    The Forest and Agricultural Sector Opimization Model (FASOM) is a dynamic, nonlinear programming model of the forest and agricultural sectors in the United States. The FASOM model initially was developed to evaluate welfare and market impacts of alternative policies for sequestering carbon in trees but also has been applied to a wider range of forest and agricultural sector policy scenarios. The authors describe the model structure and give selected examples of policy applications. A summary of the data sources, input data file format, and the methods used to develop the input data files also are provided.

    Public Support for the Tennessee Valley Authority`s (TVA) fertilizer research and development program in Muscle Shoals, Alabama, ended in fiscal year 1993. TVA`s research center at Muscle Shoals, formerly known as the National Fertilizer and Environmental Research Center, is now the TVA Environmental Research Center. Efforts at the Center have diversified to include research and support areas of Agricultural Research and Practices, Atmospheric Sciences, Biotechnology, Waste Management, and Remediation, Environmental Site Remediation, Support Services, Environmental Management, and Technology Transfer. ``We`re building on the expertise and success of our earlier research and focusing our new projects on emerging problems of the 21st century,`` TVA`s Chairman Craven Crowell said in prepared remarks to Congress on March 2, 1994. Agricultural Research in TVA has been aligned with corporate objectives to develop solutions to environmental problems of regional, national and international significance because the agency`s business incorporates a broad mix of responsibilities, including power generation, navigation, flood control, shoreline management, recreation, environmental research, and economic development. Agricultural strategies for watershed protection lie at the core of TVA`s new agricultural research agenda. The major influences for this agenda are TVA`s direct stewardship responsibilities for the 60,000 miles of streams that feed the 652-mile-long Tennessee River; the 11,000 miles of shoreline; and 470,000 acres of TVA-managed public land.

A questionnaire was sent to each state agricultural experiment station and each college of veterinary medicine to obtain information on funding and staffing levels; research objectives and results of USDA-supported biotechnology research; and whether genetically engineered organisms were expected to be released into the environment.     A pollution prevention opportunity assessment (PPOA) was performed during the spring of 1991 which identified areas for waste reduction at the U.S. Department of Agriculture's Beltsville Agricultural Research Center (BARC), Beltsville, Maryland. The areas selected for this joint EPA/USDA study included general hazardous materials handling and usage, total Kjeldahl nitrogen (TKN) analyses, and high performance liquid chromatography (HPLC) analyses. One pollution prevention option applicable to total Kjeldahl analyses involved use of an automated nitrogen analyzer. Acid and base wastes are virtually eliminated and costs for chemicals and labor are reduced significantly. Other pollution prevention options for total Kjeldahl include phenate auto analyzer, micro analysis, and alternate catalyst. Pollution prevention options for HPLC included solid phase extraction, supercritical fluid extraction, solvent recovery, and column/particle size reduction. The approach used to conduct this PPOA is present in EPA's Waste Minimization Opportunity Assessment Manual (EPA/625/7-88/003).

    Many agricultural development experts and social scientists argue that a lack of appropriate technology was a limiting factor in the efforts by developing countries to expand their agricultural productivity. Biotechnology is now advanced as a technology that could meet these needs. Agricultural and social scientists maintain that the new biotechnology, if realistically applied, could assist a developing nation such as Nigeria to solve its agricultural problems. But one concern is the private character of biotechnology which limits its transferability to the LDCs. This situation will impose unusual constraints on national agricultural development programs and increase dependence if national research capability is weak. The basic finding of this field research was that the Nigerian national agricultural research system was weak, which meant that the potentials and promises of biotechnology will elude the country's desire to improve its agriculture in the immediate future. The primary weakness rested in inadequate funding and infrastructural deficiencies.

    Surface cracks and soil clumps form when saline-sodic, high-clay soil dries out. Treatment with FGD gypsum and irrigation water flowing into these cracks leaches salts until the aggregates swell and the cracks close up. The article describes research projects to develop agricultural uses of FGD gypsum from coal-fired power plants that have been conducted by university researchers and USDA-Agricultural Research Service scientists.

    Executive Summary The funding provided by the DOE for this project was used exclusively to purchase research equipment involved with the field development and evaluation of crop production technologies and practices for energy crop production. The new equipment has been placed into service on the SIU farms and has significantly enhanced our research capacity and scope for agronomy and precision ag research to support novel seed traits or crop management strategies for improving the efficiency and productivity of corn and soybeans. More specifically, the precision ag capability of the equipment that was purchased has heightened interest by faculty and associated industry partners to develop collaborative projects. In addition, this equipment has provided SIU with a foundation to be more successful at securing competitive grants in energy crop production and precision ag data management. Furthermore, the enhanced capacity for agronomy research in the southern Illinois region has been realized and will benefit crop producers in this region by learning to improve their operations from our research outcomes.

    The US Department of Energy (DOE) serves as the lead Federal agency with respect to atmospheric carbon dioxide (CO{sub 2}) and the greenhouse effect.'' Within DOE, the Carbon Dioxide Research Division (CDRD) has been responsible for leading the research effort investigating atmospheric CO{sub 2}, global warming, and other aspects of the greenhouse effect. Critical to CDRD's endeavors is accurate, effective communication of research findings -- not only to scientists, but to policymakers and the general public as well. The past three-and-a-half years, Walcoff Associates, Inc., (Walcoff) has supported CDRD in meeting this technology transfer challenge. Walcoff has drawn upon a wide range of technical and professional skills to support the CDRD in its technology transfer services. Underlying all tasks has been the need to communicate highly complex, information across scientific, political and economic disciplines. During the three and a half year contract period, Walcoff has successfully provided support to the CDRD to enhance its technology transfer resources and accomplishments. 5 figs., 1 tab.

    This document has been prepared by the Professional Staff of High Technology Engineering Services, Inc. (HTES) for fiscal year (FY) 1993. Work was performed for various aspects of mechanical design and analysis, materials development and properties quantification, nuclear environment performance, and engineering program prioritization. The tasks enumerated in the subcontract, attachment B are: 1. Assist in preparation of final R&D report for SDC detector development. 2. Subcontractor shall make contributions to the development of innovative processes for the manufacture of quasi- isotropic, enhanced thermal conductivity compression molded advanced composite materials. 3. Perform finite element analysis as it relates to the Superconducting Super Collider Silicon Tracking System, both mechanical and thermal, of very thin section advanced composite materials. 4. Subcontractor shall perform technical studies, reviews, and assessments of the current program for advanced composites materials processing and testing. 5. Subcontractor shall attend meetings and discussions as directed by MEE-12 technical representative. Unfortunately during the course of FY93, technical and financial challenges prevailed against the aggressive goals set for the program. In point of fact, less than 25% of the contract value was able to be expended due to technical delays and programmatic funding cuts. Also, contracting difficulties with the SSC Lab and financial burdens at Los Alamos totally stopped progress on the subject subcontract during the whole of FY94. This was a great blow to me and the HTES, Inc. technical staff. Despite the negative influences over the years, significant progress was made in materials properties quantification and development of essential research and development documentation. The following brief report and attendant appendices will address these achievements.

    National Forest System lands contain a wide variety of surface waters ranging from small, sensitive, remote wilderness lakes to large, heavily used recreational reservoirs. The USDA Forest Service is responsible for the management and protection of these diverse water resources. Considerations of impacts on water quantity and quality are an integral part of most land-use decisions made by Forest Service land managers. The paper describes a graphical method of using lake chemistry data and rates of sulfur (and nitrogen) deposition to estimate the likelihood of lakes becoming acidified if subjected to increased levels of deposition.

    A grid sampling strategy was adopted for broad-scale inventory and monitoring of forest and range vegetation on National Forest System lands in the Pacific Northwest Region, USDA Forest Service. This paper documents the technical details of the adopted design and discusses alternative sampling designs that were considered. The design is flexible and can be used with many types of maps. The theory of point and change estimation is described, as well as estimates of variation that assess the statistical precision of estimates.

    The USDA Forest Service Southern Forest Experiment Station`s Forest Inventory and Analysis (SO-FIA) unit uses a dot count method to estimate the percentage of forest area in counties or parishes from aerial photographs. The research reported in this paper was designed to determine whether Advanced Very High Resolution Radiometer (AVHRR) data could be used to estimate forest area at the county or parish level. For this study, AVHRR data for three parishes in central Louisiana were extracted from a 1991 AVHRR forest type map of the United States. Photo interpretation data were obtained from a digital mosaic of aerial photography of the parishes. Forest area estimates obtained by means of photo interpretation did not differ significantly from those obtained by analyzing AVHRR data.

    Unveven-aged silvicultural practices can be used to regenerate and manage many eastern hardwood stands. Single-tree selection methods are feasible in stands where a desirable shade-tolerant commercial species can be regenerated following periodic harvests. A variety of partial cutting practices, including single-tree selection and diameter-limit cutting have been used for 30 years or more to manage central Appalachian hardwoods on the Fernow Experimental Forest near Parsons, West Virginia. Results from these research areas are presented to help forest managers evaluate financial aspects of partial cutting practices. Observed volume growth, product yields, changes in species composition, and changes in residual stand quality are used to evaluate potential financial returns. Also, practical economic considerations for applying partial cutting methods are discussed.

    Due to logistical and cost constraints, acidic deposition is rarely measured at forest research or sampling locations. A crucial first step to assessing the effects of acid rain on forests is an accurate estimate of acidic deposition at forest sample sites. The authors examine two methods (direct and indirect) for estimating sulfate deposition at atmospherically unmonitored forest sites. The direct method only uses directly measured deposition data, while the indirect method additionally incorporates precipitation measurements from a spatially denser network of monitoring sites. Sulfate deposition values were estimated by point kriging using both the direct and indirect methods. By using the supplemental data from the precipitation monitoring network, estimates of sulfate deposition improved substantially, particularly at sites that are relatively isolated to the acid deposition monitoring network. Cross-validated procedures indicate that by using the indirect method, a reduction of approximately 20 to 25 percent in the predicted error sum of squares occurred.

    The tall shrub stratum is an important component of upland forests in the Lake States, especially of deciduous forest communities. The prevalance of tall shrubs has produced a recurring research interest in this stratum both in ecological studies and wildlife habitat surveys within the region. For such purposes, estimates of the biomass of tall shrubs or their component parts are often needed. The authors examine goodness of fit of two predictor variables (shrub height and stem diameter class) in three relations. The authors provide equations that use stem diameter class or stem diameter class and height to estimate biomass of six components of five shrub species, as well as generalized equations derived from a composite of all five species. Finally, the authors provide the information needed to construct standard errors for biomass estimates.

    Reduced soil porosity and organic matter removal have been identified as common factors associated with loss of forest productivity (Powers et al. 1990). In both agriculture and forestry, management activities can modify soil porosity and organic matter with resultant impacts on vegetative growth. As part of a nationwide long-term soil productivity (LTSP) study soil porosity and organic matter are being experimentally manipulated on large plots to determine the impacts of such manipulations on growth and species diversity for a wide range of forest types.

    Cost-share assistance programs have been an effective policy mechanism for increasing productivity on nonindustrial private forest (NIPF) lands. In light of reduced harvests from Federal lands, timber productivity on these lands has become increasingly important to ensure sufficient timber supplies in the future. Productivity of other forest resources has also been enhanced through these programs. Four Federal programs, the Forestry Incentives Program, the Agricultural Conservation Program, the Stewardship Incentives program, and the Conservation Reserve Program, provided cost-share assistance for tree planting on 467,000 acres in 1993. During the course of this study, the provisions of the individual State programs, funding levels, accomplishments, and outlook for continuation or expansion, were examined. Federal programs were reviewed as well, with respect to their interaction with State-level programs. The results of the study are presented in this paper.

    The objective of this contract is to provide engineering support services to the Department of Energy/Gas Research Institute in the high Btu coal gasification research program. The gasification research program is to determine the specific process and/or combination of component processing steps that offer the greatest economic potential for commercial application. During September, Kellogg continued active monitoring of operations at Westinghouse, IGT, Peatgas, and BI-GAS. Efforts relative to Hygas, Rockwell, Exxon and Bell were minimal. Test runs monitored and reported here are BI-GAS tests 17E and 17F, Westinghouse PDU test TP-028-3, and IGT Peatgas test 3. Kellog attended meetings on 1 and 22 September to discuss the review of the Hygas final report. Comments on Kellogg's draft report on the Hygas data base evaluation were received. Kellogg's evaluations of PDU operating data from Westinghouse and Exxon continues. The Kellogg report on Peatgas PDU data base evaluation was issued in draft form. At DOE's request, Kellogg began work on an evaluation of the existing data base (by IGT) for single-stage gasification of peat. Work on the descriptive brochure continued, aimed toward issue of a draft in the near future. Kellogg also provided input regarding Westinghouse test runs to a DOE consultant.

    In this paper, we present evidence of dramatic modifications of pre-existing ecological systems by human activities. Our research group at the Laboratory of Tree-Ring Research has conducted extensive studies of fire history in forested ecosystems at more than 60 sites throughout Arizona and New Mexico. Our studies suggest that most of these areas existed in a semi-natural state, litte affected by human populations, before the introduction of large numbers of livestock around the turn of the 20th century. Natural dynamics of biomass accumulation, climatic regimes, and lightning ignitions can account for fire frequencies documented at most sites studied. Recognizable human impacts before the 20 century were probably limited to high use areas and high value resources.

    The report describes research designed to detect subtle regional tree growth trends related to sulfate (SO{sub 4}) deposition in the Lake States. Correlation methods were used to analyze climatic and SO{sub 4} deposition. Effects of SO{sub 4} deposition are greater on climatically stressed trees, especially pine species on dry sites, than on unstressed trees. Jack pine growth shows the strongest correlation to both climate and acid deposition.

    The agreement between the United States Government Department of Energy and the Gas Research Institute for the Joint Coal Gasification Research Program provided for one or more technical evaluation contractors. Pullman Kellogg (now the M.W. Kellogg Company) was selected as evaluation contractor to assess, and report to the DOE/GRI Operating Committee on, the relative merits of the active programs covered by the agreement. This report includes the period from 1 October 1978 to 30 November 1982. The objective was to provide engineering support for the DOE/GRI high Btu coal gasification program. This support generally consisted of assistance in developing or advancing each process to its maximum potential. Kellogg monitored and evaluated the startup and operational activities of all pilot plant projects within the combined DOE/GRI program. Kellogg evaluated proposals to determine their technical feasibility as potential processes or as viable processing operations for commercial-scale gasification of coal. Kellogg also recorded observations on the reliability, maintainability, and availability of the equipment used in the pilot plant or PDU facilities. Kellogg performed design reviews, data analyses, and engineering evaluations of proposals, cost estimates and monthly progress reports to provide information considered essential to the overall objectives of the combined DOE/GRI program.

    Seed source and sowing date effects on first-year seedling growth and Fusarium root and collar rot of sugar pine were analyzed in two consecutive nursery tests at the Pacific Southwest Research Station's Institute of Forest Genetics, near Placerville in the western Sierra Nevada. The experimental design in both tests consisted of four replications of a randomized complete block of split-split plots, with sowing date split for disease treatment and seed source. Seed sources were natural stands at low, middle, and high elevations on the western slope of the northern Sierra Nevada. Seeds were soaked 36 hours in aerated water at 25 deg (77 deg F), chilled 90 days at 1 deg C (34 deg F), and sown in fumigated soil in February, March, April, and May. Treatment plots were drenched with fungicides just before sowing in the first test, and were inoculated with Fusarium oxysporum at time of sowing in the second test. Seedling emergence averaged 96 to 99 percent, regardless of sowing date.

    M.W. Kellogg (formerly Pullmann Kellogg) was requested by DOE to investigate and to evaluate normal and emergency operating procedures and the drawing record systems of the coal gasification pilot plants and process development units (PDU). The purpose of this Safety Audit was to identify deficiencies in operating policies or procedures which could lead to potential hazards. The evaluation of safety-related documentation at the pilot plants and PDU's was also included in the audit. The safety audit visits and meetings were conducted at the following research sites: Bell Aerosopace, BCR BI-GAS, Exxon, IGT Hygas/Peatgas, Rockwell International, and Westinghouse. Kellogg conducted the safety audits requested by DOE. These reviews show the developers as possessing very sincere, positive attitudes toward safety and as being committed to ongoing safety programs. Kellogg found that (in general) all of the developers: use written statements of objectives, operating procedures and check lists; have some form of formal safety training for operators; review equipment and procedural revisions with operators; and maintain timely and accurate drawing records.

    This report describes a set of procedures and assumptions used to estimate production and logistics costs of bioenergy feedstocks from herbaceous crops and agricultural residues. The engineering-economic analysis discussed here is based on methodologies developed by the American Society of Agricultural and Biological Engineers (ASABE) and the American Agricultural Economics Association (AAEA). An engineering-economic analysis approach was chosen due to lack of historical cost data for bioenergy feedstocks. Instead, costs are calculated using assumptions for equipment performance, input prices, and yield data derived from equipment manufacturers, research literature, and/or standards. Cost estimates account for fixed and variable costs. Several examples of this costing methodology used to estimate feedstock logistics costs are included at the end of this report.

    This study developed a computational strategy that utilizes data inputs from multiple spatial scales to investigate how variability within individual fields can impact sustainable residue removal for bioenergy production. Sustainable use of agricultural residues for bioenergy production requires consideration of the important role that residues play in limiting soil erosion and maintaining soil C, health, and productivity. Increased availability of subfield-scale data sets such as grain yield data, high-fidelity digital elevation models, and soil characteristic data provides an opportunity to investigate the impacts of subfield-scale variability on sustainable agricultural residue removal. Using three representative fields in Iowa, this study contrasted the results of current NRCS conservation management planning analysis with subfield-scale analysis for rake-and-bale removal of agricultural residue. The results of the comparison show that the field-average assumptions used in NRCS conservation management planning may lead to unsustainable residue removal decisions for significant portions of some fields. This highlights the need for additional research on subfield-scale sustainable agricultural residue removal including the development of real-time variable removal technologies for agricultural residue.
