for such defects, the geometric structures of interest are the totally geodesic submanifolds. On the other hand, stochastic arguments lead to a diffusion equation approach, from which the geodesic rule is deduced. It turns out that the most appropriate geometric structure that one should consider is the convex hull of the values of the order parameter on the causal volumes whose collision gives rise to the defect. We explain why these two approaches lead to similar results when calculating the density of global defects by using a theorem of Cheeger and Gromoll. We present a computation of the probability of formation of strings/vortices in the case of a system, such as nematic liquid crystals, whose vacuum is $\\mathbb{R}P^2$.

    Complex numbers are an intrinsic part of the mathematical formalism of quantum theory and are perhaps its most characteristic feature. In this article, we show that the complex nature of the quantum formalism can be derived directly from the assumption that a pair of real numbers is associated with each sequence of measurement outcomes, with the probability of this sequence being a real-valued function of this number pair. By making use of elementary symmetry conditions, and without assuming that these real number pairs have any other algebraic structure, we show that these pairs must be manipulated according to the rules of complex arithmetic. We demonstrate that these complex numbers combine according to Feynman's sum and product rules, with the modulus-squared yielding the probability of a sequence of outcomes.

    During the past three years, the Western Electricity Coordinating Council (WECC) Load Modeling Task Force (LMTF) has led the effort to develop the new modeling approach. As part of this effort, the Bonneville Power Administration (BPA), Southern California Edison (SCE), and Electric Power Research Institute (EPRI) Solutions tested 27 residential air-conditioning units to assess their response to delayed voltage recovery transients. After completing these tests, different modeling approaches were proposed, among them a performance modeling approach that proved to be one of the three favored for its simplicity and ability to recreate different SVR events satisfactorily. Funded by the California Energy Commission (CEC) under its load modeling project, researchers at Pacific Northwest National Laboratory (PNNL) led the follow-on task to analyze the motor testing data to derive the parameters needed to develop a performance models for the single-phase air-conditioning (SPAC) unit. To derive the performance model, PNNL researchers first used the motor voltage and frequency ramping test data to obtain the real (P) and reactive (Q) power versus voltage (V) and frequency (f) curves. Then, curve fitting was used to develop the P-V, Q-V, P-f, and Q-f relationships for motor running and stalling states. The resulting performance model ignores the dynamic response of the air-conditioning motor. Because the inertia of the air-conditioning motor is very small (H<0.05), the motor reaches from one steady state to another in a few cycles. So, the performance model is a fair representation of the motor behaviors in both running and stalling states.

    We analyze the consequences of a recent argument justifying the validity of the "geodesic rule" which can be used to determine the density of global topological defects. We derive a formula that provides a rough estimate of the number of string-like defects formed in a phase transition. We apply this formula to vacua which are spheres. We provide some reasons for the deviation of our predictions from the corresponding accepted values.
