I'd like to welcome you to the Agent 2004 conference. As most of you are aware, this conference is the fifth in a series of meetings that began in 1999. A conference followed the next year in 2000. The 2001 conference was skipped because of some conflicts with other conferences, and the conferences have proceeded annually since then. We have the proceedings of the previous conferences available here on CDs. One CD has the proceedings from 1999, 2000, and 2002; the other contains last year's proceedings. The purpose of these conferences is to advance the state of the computational social sciences and to integrate the social sciences with the decision sciences and something that is traditionally known as the management sciences. Those of you in the operations/research area are familiar with the traditional school of modeling simulation that emerged from that scientific area. This conference will bring together a different group of people to talk about the topic of agent-based theories and simulations. This fifth agent conference is one of a group of conferences held annually around the country. Most of you are probably aware of the CASOS Conference held at Carnegie Mellon University, usually in July. UCLA holds the Arrowhead Conference, generally around May. The University of Michigan is now holding a conference as well. Of course everyone is aware of SwarmFest, which has been held annually for about a decade. The Swarm seems to 'swarm' in different locations each year. As you're well aware, this conference is organized into a three-day program. This is the first time we've used three days for the full conference setting. Last year, we held simultaneous sessions, and that didn't work well for most of those who attended. We had complaints from people who missed sessions and papers because of scheduling, so we decided to extend this year's conference by one day. As a result, we now have a program designed to present the papers in a serial sequence rather than in a parallel manner. Today, we'll focus on toolkits. Tomorrow we'll look at computational social theory, and Saturday is application day. We'll talk about how we're taking some of the theories and toolkits to look at real-world problems in order to understand how our very complex world works and maybe even to predict how it might work in the future. In addition to the content of the papers themselves, one of the more important things about this conference is the discussion that is inspired by these papers. I invite you to ask penetrating questions, offer insightful comments, share your experiences with toolkits or your ideas on theories, and help to create an atmosphere that will help this field move along and grow. It's a fairly new science--it is just emerging--but it seems to have been gaining momentum in the last couple of years. This is a conference to get your energy going and perhaps foster your creativity. With that, I welcome you to Agent 2004; have a great time at the conference.

The title of this catalog is to be taken literally. Our coverage is selective. Laboratory archivists at CERN, Fermilab, Lawrence Berkeley Laboratory, and SLAC were generous in providing descriptions of records of particular relevance to experiments in high-energy physics; descriptions of records at Brookhaven were prepared by the AIP. Our catalog of these records in no way reflects the laboratories' holdings of valuable documentation. Most of the records located by the project relate to our probes.'' These were in-depth studies of three highly-significant collaborations: the discoveries of the psi at SLAC and the upsilon at Fermilab and the CLEO experiment and the origins of the Cornell Electron Storage Ring at Cornell University. The AIP study conducted a large number of interviews on more than 20 additional experiments; they are covered in this catalog. In the process of interviewing, we located valuable files-especially professional papers in the possession of individual physicists. It will take considerable effort and a number of years before these collections can be secured in appropriate repositories; they are not included here.

Using pairs in which one or both of the 's decays to three charged particles we measure the lepton lifetime. The data used in this analysis were collected with the CLEO-II detector at CESR and consist of an integrated luminosity of 2 fb taken at energies near the \\Upsilon(4S ). We use the vertex displacements of the three charged tracks to determine the lifetime. For a sample of events where one decays into three charged tracks and the other decays into one charged track we measure =(2:91 \\Sigma 0:04 \\Sigma 0:07) \\Theta 10 s. For a sample of events where both 's decay into three charged tracks we measure =(2:85 \\Sigma 0:13 \\Sigma 0:10) \\Theta 10 s.

For three days in late September last year, some sixty experts in RF superconductivity from around the world came together at Argonne to discuss how to push the limits of RF superconductivity for particle accelerators. It was an intense workshop with in-depth presentations and ample discussions. There was added excitement due to the fact that, a few days before the workshop, the International Technology Recommendation Panel had decided in favor of superconducting technology for the International Linear Collider (ILC), the next major high-energy physics accelerator project. Superconducting RF technology is also important for other large accelerator projects that are either imminent or under active discussion at this time, such as the Rare Isotope Accelerator (RIA) for nuclear physics, energy recovery linacs (ERLs), and x-ray free-electron lasers. For these accelerators, the capability in maximum accelerating gradient and/or the Q value is essential to limit the length and/or operating cost of the accelerators. The technological progress of superconducting accelerators during the past two decades has been truly remarkable, both in low-frequency structures for acceleration of protons and ions as well as in high-frequency structures for electrons. The requirements of future accelerators demand an even higher level of performance. The topics of this workshop are therefore highly relevant and timely. The presentations given at the workshop contained authoritative reviews of the current state of the art as well as some original materials that previously had not been widely circulated. We therefore felt strongly that these materials should be put together in the form of a workshop proceeding. The outcome is this report, which consists of two parts: first, a collection of the scholarly papers prepared by some of the participants and second, copies of the viewgraphs of all presentations. The presentation viewgraphs, in full color, are also available from the Workshop Presentations link on the workshop's web page at http://www.aps.anl.gov/conferences/RFSCLimits/. In process and inventory control, time-series models occur with discrete alternatives in each time period (e.g., in an inventory process, the alternatives of no loss, or a block loss, in each period). With such a model, a fully Bayesian approach requires that the number of possible alternatives increase geometrically with time. In this paper, the problem of discarding the large set of alternatives which turn out to be (on the basis of the data) wildly unlikely is discussed from a fully Bayesian viewpoint. Costs of computation are compared with two sources of costs of truncating the model. Algorithms are given for the selection of the set of alternatives to retain. Simplified guidelines for practical situations are given.

The Symposium was structured into eight technical sessions, which included 30 individual presentations followed by discussion and interaction with the audience. A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with the DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. Its stated goals are to improve and extend the body of knowledge underlying current engineering practice so as to create new options for enhancing energy savings and production, prolonging the useful life of energy-related structures and equipment, and developing advanced manufacturing technologies and materials processing. The program emphasis is on reducing costs through improved industrial production and performance and expanding the nation's store of fundamental knowledge for solving anticipated and unforeseen engineering problems in energy technologies. To achieve these goals, the Engineering Research Program supports approximately 130 research projects covering a broad spectrum of topics that cut across traditional engineering disciplines. The program focuses on three areas: (1) mechanical sciences, (2) control systems and instrumentation, and (3) engineering data and analysis. The Sixteenth Symposium involved approximately one-fourth of the research projects currently sponsored by the DOE/BES Engineering Research Program.

This paper describes preliminary results from an ongoing study to construct an operational model of commitment based on the definition adopted by the software process improvement (SPI) community. By operationalizing the concept of commitment (one of the success requirements for a SPI initiative) in the shape of a model, a new insight is provided in improving software processes - a more human centered approach as opposed to various technical approaches available. In doing so the change agents are able to plan better the SPI initiative and the process developers are in a better position to benchmark successful projects (as well as failed ones). The paper argues that when the change agent explicitly demonstrates his/her commitment by his/her behavior or intended behavior (behaviors that were identified in successful organization development efforts by Porras & Hoffer (1986)) toward SPI-project and stakeholders involved within the project, this will have a positive effect on the outcome of the project. Results from five interviews with SPI professionals on the proposed Behaviorbased Commitment Model are reported. Results suggest that the behaviors introduced in the model are relevant to SPI initiatives and the model could be used aside with CMM or other process improvement models. Enhanced life ion source for germanium and carbon ion implantation

Germanium and carbon ions represent a significant portion of total ion implantation steps in the process flow. Very often ion source materials that used to produce ions are chemically aggressive, especially at higher temperatures, and result in fast ion source performance degradation and a very limited lifetime [B.S. Freer, et. al., 2002 14th Intl. Conf. on Ion Implantation Technology Proc, IEEE Conf. Proc., p. 420 (2003)]. GeF{sub 4} and CO{sub 2} are commonly used to generate germanium and carbon beams. In the case of GeF{sub 4} controlling the tungsten deposition due to the de-composition of WF{sub 6} (halogen cycle) is critical to ion source life. With CO{sub 2}, the materials oxidation and carbon deposition must be controlled as both will affect cathode thermionic emission and anti-cathode (repeller) efficiencies due to the formation of volatile metal oxides. The improved ion source design Extended Life Source 3 (Eterna ELS3) together with its proprietary co-gas material implementation has demonstrated >300 hours of stable continuous operation when using carbon and germanium ion beams. Optimizing cogas chemistries retard the cathode erosion rate for germanium and carbon minimizes the adverse effects of oxygen when reducing gas is introduced for carbon. The proprietary combination of hardware and co-gas has improved source stability and the results of the hardware and co-gas development are discussed.

In 2004 a team from the University of Pennsylvania, Princeton University, and the Institute for Advanced Study proposed to host the 2008 International Conference on High Energy Physics (ICHEP) on the campus of the University of Pennsylvania in Philadelphia. The proposal was approved later that year by the C-11 committee of the International Union of Pure and Applied Physics. The Co-Chairs were Nigel S. Lockyer (U. Penn/TRIUMF) and A.J. Stewart Smith (Princeton); Joe Kroll of U. Penn served as Deputy Chair from 2007 on. Highlights of the proposal included 1. greatly increased participation of young scientists, women scientists, and graduate students 2. new emphasis on formal theory 3. increased focus on astrophysics and cosmology 4. large informal poster session (170 posters) in prime time 5. convenient, contiguous venues for all sessions and lodging 6. landmark locations for the reception and banquet. Using a high-statistics sample of data on the \\Upsilon(4S ) resonance and the nearby continuum collected by the CLEO-II detector [1], we have made preliminary studies of: a) correlations of baryons with leptons produced in \\Upsilon(4S ) ! B events, and b) direct production of \\Xi c baryons in B-decay. We find evidence that the decay b ! cW ! cs contributes to B-decays to baryons but conclude that the dominant mode for baryon production results from the ! ud transition. Furthermore, based on a study of c \\Gamma ` and \\Gamma ` correlations, our data imply that simple external W-emission does not saturate the entire B !baryons decay width, and that a substantial fraction of the B !baryons rate occurs through internal W-emission.

The U.S. Army Biomedical Research and Development Laboratory defined an extensive research program to address the generation of potentially toxic propellant combustion products in crew compartments of armored vehicles during weapons firing. The major objectives of the research were (1) to determine the presence and concentration of propellant combustion products, (2) to determine potential crew exposure to these combustion products, and (3) to assess the efficacy of field monitoring in armored vehicles. To achieve these goals, air monitoring was conducted in selected armored vehicle types, i.e., M109, M60, M3, M1, at several Army installations. Auxiliary information concerning the specific munitions fired and the Training and Doctrine Command (TRADOC) or Forces Command (FORSCOM) firing scenarios was collected so that a comparison of pollutant concentrations generated by specific weapons both within vehicle types and between vehicle types could be made.
