    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

    Remarks on the problems and issues related to the United States-Philippines Bases Agreement and prospect for its renewal are included namely: analysis of the provisions of the new Philippine Constitution; ASEAN perspective on the bases; US policy on nuclear weapons and its interest and options; Philippine interests and priorities, including alternate plans to compensate for the possible withdrawal of the US from the Philippines; and then an assessment of the effects of these factors on the renewal of the Bases Agreement. There are difficulties and barriers to the renewal of the said Agreement posed by conflicting policies of both parties and also due to divergent views on priorities, constitutional processes of both countries, and time constraints for concluding an agreement. However there are options for the United States regarding the problem, depending upon the desired level of its presence in Asia/Pacific region and how central the Philippine bases are to US national security interests.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector. This program helps fulfill the US obligation to support technology transfer to developing countries under Article 4.5 of the United Nations Framework Convention on Climate Change.     ARUBA (Arsenic Removal Using Bottom Ash) has proven effective at removing high concentrations of arsenic from drinking water in Bangladesh. During fieldwork in four sub-districts of the country, ARUBA reduced arsenic levels ranging from 200 to 900 ppb to below the Bangladesh standard of 50 ppb. The technology is cost-effective because the substrate--bottom ash from coal fired power plants--is a waste material readily available in South Asia. In comparison to similar technologies, ARUBA uses less media for arsenic removal due to its high surface area to volume ratio. Hence, less waste is produced. A number of experiments were conducted in Bangladesh to determine the effectiveness of various water treatment protocols. It was found that (1) ARUBA removes more than half of the arsenic from water within five minutes of treatment, (2) ARUBA, that has settled at the bottom of a treatment vessel, continues to remove arsenic for 2-3 days, (3) ARUBA's arsenic removal efficiency can be improved through sequential partial dosing (adding a given amount of ARUBA in fractions versus all at once), and (4) allowing water to first stand for two to three days followed by treatment with ARUBA produced final arsenic levels ten times lower than treating water directly out of the well. Our findings imply a number of tradeoffs between ARUBA's effective arsenic removal capacity, treatment system costs, and waste output. These tradeoffs, some a function of arsenic-related policies in Bangladesh (e.g., waste disposal regulations), must be considered when designing an arsenic removal system. We propose that the most attractive option is to use ARUBA in communityscale water treatment centers, installed as public-private partnerships, in Bangladeshi villages.

    This volume contains detailed case-studies of the history and prospects for natural gas utilization in eight developing countries: Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Thailand and Tunisia. All of these countries have been visited by members of the research team, with the exception of Pakistan. Running through all the case-histories is the importance of defining a clear market for the gas. In some cases this can prove remarkably difficult, especially when the oil price is relatively low. In other cases a market does exist, but is very limited in relation to the size of available reserves. The other theme which recurs over and over again is the importance of the relationship between the government and its agencies, and the foreign oil companies which are involved in exploration and development of gas reserves. These two issues are addressed in detail in each case study. But it is also the case that each country highlights specific aspects of the gas story.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

A test was conducted at Bailly Generating Station of Northern Indiana Public Service Co., firing a blend of Black Thunder (Powder River Basin) coal and Illinois basin coal, in cyclone boiler designed for Illinois basin coal. This test at Bailly was designed to determine the technical feasibility of cofiring at that station using PRB coals. This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction and testing activities at these generating stations.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    When gas is discovered in a developing country, and there is either insufficient to justify an Liquified Natural Gas (LNG) export project, or a surplus over-and-above LNG requirements, what are the problems that hinder its development for the internal market in that country. Are there positive steps that can be taken to facilitate such development. The major focus of this study is therefore on the problems that arise in negotiating and implementing agreements between companies and governments. The asymmetries and differences between the behavior and perceptions of the two groups impinge on the conduct of negotiations and the nature of agreements reached between the parties. Objectives are examined for each group as well as the procedures they follow and the constraints under which they operate. The effect of differences on exploration contracts, on pricing and on fiscal regimes are examined and practical ways in which the different objectives of governments and companies can be reconciled to their mutual advantage are suggested. The report is divided into two parts. This Volume, Part One of the report, contains a synthesis of our views on the issues raised by research, and the main conclusions.

    In 2012, India and Pakistan reaffirmed the Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons. Despite a history of mutual animosity and persistent conflict between the two countries, this agreement derives strength from a few successful nuclear confidence building measures that have stood the test of time. It also rests on the hope that the region would be spared a nuclear holocaust from an accidental nuclear weapon detonation that might be misconstrued as a deliberate use of a weapon by the other side. This study brings together two emerging strategic analysts from South Asia to explore measures to support the Agreement and further develop cooperation around this critical issue. This study briefly dwells upon the strategic landscape of nuclear South Asia with the respective nuclear force management structures, doctrines, and postures of India and Pakistan. It outlines the measures in place for the physical protection and safety of nuclear warheads, nuclear materials, and command and control mechanisms in the two countries, and it goes on to identify the prominent, emerging challenges posed by the introduction of new weapon technologies and modernization of the respective strategic forces. This is followed by an analysis of the agreement itself leading up to a proposed framework for cooperative measures that might enhance the spirit and implementation of the agreement.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    The 1994 Basel Convention concluded with a historical agreement to immediately ban the export of hazardous wastes for disposal from member countries of the Organization for Economic Co-operation and Development (OECD) to non-OECD nations. The OECD nations account for approximately 98 percent of the world`s toxic waste generation. As of December 31, 1997, exports of wastes for recycling will be illegal. For many years, industrialized nations have shipped hazardous wastes to developing nations under the guise of recycling. The ban will make 90 percent of current shipments unlawful. The United States was among the industrialized OCED nations declining to partake in the agreement. In March 1994, the Waste Export and Import Control Act was introduced to Congress by a concerned coalition of Representatives. The bill would ban all exports of toxic wastes except to those nations. Critics have argued that the nature of the Agreement makes it unenforceable under certain conditions. Applied geographical techniques are employed to reveal regions where the effectiveness of the waste ban may be challenged. Formulas are developed to determine the cost-benefit ratio for non-OECD nations involved in significant levels of toxic waste trade. Political and historical analyses are applied in order to clarify the U.S. opposition to the ban. A list of predictions is offered with the future of hazardous waste transhipments within the context of the world`s ever-changing geo-political sphere. Suggestions for improving the effectiveness and enforceability of the Basel Agreement are offered for discussion.

    The introduction of ergonomics is an ongoing effort in industrially developing countries and will ultimately require an organized, programmatic approach spanning several countries and organizations. Our preliminary efforts with our partner countries of Viet Nam, Thailand, and Nicaragua have demonstrated that a one-time course is just the first step in a series of necessary events to provide skills and create an infrastructure that will have lasting impact for the host country. To facilitate that any sort of training has a lasting impact, it is recommended that host countries establish a 'contract' with class participants and the guest instructors for at least one follow-up visit so instructors can see the progress and support the participants in current and future efforts. With repeated exchanges, the class participants can become the 'in country experts' and the next generation of ergonomic trainers. Additionally, providing participants with an easy to use hazard assessment tool and methods for evaluating the financial impact of the project (cost/benefit analysis) will assist increase the likelihood of success and establish a foundation for future projects. In the future, developing trade and regionally/culturally specific 'ergonomics toolkits' can help promote broader implementation, especially where training resources may be limited.

    On July 19, 1996 the US Department of Energy (DOE), State of Colorado (CDPHE), and US Environmental Protection Agency (EPA) entered into an agreement called the Rocky Flats Cleanup Agreement (RFCA) for the cleanup and closure of the Rocky Flats Environmental Technology Site (RFETS or Rocky Flats). Major elements of the agreement include: an Integrated Site-Wide Baseline; up to twelve significant enforceable milestones per year; agreed upon soil and water action levels and standards for cleanup; open space as the likely foreseeable land use; the plutonium and TRU waste removed by 2015; streamlined regulatory process; agreement with the Defense Nuclear Facilities Safety Board (DNFSB) to coordinate activities; and a risk reduction focus. Successful implementation of RFCA requires a substantial effort by the parties to change their way of thinking about RFETS and meet the deliverables and commitments. Substantial progress toward Site closure through the implementation of RFCA has been accomplished in the short time since the signing, yet much remains to be done. Much can be learned from the Rocky Flats experience by other facilities in similar situations.

    Both nuclear power and nuclear weapons programs should have (related) economic signatures which are detectible at some scale. We evaluated this premise in a series of studies using national economic input/output (IO) data. Statistical discrimination models using economic IO tables predict with a high probability whether a country with an unknown predilection for nuclear weapons proliferation is in fact engaged in nuclear power development or nuclear weapons proliferation. We analyzed 93 IO tables, spanning the years 1993 to 2005 for 37 countries that are either members or associates of the Organization for Economic Cooperation and Development (OECD). The 2009 OECD input/output tables featured 48 industrial sectors based on International Standard Industrial Classification (ISIC) Revision 3, and described the respective economies in current country-of-origin valued currency. We converted and transformed these reported values to US 2005 dollars using appropriate exchange rates and implicit price deflators, and addressed discrepancies in reported industrial sectors across tables. We then classified countries with Random Forest using either the adjusted or industry-normalized values. Random Forest, a classification tree technique, separates and categorizes countries using a very small, select subset of the 2304 individual cells in the IO table. A nations efforts in nuclear power, be it for electricity or nuclear weapons, are an enterprise with a large economic footprint -- an effort so large that it should discernibly perturb coarse country-level economics data such as that found in yearly input-output economic tables. The neoclassical economic input-output model describes a countrys or regions economy in terms of the requirements of industries to produce the current level of economic output. An IO table row shows the distribution of an industrys output to the industrial sectors while a table column shows the input required of each industrial sector by a given industry.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. The information shared by existing frameworks includes: laws and regulations (including internal inspection procedures that enforce compliance); lists of nuclear facilities; emergency response procedures and available resources; information related to the transportation of nuclear wastes (particularly via shipping); understanding and notification of accidental releases; and radionuclide release data from select coastal facilities. Incremental increases in the sensitivity of the information being shared could strengthen norms for Indian and Pakistani nuclear transparency. This paper suggests seven technology-based Indian and Pakistani nuclear transparency projects for consideration. Existing nuclear-related agreements provide an information-sharing framework within which the projects could occur. Eventually, as confidence increases and new agreements are negotiated, future projects could begin to deal with the accounting of fissile materials and nuclear weapons disposition and control.
