    In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Upon completion of site characterization, the Secretary of Energy considered the results and concluded that a repository at Yucca Mountain would perform in a manner that protects public health and safety. The Secretary recommended the site to the President in February 2002; the President agreed and recommended to Congress that the site be approved. The Governor of Nevada submitted a notice of disapproval, and both houses of Congress acted to override the disapproval. In July 2002, the President's approval allowed the Department to begin the process of submittal of a license application for Yucca Mountain as the site for the nation's first repository for spent nuclear fuel and high-level radioactive waste. Yucca Mountain is located on federal land in Nye County in southern Nevada, an arid region of the United States, approximately 100 miles (160 kilometers) northwest of Las Vegas (Figure 1). The location is remote from population centers, and there are no permanent residents within approximately 14 miles (23 km) of the site. Overall, Nye County has a population density of about two persons per square mile (two persons per 2.5 square km); in the vicinity of Yucca Mountain, it is significantly less. Yucca Mountain is a series of north-south-trending ridges extending approximately 25 miles (40 km), and consists of successive layers of fine-grained volcanic tuffs, millions of years old, underlain by older carbonate rocks. The alternating layers of welded and nonwelded volcanic tuffs have differing hydrologic properties that significantly impact the manner in which water moves through the mountain. The repository horizon will be in welded tuff located in the unsaturated zone, more than 1,000 feet (300 meters) above the water table in the present-day climate, and is expected to remain well above the water table during wetter future climate conditions. Future meteorology and climatology at Yucca Mountain are important elements in understanding the amount of water available to potentially interact with the waste.

    The hydrogen accumulation at the top of containment or reactor building may occur due to an interaction of molten corium and water followed by a severe accident of a nuclear reactor (TMI, Chernobyl, Fukushima Daiichi). The hydrogen, released from the reactor, accumulates usually as a stratified semi-confined layer of hydrogen-air mixture. A series of large scale experiments on hydrogen combustion and explosion in a semi-confined layer of uniform and non-uniform hydrogen-air mixtures in presence of obstructions or without them was performed at the Karlsruhe Inst. of Technology (KIT). Different flame propagation regimes from slow subsonic to relative fast sonic flames and then to the detonations were experimentally investigated in different geometries and then simulated with COMSD code with respect to evaluate amount of burnt hydrogen taken place during the Fukushima Daiichi Accident (FDA). The experiments were performed in a horizontal semi-confined layer with dimensions of 9x3x0.6 m with/without obstacles opened from below. The hydrogen concentration in the mixtures with air was varied in the range of 0-34 vol. % without or with a gradient of 0-60 vol. %H{sub 2}/m. Effects of hydrogen concentration gradient, thickness of the layer, geometry of the obstructions, average and maximum hydrogen concentration on flame propagation regimes were investigated with respect to evaluate the maximum pressure loads of internal structures. Blast wave strength and dynamics of propagation after explosion of the layer of hydrogen-air mixture was numerically simulated to reproduce the hydrogen explosion process during the Fukushima Daiichi Accident.   6. Radioactive Material Transportation Considerations with Respect to DOE 3013 Storage Containers

    This paper evaluates sealed hardware that meets the requirements of DOE-STD-3013, ''Criteria for Preparing and packaging Plutonium Metals and Oxides for Long-Term Storage'' with respect to radioactive material (Type B quantity) transportation requirements. The Standard provides criteria for packaging of the plutonium materials for storage periods of at least 50 years. The standard requires the hardware to maintain integrity under both normal storage conditions and under anticipated handling conditions. To accomplish this, the standard requires that the plutonium be loaded in a minimum of two nested stainless steel sealed containers that are both tested for leak-tightness per ANSI N14.5. As such the 3013 hardware is robust. While the 3013 STD may provide appropriate storage criteria, it is not intended to provide criteria for transporting the material under the requirements of the Department of Transportation (DOT). In this evaluation, it is assumed that the activity of plutonium exceeds A1 and/or A2 curies as defined in DOT 49 CFR 173.431 and therefore must be shipped as a Type B package meeting the Nuclear Regulatory Commission (NRC) requirements of 10 CFR 71. The evaluation considers Type B shipment of plutonium in the 3013 hardware within a certified package for such contents.

    The U.S. Department of Energy’s (DOE’s) Building Energy Codes Program (BECP) has been asked by some states and energy code stakeholders to address the comparability of the 2009 International Energy Conservation Code® (IECC) as applied to commercial buildings and ANSI/ASHRAE/IESNA Standard 90.1-2007 (hereinafter referred to as Standard 90.1-07). An assessment of comparability will help states respond to and implement conditions specified in the State Energy Program (SEP) Formula Grants American Recovery and Reinvestment Act Funding Opportunity, Number DE-FOA-0000052, and eliminate the need for the states individually or collectively to perform comparative studies of the 2009 IECC and Standard 90.1-07. The funding opportunity announcement contains the following conditions: (2) The State, or the applicable units of local government that have authority to adopt building codes, will implement the following: (A) A residential building energy code (or codes) that meets or exceeds the most recent International Energy Conservation Code, or achieves equivalent or greater energy savings. (B) A commercial building energy code (or codes) throughout the State that meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-2007, or achieves equivalent or greater energy savings . (C) A plan to achieve 90 percent compliance with the above energy codes within eight years. This plan will include active training and enforcement programs and annual measurement of the rate of compliance. With respect to item (B) above, many more states, regardless of the edition date, directly adopt the IECC than Standard 90.1-07. This is predominately because the IECC is a model code and part of a coordinated set of model building codes that state and local government have historically adopted to regulate building design and construction. This report compares the 2009 IECC to Standard 90.1-07 with the intent of helping states address whether the adoption and application of the 2009 IECC for commercial buildings can be considered equivalent to the adoption and application of Standard 90.1-07. Based on this document, states adopting the 2009 IECC, which is the document cited in (A), above, for residential construction, can also determine if they are in compliance with the above provisions for commercial buildings in (B) above and if their code meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-07.

    This paper reports on the degradation and recovery of two different series of commercially available InGaN-based blue light emitting diodes submitted to proton irradiation at 3?MeV and various fluences (10{sup 11}, 10{sup 13}, and 10{sup 14}?p{sup +}/cm{sup 2}). After irradiation, we detected (i) an increase in the series resistance, in the sub-turn-on current and in the ideality factor, (ii) a spatially uniform drop of the output optical power, proportional to fluence, and (iii) a reduction of the capacitance of the devices. These results suggest that irradiation induced the generation of non-radiative recombination centers near the active region. This hypothesis is further confirmed by the results of the recovery tests carried out at low temperature (150?C)

    This document presents a refinement of the site conceptual model with respect to dense non-aqueous phase liquid (DNAPL) at the US Department of Energy Kansas City Plant (KCP). This refinement was prompted by a review of the literature and the results of a limited study that was conducted to evaluate whether pools of DNAPL were present in contaminated locations at the KCP. The field study relied on the micropurge method of sample collection. This method has been demonstrated as a successful approach for obtaining discrete samples within a limited aquifer zone. Samples were collected at five locations across 5-ft well screens located at the base of the alluvial aquifer at the KCP. The hypothesis was that if pools of DNAPL were present, the dissolved concentration would increase with depth. Four wells with highly contaminated groundwater were selected for the test. Three of the wells were located in areas where DNAPL was suspected, and one where no DNAPL was believed to be present. The results demonstrated no discernible pattern with depth for the four wells tested. A review of the data in light of the available technical literature suggests that the fine-grained nature of the aquifer materials precludes the formation of pools. Instead, DNAPL is trapped as discontinuous ganglia that are probably widespread throughout the aquifer. The discontinuous nature of the DNAPL distribution prevents the collection of groundwater samples with concentrations approaching saturation. Furthermore, the results indicate that attempts to remediate the aquifer with conventional approaches will not result in restoration to pristine conditions because the tortuous groundwater flow paths will inhibit the efficiency of fluid-flow-based treatments.

    Deuterium (D) incorporation in GeO{sub 2}/Ge structures following D{sub 2} annealing was investigated. Higher D concentrations were obtained for GeO{sub 2}/Ge samples in comparison to their SiO{sub 2}/Si counterparts annealed in the same conditions. Oxygen vacancies produced during the annealing step in D{sub 2} constitute defect sites for D incorporation, analogous to defects at the SiO{sub 2}/Si interfacial region. Besides D incorporation, volatilization of the oxide layer is also observed as a consequence of D{sub 2} annealing, especially in the high temperature regime of the present study (>450?C). In parallel to this volatilization, the stoichiometry and chemical structure of remnant oxide are modified as well. These results evidence the broader impact of forming gas annealing in dielectric/Ge structures with respect to SiO{sub 2}/Si counterparts.

  9. Refrigerator-freezer energy testing with alternative refrigerants

    As a result of the Montreal Protocol (UNEP 1987) that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must resolved. Among these are energy impacts, system compatibility, cost, and availability, In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers (AHAM 1985). The results are presented for an 18 ft{sup 3} (0.51 m{sup 3}), top mount refrigerators-freezer with a static condenser using the following refrigerants: R 12, R500, R12/dimethylether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12/DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants, indicating a higher capacity. While the R134a and R22/R142b results were less promising (6.8% and 8.5% higher energy consumption, respectively), changes to the refrigeration system, such as a different capillary tube or compressor, may improve their performance. It is noted that the test results are only an initial step in determining a replacement for R12.

This meeting is a continuation of the highly successful meetings previously held in Rovaniemi, Finland (2004), Innsbruck, Austria (2006), Banff, Canada (2008) and Ljubljana, Slovenia (2011), which brought together leading international researchers and students in this field. The objectives of the Big Sky meeting were to bring together scientists, students and professionals to discuss all aspects of cold-adapted microorganisms and the roles they play in polar and alpine environments, to understand the role of these organisms in our search for life on other icy worlds, to address recent developments, and to exchange ideas and experiences on an international scale. The conference provided a multi-disciplinary forum to explore emerging areas in the field and as always, will have a wealth of opportunities for the exchange of ideas and building of collaborations. Funds were requested to help defray registration fees and travel costs of 13 early career scientists. Distribution of the funds were based on the quality of the abstracts submitted.

    Magnetic field data acquired by the Ulysses spacecraft in high-speed streams over the poles of the Sun are used to investigate the normalized magnetic helicity spectrum {sigma}{sub m} as a function of the angle {theta} between the local mean magnetic field and the flow direction of the solar wind. This spectrum provides important information about the constituent modes at the transition to kinetic scales that occurs near the spectral break separating the inertial range from the dissipation range. The energetically dominant signal at scales near the thermal proton gyroradius k{sub perpendicular{rho}i} {approx} 1 often covers a wide band of propagation angles centered about the perpendicular direction, {theta} {approx_equal} 90{sup 0} {+-} 30{sup 0}. This signal is consistent with a spectrum of obliquely propagating kinetic Alfven waves with k{sub perpendicular} >> k{sub ||} in which there is more energy in waves propagating away from the Sun and along the direction of the local mean magnetic field than toward the Sun. Moreover, this signal is principally responsible for the reduced magnetic helicity spectrum measured using Fourier transform techniques. The observations also reveal a subdominant population of nearly parallel propagating electromagnetic waves near the proton inertial scale k{sub ||} c/{omega}{sub pi} {approx} 1 that often exhibit high magnetic helicity |{sigma}{sub m}| {approx_equal} 1. These waves are believed to be caused by proton pressure anisotropy instabilities that regulate distribution functions in the collisionless solar wind. Because of the existence of a drift of alpha particles with respect to the protons, the proton temperature anisotropy instability that operates when T{sub pperpendicular}/T{sub p||} > 1 preferentially generates outward propagating ion-cyclotron waves and the fire-hose instability that operates when T{sub pperpendicular}/T{sub p||} < 1 preferentially generates inward propagating whistler waves. These kinetic processes provide a natural explanation for the magnetic field observations.

    The control of ruthenium extraction in solvent-extraction processing of neutron-irradiated thorium is presented. Ruthenium is rendered organic-insoluble by the provision of sulfite or bisulfite ions in the aqueous feed solution. As a result the ruthenium remains in the aqueous phase along with other fission product and protactinium values, thorium and uranium values being extracted into the organic phase.     Phase relationships and the mechanical properties of zirconia are examined as well as the thermal conductivity, deformation, diffusion, and chemical reactivity of this refractory material. Observations from the literature particular to plasma-sprayed material and implications for gas turbine engine applications are discussed. The literature review indicates that Mg-PSZ (partially stabilized zirconia) and Ca-PSZ are unsuitable for advanced gas turbine applications a thorough characterization of the microstructure of plasma-sprayed zirconia is needed. Transformation-toughened zirconia may be suitable for use in monolithic components.

    Concerns about anthropogenic climate change have generated an interest in low global warming potential (GWP) refrigerants and have spawned policies and regulations that encourage the transition to low GWP refrigerants. Recent research has largely focused on hydrofluoroolefins (HFOs), including R-1234yf (GWP = 4) as a replacement for R-134a (GWP = 1430) in automotive air-conditioning applications. While R-1234yf and R-1234ze (GWP = 6) have been investigated theoretically as a replacements for R-134a in domestic refrigeration, there is a lack of experimental evidence. This paper gives experimental performance data for R-1234yf and R-1234ze as drop-in replacements for R134a in two household refrigerators one baseline and one advanced technology. An experiment was conducted to evaluate and compare the performance of R-134a to R-1234yf and R-1234ze, using AHAM standard HRF-1 to evaluate energy consumption. These refrigerants were tested as drop-in replacements, with no performance enhancing modifications to the refrigerators. In Refrigerator 1 and 2, R-1234yf had 2.7% and 1.3% higher energy consumption than R-134a, respectively. This indicates that R-1234yf is a suitable drop-in replacement for R-134a in domestic refrigeration applications. In Refrigerator 1 and 2, R-1234ze had 16% and 5.4% lower energy consumption than R-134a, respectively. In order to replace R-134a with R-1234ze in domestic refrigerators the lower capacity would need to be addressed, thus R-1234ze might not be suitable for drop-in replacement.

    Korea Atomic Energy Research Institute (KAERI) has been developing an Advanced Spent Fuel Conditioning Process (ACP) to reduce the volume of spent fuel, and the construction of the ACP facility (ACPF) for a demonstration of its technical feasibility has been completed. In 2006 two inactive demonstrations were performed with simulated fuels in the ACPF. Accompanied by process equipment performance tests, its remote operability and maintainability were also tested during that time. Procedures for remote operation tasks are well addressed in this study and evaluated thoroughly. Also, remote maintenance and repair tasks are addressed regarding some important modules with a high priority order. The above remote handling test's results provided a lot of information such as items to be revised to improve the efficiency of the remote handling tasks. This paper deals with the current status of ACP and the progress of remote handling of ACPF. (authors)

    The current state of geothermal technology has limitations that hinder the expansion of utility scale power. One limitation that has been discussed by the current industry is the limitation of Electric Submersible Pump (ESP) technology. With the exception of a few geothermal fields artificial lift technology is dominated by line shaft pump (LSP) technology. LSP's utilize a pump near or below reservoir depth, which is attached to a power shaft that is attached to a motor above ground. The primary difference between an LSP and an ESP is that an ESP motor is attached directly to the pump which eliminates the power shaft. This configuration requires that the motor is submersed in the geothermal resource. ESP technology is widely used in oil production. However, the operating conditions in an oil field vary significantly from a geothermal system. One of the most notable differences when discussing artificial lift is that geothermal systems operate at significantly higher flow rates and with the potential addition of Enhanced Geothermal Systems (EGS) even greater depths. The depths and flow rates associated with geothermal systems require extreme horsepower ratings. Geothermal systems also operate in a variety of conditions including but not limited to; high temperature, high salinity, high concentrations of total dissolved solids (TDS), and non-condensable gases.

    A lighting apparatus (100) includes one or more first LEDs (202) for generating a first spectrum of radiation (503), and one or more second LEDs (204) for generating a second different spectrum radiation (505). The first and second LEDs are electrically connected in series between a first node (516A) and a second node (516B), between which a series current (550) flows with the application of an operating voltage (516) across the nodes. A controllable current path (518) is connected in parallel with one or both of the first and second LEDs so as to at least partially divert the series current, such that a first current (552) through the first LED(s) and a second current (554) through the second LED(s) are different. Such current diversion techniques may be employed to compensate for shifts in color or color temperature of generated light during thermal transients, due to different temperature-dependent current-to-flux relationships for different types of LEDs.

The purpose was to identify the dimensions of the public health conditions of solid waste scavengers and their community. Cross-sectional field surveys and measurements were undertaken to characterize the distribution and magnitude of health-related problems and environmental conditions. Scavengers were found to be exposed to hazardous conditions due to the waste materials at the dump site. Cuts and punctures from sharp materials were the most common complaints among scavengers. Health symptoms like headache, diarrhea, respiratory illness, skin diseases and back pain were also reported. There was a high prevalence of childhood respiratory illness especially among those children of households where cigarette smoking was present. Children had poor nutritional status and were commonly infected by intestinal protozoa and helminths. An appreciable proportion of adult respondents was below the normal range for lung function performance. Seroprevalence of HBV infection was found to be high among male respondents in addition to six respondents that had possible HIV infections. The quality of the community water supply was low. Air pollution measurements showed acceptable ambient air levels except for particulate levels (TSP and RSP). Levels of indoor, outdoor, and personal exposure NO{sub 2} were found to be similar. Data for an inner-city project apartment community named Din-Dang were also collected for comparison. A priority rating index and recommendations for public health condition improvements were presented.

    In contrast to the monitoring and prevention of occupational radiation risk caused by enhanced natural radioactivity, relatively little attention has been paid to the environmental impact associated with residues containing enhanced activity concentration of naturally occurring radionuclides. Such materials are often deposited directly into the environment, a practice which is strictly forbidden in the management of other types of radioactive waste. In view of the new trends in radiation protection, the need to consider the occurrence of anthropogenically enhanced natural radioactivity as a particular unique case of environmental hazard is quite apparent. Residues containing high activity concentrations of some natural radionuclides differ from radioactive materials arising from the nuclear industry. In addition, the radiation risk is usually combined with the risk caused by other pollutants. As such and to date, there are no precise regulations regarding this matter and moreover, the non-nuclear industry is often not aware of potential environmental problems caused by natural radioactivity. This article discusses aspects of environmental radiation risks caused by anthropogenically enhanced natural radioactivity stored at unauthorised sites. Difficulties and inconclusiveness in the application of recommendations and models for radiation risk assessment are explored.     Modeling the behavior of nuclear fuel with a physics-based approach uses thermodynamics for key inputs such as chemical potentials and thermal properties for phase transformation, microstructure evolution, and continuum transport simulations. Many of the lanthanide (Ln) elements and Y are high-yield fission products. The U-Y-O and U-Ln-O ternaries are therefore key subsystems of multi-component high-burnup fuel. These elements dissolve in the dominant urania fluorite phase affecting many of its properties. This work reports on an effort to assess the thermodynamics of the U-Pr-O and U-Y-O systems using the CALPHAD (CALculation of PHase Diagrams) method. The models developed within this framework are capable of being combined and extended to include additional actinides and fission products allowing calculation of the phase equilibria, thermochemical and material properties of multicomponent fuel with burnup.

    This study presents the contribution of petrography to the comprehension of the alkali-silica reaction mechanism applied to two siliceous limestones. A petrography study was made on the two aggregates before reaction to define their relative proportions and types of reactive silica and to observe their distribution in the microstructure. Then a model reactor, constituted by the reactive siliceous limestone aggregate, portlandite and NaOH, was used to measure the swelling due to reaction of the silica with alkalis and the free expansion of the aggregates. The volume evolution between both aggregates was very different and could be explained by the preliminary petrographic study. It appears that the swelling of the aggregates is conditioned by the microstructure of the carbonated matrix, the quantity and the distribution of the reactive silica.

    Purpose: Investigating the backscatter dose factor with regards to structure and geometry of the surface material. Methods: The titanium cages used for this study representing both prototypes and well established products are made of a laser-sintered titanium alloy (AditusV GmbH, Berlin, Germany). A set of four radiochromic EBT3 films was used in a stacked geometry to measure the range and the magnitude of the expected surface dose enhancement due to the in comparison to water increased secondary electron release from the material. The measurement geometry and the small thickness of radiochromic EBT3 film allowed the dose measurement at distances of 0.1 mm, 0.9 mm, 1.7 mm and 2.5 mm from the probe surfaces. Water reference measurements were taken under equal conditions, in order to allow the calculation of the relative dose enhancement at the surface of a probe. Measurements were performed within a water phantom. An Epson Expression 10000 XL flatbed scanner was used for digitization. Results: Sintered titanium showed a dose enhancement factor of 1.22 at the surface of the material. The factor can be reduced to less than 1.10 by utilizing mesh structures. In both cases, the dose enhancement factor decreased to less than 1.03 at a distance of 1.7mm indicating the low energy of scattered electrons. Conclusion: Backscattering of titanium cages should be considered in treatment planning, especially when the cages are located close to organs at risk. While mesh structures were introduced to improve bone fusion with the implant structure, the potentially harmful surface dose enhancement is significantly reduced.

    In aged titanium tritide Ti /sup 3/ He/sub x/ thin films the /sup 3/He local critical concentration is slightly technology dependent and appears not to depend on the initial overall tritium concentration for x values lower than 1.5, which in fact results from a two-phase system: Ti and Ti /sup 3/H/sub 1.5/. As it is not possible to increase significantly the lifetime of titanium tritide films by simply lowering their tritium concentration, a different method is proposed, based on deutero-tritide films. This method can be extended to other tritides. Experimental values of /sup 3/He critical concentration in aged Ti /sup 3/H/sub x/ thin films are also determined.

    The effect of cadmium on the hepatic microsomal drug-metabolizing enzyme system was investigated. Cadmium chloride caused the conversion of cytochrome P-450 to P-420 in rat liver microsomes. The destruction of cytochrome P-450 by cadmium caused the reduction of microsomal drug-metabolizing enzyme activity and prolonged the pentobarbital sleeping time. There is a sex-related difference in the ability of cadmium to inhibit the hepatic drug metabolism in rats: male rats are more sensitive to cadmium than females. The effective period when cadmium prolonged their sleep depended upon the age of rats; older rats were more sensitive to cadmium than younger ones. The maximum increase of sleeping time depended upon the dose level of cadium, and the rate constant of the equations seems to depend upon the age of the animals.

    Models to estimate pollution dispersion and wind flow in cities (both at the city-scale and above) require a parametrical description of the urban canopy. For instance, two key parameters are the aerodynamic roughness length z{sub 0} and the zero-plane displacement height z{sub d}, which are related, amongst others, to the surface drag coefficient, the scale and intensity of turbulence, the depth of the roughness sub-layer and the wind speed profile. The calculation of z{sub 0} and z{sub d}, however, is not straightforward. The classical way to estimate them in open terrain is based on the measurement of wind profile data from a tall mast or, less accurately, on the inference from published roughness values for similar terrain elsewhere (Davenport, 1960; Davenport et al., 2000). Both methods, however, are very difficult to apply to cities, due to the considerable height where wind measurements should be taken (well above the urban canopy) and to the irregularities of urban texture. A promising alternative that has become available in recent years, due to increasing computing resources and the availability of high-resolution 3-D databases in urban areas, is based on the calculation of z{sub 0} and z{sub d} from the analysis and measure of the city geometry (urban morphometry). This method is reviewed for instance in Grimmond and Oke (1999), where values are calculated using different formulas and then compared with the results of field measurements. Urban morphometry opens up a new range of parameters that can easily be calculated in urban areas and used as input for meso-scale and urban dispersion models. This paper reviews a number of them and shows how they could be calculated from urban Digital Elevation Models (DEM) using image-processing techniques. It builds up on the recent work by Ratti et al. 2000, extending the number of case studies cities: London, Toulouse, Berlin, Salt Lake City and Los Angeles.

    Since the 1998 termination of LLW and ILW emplacement in the Morsleben repository (ERAM), Germany, the treatment, conditioning and documentation of radioactive waste products and packages have been continued on the basis of the waste acceptance requirements as of 1995, prepared for the Konrad repository near Salzgitter in Lower Saxony, Germany. The resulting waste products and packages are stored in interim storage facilities. Due to the Konrad license issued in 2002 the waste acceptance requirements have to be completed by additional requirements imposed by the licensing authority, e. g. for the declaration of chemical waste package constituents. Therefore, documentation of waste products and packages which are checked by independent experts and are in parts approved by the responsible authority (Office for Radiation Protection, BfS) up to now will have to be checked again for fulfilling the final waste acceptance requirements prior to disposal. In order to simplify these additional checks, databases are used to ensure an easy access to all known facts about the waste packages. A short balance of the existing waste products and packages which are already checked and partly approved by BfS as well as an overview on the established databases ensuring a fast access to the known facts about the conditioning processes is presented.   7. Environmentally induced fracture of nickel alloys: a comparison of hydrogen and mercury embrittlement with respect to temperature

    Previous studies have compared electrolytic hydrogen embrittlement (HE) and liquid metal embrittlement (LME) by mercury for numerous nickel alloys. All alloys tested exhibited embrittlement to some degree with HE and LME having similar fractographies. This study examines the effect of temperature on He and LME of Monel 400 over the range -30 and 80/sup 0/C. Slow strain rate tensile tests were conducted at two strain rates, 1.6 x 10/sup -5/s/sup -1/ and 1.6 x 10/sup -3/s/sup -1/, and two grain sizes, 35 ..mu..m and 250 ..mu..m. Behavior of Monel 400 is compared with previously studied nickel alloys. Results showed that intergranular, tranogranular, and microvoid-coalescence fractures can be obtained in both hydrogen and mercury. Fracture mode is governed by strain at fracture. Embrittlement ceases below -20/sup 0/ in both environment, believed due to lack of mobility of adsorbed hydrogen and lack of wetting by mercury. LME is more severe than HE because hydrogen blunts cracks by promoting plasticity. HE ceases at about 80/sup 0/C because excess plasticity promotes crack blunting and inhibits initiation. LME fractures remain brittle to 80/sup 0/C. An incubation period is normally needed for adsorption of the embrittler or for penetration of the crack through the plane stress surface zone. Otherwise ductile failures in mercury often exhibit longitudinal splitting, believed to be due to the combination of high normal stress, low shear stress, and a clean surface. The existence of a temperature window for LME can be explained on the basis of strain activated localized wetting. Results of this study are consistent with a decohesion mechanism producing intergranular fracture; competing with an enhanced dislocation nucleation mechanism producing transgranular fracture. Monel 400 exhibited the range of features observed for other nickel base alloys at appropriate conditions of temperature, strain rate, and grain size.

    In support of fully ceramic matrix (FCM) fuel development, coating development work has begun at the Oak Ridge National Laboratory (ORNL) to produce tri-isotropic (TRISO) coated fuel particles with UN kernels. The nitride kernels are used to increase heavy metal density in these SiC-matrix fuel pellets with details described elsewhere. The advanced gas reactor (AGR) program at ORNL used fluidized bed chemical vapor deposition (FBCVD) techniques for TRISO coating of UCO (two phase mixture of UO2 and UCx) kernels. Similar techniques were employed for coating of the UN kernels, however significant changes in processing conditions were required to maintain acceptable coating properties due to physical property and dimensional differences between the UCO and UN kernels.

    As a result of the Montreal Protocol that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must be resolved. Among these are energy impacts, system compatibility, cost, and availability. In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers. The results are presented for an 18 cubic foot (0.51 cubic meter), top-mount refrigerator-freezer with a static condenser using the following refrigerants: R12, R500, R12/Dimethyl-ether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12 /DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants indicating a higher capacity. While the R134a and R22/R142b results were less promising refrigeration system, such as a different capillary tube or compressor, may improve their performance. 12 refs., 2 figs., 3 tabs.

The purpose of H.R.1531 is to facilitate the development of interstate coal slurry pipelines within the framework of state water law and interstate water allocations. The amendment establishes a procedure through which the Secretary of the Interior may grant the federal power of eminent domain to obtain rights-of-way over private lands to coal pipelines determined to be in the national interest. The Secretary may also grant certified pipelines rights-of-way over federal lands. The pipelines must first obtain any water use permits from the necessary states. The amendment also includes pipelines that would use another media in place of water, such as carbon dioxide. The major issues discussed in this report are certification, employment, state water rights, environment, eminent domain, access over Federal land, and antitrust review.

    This study presents the results of an integrated reservoir study of the Eocene B-Inferior/VLG-3659, Area 7, Ceuta filed. This field located in the Maracaibo Lake in the western side of Venezuela. The objective was to evaluating the feasibility to implement a secondary recovery project by means of water flooding. Core information was used for this study (194 ft), PVT analysis, RFI, build-up and statistic`s pressure analysis, modem logs and production history data. Using geostatistical techniques (Kriging) it was defined a low uncertainty geological model that was validated by means of a black oil simulator (Eclipse). The results showed a good comparison of historical pressure of the reservoir against those obtained from the model, without the need of {open_quotes}history matching{close_quotes}. It means without modifying neither the initial rock properties nor reservoir fluids. The results of this study recommended drilling in two new locations, also the reactivation of four producing wells and water flooding under peripherical array by means of four injection wells, with the recovery of an additional 30.2 MMSTB. The economical evaluation shows an internal return rate of 31.4%.

    Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

  1. Confidential data in a competitive utility environment: A regulatory perspective

    Historically, the electric utility industry has been regarded as one of the most open industries in the United States in sharing information but their reputation is being challenged by competitive energy providers, the general public, regulators, and other stakeholders. As the prospect of competition among electricity power providers has increased in recent years, many utilities have been requesting that the data they submit to their utility regulatory commissions remain confidential. Withholding utility information from the public is likely to have serious and significant policy implications with respect to: (1) consumer education, the pursuit of truth, mutual respect among parties, and social cooperation; (2) the creation of a fair market for competitive energy services; (3) the regulatory balance; (4) regional and national assessments of energy-savings opportunities; (5) research and development; and (6) evaluations of utility programs, plans, and policies. In a telephone survey of all public utility commissions (PUCs) that regulate electric and gas utilities in the U.S., we found that almost all PUCs have received requests from utility companies for data to be filed as confidential, and confidential data filings appear to have increased (both in scope and in frequency) in those states where utility restructuring is being actively discussed. The most common types of data submitted as confidential by utilities dealt with specific customer data, market data, avoided costs, and utility costs.

  2. High Efficiency Room Air Conditioner

    This project was undertaken as a CRADA project between UT-Battelle and Geberal Electric Company and was funded by Department of Energy to design and develop of a high efficiency room air conditioner. A number of novel elements were investigated to improve the energy efficiency of a state-of-the-art WAC with base capacity of 10,000 BTU/h. One of the major modifications was made by downgrading its capacity from 10,000 BTU/hr to 8,000 BTU/hr by replacing the original compressor with a lower capacity (8,000 BTU/hr) but high efficiency compressor having an EER of 9.7 as compared with 9.3 of the original compressor. However, all heat exchangers from the original unit were retained to provide higher EER. The other subsequent major modifications included- (i) the AC fan motor was replaced by a brushless high efficiency ECM motor along with its fan housing, (ii) the capillary tube was replaced with a needle valve to better control the refrigerant flow and refrigerant set points, and (iii) the unit was tested with a drop-in environmentally friendly binary mixture of R32 (90% molar concentration)/R125 (10% molar concentration). The WAC was tested in the environmental chambers at ORNL as per the design rating conditions of AHAM/ASHRAE (Outdoor- 95F and 40%RH, Indoor- 80F, 51.5%RH). All these modifications resulted in enhancing the EER of the WAC by up to 25%.

    'The authors have begun to examine the extraction and recovery of heavy elements from aqueous waste streams using redox-active metal chalcogenides. They have been able to prepare extractants from known chalcogenide starting materials, studied the efficacy of the extractants for selective removal of soft metal ions from aqueous phases, studied the deactivation of extractants and the concomitant recovery of soft metal ions from the extractants, and characterized all of the solids and solutions thus far in the study. The study was proposed as two parallel tasks: Part 1 and Part 2 emphasize the study and development of known metal chalcogenide extractants and the synthesis and development of new metal chalcogenide extractants, respectively. The two tasks were divided into sub-sections that study the extractants and their chemistry as detailed below: Preparation and reactivity of metal chalcogenide host solids Extraction of target waste (guest) ions from simulated waste streams Examination of the guest-host solids recovery of the guest metal and reuse of extractant Each section of the two tasks was divided into focused subsections that detail the specific problems and solutions to those problems that were proposed. The extent to which those tasks have been accomplished and the continued efforts of the team are described in detail below. (b) Progress and Results. The DOE-supported research has proceeded largely as proposed and has been productive in its first 12 months. Two full-paper manuscripts were submitted and are currently under peer review. A third paper is in preparation and will be submitted shortly. In addition, 5 submitted or invited presentations have been made.'

    This Final Scientific/ Technical Report submitted with respect to Project DE-FE0000833 titled 'An Integrated Water Treatment Technology Solution for Sustainable Water Resource Management in the Marcellus Shale' in support of final reporting requirements. This final report contains a compilation of previous reports with the most current data in order to produce one final complete document. The goal of this research was to provide an integrated approach aimed at addressing the increasing water resource challenges between natural gas production and other water stakeholders in shale gas basins. The objective was to demonstrate that the AltelaRain{reg_sign} technology could be successfully deployed in the Marcellus Shale Basin to treat frac flow-back water. That objective has been successfully met.

Further, would also I respectfully request that no more fossil fuel infrastructure be built, beginning with canceling those currently under proposal or contract approval, and that we require the natural gas industry to fix all leaks to existing infrastructure, including Class 3 (non-hazardous) leaks. The energy saved from this last measure alone could shore up nearly a third of the perceived potential shortfall in capacity. Used in tandem with improvements in efficiency and the current rate of acceleration in solar and wind development currently seen here in Massachusetts, we could end up with an energy surplus for our projected future needs.     The Secure Energy Supply Act of 1986 amends the Internal Revenue Code of 1954. Title I provides a deduction and special net operating loss treatment for certain losses on crude oil. Title II increases tariffs on petroleum and petroleum products, the revenues of which will cover authorized refunds. Title III provides that only stripper well oil or oil exchanged for stripper well oil will be used to fill the Strategic Petroleum Reserve. Title IV removes wellhead price controls and repeals Natural Gas Act jurisdiction over certain first sales of natural gas. Later titles repeal certain restrictions on the use of natural gas and petroleum, repeal incremental pricing requirements, and promote flexibility in rescheduling or marking down troubled loans. The bill was referred to the House Committees on Ways and Means, Energy and Commerce, and Banking, Finance, and Urban Affairs.
