    The author discusses the history of rural electric cooperatives (REC) in the United States, and the broader question of whether such organizations can serve as a model for rural electrification in other countries. The author points out the features of such cooperatives which have given them stability and strength, and emphasizes that for success of such programs, many of these same features must be present. He definitely feels the cooperative models are not outdated, but they need strong local support, and a governmental structure which is supportive, and in particular not negative.

    The author describes a joint program to use renewables for rural electrification projects in Chile. The initial focus was in a limited part of the country, involving wind mapping, pilot project planning, training, and development of methodologies for comparative evaluations of resources. To this point three wind hybrid systems have been installed in one region, as a part of the regional private utility, and three additional projects are being designed. Additional resource assessment and training is ongoing. The author points out the difficulties in working with utilities, the importance of signed documentation, and the need to look at these programs as long term because of the time involved in introducing such new technologies.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    Biomass utilization is one solution to our nation’s addiction to oil and fossil fuels. What is needed now is applied fundamental research that will cause economic technology development for the utilization of the diverse biomass resources in the United States. This Energy & Environmental Research Center (EERC) applied fundamental research project contributes to the development of economical biomass utilization for energy, transportation fuels, and marketable chemicals using biorefinery methods that include thermochemical and fermentation processes. The fundamental and basic applied research supports the broad scientific objectives of the U.S. Department of Energy (DOE) Biomass Program, especially in the area of developing alternative renewable biofuels, sustainable bioenergy, technologies that reduce greenhouse gas emissions, and environmental remediation. Its deliverables include 1) identifying and understanding environmental consequences of energy production from biomass, including the impacts on greenhouse gas production, carbon emission abatement, and utilization of waste biomass residues and 2) developing biology-based solutions that address DOE and national needs related to waste cleanup, hydrogen production from renewable biomass, biological and chemical processes for energy and fuel production, and environmental stewardship. This project serves the public purpose of encouraging good environmental stewardship by developing biomass-refining technologies that can dramatically increase domestic energy production to counter current trends of rising dependence upon petroleum imports. Decreasing the nation’s reliance on foreign oil and energy will enhance national security, the economy of rural communities, and future competitiveness. Although renewable energy has many forms, such as wind and solar, biomass is the only renewable energy source that can be governed through agricultural methods and that has an energy density that can realistically compete with

    The per capita per year fuel consumption in Bangladesh is only 56 kg oil equivalent. The supply of electricity by Bangladesh power development board (BPDB) and Dhaka electricity supply authority (DESA) is mainly confined to cities and towns. Rural Electrification Board (REB) distributes electricity to the rural people through cooperatives. The rural cooperatives cover only 10% of the total population. Only about 15% of the total population is directly connected to the electricity. In order to meet the increasing energy demand for development of agriculture and industry and for the generation of better employment opportunities, it will be necessary to harness all the available alternative sources of energy immediately.

  20. Oil, power, and rural change in Ecuador: 1972-1979

    This study explores the role of the State in Ecuador's agriculture during the period of oil boom and military rule (1972-1979). It focuses on: (1) how the availability of oil revenues affected formation and implementation of agricultural policies; (2) the impact of oil-financed policies on agrarian structure, agricultural production, and rural inequality. Historical analysis is based on interviews with policy makers, newspaper chronology, and government documents. Policy impact assessment is based on macroeconomic evidence and microlevel studies. Although agrarian reform was central to the military's development plan, the 1973 Agrarian Reform Law imposed no farm size limits and postponed enforcement of efficiency requirements until 1976. Oil revenues eliminated some political and economic incentives for reform. State action shifted away from land redistribution towards colonization and promotion of agricultural production. The oil boom had an overall negative impact on rural income distribution. It removed incentives for reform. Increased state spending benefitted primarily medium and large landowners. Macroeconomic trends favored adoption of capital intensive methods in livestock and industrial crop production and decapitalization of food and export agriculture, harming wage-dependent laborers.

The paper discusses two case histories, one in the Dominican Republic and one in Colombia. The author summarizes the results of the programs, both successes and failures, and offers an array of conclusions with regard to the implementation of future programs of this general nature.

    Developing commercial energy crops for power generation by the year 2000 is the focus of the DOE/USDA sponsored Biomass Power for Rural Development project. The New York based Salix Consortium project is a multi-partner endeavor, implemented in three stages. Phase-I, Final Design and Project Development, will conclude with the preparation of construction and/or operating permits, feedstock production plans, and contracts ready for signature. Field trials of willow (Salix) have been initiated at several locations in New York (Tully, Lockport, King Ferry, La Facette, Massena, and Himrod) and co-firing tests are underway at Greenidge Station (NYSEG). Phase-II of the project will focus on scale-up of willow crop acreage, construction of co-firing facilities at Dunkirk Station (NMPC), and final modifications for Greenidge Station. There will be testing of the energy crop as part of the gasification trials expected to occur at BED`s McNeill power station and potentially at one of GPU`s facilities. Phase-III will represent full-scale commercialization of the energy crop and power generation on a sustainable basis. Willow has been selected as the energy crop of choice for many reasons. Willow is well suited to the climate of the Northeastern United States, and initial field trials have demonstrated that the yields required for the success of the project are obtainable. Like other energy crops, willow has rural development benefits and could serve to diversify local crop production, provide new sources of income for participating growers, and create new jobs. Willow could be used to put a large base of idle acreage back into crop production. Additionally, the willow coppicing system integrates well with current farm operations and utilizes agricultural practices that are already familiar to farmers.

It seems attractive to replace the fossil liquid fuels needed for machinery by locally produced fuels. The thermal gasification of agricultural waste which produces gas that can be used directly to drive engines is suggested. A study to identify the social and economic advantages of this process and its applicability in rural areas of Tanzania has been made.

  19. Impact of Large Scale Energy Efficiency Programs On Consumer Tariffs and Utility Finances in India

    Large-scale EE programs would modestly increase tariffs but reduce consumers' electricity bills significantly. However, the primary benefit of EE programs is a significant reduction in power shortages, which might make these programs politically acceptable even if tariffs increase. To increase political support, utilities could pursue programs that would result in minimal tariff increases. This can be achieved in four ways: (a) focus only on low-cost programs (such as replacing electric water heaters with gas water heaters); (b) sell power conserved through the EE program to the market at a price higher than the cost of peak power purchase; (c) focus on programs where a partial utility subsidy of incremental capital cost might work and (d) increase the number of participant consumers by offering a basket of EE programs to fit all consumer subcategories and tariff tiers. Large scale EE programs can result in consistently negative cash flows and significantly erode the utility's overall profitability. In case the utility is facing shortages, the cash flow is very sensitive to the marginal tariff of the unmet demand. This will have an important bearing on the choice of EE programs in Indian states where low-paying rural and agricultural consumers form the majority of the unmet demand. These findings clearly call for a flexible, sustainable solution to the cash-flow management issue. One option is to include a mechanism like FAC in the utility incentive mechanism. Another sustainable solution might be to have the net program cost and revenue loss built into utility's revenue requirement and thus into consumer tariffs up front. However, the latter approach requires institutionalization of EE as a resource. The utility incentive mechanisms would be able to address the utility disincentive of forgone long-run return but have a minor impact on consumer benefits. Fundamentally, providing incentives for EE programs to make them comparable to supply-side investments is a way

    The direct and indirect benefits of rural electrification in Ecuador warrant A.I.D.'s continued sponsorship of such programs. This assessment of A.I.D.'s 1964-75 sponsorship of four electrification projects in Ecuador concludes that, although implemented along with other development projects such as road construction, the program was a key factor in upgrading the towns of Santa Elena, Santo Domingo de los Colorados, Daule, and Ambato into regional market and service centers. The main benefits of this program, which was not originally designed to benefit the poor, were job creation, access to agricultural product processing facilities, and increased opportunities for small commercial enterprises.

    Ginning creates lots of gin trash with subsequent disposal problems. The Texas A and M University Agricultural Engineering Dept. is conducting a systems engineering study of three utilization alternatives, composting, fuel, and cattlefeed, funded by the National Science Foundation. Arsenic contamination is a major constraint in utilizing cotton gin trash - arsenic acid is used to desiccate the cotton plant before harvesting. Data from growth trials of 12 species of vegetable and ornamental plants grown on composted cotton gin trash are presented. (Refs. 2).

    The purpose of this study was to ascertain the feasibility of utilizing wind energy to meet part of the energy demands related to pumping water and to generating electricity for the rural households in Thailand. The data for this study were divided into three different areas: (1) wind speed data, (2) the wind machine performance data, and (3) the rural energy demand data. The wind machine were divided into two categories of water-pumping windmills and electricity-generating wind machines. Three types of water pumping windmills and one type of electricity-generating wind machine were matched with the wind condition in Thailand. They were the multi-blade rotor, the sailwing rotor model (WE 002), the slow-speed sailwing rotor, and the Aerowatt model (1100 FP5G) respectively. It was concluded that, in Thailand: (1) the multiblade rotor and the sail-wing rotor (WE 002) windmill is suitable for pumping water for domestic use at 43 specified locations; (2) the slow-speed sailwing rotor windmill is suitable for pumping water for small irrigation at 32 specified locations; and (3) the Aerowatt model (1100 GP5G) is suitable for generating electricity for household use at 29 specified locations.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    Agriculture contributes more or less to anthropogenic emissions of carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). China`s agriculture accounts for about 5-15% of total emissions for these gases. Land-use changes related to agriculture are not major contributors in China. Mitigation options are available that could result in significant decrease in CH{sub 4} and N{sub 2}O emissions from agricultural systems. If implemented, they are likely to increase crop and animal productivity. Implementation has the potential to decrease CH{sub 4} emissions from rice, ruminants, and animal waste by 4-40%. The key to decreasing N{sub 2}O emissions is improving the efficiency of plant utilization of fertilizer N. This could decrease N{sub 2}O emissions from agriculture by almost 20%. Using animal waste to produce CH{sub 4} for energy and digested manure for fertilizer may at some time be cost effective. Economic analyses of options proposed should show positive economic as well as environmental benefits.

    The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producers attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A multi-method or mixed method research methodology was employed for each case study.

    Top address a growing national problem with generation of wastes and by-products, TVA has been involved for several years with developing and commercializing environmentally responsible practices for eliminating, minimizing, or utilizing various wastes/by-products. In many cases, reducing waste generation is impractical, but the wastes/by-products can be converted into other environmentally sound products. In some instances, conversion of safe, value-added agricultural products in the best or only practical alternative. TVA is currently involved with a diversity of projects converting wastes/by-products into safe, economical, and agriculturally beneficial products. Environmental improvement projects have involved poultry litter, cellulosic wastes, used battery acid, ammonium sulfate fines, lead smelting effluents, deep-welled sulfuric acid/ammonium bisulfate solutions, wood ash, waste magnesium ammonium sulfate slurry from recording tape production, and ammunition plant waste sodium nitrate/ammonium nitrate streams.

    A two-stage, low-temperature, ambient pressure, acid hydrolysis process that utilizes separate unit operations to convert hemicellulose and cellulose in agricultural residues and crops to fermentable sugars is being developed and tested. Based on the results of the bench-scale tests, an acid hydrolysis experimental plant to demonstrate the concepts of low-temperature acid hydrolysis on a much larger scale was built. Plant tests using corn stover have been conducted for more that a year and conversion efficiences have equaled those achieved in the laboratory. Laboratory tests to determine the potential for low-temperature acid hydrolysis of other feedstocks - including red clover, alfalfa, kobe lespedeza, winter rape, and rye grass - are being conducted. Where applicable, process modifications to include extraction before or after hydrolysis also are being studied. This paper describes the experimental plant and process, results obtained in the plant, results of alternative feedstocks testing in the laboratory, and a plan for an integrated system that will produce other fuels, feed, and food from crops grown on marginal land.

    A variety of carbohydrate sources can be used as raw material for the production of ethanol. Section 1 is a review of technologies available for the production of ethanol from whole corn. Particular emphasis is placed on the environmental aspects of the process, including land utilization and possible air and water pollutants. Suggestions are made for technological changes intended to improve the economics of the process as well as to reduce some of the pollution from by-product disposal. Ethanol may be derived from renewable cellulosic substances by either enzymatic or acid hydrolysis of cellulose to sugar, followed by conventional fermentation and distillation. Section 2 is a review of the use of two agricultural residues - corn stover (field stalks remaining after harvest) and straw from wheat crops - as a cellulosic feedstock. Two processes have been evaluated with regard to environmental impact - a two-stage acid process developed by G.T. Tsao of Purdue University and an enzymatic process based on the laboratory findings of C.R. Wilke of the University of California, Berkeley.     Technologies available for the production of ethanol from whole corn are reviewed. Particular emphasis is placed on the environmental aspects of the process, including land utilization and possible air and water pollutants. Suggestions are made for technological changes intended to improve the economics of the process as well as to reduce some of the pollution from by-product disposal. Ethanol may be derived from renewable cellulosic substances by either enzymatic or acid hydrolysis of cellulose to sugar, followed by conventional fermentation and distillation. The use of two agricultural residues - corn stover (field stalks remaining after harvest) and straw from wheat crops - is reviewed as a cellulosic feedstock. Two processes have been evaluated with regard to environmental impact - a two-stage acid process developed by G.T. Tsao of Purdue University and an enzymatic process based on the laboratory findings of C.R. Wilke of the University of California, Berkeley. The environmental residuals expected from the manufacture of methyl and ethyl alcohols from woody biomass are covered.     The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. • Medium to large scale renewable energy development for sale to the grid – In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be

    The value of coal combustion by-products for various applications is well established by research and commercial practice worldwide. As engineering construction materials, these products can add value and enhance strength and durability while simultaneously reducing cost and providing the environmental benefit of reduced solid waste disposal. In agricultural applications, gypsum-rich products can provide plant nutrients and improve the tilth of depleted soils over large areas of the country. In waste stabilization, the cementitious and pozzolanic properties of these products can immobilize hazardous nuclear, organic, and metal wastes for safe and effective environmental disposal. Although the value of coal combustion by-products for various applications is well established, the full utilization of coal combustion by-products has not been realized in most countries. The reasons for the under utilization of these materials include attitudes that make people reluctant to use waste materials, lack of engineering standards for high-volume uses beyond eminent replacement, and uncertainty about the environmental safety of coal ash utilization. More research and education are needed to increase the utilization of these materials. Standardization of technical specifications should be pursued through established standards organizations. Adoption of uniform specifications by government agencies and user trade associations should be encouraged. Specifications should address real-world application properties, such as air entrainment in concrete, rather than empirical parameters (e.g., loss on ignition). The extensive environmental assessment data already demonstrating the environmental safety of coal ash by-products in many applications should be more widely used, and data should be developed to include new applications.

    The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 C by the end of the 21st century.

Earlier assessments determining the quantity of agricultural residue that could be sustainably removed for bioenergy production at the regional and national scale faced a number of computational limitations. These limitations included the number of environmental factors, the number of land management scenarios, and the spatial fidelity and spatial extent of the assessment. This study utilizes integrated multi-factor environmental process modeling and high fidelity land use datasets to perform a spatially comprehensive assessment of sustainably removable agricultural residues across the conterminous United States. Soil type represents the base spatial unit for this study and is modeled using a national soil survey database at the 10 100 m scale. Current crop rotation practices are identified by processing land cover data available from the USDA National Agricultural Statistics Service Cropland Data Layer database. Land management and residue removal scenarios are identified for each unique crop rotation and crop management zone. Estimates of county averages and state totals of sustainably available agricultural residues are provided. The results of the assessment show that in 2011 over 150 million metric tons of agricultural residues could have been sustainably removed across the United States. Projecting crop yields and land management practices to 2030, the assessment determines that over 207 million metric tons of agricultural residues will be able to be sustainably removed for bioenergy production at that time.

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    The increase in demand for power in domestic, agricultural, and industrial sectors has increased the pressure on coal combustion and aggravated the problem of fly ash generation/disposal. Consequently the research targeting effective utilization of fly ash has also gained momentum. Fly ash has proved to be an economical substitute for expensive adsorbents as well as a suitable raw material for brick manufacturing, zeolite synthesis, etc. Fly ash is a reservoir of essential minerals but is deficient in nitrogen and phosphorus. By amending fly ash with soil and/or various organic materials (sewage sludge, bioprocess materials) as well as microbial inoculants like mycorrhizae, enhanced plant growth can be realized. Based on the sound results of large scale studies, fly ash utilization has grown into prominent discipline supported by various internationally renowned organizations. This paper reviews attempts directed toward various utilization of fly ash, with an emphasis on land application of organic/microbial inoculants amended fly ash.

    According to the evaluation criteria presented, the gasification of corn cobs is acceptable from the economical and agricultural point of view in the rural areas around Arusha (Tanzania). The gasification system is of relatively simple construction and local maintenance is possible. If the system is connected to the already existing corn mills in the villages, it is appropriate to the existing socio-cultural system. The economic calculations made clear that the use of gasification is attractive for both the owners of the corn mill and the government. The advantages for the government are the savings on imported oil and the extra income created for the users of the corn mill (inhabitants of the rural villages). The government loses income from taxes and from the production and transport of diesel oil. Evaluation methods presented can and should be used for gasification projects in other areas.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West.     Systems and methods for autonomously controlling agricultural machinery such as a grain combine. The operation components of a combine that function to harvest the grain have characteristics that are measured by sensors. For example, the combine speed, the fan speed, and the like can be measured. An important sensor is the grain loss sensor, which may be used to quantify the amount of grain expelled out of the combine. The grain loss sensor utilizes the fluorescence properties of the grain kernels and the plant residue to identify when the expelled plant material contains grain kernels. The sensor data, in combination with historical and current data stored in a database, is used to identify optimum operating conditions that will result in increased crop yield. After the optimum operating conditions are identified, an on-board computer can generate control signals that will adjust the operation of the components identified in the optimum operating conditions. The changes result in less grain loss and improved grain yield. Also, because new data is continually generated by the sensor, the system has the ability to continually learn such that the efficiency of the agricultural machinery is continually improved.

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

    The proposed core activity in the Kelly Hot Spring Agricultural Center is a nominal 1200 sow swine raising complex. The swine raising is to be a totally confined operation for producing premium pork in controlled environment facilities that utilize geothermal energy. The complex will include a feedmill for producing the various feed formulae required for the animals from breeding through gestation, farrowing, nursery, growing and finishing. The market animals are shipped live by truck to slaughter in Modesto, California. A complete waste management facility will include manure collection from all raising areas, transport via a water flush sysem to methane (biogas) generators, manure separation, settling ponds and disposition of the surplus agricultural quality water. The design is based upon the best commercial practices in confined swine raising in the US today. The most unique feature of the facility is the utilization of geothermal hot water for space heating and process energy throughout the complex.

  20. Opportunities for Demand Response in California Agricultural Irrigation: A Scoping Study

    California agricultural irrigation consumes more than ten billion kilowatt hours of electricity annually and has significant potential for contributing to a reduction of stress on the grid through demand response, permanent load shifting, and energy efficiency measures. To understand this potential, a scoping study was initiated for the purpose of determining the associated opportunities, potential, and adoption challenges in California agricultural irrigation. The primary research for this study was conducted in two ways. First, data was gathered and parsed from published sources that shed light on where the best opportunities for load shifting and demand response lie within the agricultural irrigation sector. Secondly, a small limited survey was conducted as informal face-to-face interviews with several different California growers to get an idea of their ability and willingness to participate in permanent load shifting and/or demand response programs. Analysis of the data obtained from published sources and the survey reveal demand response and permanent load shifting opportunities by growing region, irrigation source, irrigation method, grower size, and utility coverage. The study examines some solutions for demand response and permanent load shifting in agricultural irrigation, which include adequate irrigation system capacity, automatic controls, variable frequency drives, and the contribution from energy efficiency measures. The study further examines the potential and challenges for grower acceptance of demand response and permanent load shifting in California agricultural irrigation. As part of the examination, the study considers to what extent permanent load shifting, which is already somewhat accepted within the agricultural sector, mitigates the need or benefit of demand response for agricultural irrigation. Recommendations for further study include studies on how to gain grower acceptance of demand response as well as other related studies such as

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices.     In June, the team held a workshop on ''Low Carbon Sustainable Rural Electrification'' in Salima, Malawi. Co-organized with the Government of Malawi's Department of Energy, this event gathered participants from the energy, telecom, non-profit, banking sectors as well as from governmental and international agencies to discuss the potential development of private led off-grid electrification in Malawi where only 9% of the population has currently access to electricity. A very active participation provided us with insightful feedback and valuable recommendations.

    Strains of Zymomonas were engineered by introducing a chimeric xylose isomerase gene that contains a mutant promoter of the Z. mobilis glyceraldehyde-3-phosphate dehydrogenase gene. The promoter directs increased expression of xylose isomerase, and when the strain is in addition engineered for expression of xylulokinase, transaldolase and transketolase, improved utilization of xylose is obtained.

    The market for Integrated Gasification Combined Cycle (IGCC) power plants is discussed and some of the experiments with an Integrated Gasification Combined Cycle Power Plant Project, Polk Unit {number_sign}1 are described. It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

    The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities

The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small power producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur. The chapters in these Guidelines contain both summary information, such as compliance checklists, and detailed information, such as cost rate calculations, on regulatory requirements, operational considerations, and rate considerations. The appendices contain more specific material, e.g. rural electric cooperative sample policy statements. (LCL)

    A Phase 1 Preliminary Design, Construction Planning and Economic Analysis has been conducted for the Kelly Hot Spring Agricultural Center in Modoc County, California. The core activity is a 1360 breeding sow, swine raising complex that utilizes direct heat energy from the Kelly Hot Spring geothermal resource. The swine is to be a totally confined operation for producing premium pork in controlled-environment facilities. The complex contains a feed mill, swine raising buildings and a complete waste management facility that produces methane gas to be delivered to a utility company for the production of electricity. The complex produces 6.7 million pounds of live pork (29,353 animals) shipped to slaughter per year; 105,000 cu. ft. of scrubbed methane per day; and fertilizer. Total effluent is less than 200 gpm of agricultural quality-water with full odor control. The methane production rate made possible with geothermal direct heat is equivalent to at least 400 kw continuous. Sale of the methane on a co-generation basis is being discussed with the utility company. The use of geothermal direct heat energy in the complex displaces nearly 350,000 gallons of fuel oil per year. Generation of the biogas displaces an additional 300,000 gallons of fuel oil per year.

    Apple pomace, the solid residue from juice production, is a solid waste problem in the Hudson Valley. This study investigates possibilities for converting it to a resource. The characteristics of the region's apple growing and processing industries are examined at length, including their potential for converting waste biomass. The properties of apple pomace are described. From interviews with Hudson Valley apple processors the following information is presented: quantities of pomace produced; seasonality of production; disposal procedures, costs, and revenues; trends in juice production; and attitudes toward alternatives. Literature research resulted in a list of more than 25 end uses for apple pomace of which eight were selected for analysis. Landfilling, landspreading, composting, animal feed, direct burning, gasification, anaerobic digestion (methane generation), and fermentation (ethanol production) were analyzed with regard to technical availability, regulatory and environmental impact, attitudes toward end use, and energetic and economic feasibility (See Table 19). The study recommends (1) a pilot anaerobic digestion plant be set up, (2) the possibility of extracting methane from the Marlborough landfill be investigated, (3) a study of the mid-Hudson waste conversion potential be conducted, and (4) an education program in alternative waste management be carried out for the region's industrial and agricultural managers.

    Energy, water and land are scarce resources, critical to humans. Developments in each affect the availability and cost of the others, and consequently human prosperity. Measures to limit greenhouse gas concentrations will inevitably exact dramatic changes on energy and land systems and in turn alter the character, magnitude and geographic distribution of human claims on water resources. We employ the Global Change Assessment Model (GCAM), an integrated assessment model to explore the interactions of energy, land and water systems in the context of alternative policies to limit climate change to three alternative levels: 2.5 Wm-2 (445 ppm CO2-e), 3.5 Wm-2 (535 ppm CO2-e) and 4.5 Wm-2 (645 ppm CO2-e). We explore the effects of two alternative land-use emissions mitigation policy options—one which taxes terrestrial carbon emissions equally with fossil fuel and industrial emissions, and an alternative which only taxes fossil fuel and industrial emissions but places no penalty on land-use change emissions. We find that increasing populations and economic growth could be anticipated to almost triple demand for water for agricultural systems across the century even in the absence of climate policy. In general policies to mitigate climate change increase agricultural demands for water still further, though the largest changes occur in the second half of the century, under both policy regimes. The two policies examined profoundly affected both the sources and magnitudes of the increase in irrigation water demands. The largest increases in agricultural irrigation water demand occurred in scenarios where only fossil fuel emissions were priced (but not land-use change emission) and were primarily driven by rapid expansion in bioenergy production. In these scenarios water demands were large relative to present-day total available water, calling into question whether it would be physically possible to produce the associated biomass energy. Specifically, the EERC attempted to elucidate the ash-related problems--grate clinkering and heat exchange surface fouling--associated with cofiring coal and biomass in grate-fired systems. Utilization of biomass in stoker boilers designed for coal can be a cause of concern for boiler operators. Boilers that were designed for low-volatile fuels with lower reactivities can experience problematic fouling when switched to higher-volatile and more reactive coal-biomass blends. Higher heat release rates at the grate can cause increased clinkering or slagging at the grate due to higher temperatures. Combustion and loss of volatile matter can start much earlier for biomass fuels compared to design fuel, vaporizing alkali and chlorides which then condense on rear walls and heat exchange tube banks in the convective pass of the stoker, causing noticeable increases in fouling. In addition, stoker-fired boilers that switch to biomass blends may encounter new chemical species such as potassium sulfates, various chlorides, and phosphates. These species in combination with different flue gas temperatures, because of changes in fuel heating value, can adversely affect ash deposition behavior. The goal of this project was to identify the primary ash mechanisms related to grate clinkering and heat exchange surface fouling associated with cofiring coal and biomass--specifically wood and agricultural residuals--in grate-fired systems, leading to future mitigation of these problems.     Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.
