DOE/AHAM advanced refrigerator technology development project

As part of the effort to improve residential energy efficiency and reduce greenhouse emissions from power plants, several design options were investigated for improving the energy efficiency of a conventionally designed domestic refrigerator-freezer. The program goal was to reduce the energy consumption of a 20-ft{sup 3} (570-L) top-mount refrigerator-freeze to 1.00 kWh/d, a 50% reduction from the 1993 National Appliance Energy Conservation Act (NAECA) standard. The options--such as improved cabinet and door insulation, a high-efficiency compressor, a low-wattage fan, a large counterflow evaporator, and adaptive defrost control--were incorporated into prototype refrigerator-freezer cabinets and refrigeration systems. The refrigerant HFC-134a was used as a replacement for CFC-12. The baseline energy performance of the production refrigerator-freezers, along with cabinet heat load and compressor calorimeter test results, were extensively documented to provide a firm basis for experimentally measured energy savings. The project consisted of three main phases: (1) an evaluation of energy-efficient design options using computer simulation models and experimental testing, (2) design and testing of an initial prototype unit, and (3) energy and economic analyses of a final prototype. The final prototype achieved an energy consumption level of 0.93 kWh/d--an improvement of 45% over the baseline unit and 54% over the 1993 NAECA standard for 20-fg{sup 3} (570-L) units. The manufacturer`s cost for those improvements was estimated at $134; assuming that cost is doubled for the consumer, it would take about 11.4 years to pay for the design changes. Since the payback period was thought to be unfeasible, a second, more cost-effective design was also tested. Its energy consumption level was 1.16 kWh/d, a 42% energy savings, at a manufacturer`s cost increase of $53. Again assuming a 100% markup, the payback for this unit would be 6.6 years.

We explore what it means to apply automatic differentiation with respect to a set of real variables to codes containing complex arithmetic. That is, both dependent and independent variables with respect to differentiation are real variables, but in order to exploit features of complex mathematics, part of the code is expressed by employing complex arithmetic. We investigate how one can apply automatic differentiation to complex variables if one exploits the homomorphism of the complex numbers C onto R{sup 2}. It turns out that, by and large, the usual rules of differentiation apply, but subtle differences in special cases arise for sqrt (), abs (), and the power operator.

We revisit the long standing problem of analyzing an inertial electric charge from the point of view of uniformly accelerated observers in the context of semi-classical gravity. We choose a suitable set of accelerated observers with respect to which there is no photon emission coming from the inertial charge. We discuss this result against previous claims [F. Rohrlich, Ann. Preparing to Submit a License Application for Yucca Mountain

In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Upon completion of site characterization, the Secretary of Energy considered the results and concluded that a repository at Yucca Mountain would perform in a manner that protects public health and safety. The Secretary recommended the site to the President in February 2002; the President agreed and recommended to Congress that the site be approved. The Governor of Nevada submitted a notice of disapproval, and both houses of Congress acted to override the disapproval. In July 2002, the President's approval allowed the Department to begin the process of submittal of a license application for Yucca Mountain as the site for the nation's first repository for spent nuclear fuel and high-level radioactive waste. Yucca Mountain is located on federal land in Nye County in southern Nevada, an arid region of the United States, approximately 100 miles (160 kilometers) northwest of Las Vegas (Figure 1). The location is remote from population centers, and there are no permanent residents within approximately 14 miles (23 km) of the site. Overall, Nye County has a population density of about two persons per square mile (two persons per 2.5 square km); in the vicinity of Yucca Mountain, it is significantly less. Yucca Mountain is a series of north-south-trending ridges extending approximately 25 miles (40 km), and consists of successive layers of fine-grained volcanic tuffs, millions of years old, underlain by older carbonate rocks. The alternating layers of welded and nonwelded volcanic tuffs have differing hydrologic properties that significantly impact the manner in which water moves through the mountain. The repository horizon will be in welded tuff located in the unsaturated zone, more than 1,000 feet (300 meters) above the water table in the present-day climate, and is expected to remain well above the water table during wetter future climate conditions. Future meteorology and climatology at Yucca Mountain are important elements in understanding the amount of water available to potentially interact with the waste.

Respective Roles of Shallow Convection and Stratiform Rainfall on the Simulation of Madden Julian Oscillation Joshua Xiouhua Fu IPRC, SOEST, University of Hawaii The IPRC/UH Hybrid-coupled GCM (HcGCM), which combined ECHAM-4 AGCM with UH intermediate ocean model, produces robust Tropical Intra-Seasonal Oscillations including the boreal-winter MJO and boreal-summer Monsoon Intra-Seasonal Oscillation. In this study, two sets of sensitivity experiments (i.e., short-term retrospective forecast of one MJO event observed during TOGA COARE and long-term free integrations) have been carried out to understand the respective roles of shallow-convection and stratiform rainfall on the simulations and predictions of the MJO. Major findings are summarized as following: Shallow-convection ahead of MJO deep convection moistens the lower-troposphere and preconditions the movement of the MJO. Present study shows that this process is very important to the eastward propagating speed of the MJO. A significant fraction of stratiform rainfall (~30%; stratiform part vs. total rainfall) is needed for ECHAM-4 to have a robust MJO. The above findings suggest that in addition to deep convection, shallow convection and stratiform rainfall needs to be well represented in conventional GCMs to ensure a robust model MJO.

Natural hazards phenomena mitigation with respect to seismic hazards at the Environmental Restoration Disposal Facility

This report provides information on the seismic hazard for design of the proposed Environmental Restoration Disposal Facility (ERDF), a facility designed for the disposal of wastes generated during the cleanup of Hanford Site aggregate areas. The preferred ERDF site is located south and east of 200 East and 200 West Areas. The Washington State Groundwater Protection Program (WAC 173-303-806 (4)(a)(xxi)) requires that the characteristics of local and regional hydrogeology be defined. A plan for that work has been developed (Weekes and Borghese 1993). In addition, WAC 173-303-282 provides regulatory guidance on siting a dangerous waste facility, and US Department of Energy (DOE) Order 5480.28 requires consideration of natural phenomena hazards mitigation for DOE sites and facilities. This report provides information to evaluate the ERDF site with respect to seismic hazard. The ERDF will be a Corrective Action Management Unit (CAMU) as defined by 40 CFR 260.10.

Investigation of coal stockpiles of Tuncbilek thermal power plant with respect to time under atmospheric conditions

Thermal power plants have delayed the coal that they will use at stockpiles mandatorily. If these coal stockpiles remain at the stockyards over a certain period of time, a spontaneous combustion can be started itself. Coal stocks under combustion threat can cost too much economically to coal companies. Therefore, it is important to take some precautions for saving the stockpiles from the spontaneous combustion. In this research a coal stockpile at Tuncbilek Thermal Power Plant which was formed in 5 m wide, 10 m long, and 3 m height with a weight of 120 tons to observe internal temperature changes with respect to time under normal atmospheric conditions. Later, internal temperature measurements were obtained at 20 points distributed all over two layers in the stockpile. The parameters, such as air temperature, humidity, atmosphere pressure, wind speed and direction, which are effective on the stockpiles, were measured and used to obtain the graphs of stockpiles' internal temperature.

Consequently, the ultimate pressure of a given vacuum system pumped by each of the above mentioned pumps could be expected to vary under the same operating conditions. Hydrogen combustion in a flat semi-confined layer with respect to the Fukushima Daiichi accident

The hydrogen accumulation at the top of containment or reactor building may occur due to an interaction of molten corium and water followed by a severe accident of a nuclear reactor (TMI, Chernobyl, Fukushima Daiichi). The hydrogen, released from the reactor, accumulates usually as a stratified semi-confined layer of hydrogen-air mixture. A series of large scale experiments on hydrogen combustion and explosion in a semi-confined layer of uniform and non-uniform hydrogen-air mixtures in presence of obstructions or without them was performed at the Karlsruhe Inst. of Technology (KIT). Different flame propagation regimes from slow subsonic to relative fast sonic flames and then to the detonations were experimentally investigated in different geometries and then simulated with COMSD code with respect to evaluate amount of burnt hydrogen taken place during the Fukushima Daiichi Accident (FDA). The experiments were performed in a horizontal semi-confined layer with dimensions of 9x3x0.6 m with/without obstacles opened from below. The hydrogen concentration in the mixtures with air was varied in the range of 0-34 vol. % without or with a gradient of 0-60 vol. %H{sub 2}/m. Effects of hydrogen concentration gradient, thickness of the layer, geometry of the obstructions, average and maximum hydrogen concentration on flame propagation regimes were investigated with respect to evaluate the maximum pressure loads of internal structures. Blast wave strength and dynamics of propagation after explosion of the layer of hydrogen-air mixture was numerically simulated to reproduce the hydrogen explosion process during the Fukushima Daiichi Accident. Comparison of Standard 90.1-2007 and the 2009 IECC with Respect to Commercial Buildings

The U.S. Department of Energy’s (DOE’s) Building Energy Codes Program (BECP) has been asked by some states and energy code stakeholders to address the comparability of the 2009 International Energy Conservation Code® (IECC) as applied to commercial buildings and ANSI/ASHRAE/IESNA Standard 90.1-2007 (hereinafter referred to as Standard 90.1-07). An assessment of comparability will help states respond to and implement conditions specified in the State Energy Program (SEP) Formula Grants American Recovery and Reinvestment Act Funding Opportunity, Number DE-FOA-0000052, and eliminate the need for the states individually or collectively to perform comparative studies of the 2009 IECC and Standard 90.1-07. The funding opportunity announcement contains the following conditions: (2) The State, or the applicable units of local government that have authority to adopt building codes, will implement the following: (A) A residential building energy code (or codes) that meets or exceeds the most recent International Energy Conservation Code, or achieves equivalent or greater energy savings. (B) A commercial building energy code (or codes) throughout the State that meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-2007, or achieves equivalent or greater energy savings . (C) A plan to achieve 90 percent compliance with the above energy codes within eight years. This plan will include active training and enforcement programs and annual measurement of the rate of compliance. With respect to item (B) above, many more states, regardless of the edition date, directly adopt the IECC than Standard 90.1-07. This is predominately because the IECC is a model code and part of a coordinated set of model building codes that state and local government have historically adopted to regulate building design and construction. This report compares the 2009 IECC to Standard 90.1-07 with the intent of helping states address whether the adoption and application of the 2009 IECC for commercial buildings can be considered equivalent to the adoption and application of Standard 90.1-07. Based on this document, states adopting the 2009 IECC, which is the document cited in (A), above, for residential construction, can also determine if they are in compliance with the above provisions for commercial buildings in (B) above and if their code meets or exceeds the ANSI/ASHRAE/IESNA Standard 90.1-07.

Azimuthal asymmetries in exclusive electroproduction of real photons are measured for the first time with respect to transverse target polarisation, providing new constraints on Generalized Parton Distributions. From the same data set on a hydrogen target, new results for the beam-charge asymmetry are also extracted with better precision than those previously reported. By comparing model calculations with measured asymmetries attributed to the interference between the deeply virtual Compton scattering and Bethe-Heitler processes, a model-dependent constraint is obtained on the total angular momenta carried by up and down quarks in the nucleon.

Variations in permeability and fine particle migrations in unconsolidated sandstones submitted to saline circulations

Samples of unconsolidated clayey sandstone were submitted to percolations with NaCl and CaCl{sub 2} solutions with ionic strengths I = 0.01 and I = 2 at 20, 60 and 90{degrees}C. The permeability decreased as a function of time for all the samples examined. When the temperature rose from 20 to 90{degrees}C, permeability decreased for the I = 0.01 solutions, but it increased for the I = 2 solutions. The fluid circulations were accompanied by an entrainment of fine particles that was all the greater as the solutions became more diluted and fluid. This behavior, explained by the phenomenon of clay flocculation-deflocculation, is governed by the values of the attraction and repulsion potentials between particles. The calculation of the forces present shows that the electrokinetic phenomena govern flocculation and migration of fine particles in sandstone.

This document presents a refinement of the site conceptual model with respect to dense non-aqueous phase liquid (DNAPL) at the US Department of Energy Kansas City Plant (KCP). This refinement was prompted by a review of the literature and the results of a limited study that was conducted to evaluate whether pools of DNAPL were present in contaminated locations at the KCP. The field study relied on the micropurge method of sample collection. This method has been demonstrated as a successful approach for obtaining discrete samples within a limited aquifer zone. Samples were collected at five locations across 5-ft well screens located at the base of the alluvial aquifer at the KCP. The hypothesis was that if pools of DNAPL were present, the dissolved concentration would increase with depth. Four wells with highly contaminated groundwater were selected for the test. Three of the wells were located in areas where DNAPL was suspected, and one where no DNAPL was believed to be present. The results demonstrated no discernible pattern with depth for the four wells tested. A review of the data in light of the available technical literature suggests that the fine-grained nature of the aquifer materials precludes the formation of pools. Instead, DNAPL is trapped as discontinuous ganglia that are probably widespread throughout the aquifer. The discontinuous nature of the DNAPL distribution prevents the collection of groundwater samples with concentrations approaching saturation. Furthermore, the results indicate that attempts to remediate the aquifer with conventional approaches will not result in restoration to pristine conditions because the tortuous groundwater flow paths will inhibit the efficiency of fluid-flow-based treatments.

Deep groundwaters, esp. oil field waters, from different sedimentary basins in Germany were characterized and evaluated with respect to their damage potential in production and injection processes. Geochemical modeling with different computer programs (PHRF-EQE, PHRQPITZ, SOLMINEQ etc.) was used to evaluate fluid-rock-interactions as well as their damage potential during operation processes. The geochemical program PHREEQE was integrated in an expert system (XPS FROCKI) for the evaluation of operational problems (scaling, fines mobilization, reduced permeability) in production or injection wells.

An independent technical review (peer review) was conducted during the period of September 15--17, 1992. The review was conducted by C. Warren Ankerberg (Geraghty and Miller, Inc., Tampa, Florida) and Don Messinger (Roy F. Weston, Inc., West Chester, Pennsylvania). The review was held at Jacobs Engineering in Albuquerque, New Mexico, and at the Shiprock, New Mexico, site. The peer review included a review of written documentation [water sampling standard operating procedures (SOP)], an inspection of technical reports and other deliverables, a review of staff qualifications and training, and a field visit to evaluate the compliance of field procedures with SOPS. Upon completion of the peer review, each reviewer independently prepared a report of findings from the review. The reports listed findings and recommended actions. This document responds to the observations, comments, and recommendations submitted by Don Messinger following his review. The format of this document is to present the findings and recommendations verbatim from Mr. Messinger`s report, followed by responses from the UMTRA Project staff. Included in the responses from the UMTRA Project staff are recommended changes in SOPs and strategies for implementing the charges.

The review was conducted by C. Warren Ankerberg (Geraghty & Miller, Inc., Tampa, Florida) and Don Messinger (Roy F. Weston, Inc., West Chester, Pennsylvania). The approach of the peer reviewers was to verify that the program meets the following criteria: Reported results are traceable to and consistent with recorded data. The basic assumptions and acceptance criteria are valid. Data are traceable to their origin and to reported analytical results. The procedures employed are consistent both internally and externally with written SOPs and regulatory guidelines. Inferences and conclusions are soundly based. The procedures and/or reports generated present work that satisfies the local, state and/or Federal regulatory requirements as applicable. The approach is consistent with industry standards and/or state-of-the-art technology, as practical. The data generated by activities are legally defensible and technically sound. UMTRA staff are adequately trained and qualified for the work. This document is a response to the observations, comments, and recommendations submitted by C. Warren Ankerberg following his review. The format of this document is to present the findings and recommendations verbatim from Mr. Ankerberg`s report, followed by responses from the UMTRA Project staff. Included in the responses from the UMTRA Project staff are recommended changes in SOPs and strategies for implementing the changes.

MAGNETIC HELICITY SPECTRUM OF SOLAR WIND FLUCTUATIONS AS A FUNCTION OF THE ANGLE WITH RESPECT TO THE LOCAL MEAN MAGNETIC FIELD

Magnetic field data acquired by the Ulysses spacecraft in high-speed streams over the poles of the Sun are used to investigate the normalized magnetic helicity spectrum {sigma}{sub m} as a function of the angle {theta} between the local mean magnetic field and the flow direction of the solar wind. This spectrum provides important information about the constituent modes at the transition to kinetic scales that occurs near the spectral break separating the inertial range from the dissipation range. The energetically dominant signal at scales near the thermal proton gyroradius k{sub perpendicular{rho}i} {approx} 1 often covers a wide band of propagation angles centered about the perpendicular direction, {theta} {approx_equal} 90{sup 0} {+-} 30{sup 0}. This signal is consistent with a spectrum of obliquely propagating kinetic Alfven waves with k{sub perpendicular} >> k{sub ||} in which there is more energy in waves propagating away from the Sun and along the direction of the local mean magnetic field than toward the Sun. Moreover, this signal is principally responsible for the reduced magnetic helicity spectrum measured using Fourier transform techniques. The observations also reveal a subdominant population of nearly parallel propagating electromagnetic waves near the proton inertial scale k{sub ||} c/{omega}{sub pi} {approx} 1 that often exhibit high magnetic helicity |{sigma}{sub m}| {approx_equal} 1. These waves are believed to be caused by proton pressure anisotropy instabilities that regulate distribution functions in the collisionless solar wind. Because of the existence of a drift of alpha particles with respect to the protons, the proton temperature anisotropy instability that operates when T{sub pperpendicular}/T{sub p||} > 1 preferentially generates outward propagating ion-cyclotron waves and the fire-hose instability that operates when T{sub pperpendicular}/T{sub p||} < 1 preferentially generates inward propagating whistler waves. These kinetic processes provide a natural explanation for the magnetic field observations.

The 5th International Conference on Polar and Alpine Microbiology (PAM5) was held in Big Sky, Montana (USA) from 8-12 September 2013. This meeting is a continuation of the highly successful meetings previously held in Rovaniemi, Finland (2004), Innsbruck, Austria (2006), Banff, Canada (2008) and Ljubljana, Slovenia (2011), which brought together leading international researchers and students in this field. The objectives of the Big Sky meeting were to bring together scientists, students and professionals to discuss all aspects of cold-adapted microorganisms and the roles they play in polar and alpine environments, to understand the role of these organisms in our search for life on other icy worlds, to address recent developments, and to exchange ideas and experiences on an international scale. The conference provided a multi-disciplinary forum to explore emerging areas in the field and as always, will have a wealth of opportunities for the exchange of ideas and building of collaborations. Funds were requested to help defray registration fees and travel costs of 13 early career scientists. Distribution of the funds were based on the quality of the abstracts submitted.

Refrigerator-freezer energy testing with alternative refrigerants

As a result of the Montreal Protocol (UNEP 1987) that limits the production of ozone-depleting refrigerants, manufacturers are searching for alternatives to replace the R12 that is presently used in residential refrigerator-freezers. Before an alternative can be selected, several issues must resolved. Among these are energy impacts, system compatibility, cost, and availability, In an effort to determine the energy impacts of some of the alternatives, energy consumption tests were performed in accordance with section 8 of the Association of Home Appliance Manufacturers (AHAM) standard for household refrigerators and household freezers (AHAM 1985). The results are presented for an 18 ft{sup 3} (0.51 m{sup 3}), top mount refrigerators-freezer with a static condenser using the following refrigerants: R 12, R500, R12/dimethylether (DME), R22/R142b, and R134a. Conclusions from the AHAM test are that R500 and R12/DME have a reduced energy consumption relative to R12 when replaced in the test unit with no modifications to the refrigeration system. Run times were slightly lower than R12 for both refrigerants, indicating a higher capacity. While the R134a and R22/R142b results were less promising (6.8% and 8.5% higher energy consumption, respectively), changes to the refrigeration system, such as a different capillary tube or compressor, may improve their performance. It is noted that the test results are only an initial step in determining a replacement for R12.

In October and November 1986, two secret U.S. Government operations were publicly exposed, potentially implicating Reagan Administration officials in illegal activities. These operations were the provision of assistance to the military activities of the Nicaraguan contra rebels during an October 1984 to October 1986 prohibition on such aid, and the sale of U.S. arms to Iran in contravention of stated U.S. policy and in possible violation of arms-export controls. In late November 1986, Reagan Administration officials announced that some of the proceeds from the sale of U.S. arms to Iran had been diverted to the contras. As a result, Attorney General Edwin Meese III sought the appointment of an independent counsel to investigate and prosecute possible crimes. Volume III contains comments and materials submitted by individuals and their attorneys from that investigation.
