Public Support for the Tennessee Valley Authority`s (TVA) fertilizer research and development program in Muscle Shoals, Alabama, ended in fiscal year 1993. TVA`s research center at Muscle Shoals, formerly known as the National Fertilizer and Environmental Research Center, is now the TVA Environmental Research Center. Efforts at the Center have diversified to include research and support areas of Agricultural Research and Practices, Atmospheric Sciences, Biotechnology, Waste Management, and Remediation, Environmental Site Remediation, Support Services, Environmental Management, and Technology Transfer. ``We`re building on the expertise and success of our earlier research and focusing our new projects on emerging problems of the 21st century,`` TVA`s Chairman Craven Crowell said in prepared remarks to Congress on March 2, 1994. Agricultural Research in TVA has been aligned with corporate objectives to develop solutions to environmental problems of regional, national and international significance because the agency`s business incorporates a broad mix of responsibilities, including power generation, navigation, flood control, shoreline management, recreation, environmental research, and economic development. Agricultural strategies for watershed protection lie at the core of TVA`s new agricultural research agenda. The major influences for this agenda are TVA`s direct stewardship responsibilities for the 60,000 miles of streams that feed the 652-mile-long Tennessee River; the 11,000 miles of shoreline; and 470,000 acres of TVA-managed public land.

Executive Summary The funding provided by the DOE for this project was used exclusively to purchase research equipment involved with the field development and evaluation of crop production technologies and practices for energy crop production. The new equipment has been placed into service on the SIU farms and has significantly enhanced our research capacity and scope for agronomy and precision ag research to support novel seed traits or crop management strategies for improving the efficiency and productivity of corn and soybeans. More specifically, the precision ag capability of the equipment that was purchased has heightened interest by faculty and associated industry partners to develop collaborative projects. In addition, this equipment has provided SIU with a foundation to be more successful at securing competitive grants in energy crop production and precision ag data management. Furthermore, the enhanced capacity for agronomy research in the southern Illinois region has been realized and will benefit crop producers in this region by learning to improve their operations from our research outcomes.

The US Department of Energy (DOE) serves as the lead Federal agency with respect to atmospheric carbon dioxide (CO{sub 2}) and the greenhouse effect.'' Within DOE, the Carbon Dioxide Research Division (CDRD) has been responsible for leading the research effort investigating atmospheric CO{sub 2}, global warming, and other aspects of the greenhouse effect. Critical to CDRD's endeavors is accurate, effective communication of research findings -- not only to scientists, but to policymakers and the general public as well. The past three-and-a-half years, Walcoff Associates, Inc., (Walcoff) has supported CDRD in meeting this technology transfer challenge. Walcoff has drawn upon a wide range of technical and professional skills to support the CDRD in its technology transfer services. Underlying all tasks has been the need to communicate highly complex, information across scientific, political and economic disciplines. During the three and a half year contract period, Walcoff has successfully provided support to the CDRD to enhance its technology transfer resources and accomplishments. 5 figs., 1 tab.

This Annual Status Report describes the design, development and implementation of the Minority On-Line Information Service (MOLIS) project by Federal Information Exchange, Inc. for the period of April 1, 1991 to March 31, 1992. Summary information detailing developments prior to this reporting period will also be included to establish a comprehensive perspective of the project. The goal of the MOLIS project, was to develop, design, pilot test on-line access to current information on minority colleges and universities and federal minority opportunities. Federal Information Exchange, Inc. (FIE), a diversified information services company recognized by researchers and educators as a leader in the field of information delivery services, was awarded a 5 year small business research grant to develop and implement MOLIS. Since April 29, 1991, the inauguration of its on-line service, MOLIS has provided current information on 138 Black and Hispanic colleges and universities -- including faculty and student profiles, financial data, research centers and equipment information, pre-college and education programs, emerging capabilities, enrollment data, administrative personnel data, and current events -- as well as minority opportunities from 8 participating federal agencies.

The results of a series of telephone interviews with groups of users of information on solar industrial and agricultural process heat (IAPH) are described. These results, part of a larger study on many different solar technologies, identify types of information each group needed and the best ways to get information to each group. In the current study only high-priority groups were examined. The objective of this contract is to provide engineering support services to the Department of Energy/Gas Research Institute in the high Btu coal gasification research program. The gasification research program is to determine the specific process and/or combination of component processing steps that offer the greatest economic potential for commercial application. During September, Kellogg continued active monitoring of operations at Westinghouse, IGT, Peatgas, and BI-GAS. Efforts relative to Hygas, Rockwell, Exxon and Bell were minimal. Test runs monitored and reported here are BI-GAS tests 17E and 17F, Westinghouse PDU test TP-028-3, and IGT Peatgas test 3. Kellog attended meetings on 1 and 22 September to discuss the review of the Hygas final report. Comments on Kellogg's draft report on the Hygas data base evaluation were received. Kellogg's evaluations of PDU operating data from Westinghouse and Exxon continues. The Kellogg report on Peatgas PDU data base evaluation was issued in draft form. At DOE's request, Kellogg began work on an evaluation of the existing data base (by IGT) for single-stage gasification of peat. Work on the descriptive brochure continued, aimed toward issue of a draft in the near future. Kellogg also provided input regarding Westinghouse test runs to a DOE consultant.

The agreement between the United States Government Department of Energy and the Gas Research Institute for the Joint Coal Gasification Research Program provided for one or more technical evaluation contractors. Pullman Kellogg (now the M.W. Kellogg Company) was selected as evaluation contractor to assess, and report to the DOE/GRI Operating Committee on, the relative merits of the active programs covered by the agreement. This report includes the period from 1 October 1978 to 30 November 1982. The objective was to provide engineering support for the DOE/GRI high Btu coal gasification program. This support generally consisted of assistance in developing or advancing each process to its maximum potential. Kellogg monitored and evaluated the startup and operational activities of all pilot plant projects within the combined DOE/GRI program. Kellogg evaluated proposals to determine their technical feasibility as potential processes or as viable processing operations for commercial-scale gasification of coal. Kellogg also recorded observations on the reliability, maintainability, and availability of the equipment used in the pilot plant or PDU facilities. Kellogg performed design reviews, data analyses, and engineering evaluations of proposals, cost estimates and monthly progress reports to provide information considered essential to the overall objectives of the combined DOE/GRI program.

M.W. Kellogg (formerly Pullmann Kellogg) was requested by DOE to investigate and to evaluate normal and emergency operating procedures and the drawing record systems of the coal gasification pilot plants and process development units (PDU). The purpose of this Safety Audit was to identify deficiencies in operating policies or procedures which could lead to potential hazards. The evaluation of safety-related documentation at the pilot plants and PDU's was also included in the audit. The safety audit visits and meetings were conducted at the following research sites: Bell Aerosopace, BCR BI-GAS, Exxon, IGT Hygas/Peatgas, Rockwell International, and Westinghouse. Kellogg conducted the safety audits requested by DOE. These reviews show the developers as possessing very sincere, positive attitudes toward safety and as being committed to ongoing safety programs. Kellogg found that (in general) all of the developers: use written statements of objectives, operating procedures and check lists; have some form of formal safety training for operators; review equipment and procedural revisions with operators; and maintain timely and accurate drawing records.

The goal of the MOLIS project was to develop, design, and pilot test on-line access to current information on minority colleges and universities as well as federal minority opportunities. Federal Information Exchange, Inc. (FIE), a diversified information services company recognized by researchers and educators as a leader in the field of information delivery services, was awarded a 5 year small business research grant to develop and implement MOLIS. Since going on-line on April 29, 1991, MOLIS has provided current information on 138 Black and Hispanic colleges and universities -- including faculty and student profiles, financial data, research centers and equipment information, precollege and education programs, emerging capabilities, enrollment data, administrative personnel data, and current events -- as well as minority opportunities from participating federal agencies. Six federal agencies are currently participating in MOLIS, including: Agency for International Development; Department of Commerce; Department of Energy; Department of Housing and Urban Development; National Aeronautics and Space Administration; and National Science Foundation.

This report describes a set of procedures and assumptions used to estimate production and logistics costs of bioenergy feedstocks from herbaceous crops and agricultural residues. The engineering-economic analysis discussed here is based on methodologies developed by the American Society of Agricultural and Biological Engineers (ASABE) and the American Agricultural Economics Association (AAEA). An engineering-economic analysis approach was chosen due to lack of historical cost data for bioenergy feedstocks. Instead, costs are calculated using assumptions for equipment performance, input prices, and yield data derived from equipment manufacturers, research literature, and/or standards. Cost estimates account for fixed and variable costs. Several examples of this costing methodology used to estimate feedstock logistics costs are included at the end of this report.

Modeling Sustainable Agricultural Residue Removal at the Subfield Scale

This study developed a computational strategy that utilizes data inputs from multiple spatial scales to investigate how variability within individual fields can impact sustainable residue removal for bioenergy production. Sustainable use of agricultural residues for bioenergy production requires consideration of the important role that residues play in limiting soil erosion and maintaining soil C, health, and productivity. Increased availability of subfield-scale data sets such as grain yield data, high-fidelity digital elevation models, and soil characteristic data provides an opportunity to investigate the impacts of subfield-scale variability on sustainable agricultural residue removal. Using three representative fields in Iowa, this study contrasted the results of current NRCS conservation management planning analysis with subfield-scale analysis for rake-and-bale removal of agricultural residue. The results of the comparison show that the field-average assumptions used in NRCS conservation management planning may lead to unsustainable residue removal decisions for significant portions of some fields. This highlights the need for additional research on subfield-scale sustainable agricultural residue removal including the development of real-time variable removal technologies for agricultural residue.

The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU. Sustainable Agricultural Residue Removal for Bioenergy: A Spatially Comprehensive National Assessment

This study provides a spatially comprehensive assessment of sustainable agricultural residue removal potential across the United States. Earlier assessments determining the quantity of agricultural residue that could be sustainably removed for bioenergy production at the regional and national scale faced a number of computational limitations. These limitations included the number of environmental factors, the number of land management scenarios, and the spatial fidelity and spatial extent of the assessment. This study utilizes integrated multi-factor environmental process modeling and high fidelity land use datasets to perform a spatially comprehensive assessment of sustainably removable agricultural residues across the conterminous United States. Soil type represents the base spatial unit for this study and is modeled using a national soil survey database at the 10 100 m scale. Current crop rotation practices are identified by processing land cover data available from the USDA National Agricultural Statistics Service Cropland Data Layer database. Land management and residue removal scenarios are identified for each unique crop rotation and crop management zone. Estimates of county averages and state totals of sustainably available agricultural residues are provided. The results of the assessment show that in 2011 over 150 million metric tons of agricultural residues could have been sustainably removed across the United States. Projecting crop yields and land management practices to 2030, the assessment determines that over 207 million metric tons of agricultural residues will be able to be sustainably removed for bioenergy production at that time.

Emissions Of Greenhouse Gases From Rice Agriculture

This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small. 4). Nitrous Oxide Emissions From Rice Fields Increase as Methane Emissions Drop. Inundated conditions favor anaerobic methane production with high emission rates and de-nitrification resulting in modest nitrous oxide emissions. Under drier conditions such as intermittent flooding, methane emissions fall and nitrous oxide emissions increase. Increased nitrogen fertilizer use increases nitrous oxide emissions and is usually accompanied by reduced organic matter applications which decreases methane emissions. These mechanisms cause a generally inverse relationship between methane and nitrous oxide emissions. Reduction of methane from rice agriculture to control global warming comes with tradeoffs with increased nitrous oxide emissions. 5). High Spatial Resolution Maps of Emissions Produced. Maps of methane and nitrous oxide emissions at a resolution of 5 min 5 min have been produced based on the composite results of this research. These maps are necessary for both scientific and policy uses.
